中國化學工程擬釋放最高股權比例力推混改
年內混改6家二級企業、10-15家三級公司 構建企業新生態

“在保(bao)持國有控股的(de)前提下(xia),我們將釋放(fang)最(zui)高的(de)股權(quan)比例用來引入(ru)戰略投(tou)(tou)資者和員(yuan)工跟投(tou)(tou)。”4月28日,中國化(hua)學工程(cheng)舉行全(quan)面深(shen)化(hua)改(gai)革(ge)新聞發布會,誠邀地(di)方國企(qi)(qi)、民營企(qi)(qi)業(ye)、投(tou)(tou)資機(ji)構(gou)等社會資本(ben)積極參與其(qi)改(gai)革(ge)發展。據透(tou)露,2020年,該集團(tuan)將重(zhong)點推(tui)進6家二(er)級企(qi)(qi)業(ye)、10-15家三級公司混合所(suo)有制改(gai)革(ge),著(zhu)力構(gou)建“央企(qi)(qi)品(pin)牌實力+民營機(ji)制”的(de)企(qi)(qi)業(ye)生態。

今年(nian)(nian)是全(quan)面建成小康社會(hui)和(he)(he)(he)“十(shi)(shi)三五”規劃收官之(zhi)年(nian)(nian),也是保障“十(shi)(shi)四五”順利起航(hang)的(de)(de)奠基之(zhi)年(nian)(nian),又是“國(guo)(guo)(guo)企(qi)改革(ge)(ge)三年(nian)(nian)行動”的(de)(de)第一年(nian)(nian)。黨(dang)的(de)(de)十(shi)(shi)九屆四中(zhong)全(quan)會(hui)要(yao)求(qiu),增強國(guo)(guo)(guo)有(you)企(qi)業的(de)(de)競爭力(li)(li)(li)(li)、創(chuang)新力(li)(li)(li)(li)、影(ying)響(xiang)力(li)(li)(li)(li)、控制(zhi)力(li)(li)(li)(li)、抗風險(xian)能力(li)(li)(li)(li),提高企(qi)業治理(li)(li)(li)體系(xi)和(he)(he)(he)治理(li)(li)(li)能力(li)(li)(li)(li)現(xian)代(dai)化(hua)(hua)(hua)。面對(dui)突如其來的(de)(de)疫(yi)情,中(zhong)國(guo)(guo)(guo)化(hua)(hua)(hua)學工(gong)程堅決落實黨(dang)中(zhong)央、國(guo)(guo)(guo)務院關于疫(yi)情防(fang)控和(he)(he)(he)復(fu)工(gong)復(fu)產(chan)(chan)有(you)關的(de)(de)決策部(bu)署,按照國(guo)(guo)(guo)資委工(gong)作要(yao)求(qiu),努力(li)(li)(li)(li)踐行中(zhong)央企(qi)業政治責任、經(jing)濟責任、社會(hui)責任,疫(yi)情防(fang)控和(he)(he)(he)復(fu)工(gong)復(fu)產(chan)(chan)工(gong)作取得了階段性成果。截至目前,中(zhong)國(guo)(guo)(guo)化(hua)(hua)(hua)學工(gong)程累計(ji)捐(juan)款捐(juan)物5000余(yu)萬(wan)元,成立突擊(ji)隊馳援火神(shen)山、雷神(shen)山建醫(yi)院設,派(pai)出(chu)醫(yi)務人員(yuan)深入抗疫(yi)一線(xian),研(yan)發空氣(qi)消毒劑260余(yu)噸支援疫(yi)情防(fang)控一線(xian),并在(zai)做好(hao)防(fang)疫(yi)工(gong)作的(de)(de)前提下,有(you)力(li)(li)(li)(li)有(you)序推(tui)動復(fu)工(gong)復(fu)產(chan)(chan),確保“兩手抓、兩手硬、兩不(bu)誤、兩促進(jin)”,國(guo)(guo)(guo)內項目復(fu)工(gong)率(lv)已(yi)(yi)達98%,現(xian)場管理(li)(li)(li)和(he)(he)(he)作業人員(yuan)已(yi)(yi)達17萬(wan)人,人員(yuan)數(shu)量已(yi)(yi)達到(dao)往年(nian)(nian)的(de)(de)平均水平;境(jing)外項目復(fu)工(gong)率(lv)達到(dao)82%,現(xian)場管理(li)(li)(li)和(he)(he)(he)作業人員(yuan)達2.5萬(wan)人。在(zai)堅持防(fang)疫(yi)和(he)(he)(he)復(fu)工(gong)復(fu)產(chan)(chan)的(de)(de)同時,中(zhong)國(guo)(guo)(guo)化(hua)(hua)(hua)學工(gong)程進(jin)一步解放思想,堅定不(bu)移深化(hua)(hua)(hua)改革(ge)(ge),全(quan)面推(tui)進(jin)企(qi)業高質量發展(zhan)。4月28日,中(zhong)國(guo)(guo)(guo)化(hua)(hua)(hua)學工(gong)程就公(gong)眾關心的(de)(de)完善中(zhong)國(guo)(guo)(guo)特色現(xian)代(dai)企(qi)業制(zhi)度(du)、深化(hua)(hua)(hua)混合所(suo)有(you)制(zhi)改革(ge)(ge)、完善市場化(hua)(hua)(hua)經(jing)營機制(zhi)、推(tui)進(jin)國(guo)(guo)(guo)企(qi)改革(ge)(ge)專項行動等改革(ge)(ge)進(jin)行了說明,對(dui)標一流(liu)管理(li)(li)(li)提升、創(chuang)新發展(zhan)、深化(hua)(hua)(hua)生(sheng)產(chan)(chan)經(jing)營布局(ju)、混合所(suo)有(you)制(zhi)改革(ge)(ge)、三項制(zhi)度(du)改革(ge)(ge)、職業經(jing)理(li)(li)(li)人制(zhi)度(du)以及(ji)“科改示范行動”“雙百行動”等一系(xi)列具有(you)含金量的(de)(de)舉措非(fei)常(chang)亮眼。
