近日(ri),我國(guo)正式發(fa)布《民(min)(min)用(yong)(yong)運(yun)輸機(ji)(ji)場供(gong)(gong)(gong)(gong)(gong)油(you)(you)工程(cheng)(cheng)(cheng)(cheng)設計(ji)規(gui)(gui)范》(MH 5008-2017)和(he)《民(min)(min)用(yong)(yong)運(yun)輸機(ji)(ji)場供(gong)(gong)(gong)(gong)(gong)油(you)(you)工程(cheng)(cheng)(cheng)(cheng)施(shi)工及(ji)驗(yan)收(shou)(shou)規(gui)(gui)范》(MH 5034-2017)兩(liang)部(bu)行業標(biao)準(zhun),旨在進一(yi)步規(gui)(gui)范運(yun)輸機(ji)(ji)場供(gong)(gong)(gong)(gong)(gong)油(you)(you)工程(cheng)(cheng)(cheng)(cheng)的規(gui)(gui)劃、設計(ji)、施(shi)工和(he)驗(yan)收(shou)(shou)行為,提升供(gong)(gong)(gong)(gong)(gong)油(you)(you)工程(cheng)(cheng)(cheng)(cheng)的科(ke)技(ji)含量,強(qiang)化(hua)航(hang)(hang)油(you)(you)的供(gong)(gong)(gong)(gong)(gong)應(ying)保障能力(li)。兩(liang)部(bu)規(gui)(gui)范均由(you)中(zhong)國(guo)航(hang)(hang)空(kong)油(you)(you)料集團(tuan)公(gong)司相(xiang)關單位編寫,并與已頒布施(shi)行的《民(min)(min)用(yong)(yong)小型運(yun)輸機(ji)(ji)場供(gong)(gong)(gong)(gong)(gong)油(you)(you)工程(cheng)(cheng)(cheng)(cheng)設計(ji)規(gui)(gui)范》(MH 5029-2014)、《通(tong)用(yong)(yong)航(hang)(hang)空(kong)供(gong)(gong)(gong)(gong)(gong)油(you)(you)工程(cheng)(cheng)(cheng)(cheng)建設規(gui)(gui)范》(MH/T 5030-2014)共同組成(cheng)了完整的民(min)(min)航(hang)(hang)供(gong)(gong)(gong)(gong)(gong)油(you)(you)工程(cheng)(cheng)(cheng)(cheng)建設規(gui)(gui)范體系,標(biao)志著(zhu)涵蓋運(yun)輸、通(tong)用(yong)(yong)航(hang)(hang)空(kong),包(bao)括大型、小型運(yun)輸機(ji)(ji)場,以及(ji)設計(ji)、施(shi)工、驗(yan)收(shou)(shou)全過程(cheng)(cheng)(cheng)(cheng)的航(hang)(hang)油(you)(you)工程(cheng)(cheng)(cheng)(cheng)標(biao)準(zhun)體系建設完成(cheng)。中(zhong)國(guo)航(hang)(hang)油(you)(you)為推進民(min)(min)航(hang)(hang)工程(cheng)(cheng)(cheng)(cheng)的技(ji)術進步發(fa)揮了重(zhong)要(yao)作用(yong)(yong)。
據了解(jie),為編寫(xie)系列規范,中國(guo)航空(kong)油(you)料集團公司確定了機坪管(guan)道流體力學(xue)及(ji)構型等(deng)10多項科研課(ke)題;翻譯了《航空(kong)供油(you)設(she)施的設(she)計、施工、運行、維護及(ji)測試》(EI 1540)等(deng)10多部(bu)國(guo)外(wai)(wai)標準(zhun)文獻;組織了專(zhuan)項考(kao)察,借鑒(jian)國(guo)外(wai)(wai)科學(xue)、簡潔、實用的設(she)計思路;優化了油(you)泵房、混凝(ning)土(tu)罐(guan)區地坪、管(guan)溝回填混凝(ning)土(tu)、小型機場的消防設(she)施等(deng),引入“專(zhuan)業(ye)的事由專(zhuan)業(ye)人做(zuo)”“冷閉(bi)合(he)”等(deng)理念;召(zhao)開(kai)了20余次專(zhuan)題討論(lun)會,并赴全國(guo)20多個(ge)機場進行實地調研。
兩(liang)部規(gui)范強調供(gong)(gong)油(you)工(gong)程(cheng)(cheng)建設(she)(she)(she)以生產運(yun)行(xing)、職業健康為核心(xin),以功能和(he)效率為導向,以安(an)全適用、經濟合理、綠色發展為原則,對運(yun)輸機(ji)場(chang)供(gong)(gong)油(you)工(gong)程(cheng)(cheng)的(de)規(gui)劃(hua)、設(she)(she)(she)計、施(shi)工(gong)和(he)驗(yan)收作(zuo)出(chu)了詳細(xi)的(de)規(gui)定。其(qi)中,《民用運(yun)輸機(ji)場(chang)供(gong)(gong)油(you)工(gong)程(cheng)(cheng)設(she)(she)(she)計規(gui)范》涵蓋了建設(she)(she)(she)目標年(nian)供(gong)(gong)油(you)量(liang)超過5萬噸供(gong)(gong)油(you)工(gong)程(cheng)(cheng)的(de)選址與規(gui)劃(hua)、平面(mian)布置、供(gong)(gong)油(you)工(gong)藝及其(qi)相應設(she)(she)(she)備的(de)選用、輸油(you)管道(dao)、機(ji)坪管道(dao)、防(fang)(fang)腐、質量(liang)檢驗(yan)與計量(liang)檢定、供(gong)(gong)配(pei)電等17個(ge)(ge)方面(mian)的(de)內(nei)容。《民用運(yun)輸機(ji)場(chang)供(gong)(gong)油(you)工(gong)程(cheng)(cheng)施(shi)工(gong)及驗(yan)收規(gui)范》涵蓋了儲罐、工(gong)藝設(she)(she)(she)備安(an)裝、管道(dao)、防(fang)(fang)腐、消防(fang)(fang)給排(pai)水及暖(nuan)通等14個(ge)(ge)方面(mian)的(de)內(nei)容。
航(hang)(hang)(hang)油是航(hang)(hang)(hang)空器萬里翱(ao)翔的(de)動力(li),航(hang)(hang)(hang)油工(gong)程是機(ji)場(chang)的(de)主要配(pei)(pei)套(tao)設(she)(she)施(shi)之(zhi)一,安全、高質、快(kuai)捷、高效(xiao)是航(hang)(hang)(hang)油供應的(de)基本要求。近年來,《國務(wu)院關于促進(jin)民(min)航(hang)(hang)(hang)業(ye)發(fa)展(zhan)的(de)若(ruo)干意見》和(he)(he)(he)《國務(wu)院辦(ban)公廳關于印(yin)發(fa)促進(jin)民(min)航(hang)(hang)(hang)業(ye)發(fa)展(zhan)重(zhong)點(dian)工(gong)作分工(gong)方案的(de)通知(zhi)》提出“推進(jin)技術進(jin)步和(he)(he)(he)節能(neng)(neng)減排(pai)”“注重(zhong)機(ji)場(chang)配(pei)(pei)套(tao)設(she)(she)施(shi)規劃(hua)與建(jian)設(she)(she),配(pei)(pei)套(tao)完善(shan)旅客服務(wu)、航(hang)(hang)(hang)空貨運集散、油料供應等基礎設(she)(she)施(shi)”“加強(qiang)基礎設(she)(she)施(shi)建(jian)設(she)(she),提高裝(zhuang)備水平和(he)(he)(he)服務(wu)保障能(neng)(neng)力(li)”。兩部標準由民(min)航(hang)(hang)(hang)局機(ji)場(chang)司(si)負責管理和(he)(he)(he)解(jie)釋。
