快速實施(shi)生產經(jing)營(ying)一體(ti)化運(yun)營(ying)機制改革,激發(fa)市場(chang)運(yun)營(ying)活力。按照產品領(ling)域對工(gong)程業(ye)(ye)務進行劃(hua)分,實行事(shi)業(ye)(ye)部制管(guan)理(li)(li),將(jiang)生產團隊(dui)與經(jing)營(ying)團隊(dui)統籌(chou)整合(he)、形成合(he)力,實施(shi)總經(jing)理(li)(li)負責(ze)制、“模擬(ni)法人”和財務獨立核算,讓事(shi)業(ye)(ye)部成為承(cheng)接公(gong)司業(ye)(ye)績(ji)(ji)指標的實體(ti)機構,確保(bao)指標層層分解到(dao)人,壓力逐(zhu)級傳導(dao)到(dao)位(wei),有效形成了(le)“全(quan)員(yuan)經(jing)營(ying)”氛圍,快速扭轉(zhuan)了(le)業(ye)(ye)績(ji)(ji)指標分解不到(dao)位(wei)、生產與經(jing)營(ying)脫節等低(di)效能現象。實行事(shi)業(ye)(ye)部制管(guan)理(li)(li)后(hou)不到(dao)4個月新(xin)(xin)簽合(he)同(tong)額、營(ying)收即實現新(xin)(xin)突破,2021年實現營(ying)收同(tong)比增長(chang)15%。
