【國資國企改革樣本⑥】中國有色集團:依靠深化改革 老礦山再造新動能

惟改革者進 惟創新者強

1958年(nian)建礦(kuang)至今,中(zhong)(zhong)國有色(se)集團出(chu)資企(qi)業(ye)(ye)撫順紅透山礦(kuang)業(ye)(ye)有限公司(簡稱:中(zhong)(zhong)色(se)紅透山)經歷(li)了(le)(le)幾代礦(kuang)山人的(de)汗水(shui)與赤(chi)誠,以(yi)“堅韌、奉(feng)獻、開拓、爭先”的(de)精(jing)神,用智慧和力量譜(pu)寫了(le)(le)勵精(jing)圖治(zhi)的(de)發展(zhan)史,為(wei)新(xin)中(zhong)(zhong)國的(de)建設(she)作出(chu)了(le)(le)貢獻。然而(er),作為(wei)一個有著(zhu)六十(shi)多(duo)年(nian)開采史的(de)礦(kuang)業(ye)(ye)企(qi)業(ye)(ye),資源日漸枯竭、歷(li)史遺留問題(ti)(ti)多(duo)、社會負擔重、體制機制僵(jiang)化、冗員(yuan)多(duo)等(deng)問題(ti)(ti)成為(wei)制約企(qi)業(ye)(ye)發展(zhan)的(de)重重障(zhang)礙,企(qi)業(ye)(ye)效益一度出(chu)現(xian)下(xia)滑趨勢,甚(shen)至出(chu)現(xian)了(le)(le)連年(nian)虧損的(de)不利局(ju)面。如何(he)沖破桎梏(gu),使老礦(kuang)山再造新(xin)動能,煥(huan)發新(xin)活力,一直成為(wei)中(zhong)(zhong)色(se)紅透山思考的(de)問題(ti)(ti)。

近(jin)年來,中(zhong)色(se)紅(hong)透山(shan)黨委堅決(jue)貫徹落實(shi)(shi)習近(jin)平總書(shu)記關于國企(qi)改革(ge)的重要指示批示精(jing)神,堅持(chi)新(xin)(xin)發(fa)展理念(nian),堅持(chi)安全環保,進一(yi)步統一(yi)思(si)(si)想(xiang)(xiang),凝聚發(fa)展共識,聚焦主(zhu)(zhu)業(ye)主(zhu)(zhu)責(ze),團結和帶(dai)領廣大干部職工(gong)改革(ge)創(chuang)新(xin)(xin)、銳意進取。在經歷(li)了深化(hua)改革(ge)的陣痛后,中(zhong)色(se)紅(hong)透山(shan)成功(gong)實(shi)(shi)現了扭虧為盈(ying)的良好局面,創(chuang)造了連(lian)續三年盈(ying)利(li)的良好新(xin)(xin)業(ye)績,并獲得了“國家級綠色(se)礦山(shan)區域示范(fan)單位”“中(zhong)央企(qi)業(ye)黨建思(si)(si)想(xiang)(xiang)政治工(gong)作先進單位”“全國模范(fan)職工(gong)之(zhi)家”“遼寧省文明企(qi)業(ye)標兵單位”等多項榮譽稱號,在推動企(qi)業(ye)綠色(se)發(fa)展、高質(zhi)量發(fa)展上邁出了堅實(shi)(shi)的步伐(fa)。

堅持黨的領導 夯實發展根基

凝聚改革共識 形成改革合力

方(fang)向明則改(gai)(gai)(gai)革(ge)(ge)(ge)興。中色(se)紅透(tou)山(shan)黨(dang)(dang)委嚴格貫徹“三個(ge)有利(li)于”和(he)“兩個(ge)一(yi)以(yi)貫之”,帶領(ling)廣大干部職(zhi)(zhi)工(gong)(gong)以(yi)完成(cheng)(cheng)各項改(gai)(gai)(gai)革(ge)(ge)(ge)改(gai)(gai)(gai)制(zhi)為己任,突出(chu)重(zhong)點、穩中求(qiu)進(jin)(jin)(jin)(jin)、積極(ji)穩妥(tuo)地(di)推(tui)(tui)進(jin)(jin)(jin)(jin)內(nei)部改(gai)(gai)(gai)革(ge)(ge)(ge),取得了階段性成(cheng)(cheng)果。一(yi)是(shi)(shi)(shi)完成(cheng)(cheng)企業(ye)辦(ban)醫(yi)(yi)(yi)療職(zhi)(zhi)能(neng)(neng)移(yi)交(jiao)工(gong)(gong)作(zuo)(zuo)(zuo)。對原(yuan)職(zhi)(zhi)工(gong)(gong)醫(yi)(yi)(yi)院(yuan)進(jin)(jin)(jin)(jin)行(xing)關閉撤銷,引入民營(ying)企業(ye)礦區內(nei)辦(ban)醫(yi)(yi)(yi)院(yuan),安置(zhi)60余名職(zhi)(zhi)工(gong)(gong)再(zai)就業(ye)。二是(shi)(shi)(shi)完成(cheng)(cheng)了“三供一(yi)業(ye)”職(zhi)(zhi)能(neng)(neng)移(yi)交(jiao)工(gong)(gong)作(zuo)(zuo)(zuo)。出(chu)資(zi)1.34億元實施(shi)了熱源(yuan)廠(chang)(chang)建設(she)(she)、供暖管(guan)(guan)網改(gai)(gai)(gai)造、供水系統改(gai)(gai)(gai)造和(he)物業(ye)基礎設(she)(she)施(shi)更新(xin)等項目。三是(shi)(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)(jin)廠(chang)(chang)辦(ban)大集(ji)體改(gai)(gai)(gai)革(ge)(ge)(ge)工(gong)(gong)作(zuo)(zuo)(zuo)。2019年結束廠(chang)(chang)辦(ban)大集(ji)體改(gai)(gai)(gai)革(ge)(ge)(ge)人(ren)(ren)員(yuan)(yuan)安置(zhi)工(gong)(gong)作(zuo)(zuo)(zuo),成(cheng)(cheng)立(li)(li)集(ji)體企業(ye)注銷專項工(gong)(gong)作(zuo)(zuo)(zuo)小(xiao)組。目前,5家集(ji)體企業(ye)正(zheng)在(zai)清算過程(cheng)中,即將進(jin)(jin)(jin)(jin)行(xing)注銷工(gong)(gong)作(zuo)(zuo)(zuo)。四(si)是(shi)(shi)(shi)退休人(ren)(ren)員(yuan)(yuan)管(guan)(guan)理職(zhi)(zhi)能(neng)(neng)社(she)會化(hua)(hua)移(yi)交(jiao)即將完成(cheng)(cheng)。中色(se)紅透(tou)山(shan)黨(dang)(dang)委本(ben)著“提(ti)早準(zhun)備、項目完整(zheng)、數據準(zhun)確”的原(yuan)則,加快推(tui)(tui)進(jin)(jin)(jin)(jin)退休人(ren)(ren)員(yuan)(yuan)檔案整(zheng)理、檔案信息化(hua)(hua)建立(li)(li)等工(gong)(gong)作(zuo)(zuo)(zuo)。五(wu)是(shi)(shi)(shi)完成(cheng)(cheng)了對冶煉廠(chang)(chang)停產(chan)(chan)(chan)(chan)和(he)人(ren)(ren)員(yuan)(yuan)分流安置(zhi),積極(ji)推(tui)(tui)進(jin)(jin)(jin)(jin)冶煉廠(chang)(chang)處(chu)置(zhi)預(yu)決(jue)(jue)策、意向協議簽(qian)(qian)訂、清產(chan)(chan)(chan)(chan)核資(zi)審計、資(zi)產(chan)(chan)(chan)(chan)評(ping)估(gu)與備案、內(nei)部決(jue)(jue)策、進(jin)(jin)(jin)(jin)場交(jiao)易(yi)等工(gong)(gong)作(zuo)(zuo)(zuo)進(jin)(jin)(jin)(jin)程(cheng),按期完成(cheng)(cheng)資(zi)產(chan)(chan)(chan)(chan)評(ping)估(gu)工(gong)(gong)作(zuo)(zuo)(zuo),在(zai)上海(hai)聯合產(chan)(chan)(chan)(chan)權交(jiao)易(yi)所(suo)正(zheng)式(shi)掛牌,與意向受讓方(fang)簽(qian)(qian)訂了《產(chan)(chan)(chan)(chan)權交(jiao)易(yi)合同(tong)》。六是(shi)(shi)(shi)積極(ji)推(tui)(tui)進(jin)(jin)(jin)(jin)“三項制(zhi)度改(gai)(gai)(gai)革(ge)(ge)(ge)”,優(you)化(hua)(hua)機(ji)(ji)(ji)構職(zhi)(zhi)能(neng)(neng)、壓(ya)縮機(ji)(ji)(ji)構規模(mo),在(zai)機(ji)(ji)(ji)關率先實施(shi)“三定”,按照成(cheng)(cheng)熟一(yi)批整(zheng)合一(yi)批的原(yuan)則,將公司職(zhi)(zhi)能(neng)(neng)部門由18個(ge)處(chu)室撤并精簡(jian)至14個(ge),減少職(zhi)(zhi)能(neng)(neng)部門管(guan)(guan)理人(ren)(ren)員(yuan)(yuan)120余人(ren)(ren)。七是(shi)(shi)(shi)推(tui)(tui)進(jin)(jin)(jin)(jin)輔助(zhu)生產(chan)(chan)(chan)(chan)單位經營(ying)機(ji)(ji)(ji)制(zhi)改(gai)(gai)(gai)革(ge)(ge)(ge)。通過優(you)化(hua)(hua)人(ren)(ren)力資(zi)源(yuan)配置(zhi),優(you)化(hua)(hua)機(ji)(ji)(ji)構設(she)(she)置(zhi),改(gai)(gai)(gai)進(jin)(jin)(jin)(jin)生產(chan)(chan)(chan)(chan)方(fang)式(shi)和(he)經營(ying)考核方(fang)式(shi),對成(cheng)(cheng)本(ben)進(jin)(jin)(jin)(jin)行(xing)量化(hua)(hua)分解,提(ti)高投入產(chan)(chan)(chan)(chan)出(chu)比,實施(shi)模(mo)擬市場化(hua)(hua)運行(xing),一(yi)舉扭(niu)轉了運輸(shu)系統虧損的被(bei)動局面。1-9月(yue)份,在(zai)勞(lao)動用(yong)工(gong)(gong)人(ren)(ren)數減少的情(qing)況下(xia),機(ji)(ji)(ji)電產(chan)(chan)(chan)(chan)品加工(gong)(gong)總(zong)量同(tong)比增92.2%,人(ren)(ren)均加工(gong)(gong)總(zong)量同(tong)比提(ti)高121.66%,同(tong)比減虧48萬(wan)元。

善用創新驅動 優化結構布局

發展(zhan)是第(di)一要(yao)務。貫(guan)徹落實(shi)新發展(zhan)理(li)念、推動(dong)國有企業高質量(liang)發展(zhan),是一項具有戰略性(xing)、全(quan)局性(xing)、時(shi)代性(xing)、現實(shi)性(xing)的緊迫任務。中色紅透山圍(wei)繞中心工作(zuo),把提高企業效益、增強(qiang)企業競爭(zheng)力(li)、實(shi)現國有資產(chan)保值增值作(zuo)為(wei)出發點和(he)落腳點,以精細化管理(li)為(wei)主線,以科技創新為(wei)支撐,以安全(quan)生產(chan)為(wei)保障(zhang),頂住了巨大壓(ya)力(li),闖過(guo)了道(dao)道(dao)難關(guan),保持了產(chan)品產(chan)量(liang)持續增長,主要(yao)技術指標穩步提高,生產(chan)成本(ben)持續下降的良好態勢。

一是(shi)(shi)加(jia)大地質(zhi)找(zhao)礦(kuang)力度(du)。積極實(shi)施(shi)“探邊掃盲及就礦(kuang)找(zhao)礦(kuang)”工(gong)(gong)(gong)作,認真研究成(cheng)礦(kuang)規律(lv),以集(ji)團(tuan)(tuan)科(ke)技項(xiang)(xiang)目(mu)(mu)和(he)(he)(he)(he)(he)自主(zhu)科(ke)技項(xiang)(xiang)目(mu)(mu)為支撐,加(jia)大探礦(kuang)工(gong)(gong)(gong)程施(shi)工(gong)(gong)(gong)組織(zhi)力度(du),有效增加(jia)資(zi)源儲量(liang),近(jin)兩年新(xin)增銅(tong)資(zi)源量(liang)(金(jin)屬(shu)量(liang))近(jin)7000噸。二是(shi)(shi)提高礦(kuang)產資(zi)源的綜(zong)合(he)利(li)用,科(ke)學調整井下生(sheng)(sheng)產布局。根據井下采場(chang)地質(zhi)條件,進(jin)一步優化整合(he)采場(chang),壓縮生(sheng)(sheng)產作業中段(duan),提高勞動生(sheng)(sheng)產率。三是(shi)(shi)保(bao)持安全(quan)(quan)環保(bao)良(liang)好(hao)態勢。及時整改(gai)(gai)(gai)集(ji)團(tuan)(tuan)公(gong)司安全(quan)(quan)生(sheng)(sheng)產專(zhuan)項(xiang)(xiang)整治(zhi)三年行動督查提出(chu)(chu)的問(wen)題,深(shen)化安全(quan)(quan)風險(xian)分(fen)(fen)級(ji)管(guan)控(kong)和(he)(he)(he)(he)(he)隱患排(pai)查治(zhi)理雙重預防機(ji)制。壓實(shi)安全(quan)(quan)生(sheng)(sheng)產責任,形成(cheng)黨政(zheng)工(gong)(gong)(gong)青齊抓共管(guan)的安全(quan)(quan)生(sheng)(sheng)產格(ge)局。四是(shi)(shi)“過(guo)緊日子(zi)”思(si)想進(jin)一步增強(qiang)。制定并實(shi)施(shi)了(le)嚴管(guan)資(zi)金(jin)、量(liang)入為出(chu)(chu);嚴控(kong)成(cheng)本、厲(li)行節約;優化結構、盤活存量(liang)和(he)(he)(he)(he)(he)增量(liang)等3個大項(xiang)(xiang)、22個小項(xiang)(xiang)挖潛增效措施(shi),使采、選單位成(cheng)本分(fen)(fen)別比(bi)(bi)集(ji)團(tuan)(tuan)公(gong)司考核(he)指標(biao)降(jiang)低(di)22%和(he)(he)(he)(he)(he)17%,生(sheng)(sheng)產總成(cheng)本、人(ren)工(gong)(gong)(gong)成(cheng)本和(he)(he)(he)(he)(he)管(guan)理費用支出(chu)(chu)分(fen)(fen)別比(bi)(bi)上年同(tong)期降(jiang)低(di)13%、15%和(he)(he)(he)(he)(he)9%。五(wu)是(shi)(shi)通(tong)過(guo)技術革新(xin),提升勞動生(sheng)(sheng)產率。全(quan)(quan)力實(shi)施(shi)深(shen)部充填(tian)系(xi)統(tong)改(gai)(gai)(gai)造、通(tong)風系(xi)統(tong)改(gai)(gai)(gai)造項(xiang)(xiang)目(mu)(mu),提高礦(kuang)山(shan)機(ji)械(xie)化、自動化、智(zhi)能化作業水平;實(shi)施(shi)硫浮選、鋅(xin)浮選系(xi)統(tong)工(gong)(gong)(gong)藝改(gai)(gai)(gai)造,使回收率指標(biao)和(he)(he)(he)(he)(he)產品質(zhi)量(liang)得到明顯(xian)提升,1-9月份,選礦(kuang)鋅(xin)實(shi)收率比(bi)(bi)上年同(tong)期提高4.06個百分(fen)(fen)點,硫實(shi)收率比(bi)(bi)上年同(tong)期提高3.41個百分(fen)(fen)點;銅(tong)浮選改(gai)(gai)(gai)造于今年10月份完成(cheng),目(mu)(mu)前試運(yun)行狀態良(liang)好(hao)。六是(shi)(shi)“走出(chu)(chu)去”成(cheng)效顯(xian)著。分(fen)(fen)別在非洲(zhou)贊(zan)比(bi)(bi)亞、東(dong)南亞緬甸開發和(he)(he)(he)(he)(he)承包項(xiang)(xiang)目(mu)(mu),輸出(chu)(chu)技術和(he)(he)(he)(he)(he)管(guan)理人(ren)員300多人(ren)次,服務(wu)于集(ji)團(tuan)(tuan)公(gong)司境外(wai)項(xiang)(xiang)目(mu)(mu)和(he)(he)(he)(he)(he)紅透山(shan)礦(kuang)業公(gong)司境外(wai)項(xiang)(xiang)目(mu)(mu)。”

面對機(ji)遇與(yu)挑戰(zhan)、危機(ji)與(yu)生(sheng)機(ji),中(zhong)色紅(hong)透山(shan)始終把(ba)發展作為(wei)(wei)(wei)強企(qi)的第一要務,積極培育(yu)核心競(jing)爭(zheng)力,爭(zheng)當(dang)創新驅動發展的先(xian)行(xing)軍,推(tui)動礦山(shan)實現(xian)了(le)(le)歷(li)史性的新跨越(yue),成(cheng)功實現(xian)了(le)(le)扭虧為(wei)(wei)(wei)盈(ying),兩(liang)年來,累計交(jiao)納(na)稅款1.5億元,為(wei)(wei)(wei)地方經濟建設作出了(le)(le)突出貢(gong)獻。同時,中(zhong)色紅(hong)透山(shan)在積極履行(xing)社會責任的基礎上,注重將改革發展成(cheng)果惠及廣大(da)職(zhi)工(gong)(gong)群眾,改善職(zhi)工(gong)(gong)的生(sheng)活環境,投資維修(xiu)礦區路面,增(zeng)加(jia)綠化(hua)面積,并出資為(wei)(wei)(wei)居(ju)民住宅樓進行(xing)了(le)(le)外墻保(bao)溫(wen),幫扶救助困難(nan)職(zhi)工(gong)(gong),并為(wei)(wei)(wei)全(quan)體(ti)職(zhi)工(gong)(gong)購買(mai)了(le)(le)醫療互助服(fu)務和安全(quan)生(sheng)產(chan)責任保(bao)險,2019年職(zhi)工(gong)(gong)平均工(gong)(gong)資收入較2016年增(zeng)加(jia)19%,極大(da)地提高了(le)(le)職(zhi)工(gong)(gong)的幸福指數。

改革從無坦(tan)途,發展任重道(dao)遠。當前,中色紅透山在內部(bu)體制(zhi)機制(zhi)創(chuang)新、三項(xiang)制(zhi)度改革、重點工(gong)程(cheng)建設(she)、社會(hui)職(zhi)能移交、疫(yi)情防控常態化及(ji)境外項(xiang)目部(bu)疫(yi)情防控等方面還有很(hen)多(duo)“硬骨頭(tou)”要(yao)啃,有很(hen)多(duo)“硬任務”要(yao)完成(cheng),只有堅定決戰決勝信心,鼓足排除萬難勇氣,匯(hui)聚全體干部(bu)職(zhi)工(gong)的智慧(hui)和力量(liang),才能創(chuang)造出不負發展機遇,不負職(zhi)工(gong)期盼的新業績。
