記者1月(yue)23日從西氣東輸(shu)管道(dao)公司獲(huo)悉,西氣東輸(shu)今年有望實(shi)現管輸(shu)商品量599.8億立方(fang)米,比2016年增(zeng)加140億立方(fang)米。
盡管(guan)2016年(nian)國內天然氣(qi)市場(chang)需求持續(xu)疲軟(ruan),下(xia)游終端(duan)用(yong)戶價格承受(shou)能力不斷下(xia)降(jiang),但西(xi)氣(qi)東輸克服(fu)重重困難(nan),全年(nian)實(shi)現(xian)管(guan)輸量(liang)461.2億(yi)立方(fang)米,比上年(nian)增(zeng)長(chang)9.63%;天然氣(qi)銷售(shou)量(liang)420.9億(yi)立方(fang)米,比上年(nian)增(zeng)長(chang)7.6%,效(xiao)益指標創歷史(shi)最高(gao)水平(ping)。
特別是在LNG銷(xiao)售(shou)(shou)(shou)方面,西氣東輸(shu)加(jia)強(qiang)銷(xiao)售(shou)(shou)(shou)力(li)量配置,轉變銷(xiao)售(shou)(shou)(shou)思路,創(chuang)新銷(xiao)售(shou)(shou)(shou)模(mo)式,充分利用(yong)江(jiang)蘇如東接收站(zhan)LNG銷(xiao)售(shou)(shou)(shou)平臺,開發LNG用(yong)戶,開創(chuang)LNG銷(xiao)售(shou)(shou)(shou)新局面,全年銷(xiao)售(shou)(shou)(shou)LNG5.85億立方米(mi)。
2017年西(xi)(xi)氣(qi)東(dong)(dong)輸(shu)發展趨勢如何?西(xi)(xi)氣(qi)東(dong)(dong)輸(shu)總經理(li)、黨(dang)委書記李(li)文東(dong)(dong)介紹說,隨(sui)著(zhu)集團公司(si)對(dui)天然氣(qi)銷售和(he)管(guan)(guan)(guan)道業(ye)務(wu)(wu)(wu)管(guan)(guan)(guan)理(li)體制(zhi)的改革調整,西(xi)(xi)氣(qi)東(dong)(dong)輸(shu)在2017年面臨三(san)大(da)職能(neng)轉(zhuan)(zhuan)變(bian)。一是由(you)突出三(san)大(da)核心業(ye)務(wu)(wu)(wu)向(xiang)(xiang)聚(ju)焦(jiao)生產運行(xing)和(he)管(guan)(guan)(guan)道建設轉(zhuan)(zhuan)變(bian),履行(xing)好“保(bao)(bao)安全、保(bao)(bao)供應、保(bao)(bao)效益”主體責任(ren)。二是跨區域的管(guan)(guan)(guan)道建設由(you)工程監管(guan)(guan)(guan)向(xiang)(xiang)業(ye)主管(guan)(guan)(guan)理(li)轉(zhuan)(zhuan)變(bian),管(guan)(guan)(guan)理(li)幅(fu)度(du)和(he)深(shen)度(du)進一步加大(da),工程建設任(ren)務(wu)(wu)(wu)更(geng)加繁(fan)重。三(san)是由(you)開(kai)拓市場向(xiang)(xiang)服務(wu)(wu)(wu)市場轉(zhuan)(zhuan)變(bian),需要公司(si)牢固樹立(li)服務(wu)(wu)(wu)資源、服務(wu)(wu)(wu)市場意識(shi),主動(dong)與銷售企業(ye)銜接,爭取更(geng)多(duo)的管(guan)(guan)(guan)輸(shu)資源。三(san)大(da)職能(neng)轉(zhuan)(zhuan)變(bian)使西(xi)(xi)氣(qi)東(dong)(dong)輸(shu)作為(wei)“產、運、銷、儲、貿產業(ye)鏈上中間環節(jie)”的地位更(geng)為(wei)突出。
西氣東輸將主動(dong)適應天然氣銷售(shou)和(he)管道業(ye)務管理(li)體制(zhi)調整,將“確保安全平穩高(gao)效運行(xing)”作為核心任(ren)務,以固本強基(ji)、務實創(chuang)新(xin)、效益提增、人才強企、從嚴治黨為保障措施,突出(chu)抓(zhua)好運行(xing)安全平穩、效益穩中有升、隊伍和(he)諧(xie)穩定三條主線,實現可持續發展(zhan)。
李文東認為,要(yao)“確(que)保(bao)安(an)(an)全平穩(wen)高效(xiao)運(yun)行(xing)”,必(bi)須(xu)抓好六項(xiang)工作。一是(shi)(shi)(shi)全力(li)(li)優(you)化(hua)生產運(yun)行(xing),持(chi)續(xu)提(ti)(ti)升管(guan)(guan)(guan)(guan)網(wang)運(yun)行(xing)穩(wen)定(ding)性(xing)和經(jing)濟性(xing);堅(jian)持(chi)“七個不放松,七個下功(gong)夫”生產運(yun)行(xing)精細化(hua)管(guan)(guan)(guan)(guan)理要(yao)求(qiu),著(zhu)力(li)(li)在增輸增效(xiao)、運(yun)行(xing)優(you)化(hua)和線(xian)路管(guan)(guan)(guan)(guan)理上(shang)下功(gong)夫。二是(shi)(shi)(shi)全力(li)(li)強(qiang)化(hua)風險管(guan)(guan)(guan)(guan)控(kong),積(ji)極(ji)推(tui)(tui)動安(an)(an)全環保(bao)形(xing)勢穩(wen)中向(xiang)好;始終堅(jian)持(chi)“安(an)(an)全第一、預防為主、綜合治理”方針,貫徹“嚴格監(jian)督、嚴格管(guan)(guan)(guan)(guan)理、嚴格考核”管(guan)(guan)(guan)(guan)理思路。三是(shi)(shi)(shi)全力(li)(li)提(ti)(ti)升項(xiang)目(mu)建設管(guan)(guan)(guan)(guan)理水平,落實質(zhi)量(liang)、進(jin)(jin)度、投資(zi)、安(an)(an)全“四(si)(si)控(kong)制(zhi)(zhi)”要(yao)求(qiu);積(ji)極(ji)適(shi)應管(guan)(guan)(guan)(guan)理體制(zhi)(zhi)變化(hua),突出(chu)質(zhi)量(liang)管(guan)(guan)(guan)(guan)控(kong),嚴格計(ji)劃管(guan)(guan)(guan)(guan)理,努力(li)(li)實現工程建設目(mu)標。四(si)(si)是(shi)(shi)(shi)深化(hua)經(jing)營管(guan)(guan)(guan)(guan)理,進(jin)(jin)一步提(ti)(ti)高管(guan)(guan)(guan)(guan)控(kong)效(xiao)率(lv);深化(hua)對標管(guan)(guan)(guan)(guan)理,加快推(tui)(tui)進(jin)(jin)基(ji)礎管(guan)(guan)(guan)(guan)理體系融(rong)合;強(qiang)化(hua)成本費用控(kong)制(zhi)(zhi),打好開(kai)源節流、降本增效(xiao)組合拳。五是(shi)(shi)(shi)全力(li)(li)推(tui)(tui)進(jin)(jin)創(chuang)新驅(qu)動和人才(cai)培(pei)養,有效(xiao)發揮支撐引領(ling)作用。六是(shi)(shi)(shi)持(chi)續(xu)提(ti)(ti)升黨建科學化(hua)水平,充分(fen)發揮政治文化(hua)優(you)勢。
