中國電科院一科技項目通過驗收

11月(yue)16日,由中(zhong)國電(dian)力科學研究院牽頭(tou)承擔(dan)的(de)(de)“應(ying)對大停電(dian)的(de)(de)全過程防控及應(ying)急(ji)恢(hui)復策略研究”項目順利通過國家(jia)電(dian)網(wang)公司科技部(bu)驗收。項目成(cheng)果可有效提升電(dian)網(wang)的(de)(de)應(ying)急(ji)防控和快速(su)恢(hui)復能力,具有實際可操(cao)作(zuo)性(xing)和良好的(de)(de)推廣應(ying)用(yong)價(jia)值。

我國電(dian)網未來交直流混(hun)聯、多(duo)FACTS接入(ru)、大規(gui)模新(xin)能源并(bing)網的(de)復雜場(chang)景,亟待開展大停(ting)(ting)電(dian)發生機理、大停(ting)(ting)電(dian)緊急防(fang)控、停(ting)(ting)電(dian)后電(dian)網恢復過程中的(de)設備安全和系統(tong)安全穩定(ding)等方面的(de)深入(ru)研(yan)究(jiu)。

項目通過(guo)(guo)對(dui)大(da)(da)(da)停電(dian)(dian)(dian)(dian)(dian)(dian)事故的(de)(de)機理分(fen)析(xi)、應(ying)急控(kong)(kong)制、恢(hui)復控(kong)(kong)制全過(guo)(guo)程(cheng)研(yan)究,提(ti)出了耦合支路介(jie)數和(he)(he)全過(guo)(guo)程(cheng)動(dong)態(tai)仿(fang)真(zhen)相(xiang)結合的(de)(de)大(da)(da)(da)停電(dian)(dian)(dian)(dian)(dian)(dian)故障集構(gou)(gou)建技(ji)術,實(shi)現了大(da)(da)(da)停電(dian)(dian)(dian)(dian)(dian)(dian)長時(shi)間(jian)動(dong)態(tai)過(guo)(guo)程(cheng)仿(fang)真(zhen)模擬;針對(dui)傳統(tong)的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)力系(xi)統(tong)狀態(tai)劃分(fen)指(zhi)標(biao)主要為定性(xing)判斷、缺(que)乏定量指(zhi)導的(de)(de)難題,提(ti)出一(yi)種基于熵值門檻(jian)的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)從正常狀態(tai)至警(jing)戒狀態(tai)的(de)(de)過(guo)(guo)渡評價(jia)指(zhi)標(biao);針對(dui)現有電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)安全評估和(he)(he)預(yu)警(jing)系(xi)統(tong)在電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)實(shi)際運行和(he)(he)故障應(ying)對(dui)時(shi)存(cun)在的(de)(de)數據處理和(he)(he)時(shi)滯難題,創(chuang)新了電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)在線保護和(he)(he)監控(kong)(kong)的(de)(de)三道(dao)防線配置及(ji)(ji)功能(neng)設置,構(gou)(gou)建了新一(yi)代電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)安全監控(kong)(kong)系(xi)統(tong)方案和(he)(he)控(kong)(kong)制結構(gou)(gou),提(ti)出了適應(ying)聯網(wang)(wang)(wang)/孤網(wang)(wang)(wang)條件下(xia)的(de)(de)低頻減(jian)載/高頻切機及(ji)(ji)低壓減(jian)載措(cuo)施的(de)(de)配置原則(ze)和(he)(he)方案、超/特高壓電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)恢(hui)復過(guo)(guo)程(cheng)中(zhong)啟動(dong)路徑的(de)(de)優化選(xuan)擇方法、電(dian)(dian)(dian)(dian)(dian)(dian)網(wang)(wang)(wang)重構(gou)(gou)恢(hui)復過(guo)(guo)程(cheng)中(zhong)面臨的(de)(de)頻率穩定和(he)(he)電(dian)(dian)(dian)(dian)(dian)(dian)壓穩定的(de)(de)風險點、基于兩(liang)級補(bu)救(jiu)策略的(de)(de)電(dian)(dian)(dian)(dian)(dian)(dian)力系(xi)統(tong)安全穩定緊急控(kong)(kong)制方法等應(ying)對(dui)大(da)(da)(da)停電(dian)(dian)(dian)(dian)(dian)(dian)的(de)(de)全過(guo)(guo)程(cheng)防控(kong)(kong)及(ji)(ji)應(ying)急恢(hui)復策略。

項目研究成果全(quan)面(mian)豐(feng)富了應對大停電(dian)(dian)的電(dian)(dian)力系統三道防線(xian)策(ce)略體系,為有力阻(zu)斷(duan)大停電(dian)(dian)事故發生提供了堅(jian)強的技(ji)術支撐。
