堅持國有資產監管體制改革正確方向
努力把指導監督地方國資工作推向深入
——在全國國資委系統指導監督工作座談會上的講話

這次會(hui)議是在全國國資委(wei)系(xi)(xi)統(tong)認(ren)真(zhen)(zhen)學(xue)習貫徹(che)黨的(de)(de)十(shi)八(ba)大(da)和(he)中(zhong)央(yang)經(jing)(jing)濟工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)會(hui)議精(jing)神的(de)(de)背(bei)景下(xia)召(zhao)開(kai)的(de)(de)一(yi)次重(zhong)要(yao)會(hui)議。會(hui)議的(de)(de)主(zhu)要(yao)任務是:貫徹(che)落實黨的(de)(de)十(shi)八(ba)大(da)和(he)中(zhong)央(yang)經(jing)(jing)濟工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)會(hui)議精(jing)神以及全國國有(you)資產監(jian)督(du)管(guan)理(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)會(hui)議的(de)(de)部署(shu),回顧總結一(yi)年多來(lai)國資委(wei)系(xi)(xi)統(tong)指導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)新(xin)進展(zhan)和(he)新(xin)成(cheng)效(xiao),研究明確(que)下(xia)一(yi)階段(duan)指導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)(de)重(zhong)點任務和(he)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)要(yao)求。國務院國資委(wei)對(dui)這次會(hui)議高度重(zhong)視,在前不久召(zhao)開(kai)的(de)(de)全國國有(you)資產監(jian)督(du)管(guan)理(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)會(hui)議上,國資委(wei)主(zhu)任、黨委(wei)書記王勇同志代表國資委(wei)黨委(wei)充分肯定了(le)指導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)取得(de)的(de)(de)成(cheng)效(xiao)。針對(dui)本次會(hui)議,王勇同志專(zhuan)門就深入(ru)開(kai)展(zhan)指導(dao)監(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)和(he)進一(yi)步推動構建國資監(jian)管(guan)大(da)格局(ju)提出了(le)明確(que)要(yao)求。大(da)家要(yao)深刻(ke)領會(hui),認(ren)真(zhen)(zhen)落實。下(xia)面,我(wo)講(jiang)三(san)點意見。
一、國(guo)資(zi)委系(xi)統指導監督工(gong)作取(qu)得(de)了新的進展和成效
福州會(hui)議以來,各(ge)級(ji)國資委緊緊圍繞(rao)“國資監(jian)管(guan)上新水平、國企發展上新臺階”的(de)(de)“兩(liang)新目標”,牢牢把握“指導、溝通、交流、服務(wu)”的(de)(de)指導監(jian)督(du)工(gong)作原(yuan)則,勇于開拓實踐,做了大量卓有成效的(de)(de)工(gong)作。
一是(shi)指(zhi)導(dao)(dao)(dao)(dao)監督工(gong)作(zuo)(zuo)組(zu)(zu)織領導(dao)(dao)(dao)(dao)明顯加強。各級國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)重視將指(zhi)導(dao)(dao)(dao)(dao)監督工(gong)作(zuo)(zuo)擺上重要(yao)議(yi)事日程。32個省級國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)普遍成(cheng)立(li)了(le)指(zhi)導(dao)(dao)(dao)(dao)監督工(gong)作(zuo)(zuo)領導(dao)(dao)(dao)(dao)小組(zu)(zu),其中(zhong)20個省級國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)由主(zhu)要(yao)領導(dao)(dao)(dao)(dao)擔任組(zu)(zu)長(chang)。江西(xi)、福建等(deng)(deng)省的大部分地(di)市(shi)級國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)也(ye)成(cheng)立(li)了(le)指(zhi)導(dao)(dao)(dao)(dao)監督工(gong)作(zuo)(zuo)領導(dao)(dao)(dao)(dao)小組(zu)(zu)。北京、云(yun)南(nan)等(deng)(deng)省市(shi)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)領導(dao)(dao)(dao)(dao)班子全體(ti)成(cheng)員集體(ti)出席本(ben)地(di)區指(zhi)導(dao)(dao)(dao)(dao)監督工(gong)作(zuo)(zuo)專(zhuan)題會議(yi)。河(he)南(nan)、黑龍(long)江、內蒙等(deng)(deng)地(di)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)建立(li)了(le)委(wei)領導(dao)(dao)(dao)(dao)定點聯(lian)系督導(dao)(dao)(dao)(dao)制度。許多(duo)地(di)方國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)建立(li)了(le)指(zhi)導(dao)(dao)(dao)(dao)監督工(gong)作(zuo)(zuo)重大問題協(xie)(xie)調(diao)機(ji)制。陜西(xi)省國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)主(zhu)要(yao)領導(dao)(dao)(dao)(dao)專(zhuan)門赴有關地(di)市(shi),與(yu)市(shi)委(wei)、市(shi)政(zheng)府領導(dao)(dao)(dao)(dao)反復溝(gou)通協(xie)(xie)調(diao),使在(zai)機(ji)構(gou)(gou)改(gai)革中(zhong)被撤(che)銷(xiao)的地(di)市(shi)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)得以恢(hui)復。湖(hu)南(nan)省國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)主(zhu)要(yao)領導(dao)(dao)(dao)(dao)積(ji)極(ji)與(yu)省編辦溝(gou)通協(xie)(xie)調(diao),確保市(shi)州國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)在(zai)機(ji)構(gou)(gou)改(gai)革中(zhong)“直(zhi)屬特設機(ji)構(gou)(gou)性質不改(gai)變,人(ren)員編制不減少,職能配(pei)置(zhi)不弱化”。
二(er)是指導(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)規劃(hua)逐(zhu)步(bu)落實(shi)。國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)連續三(san)年(nian)印(yin)發(fa)了年(nian)度(du)指導(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)計(ji)劃(hua),2012年(nian)將計(ji)劃(hua)具體(ti)(ti)分解細化為39項工作(zuo)。北(bei)京、天津、四川等(deng)許多省級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)重(zhong)視制訂(ding)本地(di)(di)區指導(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)長遠規劃(hua)和(he)(he)年(nian)度(du)計(ji)劃(hua),明確(que)(que)總體(ti)(ti)思路和(he)(he)重(zhong)點任務(wu)。遼(liao)寧、云(yun)南、貴州等(deng)省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)還將完善國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產管(guan)理(li)體(ti)(ti)制、推動經營性國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產集中統一(yi)監(jian)(jian)管(guan)等(deng)指導(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)任務(wu),寫入了地(di)(di)方(fang)“十(shi)二(er)五”規劃(hua)綱要或(huo)政府工作(zuo)報告。不(bu)少(shao)地(di)(di)方(fang)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)進一(yi)步(bu)明確(que)(que)指導(dao)(dao)監(jian)(jian)督(du)(du)工作(zuo)的重(zhong)點和(he)(he)步(bu)驟。湖北(bei)省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)提(ti)出2012年(nian)要重(zhong)點“健(jian)(jian)(jian)全組織機(ji)構體(ti)(ti)系(xi)、健(jian)(jian)(jian)全指導(dao)(dao)監(jian)(jian)督(du)(du)體(ti)(ti)系(xi)、健(jian)(jian)(jian)全基(ji)礎管(guan)理(li)體(ti)(ti)系(xi)、健(jian)(jian)(jian)全全覆蓋(gai)體(ti)(ti)系(xi)”。陜西省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)擬訂(ding)了“確(que)(que)保機(ji)構、完成(cheng)單(dan)設(she)、實(shi)現(xian)特設(she)”的“三(san)步(bu)走”計(ji)劃(hua),指導(dao)(dao)推動地(di)(di)市級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)機(ji)構建(jian)設(she)。
三是指(zhi)導(dao)監(jian)(jian)(jian)督工作(zuo)(zuo)(zuo)(zuo)(zuo)信(xin)息渠道進(jin)一步暢通。各級國(guo)(guo)(guo)資(zi)委(wei)(wei)加大指(zhi)導(dao)監(jian)(jian)(jian)督工作(zuo)(zuo)(zuo)(zuo)(zuo)信(xin)息交(jiao)(jiao)流力(li)度。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)委(wei)(wei)辦公廳(ting)在《國(guo)(guo)(guo)資(zi)委(wei)(wei)工作(zuo)(zuo)(zuo)(zuo)(zuo)交(jiao)(jiao)流》中編發(fa)(fa)地(di)方國(guo)(guo)(guo)資(zi)委(wei)(wei)專題(ti),約請(qing)各省級國(guo)(guo)(guo)資(zi)委(wei)(wei)主要負責(ze)同志(zhi)介紹(shao)本(ben)(ben)地(di)特色(se)做(zuo)(zuo)法(fa);監(jian)(jian)(jian)事會(hui)工作(zuo)(zuo)(zuo)(zuo)(zuo)局(ju)(ju)通過《國(guo)(guo)(guo)企監(jian)(jian)(jian)事會(hui)工作(zuo)(zuo)(zuo)(zuo)(zuo)》雜志(zhi),逐省(市(shi)、區)介紹(shao)深化(hua)監(jian)(jian)(jian)事會(hui)工作(zuo)(zuo)(zuo)(zuo)(zuo)的經(jing)驗和成效;法(fa)規(gui)局(ju)(ju)繼(ji)續編發(fa)(fa)地(di)方工作(zuo)(zuo)(zuo)(zuo)(zuo)簡報(bao),并(bing)在委(wei)(wei)機關(guan)網(wang)(wang)站上開(kai)辟(pi)了(le)(le)(le)(le)專欄(lan)。天津、江(jiang)蘇、重慶、甘肅(su)等(deng)地(di)國(guo)(guo)(guo)資(zi)委(wei)(wei)創辦了(le)(le)(le)(le)指(zhi)導(dao)監(jian)(jian)(jian)督工作(zuo)(zuo)(zuo)(zuo)(zuo)簡報(bao)、刊物、網(wang)(wang)站專欄(lan),搭(da)建(jian)了(le)(le)(le)(le)工作(zuo)(zuo)(zuo)(zuo)(zuo)交(jiao)(jiao)流平臺。國(guo)(guo)(guo)資(zi)委(wei)(wei)系(xi)(xi)(xi)統還利用網(wang)(wang)絡(luo)平臺提高(gao)指(zhi)導(dao)監(jian)(jian)(jian)督工作(zuo)(zuo)(zuo)(zuo)(zuo)信(xin)息化(hua)水(shui)平。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)委(wei)(wei)評價局(ju)(ju)建(jian)立(li)(li)了(le)(le)(le)(le)地(di)方國(guo)(guo)(guo)有(you)企業、國(guo)(guo)(guo)資(zi)委(wei)(wei)系(xi)(xi)(xi)統監(jian)(jian)(jian)管(guan)(guan)(guan)企業和國(guo)(guo)(guo)有(you)上市(shi)公司的數據庫;產(chan)權(quan)局(ju)(ju)建(jian)立(li)(li)了(le)(le)(le)(le)覆(fu)蓋全國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)機構的產(chan)權(quan)登記(ji)、產(chan)權(quan)交(jiao)(jiao)易等(deng)產(chan)權(quan)管(guan)(guan)(guan)理(li)信(xin)息系(xi)(xi)(xi)統;收益局(ju)(ju)建(jian)立(li)(li)了(le)(le)(le)(le)國(guo)(guo)(guo)有(you)資(zi)本(ben)(ben)經(jing)營預算工作(zuo)(zuo)(zuo)(zuo)(zuo)信(xin)息系(xi)(xi)(xi)統。浙江(jiang)省國(guo)(guo)(guo)資(zi)委(wei)(wei)構建(jian)了(le)(le)(le)(le)覆(fu)蓋全省的國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)息網(wang)(wang)絡(luo)平臺,做(zuo)(zuo)到“共享監(jian)(jian)(jian)管(guan)(guan)(guan)資(zi)源、凝聚監(jian)(jian)(jian)管(guan)(guan)(guan)合力(li)”。
四是指導(dao)監督工(gong)作(zuo)(zuo)途徑方(fang)法(fa)不斷豐(feng)富。國(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)宣傳局聯合上海、廣東、江(jiang)西(xi)等省市(shi)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei),共同(tong)舉辦(ban)“中(zhong)央(yang)企業先(xian)進精(jing)神巡回報(bao)告(gao)會”;紀委(wei)(wei)(wei)(wei)監察(cha)局邀請(qing)(qing)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)省級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)加入(ru)中(zhong)央(yang)企業懲防(fang)體(ti)系(xi)建(jian)(jian)設促進組。浙江(jiang)、江(jiang)蘇等省國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)主動(dong)爭取省政(zheng)(zheng)府轉(zhuan)發了加強(qiang)縣級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管工(gong)作(zuo)(zuo)的(de)意見,為(wei)指導(dao)縣級(ji)(ji)(ji)經營性國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產實現“全(quan)(quan)覆(fu)蓋、全(quan)(quan)過程、全(quan)(quan)方(fang)位”監管提供(gong)了政(zheng)(zheng)策(ce)依據(ju)。廣西(xi)自治區國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)組織開展了對地(di)市(shi)級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)建(jian)(jian)章立(li)制(zhi)、執行政(zheng)(zheng)策(ce)法(fa)規制(zhi)度(du)(du)情況的(de)集中(zhong)檢查。一年多來,不少地(di)方(fang)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)積極探索建(jian)(jian)立(li)指導(dao)監督工(gong)作(zuo)(zuo)聯系(xi)點制(zhi)度(du)(du)。湖北省國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)選擇13個(ge)縣級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei),河南省國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)選擇10個(ge)省直管試點縣,深入(ru)推(tui)廣“建(jian)(jian)設大國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)、打造大平臺、配置大資(zi)(zi)(zi)(zi)(zi)(zi)源”的(de)經驗(yan)。一些省級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)還嘗(chang)試建(jian)(jian)立(li)對下級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的(de)考(kao)核(he)(he)評價(jia)機(ji)制(zhi)。山東、江(jiang)西(xi)等省國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)把體(ti)制(zhi)完善、國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管等專項工(gong)作(zuo)(zuo)作(zuo)(zuo)為(wei)主要指標,組織開展了對地(di)市(shi)級(ji)(ji)(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的(de)考(kao)核(he)(he)評價(jia)。云南省國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)報(bao)請(qing)(qing)省委(wei)(wei)(wei)(wei)、省政(zheng)(zheng)府同(tong)意,將16個(ge)州市(shi)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管工(gong)作(zuo)(zuo)納入(ru)當地(di)政(zheng)(zheng)府業績考(kao)核(he)(he)范(fan)疇。

總體來看(kan),經過(guo)國(guo)資委(wei)系(xi)統(tong)一年多的(de)共同努力,全國(guo)指導監督工作取得了(le)新的(de)進展和成效(xiao)。突出表現在(zai):
經營性國(guo)有(you)資(zi)(zi)(zi)產集中統(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)邁出新步伐。根(gen)據27個省(sheng)級國(guo)資(zi)(zi)(zi)委的統(tong)計(ji)數據,2011年與2010年相比(bi),14個省(sheng)級國(guo)資(zi)(zi)(zi)委的監(jian)(jian)(jian)(jian)管(guan)覆蓋(gai)面有(you)所擴(kuo)(kuo)大,湖北、海(hai)南等(deng)(deng)地監(jian)(jian)(jian)(jian)管(guan)覆蓋(gai)面擴(kuo)(kuo)大了(le)5個百分(fen)點以上(shang)。繼4個直轄市實現監(jian)(jian)(jian)(jian)管(guan)全覆蓋(gai)之后,山東、河(he)北、江(jiang)蘇(su)、寧夏、青島等(deng)(deng)近20個省(sheng)市國(guo)資(zi)(zi)(zi)委的監(jian)(jian)(jian)(jian)管(guan)覆蓋(gai)面超(chao)過或接(jie)近90%。長(chang)沙、鄭州、聊城等(deng)(deng)市實現了(le)全覆蓋(gai)監(jian)(jian)(jian)(jian)管(guan)。上(shang)海(hai)、廣州等(deng)(deng)經濟發達(da)地區的大部分(fen)區縣也基本實現了(le)經營性國(guo)有(you)資(zi)(zi)(zi)產集中統(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)。特定(ding)行(xing)業(ye)和領(ling)域經營性國(guo)有(you)資(zi)(zi)(zi)產集中統(tong)一(yi)(yi)(yi)監(jian)(jian)(jian)(jian)管(guan)取得一(yi)(yi)(yi)定(ding)突破(po)。廣西(xi)、內(nei)蒙(meng)古、昆明、沈陽等(deng)(deng)地國(guo)資(zi)(zi)(zi)委將(jiang)金融企業(ye)納(na)入監(jian)(jian)(jian)(jian)管(guan)范(fan)(fan)圍(wei)(wei),深圳(zhen)等(deng)(deng)地國(guo)資(zi)(zi)(zi)委將(jiang)文化、科技企業(ye)納(na)入監(jian)(jian)(jian)(jian)管(guan)范(fan)(fan)圍(wei)(wei),陜西(xi)省(sheng)國(guo)資(zi)(zi)(zi)委將(jiang)事業(ye)單位改(gai)制企業(ye)納(na)入監(jian)(jian)(jian)(jian)管(guan)范(fan)(fan)圍(wei)(wei)。
地(di)(di)市(shi)(shi)和縣(xian)(xian)(xian)級國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)體(ti)制出現(xian)積極變化。前幾年比(bi)較(jiao)嚴重的(de)(de)(de)(de)(de)地(di)(di)市(shi)(shi)級國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)被撤(che)并(bing)(bing)或行政(zheng)(zheng)化現(xian)象得到有(you)(you)(you)效緩解。湖(hu)南(nan)、廣西、浙(zhe)江(jiang)等(deng)省全部地(di)(di)市(shi)(shi)單獨設(she)(she)(she)(she)(she)立(li)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei),并(bing)(bing)保持直(zhi)屬特(te)設(she)(she)(she)(she)(she)機(ji)構性質。四川(chuan)省國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)指(zhi)導(dao)推動(dong)20個市(shi)(shi)州(zhou)單獨組建(jian)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)。廣東、云南(nan)、江(jiang)西等(deng)省國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)指(zhi)導(dao)推動(dong)地(di)(di)市(shi)(shi)級國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)構建(jian)設(she)(she)(she)(she)(she),使有(you)(you)(you)的(de)(de)(de)(de)(de)地(di)(di)市(shi)(shi)新設(she)(she)(she)(she)(she)了(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei),有(you)(you)(you)的(de)(de)(de)(de)(de)恢復了(le)被撤(che)并(bing)(bing)的(de)(de)(de)(de)(de)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei),有(you)(you)(you)的(de)(de)(de)(de)(de)重新明(ming)(ming)確(que)(que)了(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)(de)(de)(de)直(zhi)屬特(te)設(she)(she)(she)(she)(she)機(ji)構性質。從縣(xian)(xian)(xian)級國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)情況看,責(ze)任主(zhu)(zhu)體(ti)加(jia)快落實。安徽(hui)、江(jiang)西等(deng)省90%左右的(de)(de)(de)(de)(de)區(qu)(qu)縣(xian)(xian)(xian)確(que)(que)定了(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)構。湖(hu)北98%的(de)(de)(de)(de)(de)區(qu)(qu)縣(xian)(xian)(xian)明(ming)(ming)確(que)(que)了(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)責(ze)任主(zhu)(zhu)體(ti),其中(zhong)有(you)(you)(you)的(de)(de)(de)(de)(de)作為縣(xian)(xian)(xian)級政(zheng)(zheng)府(fu)直(zhi)屬特(te)設(she)(she)(she)(she)(she)機(ji)構。海南(nan)等(deng)不少地(di)(di)方(fang)也有(you)(you)(you)一些區(qu)(qu)縣(xian)(xian)(xian)新設(she)(she)(she)(she)(she)立(li)了(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)。深圳(zhen)在(zai)大部門制改革、機(ji)構大幅(fu)精簡的(de)(de)(de)(de)(de)背景下,穩固了(le)各區(qu)(qu)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)的(de)(de)(de)(de)(de)設(she)(she)(she)(she)(she)置。在(zai)地(di)(di)市(shi)(shi)和縣(xian)(xian)(xian)級國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)責(ze)任主(zhu)(zhu)體(ti)加(jia)快明(ming)(ming)確(que)(que)的(de)(de)(de)(de)(de)同時,國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)構的(de)(de)(de)(de)(de)職責(ze)也隨(sui)之(zhi)得到調(diao)整充實。陜(shan)西省不少地(di)(di)市(shi)(shi)政(zheng)(zheng)府(fu)公(gong)布了(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)監管(guan)(guan)企(qi)業名單。大連(lian)、廈門、煙臺、珠海等(deng)地(di)(di)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)比(bi)較(jiao)完整地(di)(di)落實了(le)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)本收益(yi)職責(ze)。許多縣(xian)(xian)(xian)級政(zheng)(zheng)府(fu)將自(zi)然(ran)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源類資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產明(ming)(ming)確(que)(que)交由國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)機(ji)構管(guan)(guan)理。
地(di)(di)方(fang)(fang)國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)(gong)作(zuo)普遍深化。河北等(deng)地(di)(di)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)通過指導(dao)監(jian)(jian)督工(gong)(gong)(gong)作(zuo)的開(kai)展,切(qie)實加(jia)(jia)強(qiang)本地(di)(di)區(qu)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)系統(tong)建設,突出“管(guan)(guan)戰略、明主(zhu)(zhu)業(ye)、定規(gui)劃(hua)、嚴考核”的監(jian)(jian)管(guan)(guan)重點,完善了(le)國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)(gong)作(zuo)閉環鏈條(tiao)。許(xu)多地(di)(di)方(fang)(fang)重視(shi)通過政策(ce)法(fa)規(gui)加(jia)(jia)強(qiang)指導(dao)監(jian)(jian)督工(gong)(gong)(gong)作(zuo)。西(xi)藏自治區(qu)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)制定了(le)監(jian)(jian)管(guan)(guan)企(qi)業(ye)重大事項核準備案(an)目(mu)錄。天(tian)津、山東等(deng)地(di)(di)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)健(jian)全(quan)(quan)(quan)了(le)重要子企(qi)業(ye)和(he)(he)(he)境外國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)制度,使國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)(guan)工(gong)(gong)(gong)作(zuo)更為規(gui)范。湖南(nan)、寧(ning)夏、新(xin)疆兵團(tuan)等(deng)地(di)(di)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)借鑒(jian)國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)做(zuo)法(fa),加(jia)(jia)快(kuai)(kuai)了(le)規(gui)范董事會建設。隨著(zhu)指導(dao)監(jian)(jian)督工(gong)(gong)(gong)作(zuo)的全(quan)(quan)(quan)面展開(kai),各地(di)(di)國(guo)(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)(gong)作(zuo)的針對(dui)性和(he)(he)(he)有效性也得到增強(qiang)。江蘇省國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)堅持推(tui)動(dong)企(qi)業(ye)做(zuo)強(qiang)主(zhu)(zhu)業(ye),連(lian)續4年對(dui)不(bu)符(fu)合國(guo)(guo)(guo)(guo)有資(zi)(zi)本發展方(fang)(fang)向、不(bu)屬(shu)于企(qi)業(ye)主(zhu)(zhu)業(ye)的資(zi)(zi)產(chan)進行清理整(zheng)(zheng)(zheng)合退出。吉(ji)林(lin)、內蒙(meng)古、青海、青島、寧(ning)波等(deng)地(di)(di)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)在全(quan)(quan)(quan)系統(tong)強(qiang)調(diao)依托和(he)(he)(he)挖掘地(di)(di)方(fang)(fang)資(zi)(zi)源、品(pin)牌優勢,加(jia)(jia)大促(cu)進地(di)(di)方(fang)(fang)特色產(chan)業(ye)和(he)(he)(he)優勢企(qi)業(ye)轉型升級。山東省國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)積極指導(dao)推(tui)動(dong)監(jian)(jian)管(guan)(guan)企(qi)業(ye)重組(zu)(zu)調(diao)整(zheng)(zheng)(zheng),通過重組(zu)(zu)調(diao)整(zheng)(zheng)(zheng)加(jia)(jia)快(kuai)(kuai)實現(xian)“資(zi)(zi)本調(diao)優、規(gui)模調(diao)大、主(zhu)(zhu)業(ye)調(diao)精、整(zheng)(zheng)(zheng)體(ti)調(diao)強(qiang)”的戰略目(mu)標。

回(hui)顧國(guo)資(zi)委(wei)(wei)系(xi)統開展指(zhi)導監(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的(de)(de)三(san)年實踐,在(zai)各級國(guo)資(zi)委(wei)(wei)的(de)(de)努力下(xia),實現了五個推(tui)動(dong)(dong):一(yi)(yi)是推(tui)動(dong)(dong)了地(di)方國(guo)有(you)資(zi)產監(jian)(jian)(jian)(jian)(jian)管(guan)體制的(de)(de)完(wan)善;二是推(tui)動(dong)(dong)了地(di)方國(guo)資(zi)委(wei)(wei)依法履(lv)行出資(zi)人職責;三(san)是推(tui)動(dong)(dong)了國(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)大(da)格局的(de)(de)形成(cheng);四是推(tui)動(dong)(dong)了地(di)方做強做優優勢(shi)特色企業;五是推(tui)動(dong)(dong)了地(di)方國(guo)資(zi)監(jian)(jian)(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)(zuo)隊伍素質的(de)(de)提(ti)升。在(zai)充分肯定(ding)成(cheng)績的(de)(de)同(tong)時,我(wo)們也要(yao)清醒(xing)地(di)認(ren)識到,當前指(zhi)導監(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)仍然存在(zai)一(yi)(yi)些(xie)不(bu)容忽視的(de)(de)薄弱環(huan)節和問(wen)題。比如,國(guo)資(zi)委(wei)(wei)系(xi)統指(zhi)導監(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)進展明顯(xian)不(bu)平衡(heng),少數地(di)方開展指(zhi)導監(jian)(jian)(jian)(jian)(jian)督(du)存在(zai)畏難情緒,工(gong)(gong)作(zuo)(zuo)力度不(bu)夠;有(you)的(de)(de)地(di)方國(guo)資(zi)委(wei)(wei)在(zai)指(zhi)導監(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)中重(zhong)點不(bu)突出,工(gong)(gong)作(zuo)(zuo)措(cuo)施流(liu)于形式,針對性不(bu)強;還(huan)有(you)的(de)(de)地(di)方國(guo)資(zi)委(wei)(wei)綜合指(zhi)導與專業指(zhi)導相互脫節,未能(neng)形成(cheng)指(zhi)導監(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的(de)(de)合力。這些(xie)問(wen)題需(xu)要(yao)我(wo)們在(zai)下(xia)一(yi)(yi)步工(gong)(gong)作(zuo)(zuo)中認(ren)真加以解決(jue)。
二、深入推進指導監督工作的重點任務
黨(dang)的(de)十(shi)八(ba)大和中央(yang)經濟工(gong)(gong)作(zuo)會議(yi)(yi)明確強調(diao),要(yao)毫不動(dong)搖鞏固和發展(zhan)公有(you)(you)(you)制(zhi)(zhi)(zhi)經濟,深(shen)(shen)化國(guo)有(you)(you)(you)企業(ye)改(gai)革,完善各類國(guo)有(you)(you)(you)資產管(guan)(guan)理體制(zhi)(zhi)(zhi),不斷增強國(guo)有(you)(you)(you)經濟的(de)活(huo)力、控制(zhi)(zhi)(zhi)力、影響力。這既是(shi)(shi)對(dui)黨(dang)的(de)十(shi)六大以來國(guo)有(you)(you)(you)資產管(guan)(guan)理體制(zhi)(zhi)(zhi)改(gai)革成(cheng)效的(de)充分(fen)肯定,也為(wei)我們(men)進(jin)一(yi)步加強指導監(jian)(jian)督(du)工(gong)(gong)作(zuo)指明了(le)方向。剛(gang)剛(gang)閉幕的(de)全國(guo)國(guo)有(you)(you)(you)資產監(jian)(jian)督(du)管(guan)(guan)理工(gong)(gong)作(zuo)會議(yi)(yi)深(shen)(shen)入(ru)分(fen)析了(le)當前經濟形勢,明確了(le)今(jin)(jin)年(nian)國(guo)資監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)的(de)總體要(yao)求和主要(yao)任(ren)務(wu)。我們(men)要(yao)深(shen)(shen)刻(ke)領會并認真貫徹黨(dang)的(de)十(shi)八(ba)大、中央(yang)經濟工(gong)(gong)作(zuo)會議(yi)(yi)和全國(guo)國(guo)有(you)(you)(you)資產監(jian)(jian)督(du)管(guan)(guan)理工(gong)(gong)作(zuo)會議(yi)(yi)精神,適應(ying)新(xin)形勢新(xin)任(ren)務(wu)新(xin)要(yao)求,在深(shen)(shen)入(ru)推進(jin)指導監(jian)(jian)督(du)工(gong)(gong)作(zuo)中,以加快完善國(guo)有(you)(you)(you)資產管(guan)(guan)理體制(zhi)(zhi)(zhi)為(wei)核(he)心(xin)任(ren)務(wu),堅(jian)持國(guo)有(you)(you)(you)資產管(guan)(guan)理體制(zhi)(zhi)(zhi)改(gai)革的(de)正確方向,立足(zu)提高國(guo)有(you)(you)(you)資產監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)水平,繼續開創指導監(jian)(jian)督(du)工(gong)(gong)作(zuo)新(xin)局面。今(jin)(jin)年(nian)指導監(jian)(jian)督(du)工(gong)(gong)作(zuo)的(de)重點(dian)任(ren)務(wu)是(shi)(shi):
(一(yi))繼續完善國資委的機構性質和職能(neng)定位。
正確把握國(guo)(guo)資(zi)委(wei)的(de)機(ji)(ji)構(gou)性(xing)質(zhi)(zhi)和(he)(he)職能(neng)定位(wei)(wei),是完(wan)善(shan)企業國(guo)(guo)有(you)(you)(you)資(zi)產(chan)監(jian)管體制的(de)重(zhong)要(yao)內容。國(guo)(guo)資(zi)委(wei)作為(wei)政(zheng)(zheng)府直屬特設機(ji)(ji)構(gou)的(de)性(xing)質(zhi)(zhi)定位(wei)(wei),體現了(le)我們專(zhuan)(zhuan)門履行(xing)(xing)出(chu)資(zi)人(ren)(ren)職責、專(zhuan)(zhuan)司國(guo)(guo)有(you)(you)(you)資(zi)產(chan)監(jian)管,不(bu)(bu)(bu)同于行(xing)(xing)政(zheng)(zheng)部(bu)門行(xing)(xing)使社(she)會(hui)(hui)公共(gong)管理職能(neng)的(de)根本(ben)特征。王勇主任(ren)在《十八大報告輔導讀本(ben)》中,專(zhuan)(zhuan)門就這個問(wen)題撰寫了(le)輔導文章,國(guo)(guo)資(zi)委(wei)系統要(yao)深入學習領(ling)會(hui)(hui)。要(yao)繼(ji)續堅(jian)(jian)持(chi)國(guo)(guo)資(zi)監(jian)管體制改革的(de)“五項原(yuan)則(ze)”,即堅(jian)(jian)持(chi)社(she)會(hui)(hui)主義基本(ben)經濟制度和(he)(he)市場經濟改革方向,堅(jian)(jian)持(chi)政(zheng)(zheng)企分(fen)開、政(zheng)(zheng)資(zi)分(fen)開、所(suo)(suo)有(you)(you)(you)權(quan)(quan)和(he)(he)經營權(quan)(quan)相(xiang)分(fen)離,堅(jian)(jian)持(chi)“國(guo)(guo)家所(suo)(suo)有(you)(you)(you)、分(fen)級(ji)代表”,堅(jian)(jian)持(chi)“權(quan)(quan)利、義務和(he)(he)責任(ren)相(xiang)統一(yi),管資(zi)產(chan)和(he)(he)管人(ren)(ren)、管事(shi)相(xiang)結(jie)合”,堅(jian)(jian)持(chi)省(sheng)和(he)(he)地市兩級(ji)國(guo)(guo)資(zi)委(wei)作為(wei)政(zheng)(zheng)府直屬特設機(ji)(ji)構(gou)的(de)性(xing)質(zhi)(zhi)定位(wei)(wei)不(bu)(bu)(bu)動搖(yao)。否則(ze)就會(hui)(hui)回歸政(zheng)(zheng)企不(bu)(bu)(bu)分(fen)、政(zheng)(zheng)資(zi)不(bu)(bu)(bu)分(fen)的(de)舊體制。要(yao)依(yi)法(fa)保(bao)持(chi)國(guo)(guo)資(zi)監(jian)管機(ji)(ji)構(gou)的(de)專(zhuan)(zhuan)門性(xing)和(he)(he)獨立(li)性(xing),國(guo)(guo)務院、省(sheng)和(he)(he)地市三級(ji)國(guo)(guo)資(zi)委(wei)都必須(xu)依(yi)法(fa)設立(li),不(bu)(bu)(bu)能(neng)因監(jian)管資(zi)產(chan)類型的(de)多樣化而(er)改變(bian)各級(ji)國(guo)(guo)資(zi)委(wei)直屬特設機(ji)(ji)構(gou)的(de)性(xing)質(zhi)(zhi)。此外,國(guo)(guo)資(zi)委(wei)作為(wei)出(chu)資(zi)人(ren)(ren)機(ji)(ji)構(gou)應有(you)(you)(you)的(de)法(fa)定職責至今仍不(bu)(bu)(bu)到位(wei)(wei)的(de),要(yao)抓(zhua)緊(jin)落(luo)實(shi)到位(wei)(wei)。要(yao)處理好出(chu)資(zi)人(ren)(ren)行(xing)(xing)使所(suo)(suo)有(you)(you)(you)權(quan)(quan)與企業行(xing)(xing)使經營權(quan)(quan)的(de)關系,搞準出(chu)資(zi)人(ren)(ren)機(ji)(ji)構(gou)的(de)監(jian)管定位(wei)(wei),并切實(shi)做到不(bu)(bu)(bu)缺位(wei)(wei)、不(bu)(bu)(bu)錯(cuo)位(wei)(wei)、不(bu)(bu)(bu)越位(wei)(wei)。
(二)進(jin)一步完善企業(ye)國(guo)有資產監管法規制度體系。
健(jian)全(quan)企(qi)業(ye)國(guo)(guo)有資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)法(fa)(fa)規(gui)制(zhi)度(du)體(ti)(ti)系(xi)(xi)(xi),是推動完(wan)善新(xin)體(ti)(ti)制(zhi)的(de)(de)(de)(de)重要抓(zhua)(zhua)手(shou)。黨的(de)(de)(de)(de)十八大(da)報告強調指出,“要把制(zhi)度(du)建設(she)擺在突出位置”,“構建系(xi)(xi)(xi)統(tong)完(wan)備(bei)、科(ke)學(xue)(xue)規(gui)范(fan)、運行有效的(de)(de)(de)(de)制(zhi)度(du)體(ti)(ti)系(xi)(xi)(xi),使各方面制(zhi)度(du)更(geng)加(jia)成(cheng)熟更(geng)加(jia)定型。”這說明(ming),要完(wan)善國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)體(ti)(ti)制(zhi),應當更(geng)加(jia)重視法(fa)(fa)規(gui)制(zhi)度(du)建設(she)。近十年(nian)來,經(jing)(jing)(jing)過國(guo)(guo)資(zi)(zi)(zi)委系(xi)(xi)(xi)統(tong)的(de)(de)(de)(de)共同努力,在立法(fa)(fa)機關支持下,以(yi)《企(qi)業(ye)國(guo)(guo)有資(zi)(zi)(zi)產法(fa)(fa)》為龍頭,以(yi)《企(qi)業(ye)國(guo)(guo)有資(zi)(zi)(zi)產監(jian)(jian)督管(guan)(guan)理暫行條例》為基礎,以(yi)國(guo)(guo)有資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)規(gui)章(zhang)、規(gui)范(fan)性文件為主(zhu)要內容的(de)(de)(de)(de)企(qi)業(ye)國(guo)(guo)有資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)法(fa)(fa)規(gui)制(zhi)度(du)體(ti)(ti)系(xi)(xi)(xi)已(yi)經(jing)(jing)(jing)基本形成(cheng)。下一步在深入(ru)開(kai)展(zhan)指導監(jian)(jian)督工作中,要適應完(wan)善新(xin)體(ti)(ti)制(zhi)的(de)(de)(de)(de)需要,更(geng)加(jia)注重總結監(jian)(jian)管(guan)(guan)體(ti)(ti)制(zhi)改(gai)革(ge)的(de)(de)(de)(de)經(jing)(jing)(jing)驗,并將經(jing)(jing)(jing)驗上升(sheng)為制(zhi)度(du)。要學(xue)(xue)習湖北、山東等省的(de)(de)(de)(de)好做法(fa)(fa),加(jia)快推動各地抓(zhua)(zhua)緊出臺地方企(qi)業(ye)國(guo)(guo)有資(zi)(zi)(zi)產監(jian)(jian)管(guan)(guan)條例,不(bu)斷探索健(jian)全(quan)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)各種制(zhi)度(du)規(gui)范(fan)。要適時組織(zhi)對現有國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)規(gui)章(zhang)、規(gui)范(fan)性文件的(de)(de)(de)(de)清理,明(ming)確(que)“立、改(gai)、廢”的(de)(de)(de)(de)要求,努力為各級國(guo)(guo)資(zi)(zi)(zi)委行權履(lv)責提(ti)供成(cheng)熟完(wan)備(bei)的(de)(de)(de)(de)制(zhi)度(du)依據(ju)。
(三(san))不斷完善(shan)國(guo)資(zi)監管組(zu)織體(ti)系(xi)和(he)工作體(ti)系(xi)。
推動完善國(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)組(zu)織體(ti)系和工(gong)(gong)(gong)作(zuo)體(ti)系,是開展指導(dao)監(jian)督(du)工(gong)(gong)(gong)作(zuo)的(de)(de)(de)一項基本內容。要(yao)繼(ji)(ji)續推動地(di)市(shi)單(dan)獨設(she)立(li)(li)國(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)機構(gou)。沒有設(she)立(li)(li)國(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)機構(gou)的(de)(de)(de)地(di)市(shi),要(yao)力爭通過三年努力全(quan)部予以設(she)立(li)(li)。縣級國(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)要(yao)全(quan)面實現明確責任主(zhu)體(ti),并推動國(guo)(guo)(guo)有資(zi)(zi)產數量較大、具備條件的(de)(de)(de)縣設(she)立(li)(li)國(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)機構(gou)。要(yao)繼(ji)(ji)續深入探索國(guo)(guo)(guo)有資(zi)(zi)產監(jian)管(guan)工(gong)(gong)(gong)作(zuo)規律,鼓(gu)勵(li)從(cong)各(ge)地(di)實際情況(kuang)出發,針對當前(qian)國(guo)(guo)(guo)資(zi)(zi)委行權(quan)履責存在(zai)的(de)(de)(de)突(tu)(tu)出矛盾(dun)和問題,突(tu)(tu)出國(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)工(gong)(gong)(gong)作(zuo)重點。要(yao)進(jin)一步充(chong)實完善以主(zhu)業核定、業績考(kao)核、薪酬分配、企業領導(dao)人員任免(mian)和財(cai)務評價、產權(quan)管(guan)理(li)、監(jian)事會監(jian)督(du)、風險管(guan)控為主(zhu)線的(de)(de)(de)國(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)工(gong)(gong)(gong)作(zuo)閉環,加快(kuai)健全(quan)全(quan)國(guo)(guo)(guo)統一的(de)(de)(de)企業國(guo)(guo)(guo)有資(zi)(zi)產基礎管(guan)理(li)工(gong)(gong)(gong)作(zuo)體(ti)系,大力提高國(guo)(guo)(guo)資(zi)(zi)基礎管(guan)理(li)工(gong)(gong)(gong)作(zuo)水平,不斷增強(qiang)國(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)工(gong)(gong)(gong)作(zuo)效率。
(四)積極推進經(jing)營性國有資(zi)產集中統一監(jian)管。
推進經(jing)營性國(guo)有(you)資(zi)產(chan)(chan)(chan)集中統一監(jian)管(guan)(guan),是(shi)在市場(chang)經(jing)濟條(tiao)件下實現(xian)更大(da)范圍、更高層次、更廣領域(yu)優(you)化配置國(guo)有(you)資(zi)源的(de)客觀(guan)需要(yao)(yao),也(ye)是(shi)更好地(di)遵循市場(chang)經(jing)濟規(gui)律和(he)企(qi)業發展規(gui)律的(de)必然要(yao)(yao)求。當(dang)前,要(yao)(yao)密切關(guan)注特定(ding)行(xing)業和(he)領域(yu)新(xin)一輪國(guo)有(you)資(zi)產(chan)(chan)(chan)管(guan)(guan)理體制(zhi)(zhi)改革情況,盡(jin)可能避免(mian)對現(xian)行(xing)國(guo)資(zi)監(jian)管(guan)(guan)體制(zhi)(zhi)產(chan)(chan)(chan)生負面影響。要(yao)(yao)繼續探索對地(di)方金融、文(wen)化、自然資(zi)源等領域(yu)經(jing)營性國(guo)有(you)資(zi)產(chan)(chan)(chan)的(de)監(jian)管(guan)(guan),按照政企(qi)分(fen)開、政資(zi)分(fen)開原則,積極主動向地(di)方黨(dang)委(wei)、政府提(ti)出有(you)關(guan)改革的(de)意見、建議(yi),做好與有(you)關(guan)部門(men)的(de)溝通協調,不(bu)(bu)斷(duan)健全國(guo)有(you)資(zi)產(chan)(chan)(chan)出資(zi)人制(zhi)(zhi)度,防止出現(xian)“多(duo)龍治資(zi)”、條(tiao)塊分(fen)割的(de)格局(ju)。要(yao)(yao)以維護、鞏固、完善(shan)新(xin)體制(zhi)(zhi)為(wei)目(mu)標,審慎探索直接持股、股權(quan)代持、委(wei)托監(jian)管(guan)(guan)等形(xing)式,不(bu)(bu)斷(duan)創新(xin)國(guo)資(zi)委(wei)行(xing)權(quan)履責(ze)、加強監(jian)管(guan)(guan)的(de)有(you)效途徑和(he)方式。
(五)著力打(da)造地方國有優(you)勢(shi)特色企業。
積極推(tui)(tui)動(dong)(dong)打(da)(da)造(zao)地(di)(di)(di)(di)方(fang)國(guo)(guo)有(you)(you)優勢(shi)特(te)色(se)企(qi)業(ye)(ye)(ye),既有(you)(you)利于發(fa)揮地(di)(di)(di)(di)方(fang)國(guo)(guo)有(you)(you)經(jing)濟(ji)(ji)的(de)(de)主導作(zuo)用(yong),也有(you)(you)利于筑牢實(shi)體經(jing)濟(ji)(ji)這(zhe)個堅實(shi)基礎(chu)。因(yin)此,深(shen)入(ru)開(kai)展(zhan)指(zhi)導監督(du)工作(zuo),應當(dang)在(zai)推(tui)(tui)動(dong)(dong)打(da)(da)造(zao)地(di)(di)(di)(di)方(fang)國(guo)(guo)有(you)(you)優勢(shi)特(te)色(se)企(qi)業(ye)(ye)(ye)上下(xia)更(geng)大功夫。要(yao)緊密結(jie)(jie)合(he)本地(di)(di)(di)(di)區發(fa)展(zhan)規劃(hua),立足當(dang)地(di)(di)(di)(di)自(zi)然條件、區位特(te)點、資源(yuan)狀況和(he)產(chan)(chan)業(ye)(ye)(ye)基礎(chu),深(shen)入(ru)論(lun)證并找(zhao)準本地(di)(di)(di)(di)區國(guo)(guo)有(you)(you)優勢(shi)特(te)色(se)企(qi)業(ye)(ye)(ye)的(de)(de)發(fa)展(zhan)方(fang)向(xiang)。要(yao)指(zhi)導監管企(qi)業(ye)(ye)(ye)加快(kuai)轉型升級,調整(zheng)(zheng)產(chan)(chan)業(ye)(ye)(ye)結(jie)(jie)構(gou)、推(tui)(tui)進自(zi)主創新(xin)、優化(hua)(hua)(hua)內(nei)部資源(yuan)配置、實(shi)施企(qi)業(ye)(ye)(ye)重(zhong)組(zu)整(zheng)(zheng)合(he)和(he)推(tui)(tui)進國(guo)(guo)際化(hua)(hua)(hua)經(jing)營(ying),進一(yi)(yi)(yi)步轉變(bian)發(fa)展(zhan)方(fang)式(shi),從而(er)打(da)(da)造(zao)一(yi)(yi)(yi)批具有(you)(you)競爭力(li)(li)和(he)影響力(li)(li)的(de)(de)地(di)(di)(di)(di)方(fang)優勢(shi)特(te)色(se)企(qi)業(ye)(ye)(ye)。要(yao)將培育知名品(pin)牌(pai)作(zuo)為打(da)(da)造(zao)優勢(shi)特(te)色(se)企(qi)業(ye)(ye)(ye)的(de)(de)重(zhong)要(yao)抓(zhua)手,注意指(zhi)導監管企(qi)業(ye)(ye)(ye)制定實(shi)施品(pin)牌(pai)戰(zhan)略,在(zai)深(shen)入(ru)挖掘傳統特(te)色(se)品(pin)牌(pai)資源(yuan)、鞏固擴大其(qi)影響力(li)(li)的(de)(de)基礎(chu)上,結(jie)(jie)合(he)市場和(he)企(qi)業(ye)(ye)(ye)產(chan)(chan)品(pin)結(jie)(jie)構(gou)發(fa)展(zhan)變(bian)化(hua)(hua)(hua),積極培育新(xin)品(pin)牌(pai)。要(yao)通過打(da)(da)造(zao)地(di)(di)(di)(di)方(fang)國(guo)(guo)有(you)(you)優勢(shi)特(te)色(se)企(qi)業(ye)(ye)(ye),更(geng)好(hao)地(di)(di)(di)(di)發(fa)揮地(di)(di)(di)(di)方(fang)國(guo)(guo)有(you)(you)經(jing)濟(ji)(ji)引領、輻射和(he)帶動(dong)(dong)作(zuo)用(yong),努力(li)(li)實(shi)現“培育一(yi)(yi)(yi)個龍頭企(qi)業(ye)(ye)(ye),形成一(yi)(yi)(yi)個優勢(shi)產(chan)(chan)業(ye)(ye)(ye),帶動(dong)(dong)一(yi)(yi)(yi)方(fang)經(jing)濟(ji)(ji)發(fa)展(zhan)”。在(zai)打(da)(da)造(zao)地(di)(di)(di)(di)方(fang)優勢(shi)特(te)色(se)企(qi)業(ye)(ye)(ye)中(zhong),還要(yao)特(te)別關注地(di)(di)(di)(di)方(fang)融資平臺(tai)公司(si)風險防(fang)范問題,要(yao)結(jie)(jie)合(he)新(xin)形勢(shi),進一(yi)(yi)(yi)步指(zhi)導下(xia)級國(guo)(guo)資委(wei)密切(qie)關注系統內(nei)融資平臺(tai)公司(si)的(de)(de)運(yun)行,加強對其(qi)經(jing)營(ying)模(mo)式(shi)、治(zhi)理結(jie)(jie)構(gou)、融資規模(mo)和(he)償債(zhai)能力(li)(li)的(de)(de)跟蹤監管。前一(yi)(yi)(yi)階段,一(yi)(yi)(yi)些地(di)(di)(di)(di)方(fang)推(tui)(tui)進融資平臺(tai)公司(si)適時轉型并有(you)(you)效加強運(yun)營(ying)風險防(fang)控,這(zhe)一(yi)(yi)(yi)做法值(zhi)得各(ge)地(di)(di)(di)(di)學(xue)習借(jie)鑒。
(六)深入構建(jian)國資監管大格局。
在(zai)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委系統推(tui)動構建(jian)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)大(da)(da)格局(ju),是(shi)國(guo)(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委作出(chu)的(de)(de)(de)一(yi)項(xiang)重要(yao)(yao)戰略(lve)部署。一(yi)年多來,各地在(zai)推(tui)動構建(jian)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)大(da)(da)格局(ju)方(fang)面,取得了良好(hao)(hao)(hao)效果。下(xia)一(yi)步,要(yao)(yao)突出(chu)抓(zhua)好(hao)(hao)(hao)“三個著力(li)(li)(li)”:一(yi)是(shi)著力(li)(li)(li)推(tui)動本(ben)地區國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產的(de)(de)(de)集中優(you)化(hua)配(pei)置(zhi)。要(yao)(yao)把(ba)本(ben)地區的(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產和(he)(he)(he)中央企(qi)(qi)業、兄弟省(sheng)市(shi)在(zai)本(ben)地區的(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產放(fang)在(zai)一(yi)個大(da)(da)平臺上(shang)進行優(you)化(hua)配(pei)置(zhi),使這些國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產在(zai)本(ben)地區形成更大(da)(da)的(de)(de)(de)競爭優(you)勢。二是(shi)著力(li)(li)(li)深(shen)化(hua)央地合作和(he)(he)(he)區域合作。要(yao)(yao)注意完善央地合作的(de)(de)(de)協調(diao)機(ji)制,以出(chu)資(zi)(zi)關系為基礎,充(chong)分(fen)尊重市(shi)場(chang)規律,深(shen)入做(zuo)好(hao)(hao)(hao)合作項(xiang)目的(de)(de)(de)研究論(lun)證(zheng),避免重復建(jian)設和(he)(he)(he)資(zi)(zi)源(yuan)浪費,不搞“拉郎配(pei)”。要(yao)(yao)正確(que)處理好(hao)(hao)(hao)“借梯(ti)上(shang)樓”與(yu)自我發(fa)(fa)(fa)展的(de)(de)(de)關系,把(ba)引入外(wai)部資(zi)(zi)源(yuan)與(yu)做(zuo)強做(zuo)優(you)本(ben)地企(qi)(qi)業有(you)機(ji)結(jie)合起(qi)來。三是(shi)著力(li)(li)(li)創(chuang)造有(you)利于國(guo)(guo)(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業改(gai)革(ge)(ge)發(fa)(fa)(fa)展的(de)(de)(de)良好(hao)(hao)(hao)環境。具(ju)體(ti)來說,要(yao)(yao)做(zuo)好(hao)(hao)(hao)以下(xia)工作:對上(shang)要(yao)(yao)加強請(qing)示匯報,主(zhu)動爭取當(dang)地黨政主(zhu)要(yao)(yao)領(ling)導的(de)(de)(de)重視與(yu)支(zhi)(zhi)持(chi);對外(wai)要(yao)(yao)積(ji)極做(zuo)好(hao)(hao)(hao)與(yu)有(you)關部門的(de)(de)(de)溝通協調(diao),努力(li)(li)(li)形成支(zhi)(zhi)持(chi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)發(fa)(fa)(fa)展的(de)(de)(de)共識和(he)(he)(he)合力(li)(li)(li);對下(xia)要(yao)(yao)積(ji)極做(zuo)好(hao)(hao)(hao)指導和(he)(he)(he)服務,為監(jian)管(guan)企(qi)(qi)業和(he)(he)(he)下(xia)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委提供方(fang)向指引和(he)(he)(he)撐腰支(zhi)(zhi)持(chi);對社(she)會要(yao)(yao)積(ji)極做(zuo)好(hao)(hao)(hao)輿論(lun)宣傳,努力(li)(li)(li)創(chuang)造全社(she)會支(zhi)(zhi)持(chi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)發(fa)(fa)(fa)展的(de)(de)(de)良好(hao)(hao)(hao)外(wai)部環境;對內(nei)要(yao)(yao)積(ji)極做(zuo)好(hao)(hao)(hao)實踐總結(jie)和(he)(he)(he)理論(lun)研究,不斷提高國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)工作能力(li)(li)(li)和(he)(he)(he)水平。
三、 扎實做好指導監督工(gong)作的幾點要(yao)求
今(jin)年(nian)是全面貫徹黨的(de)十八大精神(shen)的(de)開局之(zhi)年(nian),也是落(luo)實“十二五(wu)”指導監督工(gong)(gong)作(zuo)(zuo)主要(yao)任務的(de)重要(yao)一年(nian)。各地國(guo)資(zi)委要(yao)根據(ju)黨的(de)十八大和中(zhong)央經濟工(gong)(gong)作(zuo)(zuo)會(hui)議精神(shen),按照全國(guo)國(guo)資(zi)監管工(gong)(gong)作(zuo)(zuo)會(hui)議的(de)要(yao)求(qiu),立(li)足本地實際,努力將指導監督工(gong)(gong)作(zuo)(zuo)推向深(shen)入。在這里,我提出五(wu)點要(yao)求(qiu):
(一) 進一步(bu)提高深入開展指導監督工(gong)作重要性的認識。
上(shang)(shang)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)對下級(ji)政府的(de)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產監管(guan)(guan)工作進行指(zhi)(zhi)導和監督,是(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)承(cheng)擔的(de)一項(xiang)法定職(zhi)(zhi)(zhi)責(ze),也是(shi)(shi)維護國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產“國(guo)(guo)(guo)(guo)家(jia)所有(you)”的(de)一項(xiang)重(zhong)要(yao)(yao)(yao)制度安排(pai)。應當強調(diao),國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)系統承(cheng)擔的(de)出(chu)資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)責(ze)和面上(shang)(shang)監管(guan)(guan)職(zhi)(zhi)(zhi)責(ze),是(shi)(shi)緊密聯系、有(you)機統一的(de)。衡量和評價國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)工作成(cheng)效,不(bu)僅要(yao)(yao)(yao)看出(chu)資(zi)(zi)(zi)人職(zhi)(zhi)(zhi)責(ze)履行得好(hao)(hao)(hao)不(bu)好(hao)(hao)(hao),還(huan)要(yao)(yao)(yao)看面上(shang)(shang)監管(guan)(guan)的(de)指(zhi)(zhi)導監督職(zhi)(zhi)(zhi)責(ze)履行得好(hao)(hao)(hao)不(bu)好(hao)(hao)(hao)。這兩方面工作同等重(zhong)要(yao)(yao)(yao)、缺一不(bu)可(ke)。各地國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)一定要(yao)(yao)(yao)認(ren)真(zhen)貫徹落實(shi)黨的(de)十八大精神,自覺將指(zhi)(zhi)導監督工作放(fang)到(dao)推動完(wan)善國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)體制的(de)重(zhong)要(yao)(yao)(yao)舉措上(shang)(shang)來(lai)認(ren)識,放(fang)到(dao)確保全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監管(guan)(guan)政策協調(diao)統一的(de)高(gao)度上(shang)(shang)來(lai)認(ren)識,放(fang)到(dao)保障實(shi)現“十二五”時期國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企改革發展“兩新(xin)目標”的(de)迫切需要(yao)(yao)(yao)上(shang)(shang)來(lai)認(ren)識,放(fang)到(dao)進一步加(jia)強國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)系統自身建設的(de)內在要(yao)(yao)(yao)求上(shang)(shang)來(lai)認(ren)識。
(二)全面落實(shi)指導監督工作各項規定和制度(du)要求。
各地國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)要(yao)繼續按(an)(an)照(zhao)《地方國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)產監管(guan)工(gong)作(zuo)指導(dao)監督(du)(du)辦法(fa)(fa)》(國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)令第(di)25號),進(jin)一步明確指導(dao)監督(du)(du)工(gong)作(zuo)的(de)主要(yao)職責和(he)(he)要(yao)求(qiu)。要(yao)認(ren)真執行(xing)立法(fa)(fa)備案(an)(an)、依法(fa)(fa)實施督(du)(du)查和(he)(he)重(zhong)大事項報告等(deng)規定(ding)(ding),切實做到下級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)制定(ding)(ding)的(de)規范性(xing)文件,及時(shi)報送上級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)備案(an)(an);下級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)機構(gou)設置、監管(guan)范圍(wei)發生重(zhong)大變動(dong)等(deng)情況,及時(shi)報告上級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)。要(yao)嚴格(ge)按(an)(an)照(zhao)指導(dao)監督(du)(du)工(gong)作(zuo)事項和(he)(he)方式的(de)規定(ding)(ding),認(ren)真履行(xing)好(hao)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)工(gong)作(zuo)中逐級(ji)(ji)監督(du)(du)職責,對一些(xie)地方出(chu)現的(de)不(bu)符合(he)改革方向(xiang)和(he)(he)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)政策法(fa)(fa)律規定(ding)(ding)的(de)做法(fa)(fa),上級(ji)(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)應(ying)當(dang)及時(shi)與(yu)當(dang)地政府(fu)及國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)溝通協調,提(ti)出(chu)改進(jin)的(de)意見和(he)(he)建(jian)議。
(三)切實搞好綜合(he)指導(dao)和專(zhuan)業指導(dao)的協調(diao)聯動。
指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)(zuo)涉(she)及面廣(guang)、綜合(he)性強。各地(di)國(guo)(guo)(guo)資委要(yao)進一(yi)步將(jiang)綜合(he)指(zhi)(zhi)導(dao)(dao)(dao)和專(zhuan)(zhuan)業(ye)(ye)(ye)指(zhi)(zhi)導(dao)(dao)(dao)有(you)機結合(he)起來,充分(fen)調(diao)動(dong)兩個方面的(de)(de)積(ji)極性。綜合(he)指(zhi)(zhi)導(dao)(dao)(dao)要(yao)以推動(dong)完善國(guo)(guo)(guo)資監(jian)(jian)(jian)(jian)管(guan)(guan)體制、加快實(shi)現經營性國(guo)(guo)(guo)有(you)資產集中統一(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)、指(zhi)(zhi)導(dao)(dao)(dao)地(di)方發揮國(guo)(guo)(guo)有(you)經濟主(zhu)導(dao)(dao)(dao)作(zuo)(zuo)(zuo)用等為重點,牽頭制定年度指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)(zuo)計劃,組織(zhi)落(luo)實(shi)各項(xiang)工(gong)作(zuo)(zuo)(zuo)任務(wu)(wu),及時(shi)總結分(fen)析面上情況,注意(yi)發揮綜合(he)歸口、協調(diao)服(fu)務(wu)(wu)的(de)(de)作(zuo)(zuo)(zuo)用。專(zhuan)(zhuan)業(ye)(ye)(ye)指(zhi)(zhi)導(dao)(dao)(dao)要(yao)按照本業(ye)(ye)(ye)務(wu)(wu)領(ling)域(yu)(yu)的(de)(de)職(zhi)責(ze)分(fen)工(gong),細化和規范專(zhuan)(zhuan)業(ye)(ye)(ye)工(gong)作(zuo)(zuo)(zuo)流(liu)程,強化全系(xi)統專(zhuan)(zhuan)業(ye)(ye)(ye)培訓,宣傳學習好本業(ye)(ye)(ye)務(wu)(wu)領(ling)域(yu)(yu)的(de)(de)新政策和新要(yao)求,不斷(duan)推進國(guo)(guo)(guo)資監(jian)(jian)(jian)(jian)管(guan)(guan)專(zhuan)(zhuan)業(ye)(ye)(ye)領(ling)域(yu)(yu)工(gong)作(zuo)(zuo)(zuo)的(de)(de)深化和提高(gao)。要(yao)按照提高(gao)工(gong)作(zuo)(zuo)(zuo)效率和執行(xing)力的(de)(de)要(yao)求,優化指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)(zuo)的(de)(de)職(zhi)能配置,綜合(he)歸口處(chu)室要(yao)大膽牽頭,切實(shi)履行(xing)好匯總信息、綜合(he)指(zhi)(zhi)導(dao)(dao)(dao)、協調(diao)服(fu)務(wu)(wu)等職(zhi)責(ze),注意(yi)凝(ning)聚工(gong)作(zuo)(zuo)(zuo)合(he)力,整合(he)業(ye)(ye)(ye)務(wu)(wu)資源(yuan),避免單兵(bing)作(zuo)(zuo)(zuo)戰。有(you)關業(ye)(ye)(ye)務(wu)(wu)處(chu)室要(yao)立足國(guo)(guo)(guo)資監(jian)(jian)(jian)(jian)管(guan)(guan)全局,按照指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)(zuo)的(de)(de)統一(yi)部署,積(ji)極開展國(guo)(guo)(guo)資監(jian)(jian)(jian)(jian)管(guan)(guan)各項(xiang)專(zhuan)(zhuan)業(ye)(ye)(ye)工(gong)作(zuo)(zuo)(zuo),提高(gao)指(zhi)(zhi)導(dao)(dao)(dao)監(jian)(jian)(jian)(jian)督(du)(du)專(zhuan)(zhuan)業(ye)(ye)(ye)工(gong)作(zuo)(zuo)(zuo)水平。
(四)進一步增強指導監督工作的針對性和有效性。
指(zhi)導監(jian)督工(gong)作(zuo)(zuo)開(kai)展得好(hao)不好(hao),很大程度上取決于我們工(gong)作(zuo)(zuo)的(de)(de)針對性和(he)有(you)效(xiao)性。各地國(guo)資(zi)(zi)(zi)委(wei)要(yao)緊緊圍繞“十二五”國(guo)資(zi)(zi)(zi)監(jian)管的(de)(de)主要(yao)任務和(he)重點(dian)問(wen)題,結(jie)合本地區實際,注(zhu)意(yi)分階(jie)段選擇一(yi)兩個(ge)重點(dian),力爭實現重點(dian)突破。要(yao)不斷豐富工(gong)作(zuo)(zuo)手(shou)段,采取召開(kai)片區座談會、出臺(tai)規(gui)范性文件(jian)、與(yu)下級政府溝通協調等形(xing)式,及時(shi)指(zhi)導、幫(bang)助下級國(guo)資(zi)(zi)(zi)委(wei)解決工(gong)作(zuo)(zuo)中遇(yu)到的(de)(de)突出問(wen)題。要(yao)進一(yi)步搭建和(he)完善網絡(luo)、簡報、期刊等信(xin)息交流(liu)平(ping)臺(tai),及時(shi)總結(jie)交流(liu)國(guo)資(zi)(zi)(zi)監(jian)管的(de)(de)好(hao)做(zuo)法、好(hao)經驗,擴大先進典(dian)型的(de)(de)示范效(xiao)應。要(yao)切實轉變指(zhi)導監(jian)督工(gong)作(zuo)(zuo)的(de)(de)作(zuo)(zuo)風,加(jia)強調查研究(jiu),主動(dong)到工(gong)作(zuo)(zuo)難度大、困難問(wen)題多的(de)(de)下級國(guo)資(zi)(zi)(zi)委(wei)了解情況,掌握第一(yi)手(shou)材(cai)料,取得工(gong)作(zuo)(zuo)的(de)(de)主動(dong)權。

指(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)任(ren)務繁重,政(zheng)(zheng)策性強(qiang)(qiang),協調服務要(yao)求高,必須(xu)把(ba)加強(qiang)(qiang)隊(dui)伍建(jian)設放到重要(yao)位置。從(cong)事(shi)指(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)的(de)同(tong)志,一定(ding)要(yao)自(zi)覺學習(xi)、掌握國(guo)資監管體制改革的(de)基本政(zheng)(zheng)策和法律規定(ding),全面了解國(guo)企(qi)改革、國(guo)資監管各(ge)項業(ye)務工(gong)作(zuo),不斷提高做好指(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)的(de)綜合素質(zhi)。各(ge)地國(guo)資委要(yao)鼓勵(li)開(kai)展系(xi)統(tong)內干(gan)部雙向掛(gua)職(zhi)交流,注意(yi)學習(xi)兄弟省市先進經驗(yan),拓(tuo)寬(kuan)工(gong)作(zuo)視野和思路,加快培養一批指(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)的(de)業(ye)務骨干(gan)。要(yao)積極創造條件,充(chong)實隊(dui)伍力(li)量,保持隊(dui)伍穩定(ding),努力(li)為做好指(zhi)導(dao)(dao)監督(du)工(gong)作(zuo)提供可靠(kao)的(de)隊(dui)伍保障。

這里,我(wo)還(huan)要(yao)強(qiang)調一下國(guo)(guo)有企業列入世貿(mao)(mao)組織(zhi)《政府采購(gou)(gou)協(xie)(xie)議(yi)》(GPA)出(chu)價的(de)(de)研究工作(zuo)。《政府采購(gou)(gou)協(xie)(xie)議(yi)》(GPA)是WTO的(de)(de)一項諸邊(bian)協(xie)(xie)議(yi),宗旨是促進成員方開放(fang)政府采購(gou)(gou)市場,擴大國(guo)(guo)際貿(mao)(mao)易。加入GPA,是我(wo)國(guo)(guo)入世時作(zuo)出(chu)的(de)(de)鄭重承(cheng)諾。希望(wang)各地國(guo)(guo)資委高度重視,認(ren)真組織(zhi)好相關工作(zuo)。
最后(hou),我就進(jin)一步(bu)提升(sheng)指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)水平再強(qiang)調四點(dian)。一要(yao)(yao)(yao)高(gao)度重(zhong)視指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)是(shi)(shi)三(san)(san)級(ji)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)的(de)(de)重(zhong)要(yao)(yao)(yao)法定職責,是(shi)(shi)聯(lian)系上(shang)(shang)下級(ji)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)的(de)(de)重(zhong)要(yao)(yao)(yao)橋(qiao)梁,也是(shi)(shi)構建國(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)大格局的(de)(de)重(zhong)要(yao)(yao)(yao)抓(zhua)手(shou),各級(ji)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)要(yao)(yao)(yao)給予充(chong)分重(zhong)視,認真開(kai)(kai)展有(you)關工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。地市國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)也要(yao)(yao)(yao)成(cheng)立指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)領導(dao)(dao)(dao)小組,指(zhi)(zhi)導(dao)(dao)(dao)監督(du)縣級(ji)政府國(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產監管(guan)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)。二(er)要(yao)(yao)(yao)把(ba)指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)著力(li)點(dian)放(fang)在(zai)以(yi)下七個方(fang)面:把(ba)握原(yuan)則,指(zhi)(zhi)引方(fang)向;完善體制,健全制度;撐(cheng)腰鼓勁(jing),表彰先進(jin);經驗交流,相互學習;業(ye)務(wu)培(pei)訓,提升(sheng)素質;研(yan)討(tao)問(wen)題,集思廣益;修正偏差,提高(gao)效率(lv)。三(san)(san)要(yao)(yao)(yao)將完善國(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產監管(guan)體制作(zuo)(zuo)(zuo)為當前(qian)和(he)今后(hou)一個時期指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)首要(yao)(yao)(yao)任務(wu),努力(li)爭取在(zai)重(zhong)大問(wen)題上(shang)(shang)取得(de)實質性突破(po)。四要(yao)(yao)(yao)掌握好開(kai)(kai)展指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)五(wu)個要(yao)(yao)(yao)點(dian)。一是(shi)(shi)多到基層調研(yan),掌握第(di)一手(shou)資(zi)(zi)(zi)(zi)(zi)料,號準脈搏,開(kai)(kai)好藥方(fang)。二(er)是(shi)(shi)看準的(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)要(yao)(yao)(yao)一抓(zhua)到底,不(bu)突破(po)不(bu)罷手(shou),持之(zhi)以(yi)恒。三(san)(san)是(shi)(shi)善于借力(li)發力(li),打開(kai)(kai)局面。四是(shi)(shi)要(yao)(yao)(yao)強(qiang)化(hua)委(wei)內(nei)廳局(處(chu)室)、上(shang)(shang)下級(ji)國(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)之(zhi)間(jian)的(de)(de)合作(zuo)(zuo)(zuo)、聯(lian)動,進(jin)一步(bu)形成(cheng)指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)合力(li)。五(wu)是(shi)(shi)不(bu)斷探索創新(xin)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)方(fang)式方(fang)法,努力(li)打造(zao)指(zhi)(zhi)導(dao)(dao)(dao)監督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)特色和(he)亮點(dian)。
