8月6日,在國網(wang)福(fu)建省(sheng)電(dian)力有限公(gong)司調(diao)控(kong)中心,水(shui)(shui)(shui)情(qing)調(diao)度人員根據氣象部門(men)預報的(de)第13號臺風“蘇迪羅(luo)”降雨(yu)信(xin)息(xi),利用福(fu)建電(dian)網(wang)大(da)型水(shui)(shui)(shui)庫(ku)短期徑流(liu)預報調(diao)度系統顯示的(de)水(shui)(shui)(shui)庫(ku)短期徑流(liu)預報信(xin)息(xi),安排閩江流(liu)域的(de)水(shui)(shui)(shui)口電(dian)站等發(fa)電(dian)站加大(da)發(fa)電(dian)力度,降低水(shui)(shui)(shui)庫(ku)庫(ku)容水(shui)(shui)(shui)位,騰出(chu)庫(ku)容,迎接即將到(dao)來的(de)洪水(shui)(shui)(shui),確(que)保合理利用水(shui)(shui)(shui)資源,節水(shui)(shui)(shui)增發(fa)電(dian)。
福(fu)建省(sheng)水(shui)(shui)(shui)電資源開發(fa)程度(du)高,水(shui)(shui)(shui)電站(zhan)數量眾多,特(te)別是(shi)(shi)閩江流域水(shui)(shui)(shui)電站(zhan)群系(xi)統(tong),27座水(shui)(shui)(shui)電站(zhan)形成了以水(shui)(shui)(shui)口電站(zhan)為中心(xin)、互為關聯的復雜(za)(za)系(xi)統(tong),是(shi)(shi)我國目前水(shui)(shui)(shui)電調度(du)最為復雜(za)(za)的省(sheng)級電網(wang)水(shui)(shui)(shui)電系(xi)統(tong)之一。
根據(ju)福建(jian)水(shui)(shui)(shui)(shui)(shui)(shui)電(dian)資(zi)源的特點(dian)和規(gui)律,國網福建(jian)電(dian)力(li)開發了(le)福建(jian)電(dian)網大(da)(da)型(xing)水(shui)(shui)(shui)(shui)(shui)(shui)庫短(duan)期徑流(liu)預(yu)報(bao)調度系統,具備大(da)(da)型(xing)水(shui)(shui)(shui)(shui)(shui)(shui)庫短(duan)期徑流(liu)預(yu)報(bao)、大(da)(da)型(xing)水(shui)(shui)(shui)(shui)(shui)(shui)庫洪水(shui)(shui)(shui)(shui)(shui)(shui)調度、水(shui)(shui)(shui)(shui)(shui)(shui)庫洪水(shui)(shui)(shui)(shui)(shui)(shui)退水(shui)(shui)(shui)(shui)(shui)(shui)過程預(yu)報(bao)、水(shui)(shui)(shui)(shui)(shui)(shui)庫動態汛限(xian)水(shui)(shui)(shui)(shui)(shui)(shui)位洪水(shui)(shui)(shui)(shui)(shui)(shui)調度、天然來(lai)水(shui)(shui)(shui)(shui)(shui)(shui)還(huan)原計算(suan)及豐平枯評價功能。該(gai)公司(si)利用該(gai)系統進(jin)行水(shui)(shui)(shui)(shui)(shui)(shui)庫群的跨(kua)流(liu)域優化(hua)調度,在(zai)(zai)大(da)(da)到暴(bao)雨到來(lai)之前(qian)預(yu)先(xian)適當騰庫,在(zai)(zai)監(jian)視到明(ming)顯降(jiang)雨之后加大(da)(da)發電(dian)出力(li),在(zai)(zai)監(jian)測(ce)到洪峰過后進(jin)行攔蓄(xu)洪尾,最大(da)(da)限(xian)度地優化(hua)利用水(shui)(shui)(shui)(shui)(shui)(shui)資(zi)源。
今年,福(fu)建電(dian)(dian)(dian)(dian)力調(diao)度(du)控制中心在(zai)調(diao)度(du)受強降雨影響(xiang)形成(cheng)的(de)(de)水(shui)(shui)(shui)口電(dian)(dian)(dian)(dian)站“20150723”雙峰(feng)型洪(hong)水(shui)(shui)(shui)中,主(zhu)動(dong)協(xie)調(diao)省防(fang)汛部門,在(zai)不影響(xiang)防(fang)汛安全(quan)的(de)(de)前(qian)提(ti)下,利用水(shui)(shui)(shui)庫短期徑流預報(bao)調(diao)度(du)系統,通過(guo)采取(qu)洪(hong)前(qian)騰庫迎峰(feng)、洪(hong)峰(feng)過(guo)后攔蓄洪(hong)尾的(de)(de)調(diao)度(du)方式(shi),并采取(qu)調(diao)停7臺(tai)火(huo)電(dian)(dian)(dian)(dian)機組、降低3臺(tai)核電(dian)(dian)(dian)(dian)機組出力、臨時增加(jia)150萬(wan)千(qian)(qian)瓦電(dian)(dian)(dian)(dian)力外送華東的(de)(de)電(dian)(dian)(dian)(dian)力平(ping)衡措施,為水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)盡(jin)量多發(fa)騰出了空(kong)間(jian),確保了水(shui)(shui)(shui)口電(dian)(dian)(dian)(dian)站水(shui)(shui)(shui)庫棄水(shui)(shui)(shui)滿發(fa)率(lv)達到100%,多發(fa)電(dian)(dian)(dian)(dian)量約5000萬(wan)千(qian)(qian)瓦時,增加(jia)了水(shui)(shui)(shui)電(dian)(dian)(dian)(dian)庫存電(dian)(dian)(dian)(dian)量1.4億千(qian)(qian)瓦時,節(jie)水(shui)(shui)(shui)增發(fa)電(dian)(dian)(dian)(dian)效益(yi)顯(xian)著。
“通過不斷創(chuang)新,改(gai)善水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)(dian)調(diao)(diao)度(du)(du)方式,優(you)(you)化(hua)水(shui)(shui)(shui)(shui)火聯合調(diao)(diao)度(du)(du),我們用同(tong)樣的(de)水(shui)(shui)(shui)(shui)資(zi)源創(chuang)造了更大的(de)效益,也達到了節能(neng)(neng)減排的(de)效果。”福建(jian)電(dian)(dian)(dian)(dian)力調(diao)(diao)度(du)(du)控制中心(xin)相(xiang)關(guan)負責人表示(shi),1~6月,該中心(xin)加(jia)強(qiang)水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)(dian)發(fa)(fa)電(dian)(dian)(dian)(dian)調(diao)(diao)度(du)(du)管理,密切跟蹤水(shui)(shui)(shui)(shui)庫(ku)(ku)來水(shui)(shui)(shui)(shui)和(he)電(dian)(dian)(dian)(dian)網(wang)負荷變化(hua)情(qing)況,積極(ji)采取汛前、洪前發(fa)(fa)電(dian)(dian)(dian)(dian)騰庫(ku)(ku)及攔(lan)蓄洪尾,合理安排梯級水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)(dian)廠檢(jian)修(xiu),減少水(shui)(shui)(shui)(shui)庫(ku)(ku)棄(qi)(qi)水(shui)(shui)(shui)(shui);當(dang)可能(neng)(neng)出(chu)(chu)現棄(qi)(qi)水(shui)(shui)(shui)(shui)時,通過調(diao)(diao)停火電(dian)(dian)(dian)(dian)機組、降(jiang)低火電(dian)(dian)(dian)(dian)出(chu)(chu)力、抽蓄電(dian)(dian)(dian)(dian)站(zhan)調(diao)(diao)峰等措施,優(you)(you)先讓水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)(dian)等清潔能(neng)(neng)源多發(fa)(fa)電(dian)(dian)(dian)(dian),確保(bao)了水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)(dian)全額消納,棄(qi)(qi)水(shui)(shui)(shui)(shui)損失電(dian)(dian)(dian)(dian)量為零。上(shang)半(ban)年,福建(jian)電(dian)(dian)(dian)(dian)網(wang)調(diao)(diao)度(du)(du)口徑水(shui)(shui)(shui)(shui)庫(ku)(ku)節水(shui)(shui)(shui)(shui)增發(fa)(fa)電(dian)(dian)(dian)(dian)量達8.42億千瓦(wa)時,水(shui)(shui)(shui)(shui)電(dian)(dian)(dian)(dian)水(shui)(shui)(shui)(shui)能(neng)(neng)利用率提高9.94%。
