中糧集團按照國家(jia)戰略要求和(he)自身發展定位,扎實開展對標世(shi)(shi)界一流管理(li)提升行動,以(yi)集中采(cai)(cai)(cai)購(gou)(gou)(gou)(gou)為突破(po)口,構建具有(you)世(shi)(shi)界一流水(shui)平的(de)采(cai)(cai)(cai)購(gou)(gou)(gou)(gou)管理(li)體(ti)系,力爭逐(zhu)步實現(xian)主(zhu)要原(yuan)輔料(liao)集中采(cai)(cai)(cai)購(gou)(gou)(gou)(gou)全覆蓋,形成集團“大宗原(yuan)料(liao)集中協(xie)同、大宗輔料(liao)集中透(tou)明”的(de)采(cai)(cai)(cai)購(gou)(gou)(gou)(gou)管理(li)新格局。2022年上(shang)半年整體(ti)實現(xian)集中采(cai)(cai)(cai)購(gou)(gou)(gou)(gou)金額(e)367.5億元,計(ji)劃(hua)完成率54.09%,采(cai)(cai)(cai)購(gou)(gou)(gou)(gou)成本較預算(suan)金額(e)降低13.06億元。
提高政治站位,深化思想認識,專題部署集團集中采購工作
中糧集(ji)(ji)團(tuan)黨組高度(du)重(zhong)視集(ji)(ji)中采(cai)(cai)購(gou)(gou)工(gong)作,成立招標(biao)(biao)與(yu)采(cai)(cai)購(gou)(gou)管理領導小組,按照(zhao)“先(xian)易后難(nan)、先(xian)小后大、先(xian)少后多、穩步推(tui)進(jin)”的原則推(tui)動(dong)(dong)工(gong)作開展。中糧集(ji)(ji)團(tuan)定(ding)(ding)期召開月度(du)推(tui)進(jin)會,研究(jiu)決定(ding)(ding)集(ji)(ji)中采(cai)(cai)購(gou)(gou)重(zhong)大事項(xiang),并列(lie)入集(ji)(ji)團(tuan)運(yun)營分析會進(jin)行專題討(tao)論,切實(shi)(shi)把工(gong)作責任落到實(shi)(shi)處(chu)、進(jin)度(du)目標(biao)(biao)落到實(shi)(shi)處(chu)、成果成效落到實(shi)(shi)處(chu)。此外,中糧集(ji)(ji)團(tuan)加快(kuai)(kuai)建設(she)中糧E采(cai)(cai)電(dian)子商城,搭載創(chuang)新性價(jia)格指數體系,實(shi)(shi)現(xian)智能(neng)比價(jia),支持各(ge)類電(dian)商平臺、協同辦(ban)(ban)公、ERP、移動(dong)(dong)應用(yong)(yong)等系統(tong)快(kuai)(kuai)速對接,實(shi)(shi)現(xian)集(ji)(ji)團(tuan)900余家(jia)法人單位(wei)辦(ban)(ban)公用(yong)(yong)品(pin)(pin)、IT辦(ban)(ban)公設(she)備(bei)采(cai)(cai)購(gou)(gou)全覆蓋(gai)。同時,中糧集(ji)(ji)團(tuan)組織(zhi)落實(shi)(shi)集(ji)(ji)中采(cai)(cai)購(gou)(gou)重(zhong)點(dian)任務,將17家(jia)專業化(hua)公司(si)全部列(lie)入2022年集(ji)(ji)中采(cai)(cai)購(gou)(gou)工(gong)作范疇,在(zai)對歷史(shi)采(cai)(cai)購(gou)(gou)數據摸(mo)底調研和(he)需求(qiu)收集(ji)(ji)的基礎上,實(shi)(shi)現(xian)實(shi)(shi)驗室(shi)設(she)備(bei)、工(gong)裝勞保(bao)用(yong)(yong)品(pin)(pin)統(tong)一(yi)集(ji)(ji)中采(cai)(cai)購(gou)(gou)。
建立工作機制,完善制度標準,筑牢“廉潔風險”安全防線
中(zhong)(zhong)糧集(ji)(ji)團(tuan)堅持機制(zhi)先行(xing)、制(zhi)度(du)先行(xing),夯(hang)實廉潔風險(xian)根基(ji),為集(ji)(ji)中(zhong)(zhong)采(cai)(cai)(cai)(cai)購(gou)(gou)工(gong)作(zuo)有(you)序推進(jin)保(bao)駕護(hu)航。明確集(ji)(ji)中(zhong)(zhong)采(cai)(cai)(cai)(cai)購(gou)(gou)工(gong)作(zuo)機制(zhi),黨組(zu)成(cheng)員、副總裁擔任集(ji)(ji)中(zhong)(zhong)采(cai)(cai)(cai)(cai)購(gou)(gou)工(gong)作(zuo)組(zu)組(zu)長(chang),通過定期會(hui)議回顧(gu)、審(shen)議、督導推動階段性(xing)工(gong)作(zuo),不斷健全監(jian)督內控(kong)機制(zhi),構建(jian)科(ke)學(xue)有(you)效的集(ji)(ji)中(zhong)(zhong)采(cai)(cai)(cai)(cai)購(gou)(gou)合(he)規(gui)流(liu)程。完善集(ji)(ji)中(zhong)(zhong)采(cai)(cai)(cai)(cai)購(gou)(gou)相關制(zhi)度(du),修訂《中(zhong)(zhong)糧集(ji)(ji)團(tuan)集(ji)(ji)中(zhong)(zhong)采(cai)(cai)(cai)(cai)購(gou)(gou)管理辦法(fa)》,進(jin)一步(bu)規(gui)范(fan)編制(zhi)采(cai)(cai)(cai)(cai)購(gou)(gou)文(wen)件、發(fa)布(bu)采(cai)(cai)(cai)(cai)購(gou)(gou)公(gong)告、組(zu)織開標評審(shen)、簽(qian)訂采(cai)(cai)(cai)(cai)購(gou)(gou)合(he)同等關鍵環節實施(shi)流(liu)程,做到決策民主、操作(zuo)公(gong)開、過程受控(kong)、全程在案、永久追(zhui)溯(su),依法(fa)合(he)規(gui)。
開展深入調研,明確期限目標,扎實推進集中采購工作全覆蓋
中(zhong)(zhong)糧集(ji)(ji)團(tuan)(tuan)按(an)照“應(ying)集(ji)(ji)必集(ji)(ji)”“應(ying)集(ji)(ji)盡集(ji)(ji)”的原則,明(ming)確(que)年度集(ji)(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)目標和(he)(he)重(zhong)點(dian)任務,研究編(bian)制方案(an)(an),為(wei)工作順利開展奠定科(ke)學基礎。中(zhong)(zhong)糧集(ji)(ji)團(tuan)(tuan)對17家專業(ye)化(hua)公司涉及(ji)農糧、食品、金融(rong)和(he)(he)地(di)產等四個(ge)板塊開展深入調研,梳理采(cai)(cai)購(gou)(gou)基礎管(guan)理情況(kuang),完成采(cai)(cai)購(gou)(gou)總體情況(kuang)和(he)(he)集(ji)(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)信(xin)息填報。對標同行業(ye)其(qi)他(ta)企業(ye)和(he)(he)兄(xiong)弟央企優(you)秀做法,編(bian)制集(ji)(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)目錄和(he)(he)方案(an)(an)。同時,以通(tong)用性強、采(cai)(cai)購(gou)(gou)量大、標準(zhun)化(hua)程度高為(wei)標準(zhun),中(zhong)(zhong)糧集(ji)(ji)團(tuan)(tuan)確(que)定集(ji)(ji)團(tuan)(tuan)辦(ban)公用品、包裝物料、工裝勞保用品、實驗(yan)室設(she)備、煤炭、干線(xian)物流等六項為(wei)集(ji)(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)重(zhong)點(dian)任務,由(you)具(ju)備相關品類采(cai)(cai)購(gou)(gou)優(you)勢(shi)和(he)(he)經驗(yan)的職(zhi)能部門、專業(ye)化(hua)公司作為(wei)牽頭單位,提(ti)報集(ji)(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)方案(an)(an),經集(ji)(ji)團(tuan)(tuan)招(zhao)標與采(cai)(cai)購(gou)(gou)管(guan)理領(ling)導小組(zu)(zu)批準(zhun)后組(zu)(zu)織(zhi)實施。
抓準關鍵環節,強化落實落地,確保集團集中采購工作取得階段性成效
