中國通號運用整體項目管理模式加快京津城際鐵路建設

  在京津城際鐵路建設中,中國(guo)鐵路通信信號集團公(gong)司運(yun)(yun)用目前國(guo)際上(shang)最先進的(de)(de)(de)整體項目管(guan)理模(mo)式(OPM),確保(bao)了工程質量和(he)進度。目前,京津城際鐵路站(zhan)后系統集成已進入全面聯調(diao)階段。這標志著世人(ren)矚目的(de)(de)(de)我國(guo)首條時速300公(gong)里的(de)(de)(de)客運(yun)(yun)專線即將開始試運(yun)(yun)行。

  站后系統集(ji)成(cheng)建設(she)模式(shi)是我國鐵路(lu)史無(wu)前例的工(gong)程建設(she)創新(xin)(xin)組織方式(shi)。它技術(shu)復雜,綜合了信息技術(shu)、自動控制技術(shu)和材料、工(gong)藝等多種技術(shu)門(men)類,是多種專業合成(cheng)的高新(xin)(xin)技術(shu)綜合項(xiang)目。其優點是職(zhi)責明確,接(jie)口清楚,進(jin)度(du)清晰(xi),步調一致,便于業主對(dui)集(ji)成(cheng)商的管理,可極大(da)地(di)縮減(jian)大(da)型(xing)項(xiang)目的整體工(gong)期。

  基于此,鐵道部在京(jing)津城際鐵路建設中,首(shou)次采用(yong)了(le)站后"四電(dian)"系(xi)統集成(cheng)工程總承包的建設模式。

  作為"四(si)電(dian)"系(xi)統(tong)(tong)(tong)(tong)(tong)集成商(shang)之(zhi)一的(de)中(zhong)(zhong)國(guo)通(tong)號(hao)集團(tuan),自(zi)站(zhan)后系(xi)統(tong)(tong)(tong)(tong)(tong)集成總承包合(he)(he)同簽訂后,以鐵道部領(ling)導(dao)對京津城(cheng)際鐵路工程(cheng)的(de)總體(ti)要(yao)求為方向(xiang),針對客運專(zhuan)線站(zhan)后系(xi)統(tong)(tong)(tong)(tong)(tong)集成技術復(fu)雜(za)、標準高的(de)特點,在集團(tuan)公司領(ling)導(dao)下,集團(tuan)內(nei)部運用OPM,實(shi)施統(tong)(tong)(tong)(tong)(tong)一協調的(de)整體(ti)系(xi)統(tong)(tong)(tong)(tong)(tong)集成管(guan)(guan)(guan)理(li)。集團(tuan)結合(he)(he)自(zi)身"三位一體(ti)"的(de)特點,汲取國(guo)外先進的(de)管(guan)(guan)(guan)理(li)經驗,發揮(hui)整體(ti)項目(mu)管(guan)(guan)(guan)理(li)優(you)勢,采用矩陣(zhen)化的(de)管(guan)(guan)(guan)理(li)模型,對項目(mu)實(shi)行了(le)(le)"無逢覆蓋"。中(zhong)(zhong)國(guo)通(tong)號(hao)將各有(you)關專(zhuan)業密切(qie)結合(he)(he)到一起,克(ke)服了(le)(le)以往有(you)些工程(cheng)項目(mu)中(zhong)(zhong),設計、施工、設備等方面(mian)(mian)各自(zi)為政,很容易造成信息反饋不及時(shi)(shi),問題(ti)處理(li)不快(kuai)捷,窩(wo)工、延期現象,做(zuo)到了(le)(le)隨時(shi)(shi)解決項目(mu)實(shi)施過程(cheng)中(zhong)(zhong)出現的(de)任何問題(ti),有(you)效(xiao)地控制了(le)(le)站(zhan)后系(xi)統(tong)(tong)(tong)(tong)(tong)集成的(de)需(xu)求管(guan)(guan)(guan)理(li)、接口管(guan)(guan)(guan)理(li)、時(shi)(shi)間管(guan)(guan)(guan)理(li)、質量管(guan)(guan)(guan)理(li)、文檔管(guan)(guan)(guan)理(li)和系(xi)統(tong)(tong)(tong)(tong)(tong)設計規格等各方面(mian)(mian)的(de)管(guan)(guan)(guan)理(li)。

  中國通號京(jing)津(jin)城(cheng)際鐵路OPM負(fu)責人說,京(jing)津(jin)城(cheng)際鐵路是2008年北京(jing)奧運會的配套工(gong)程(cheng),其站后(hou)建設工(gong)期非常緊(jin),接(jie)口特別多,他們因此將工(gong)程(cheng)進(jin)(jin)度管理視為項(xiang)目(mu)(mu)(mu)的生命。通過向國外企業(ye)學習(xi)和交流,他們掌握了國際上最(zui)先進(jin)(jin)的時間(jian)管理原則和方法(fa),能夠熟練地(di)運用時間(jian)管理的工(gong)作步(bu)驟:從明確(que)項(xiang)目(mu)(mu)(mu)目(mu)(mu)(mu)標開始—到(dao)進(jin)(jin)行(xing)(xing)項(xiang)目(mu)(mu)(mu)分解—編制牽(qian)制限制條件(jian)(jian)—繪制網(wang)絡圖(tu)—編制時間(jian)計劃(hua)—監控執行(xing)(xing)—合理優化等(deng)(deng),將一個(ge)歷時828天的涉(she)及通信、信號、牽(qian)引供電和電力等(deng)(deng)多專業(ye)的復雜項(xiang)目(mu)(mu)(mu),分解為數(shu)千個(ge)歷時7天以內的活動。然后(hou)再對(dui)每一個(ge)活動進(jin)(jin)行(xing)(xing)時間(jian)的估(gu)計,形成(cheng)時間(jian)估(gu)計表,最(zui)后(hou)形成(cheng)項(xiang)目(mu)(mu)(mu)進(jin)(jin)度的"基線"。最(zui)后(hou),通過對(dui)項(xiang)目(mu)(mu)(mu)制約條件(jian)(jian)的分析,優化最(zui)終的工(gong)程(cheng)進(jin)(jin)度時間(jian)表。

  也正是由(you)于中國通(tong)號運(yun)用了OPM,從(cong)而(er)使京(jing)津(jin)城(cheng)際鐵(tie)路(lu)(lu)站后(hou)系統(tong)(tong)(tong)(tong)集(ji)(ji)成實現(xian)了標(biao)準體系統(tong)(tong)(tong)(tong)一(yi)、技術平臺統(tong)(tong)(tong)(tong)一(yi)、質量(liang)控(kong)制(zhi)統(tong)(tong)(tong)(tong)一(yi)、管理(li)團隊統(tong)(tong)(tong)(tong)一(yi)、時間進度統(tong)(tong)(tong)(tong)一(yi)和管理(li)文件統(tong)(tong)(tong)(tong)一(yi),建立了適應我國鐵(tie)路(lu)(lu)客運(yun)專線(xian)"四電"系統(tong)(tong)(tong)(tong)集(ji)(ji)成內外統(tong)(tong)(tong)(tong)一(yi)協(xie)調模式,從(cong)而(er)最大(da)限(xian)度地發揮了站后(hou)系統(tong)(tong)(tong)(tong)集(ji)(ji)成的優勢,確保了京(jing)津(jin)城(cheng)際鐵(tie)路(lu)(lu)工程項目的順利發展。

  目前,京津城際鐵路站后系(xi)(xi)統(tong)集(ji)成(cheng)(cheng)已成(cheng)(cheng)為中國通(tong)號實施系(xi)(xi)統(tong)集(ji)成(cheng)(cheng)的(de)(de)樣板和標桿,正帶動(dong)合武(wu)、武(wu)廣等其他客(ke)運專線系(xi)(xi)統(tong)集(ji)成(cheng)(cheng)項目的(de)(de)實施。
