通過電(dian)費集中(zhong)管理(li),國家(jia)電(dian)網公(gong)(gong)司(si)所(suo)屬(shu)湖北省電(dian)力公(gong)(gong)司(si)月(yue)末應收賬款(kuan)余(yu)額下降(jiang)了83%以(yi)上,每(mei)(mei)月(yue)產生的近6億(yi)元(yuan)預(yu)存(cun)電(dian)費,讓湖北公(gong)(gong)司(si)每(mei)(mei)年融資成本減少1500多萬元(yuan);通過開(kai)展(zhan)集中(zhong)用電(dian)秩序整(zheng)治和電(dian)價(jia)稽查活動(dong),湖北公(gong)(gong)司(si)每(mei)(mei)年增收8100萬元(yuan)……11月(yue)2日,國家(jia)電(dian)網公(gong)(gong)司(si)調研組對湖北公(gong)(gong)司(si)近兩年來開(kai)展(zhan)營銷集中(zhong)管理(li)取得(de)的成效(xiao)給予高度評價(jia)。
營(ying)(ying)(ying)銷(xiao)(xiao)是企業(ye)經營(ying)(ying)(ying)管理(li)(li)的(de)(de)(de)核(he)心(xin)內容,營(ying)(ying)(ying)銷(xiao)(xiao)集中(zhong)管理(li)(li)水(shui)(shui)平(ping)(ping)是衡量電(dian)(dian)網企業(ye)經營(ying)(ying)(ying)管理(li)(li)水(shui)(shui)平(ping)(ping)的(de)(de)(de)重要(yao)標志。按照國家電(dian)(dian)網公(gong)(gong)司(si)的(de)(de)(de)統(tong)一(yi)部署,湖北公(gong)(gong)司(si)自(zi)2004年開始大力改革過去行政味道相(xiang)對(dui)濃厚、管理(li)(li)資源相(xiang)對(dui)分散、管理(li)(li)鏈(lian)條(tiao)相(xiang)對(dui)較(jiao)長的(de)(de)(de)舊營(ying)(ying)(ying)銷(xiao)(xiao)體系,不斷推進營(ying)(ying)(ying)銷(xiao)(xiao)集約化(hua)組織機構建(jian)設。2007年,湖北公(gong)(gong)司(si)建(jian)成了包括客戶服務(wu)(wu)中(zhong)心(xin)、電(dian)(dian)費管理(li)(li)中(zhong)心(xin)、電(dian)(dian)能計量中(zhong)心(xin)、營(ying)(ying)(ying)銷(xiao)(xiao)稽查(cha)中(zhong)心(xin)的(de)(de)(de)“一(yi)部四中(zhong)心(xin)”營(ying)(ying)(ying)銷(xiao)(xiao)管理(li)(li)體系。兩年多來,湖北公(gong)(gong)司(si)營(ying)(ying)(ying)銷(xiao)(xiao)資源得到(dao)整合優化(hua),營(ying)(ying)(ying)銷(xiao)(xiao)業(ye)務(wu)(wu)流程更加清晰規范,營(ying)(ying)(ying)銷(xiao)(xiao)服務(wu)(wu)功能得到(dao)進一(yi)步強化(hua),營(ying)(ying)(ying)銷(xiao)(xiao)管理(li)(li)水(shui)(shui)平(ping)(ping)和經營(ying)(ying)(ying)效益(yi)極(ji)大提高。
各級客戶(hu)服務(wu)(wu)中(zhong)心(xin)(xin)成(cheng)(cheng)立(li)(li)后(hou)(hou),湖(hu)(hu)(hu)北(bei)(bei)公(gong)司用(yong)電(dian)(dian)(dian)市(shi)場開拓(tuo)、需(xu)求(qiu)側(ce)管理(li)(li)、用(yong)電(dian)(dian)(dian)報裝等十多(duo)項(xiang)客戶(hu)服務(wu)(wu)資源得(de)到全面(mian)整(zheng)(zheng)合(he),“前(qian)臺(tai)一條(tiao)線,后(hou)(hou)臺(tai)一張網”的(de)客戶(hu)服務(wu)(wu)格(ge)局全面(mian)形(xing)成(cheng)(cheng),服務(wu)(wu)標準和(he)流程得(de)到規范(fan),服務(wu)(wu)質量和(he)服務(wu)(wu)效率得(de)到提高(gao);電(dian)(dian)(dian)費(fei)(fei)管理(li)(li)中(zhong)心(xin)(xin)成(cheng)(cheng)立(li)(li)后(hou)(hou),湖(hu)(hu)(hu)北(bei)(bei)公(gong)司每月電(dian)(dian)(dian)費(fei)(fei)應收賬款余額由過(guo)去(qu)的(de)3.5億(yi)元(yuan)下降到現在的(de)0.6億(yi)元(yuan)左右,電(dian)(dian)(dian)費(fei)(fei)核(he)算人(ren)員由集中(zhong)管理(li)(li)前(qian)的(de)1047人(ren)減少到365人(ren),大大降低了(le)(le)企(qi)業(ye)經營管理(li)(li)成(cheng)(cheng)本;電(dian)(dian)(dian)能計(ji)(ji)量中(zhong)心(xin)(xin)成(cheng)(cheng)立(li)(li)后(hou)(hou),湖(hu)(hu)(hu)北(bei)(bei)公(gong)司取消了(le)(le)所有縣級電(dian)(dian)(dian)能計(ji)(ji)量檢定業(ye)務(wu)(wu),并(bing)通(tong)過(guo)省(sheng)質監局整(zheng)(zheng)體(ti)授(shou)權,鞏固了(le)(le)該公(gong)司法(fa)定計(ji)(ji)量檢定機(ji)構(gou)地位,提高(gao)了(le)(le)政府(fu)和(he)社(she)會認可(ke)度(du)(du),規避了(le)(le)過(guo)去(qu)的(de)電(dian)(dian)(dian)能計(ji)(ji)量管理(li)(li)法(fa)律風險;營銷(xiao)稽(ji)查(cha)(cha)中(zhong)心(xin)(xin)成(cheng)(cheng)立(li)(li)后(hou)(hou),湖(hu)(hu)(hu)北(bei)(bei)公(gong)司加大營銷(xiao)稽(ji)查(cha)(cha)和(he)反竊電(dian)(dian)(dian)等專項(xiang)工作(zuo)力度(du)(du),93處不(bu)規范(fan)用(yong)電(dian)(dian)(dian)整(zheng)(zheng)治、1133處竊電(dian)(dian)(dian)重災(zai)區(qu)治理(li)(li)、697處特殊用(yong)戶(hu)電(dian)(dian)(dian)價規范(fan)工作(zuo)全面(mian)完成(cheng)(cheng),在實現企(qi)業(ye)增收的(de)同時,防范(fan)了(le)(le)營銷(xiao)安全風險,提高(gao)了(le)(le)營銷(xiao)安全管理(li)(li)水平(ping)。
