11月(yue)5日,《西(xi)(xi)北(bei)電(dian)網(wang)(wang)(wang)區域(yu)(酒(jiu)泉(quan))調度測(ce)風(feng)網(wang)(wang)(wang)絡(luo)規(gui)(gui)劃》順利通過專家評(ping)審。該測(ce)風(feng)網(wang)(wang)(wang)絡(luo)系統(tong)是甘肅酒(jiu)泉(quan)千(qian)萬千(qian)瓦(wa)級風(feng)電(dian)基(ji)地風(feng)能監(jian)測(ce)系統(tong)的(de)(de)重要組成部(bu)分,是國(guo)內(nei)首個針對(dui)區域(yu)電(dian)網(wang)(wang)(wang)風(feng)電(dian)調度的(de)(de)測(ce)風(feng)網(wang)(wang)(wang)絡(luo)系統(tong),也是目前全國(guo)最大規(gui)(gui)模的(de)(de)測(ce)風(feng)網(wang)(wang)(wang)絡(luo)系統(tong),填(tian)補了多(duo)項國(guo)內(nei)外空(kong)白,具有(you)廣(guang)闊的(de)(de)應用(yong)前景,對(dui)建設河(he)西(xi)(xi)“風(feng)電(dian)走廊”、再(zai)造“陸(lu)上三峽(xia)”,實現(xian)西(xi)(xi)北(bei)風(feng)電(dian)大規(gui)(gui)模并(bing)網(wang)(wang)(wang)和科學調度有(you)著十分重要的(de)(de)現(xian)實意(yi)義。
風(feng)(feng)能監(jian)測(ce)(ce)系統(tong)(tong)(tong)(tong)主(zhu)要包括(kuo)天氣(qi)預報系統(tong)(tong)(tong)(tong)和測(ce)(ce)風(feng)(feng)網(wang)絡系統(tong)(tong)(tong)(tong)。目前,全球發(fa)達國(guo)家風(feng)(feng)能監(jian)測(ce)(ce)系統(tong)(tong)(tong)(tong)普(pu)遍(bian)規(gui)模較小,且分散性較大,國(guo)內規(gui)劃的(de)(de)風(feng)(feng)電基地(di)也并未建立大規(gui)模的(de)(de)風(feng)(feng)能監(jian)測(ce)(ce)系統(tong)(tong)(tong)(tong),針對電網(wang)調(diao)度的(de)(de)測(ce)(ce)風(feng)(feng)網(wang)絡系統(tong)(tong)(tong)(tong)更是從未涉及,嚴重制約了風(feng)(feng)電的(de)(de)集(ji)中(zhong)式大規(gui)模開(kai)發(fa)利(li)用和并網(wang)運行(xing)。
甘肅酒泉(quan)地區地處“河(he)西走(zou)廊”西端,風(feng)能資(zi)源豐富,總儲(chu)量為1.5億千(qian)(qian)瓦(wa),可(ke)開發量在4000萬千(qian)(qian)瓦(wa)以上,風(feng)能利用面積約1萬平方公(gong)里。2007 年國家(jia)發改委(wei)提(ti)出了“建(jian)(jian)設大基地、融入大電(dian)(dian)網”的大風(feng)電(dian)(dian)規(gui)劃構(gou)想(xiang),甘肅省委(wei)省政府提(ti)出了“建(jian)(jian)設河(he)西風(feng)電(dian)(dian)基地、再造西部‘陸上三峽’”的宏偉目標。2008年6月,國家(jia)發改委(wei)正式(shi)批準 750 千(qian)(qian)伏金昌~酒泉(quan)~安西輸變電(dian)(dian)工(gong)程和 11 項(xiang)配套(tao) 330千(qian)(qian)伏輸變電(dian)(dian)工(gong)程開展前期工(gong)作。酒泉(quan)風(feng)電(dian)(dian)基地及配套(tao) 750 千(qian)(qian)伏電(dian)(dian)網工(gong)程建(jian)(jian)設全(quan)面提(ti)速(su)。
隨著酒(jiu)(jiu)泉(quan)風(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)地并網發電(dian)(dian)(dian)(dian)在(zai)(zai)即,針(zhen)對該風(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)地的功率(lv)預測和(he)風(feng)(feng)能(neng)資(zi)源監測已迫(po)在(zai)(zai)眉睫。西北電(dian)(dian)(dian)(dian)網公司提出以甘(gan)(gan)肅酒(jiu)(jiu)泉(quan)風(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)地為試(shi)點,以建立測風(feng)(feng)網絡(luo)為基(ji)礎,積累風(feng)(feng)能(neng)資(zi)源,逐步(bu)開展風(feng)(feng)電(dian)(dian)(dian)(dian)功率(lv)預測和(he)電(dian)(dian)(dian)(dian)網調度(du)優化(hua)研究(jiu),涉(she)及甘(gan)(gan)肅酒(jiu)(jiu)泉(quan)風(feng)(feng)電(dian)(dian)(dian)(dian)基(ji)地達19.12萬平方公里。
《西北電網(wang)區域(酒泉(quan))調度(du)測(ce)風(feng)(feng)(feng)網(wang)絡(luo)規(gui)劃》由西北電網(wang)公司風(feng)(feng)(feng)電研(yan)究中心(xin)和國(guo)家氣候中心(xin)共同完成,針對酒泉(quan)千萬千瓦級風(feng)(feng)(feng)電基地(di),采用理(li)論分析、流體力學模型(xing)模擬(ni)和實地(di)查勘的方(fang)式,提出了(le)合理(li)的測(ce)風(feng)(feng)(feng)網(wang)絡(luo)布局方(fang)案,為將來在該地(di)區大(da)規(gui)模地(di)開展風(feng)(feng)(feng)電功率(lv)預(yu)測(ce)奠定了(le)重要基礎(chu),同時也(ye)提出了(le)測(ce)風(feng)(feng)(feng)塔(ta)和測(ce)風(feng)(feng)(feng)設(she)備技術要求、測(ce)風(feng)(feng)(feng)網(wang)絡(luo)監控和數據傳輸(shu)存儲系統方(fang)案、測(ce)風(feng)(feng)(feng)網(wang)絡(luo)建(jian)設(she)經(jing)費匡算等關(guan)鍵(jian)問題。
