  這次會議(yi)是國(guo)(guo)務院國(guo)(guo)資(zi)委成立四年多(duo)來(lai)召(zhao)開的(de)第(di)一(yi)次全國(guo)(guo)國(guo)(guo)資(zi)委系統(tong)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)(gong)作會議(yi)。會議(yi)的(de)主要目(mu)的(de)就(jiu)是貫徹落實《2006-2020年國(guo)(guo)家信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)發(fa)展戰(zhan)略(lve)》,按(an)照(zhao)國(guo)(guo)務院國(guo)(guo)資(zi)委“十(shi)一(yi)五”信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)規劃,部署(shu)全國(guo)(guo)國(guo)(guo)資(zi)監管(guan)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建設工(gong)(gong)作。

  全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she),主要分三塊內(nei)容(rong):一(yi)(yi)(yi)是國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)機關(guan)(guan)(guan)的(de)(de)(de)(de)(de)(de)辦公(gong)自動化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she);二是國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she),包(bao)括國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)與中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)之間的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)監(jian)(jian)(jian)管(guan)(guan)(guan)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)與各(ge)地(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she);三是中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)和(he)各(ge)地(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)所(suo)監(jian)(jian)(jian)管(guan)(guan)(guan)企(qi)(qi)(qi)業(ye)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)。我們(men)(men)現在(zai)實施的(de)(de)(de)(de)(de)(de)、經國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家(jia)發改委(wei)(wei)(wei)(wei)批準的(de)(de)(de)(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)系(xi)(xi)統(tong)(tong)(tong)一(yi)(yi)(yi)期工(gong)程(cheng)包(bao)括了(le)(le)(le)(le)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)(de)(de)(de)內(nei)容(rong)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家(jia)宏觀經濟(ji)信(xin)(xin)(xin)(xin)息(xi)(xi)共(gong)享系(xi)(xi)統(tong)(tong)(tong)工(gong)程(cheng)即金宏工(gong)程(cheng)中(zhong)(zhong)(zhong),國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)承(cheng)擔的(de)(de)(de)(de)(de)(de)一(yi)(yi)(yi)個(ge)重要方面就(jiu)是建(jian)(jian)(jian)設(she)(she)(she)(she)(she)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)(xi)統(tong)(tong)(tong)和(he)數據庫。這(zhe)些(xie)都(dou)涉及(ji)到各(ge)地(di)方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的(de)(de)(de)(de)(de)(de)工(gong)作(zuo)(zuo)范(fan)圍。從(cong)(cong)這(zhe)三塊工(gong)作(zuo)(zuo)來說,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)機關(guan)(guan)(guan)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she),這(zhe)幾年(nian)在(zai)委(wei)(wei)(wei)(wei)黨委(wei)(wei)(wei)(wei)和(he)李(li)榮融主任的(de)(de)(de)(de)(de)(de)高(gao)度(du)(du)重視下(xia),進(jin)展非常快。特別是8月(yue)(yue)28日,我們(men)(men)開(kai)通(tong)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)與中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)的(de)(de)(de)(de)(de)(de)視頻(pin)(pin)會(hui)議(yi)(yi)(yi)系(xi)(xi)統(tong)(tong)(tong)。這(zhe)是一(yi)(yi)(yi)個(ge)專用商密級視訊(xun)系(xi)(xi)統(tong)(tong)(tong),可(ke)實現國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)內(nei)部、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)與中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)間、中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)與中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)間的(de)(de)(de)(de)(de)(de)視頻(pin)(pin)會(hui)議(yi)(yi)(yi)及(ji)可(ke)視通(tong)訊(xun)。開(kai)通(tong)以來短短的(de)(de)(de)(de)(de)(de)半個(ge)月(yue)(yue)里,已經召開(kai)了(le)(le)(le)(le)數次會(hui)議(yi)(yi)(yi),從(cong)(cong)提高(gao)效(xiao)(xiao)率、降低成(cheng)本來看,效(xiao)(xiao)果非常明(ming)顯。在(zai)視頻(pin)(pin)會(hui)議(yi)(yi)(yi)系(xi)(xi)統(tong)(tong)(tong)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)過(guo)(guo)(guo)(guo)程(cheng)中(zhong)(zhong)(zhong),我們(men)(men)專門預留了(le)(le)(le)(le)與各(ge)地(di)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的(de)(de)(de)(de)(de)(de)接口,作(zuo)(zuo)為(wei)后期建(jian)(jian)(jian)設(she)(she)(she)(she)(she)內(nei)容(rong)。關(guan)(guan)(guan)于中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she),今年(nian)1月(yue)(yue)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)和(he)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)辦公(gong)室聯(lian)合下(xia)發了(le)(le)(le)(le)《關(guan)(guan)(guan)于加強中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)指導意見(jian)》,4月(yue)(yue)又共(gong)同(tong)召開(kai)了(le)(le)(le)(le)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)會(hui)議(yi)(yi)(yi),對整(zheng)個(ge)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)進(jin)行(xing)了(le)(le)(le)(le)總體(ti)部署,明(ming)確了(le)(le)(le)(le)目(mu)(mu)標(biao)(biao)和(he)工(gong)作(zuo)(zuo)要求。最近,我們(men)(men)又對中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)做(zuo)了(le)(le)(le)(le)全(quan)(quan)面的(de)(de)(de)(de)(de)(de)摸底調查和(he)分析排隊。從(cong)(cong)檢(jian)查情況(kuang)看,目(mu)(mu)前中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)總體(ti)情況(kuang)是喜人的(de)(de)(de)(de)(de)(de)。有(you)(you)(you)不少(shao)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)業(ye)不但走到了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)企(qi)(qi)(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)的(de)(de)(de)(de)(de)(de)前列(lie),而且和(he)世(shi)界(jie)先(xian)進(jin)企(qi)(qi)(qi)業(ye)對標(biao)(biao),達(da)到了(le)(le)(le)(le)世(shi)界(jie)先(xian)進(jin)水(shui)平(ping),這(zhe)一(yi)(yi)(yi)部分企(qi)(qi)(qi)業(ye)約占5%。另外還有(you)(you)(you)30%的(de)(de)(de)(de)(de)(de)企(qi)(qi)(qi)業(ye)達(da)到了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)先(xian)進(jin)水(shui)平(ping)。關(guan)(guan)(guan)于國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua),各(ge)省區市國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)這(zhe)些(xie)年(nian)來做(zuo)了(le)(le)(le)(le)大(da)量工(gong)作(zuo)(zuo),取得(de)了(le)(le)(le)(le)不同(tong)程(cheng)度(du)(du)的(de)(de)(de)(de)(de)(de)提高(gao),有(you)(you)(you)些(xie)地(di)方做(zuo)得(de)比(bi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)還要好。一(yi)(yi)(yi)些(xie)地(di)方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)監(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)(de)(de)(de)企(qi)(qi)(qi)業(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)水(shui)平(ping)也相當高(gao)。但是,作(zuo)(zuo)為(wei)整(zheng)個(ge)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)(xi)統(tong)(tong)(tong)來講,從(cong)(cong)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)來講,還沒有(you)(you)(you)一(yi)(yi)(yi)個(ge)統(tong)(tong)(tong)一(yi)(yi)(yi)的(de)(de)(de)(de)(de)(de)平(ping)臺,沒有(you)(you)(you)統(tong)(tong)(tong)一(yi)(yi)(yi)的(de)(de)(de)(de)(de)(de)標(biao)(biao)準,沒有(you)(you)(you)共(gong)同(tong)遵循的(de)(de)(de)(de)(de)(de)目(mu)(mu)標(biao)(biao)要求和(he)時間要求。這(zhe)就(jiu)需要我們(men)(men)在(zai)統(tong)(tong)(tong)一(yi)(yi)(yi)上做(zuo)文章,所(suo)以,經過(guo)(guo)(guo)(guo)近半年(nian)的(de)(de)(de)(de)(de)(de)準備,我們(men)(men)決(jue)定(ding)在(zai)十七大(da)之前召開(kai)這(zhe)次會(hui)議(yi)(yi)(yi)。希望通(tong)過(guo)(guo)(guo)(guo)這(zhe)次會(hui)議(yi)(yi)(yi),學習(xi)黨中(zhong)(zhong)(zhong)央(yang)(yang)(yang)(yang)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院有(you)(you)(you)關(guan)(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)(de)(de)文件精神(shen),達(da)到一(yi)(yi)(yi)個(ge)統(tong)(tong)(tong)一(yi)(yi)(yi)認識、統(tong)(tong)(tong)一(yi)(yi)(yi)標(biao)(biao)準、統(tong)(tong)(tong)一(yi)(yi)(yi)工(gong)作(zuo)(zuo)目(mu)(mu)標(biao)(biao)的(de)(de)(de)(de)(de)(de)目(mu)(mu)的(de)(de)(de)(de)(de)(de)。通(tong)過(guo)(guo)(guo)(guo)交流經驗,溝(gou)通(tong)情況(kuang),大(da)力推(tui)動全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she),力爭到2010年(nian)使(shi)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建(jian)(jian)(jian)設(she)(she)(she)(she)(she)從(cong)(cong)縱(zong)向相比(bi)能(neng)夠(gou)有(you)(you)(you)一(yi)(yi)(yi)個(ge)大(da)幅(fu)度(du)(du)的(de)(de)(de)(de)(de)(de)跨越和(he)提升,從(cong)(cong)橫向相比(bi)能(neng)夠(gou)達(da)到一(yi)(yi)(yi)個(ge)較高(gao)的(de)(de)(de)(de)(de)(de)水(shui)平(ping)。下(xia)面,我從(cong)(cong)四個(ge)方面談點意見(jian),供(gong)大(da)家(jia)參(can)考。

  一、加強國資監管信息化工作是一項重大而緊迫的任務

  信(xin)(xin)(xin)息化(hua)(hua)(hua)(hua)是(shi)當今世界發(fa)展的(de)(de)大(da)(da)趨(qu)勢,是(shi)推(tui)動(dong)(dong)經濟(ji)社(she)會變革(ge)的(de)(de)重(zhong)要(yao)力量。大(da)(da)力推(tui)進信(xin)(xin)(xin)息化(hua)(hua)(hua)(hua),以信(xin)(xin)(xin)息化(hua)(hua)(hua)(hua)帶動(dong)(dong)工業(ye)化(hua)(hua)(hua)(hua),以工業(ye)化(hua)(hua)(hua)(hua)促進信(xin)(xin)(xin)息化(hua)(hua)(hua)(hua),是(shi)覆(fu)蓋我國現(xian)代化(hua)(hua)(hua)(hua)建設(she)全局(ju)的(de)(de)戰略舉措。國資監管信(xin)(xin)(xin)息化(hua)(hua)(hua)(hua)是(shi)國民(min)經濟(ji)和(he)社(she)會發(fa)展信(xin)(xin)(xin)息化(hua)(hua)(hua)(hua)的(de)(de)重(zhong)要(yao)組成部分(fen)。充(chong)分(fen)發(fa)揮信(xin)(xin)(xin)息技術(shu)在國資監管中(zhong)的(de)(de)作(zuo)用(yong),利(li)用(yong)信(xin)(xin)(xin)息化(hua)(hua)(hua)(hua)手段推(tui)進解決國資監管中(zhong)面臨的(de)(de)各種重(zhong)大(da)(da)、緊迫和(he)關鍵(jian)性問題,具有(you)十分(fen)重(zhong)大(da)(da)的(de)(de)現(xian)實意義(yi)和(he)深遠的(de)(de)歷史意義(yi)。

  二、充分肯定國資監管信息化工作取得的成績

  幾年來,各省區市國(guo)資(zi)委(wei)圍繞國(guo)資(zi)監管和國(guo)企改革的中心任(ren)務,相繼開發(fa)建設了(le)一批信息網絡、信息網站、網上辦公和業(ye)務管理系統,為有效(xiao)履行出資(zi)人職責、加強國(guo)資(zi)監管、推進國(guo)企改革等發(fa)揮了(le)積極的作用。

  (一)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)基礎工(gong)作(zuo)不斷加(jia)強。一是(shi)(shi)(shi)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)領導機(ji)(ji)(ji)構逐(zhu)步建(jian)(jian)立。部分省區市國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)成立了(le)(le)(le)(le)由委(wei)主(zhu)要領導掛帥、各(ge)職(zhi)能處(chu)室負責人為成員的信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)領導小(xiao)組,加(jia)強了(le)(le)(le)(le)對信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)的組織協調(diao)。二是(shi)(shi)(shi)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)機(ji)(ji)(ji)構、編(bian)制、人員基本(ben)落實(shi)。大多數(shu)省區市國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)明確由辦(ban)公室負責信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo);吉林、河北、山西、內(nei)蒙古(gu)、上海(hai)(hai)、湖北、深圳、青島等地方國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)設(she)(she)(she)立了(le)(le)(le)(le)信(xin)(xin)(xin)息(xi)(xi)中心。貴州、河南(nan)等省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)建(jian)(jian)立了(le)(le)(le)(le)委(wei)機(ji)(ji)(ji)關各(ge)處(chu)室及監管(guan)企業的信(xin)(xin)(xin)息(xi)(xi)聯絡(luo)員制度。三是(shi)(shi)(shi)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)經費(fei)投入機(ji)(ji)(ji)制初(chu)步理順(shun)。深圳市國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)把信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)經費(fei)作(zuo)為監管(guan)費(fei)用(yong)的一部分,統(tong)一納入國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)本(ben)經營預算支出范圍(wei)。四(si)是(shi)(shi)(shi)制定了(le)(le)(le)(le)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)總(zong)體規(gui)劃。上海(hai)(hai)、山西、四(si)川、貴州、廣(guang)西、寧(ning)波(bo)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)編(bian)制完(wan)成國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管(guan)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)總(zong)體規(gui)劃。五是(shi)(shi)(shi)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)管(guan)理制度逐(zhu)步建(jian)(jian)立。遼寧(ning)、寧(ning)波(bo)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)制定了(le)(le)(le)(le)計算機(ji)(ji)(ji)網絡(luo)、網站、信(xin)(xin)(xin)息(xi)(xi)報(bao)送、信(xin)(xin)(xin)息(xi)(xi)安(an)全等一系列規(gui)章制度,信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)開(kai)始(shi)進入規(gui)范化(hua)(hua)(hua)軌道。

  (二)網(wang)(wang)(wang)(wang)絡(luo)基礎設(she)施得到改善。全(quan)國(guo)大多數省(sheng)(sheng)市(shi)(shi)國(guo)資(zi)委(wei)(wei)已經開通(tong)(tong)機關(guan)局域(yu)網(wang)(wang)(wang)(wang)和(he)電子郵件系統,信(xin)息(xi)獲取和(he)傳遞能(neng)力(li)明顯提高(gao)。不少地方(fang)建成(cheng)了(le)業務(wu)內網(wang)(wang)(wang)(wang)和(he)業務(wu)外(wai)網(wang)(wang)(wang)(wang),為開展國(guo)資(zi)監管提供(gong)了(le)四個網(wang)(wang)(wang)(wang)絡(luo)平(ping)(ping)臺(tai):(1)外(wai)網(wang)(wang)(wang)(wang)與(yu)(yu)國(guo)際互聯網(wang)(wang)(wang)(wang)連接(jie),形(xing)成(cheng)訪問(wen)互聯網(wang)(wang)(wang)(wang)平(ping)(ping)臺(tai);(2)內網(wang)(wang)(wang)(wang)與(yu)(yu)本級(ji)政府政務(wu)專(zhuan)網(wang)(wang)(wang)(wang)相聯,形(xing)成(cheng)政府機關(guan)公(gong)文流(liu)轉平(ping)(ping)臺(tai);(3)通(tong)(tong)過內部局域(yu)網(wang)(wang)(wang)(wang),形(xing)成(cheng)委(wei)(wei)內公(gong)文處(chu)理(li)平(ping)(ping)臺(tai);(4)通(tong)(tong)過非(fei)涉密公(gong)文傳輸系統,形(xing)成(cheng)與(yu)(yu)國(guo)務(wu)院國(guo)資(zi)委(wei)(wei)公(gong)文報送平(ping)(ping)臺(tai)。同時,實(shi)行內網(wang)(wang)(wang)(wang)和(he)外(wai)網(wang)(wang)(wang)(wang)物(wu)理(li)隔離,為涉密信(xin)息(xi)系統安全(quan)運行提供(gong)了(le)技術保障。山西(xi)、安徽、廣西(xi)等地方(fang)國(guo)資(zi)委(wei)(wei)以專(zhuan)網(wang)(wang)(wang)(wang)方(fang)式實(shi)現(xian)(xian)了(le)與(yu)(yu)市(shi)(shi)級(ji)國(guo)資(zi)委(wei)(wei)和(he)監管企(qi)業的互聯互通(tong)(tong)。河南(nan)省(sheng)(sheng)國(guo)資(zi)委(wei)(wei)建立(li)與(yu)(yu)省(sheng)(sheng)委(wei)(wei)、省(sheng)(sheng)政府信(xin)息(xi)傳輸網(wang)(wang)(wang)(wang)絡(luo),實(shi)現(xian)(xian)報送公(gong)文、信(xin)息(xi)的無(wu)紙化傳送,提高(gao)了(le)辦公(gong)效(xiao)率。

  (三(san))辦(ban)(ban)公系統(tong)(tong)應(ying)用效(xiao)果逐步顯現。北(bei)(bei)京(jing)、山(shan)東(dong)、黑龍江、遼(liao)寧、河北(bei)(bei)、天津(jin)、上海(hai)、江蘇、福(fu)建(jian)(jian)、甘肅、廣西、青島、廈門國(guo)資(zi)(zi)(zi)委(wei)相(xiang)繼開(kai)發(fa)應(ying)用網絡(luo)協同辦(ban)(ban)公系統(tong)(tong),提高了(le)辦(ban)(ban)事效(xiao)率,節約(yue)了(le)經費。山(shan)東(dong)、福(fu)建(jian)(jian)等(deng)(deng)地(di)方國(guo)資(zi)(zi)(zi)委(wei)不涉密的公文辦(ban)(ban)理(li)(li)(li)(li)全部實現網上流轉。江蘇省(sheng)國(guo)資(zi)(zi)(zi)委(wei)來電、來文和(he)發(fa)文的處(chu)理(li)(li)(li)(li)基本實現無(wu)紙化。青島市國(guo)資(zi)(zi)(zi)委(wei)的辦(ban)(ban)公系統(tong)(tong)已(yi)經由收文管理(li)(li)(li)(li)、發(fa)文管理(li)(li)(li)(li)拓展到督查管理(li)(li)(li)(li)、信息(xi)管理(li)(li)(li)(li)、檔案管理(li)(li)(li)(li)和(he)會議管理(li)(li)(li)(li)等(deng)(deng)內(nei)容,推動(dong)了(le)機關(guan)辦(ban)(ban)公效(xiao)率的提高。北(bei)(bei)京(jing)、上海(hai)、山(shan)東(dong)等(deng)(deng)省(sheng)市國(guo)資(zi)(zi)(zi)委(wei)開(kai)通(tong)了(le)和(he)監管企業的視頻會議系統(tong)(tong)。湖北(bei)(bei)省(sheng)國(guo)資(zi)(zi)(zi)委(wei)建(jian)(jian)立多(duo)媒體(ti)會議室。

  (四)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong)建(jian)(jian)(jian)設(she)(she)邁(mai)出實質性步伐。為(wei)提高(gao)(gao)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)的(de)科(ke)學(xue)性和(he)有(you)效性,各地(di)國(guo)(guo)資(zi)(zi)(zi)委(wei)積極開發建(jian)(jian)(jian)設(she)(she)國(guo)(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)(jian)(jian)督(du)管(guan)(guan)(guan)(guan)理信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong),取得不同(tong)程度的(de)進展。廣(guang)西國(guo)(guo)資(zi)(zi)(zi)委(wei)正在(zai)建(jian)(jian)(jian)設(she)(she)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)綜(zong)合業(ye)(ye)務(wu)管(guan)(guan)(guan)(guan)理信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong)。上(shang)海(hai)市的(de)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong)可研報告已經獲得主管(guan)(guan)(guan)(guan)部(bu)門批準。山(shan)東省(sheng)制定(ding)(ding)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong)總體建(jian)(jian)(jian)設(she)(she)方(fang)案。青島市國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong)已納入(ru)2007年青島市財(cai)政項目投(tou)資(zi)(zi)(zi)計(ji)劃。云南省(sheng)國(guo)(guo)資(zi)(zi)(zi)委(wei)的(de)財(cai)務(wu)及重(zhong)大(da)(da)事(shi)項監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong)建(jian)(jian)(jian)成投(tou)入(ru)使(shi)用(yong)。北京市國(guo)(guo)資(zi)(zi)(zi)委(wei)推廣(guang)應用(yong)了(le)(le)企(qi)業(ye)(ye)領導人(ren)員(yuan)管(guan)(guan)(guan)(guan)理系(xi)(xi)(xi)統(tong)(tong)(tong)和(he)產權(quan)管(guan)(guan)(guan)(guan)理系(xi)(xi)(xi)統(tong)(tong)(tong)。上(shang)海(hai)市國(guo)(guo)資(zi)(zi)(zi)委(wei)開發了(le)(le)國(guo)(guo)資(zi)(zi)(zi)經營預(yu)算管(guan)(guan)(guan)(guan)理、高(gao)(gao)技能人(ren)才管(guan)(guan)(guan)(guan)理等多個業(ye)(ye)務(wu)應用(yong)系(xi)(xi)(xi)統(tong)(tong)(tong),為(wei)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)業(ye)(ye)務(wu)順利(li)開展、提高(gao)(gao)效率提供了(le)(le)支撐。國(guo)(guo)務(wu)院國(guo)(guo)資(zi)(zi)(zi)委(wei)有(you)關業(ye)(ye)務(wu)廳局(ju)初步建(jian)(jian)(jian)成企(qi)業(ye)(ye)財(cai)務(wu)數(shu)據統(tong)(tong)(tong)計(ji)評價系(xi)(xi)(xi)統(tong)(tong)(tong)、中央(yang)(yang)企(qi)業(ye)(ye)人(ren)才數(shu)據庫系(xi)(xi)(xi)統(tong)(tong)(tong)、中央(yang)(yang)企(qi)業(ye)(ye)業(ye)(ye)績(ji)考核系(xi)(xi)(xi)統(tong)(tong)(tong)、企(qi)業(ye)(ye)國(guo)(guo)有(you)產權(quan)交易監(jian)(jian)(jian)(jian)測系(xi)(xi)(xi)統(tong)(tong)(tong)、中央(yang)(yang)企(qi)業(ye)(ye)固定(ding)(ding)資(zi)(zi)(zi)產投(tou)資(zi)(zi)(zi)統(tong)(tong)(tong)計(ji)調(diao)查系(xi)(xi)(xi)統(tong)(tong)(tong)、懲防體系(xi)(xi)(xi)管(guan)(guan)(guan)(guan)理信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong)、監(jian)(jian)(jian)(jian)事(shi)會工(gong)作業(ye)(ye)務(wu)系(xi)(xi)(xi)統(tong)(tong)(tong)等。這些信(xin)(xin)息系(xi)(xi)(xi)統(tong)(tong)(tong),為(wei)做好國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作發揮了(le)(le)重(zhong)大(da)(da)作用(yong)。

  以企業(ye)國(guo)(guo)(guo)有產(chan)(chan)(chan)權交(jiao)(jiao)易(yi)(yi)監(jian)測系統為例。2006年(nian),國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)委(wei)正式啟(qi)動了(le)企業(ye)國(guo)(guo)(guo)有產(chan)(chan)(chan)權交(jiao)(jiao)易(yi)(yi)監(jian)測系統的(de)(de)(de)(de)建設(she)工(gong)作,目前已實(shi)現(xian)了(le)與(yu)北京、天津、上海國(guo)(guo)(guo)資(zi)委(wei)和(he)產(chan)(chan)(chan)權交(jiao)(jiao)易(yi)(yi)機構(gou)的(de)(de)(de)(de)聯網。監(jian)測系統的(de)(de)(de)(de)建成(cheng)和(he)推廣,使各級國(guo)(guo)(guo)資(zi)委(wei)對產(chan)(chan)(chan)權交(jiao)(jiao)易(yi)(yi)的(de)(de)(de)(de)監(jian)管(guan)手段發生了(le)實(shi)質性改變(bian)(bian),實(shi)現(xian)了(le)從(cong)事(shi)后的(de)(de)(de)(de)靜態監(jian)管(guan)向(xiang)全過程(cheng)的(de)(de)(de)(de)動態監(jian)管(guan)的(de)(de)(de)(de)轉(zhuan)變(bian)(bian);產(chan)(chan)(chan)權交(jiao)(jiao)易(yi)(yi)機構(gou)的(de)(de)(de)(de)操(cao)作得到進一(yi)步規范;產(chan)(chan)(chan)權交(jiao)(jiao)易(yi)(yi)嚴(yan)格(ge)按照操(cao)作規則和(he)程(cheng)序進行(xing),大(da)大(da)減少(shao)了(le)違規操(cao)作行(xing)為;為今(jin)后全國(guo)(guo)(guo)統一(yi)的(de)(de)(de)(de)產(chan)(chan)(chan)權交(jiao)(jiao)易(yi)(yi)市場的(de)(de)(de)(de)形成(cheng)奠定了(le)基礎(chu)。

  (五)國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)網(wang)站(zhan)和(he)(he)政務信息公開(kai)(kai)成(cheng)(cheng)效明顯(xian)。各省區(qu)市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)高度重(zhong)視開(kai)(kai)發建設互(hu)聯網(wang)站(zhan),大力(li)宣(xuan)傳國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)的政策措(cuo)施和(he)(he)工(gong)(gong)作成(cheng)(cheng)績,宣(xuan)傳國(guo)(guo)(guo)(guo)有(you)(you)企(qi)業改革發展的嶄新風貌和(he)(he)重(zhong)大成(cheng)(cheng)果,大力(li)推進(jin)國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)信息公開(kai)(kai)和(he)(he)電子政務,提(ti)高監(jian)管(guan)(guan)工(gong)(gong)作透(tou)明度和(he)(he)辦(ban)事(shi)效率。據不完全(quan)統(tong)計(ji),全(quan)國(guo)(guo)(guo)(guo)37個(ge)(ge)省(自治區(qu)、直轄(xia)市(shi)、計(ji)劃單列(lie)市(shi)和(he)(he)新疆生產建設兵團)中,已(yi)有(you)(you)30個(ge)(ge)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)開(kai)(kai)通(tong)互(hu)聯網(wang)站(zhan),成(cheng)(cheng)為(wei)宣(xuan)傳國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)工(gong)(gong)作的重(zhong)要陣(zhen)地(di)。按照信息公開(kai)(kai)、在(zai)線辦(ban)事(shi)和(he)(he)公眾參與(yu)等要求,各地(di)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)互(hu)聯網(wang)站(zhan)信息公開(kai)(kai)的及時性和(he)(he)全(quan)面性得到加強,在(zai)線辦(ban)事(shi)、公眾參與(yu)和(he)(he)互(hu)動(dong)交流明顯(xian)改進(jin)。

  (六)信息資(zi)(zi)(zi)(zi)源(yuan)開(kai)發利(li)用取得(de)積(ji)極(ji)進展。一是開(kai)始建立(li)企業信息資(zi)(zi)(zi)(zi)源(yuan)庫(ku)。河北(bei)省國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)建立(li)河北(bei)國(guo)(guo)資(zi)(zi)(zi)(zi)企業經(jing)(jing)濟(ji)(ji)信息平臺和(he)領導決策信息支(zhi)持(chi)系統(tong)。安(an)徽(hui)省國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)建成(cheng)(cheng)全(quan)省國(guo)(guo)有及(ji)國(guo)(guo)有控股(gu)工業企業主要(yao)(yao)經(jing)(jing)濟(ji)(ji)指(zhi)標、省屬(shu)企業財務(wu)(wu)快報、省屬(shu)工業企業主要(yao)(yao)經(jing)(jing)濟(ji)(ji)效益等(deng)多(duo)個數(shu)據(ju)(ju)庫(ku),為(wei)全(quan)省國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)系統(tong)提(ti)供便捷的(de)信息查詢服務(wu)(wu)。甘肅省國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)組織(zhi)錄入監(jian)管(guan)企業10年的(de)主要(yao)(yao)經(jing)(jing)濟(ji)(ji)指(zhi)標,形成(cheng)(cheng)了(le)完整的(de)省屬(shu)企業歷史(shi)財務(wu)(wu)決算數(shu)據(ju)(ju)庫(ku),為(wei)分(fen)析(xi)監(jian)管(guan)企業國(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)分(fen)布狀(zhuang)況、運營質量、發展趨勢(shi)等(deng)提(ti)供了(le)豐富的(de)基礎資(zi)(zi)(zi)(zi)料(liao)。二是內部(bu)信息網(wang)內容不斷(duan)豐富。遼(liao)寧、天津、湖北(bei)等(deng)省市(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)都開(kai)通了(le)內部(bu)信息網(wang),成(cheng)(cheng)為(wei)學習交(jiao)流(liu)的(de)重要(yao)(yao)平臺。天津市(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)在內部(bu)信息網(wang)設立(li)專(zhuan)欄,發布170余個國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)法律(lv)法規文件(jian),為(wei)全(quan)委(wei)人員規范高效開(kai)展工作提(ti)供了(le)信息咨(zi)詢。三是國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)信息加(jia)工成(cheng)(cheng)果明顯。內蒙古、吉林等(deng)地方國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)重視對監(jian)管(guan)企業經(jing)(jing)濟(ji)(ji)運行數(shu)據(ju)(ju)的(de)收(shou)集加(jia)工和(he)分(fen)析(xi)研究,為(wei)各(ge)級領導決策提(ti)供了(le)重要(yao)(yao)依據(ju)(ju)。

  (七)推(tui)進企(qi)(qi)(qi)業(ye)(ye)信(xin)息(xi)(xi)(xi)化(hua)(hua)和(he)軟件(jian)正(zheng)版化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)取(qu)得積(ji)極(ji)成效。部(bu)分省(sheng)區(qu)市國(guo)資(zi)(zi)委(wei)(wei)(wei)把(ba)企(qi)(qi)(qi)業(ye)(ye)信(xin)息(xi)(xi)(xi)化(hua)(hua)建設(she)(she)(she)作(zuo)(zuo)(zuo)為信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)一項重要內(nei)容,大(da)力推(tui)動監(jian)管(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)加快(kuai)利用信(xin)息(xi)(xi)(xi)化(hua)(hua)手段(duan)提升管(guan)(guan)理水平和(he)增強企(qi)(qi)(qi)業(ye)(ye)核心競爭力。河北(bei)、山東(dong)、廣西等省(sheng)(區(qu))國(guo)資(zi)(zi)委(wei)(wei)(wei)出臺了(le)推(tui)動監(jian)管(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)指導意見,明確了(le)監(jian)管(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)信(xin)息(xi)(xi)(xi)化(hua)(hua)建設(she)(she)(she)的(de)指導思想、總體(ti)目標、工(gong)(gong)(gong)作(zuo)(zuo)(zuo)重點和(he)政策措施(shi)。河北(bei)省(sheng)國(guo)資(zi)(zi)委(wei)(wei)(wei)要求企(qi)(qi)(qi)業(ye)(ye)設(she)(she)(she)立信(xin)息(xi)(xi)(xi)化(hua)(hua)專項資(zi)(zi)金,并組織部(bu)分企(qi)(qi)(qi)業(ye)(ye)到全國(guo)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)標桿企(qi)(qi)(qi)業(ye)(ye)考察(cha)學習(xi)。山東(dong)省(sheng)國(guo)資(zi)(zi)委(wei)(wei)(wei)堅(jian)持每年召(zhao)開(kai)一次(ci)省(sheng)管(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)信(xin)息(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)座談(tan)會,總結工(gong)(gong)(gong)作(zuo)(zuo)(zuo),交(jiao)流經驗,商討(tao)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)措施(shi)。各地國(guo)資(zi)(zi)委(wei)(wei)(wei)按照國(guo)家總體(ti)要求,積(ji)極(ji)配合版權(quan)部(bu)門,采取(qu)切實措施(shi),推(tui)進軟件(jian)正(zheng)版化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)穩(wen)步有序展開(kai),在做(zuo)好委(wei)(wei)(wei)機關軟件(jian)正(zheng)版化(hua)(hua)的(de)同時,積(ji)極(ji)推(tui)進監(jian)管(guan)(guan)企(qi)(qi)(qi)業(ye)(ye)軟件(jian)正(zheng)版化(hua)(hua)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。

  在(zai)(zai)充分肯定成績的同(tong)時,我(wo)們(men)也(ye)要(yao)清醒地看到,全(quan)國(guo)國(guo)資(zi)監管信(xin)(xin)息(xi)(xi)化建(jian)設總體上仍(reng)處于起(qi)步階(jie)段,存在(zai)(zai)一些問題,主要(yao)是:基礎網絡不(bu)夠健全(quan),互聯(lian)互通不(bu)暢;業務系(xi)統(tong)(tong)(tong)水平較(jiao)(jiao)低,應(ying)用和服務范圍較(jiao)(jiao)窄;信(xin)(xin)息(xi)(xi)資(zi)源開(kai)發(fa)利(li)用滯后,共(gong)享和對外(wai)公開(kai)程度不(bu)高;標準不(bu)統(tong)(tong)(tong)一,制度建(jian)設薄弱,安全(quan)存在(zai)(zai)隱患;缺少統(tong)(tong)(tong)籌規劃,自成體系(xi),重復建(jian)設現象嚴(yan)重。國(guo)資(zi)監管信(xin)(xin)息(xi)(xi)化水平與加強國(guo)資(zi)監管的要(yao)求(qiu)相比(bi),與全(quan)球(qiu)信(xin)(xin)息(xi)(xi)化發(fa)展趨勢和國(guo)家信(xin)(xin)息(xi)(xi)化發(fa)展要(yao)求(qiu)相比(bi),還(huan)有(you)較(jiao)(jiao)大差距。我(wo)們(men)必須增強緊迫感,采(cai)取有(you)力(li)措施(shi)加快(kuai)解決。

  三、進一步明確國資監管信息化“十一五”發展目標和任務

  根(gen)據國(guo)家“十一五(wu)”信(xin)(xin)息(xi)化發(fa)展的總體要求(qiu),結合(he)國(guo)資(zi)監管信(xin)(xin)息(xi)化的現(xian)狀與實際需求(qiu),我們初(chu)步考(kao)慮國(guo)資(zi)監管信(xin)(xin)息(xi)化發(fa)展的“十一五(wu)”目標是:基本建(jian)(jian)成覆(fu)蓋中央、省級和(he)計劃(hua)單(dan)列(lie)市國(guo)資(zi)委(wei)(wei)及(ji)所(suo)監管企業(ye)的國(guo)資(zi)監管信(xin)(xin)息(xi)網(wang)絡平臺,各級國(guo)資(zi)委(wei)(wei)普(pu)遍建(jian)(jian)立(li)起業(ye)務(wu)內網(wang)和(he)外網(wang);重點應用系(xi)統實現(xian)互聯互通(tong),信(xin)(xin)息(xi)資(zi)源(yuan)共享機制初(chu)步建(jian)(jian)立(li);基礎性(xing)信(xin)(xin)息(xi)數(shu)據庫、信(xin)(xin)息(xi)資(zi)源(yuan)目標體系(xi)與交換體系(xi)、標準規范(fan)體系(xi)、信(xin)(xin)息(xi)安全基礎設(she)施初(chu)步建(jian)(jian)立(li);各級國(guo)資(zi)委(wei)(wei)門戶網(wang)站全部開通(tong),并成為信(xin)(xin)息(xi)公開的重要渠道,可在線(xian)處理(li)的業(ye)務(wu)項目基本實現(xian)網(wang)上辦(ban)理(li)。

  實現上述目(mu)標,關鍵是(shi)要(yao)(yao)實現四個轉變(bian):一(yi)是(shi)要(yao)(yao)從(cong)分散建設向(xiang)現有資源整合利用(yong)(yong)轉變(bian);二(er)是(shi)要(yao)(yao)從(cong)信息系統獨立運行向(xiang)互(hu)聯互(hu)通(tong)和資源共(gong)享轉變(bian);三是(shi)要(yao)(yao)從(cong)重建設向(xiang)注重深化(hua)應(ying)用(yong)(yong)轉變(bian);四是(shi)要(yao)(yao)從(cong)信息管理偏重自我服務(wu)(wu)向(xiang)注重公共(gong)服務(wu)(wu)轉變(bian)。當前和今(jin)后一(yi)個時期,國資監管信息化(hua)建設要(yao)(yao)著力(li)抓好以下(xia)六(liu)項(xiang)工作:

  (一(yi)(yi))建(jian)設(she)和(he)整合統一(yi)(yi)的(de)國(guo)資(zi)監(jian)(jian)(jian)管(guan)網絡平(ping)臺(tai),推進(jin)互(hu)聯(lian)(lian)互(hu)通。榮融同志今年1月25日在(zai)全國(guo)國(guo)有(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)督管(guan)理工(gong)(gong)作(zuo)(zuo)會議上(shang)強調(diao)(diao),要(yao)按(an)照《地(di)方國(guo)有(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)(zuo)指導監(jian)(jian)(jian)督暫行(xing)辦法》的(de)要(yao)求(qiu),抓緊建(jian)立各(ge)(ge)級(ji)國(guo)資(zi)委之間(jian)(jian)(jian)交流聯(lian)(lian)系的(de)信(xin)(xin)息(xi)網絡,及(ji)(ji)時組織工(gong)(gong)作(zuo)(zuo)交流,總(zong)結推廣國(guo)有(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)(zuo)經驗,提高國(guo)有(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)系統的(de)整體素質。為此,要(yao)充(chong)分(fen)利用各(ge)(ge)級(ji)國(guo)資(zi)委的(de)現(xian)有(you)網絡資(zi)源(yuan),按(an)照《國(guo)家(jia)(jia)電子政務總(zong)體框架》的(de)要(yao)求(qiu),加快建(jian)設(she)各(ge)(ge)級(ji)國(guo)資(zi)委上(shang)下之間(jian)(jian)(jian)、國(guo)資(zi)委與所監(jian)(jian)(jian)管(guan)企(qi)業(ye)之間(jian)(jian)(jian)相互(hu)聯(lian)(lian)接的(de)國(guo)資(zi)監(jian)(jian)(jian)管(guan)外(wai)網,實現(xian)相互(hu)之間(jian)(jian)(jian)的(de)信(xin)(xin)息(xi)交換和(he)信(xin)(xin)息(xi)共(gong)享(xiang)。基于(yu)國(guo)家(jia)(jia)電子政務內(nei)網,建(jian)立國(guo)務院國(guo)資(zi)委與各(ge)(ge)省級(ji)、計劃單(dan)列市國(guo)資(zi)委及(ji)(ji)中央企(qi)業(ye)之間(jian)(jian)(jian)相互(hu)聯(lian)(lian)接的(de)國(guo)資(zi)監(jian)(jian)(jian)管(guan)內(nei)網,滿(man)足內(nei)部辦公(gong)、管(guan)理、協調(diao)(diao)、監(jian)(jian)(jian)督和(he)決策(ce)的(de)需要(yao)。內(nei)網和(he)外(wai)網實現(xian)物(wu)理隔(ge)離,在(zai)信(xin)(xin)息(xi)內(nei)容(rong)上(shang)內(nei)網的(de)信(xin)(xin)息(xi)不(bu)能上(shang)外(wai)網,能上(shang)外(wai)網的(de)信(xin)(xin)息(xi)盡可(ke)能不(bu)上(shang)內(nei)網。

  (二)建(jian)立和(he)(he)(he)完善(shan)國(guo)資(zi)(zi)監管(guan)(guan)(guan)業(ye)(ye)(ye)(ye)(ye)(ye)務系(xi)統(tong),推進信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)共享和(he)(he)(he)業(ye)(ye)(ye)(ye)(ye)(ye)務協同(tong)。根(gen)據《國(guo)家信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)領導(dao)小(xiao)組關(guan)(guan)于(yu)推進國(guo)家電子政務網絡(luo)建(jian)設的意(yi)見(jian)》關(guan)(guan)于(yu)“各地各部(bu)門要按照統(tong)一要求和(he)(he)(he)相關(guan)(guan)標準,根(gen)據各自職(zhi)能(neng)和(he)(he)(he)工作實(shi)際,明(ming)確本(ben)地區本(ben)部(bu)門業(ye)(ye)(ye)(ye)(ye)(ye)務應用系(xi)統(tong)的部(bu)署范圍,加強信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)源開(kai)發,推動相關(guan)(guan)業(ye)(ye)(ye)(ye)(ye)(ye)務應用”的要求,緊(jin)緊(jin)圍繞履行出資(zi)(zi)人職(zhi)責關(guan)(guan)于(yu)管(guan)(guan)(guan)資(zi)(zi)產和(he)(he)(he)管(guan)(guan)(guan)人、管(guan)(guan)(guan)事的權利、義(yi)務和(he)(he)(he)責任的要求,規范和(he)(he)(he)優化(hua)業(ye)(ye)(ye)(ye)(ye)(ye)務流程(cheng),統(tong)籌規劃(hua)建(jian)立所監管(guan)(guan)(guan)企業(ye)(ye)(ye)(ye)(ye)(ye)人才(cai)管(guan)(guan)(guan)理(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)統(tong)、企業(ye)(ye)(ye)(ye)(ye)(ye)重大事項管(guan)(guan)(guan)理(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)統(tong)、企業(ye)(ye)(ye)(ye)(ye)(ye)國(guo)有資(zi)(zi)產管(guan)(guan)(guan)理(li)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)統(tong)、企業(ye)(ye)(ye)(ye)(ye)(ye)國(guo)有資(zi)(zi)產監督信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)統(tong)、企業(ye)(ye)(ye)(ye)(ye)(ye)經濟運行信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)統(tong)、企業(ye)(ye)(ye)(ye)(ye)(ye)黨建(jian)紀檢監察信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)統(tong)。同(tong)時,按照職(zhi)責明(ming)確、流程(cheng)規范、功能(neng)完備(bei)的要求,建(jian)立和(he)(he)(he)完善(shan)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)共享機(ji)制,實(shi)現業(ye)(ye)(ye)(ye)(ye)(ye)務協同(tong)。

  (三)建(jian)(jian)立(li)和完善國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)數(shu)據庫(ku)(ku),大力開發利用信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源(yuan)。按照《中共中央辦公(gong)廳、國(guo)(guo)(guo)(guo)(guo)務院辦公(gong)廳關于加(jia)強信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源(yuan)開發利用工(gong)作(zuo)(zuo)的若干意見》的要求,統一標準和規范,編制國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源(yuan)目錄體(ti)系和信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源(yuan)交(jiao)換體(ti)系。分(fen)工(gong)負責建(jian)(jian)立(li)各(ge)類國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源(yuan)庫(ku)(ku)和信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)采集系統,形成比較完善的全國(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源(yuan)體(ti)系。要充分(fen)開發利用現有國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源(yuan),建(jian)(jian)立(li)企(qi)(qi)業(ye)基本信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)、企(qi)(qi)業(ye)績效評價、企(qi)(qi)業(ye)人(ren)員管(guan)(guan)理、企(qi)(qi)業(ye)財務、國(guo)(guo)(guo)(guo)(guo)有產(chan)權、資(zi)(zi)(zi)(zi)產(chan)統計(ji)、企(qi)(qi)業(ye)經濟運行、企(qi)(qi)業(ye)投資(zi)(zi)(zi)(zi)、黨建(jian)(jian)紀檢監(jian)(jian)(jian)察(cha)、政策(ce)法規文獻(xian)等數(shu)據庫(ku)(ku)。在保(bao)證數(shu)據信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)保(bao)密安全的前提下(xia),建(jian)(jian)立(li)內部信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)門戶、領(ling)導(dao)決(jue)策(ce)支持系統等信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)共享查詢系統,完善信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)授權共享機制,促進國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源(yuan)在各(ge)級國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委內部、跨層次(ci)、跨地區交(jiao)流共享和開發利用,為各(ge)項監(jian)(jian)(jian)管(guan)(guan)工(gong)作(zuo)(zuo)提供及時可(ke)靠的信(xin)(xin)(xin)息(xi)(xi)(xi)(xi)服務。

  (四)改進(jin)和(he)(he)(he)完(wan)善國(guo)資監(jian)(jian)管(guan)(guan)對(dui)(dui)外(wai)門(men)戶(hu)(hu)網(wang)(wang)(wang)(wang)站(zhan),推進(jin)信(xin)(xin)息公(gong)(gong)開(kai)(kai)和(he)(he)(he)在線服(fu)務(wu)(wu)。按照《國(guo)務(wu)(wu)院辦(ban)公(gong)(gong)廳關(guan)于加(jia)強政(zheng)府(fu)網(wang)(wang)(wang)(wang)站(zhan)建(jian)設(she)(she)和(he)(he)(he)管(guan)(guan)理(li)(li)(li)(li)工作的(de)意見(jian)》的(de)要求,充分認識辦(ban)好政(zheng)府(fu)網(wang)(wang)(wang)(wang)站(zhan)的(de)重(zhong)要意義,不斷(duan)健(jian)全和(he)(he)(he)完(wan)善政(zheng)府(fu)網(wang)(wang)(wang)(wang)站(zhan)體系(xi),增(zeng)強網(wang)(wang)(wang)(wang)站(zhan)功能(neng)(neng)。未(wei)開(kai)(kai)通(tong)對(dui)(dui)外(wai)網(wang)(wang)(wang)(wang)站(zhan)的(de)省市國(guo)資委(wei)要盡快開(kai)(kai)通(tong),已開(kai)(kai)通(tong)的(de)要努力提升(sheng)建(jian)設(she)(she)和(he)(he)(he)管(guan)(guan)理(li)(li)(li)(li)水平(ping),加(jia)快建(jian)立(li)比(bi)較(jiao)完(wan)善的(de)全國(guo)國(guo)資監(jian)(jian)管(guan)(guan)對(dui)(dui)外(wai)門(men)戶(hu)(hu)網(wang)(wang)(wang)(wang)站(zhan)體系(xi)。各級國(guo)資委(wei)要按照“及時、準(zhun)確、豐(feng)富、活躍”的(de)要求,建(jian)立(li)網(wang)(wang)(wang)(wang)站(zhan)內容保障機制(zhi),落(luo)(luo)實(shi)信(xin)(xin)息上(shang)網(wang)(wang)(wang)(wang)責任(ren)(ren)。完(wan)善網(wang)(wang)(wang)(wang)站(zhan)管(guan)(guan)理(li)(li)(li)(li)制(zhi)度(du)(du),增(zeng)強網(wang)(wang)(wang)(wang)站(zhan)服(fu)務(wu)(wu)功能(neng)(neng),增(zeng)強網(wang)(wang)(wang)(wang)站(zhan)權(quan)威性(xing)和(he)(he)(he)影響力。加(jia)大信(xin)(xin)息發布(bu)力度(du)(du),提升(sheng)信(xin)(xin)息質量(liang),提高(gao)國(guo)資監(jian)(jian)管(guan)(guan)工作透明度(du)(du)和(he)(he)(he)效(xiao)能(neng)(neng),自覺主動接受(shou)各方面的(de)監(jian)(jian)督。大力開(kai)(kai)發應用網(wang)(wang)(wang)(wang)上(shang)辦(ban)事系(xi)統,公(gong)(gong)布(bu)辦(ban)事流(liu)程,實(shi)行審(shen)批業務(wu)(wu)網(wang)(wang)(wang)(wang)上(shang)受(shou)理(li)(li)(li)(li)、審(shen)批進(jin)程在線查詢和(he)(he)(he)反(fan)饋(kui),為(wei)企業提供(gong)便捷高(gao)效(xiao)的(de)服(fu)務(wu)(wu)。積極推進(jin)網(wang)(wang)(wang)(wang)上(shang)互動交(jiao)流(liu),開(kai)(kai)展(zhan)在線訪談(tan)和(he)(he)(he)網(wang)(wang)(wang)(wang)上(shang)調查,提供(gong)網(wang)(wang)(wang)(wang)上(shang)咨詢、便民問(wen)答、監(jian)(jian)督投訴、領導信(xin)(xin)箱等服(fu)務(wu)(wu)。落(luo)(luo)實(shi)網(wang)(wang)(wang)(wang)民意見(jian)、問(wen)題、投訴的(de)受(shou)理(li)(li)(li)(li)反(fan)饋(kui)責任(ren)(ren),提高(gao)網(wang)(wang)(wang)(wang)上(shang)服(fu)務(wu)(wu)效(xiao)率(lv)。

  (五)加強技術標(biao)(biao)(biao)準(zhun)(zhun)(zhun)和(he)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)體系建設,保(bao)(bao)障信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)。按照《國(guo)家(jia)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)領導(dao)小組關于加強信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)保(bao)(bao)障工作的(de)意見》的(de)要求,堅持(chi)積極(ji)防御、綜合防范的(de)方針,全(quan)(quan)(quan)面提(ti)高信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)防護(hu)能(neng)力(li)。根(gen)據國(guo)家(jia)標(biao)(biao)(biao)準(zhun)(zhun)(zhun),結合國(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)工作實際,建立(li)統一的(de)國(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)總體標(biao)(biao)(biao)準(zhun)(zhun)(zhun)、應用(yong)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)、應用(yong)支撐標(biao)(biao)(biao)準(zhun)(zhun)(zhun)、信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)、網絡基礎設施標(biao)(biao)(biao)準(zhun)(zhun)(zhun)、管(guan)(guan)(guan)理(li)標(biao)(biao)(biao)準(zhun)(zhun)(zhun)和(he)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)編(bian)碼標(biao)(biao)(biao)準(zhun)(zhun)(zhun),規范信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)建設,確保(bao)(bao)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)共享(xiang)和(he)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)。要把日常(chang)管(guan)(guan)(guan)理(li)、技術手段和(he)應急機制結合起來,確保(bao)(bao)國(guo)資(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系統穩(wen)定運行(xing)和(he)重要數據安(an)(an)全(quan)(quan)(quan)保(bao)(bao)密(mi)。抓緊建立(li)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)等級保(bao)(bao)護(hu)制度,制定信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)等級保(bao)(bao)護(hu)的(de)管(guan)(guan)(guan)理(li)辦法(fa),加強信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)風(feng)險(xian)評估。建立(li)科學的(de)密(mi)鑰管(guan)(guan)(guan)理(li)體系,規范和(he)加強以身份認證(zheng)、授權管(guan)(guan)(guan)理(li)、責任認定等為主要內容的(de)網絡信(xin)(xin)(xin)(xin)(xin)任體系建設。建立(li)和(he)完(wan)善(shan)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)監(jian)(jian)控系統,提(ti)高對網絡攻擊(ji)、病(bing)毒(du)入侵、網絡失竊密(mi)的(de)防范能(neng)力(li)。要充分考慮信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)網絡系統的(de)抗毀性與災難恢復,制定并不斷完(wan)善(shan)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)應急處置預案(an)。

  (六)加(jia)(jia)強(qiang)(qiang)對所出資企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化建(jian)設(she)的(de)指導,推動(dong)(dong)企(qi)(qi)(qi)業(ye)(ye)(ye)加(jia)(jia)快(kuai)提高(gao)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化水(shui)(shui)平(ping)。促(cu)進(jin)(jin)企(qi)(qi)(qi)業(ye)(ye)(ye)加(jia)(jia)快(kuai)建(jian)設(she)和(he)完善綜合管理信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)統,推進(jin)(jin)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)集成(cheng)、共享、協同,提高(gao)管理水(shui)(shui)平(ping)和(he)集團控制力(li),加(jia)(jia)強(qiang)(qiang)對所屬各級子企(qi)(qi)(qi)業(ye)(ye)(ye)的(de)實時監(jian)(jian)控和(he)管理。促(cu)進(jin)(jin)企(qi)(qi)(qi)業(ye)(ye)(ye)加(jia)(jia)快(kuai)開發(fa)專業(ye)(ye)(ye)應用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)統,強(qiang)(qiang)化生(sheng)產(chan)營運(yun)過程的(de)在(zai)線監(jian)(jian)測、預警(jing)(jing)和(he)控制,實現精(jing)準、高(gao)效(xiao)生(sheng)產(chan)。推動(dong)(dong)企(qi)(qi)(qi)業(ye)(ye)(ye)利用(yong)(yong)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化手段(duan),加(jia)(jia)強(qiang)(qiang)對高(gao)能耗、高(gao)物耗、高(gao)污染環(huan)節的(de)監(jian)(jian)督管理,改進(jin)(jin)監(jian)(jian)測、預警(jing)(jing)手段(duan)和(he)控制方法,進(jin)(jin)一步搞好資源能源節約利用(yong)(yong)和(he)環(huan)境保護(hu)。發(fa)揮(hui)企(qi)(qi)(qi)業(ye)(ye)(ye)主體作(zuo)用(yong)(yong),加(jia)(jia)快(kuai)發(fa)展電子商務,通(tong)過供應鏈(lian)、客戶(hu)關系(xi)管理等,形成(cheng)完整的(de)電子商務價值(zhi)體系(xi),增強(qiang)(qiang)市場競爭(zheng)能力(li)。發(fa)揮(hui)專業(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)服務企(qi)(qi)(qi)業(ye)(ye)(ye)的(de)優(you)勢,承(cheng)攬外包服務,幫助企(qi)(qi)(qi)業(ye)(ye)(ye)低成(cheng)本(ben)、低風險地推進(jin)(jin)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化。積極(ji)探索(suo)開展企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化水(shui)(shui)平(ping)評估工作(zuo)。推動(dong)(dong)企(qi)(qi)(qi)業(ye)(ye)(ye)加(jia)(jia)快(kuai)實現軟(ruan)件(jian)(jian)正版化,在(zai)符合標準的(de)條(tiao)件(jian)(jian)下(xia)優(you)先(xian)使用(yong)(yong)國(guo)產(chan)設(she)備與軟(ruan)件(jian)(jian)。

  四、切實加強對國資監管信息化工作的領導和協調

  推行國資(zi)監管(guan)信(xin)息化(hua)是監管(guan)方式的(de)一場深刻變革,影響到方方面面,涉及體制改(gai)革和利益調整,難度很大(da),任務艱巨。各(ge)地國資(zi)委(wei)要深刻認識(shi)實(shi)現國資(zi)監管(guan)信(xin)息化(hua)的(de)重(zhong)要性(xing)和緊迫性(xing),樹立全國“一盤棋”的(de)思想,按照總體部署(shu)的(de)要求,切實(shi)加強領導,精(jing)心組織建(jian)設,狠抓任務落實(shi)。

  (一)加強組織領導(dao),做到(dao)機(ji)構(gou)、人員、職能和(he)責(ze)任(ren)“四(si)到(dao)位(wei)”。信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)是(shi)先(xian)進技術(shu)和(he)管(guan)理的(de)(de)集(ji)成(cheng)創新,各級國資委(wei)要(yao)(yao)把(ba)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)擺到(dao)重要(yao)(yao)位(wei)置(zhi),建立(li)健全信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)管(guan)理體制和(he)機(ji)制,切實(shi)加強對信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)的(de)(de)統一領導(dao)和(he)重大項(xiang)目的(de)(de)協調推進。要(yao)(yao)把(ba)這項(xiang)工作(zuo)納入重要(yao)(yao)議事日程,主(zhu)要(yao)(yao)領導(dao)要(yao)(yao)親自過問,分管(guan)領導(dao)要(yao)(yao)負(fu)責(ze)抓(zhua)落(luo)實(shi)。要(yao)(yao)落(luo)實(shi)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)機(ji)構(gou)、職責(ze)和(he)人員編制,保證機(ji)構(gou)和(he)人員穩定(ding),優化(hua)(hua)(hua)(hua)人員專(zhuan)業結構(gou)。有條件的(de)(de)地方(fang)要(yao)(yao)設(she)立(li)專(zhuan)門的(de)(de)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)機(ji)構(gou)。積(ji)極探索試行統籌信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工作(zuo)的(de)(de)信(xin)息(xi)(xi)(xi)(xi)主(zhu)管(guan)制度。

  (二(er))加強(qiang)規劃(hua)(hua)預(yu)算(suan),確(que)保信(xin)息化(hua)持續(xu)健康發(fa)展。各級(ji)國(guo)資(zi)(zi)委要(yao)(yao)(yao)緊密結(jie)合加強(qiang)國(guo)資(zi)(zi)監管(guan)工作(zuo)的(de)需要(yao)(yao)(yao),抓緊編制(zhi)國(guo)資(zi)(zi)監管(guan)信(xin)息化(hua)建(jian)設總(zong)體規劃(hua)(hua),明確(que)工作(zuo)目(mu)標、建(jian)設項(xiang)(xiang)目(mu)和(he)經(jing)(jing)(jing)費(fei)(fei)(fei)預(yu)算(suan)。按照項(xiang)(xiang)目(mu)之間的(de)邏輯關系和(he)優(you)先次序(xu),落實年度建(jian)設計劃(hua)(hua)和(he)項(xiang)(xiang)目(mu)資(zi)(zi)金。辦大事不(bu)要(yao)(yao)(yao)怕(pa)花小錢(qian),關鍵是要(yao)(yao)(yao)把錢(qian)用好。要(yao)(yao)(yao)保證建(jian)設和(he)運行(xing)經(jing)(jing)(jing)費(fei)(fei)(fei)持續(xu)投入(ru),信(xin)息化(hua)項(xiang)(xiang)目(mu)的(de)建(jian)設經(jing)(jing)(jing)費(fei)(fei)(fei),要(yao)(yao)(yao)按照中央(yang)政府(fu)和(he)地方政府(fu)分別負擔的(de)原(yuan)則,積(ji)極向當地政府(fu)主管(guan)部門申請(qing)解決(jue);項(xiang)(xiang)目(mu)建(jian)成投入(ru)使(shi)用后的(de)運行(xing)和(he)管(guan)理經(jing)(jing)(jing)費(fei)(fei)(fei),要(yao)(yao)(yao)列(lie)入(ru)年度行(xing)政經(jing)(jing)(jing)費(fei)(fei)(fei)預(yu)算(suan)范圍。有條件的(de)地方可把信(xin)息化(hua)建(jian)設和(he)運行(xing)維護經(jing)(jing)(jing)費(fei)(fei)(fei)列(lie)入(ru)國(guo)有資(zi)(zi)本經(jing)(jing)(jing)營預(yu)算(suan)。

  (三)加(jia)強制(zhi)度(du)建(jian)設(she),科學規范信息(xi)(xi)化(hua)工作管理。建(jian)立健全規范的(de)信息(xi)(xi)化(hua)工程(cheng)預算(suan)、建(jian)設(she)、運行、維護和(he)(he)管理制(zhi)度(du),確保國(guo)資監管信息(xi)(xi)系統建(jian)設(she)和(he)(he)應(ying)用規范有序。制(zhi)定信息(xi)(xi)化(hua)建(jian)設(she)績效(xiao)評(ping)價(jia)和(he)(he)考核辦法,加(jia)強對信息(xi)(xi)化(hua)投(tou)入的(de)審計、監督和(he)(he)績效(xiao)評(ping)估,建(jian)立和(he)(he)完善信息(xi)(xi)化(hua)工程(cheng)建(jian)設(she)問責制(zhi)。推進(jin)國(guo)資監管信息(xi)(xi)化(hua)建(jian)設(she),要(yao)堅持使用正(zheng)版軟件(jian),優(you)(you)先(xian)采用國(guo)產設(she)備和(he)(he)軟件(jian)。對于軟件(jian)開發、個人終端(duan)及網絡系統的(de)運行維護,要(yao)積極面向專業(ye)機構探(tan)索實行技(ji)術(shu)外包,以節省投(tou)資和(he)(he)縮(suo)短周(zhou)期(qi),獲取更優(you)(you)質的(de)技(ji)術(shu)服務。

  (四)加強隊伍建設,提(ti)高(gao)全員(yuan)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)應(ying)用水平。適應(ying)國(guo)資監管技術創新(xin)的(de)需要,制訂信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)培訓(xun)計劃,組織各(ge)級公務(wu)員(yuan)特別(bie)是領(ling)導干部(bu)開展信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)培訓(xun),宣(xuan)傳和普及信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)知(zhi)識(shi),強化(hua)(hua)(hua)(hua)(hua)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)意識(shi),提(ti)高(gao)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)技能。在公務(wu)員(yuan)考錄和職位(wei)競爭上(shang)崗考試中,適當增加信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)知(zhi)識(shi)的(de)內容(rong)。選聘有經(jing)驗(yan)、懂(dong)技術的(de)專(zhuan)業人(ren)(ren)(ren)員(yuan)從事信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建設工作。積極引進和培養國(guo)資監管工作亟需的(de)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)專(zhuan)業人(ren)(ren)(ren)才和復(fu)合型人(ren)(ren)(ren)才。通(tong)過(guo)多種形式的(de)學習培訓(xun),提(ti)高(gao)信(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工作人(ren)(ren)(ren)員(yuan)的(de)專(zhuan)業素質。

  (五)加強工作(zuo)交(jiao)流(liu),推廣(guang)信(xin)息(xi)(xi)化(hua)(hua)(hua)建設(she)先進經驗。定(ding)期(qi)組(zu)織開展(zhan)國資(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)息(xi)(xi)化(hua)(hua)(hua)工作(zuo)交(jiao)流(liu)研(yan)討活動,及時通報信(xin)息(xi)(xi)化(hua)(hua)(hua)工作(zuo)進展(zhan)情況,深入總結(jie)經驗,研(yan)究(jiu)解決共同(tong)面臨的(de)(de)(de)(de)問題,部署共建項目工作(zuo)任務。有條件的(de)(de)(de)(de)地方(fang)(fang)要通過請進來(lai)和(he)(he)(he)走出去(qu)相(xiang)結(jie)合的(de)(de)(de)(de)方(fang)(fang)式(shi),學習(xi)借鑒國內(nei)外先進的(de)(de)(de)(de)國資(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)息(xi)(xi)化(hua)(hua)(hua)經驗。建立國資(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)息(xi)(xi)化(hua)(hua)(hua)工作(zuo)交(jiao)流(liu)機制和(he)(he)(he)載體,宣傳信(xin)息(xi)(xi)化(hua)(hua)(hua)建設(she)的(de)(de)(de)(de)成效(xiao)和(he)(he)(he)成功做法。適時組(zu)織對(dui)信(xin)息(xi)(xi)化(hua)(hua)(hua)建設(she)的(de)(de)(de)(de)檢查評估,評選表彰國資(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)息(xi)(xi)化(hua)(hua)(hua)工作(zuo)先進單位(wei)和(he)(he)(he)個人(ren),為做好(hao)國資(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)息(xi)(xi)化(hua)(hua)(hua)工作(zuo)創造良好(hao)的(de)(de)(de)(de)環境和(he)(he)(he)條件。
