按照“重要線路在上面”的原則,國家電網江蘇省電力公(gong)(gong)司將連云(yun)港核電送出線路,由從其他線路下部(bu)穿越(yue)改為(wei)從其上部(bu)跨越(yue)。近日,江蘇公(gong)(gong)司透露,年初冰災后,江蘇公(gong)(gong)司進一步加強(qiang)電網科學規劃(hua),以完(wan)善堅(jian)強(qiang)電網為(wei)目標(biao),全面推進六(liu)大工程(cheng)建設。
目前,江(jiang)(jiang)蘇電(dian)(dian)網(wang)內發電(dian)(dian)裝機(全(quan)口徑)共5600萬千瓦,預計今年(nian)全(quan)省(sheng)(sheng)統(tong)(tong)調用(yong)電(dian)(dian)最高負(fu)荷為(wei)5100萬千瓦、全(quan)社(she)會用(yong)電(dian)(dian)量3310億千瓦時。為(wei)了滿足江(jiang)(jiang)蘇經濟發展對電(dian)(dian)力的(de)需(xu)求,國家(jia)電(dian)(dian)網(wang)公司統(tong)(tong)籌安排,加(jia)(jia)快電(dian)(dian)網(wang)建設步伐,加(jia)(jia)大跨(kua)省(sheng)(sheng)資源(yuan)優化(hua)配(pei)置力度。目前,江(jiang)(jiang)蘇電(dian)(dian)網(wang)跨(kua)省(sheng)(sheng)市(shi)500千伏聯絡(luo)線有8條,江(jiang)(jiang)蘇電(dian)(dian)網(wang)安全(quan)穩(wen)定與(yu)浙江(jiang)(jiang)、安徽、上海等周邊省(sheng)(sheng)市(shi)電(dian)(dian)網(wang)息息相關。
冰災過后,江(jiang)蘇公(gong)司更加注重事前防(fang)范和增強抵御能力(li),全面推進電網(wang)科學規劃工(gong)程、電源合理接(jie)入(ru)系(xi)統(tong)工(gong)程、電網(wang)建(jian)設加強工(gong)程、電網(wang)生命線(xian)工(gong)程、黑啟動工(gong)程、控制技(ji)術(shu)進步工(gong)程等六大工(gong)程建(jian)設。
電(dian)(dian)網科學(xue)規劃工(gong)程(cheng),是按照“1個500千(qian)(qian)伏(fu)主網、20個左右(you)220千(qian)(qian)伏(fu)分區電(dian)(dian)網、100個左右(you)110千(qian)(qian)伏(fu)互(hu)(hu)(hu)供(gong)電(dian)(dian)網”結構(gou)進行電(dian)(dian)網規劃、設計和(he)建設。該工(gong)程(cheng)將使江蘇電(dian)(dian)網實現(xian)(xian)500千(qian)(qian)伏(fu)主力線路縱(zong)橫架構(gou)、220千(qian)(qian)伏(fu)及以下(xia)線路環網互(hu)(hu)(hu)濟(ji),最終實現(xian)(xian)500千(qian)(qian)伏(fu)覆蓋全省、220千(qian)(qian)伏(fu)分區互(hu)(hu)(hu)濟(ji)、110千(qian)(qian)伏(fu)靈活備供(gong)和(he)上級故障、下(xia)級支援(yuan),避免出現(xian)(xian)局部“孤(gu)島”電(dian)(dian)網。
電(dian)源合理接(jie)入(ru)系統工程主(zhu)要是科(ke)學規劃(hua)電(dian)源分布。目(mu)前,接(jie)入(ru)江蘇500千(qian)(qian)(qian)伏(fu)、220千(qian)(qian)(qian)伏(fu)和110千(qian)(qian)(qian)伏(fu)及以(yi)下電(dian)網的(de)裝(zhuang)機容量分別占(zhan)全(quan)省裝(zhuang)機總量的(de)30%、51%和19%。未來,負(fu)荷密集(ji)地(di)區的(de)部分60萬千(qian)(qian)(qian)瓦機組也將接(jie)入(ru)220千(qian)(qian)(qian)伏(fu)系統,以(yi)減少(shao)500千(qian)(qian)(qian)伏(fu)建設(she)投入(ru),并有(you)效(xiao)避免一級電(dian)網失電(dian)影(ying)響全(quan)局的(de)情況。
電網建設加強(qiang)工程是堅持沿(yan)路(lu)、沿(yan)河(he)、沿(yan)海的電網發(fa)展(zhan)思(si)路(lu),逐步將現(xian)存的少量山(shan)區電力線(xian)路(lu)移至路(lu)邊(bian),結(jie)合(he)江(jiang)(jiang)蘇(su)河(he)流、公(gong)路(lu)、鐵(tie)路(lu)和(he)輸(shu)電線(xian)路(lu)密布(bu)交叉的特點,提(ti)高(gao)“三跨”(跨河(he)、跨路(lu)、跨線(xian))段(duan)(duan)線(xian)路(lu)設計標準(zhun)。目(mu)前(qian),江(jiang)(jiang)蘇(su)公(gong)司已排(pai)查500千伏、220千伏不符合(he)新(xin)設計標準(zhun)跨越段(duan)(duan)共計895處。該(gai)工程還(huan)包(bao)括塔型優化課題研(yan)(yan)究(jiu),重點研(yan)(yan)究(jiu)鐵(tie)塔結(jie)構(gou)、桿(gan)件布(bu)置、材料選擇、節(jie)點構(gou)造等設計,從(cong)細節(jie)上把住(zhu)電網建設和(he)維(wei)護的安全(quan)關口。據(ju)悉,江(jiang)(jiang)蘇(su)公(gong)司已順利通過了新(xin)塔型覆冰破壞(huai)試驗,新(xin)塔型強(qiang)度明顯增強(qiang),鐵(tie)塔導地線(xian)容許(xu)覆冰厚度提(ti)高(gao)了20%~30%。
電(dian)網(wang)生(sheng)命線(xian)工(gong)(gong)程(cheng)即(ji)在(zai)極端(duan)情(qing)況下(xia)(xia)保證電(dian)網(wang)有20%左右的(de)供(gong)電(dian)能(neng)力,可以維持社(she)會(hui)基本運轉需要和(he)(he)電(dian)網(wang)恢復運行(xing)所需電(dian)源(yuan)(yuan),防止電(dian)網(wang)極端(duan)情(qing)況下(xia)(xia)的(de)全線(xian)垮塌(ta)。黑啟動(dong)工(gong)(gong)程(cheng)即(ji)在(zai)外來電(dian)力供(gong)應中斷、省內機組(zu)和(he)(he)電(dian)網(wang)全停的(de)情(qing)況下(xia)(xia),緊急啟動(dong)預先準備的(de)發電(dian)機組(zu),帶動(dong)附近機組(zu)發電(dian),逐步啟動(dong)電(dian)網(wang)。目前(qian),蘇(su)南和(he)(he)蘇(su)中電(dian)網(wang)已有備用(yong)燃機或抽水蓄能(neng)黑啟動(dong)電(dian)源(yuan)(yuan),蘇(su)北黑啟動(dong)電(dian)源(yuan)(yuan)建設(she)方(fang)案正(zheng)在(zai)組(zu)織實施(shi)。控制技術進(jin)步工(gong)(gong)程(cheng)強調(diao)電(dian)網(wang)調(diao)度控制手段從人工(gong)(gong)到計(ji)算機智(zhi)能(neng)控制的(de)轉變。
