中國電科院計(ji)量裝置在線智(zhi)能(neng)診斷及采集(ji)系統運行可靠性關鍵(jian)技術研究項目于近期通過驗收。
國家電(dian)(dian)(dian)網公司(si)(si)于2009年(nian)提出全面(mian)建(jian)設(she)用(yong)電(dian)(dian)(dian)信(xin)息采(cai)(cai)集系(xi)(xi)統(tong)(tong)(tong)的(de)規劃,要求(qiu)以省電(dian)(dian)(dian)力公司(si)(si)為單(dan)位實現所有客戶(hu)的(de)全覆蓋、全采(cai)(cai)集、全費控。隨著(zhu)用(yong)電(dian)(dian)(dian)信(xin)息采(cai)(cai)集系(xi)(xi)統(tong)(tong)(tong)的(de)全面(mian)建(jian)設(she),系(xi)(xi)統(tong)(tong)(tong)中涉及(ji)的(de)計(ji)量和采(cai)(cai)集設(she)備數(shu)量增多,保障這些(xie)設(she)備的(de)運行穩定(ding)性是公司(si)(si)及(ji)各省電(dian)(dian)(dian)力公司(si)(si)密切關注(zhu)的(de)問題(ti)。本項目旨在滿足新形勢下公司(si)(si)智能電(dian)(dian)(dian)能表(biao)推廣應用(yong)及(ji)用(yong)電(dian)(dian)(dian)信(xin)息采(cai)(cai)集系(xi)(xi)統(tong)(tong)(tong)建(jian)設(she)中出現的(de)新需(xu)求(qiu),突破(po)技(ji)術瓶(ping)頸,通過技(ji)術手段(duan)解決服務需(xu)求(qiu)問題(ti),進一步(bu)適應“大(da)營(ying)銷(xiao)”體系(xi)(xi)建(jian)設(she)。
中(zhong)國(guo)電(dian)(dian)(dian)科(ke)院積極開展(zhan)計(ji)(ji)量(liang)(liang)裝置在(zai)線智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)診斷及采(cai)集系統(tong)運(yun)行(xing)可(ke)靠(kao)性(xing)等方面研究,將(jiang)衛(wei)星共視(shi)技術應(ying)用到(dao)用電(dian)(dian)(dian)信(xin)(xin)息(xi)采(cai)集系統(tong)中(zhong),提出一(yi)種基(ji)于網絡不對(dui)稱系數最(zui)優估(gu)算技術的(de)(de)延時測量(liang)(liang)模型(xing),建(jian)立了(le)公司系統(tong)最(zui)高時鐘(zhong)標準和(he)時間(jian)頻(pin)率量(liang)(liang)值溯源(yuan)體系。為提高智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)(neng)表(biao)軟(ruan)件的(de)(de)成熟度和(he)可(ke)靠(kao)性(xing),該項目(mu)制(zhi)定了(le)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)(neng)表(biao)軟(ruan)件可(ke)靠(kao)性(xing)代(dai)碼(ma)級測試方法,并研制(zhi)了(le)智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)(neng)表(biao)軟(ruan)件測試云服務(wu)系統(tong);引入(ru)基(ji)于非對(dui)稱密碼(ma)技術的(de)(de)數字證書(shu)認(ren)證機制(zhi),制(zhi)定用電(dian)(dian)(dian)信(xin)(xin)息(xi)采(cai)集系統(tong)信(xin)(xin)息(xi)安(an)全防(fang)護優化策(ce)略,設計(ji)(ji)基(ji)于面向對(dui)象(xiang)方法的(de)(de)用電(dian)(dian)(dian)信(xin)(xin)息(xi)采(cai)集系統(tong)數據(ju)傳(chuan)輸通(tong)信(xin)(xin)協議,降低采(cai)集終端大規模升級的(de)(de)頻(pin)度,提高采(cai)集終端軟(ruan)件的(de)(de)穩定性(xing)和(he)采(cai)集系統(tong)通(tong)信(xin)(xin)效率,并形成了(le)《時間(jian)頻(pin)率計(ji)(ji)量(liang)(liang)標準校準規范(fan)》《智(zhi)(zhi)能(neng)(neng)(neng)(neng)(neng)電(dian)(dian)(dian)能(neng)(neng)(neng)(neng)(neng)表(biao)檢測裝置軟(ruan)件設計(ji)(ji)技術規范(fan)》《基(ji)于對(dui)象(xiang)模型(xing)的(de)(de)用電(dian)(dian)(dian)信(xin)(xin)息(xi)采(cai)集系統(tong)通(tong)信(xin)(xin)協議》等技術標準和(he)相關知識(shi)產權。
目(mu)前,該(gai)項(xiang)目(mu)成果(guo)已在公司(si)系統(tong)(tong)內27個(ge)省(sheng)電力公司(si)廣泛應(ying)用,發(fa)現(xian)(xian)(xian)并處(chu)理(li)(li)現(xian)(xian)(xian)場(chang)運(yun)行(xing)問(wen)題7類29種共計(ji)(ji)200余萬項(xiang)。以安(an)徽省(sheng)為(wei)例(li),該(gai)項(xiang)目(mu)通過監測安(an)徽省(sheng)15個(ge)廠站、12萬個(ge)專變、18萬個(ge)臺區共2300萬戶客(ke)戶,發(fa)現(xian)(xian)(xian)并處(chu)理(li)(li)計(ji)(ji)量(liang)異常23862項(xiang)、用電異常22972項(xiang)。該(gai)項(xiang)目(mu)解決了(le)無線公網通信網絡延時(shi)的不(bu)對(dui)(dui)稱問(wen)題,提高了(le)采(cai)集系統(tong)(tong)對(dui)(dui)時(shi)準確度,減少了(le)智能電能表(biao)現(xian)(xian)(xian)場(chang)運(yun)行(xing)批量(liang)故障(zhang),減小了(le)現(xian)(xian)(xian)場(chang)運(yun)行(xing)終端的功能冗余度,實現(xian)(xian)(xian)了(le)計(ji)(ji)量(liang)裝(zhuang)置及(ji)采(cai)集設備運(yun)行(xing)狀態的在線監測和智能診斷,大幅提高了(le)用電信息(xi)采(cai)集系統(tong)(tong)的可靠(kao)性,保障(zhang)實時(shi)獲取用電大數據,有效支撐(cheng)分時(shi)電價和階(jie)梯電價的實施,并指導客(ke)戶科學合理(li)(li)用電,實現(xian)(xian)(xian)削峰(feng)填谷。
