2月27日,中國(guo)石(shi)油人力(li)資源(yuan)(yuan)管理系(xi)統揭牌啟用(yong),標志著(zhu)中國(guo)石(shi)油人力(li)資源(yuan)(yuan)管理系(xi)統全面上(shang)線應用(yong)。
2006年3月(yue),人(ren)(ren)力(li)(li)資(zi)源(yuan)管(guan)(guan)(guan)(guan)理(li)(li)系(xi)統(tong)(tong)(tong)建(jian)設工(gong)作(zuo)啟動(dong),歷經試點、推廣準備和推廣實(shi)施三(san)個階段(duan),2008年12月(yue)125個企事(shi)(shi)業(ye)單位的系(xi)統(tong)(tong)(tong)分四批(pi)正式(shi)上線運行(xing)。這套管(guan)(guan)(guan)(guan)理(li)(li)系(xi)統(tong)(tong)(tong)將中國(guo)(guo)石油(you)全部(bu)合(he)同化及市場化員工(gong)納入系(xi)統(tong)(tong)(tong)管(guan)(guan)(guan)(guan)理(li)(li),成為全球最大的企業(ye)人(ren)(ren)力(li)(li)資(zi)源(yuan)管(guan)(guan)(guan)(guan)理(li)(li)系(xi)統(tong)(tong)(tong)。系(xi)統(tong)(tong)(tong)涉及組織管(guan)(guan)(guan)(guan)理(li)(li)、人(ren)(ren)事(shi)(shi)管(guan)(guan)(guan)(guan)理(li)(li)、薪酬管(guan)(guan)(guan)(guan)理(li)(li)等人(ren)(ren)力(li)(li)資(zi)源(yuan)管(guan)(guan)(guan)(guan)理(li)(li)相關的所有業(ye)務。建(jian)設人(ren)(ren)力(li)(li)資(zi)源(yuan)管(guan)(guan)(guan)(guan)理(li)(li)系(xi)統(tong)(tong)(tong),是構建(jian)與綜合(he)性國(guo)(guo)際(ji)能源(yuan)公(gong)司相適應的人(ren)(ren)力(li)(li)資(zi)源(yuan)管(guan)(guan)(guan)(guan)理(li)(li)體(ti)系(xi)的重要組成部(bu)分,是全面提升(sheng)人(ren)(ren)力(li)(li)資(zi)源(yuan)開發能力(li)(li)和管(guan)(guan)(guan)(guan)理(li)(li)水平的重要手段(duan)。
人(ren)(ren)力(li)(li)資(zi)源(yuan)管理(li)(li)系統(tong)自批復(fu)上(shang)線以來,應(ying)用(yong)效(xiao)(xiao)(xiao)果初步(bu)(bu)顯現(xian)。一是(shi)(shi)統(tong)一管理(li)(li)平臺,解決了(le)(le)(le)長期困擾人(ren)(ren)事管理(li)(li)工(gong)作(zuo)的(de)低水(shui)平重復(fu)建(jian)設(she)和(he)(he)信息(xi)孤島問(wen)題(ti),實現(xian)了(le)(le)(le)數據共享。二是(shi)(shi)規范人(ren)(ren)事業(ye)務(wu),提(ti)高(gao)了(le)(le)(le)工(gong)作(zuo)效(xiao)(xiao)(xiao)率和(he)(he)信息(xi)的(de)準確性(xing)、時效(xiao)(xiao)(xiao)性(xing)。三(san)是(shi)(shi)增(zeng)強(qiang)管控(kong)能力(li)(li),系統(tong)摸(mo)清家底,提(ti)高(gao)了(le)(le)(le)透明度。同時,為盤(pan)活人(ren)(ren)力(li)(li)資(zi)源(yuan)存量、控(kong)制總量、優化(hua)結構(gou)提(ti)供(gong)了(le)(le)(le)依(yi)據。四是(shi)(shi)提(ti)升分(fen)析(xi)能力(li)(li),使用(yong)數據展(zhan)示平臺,可及(ji)時掌握(wo)各(ge)類人(ren)(ren)力(li)(li)資(zi)源(yuan)統(tong)計分(fen)析(xi)數據,進一步(bu)(bu)提(ti)升了(le)(le)(le)人(ren)(ren)力(li)(li)資(zi)源(yuan)決策的(de)有效(xiao)(xiao)(xiao)性(xing)和(he)(he)可靠(kao)性(xing)。五是(shi)(shi)促進各(ge)級人(ren)(ren)事管理(li)(li)人(ren)(ren)員不(bu)斷思考和(he)(he)學習(xi),加快(kuai)了(le)(le)(le)管理(li)(li)觀(guan)念的(de)轉變(bian)。六是(shi)(shi)促進隊伍(wu)建(jian)設(she),上(shang)萬名業(ye)務(wu)人(ren)(ren)員參加系統(tong)建(jian)設(she)和(he)(he)各(ge)類系統(tong)培訓,人(ren)(ren)事隊伍(wu)的(de)綜合素質進一步(bu)(bu)提(ti)升。
系(xi)統建成以來,通過(guo)(guo)系(xi)統核算工資的員(yuan)工比例(li)連續3個月(yue)超(chao)過(guo)(guo)80%,2008年人事(shi)制度快(kuai)報(bao)已經(jing)通過(guo)(guo)系(xi)統生成匯(hui)總完畢(bi)。
