——在全國國資委系統指導監督工作座談會上的講話

  這次(ci)會(hui)(hui)(hui)議(yi)是在(zai)全國國資(zi)(zi)(zi)委系統認真學習貫徹黨(dang)(dang)的(de)十八大(da)(da)和中央經濟工(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)議(yi)精神(shen)的(de)背景下(xia)召開的(de)一(yi)(yi)(yi)次(ci)重(zhong)要(yao)會(hui)(hui)(hui)議(yi)。會(hui)(hui)(hui)議(yi)的(de)主(zhu)(zhu)要(yao)任務是:貫徹落(luo)實黨(dang)(dang)的(de)十八大(da)(da)和中央經濟工(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)議(yi)精神(shen)以及全國國有資(zi)(zi)(zi)產監(jian)(jian)(jian)督管(guan)(guan)理工(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)議(yi)的(de)部署(shu),回顧總結(jie)一(yi)(yi)(yi)年(nian)多(duo)來國資(zi)(zi)(zi)委系統指(zhi)導監(jian)(jian)(jian)督工(gong)作(zuo)(zuo)(zuo)的(de)新進展(zhan)和新成效(xiao),研究(jiu)明(ming)確(que)下(xia)一(yi)(yi)(yi)階段(duan)指(zhi)導監(jian)(jian)(jian)督工(gong)作(zuo)(zuo)(zuo)的(de)重(zhong)點任務和工(gong)作(zuo)(zuo)(zuo)要(yao)求。國務院國資(zi)(zi)(zi)委對這次(ci)會(hui)(hui)(hui)議(yi)高度重(zhong)視,在(zai)前不久召開的(de)全國國有資(zi)(zi)(zi)產監(jian)(jian)(jian)督管(guan)(guan)理工(gong)作(zuo)(zuo)(zuo)會(hui)(hui)(hui)議(yi)上,國資(zi)(zi)(zi)委主(zhu)(zhu)任、黨(dang)(dang)委書記王(wang)勇同志代表國資(zi)(zi)(zi)委黨(dang)(dang)委充(chong)分肯定了指(zhi)導監(jian)(jian)(jian)督工(gong)作(zuo)(zuo)(zuo)取(qu)得的(de)成效(xiao)。針對本次(ci)會(hui)(hui)(hui)議(yi),王(wang)勇同志專門就深(shen)入開展(zhan)指(zhi)導監(jian)(jian)(jian)督工(gong)作(zuo)(zuo)(zuo)和進一(yi)(yi)(yi)步推動構(gou)建國資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)大(da)(da)格局(ju)提出了明(ming)確(que)要(yao)求。大(da)(da)家要(yao)深(shen)刻領會(hui)(hui)(hui),認真落(luo)實。下(xia)面,我講三點意(yi)見。

  一、國資委系統指(zhi)導監督工作取(qu)得(de)了新的進(jin)展和(he)成效

  福州會議以來(lai),各級國(guo)資(zi)委緊(jin)緊(jin)圍(wei)繞“國(guo)資(zi)監(jian)管(guan)上(shang)新(xin)水平、國(guo)企發(fa)展上(shang)新(xin)臺階”的(de)“兩新(xin)目(mu)標”,牢(lao)牢(lao)把握(wo)“指導(dao)、溝通、交流(liu)、服務”的(de)指導(dao)監(jian)督(du)工作(zuo)原則,勇于開(kai)拓實踐,做了(le)大(da)量卓有成效的(de)工作(zuo)。

  一(yi)是指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)組織領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)明顯加強。各級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)重視將指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)擺(bai)上重要議事日程。32個省級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)普遍成立(li)了指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)小(xiao)(xiao)組,其(qi)中(zhong)20個省級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)由(you)主要領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)擔任組長。江西(xi)、福建等(deng)省的大部分地(di)市(shi)級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)也成立(li)了指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)小(xiao)(xiao)組。北(bei)京、云(yun)南等(deng)省市(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)班子全體成員集體出席本地(di)區指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)專(zhuan)題(ti)會議。河南、黑龍江、內蒙等(deng)地(di)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)建立(li)了委(wei)(wei)(wei)領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)定點(dian)聯系(xi)督(du)導(dao)(dao)(dao)(dao)(dao)制(zhi)度。許(xu)多地(di)方國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)建立(li)了指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)督(du)工(gong)(gong)作(zuo)重大問題(ti)協(xie)調(diao)機(ji)制(zhi)。陜西(xi)省國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)主要領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)專(zhuan)門赴(fu)有(you)關(guan)地(di)市(shi),與市(shi)委(wei)(wei)(wei)、市(shi)政(zheng)府領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)反復(fu)溝(gou)(gou)通協(xie)調(diao),使在機(ji)構改革中(zhong)被撤銷(xiao)的地(di)市(shi)國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)得以恢復(fu)。湖南省國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)主要領(ling)(ling)導(dao)(dao)(dao)(dao)(dao)積極(ji)與省編(bian)辦溝(gou)(gou)通協(xie)調(diao),確保(bao)市(shi)州國(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)在機(ji)構改革中(zhong)“直屬(shu)特設機(ji)構性質不改變(bian),人員編(bian)制(zhi)不減(jian)少,職能配(pei)置不弱化(hua)”。

  二(er)是指(zhi)(zhi)導(dao)(dao)監(jian)督工(gong)作規劃(hua)(hua)(hua)逐步(bu)落實。國(guo)(guo)務(wu)院國(guo)(guo)資(zi)(zi)委(wei)連(lian)續三(san)年(nian)印發(fa)了(le)年(nian)度指(zhi)(zhi)導(dao)(dao)監(jian)督工(gong)作計(ji)劃(hua)(hua)(hua),2012年(nian)將(jiang)計(ji)劃(hua)(hua)(hua)具體(ti)(ti)分解(jie)細化為39項工(gong)作。北京、天津、四川等(deng)(deng)許多省級國(guo)(guo)資(zi)(zi)委(wei)重(zhong)視制(zhi)訂(ding)本(ben)地(di)區(qu)指(zhi)(zhi)導(dao)(dao)監(jian)督工(gong)作長遠規劃(hua)(hua)(hua)和年(nian)度計(ji)劃(hua)(hua)(hua),明確總體(ti)(ti)思路(lu)和重(zhong)點(dian)任(ren)務(wu)。遼寧、云南、貴州等(deng)(deng)省國(guo)(guo)資(zi)(zi)委(wei)還將(jiang)完(wan)善國(guo)(guo)有資(zi)(zi)產(chan)管(guan)(guan)理(li)體(ti)(ti)制(zhi)、推(tui)(tui)動經營性國(guo)(guo)有資(zi)(zi)產(chan)集中統一(yi)監(jian)管(guan)(guan)等(deng)(deng)指(zhi)(zhi)導(dao)(dao)監(jian)督工(gong)作任(ren)務(wu),寫入了(le)地(di)方“十二(er)五”規劃(hua)(hua)(hua)綱要或政府工(gong)作報告(gao)。不少地(di)方國(guo)(guo)資(zi)(zi)委(wei)進一(yi)步(bu)明確指(zhi)(zhi)導(dao)(dao)監(jian)督工(gong)作的重(zhong)點(dian)和步(bu)驟。湖(hu)北省國(guo)(guo)資(zi)(zi)委(wei)提出2012年(nian)要重(zhong)點(dian)“健(jian)(jian)全(quan)組(zu)織機(ji)構(gou)體(ti)(ti)系、健(jian)(jian)全(quan)指(zhi)(zhi)導(dao)(dao)監(jian)督體(ti)(ti)系、健(jian)(jian)全(quan)基礎(chu)管(guan)(guan)理(li)體(ti)(ti)系、健(jian)(jian)全(quan)全(quan)覆蓋體(ti)(ti)系”。陜西省國(guo)(guo)資(zi)(zi)委(wei)擬訂(ding)了(le)“確保(bao)機(ji)構(gou)、完(wan)成單設、實現特設”的“三(san)步(bu)走(zou)”計(ji)劃(hua)(hua)(hua),指(zhi)(zhi)導(dao)(dao)推(tui)(tui)動地(di)市級國(guo)(guo)資(zi)(zi)委(wei)機(ji)構(gou)建設。

  三(san)是指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作信(xin)息(xi)渠道進一步暢通。各(ge)級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)加大(da)指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作信(xin)息(xi)交(jiao)流力度。國(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)辦公廳在《國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)工(gong)(gong)作交(jiao)流》中編(bian)發(fa)(fa)地(di)(di)方國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)專(zhuan)題,約請各(ge)省(sheng)級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)主要負責(ze)同志介(jie)紹本地(di)(di)特色做(zuo)法(fa);監(jian)(jian)事(shi)會工(gong)(gong)作局(ju)通過(guo)《國(guo)(guo)(guo)(guo)企(qi)監(jian)(jian)事(shi)會工(gong)(gong)作》雜志,逐省(sheng)(市、區(qu))介(jie)紹深化監(jian)(jian)事(shi)會工(gong)(gong)作的經驗和成效;法(fa)規局(ju)繼續編(bian)發(fa)(fa)地(di)(di)方工(gong)(gong)作簡報(bao),并在委(wei)(wei)(wei)機(ji)關網站上開辟了(le)專(zhuan)欄。天津、江蘇、重慶、甘肅(su)等(deng)地(di)(di)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)創辦了(le)指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作簡報(bao)、刊物、網站專(zhuan)欄,搭建(jian)了(le)工(gong)(gong)作交(jiao)流平臺(tai)。國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系統(tong)還利(li)用網絡平臺(tai)提高指(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作信(xin)息(xi)化水平。國(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)評價局(ju)建(jian)立(li)了(le)地(di)(di)方國(guo)(guo)(guo)(guo)有企(qi)業、國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系統(tong)監(jian)(jian)管企(qi)業和國(guo)(guo)(guo)(guo)有上市公司的數據庫;產權局(ju)建(jian)立(li)了(le)覆蓋全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管機(ji)構(gou)的產權登記、產權交(jiao)易等(deng)產權管理(li)信(xin)息(xi)系統(tong);收(shou)益局(ju)建(jian)立(li)了(le)國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)本經營預算工(gong)(gong)作信(xin)息(xi)系統(tong)。浙江省(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)構(gou)建(jian)了(le)覆蓋全省(sheng)的國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管信(xin)息(xi)網絡平臺(tai),做(zuo)到“共享(xiang)監(jian)(jian)管資(zi)(zi)(zi)(zi)(zi)源、凝聚(ju)監(jian)(jian)管合(he)力”。

  四(si)是指導(dao)監督工(gong)作(zuo)途徑方(fang)法不(bu)斷豐富。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)宣傳局聯合上海、廣(guang)東(dong)、江西等(deng)省市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei),共(gong)同舉辦“中央(yang)企業(ye)先進精神巡(xun)回報告(gao)會(hui)”;紀委(wei)(wei)監察(cha)局邀(yao)請全國(guo)(guo)(guo)(guo)(guo)(guo)(guo)省級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)加(jia)(jia)入中央(yang)企業(ye)懲防(fang)體系(xi)建(jian)設(she)促進組(zu)。浙(zhe)江、江蘇(su)等(deng)省國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)主動爭取省政(zheng)府(fu)轉(zhuan)發(fa)了(le)加(jia)(jia)強縣級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監管(guan)工(gong)作(zuo)的意(yi)見,為(wei)指導(dao)縣級(ji)經營(ying)性國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)產實現“全覆蓋、全過程(cheng)、全方(fang)位”監管(guan)提供了(le)政(zheng)策依據。廣(guang)西自治區國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)組(zu)織開展了(le)對(dui)地市(shi)(shi)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)建(jian)章立(li)制(zhi)(zhi)、執(zhi)行政(zheng)策法規(gui)制(zhi)(zhi)度情(qing)況的集中檢查。一(yi)年多(duo)來,不(bu)少(shao)地方(fang)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)積(ji)極探索建(jian)立(li)指導(dao)監督工(gong)作(zuo)聯系(xi)點制(zhi)(zhi)度。湖北省國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)選擇(ze)13個(ge)縣級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei),河南省國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)選擇(ze)10個(ge)省直管(guan)試點縣,深(shen)入推廣(guang)“建(jian)設(she)大國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)、打造(zao)大平臺、配置大資(zi)(zi)源(yuan)”的經驗。一(yi)些省級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)還嘗試建(jian)立(li)對(dui)下級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)的考(kao)核(he)(he)評(ping)價(jia)機制(zhi)(zhi)。山東(dong)、江西等(deng)省國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)把體制(zhi)(zhi)完善(shan)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監管(guan)等(deng)專項工(gong)作(zuo)作(zuo)為(wei)主要指標,組(zu)織開展了(le)對(dui)地市(shi)(shi)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)的考(kao)核(he)(he)評(ping)價(jia)。云南省國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)報請省委(wei)(wei)、省政(zheng)府(fu)同意(yi),將16個(ge)州(zhou)市(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監管(guan)工(gong)作(zuo)納入當地政(zheng)府(fu)業(ye)績考(kao)核(he)(he)范疇。

  經(jing)營性國(guo)有(you)資(zi)(zi)產(chan)(chan)集(ji)(ji)中統一(yi)監(jian)(jian)管(guan)(guan)(guan)邁出新步伐。根(gen)據27個省(sheng)級國(guo)資(zi)(zi)委(wei)(wei)(wei)的統計(ji)數據,2011年(nian)與2010年(nian)相比,14個省(sheng)級國(guo)資(zi)(zi)委(wei)(wei)(wei)的監(jian)(jian)管(guan)(guan)(guan)覆(fu)(fu)(fu)蓋面(mian)有(you)所擴(kuo)大(da),湖北、海(hai)南等(deng)地(di)(di)(di)(di)監(jian)(jian)管(guan)(guan)(guan)覆(fu)(fu)(fu)蓋面(mian)擴(kuo)大(da)了(le)(le)5個百分點以上。繼4個直轄市(shi)實現監(jian)(jian)管(guan)(guan)(guan)全覆(fu)(fu)(fu)蓋之后,山東、河北、江蘇、寧夏(xia)、青島等(deng)近20個省(sheng)市(shi)國(guo)資(zi)(zi)委(wei)(wei)(wei)的監(jian)(jian)管(guan)(guan)(guan)覆(fu)(fu)(fu)蓋面(mian)超過或接近90%。長沙(sha)、鄭州、聊城等(deng)市(shi)實現了(le)(le)全覆(fu)(fu)(fu)蓋監(jian)(jian)管(guan)(guan)(guan)。上海(hai)、廣州等(deng)經(jing)濟發達地(di)(di)(di)(di)區的大(da)部分區縣也基本實現了(le)(le)經(jing)營性國(guo)有(you)資(zi)(zi)產(chan)(chan)集(ji)(ji)中統一(yi)監(jian)(jian)管(guan)(guan)(guan)。特定行業和領(ling)域經(jing)營性國(guo)有(you)資(zi)(zi)產(chan)(chan)集(ji)(ji)中統一(yi)監(jian)(jian)管(guan)(guan)(guan)取得一(yi)定突破。廣西、內蒙古(gu)、昆明、沈陽等(deng)地(di)(di)(di)(di)國(guo)資(zi)(zi)委(wei)(wei)(wei)將金融企業納入監(jian)(jian)管(guan)(guan)(guan)范(fan)圍(wei)(wei),深圳等(deng)地(di)(di)(di)(di)國(guo)資(zi)(zi)委(wei)(wei)(wei)將文(wen)化、科(ke)技企業納入監(jian)(jian)管(guan)(guan)(guan)范(fan)圍(wei)(wei),陜(shan)西省(sheng)國(guo)資(zi)(zi)委(wei)(wei)(wei)將事業單位改制企業納入監(jian)(jian)管(guan)(guan)(guan)范(fan)圍(wei)(wei)。

  地(di)(di)(di)市(shi)(shi)和縣級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管體(ti)制出(chu)現積極變化(hua)。前(qian)幾年比(bi)較(jiao)(jiao)嚴(yan)重的(de)(de)地(di)(di)(di)市(shi)(shi)級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)被撤并或(huo)行政化(hua)現象得到(dao)有(you)效緩(huan)解。湖(hu)南(nan)(nan)、廣(guang)西(xi)、浙江(jiang)(jiang)等省全(quan)部地(di)(di)(di)市(shi)(shi)單獨(du)(du)設(she)立(li)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei),并保持直屬特設(she)機構性(xing)質。四川省國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)指導推(tui)動20個市(shi)(shi)州單獨(du)(du)組建國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)。廣(guang)東(dong)、云南(nan)(nan)、江(jiang)(jiang)西(xi)等省國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)指導推(tui)動地(di)(di)(di)市(shi)(shi)級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管機構建設(she),使有(you)的(de)(de)地(di)(di)(di)市(shi)(shi)新設(she)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei),有(you)的(de)(de)恢復(fu)了(le)(le)被撤并的(de)(de)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei),有(you)的(de)(de)重新明(ming)確(que)(que)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)的(de)(de)直屬特設(she)機構性(xing)質。從(cong)縣級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管情況看,責(ze)任(ren)主體(ti)加快(kuai)(kuai)落實。安徽、江(jiang)(jiang)西(xi)等省90%左右的(de)(de)區(qu)(qu)(qu)縣確(que)(que)定(ding)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管機構。湖(hu)北98%的(de)(de)區(qu)(qu)(qu)縣明(ming)確(que)(que)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管責(ze)任(ren)主體(ti),其中(zhong)有(you)的(de)(de)作為縣級(ji)(ji)政府(fu)直屬特設(she)機構。海南(nan)(nan)等不(bu)少地(di)(di)(di)方也(ye)有(you)一(yi)些區(qu)(qu)(qu)縣新設(she)立(li)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)。深(shen)圳在大部門(men)(men)制改革、機構大幅精簡(jian)的(de)(de)背(bei)景下(xia),穩(wen)固了(le)(le)各區(qu)(qu)(qu)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)的(de)(de)設(she)置。在地(di)(di)(di)市(shi)(shi)和縣級(ji)(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管責(ze)任(ren)主體(ti)加快(kuai)(kuai)明(ming)確(que)(que)的(de)(de)同時,國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管機構的(de)(de)職(zhi)責(ze)也(ye)隨之得到(dao)調整充實。陜西(xi)省不(bu)少地(di)(di)(di)市(shi)(shi)政府(fu)公布了(le)(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)監(jian)管企業(ye)名單。大連、廈門(men)(men)、煙臺、珠海等地(di)(di)(di)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)比(bi)較(jiao)(jiao)完(wan)整地(di)(di)(di)落實了(le)(le)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)本收益職(zhi)責(ze)。許多縣級(ji)(ji)政府(fu)將自然資(zi)(zi)(zi)(zi)(zi)源類資(zi)(zi)(zi)(zi)(zi)產明(ming)確(que)(que)交由國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)管機構管理。

  回顧(gu)國(guo)(guo)(guo)資委(wei)(wei)系統(tong)開展(zhan)指導(dao)(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)的(de)(de)(de)三(san)年實踐,在(zai)(zai)各級國(guo)(guo)(guo)資委(wei)(wei)的(de)(de)(de)努力下(xia),實現了(le)(le)五個推(tui)動:一是(shi)推(tui)動了(le)(le)地(di)方(fang)(fang)國(guo)(guo)(guo)有資產(chan)監(jian)(jian)管(guan)體(ti)制的(de)(de)(de)完善;二(er)是(shi)推(tui)動了(le)(le)地(di)方(fang)(fang)國(guo)(guo)(guo)資委(wei)(wei)依法履行出資人職責;三(san)是(shi)推(tui)動了(le)(le)國(guo)(guo)(guo)資監(jian)(jian)管(guan)大格局的(de)(de)(de)形(xing)成(cheng);四是(shi)推(tui)動了(le)(le)地(di)方(fang)(fang)做強(qiang)做優(you)優(you)勢(shi)特色企業;五是(shi)推(tui)動了(le)(le)地(di)方(fang)(fang)國(guo)(guo)(guo)資監(jian)(jian)管(guan)工作(zuo)隊伍素質的(de)(de)(de)提升。在(zai)(zai)充(chong)分肯定成(cheng)績的(de)(de)(de)同時,我們(men)也要(yao)清醒地(di)認識到,當前指導(dao)(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)仍然存(cun)在(zai)(zai)一些不容(rong)忽視的(de)(de)(de)薄弱環節和(he)問題。比如,國(guo)(guo)(guo)資委(wei)(wei)系統(tong)指導(dao)(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)進展(zhan)明顯不平衡,少數地(di)方(fang)(fang)開展(zhan)指導(dao)(dao)(dao)監(jian)(jian)督(du)(du)存(cun)在(zai)(zai)畏難情緒,工作(zuo)力度不夠(gou);有的(de)(de)(de)地(di)方(fang)(fang)國(guo)(guo)(guo)資委(wei)(wei)在(zai)(zai)指導(dao)(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)中重點不突出,工作(zuo)措施流于(yu)形(xing)式,針對性不強(qiang);還有的(de)(de)(de)地(di)方(fang)(fang)國(guo)(guo)(guo)資委(wei)(wei)綜(zong)合指導(dao)(dao)(dao)與(yu)專業指導(dao)(dao)(dao)相互脫節,未能形(xing)成(cheng)指導(dao)(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)的(de)(de)(de)合力。這(zhe)些問題需要(yao)我們(men)在(zai)(zai)下(xia)一步工作(zuo)中認真加以解決。

  二、深(shen)入推(tui)進指導(dao)監督工作(zuo)的重點任(ren)務(wu)

  黨的(de)(de)十八(ba)大(da)(da)和中(zhong)央經濟工作(zuo)(zuo)(zuo)會(hui)(hui)議明(ming)確(que)(que)強(qiang)調,要毫不動搖鞏固和發展(zhan)公有(you)(you)制經濟,深化國(guo)(guo)(guo)有(you)(you)企業改革,完(wan)善各類國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)(guan)理(li)體(ti)制,不斷增強(qiang)國(guo)(guo)(guo)有(you)(you)經濟的(de)(de)活力(li)(li)、控制力(li)(li)、影響力(li)(li)。這既是(shi)對黨的(de)(de)十六大(da)(da)以來國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)(guan)理(li)體(ti)制改革成效的(de)(de)充分肯定,也為我們(men)進一步加強(qiang)指(zhi)導(dao)監(jian)(jian)督(du)(du)工作(zuo)(zuo)(zuo)指(zhi)明(ming)了方向。剛剛閉幕的(de)(de)全國(guo)(guo)(guo)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)(jian)督(du)(du)管(guan)(guan)(guan)(guan)理(li)工作(zuo)(zuo)(zuo)會(hui)(hui)議深入(ru)分析了當前經濟形勢,明(ming)確(que)(que)了今(jin)年國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)工作(zuo)(zuo)(zuo)的(de)(de)總體(ti)要求和主要任(ren)務。我們(men)要深刻(ke)領(ling)會(hui)(hui)并認真貫徹黨的(de)(de)十八(ba)大(da)(da)、中(zhong)央經濟工作(zuo)(zuo)(zuo)會(hui)(hui)議和全國(guo)(guo)(guo)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)(jian)督(du)(du)管(guan)(guan)(guan)(guan)理(li)工作(zuo)(zuo)(zuo)會(hui)(hui)議精神,適(shi)應新形勢新任(ren)務新要求,在深入(ru)推進指(zhi)導(dao)監(jian)(jian)督(du)(du)工作(zuo)(zuo)(zuo)中(zhong),以加快完(wan)善國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)(guan)理(li)體(ti)制為核心任(ren)務,堅持國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)管(guan)(guan)(guan)(guan)理(li)體(ti)制改革的(de)(de)正確(que)(que)方向,立足提高國(guo)(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)工作(zuo)(zuo)(zuo)水平(ping),繼續開(kai)創(chuang)指(zhi)導(dao)監(jian)(jian)督(du)(du)工作(zuo)(zuo)(zuo)新局(ju)面。今(jin)年指(zhi)導(dao)監(jian)(jian)督(du)(du)工作(zuo)(zuo)(zuo)的(de)(de)重點任(ren)務是(shi):

  (一(yi))繼續完善國(guo)資委的機構性質和職(zhi)能定(ding)位。

  正確把(ba)握(wo)國(guo)(guo)資(zi)委(wei)(wei)的(de)機(ji)構(gou)性(xing)質(zhi)和(he)(he)職(zhi)能(neng)定(ding)位(wei)(wei)(wei)(wei)(wei),是完善企(qi)業(ye)(ye)國(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)體制(zhi)的(de)重要(yao)(yao)(yao)內(nei)容。國(guo)(guo)資(zi)委(wei)(wei)作(zuo)(zuo)為(wei)政府直(zhi)屬特(te)(te)設(she)(she)(she)機(ji)構(gou)的(de)性(xing)質(zhi)定(ding)位(wei)(wei)(wei)(wei)(wei),體現了我們(men)專門(men)(men)履行(xing)出資(zi)人(ren)職(zhi)責(ze)、專司國(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan),不(bu)(bu)同(tong)于行(xing)政部門(men)(men)行(xing)使社會(hui)公共管(guan)(guan)理職(zhi)能(neng)的(de)根(gen)本(ben)(ben)特(te)(te)征(zheng)。王勇主任在《十(shi)八(ba)大報告(gao)輔導讀本(ben)(ben)》中,專門(men)(men)就這個問題(ti)撰寫了輔導文章,國(guo)(guo)資(zi)委(wei)(wei)系統(tong)要(yao)(yao)(yao)深(shen)入學習領會(hui)。要(yao)(yao)(yao)繼續堅(jian)(jian)(jian)持(chi)(chi)(chi)國(guo)(guo)資(zi)監(jian)管(guan)(guan)體制(zhi)改(gai)革的(de)“五項原則”,即(ji)堅(jian)(jian)(jian)持(chi)(chi)(chi)社會(hui)主義基本(ben)(ben)經(jing)(jing)濟制(zhi)度和(he)(he)市(shi)(shi)場(chang)經(jing)(jing)濟改(gai)革方向,堅(jian)(jian)(jian)持(chi)(chi)(chi)政企(qi)分(fen)開(kai)、政資(zi)分(fen)開(kai)、所(suo)有(you)(you)權(quan)(quan)和(he)(he)經(jing)(jing)營權(quan)(quan)相分(fen)離,堅(jian)(jian)(jian)持(chi)(chi)(chi)“國(guo)(guo)家(jia)所(suo)有(you)(you)、分(fen)級(ji)代表”,堅(jian)(jian)(jian)持(chi)(chi)(chi)“權(quan)(quan)利、義務和(he)(he)責(ze)任相統(tong)一,管(guan)(guan)資(zi)產(chan)和(he)(he)管(guan)(guan)人(ren)、管(guan)(guan)事相結合”,堅(jian)(jian)(jian)持(chi)(chi)(chi)省和(he)(he)地市(shi)(shi)兩級(ji)國(guo)(guo)資(zi)委(wei)(wei)作(zuo)(zuo)為(wei)政府直(zhi)屬特(te)(te)設(she)(she)(she)機(ji)構(gou)的(de)性(xing)質(zhi)定(ding)位(wei)(wei)(wei)(wei)(wei)不(bu)(bu)動搖。否則就會(hui)回歸政企(qi)不(bu)(bu)分(fen)、政資(zi)不(bu)(bu)分(fen)的(de)舊體制(zhi)。要(yao)(yao)(yao)依(yi)法(fa)保持(chi)(chi)(chi)國(guo)(guo)資(zi)監(jian)管(guan)(guan)機(ji)構(gou)的(de)專門(men)(men)性(xing)和(he)(he)獨立(li)性(xing),國(guo)(guo)務院(yuan)、省和(he)(he)地市(shi)(shi)三級(ji)國(guo)(guo)資(zi)委(wei)(wei)都(dou)必須依(yi)法(fa)設(she)(she)(she)立(li),不(bu)(bu)能(neng)因監(jian)管(guan)(guan)資(zi)產(chan)類(lei)型的(de)多樣化而改(gai)變各級(ji)國(guo)(guo)資(zi)委(wei)(wei)直(zhi)屬特(te)(te)設(she)(she)(she)機(ji)構(gou)的(de)性(xing)質(zhi)。此(ci)外,國(guo)(guo)資(zi)委(wei)(wei)作(zuo)(zuo)為(wei)出資(zi)人(ren)機(ji)構(gou)應有(you)(you)的(de)法(fa)定(ding)職(zhi)責(ze)至今仍不(bu)(bu)到位(wei)(wei)(wei)(wei)(wei)的(de),要(yao)(yao)(yao)抓緊落實(shi)到位(wei)(wei)(wei)(wei)(wei)。要(yao)(yao)(yao)處(chu)理好出資(zi)人(ren)行(xing)使所(suo)有(you)(you)權(quan)(quan)與企(qi)業(ye)(ye)行(xing)使經(jing)(jing)營權(quan)(quan)的(de)關系,搞準出資(zi)人(ren)機(ji)構(gou)的(de)監(jian)管(guan)(guan)定(ding)位(wei)(wei)(wei)(wei)(wei),并切實(shi)做到不(bu)(bu)缺位(wei)(wei)(wei)(wei)(wei)、不(bu)(bu)錯位(wei)(wei)(wei)(wei)(wei)、不(bu)(bu)越(yue)位(wei)(wei)(wei)(wei)(wei)。

  (二)進一步(bu)完(wan)善企業國有資產監管法規制(zhi)度體系。

  健全企業(ye)國(guo)有(you)(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)法(fa)規(gui)制(zhi)(zhi)度體(ti)系(xi)(xi),是推(tui)動(dong)完善(shan)新(xin)體(ti)制(zhi)(zhi)的(de)(de)重(zhong)要(yao)(yao)抓手(shou)。黨的(de)(de)十(shi)八大(da)報告強調指出,“要(yao)(yao)把制(zhi)(zhi)度建(jian)設(she)擺在(zai)(zai)突(tu)出位置(zhi)”,“構建(jian)系(xi)(xi)統完備(bei)、科(ke)學規(gui)范(fan)、運行有(you)(you)(you)效的(de)(de)制(zhi)(zhi)度體(ti)系(xi)(xi),使各(ge)方面(mian)制(zhi)(zhi)度更加成(cheng)熟(shu)更加定型。”這說明,要(yao)(yao)完善(shan)國(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)體(ti)制(zhi)(zhi),應當更加重(zhong)視法(fa)規(gui)制(zhi)(zhi)度建(jian)設(she)。近十(shi)年來,經過國(guo)資(zi)(zi)委系(xi)(xi)統的(de)(de)共同努力,在(zai)(zai)立(li)法(fa)機關支(zhi)持下,以《企業(ye)國(guo)有(you)(you)(you)資(zi)(zi)產(chan)法(fa)》為(wei)龍頭,以《企業(ye)國(guo)有(you)(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)督管(guan)理(li)暫行條(tiao)例》為(wei)基礎,以國(guo)有(you)(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)規(gui)章(zhang)、規(gui)范(fan)性(xing)文(wen)件為(wei)主要(yao)(yao)內容(rong)的(de)(de)企業(ye)國(guo)有(you)(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)法(fa)規(gui)制(zhi)(zhi)度體(ti)系(xi)(xi)已經基本形成(cheng)。下一步(bu)在(zai)(zai)深入開展(zhan)指導監(jian)(jian)(jian)督工作中,要(yao)(yao)適應完善(shan)新(xin)體(ti)制(zhi)(zhi)的(de)(de)需要(yao)(yao),更加注(zhu)重(zhong)總(zong)結監(jian)(jian)(jian)管(guan)體(ti)制(zhi)(zhi)改革的(de)(de)經驗,并將經驗上升為(wei)制(zhi)(zhi)度。要(yao)(yao)學習(xi)湖北(bei)、山東等(deng)省的(de)(de)好做(zuo)法(fa),加快推(tui)動(dong)各(ge)地(di)抓緊出臺地(di)方企業(ye)國(guo)有(you)(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)條(tiao)例,不斷探(tan)索健全國(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)各(ge)種制(zhi)(zhi)度規(gui)范(fan)。要(yao)(yao)適時組織(zhi)對現有(you)(you)(you)國(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)規(gui)章(zhang)、規(gui)范(fan)性(xing)文(wen)件的(de)(de)清理(li),明確“立(li)、改、廢”的(de)(de)要(yao)(yao)求,努力為(wei)各(ge)級(ji)國(guo)資(zi)(zi)委行權履責提(ti)供成(cheng)熟(shu)完備(bei)的(de)(de)制(zhi)(zhi)度依據。

  (三)不斷完善(shan)國資監管(guan)組織體(ti)系和工作體(ti)系。

  推動完善國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)組織體(ti)系(xi)和工(gong)(gong)作(zuo)體(ti)系(xi),是開展指導監(jian)(jian)督(du)工(gong)(gong)作(zuo)的一項基本內容。要(yao)繼續(xu)推動地(di)(di)(di)市單(dan)獨設(she)立(li)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)機構。沒有(you)設(she)立(li)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)機構的地(di)(di)(di)市,要(yao)力爭通(tong)過三年努力全(quan)部(bu)予以設(she)立(li)。縣級(ji)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)要(yao)全(quan)面實(shi)(shi)現明確責(ze)任(ren)(ren)主(zhu)體(ti),并(bing)推動國(guo)(guo)有(you)資(zi)(zi)(zi)產數量較大、具備條件的縣設(she)立(li)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)機構。要(yao)繼續(xu)深(shen)入探索國(guo)(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)(gong)作(zuo)規律,鼓勵從各地(di)(di)(di)實(shi)(shi)際情況出發,針對當(dang)前國(guo)(guo)資(zi)(zi)(zi)委行權履(lv)責(ze)存在的突出矛(mao)盾和問(wen)題(ti),突出國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)(gong)作(zuo)重點。要(yao)進一步充實(shi)(shi)完善以主(zhu)業(ye)核定、業(ye)績(ji)考核、薪酬分配、企業(ye)領導人員任(ren)(ren)免和財務(wu)評(ping)價、產權管(guan)(guan)(guan)(guan)理(li)(li)、監(jian)(jian)事會監(jian)(jian)督(du)、風險管(guan)(guan)(guan)(guan)控為主(zhu)線(xian)的國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)(gong)作(zuo)閉(bi)環,加快健全(quan)全(quan)國(guo)(guo)統一的企業(ye)國(guo)(guo)有(you)資(zi)(zi)(zi)產基礎管(guan)(guan)(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)體(ti)系(xi),大力提高國(guo)(guo)資(zi)(zi)(zi)基礎管(guan)(guan)(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)水(shui)平,不斷(duan)增強國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)(gong)作(zuo)效率。

  (四)積極(ji)推進經營性(xing)國(guo)有資產集中統一監(jian)管。

  推進經(jing)營性國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)集(ji)中統一(yi)監(jian)(jian)管(guan)(guan),是在市場經(jing)濟(ji)(ji)條件下實(shi)現(xian)更大(da)范圍、更高層次、更廣領域優化(hua)配置國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)源的(de)(de)客觀需要,也是更好地(di)遵循(xun)市場經(jing)濟(ji)(ji)規律(lv)和(he)企(qi)業發展規律(lv)的(de)(de)必(bi)然(ran)要求。當(dang)前,要密切關(guan)注特定(ding)行業和(he)領域新一(yi)輪國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)管(guan)(guan)理(li)體制(zhi)(zhi)改革(ge)情況,盡可能避免對(dui)現(xian)行國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)體制(zhi)(zhi)產(chan)生負面影(ying)響。要繼續探索對(dui)地(di)方金融、文(wen)化(hua)、自然(ran)資(zi)(zi)(zi)(zi)(zi)源等(deng)(deng)領域經(jing)營性國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)的(de)(de)監(jian)(jian)管(guan)(guan),按(an)照政企(qi)分(fen)開(kai)、政資(zi)(zi)(zi)(zi)(zi)分(fen)開(kai)原則,積極主動向(xiang)地(di)方黨委(wei)、政府(fu)提出有(you)(you)(you)(you)(you)關(guan)改革(ge)的(de)(de)意見(jian)、建議,做好與有(you)(you)(you)(you)(you)關(guan)部(bu)門的(de)(de)溝通(tong)協調,不(bu)(bu)斷(duan)健全國(guo)(guo)有(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)出資(zi)(zi)(zi)(zi)(zi)人制(zhi)(zhi)度,防止(zhi)出現(xian)“多龍(long)治資(zi)(zi)(zi)(zi)(zi)”、條塊分(fen)割的(de)(de)格(ge)局。要以維護、鞏固(gu)、完善新體制(zhi)(zhi)為目標,審慎探索直接(jie)持股、股權代(dai)持、委(wei)托(tuo)監(jian)(jian)管(guan)(guan)等(deng)(deng)形式(shi),不(bu)(bu)斷(duan)創(chuang)新國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)行權履(lv)責、加強監(jian)(jian)管(guan)(guan)的(de)(de)有(you)(you)(you)(you)(you)效途徑和(he)方式(shi)。

  (五)著力打造地方國有優勢特色(se)企(qi)業。

  (六)深入構建國(guo)資監管大格局。

  在(zai)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委系統推(tui)動構建(jian)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管大格局,是國(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委作(zuo)(zuo)出的(de)(de)一(yi)(yi)項(xiang)重(zhong)要(yao)(yao)戰略部(bu)(bu)署。一(yi)(yi)年多來,各(ge)地(di)(di)在(zai)推(tui)動構建(jian)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管大格局方(fang)面,取得了良(liang)好(hao)(hao)(hao)(hao)(hao)(hao)效果。下(xia)一(yi)(yi)步,要(yao)(yao)突出抓好(hao)(hao)(hao)(hao)(hao)(hao)“三(san)個著(zhu)力(li)”:一(yi)(yi)是著(zhu)力(li)推(tui)動本(ben)(ben)(ben)地(di)(di)區國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產的(de)(de)集中優化(hua)配(pei)(pei)置(zhi)。要(yao)(yao)把本(ben)(ben)(ben)地(di)(di)區的(de)(de)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產和(he)(he)(he)(he)中央企(qi)(qi)業(ye)(ye)、兄弟省市在(zai)本(ben)(ben)(ben)地(di)(di)區的(de)(de)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產放在(zai)一(yi)(yi)個大平臺上(shang)進(jin)行優化(hua)配(pei)(pei)置(zhi),使這些國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產在(zai)本(ben)(ben)(ben)地(di)(di)區形(xing)成更大的(de)(de)競爭優勢。二是著(zhu)力(li)深(shen)(shen)化(hua)央地(di)(di)合(he)(he)作(zuo)(zuo)和(he)(he)(he)(he)區域(yu)合(he)(he)作(zuo)(zuo)。要(yao)(yao)注意完善央地(di)(di)合(he)(he)作(zuo)(zuo)的(de)(de)協(xie)調(diao)機(ji)制,以出資(zi)(zi)(zi)關系為(wei)基礎,充分尊重(zhong)市場規(gui)律(lv),深(shen)(shen)入(ru)(ru)做(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)合(he)(he)作(zuo)(zuo)項(xiang)目的(de)(de)研究論(lun)證,避免重(zhong)復(fu)建(jian)設和(he)(he)(he)(he)資(zi)(zi)(zi)源浪費,不搞“拉郎配(pei)(pei)”。要(yao)(yao)正確處理(li)好(hao)(hao)(hao)(hao)(hao)(hao)“借梯上(shang)樓”與自我發(fa)展的(de)(de)關系,把引(yin)入(ru)(ru)外(wai)部(bu)(bu)資(zi)(zi)(zi)源與做(zuo)強做(zuo)優本(ben)(ben)(ben)地(di)(di)企(qi)(qi)業(ye)(ye)有(you)(you)機(ji)結(jie)合(he)(he)起來。三(san)是著(zhu)力(li)創(chuang)造(zao)有(you)(you)利于(yu)國(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)改革(ge)發(fa)展的(de)(de)良(liang)好(hao)(hao)(hao)(hao)(hao)(hao)環境。具(ju)體來說,要(yao)(yao)做(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)以下(xia)工作(zuo)(zuo):對(dui)上(shang)要(yao)(yao)加強請示匯報,主動爭取當地(di)(di)黨(dang)政主要(yao)(yao)領導的(de)(de)重(zhong)視與支持(chi);對(dui)外(wai)要(yao)(yao)積(ji)極(ji)(ji)做(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)與有(you)(you)關部(bu)(bu)門的(de)(de)溝(gou)通協(xie)調(diao),努力(li)形(xing)成支持(chi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)改革(ge)發(fa)展的(de)(de)共(gong)識和(he)(he)(he)(he)合(he)(he)力(li);對(dui)下(xia)要(yao)(yao)積(ji)極(ji)(ji)做(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)指導和(he)(he)(he)(he)服(fu)務,為(wei)監(jian)管企(qi)(qi)業(ye)(ye)和(he)(he)(he)(he)下(xia)級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委提供方(fang)向指引(yin)和(he)(he)(he)(he)撐腰(yao)支持(chi);對(dui)社會要(yao)(yao)積(ji)極(ji)(ji)做(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)輿論(lun)宣傳,努力(li)創(chuang)造(zao)全社會支持(chi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)改革(ge)發(fa)展的(de)(de)良(liang)好(hao)(hao)(hao)(hao)(hao)(hao)外(wai)部(bu)(bu)環境;對(dui)內要(yao)(yao)積(ji)極(ji)(ji)做(zuo)好(hao)(hao)(hao)(hao)(hao)(hao)實踐(jian)總(zong)結(jie)和(he)(he)(he)(he)理(li)論(lun)研究,不斷提高(gao)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管工作(zuo)(zuo)能力(li)和(he)(he)(he)(he)水(shui)平。

  三、 扎實做(zuo)好指導監督工作的幾點要求

  今年是(shi)(shi)全(quan)面(mian)貫徹黨(dang)的(de)十(shi)八大(da)精(jing)神的(de)開局(ju)之年,也是(shi)(shi)落實(shi)“十(shi)二五(wu)”指導(dao)監(jian)督工作(zuo)主要(yao)(yao)任務的(de)重要(yao)(yao)一年。各(ge)地(di)國(guo)資委要(yao)(yao)根(gen)據黨(dang)的(de)十(shi)八大(da)和(he)中央經濟工作(zuo)會議(yi)(yi)精(jing)神,按照(zhao)全(quan)國(guo)國(guo)資監(jian)管工作(zuo)會議(yi)(yi)的(de)要(yao)(yao)求,立足本地(di)實(shi)際,努力(li)將指導(dao)監(jian)督工作(zuo)推向(xiang)深(shen)入。在這里,我提(ti)出五(wu)點要(yao)(yao)求:

  (一) 進一步提高深入開展指導監督工作重要性的(de)認識。

  上(shang)(shang)(shang)級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)對下級政府的(de)(de)國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產監(jian)(jian)(jian)管工作進行(xing)指(zhi)導(dao)(dao)和(he)監(jian)(jian)(jian)督(du),是國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)承擔的(de)(de)一(yi)項法定(ding)職(zhi)(zhi)責(ze)(ze)(ze),也是維護國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產“國(guo)(guo)(guo)(guo)家所有”的(de)(de)一(yi)項重要(yao)制度(du)安排。應(ying)當強調,國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)系(xi)統承擔的(de)(de)出資(zi)(zi)(zi)人職(zhi)(zhi)責(ze)(ze)(ze)和(he)面(mian)(mian)上(shang)(shang)(shang)監(jian)(jian)(jian)管職(zhi)(zhi)責(ze)(ze)(ze),是緊(jin)密聯系(xi)、有機(ji)統一(yi)的(de)(de)。衡量和(he)評價(jia)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)工作成效(xiao),不僅要(yao)看(kan)(kan)出資(zi)(zi)(zi)人職(zhi)(zhi)責(ze)(ze)(ze)履行(xing)得好(hao)不好(hao),還要(yao)看(kan)(kan)面(mian)(mian)上(shang)(shang)(shang)監(jian)(jian)(jian)管的(de)(de)指(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)職(zhi)(zhi)責(ze)(ze)(ze)履行(xing)得好(hao)不好(hao)。這兩(liang)方面(mian)(mian)工作同等重要(yao)、缺一(yi)不可。各地國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)一(yi)定(ding)要(yao)認真(zhen)貫徹落實(shi)黨的(de)(de)十八大(da)精神,自覺將指(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工作放(fang)(fang)到(dao)推動完(wan)善國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管體(ti)制的(de)(de)重要(yao)舉措上(shang)(shang)(shang)來(lai)認識,放(fang)(fang)到(dao)確保全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管政策協調統一(yi)的(de)(de)高(gao)度(du)上(shang)(shang)(shang)來(lai)認識,放(fang)(fang)到(dao)保障實(shi)現“十二五”時(shi)期國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企改革發展“兩(liang)新目標”的(de)(de)迫切需(xu)要(yao)上(shang)(shang)(shang)來(lai)認識,放(fang)(fang)到(dao)進一(yi)步加強國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)系(xi)統自身建設的(de)(de)內在要(yao)求上(shang)(shang)(shang)來(lai)認識。

  (二)全面落實指導監督工作各項規定和制度要求。

  各地國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)要(yao)繼續按照(zhao)《地方(fang)國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)管(guan)工(gong)作指(zhi)導監(jian)(jian)督(du)(du)辦法(fa)》(國(guo)(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)令第25號),進一步明確指(zhi)導監(jian)(jian)督(du)(du)工(gong)作的(de)主要(yao)職責和(he)要(yao)求。要(yao)認真(zhen)(zhen)執行立(li)法(fa)備(bei)案、依(yi)法(fa)實(shi)施督(du)(du)查和(he)重大事項(xiang)報告等(deng)規(gui)定(ding),切實(shi)做到(dao)下級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)制定(ding)的(de)規(gui)范性文件,及時報送上級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)備(bei)案;下級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)機構設置(zhi)、監(jian)(jian)管(guan)范圍(wei)發生重大變動等(deng)情況,及時報告上級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)。要(yao)嚴格按照(zhao)指(zhi)導監(jian)(jian)督(du)(du)工(gong)作事項(xiang)和(he)方(fang)式的(de)規(gui)定(ding),認真(zhen)(zhen)履(lv)行好國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)工(gong)作中(zhong)逐級(ji)(ji)監(jian)(jian)督(du)(du)職責,對一些地方(fang)出現的(de)不符(fu)合改(gai)革(ge)方(fang)向(xiang)和(he)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)政(zheng)策法(fa)律規(gui)定(ding)的(de)做法(fa),上級(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)應當(dang)及時與當(dang)地政(zheng)府(fu)及國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)(wei)溝通(tong)協調,提出改(gai)進的(de)意見和(he)建議。

  (三)切實搞好(hao)綜合指導(dao)和專業指導(dao)的(de)協調聯動。

  指(zhi)導(dao)監(jian)(jian)督(du)工(gong)作(zuo)涉及面廣、綜合(he)性(xing)強。各地國(guo)資委要進一(yi)步將綜合(he)指(zhi)導(dao)和專業(ye)(ye)指(zhi)導(dao)有(you)(you)機結合(he)起來,充分調(diao)動兩個方面的(de)(de)積極性(xing)。綜合(he)指(zhi)導(dao)要以推動完善(shan)國(guo)資監(jian)(jian)管(guan)體制、加(jia)快實(shi)現經(jing)營性(xing)國(guo)有(you)(you)資產集(ji)中(zhong)統一(yi)監(jian)(jian)管(guan)、指(zhi)導(dao)地方發揮(hui)國(guo)有(you)(you)經(jing)濟(ji)主導(dao)作(zuo)用等為重點,牽頭制定年度指(zhi)導(dao)監(jian)(jian)督(du)工(gong)作(zuo)計劃,組織落實(shi)各項工(gong)作(zuo)任務(wu),及時總結分析面上情況(kuang),注意(yi)發揮(hui)綜合(he)歸(gui)口、協(xie)調(diao)服(fu)務(wu)的(de)(de)作(zuo)用。專業(ye)(ye)指(zhi)導(dao)要按(an)照本業(ye)(ye)務(wu)領域(yu)(yu)的(de)(de)職責分工(gong),細化(hua)(hua)和規(gui)范專業(ye)(ye)工(gong)作(zuo)流(liu)程,強化(hua)(hua)全系統專業(ye)(ye)培訓,宣傳學習好本業(ye)(ye)務(wu)領域(yu)(yu)的(de)(de)新政策和新要求,不斷(duan)推進國(guo)資監(jian)(jian)管(guan)專業(ye)(ye)領域(yu)(yu)工(gong)作(zuo)的(de)(de)深化(hua)(hua)和提(ti)高(gao)。要按(an)照提(ti)高(gao)工(gong)作(zuo)效(xiao)率和執(zhi)行力的(de)(de)要求,優化(hua)(hua)指(zhi)導(dao)監(jian)(jian)督(du)工(gong)作(zuo)的(de)(de)職能配置(zhi),綜合(he)歸(gui)口處(chu)室(shi)(shi)要大(da)膽牽頭,切實(shi)履行好匯(hui)總信息、綜合(he)指(zhi)導(dao)、協(xie)調(diao)服(fu)務(wu)等職責,注意(yi)凝聚工(gong)作(zuo)合(he)力,整(zheng)合(he)業(ye)(ye)務(wu)資源,避免單兵(bing)作(zuo)戰(zhan)。有(you)(you)關業(ye)(ye)務(wu)處(chu)室(shi)(shi)要立足國(guo)資監(jian)(jian)管(guan)全局,按(an)照指(zhi)導(dao)監(jian)(jian)督(du)工(gong)作(zuo)的(de)(de)統一(yi)部(bu)署,積極開展國(guo)資監(jian)(jian)管(guan)各項專業(ye)(ye)工(gong)作(zuo),提(ti)高(gao)指(zhi)導(dao)監(jian)(jian)督(du)專業(ye)(ye)工(gong)作(zuo)水平。

  (四)進一步增強(qiang)指(zhi)導監督工作的針對性(xing)和(he)有效(xiao)性(xing)。

  指導(dao)(dao)監(jian)督(du)工作(zuo)開展得(de)好(hao)不好(hao),很大(da)(da)程度上取決(jue)于我們(men)工作(zuo)的(de)針對性和(he)有效性。各地(di)國資(zi)委(wei)要緊(jin)(jin)緊(jin)(jin)圍繞“十(shi)二五”國資(zi)監(jian)管的(de)主(zhu)(zhu)要任務和(he)重(zhong)(zhong)點問(wen)題(ti),結合(he)本(ben)地(di)區實際,注意分階段選擇一兩(liang)個重(zhong)(zhong)點,力爭實現重(zhong)(zhong)點突破。要不斷(duan)豐(feng)富(fu)工作(zuo)手(shou)段,采(cai)取召開片區座談會、出(chu)臺規范性文(wen)件(jian)、與下(xia)級(ji)政府溝通(tong)協調等形式,及時指導(dao)(dao)、幫助下(xia)級(ji)國資(zi)委(wei)解(jie)決(jue)工作(zuo)中遇到(dao)的(de)突出(chu)問(wen)題(ti)。要進一步(bu)搭建和(he)完善網絡(luo)、簡報、期刊等信息交流平臺,及時總(zong)結交流國資(zi)監(jian)管的(de)好(hao)做法、好(hao)經驗,擴(kuo)大(da)(da)先進典型的(de)示范效應。要切(qie)實轉變指導(dao)(dao)監(jian)督(du)工作(zuo)的(de)作(zuo)風,加(jia)強調查研究,主(zhu)(zhu)動到(dao)工作(zuo)難(nan)度大(da)(da)、困難(nan)問(wen)題(ti)多的(de)下(xia)級(ji)國資(zi)委(wei)了(le)解(jie)情(qing)況,掌握第一手(shou)材(cai)料,取得(de)工作(zuo)的(de)主(zhu)(zhu)動權。

  (五)繼續加強指(zhi)導(dao)監(jian)督工作(zuo)隊(dui)伍建設(she)。

ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)作(zuo)(zuo)(zuo)(zuo)為(wei)(wei)指(zhi)(zhi)導監(jian)(jian)(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)聯(lian)系(xi)點。今年,要(yao)(yao)正(zheng)(zheng)式啟動這(zhe)項(xiang)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。要(yao)(yao)圍(wei)繞(rao)指(zhi)(zhi)導監(jian)(jian)(jian)督(du)(du)重點工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任(ren)務(wu)(wu),完(wan)善(shan)(shan)相(xiang)關制(zhi)度(du)(du),注意(yi)跟蹤聯(lian)系(xi)點的(de)(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)進(jin)(jin)(jin)展(zhan)情(qing)況,及時(shi)總(zong)結經驗,注意(yi)發(fa)(fa)現問題(ti),通過試(shi)點為(wei)(wei)做(zuo)好(hao)面(mian)上(shang)(shang)指(zhi)(zhi)導監(jian)(jian)(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)提供有(you)(you)益借鑒(jian)。四是(shi)(shi)(shi)建(jian)立(li)地(di)(di)(di)(di)方國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)重點規(gui)(gui)章(zhang)、規(gui)(gui)范(fan)性(xing)文件(jian)季報(bao)制(zhi)度(du)(du)。今年擬(ni)對(dui)各(ge)省(sheng)(sheng)級(ji)(ji)(ji)(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)上(shang)(shang)報(bao)的(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)重點法(fa)規(gui)(gui)、規(gui)(gui)章(zhang)、規(gui)(gui)范(fan)性(xing)文件(jian)進(jin)(jin)(jin)行匯編(bian)整理(li),每(mei)季度(du)(du)編(bian)發(fa)(fa)至各(ge)級(ji)(ji)(ji)(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)機(ji)構(gou),在國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)系(xi)統交流(liu)學(xue)習(xi)借鑒(jian)。

  這里(li),我還要(yao)強調一(yi)下國有企(qi)業列入世貿組織(zhi)《政府采(cai)(cai)購協議(yi)》(GPA)出價的研究工(gong)作(zuo)。《政府采(cai)(cai)購協議(yi)》(GPA)是(shi)(shi)WTO的一(yi)項諸邊協議(yi),宗旨是(shi)(shi)促(cu)進成員方開放政府采(cai)(cai)購市場,擴大國際貿易(yi)。加入GPA,是(shi)(shi)我國入世時作(zuo)出的鄭重(zhong)承諾。希(xi)望(wang)各地國資委高度重(zhong)視,認真組織(zhi)好(hao)相關工(gong)作(zuo)。

  最(zui)后(hou),我就(jiu)進一(yi)(yi)步提升(sheng)指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)水平(ping)再強(qiang)調四(si)點。一(yi)(yi)要(yao)高度(du)重視(shi)指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)。指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)是(shi)(shi)三(san)級(ji)國(guo)資(zi)(zi)(zi)委(wei)(wei)的(de)(de)重要(yao)法(fa)定職責,是(shi)(shi)聯系(xi)上下級(ji)國(guo)資(zi)(zi)(zi)委(wei)(wei)的(de)(de)重要(yao)橋梁,也是(shi)(shi)構建國(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)大格局(ju)(ju)的(de)(de)重要(yao)抓(zhua)手,各級(ji)國(guo)資(zi)(zi)(zi)委(wei)(wei)要(yao)給(gei)予充(chong)分重視(shi),認(ren)真開(kai)(kai)(kai)展有(you)(you)關工(gong)(gong)(gong)(gong)作(zuo)。地(di)市國(guo)資(zi)(zi)(zi)委(wei)(wei)也要(yao)成立指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)領導(dao)(dao)(dao)(dao)(dao)小組,指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)縣(xian)級(ji)政(zheng)府(fu)國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)工(gong)(gong)(gong)(gong)作(zuo)。二要(yao)把指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)著力點放在以下七個方(fang)面(mian):把握原則,指(zhi)引方(fang)向;完善體(ti)制,健全制度(du);撐腰(yao)鼓勁,表彰(zhang)先進;經驗(yan)交流,相互學習;業務培訓,提升(sheng)素質(zhi);研討問(wen)題,集思(si)廣(guang)益;修正偏差,提高效率。三(san)要(yao)將完善國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)體(ti)制作(zuo)為當前和(he)今(jin)后(hou)一(yi)(yi)個時期指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)首(shou)要(yao)任務,努力爭取(qu)在重大問(wen)題上取(qu)得實(shi)質(zhi)性突(tu)破。四(si)要(yao)掌握好開(kai)(kai)(kai)展指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)五個要(yao)點。一(yi)(yi)是(shi)(shi)多到基層調研,掌握第一(yi)(yi)手資(zi)(zi)(zi)料,號準(zhun)脈(mo)搏,開(kai)(kai)(kai)好藥方(fang)。二是(shi)(shi)看準(zhun)的(de)(de)工(gong)(gong)(gong)(gong)作(zuo)要(yao)一(yi)(yi)抓(zhua)到底,不(bu)突(tu)破不(bu)罷手,持之以恒(heng)。三(san)是(shi)(shi)善于(yu)借力發力,打開(kai)(kai)(kai)局(ju)(ju)面(mian)。四(si)是(shi)(shi)要(yao)強(qiang)化委(wei)(wei)內廳局(ju)(ju)(處室)、上下級(ji)國(guo)資(zi)(zi)(zi)委(wei)(wei)之間的(de)(de)合作(zuo)、聯動,進一(yi)(yi)步形成指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)合力。五是(shi)(shi)不(bu)斷探索創新工(gong)(gong)(gong)(gong)作(zuo)方(fang)式(shi)方(fang)法(fa),努力打造(zao)指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)(gong)(gong)作(zuo)的(de)(de)特色(se)和(he)亮(liang)點。
