6月14日,國(guo)家(jia)電(dian)網公(gong)司牽頭組(zu)織承擔(dan)的(de)“十一五”國(guo)家(jia)科技支撐(cheng)計劃重大重點項目--“特高(gao)壓輸變電(dian)系(xi)統開發與示范”、“大電(dian)網安全關(guan)鍵技術(shu)研究”和“風(feng)電(dian)場(chang)接(jie)入電(dian)力系(xi)統關(guan)鍵技術(shu)研究”等三(san)個(ge)項目順利通(tong)過(guo)國(guo)家(jia)科學技術(shu)部組(zu)織的(de)技術(shu)及財務(wu)驗收(shou)。驗收(shou)專(zhuan)家(jia)組(zu)對三(san)個(ge)項目所取得的(de)成果及對我國(guo)電(dian)網發展(zhan)的(de)重大支撐(cheng)作用給(gei)予(yu)了高(gao)度評(ping)價(jia)。
“十一(yi)五”期(qi)間,隨著我國(guo)經濟(ji)的快速發(fa)(fa)展,工業化、城(cheng)鎮(zhen)化進程不斷(duan)加快,我國(guo)電(dian)(dian)網(wang)(wang)發(fa)(fa)展面(mian)臨前所未有(you)的挑戰。能(neng)(neng)源需(xu)(xu)求尤其是電(dian)(dian)力(li)(li)需(xu)(xu)求持(chi)續增長(chang),能(neng)(neng)源資源與生產力(li)(li)發(fa)(fa)展逆向分布,風電(dian)(dian)、光伏發(fa)(fa)電(dian)(dian)等新能(neng)(neng)源發(fa)(fa)電(dian)(dian)快速發(fa)(fa)展,亟需(xu)(xu)研究特高壓(ya)輸變電(dian)(dian)技術(shu)(shu)、大規(gui)(gui)模集(ji)中式風電(dian)(dian)場(chang)接入電(dian)(dian)網(wang)(wang)技術(shu)(shu)問題,破解能(neng)(neng)源資源大規(gui)(gui)模大范圍(wei)優(you)化配(pei)置(zhi)的技術(shu)(shu)難題。
國(guo)家科(ke)(ke)學(xue)技術(shu)部高度關注我國(guo)能源和電(dian)(dian)網(wang)發展(zhan)問題,將特高壓(ya)(ya)技術(shu)及裝備研發列入《國(guo)家中長期科(ke)(ke)學(xue)和技術(shu)發展(zhan)規(gui)劃綱要》。2006-2008年,“特高壓(ya)(ya)輸變(bian)電(dian)(dian)系(xi)統開發與示范”、“大電(dian)(dian)網(wang)安全(quan)關鍵技術(shu)研究”、“風電(dian)(dian)場接入電(dian)(dian)網(wang)關鍵技術(shu)研究”等項(xiang)目被列入“十一五”國(guo)家科(ke)(ke)技支撐計(ji)劃。
幾年來(lai),國家電(dian)(dian)(dian)(dian)網(wang)(wang)公司牽頭組(zu)織國內科(ke)(ke)研(yan)、設(she)(she)(she)計(ji)、制(zhi)(zhi)(zhi)造、高(gao)(gao)(gao)(gao)校等(deng)共計(ji)59個(ge)單(dan)位的(de)數千(qian)位科(ke)(ke)研(yan)人(ren)員參(can)與(yu)了(le)(le)(le)“特(te)(te)高(gao)(gao)(gao)(gao)壓輸(shu)(shu)變電(dian)(dian)(dian)(dian)系(xi)統(tong)開發與(yu)示(shi)范(fan)”、“大(da)(da)電(dian)(dian)(dian)(dian)網(wang)(wang)安(an)全(quan)(quan)(quan)關(guan)鍵技(ji)(ji)術(shu)研(yan)究(jiu)”和(he)“風(feng)電(dian)(dian)(dian)(dian)場(chang)接入電(dian)(dian)(dian)(dian)力系(xi)統(tong)關(guan)鍵技(ji)(ji)術(shu)研(yan)究(jiu)”研(yan)究(jiu)工(gong)(gong)(gong)作,圓滿完(wan)成(cheng)(cheng)了(le)(le)(le)各項(xiang)研(yan)究(jiu)內容,實現(xian)了(le)(le)(le)項(xiang)目預(yu)定目標(biao)(biao),項(xiang)目取得豐碩成(cheng)(cheng)果。在(zai)(zai)特(te)(te)高(gao)(gao)(gao)(gao)壓輸(shu)(shu)電(dian)(dian)(dian)(dian)技(ji)(ji)術(shu)方(fang)面(mian)(mian),全(quan)(quan)(quan)面(mian)(mian)掌握了(le)(le)(le)1000kV特(te)(te)高(gao)(gao)(gao)(gao)壓交流和(he)±800kV直(zhi)流關(guan)鍵技(ji)(ji)術(shu)和(he)設(she)(she)(she)備(bei)制(zhi)(zhi)(zhi)造核心技(ji)(ji)術(shu),占領了(le)(le)(le)世(shi)界特(te)(te)高(gao)(gao)(gao)(gao)壓技(ji)(ji)術(shu)的(de)制(zhi)(zhi)(zhi)高(gao)(gao)(gao)(gao)點,為(wei)我國自主研(yan)發、設(she)(she)(she)計(ji)和(he)建(jian)設(she)(she)(she)的(de)1000kV特(te)(te)高(gao)(gao)(gao)(gao)壓交流試(shi)驗(yan)示(shi)范(fan)工(gong)(gong)(gong)程和(he)±800kV直(zhi)流試(shi)驗(yan)示(shi)范(fan)工(gong)(gong)(gong)程的(de)順利投運提供了(le)(le)(le)全(quan)(quan)(quan)面(mian)(mian)的(de)技(ji)(ji)術(shu)支(zhi)撐,實現(xian)了(le)(le)(le)我國在(zai)(zai)遠距離、大(da)(da)容量、低(di)損耗的(de)特(te)(te)高(gao)(gao)(gao)(gao)壓輸(shu)(shu)變電(dian)(dian)(dian)(dian)核心技(ji)(ji)術(shu)和(he)設(she)(she)(she)備(bei)國產化上的(de)重大(da)(da)技(ji)(ji)術(shu)突(tu)破,全(quan)(quan)(quan)面(mian)(mian)提升了(le)(le)(le)我國輸(shu)(shu)變電(dian)(dian)(dian)(dian)工(gong)(gong)(gong)程科(ke)(ke)研(yan)、設(she)(she)(she)計(ji)和(he)設(she)(she)(she)備(bei)制(zhi)(zhi)(zhi)造水平。在(zai)(zai)大(da)(da)電(dian)(dian)(dian)(dian)網(wang)(wang)安(an)全(quan)(quan)(quan)運行方(fang)面(mian)(mian),完(wan)成(cheng)(cheng)了(le)(le)(le)發電(dian)(dian)(dian)(dian)機組(zu)及其控(kong)(kong)制(zhi)(zhi)(zhi)系(xi)統(tong)建(jian)模方(fang)法、負(fu)荷模型建(jian)模理論(lun)和(he)方(fang)法、電(dian)(dian)(dian)(dian)力市(shi)場(chang)仿真系(xi)統(tong)市(shi)場(chang)行為(wei)模擬模塊研(yan)發;完(wan)成(cheng)(cheng)電(dian)(dian)(dian)(dian)力系(xi)統(tong)多時間尺度全(quan)(quan)(quan)過程仿真程序、電(dian)(dian)(dian)(dian)網(wang)(wang)在(zai)(zai)線安(an)全(quan)(quan)(quan)預(yu)警及防(fang)御系(xi)統(tong)、多功(gong)能安(an)全(quan)(quan)(quan)穩(wen)定控(kong)(kong)制(zhi)(zhi)(zhi)裝置研(yan)制(zhi)(zhi)(zhi)并投入實際應(ying)用(yong),制(zhi)(zhi)(zhi)定了(le)(le)(le)相應(ying)的(de)規范(fan)和(he)標(biao)(biao)準。在(zai)(zai)風(feng)電(dian)(dian)(dian)(dian)接入電(dian)(dian)(dian)(dian)網(wang)(wang)技(ji)(ji)術(shu)方(fang)面(mian)(mian),完(wan)成(cheng)(cheng)全(quan)(quan)(quan)部基(ji)礎理論(lun)研(yan)究(jiu)及應(ying)用(yong)技(ji)(ji)術(shu)研(yan)究(jiu)工(gong)(gong)(gong)作,開發完(wan)成(cheng)(cheng)模型模塊、分析軟件(jian)、預(yu)測系(xi)統(tong)、控(kong)(kong)制(zhi)(zhi)(zhi)系(xi)統(tong)等(deng)并用(yong)于實際工(gong)(gong)(gong)程,完(wan)成(cheng)(cheng)相關(guan)標(biao)(biao)準制(zhi)(zhi)(zhi)定,有(you)力支(zhi)撐了(le)(le)(le)我國風(feng)電(dian)(dian)(dian)(dian)發展。
