提高政治站位,深化思想認識,專題部署集團集中采購工作
中(zhong)(zhong)糧集(ji)團(tuan)黨組高(gao)度(du)重視集(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)(gou)(gou)工作,成立招標與(yu)采(cai)(cai)購(gou)(gou)(gou)(gou)管理領導(dao)小組,按照“先易后(hou)(hou)難、先小后(hou)(hou)大、先少后(hou)(hou)多(duo)、穩步推進(jin)”的原則推動工作開展。中(zhong)(zhong)糧集(ji)團(tuan)定(ding)期召(zhao)開月度(du)推進(jin)會,研究決定(ding)集(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)(gou)(gou)重大事項,并列入(ru)集(ji)團(tuan)運營分析(xi)會進(jin)行專題(ti)討(tao)論,切(qie)實(shi)把工作責任落(luo)(luo)到實(shi)處、進(jin)度(du)目標落(luo)(luo)到實(shi)處、成果成效落(luo)(luo)到實(shi)處。此外,中(zhong)(zhong)糧集(ji)團(tuan)加快建設中(zhong)(zhong)糧E采(cai)(cai)電子商(shang)城,搭載創(chuang)新性價格指數(shu)體系,實(shi)現(xian)智能比價,支持各類電商(shang)平臺、協同(tong)(tong)辦公(gong)、ERP、移(yi)動應用(yong)等(deng)系統快速對(dui)(dui)接,實(shi)現(xian)集(ji)團(tuan)900余家法人單位辦公(gong)用(yong)品、IT辦公(gong)設備采(cai)(cai)購(gou)(gou)(gou)(gou)全(quan)覆蓋。同(tong)(tong)時,中(zhong)(zhong)糧集(ji)團(tuan)組織落(luo)(luo)實(shi)集(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)(gou)(gou)重點任務,將17家專業化(hua)公(gong)司(si)全(quan)部列入(ru)2022年集(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)(gou)(gou)工作范疇(chou),在對(dui)(dui)歷(li)史(shi)采(cai)(cai)購(gou)(gou)(gou)(gou)數(shu)據摸底(di)調研和需求收集(ji)的基礎上,實(shi)現(xian)實(shi)驗(yan)室(shi)設備、工裝勞保用(yong)品統一集(ji)中(zhong)(zhong)采(cai)(cai)購(gou)(gou)(gou)(gou)。
建立工作機制,完善制度標準,筑牢“廉潔風險”安全防線

開展深入調研,明確期限目標,扎實推進集中采購工作全覆蓋
中(zhong)(zhong)(zhong)糧集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)按照“應(ying)(ying)集(ji)(ji)(ji)(ji)(ji)必(bi)集(ji)(ji)(ji)(ji)(ji)”“應(ying)(ying)集(ji)(ji)(ji)(ji)(ji)盡集(ji)(ji)(ji)(ji)(ji)”的原則,明確年度(du)集(ji)(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)采(cai)(cai)購(gou)(gou)目標(biao)(biao)(biao)和(he)重(zhong)點任(ren)務,研究編制(zhi)方案,為(wei)工作順利開展奠(dian)定科(ke)學(xue)基礎(chu)。中(zhong)(zhong)(zhong)糧集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)對(dui)17家專業(ye)化(hua)(hua)公司(si)涉及(ji)農糧、食(shi)品(pin)(pin)、金融和(he)地產(chan)等四個(ge)板塊開展深入(ru)調研,梳理(li)采(cai)(cai)購(gou)(gou)基礎(chu)管理(li)情(qing)況,完成采(cai)(cai)購(gou)(gou)總體(ti)情(qing)況和(he)集(ji)(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)采(cai)(cai)購(gou)(gou)信息填報。對(dui)標(biao)(biao)(biao)同行業(ye)其他(ta)企(qi)業(ye)和(he)兄弟央企(qi)優秀做法,編制(zhi)集(ji)(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)采(cai)(cai)購(gou)(gou)目錄和(he)方案。同時,以(yi)通(tong)用(yong)性強(qiang)、采(cai)(cai)購(gou)(gou)量(liang)大(da)、標(biao)(biao)(biao)準(zhun)化(hua)(hua)程度(du)高為(wei)標(biao)(biao)(biao)準(zhun),中(zhong)(zhong)(zhong)糧集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)確定集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)辦公用(yong)品(pin)(pin)、包裝(zhuang)物(wu)料、工裝(zhuang)勞保用(yong)品(pin)(pin)、實驗室設(she)備(bei)、煤(mei)炭(tan)、干線物(wu)流等六項為(wei)集(ji)(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)采(cai)(cai)購(gou)(gou)重(zhong)點任(ren)務,由具備(bei)相關品(pin)(pin)類采(cai)(cai)購(gou)(gou)優勢和(he)經驗的職(zhi)能部門、專業(ye)化(hua)(hua)公司(si)作為(wei)牽頭單位(wei),提報集(ji)(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)采(cai)(cai)購(gou)(gou)方案,經集(ji)(ji)(ji)(ji)(ji)團(tuan)(tuan)招標(biao)(biao)(biao)與采(cai)(cai)購(gou)(gou)管理(li)領導小組批(pi)準(zhun)后(hou)組織實施。
抓準關鍵環節,強化落實落地,確保集團集中采購工作取得階段性成效
