關于進一步(bu)做好中央企業(ye)增收節支工作(zuo)有關事項(xiang)的通知

各中央企業:

為貫徹黨中(zhong)(zhong)央(yang)、國(guo)(guo)務院關于國(guo)(guo)民經(jing)(jing)濟(ji)提質(zhi)增(zeng)效(xiao)穩增(zeng)長的(de)決(jue)(jue)策部署,落實中(zhong)(zhong)央(yang)經(jing)(jing)濟(ji)工作會議和(he)(he)“兩會”精神,國(guo)(guo)資委黨委決(jue)(jue)定(ding)在(zai)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)開展“降本增(zeng)效(xiao)、提質(zhi)升級(ji)”主題(ti)活動(dong),充分(fen)發(fa)揮中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)在(zai)國(guo)(guo)民經(jing)(jing)濟(ji)發(fa)展中(zhong)(zhong)的(de)“國(guo)(guo)家隊”和(he)(he)“排頭(tou)兵(bing)”作用。各中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)要圍繞主題(ti)活動(dong),深入做好(hao)開源節流、增(zeng)收節支(zhi)各項工作,努力(li)完(wan)成(cheng)全年生產經(jing)(jing)營目標(biao)。現將進(jin)一步做好(hao)中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)增(zeng)收節支(zhi)工作的(de)有關事項通知如(ru)下:

一(yi)、統一(yi)認(ren)識(shi)樹信心(xin)。當前,世界經(jing)濟處(chu)于深(shen)度(du)調整(zheng)(zheng)之中(zhong),復蘇動(dong)(dong)力不(bu)足,我國經(jing)濟下行壓(ya)力加大,部分(fen)行業(ye)面(mian)臨市(shi)場需求不(bu)足、產能(neng)嚴重(zhong)過剩、商品價(jia)格低位(wei)波動(dong)(dong)、資金與債務等潛在風險顯性化(hua)的困難(nan)和(he)挑戰(zhan)。一(yi)季度(du)中(zhong)央(yang)(yang)企業(ye)收入和(he)利(li)潤同比雙下滑,全年穩增(zeng)(zeng)長(chang)(chang)形(xing)勢嚴峻、任務艱巨。同時(shi)也應看(kan)到(dao)中(zhong)央(yang)(yang)企業(ye)發展(zhan)(zhan)面(mian)臨的新(xin)(xin)機遇(yu):新(xin)(xin)型(xing)工業(ye)化(hua)、信息(xi)化(hua)、城(cheng)鎮化(hua)、農業(ye)現代化(hua)持續(xu)推(tui)進,“四大板塊”和(he)“三個(ge)支撐帶” 國家戰(zhan)略加快實(shi)施,國家穩增(zeng)(zeng)長(chang)(chang)、調結構、促轉型(xing)的宏觀經(jing)濟政策(ce)(ce)陸續(xu)推(tui)出,中(zhong)央(yang)(yang)企業(ye)在不(bu)少方面(mian)已經(jing)處(chu)于國際領(ling)先地(di)位(wei),完全有條件搭上(shang)新(xin)(xin)一(yi)輪(lun)工業(ye)革命的快車。各中(zhong)央(yang)(yang)企業(ye)既要充分(fen)估計形(xing)勢和(he)面(mian)臨的困難(nan),又要對經(jing)濟發展(zhan)(zhan)長(chang)(chang)期向好的基本(ben)面(mian)充滿信心(xin),在國民經(jing)濟轉型(xing)發展(zhan)(zhan)的關鍵時(shi)期,要把思(si)想認(ren)識(shi)統一(yi)到(dao)黨中(zhong)央(yang)(yang)、國務院的決策(ce)(ce)部署上(shang)來,以提(ti)質增(zeng)(zeng)效為(wei)(wei)中(zhong)心(xin),以改革創新(xin)(xin)為(wei)(wei)動(dong)(dong)力,堅定信心(xin)、勇(yong)于擔當、頂住壓(ya)力、迎(ying)難(nan)而(er)上(shang)、立足自身、不(bu)等不(bu)靠、開(kai)拓市(shi)場、降本(ben)增(zeng)(zeng)效、提(ti)質升(sheng)級(ji)上(shang)狠下功夫,力爭實(shi)現中(zhong)央(yang)(yang)企業(ye)整(zheng)(zheng)體效益增(zeng)(zeng)長(chang)(chang)高于上(shang)年水平的目標,為(wei)(wei)國民經(jing)濟穩增(zeng)(zeng)長(chang)(chang)多作貢獻。

二(er)(er)、開拓(tuo)市(shi)(shi)場(chang)(chang)(chang)抓(zhua)機遇。要統籌用好國(guo)內、國(guo)際兩個市(shi)(shi)場(chang)(chang)(chang),加(jia)大(da)市(shi)(shi)場(chang)(chang)(chang)開拓(tuo),科學組(zu)織(zhi)生產,進一(yi)步增(zeng)強(qiang)盈利能(neng)力(li)。一(yi)是(shi)要科學研判市(shi)(shi)場(chang)(chang)(chang)形勢(shi)(shi),主動適應市(shi)(shi)場(chang)(chang)(chang)和(he)(he)客戶需求變化(hua),合理制(zhi)定經營(ying)策略(lve),搶(qiang)抓(zhua)市(shi)(shi)場(chang)(chang)(chang)機遇。二(er)(er)是(shi)要做精市(shi)(shi)場(chang)(chang)(chang)營(ying)銷,優(you)化(hua)營(ying)銷模(mo)式(shi)和(he)(he)銷售渠(qu)道,鞏(gong)固盈利基礎;加(jia)快商業(ye)(ye)模(mo)式(shi)創新(xin)(xin),增(zeng)強(qiang)市(shi)(shi)場(chang)(chang)(chang)開拓(tuo)能(neng)力(li),搶(qiang)抓(zhua)效益穩定的(de)(de)合同訂(ding)單(dan),打造高(gao)回報(bao)率、高(gao)附加(jia)值、高(gao)技(ji)術(shu)(shu)含量的(de)(de)新(xin)(xin)型盈利業(ye)(ye)務和(he)(he)特(te)色優(you)勢(shi)(shi)項目,提高(gao)市(shi)(shi)場(chang)(chang)(chang)競(jing)爭(zheng)力(li)和(he)(he)影響力(li)。三(san)是(shi)要樹立“事先(xian)(xian)算贏(ying)(ying)”和(he)(he)“先(xian)(xian)算后干”理念,圍繞(rao)市(shi)(shi)場(chang)(chang)(chang)需求,精細組(zu)織(zhi)生產,不(bu)斷(duan)提升市(shi)(shi)場(chang)(chang)(chang)創利能(neng)力(li),提高(gao)運行質量。四是(shi)要積(ji)極落實國(guo)家“一(yi)帶一(yi)路”、周(zhou)邊(bian)國(guo)家互聯互通、非洲“三(san)網一(yi)化(hua)”等戰略(lve)部(bu)署,拓(tuo)展(zhan)海外(wai)業(ye)(ye)務,鞏(gong)固勞務商品出口(kou)、境(jing)外(wai)工程承包優(you)勢(shi)(shi),帶動中國(guo)裝備(bei)、技(ji)術(shu)(shu)、標準“走(zou)出去”,推動國(guo)際化(hua)經營(ying)向中高(gao)端(duan)發展(zhan)。五是(shi)要加(jia)強(qiang)產業(ye)(ye)鏈上下游企業(ye)(ye)間協同發展(zhan),加(jia)大(da)海外(wai)業(ye)(ye)務合作力(li)度,倡導有(you)序競(jing)爭(zheng),避免不(bu)規范惡性競(jing)爭(zheng),實現優(you)勢(shi)(shi)互補(bu)、合作共(gong)贏(ying)(ying)。

三、精(jing)益(yi)管理(li)(li)控成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)。要樹(shu)立一切(qie)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)皆可控的(de)理(li)(li)念,運用先進(jin)的(de)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)管理(li)(li)模(mo)型,分(fen)析成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)構成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)及動因(yin),全(quan)(quan)(quan)(quan)方位開展行業(ye)(ye)對(dui)標(biao)(biao),明(ming)(ming)(ming)確(que)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)壓控重(zhong)點和經(jing)濟(ji)技術指標(biao)(biao)改進(jin)目(mu)標(biao)(biao),確(que)保營(ying)業(ye)(ye)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)增長低(di)(di)于營(ying)業(ye)(ye)收入(ru)增長,成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)費用利潤率實(shi)現穩中有升。一是(shi)從設計源(yuan)頭入(ru)手,推進(jin)目(mu)標(biao)(biao)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)管理(li)(li),合理(li)(li)降(jiang)(jiang)低(di)(di)產(chan)品(pin)(pin)生(sheng)命周期成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)。二是(shi)嚴格(ge)落實(shi)依(yi)法招標(biao)(biao),規范采(cai)購管理(li)(li),建立物資、工程和服務(wu)等集(ji)中采(cai)購機制,集(ji)中采(cai)購比重(zhong)要較上年明(ming)(ming)(ming)顯提升,采(cai)購成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)實(shi)現明(ming)(ming)(ming)顯下(xia)降(jiang)(jiang)。三是(shi)不(bu)斷(duan)優化(hua)生(sheng)產(chan)工序和作業(ye)(ye)流(liu)程,鼓勵采(cai)用新工藝、新材料、新技術提高(gao)國產(chan)化(hua)、智能化(hua)裝備水平,提高(gao)生(sheng)產(chan)效(xiao)(xiao)(xiao)率、降(jiang)(jiang)低(di)(di)生(sheng)產(chan)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)。四是(shi)進(jin)一步加強產(chan)品(pin)(pin)質量控制和安全(quan)(quan)(quan)(quan)生(sheng)產(chan)管理(li)(li),減少廢品(pin)(pin)和返工損(sun)失(shi),降(jiang)(jiang)低(di)(di)質量成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben);提高(gao)安全(quan)(quan)(quan)(quan)生(sheng)產(chan)意識,正確(que)處理(li)(li)好安全(quan)(quan)(quan)(quan)與生(sheng)產(chan)的(de)關系,避免(mian)發(fa)生(sheng)重(zhong)大安全(quan)(quan)(quan)(quan)事故(gu),降(jiang)(jiang)低(di)(di)安全(quan)(quan)(quan)(quan)事故(gu)損(sun)失(shi)。五是(shi)嚴格(ge)落實(shi)工資總(zong)額(e)(e)和效(xiao)(xiao)(xiao)益(yi)掛(gua)鉤機制,企(qi)業(ye)(ye)工資總(zong)額(e)(e)增幅不(bu)得超過效(xiao)(xiao)(xiao)益(yi)增幅,效(xiao)(xiao)(xiao)益(yi)下(xia)降(jiang)(jiang)的(de)企(qi)業(ye)(ye)工資總(zong)額(e)(e)必(bi)須下(xia)降(jiang)(jiang)。六是(shi)強化(hua)全(quan)(quan)(quan)(quan)員、全(quan)(quan)(quan)(quan)要素、全(quan)(quan)(quan)(quan)過程成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)管控,建立目(mu)標(biao)(biao)明(ming)(ming)(ming)確(que)、責任清晰、考核(he)嚴格(ge)、獎懲落實(shi)的(de)成(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)(cheng)本(ben)(ben)管理(li)(li)責任制。

四、壓縮開支(zhi)(zhi)(zhi)(zhi)降費(fei)用(yong)(yong)。要(yao)(yao)大力弘揚艱苦奮斗、勤儉辦企(qi)業(ye)的優(you)(you)良傳統,從嚴(yan)(yan)控(kong)制(zhi)各項(xiang)費(fei)用(yong)(yong)性(xing)開支(zhi)(zhi)(zhi)(zhi),降低期間費(fei)用(yong)(yong)占營(ying)業(ye)收入比重。一是(shi)嚴(yan)(yan)格費(fei)用(yong)(yong)支(zhi)(zhi)(zhi)(zhi)出(chu)(chu)預(yu)算管理,優(you)(you)化項(xiang)目、嚴(yan)(yan)控(kong)標準、嚴(yan)(yan)格審(shen)批,各類費(fei)用(yong)(yong)不得“包干”使用(yong)(yong),堅持無預(yu)算不支(zhi)(zhi)(zhi)(zhi)出(chu)(chu)。二是(shi)開展費(fei)用(yong)(yong)支(zhi)(zhi)(zhi)(zhi)出(chu)(chu)清理與效能評價,杜絕一切非必要(yao)(yao)開支(zhi)(zhi)(zhi)(zhi),對必須支(zhi)(zhi)(zhi)(zhi)出(chu)(chu)的要(yao)(yao)控(kong)制(zhi)支(zhi)(zhi)(zhi)(zhi)出(chu)(chu)規模(mo),嚴(yan)(yan)禁(jin)鋪張(zhang)浪費(fei)。三是(shi)調(diao)整優(you)(you)化組織結(jie)構(gou),壓縮管理層級,強化業(ye)務(wu)協同,整合營(ying)銷資源,優(you)(you)化營(ying)銷模(mo)式,大力壓降運行費(fei)用(yong)(yong),向管理要(yao)(yao)效益。四是(shi)嚴(yan)(yan)格執(zhi)行中央“八項(xiang)規定”要(yao)(yao)求,嚴(yan)(yan)控(kong)差旅費(fei)、會議費(fei)、業(ye)務(wu)招待(dai)費(fei)用(yong)(yong)等支(zhi)(zhi)(zhi)(zhi)出(chu)(chu),負責人履職(zhi)待(dai)遇和(he)業(ye)務(wu)支(zhi)(zhi)(zhi)(zhi)出(chu)(chu)不得增(zeng)長。五(wu)是(shi)嚴(yan)(yan)格規范對外捐(juan)贈,除搶險救災等突發性(xing)專項(xiang)支(zhi)(zhi)(zhi)(zhi)出(chu)(chu)外,效益下滑企(qi)業(ye)捐(juan)贈規模(mo)原則上不超過上年(nian)水平;結(jie)合國(guo)家(jia)減輕企(qi)業(ye)負擔(dan)工作部署,堅決抵(di)制(zhi)不合理的收費(fei)、攤(tan)派和(he)贊(zan)助行為。

五、高(gao)效融通(tong)用(yong)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)。要(yao)(yao)繼續(xu)堅(jian)持“現(xian)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)為(wei)王”,深入推進資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)精益化管(guan)理(li),合(he)理(li)控制債(zhai)(zhai)(zhai)務規(gui)(gui)模,加快資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)內部融通(tong),努力降低(di)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)成本。一是(shi)(shi)要(yao)(yao)嚴(yan)(yan)(yan)格控制帶息(xi)負債(zhai)(zhai)(zhai)規(gui)(gui)模,優(you)化負債(zhai)(zhai)(zhai)結(jie)構(gou),理(li)性評估財(cai)(cai)務杠(gang)桿邊界,資(zi)(zi)(zi)(zi)產(chan)負債(zhai)(zhai)(zhai)率(lv)(lv)高(gao)的企(qi)業(ye)(ye)(ye)要(yao)(yao)減(jian)量控制帶息(xi)負債(zhai)(zhai)(zhai),保(bao)持穩健的財(cai)(cai)務結(jie)構(gou)。二(er)是(shi)(shi)要(yao)(yao)努力降低(di)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)成本,優(you)選(xuan)融資(zi)(zi)(zi)(zi)對(dui)(dui)象和(he)融資(zi)(zi)(zi)(zi)方式,合(he)理(li)搭配長短期、本外幣(bi)、直間(jian)接、債(zhai)(zhai)(zhai)股(gu)權等(deng)各種(zhong)融資(zi)(zi)(zi)(zi)手段,探(tan)索嘗試資(zi)(zi)(zi)(zi)產(chan)證券化、產(chan)業(ye)(ye)(ye)基金(jin)(jin)(jin)(jin)(jin)(jin)(jin)等(deng)創新融資(zi)(zi)(zi)(zi)工具(ju),實(shi)現(xian)多(duo)渠(qu)道低(di)成本融資(zi)(zi)(zi)(zi)。三是(shi)(shi)要(yao)(yao)加強資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)集中(zhong)管(guan)理(li),充分(fen)利(li)用(yong)財(cai)(cai)務公司(si)、資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)結(jie)算(suan)中(zhong)心(xin)等(deng)平臺,連通(tong)境內外資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)池,擴大資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)集中(zhong)范圍,提高(gao)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)集中(zhong)度,減(jian)少資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)沉淀(dian),加快資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)融通(tong)。四(si)是(shi)(shi)要(yao)(yao)強化現(xian)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)流管(guan)理(li),確(que)(que)保(bao)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)及時足額到賬(zhang),做到應收(shou)(shou)盡收(shou)(shou)、顆粒歸(gui)倉(cang),努力實(shi)現(xian)收(shou)(shou)入、效益和(he)凈(jing)現(xian)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)流量的同步增(zeng)長。五是(shi)(shi)要(yao)(yao)積極穩妥利(li)用(yong)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)融工具(ju)套期保(bao)值(zhi),對(dui)(dui)沖匯(hui)率(lv)(lv)、利(li)率(lv)(lv)波動(dong)風險(xian),嚴(yan)(yan)(yan)禁投機(ji)。六(liu)是(shi)(shi)要(yao)(yao)確(que)(que)保(bao)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)安全,嚴(yan)(yan)(yan)禁開展(zhan)各種(zhong)形式無(wu)正(zheng)常商(shang)業(ye)(ye)(ye)實(shi)質的融資(zi)(zi)(zi)(zi)性業(ye)(ye)(ye)務,嚴(yan)(yan)(yan)格大額資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)聯簽和(he)不相容(rong)崗位分(fen)離制度,堵塞資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)管(guan)理(li)漏洞(dong),嚴(yan)(yan)(yan)禁設立(li)“小(xiao)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)庫”,杜絕(jue)違規(gui)(gui)使用(yong)、挪用(yong)資(zi)(zi)(zi)(zi)金(jin)(jin)(jin)(jin)(jin)(jin)(jin)。

七、盤活(huo)(huo)存(cun)(cun)(cun)量(liang)(liang)提(ti)效能(neng)。要嚴(yan)(yan)格控(kong)制、清理(li)壓縮“兩(liang)金”占用(yong)(yong)規模,加大內部資源(yuan)(yuan)整合力度,加快(kuai)(kuai)清理(li)低效無(wu)(wu)效資產(chan),盤活(huo)(huo)存(cun)(cun)(cun)量(liang)(liang)提(ti)升資產(chan)效能(neng)。一是(shi)從(cong)源(yuan)(yuan)頭上(shang)加強(qiang)“兩(liang)金”管控(kong),嚴(yan)(yan)格信用(yong)(yong)管理(li)、嚴(yan)(yan)控(kong)新(xin)增欠(qian)款規模,從(cong)嚴(yan)(yan)核(he)定存(cun)(cun)(cun)貨(huo)實(shi)物量(liang)(liang)和價值(zhi)(zhi)量(liang)(liang)占用(yong)(yong)標(biao)準,嚴(yan)(yan)防(fang)超(chao)(chao)額(e)放(fang)賬、超(chao)(chao)量(liang)(liang)庫存(cun)(cun)(cun)。二是(shi)全面清理(li)清收(shou)現(xian)有應收(shou)賬款和存(cun)(cun)(cun)貨(huo),集中(zhong)催繳以(yi)前(qian)年度欠(qian)款,加快(kuai)(kuai)處(chu)置(zhi)積壓存(cun)(cun)(cun)貨(huo),確保應收(shou)賬款周轉率、存(cun)(cun)(cun)貨(huo)周轉率優(you)于上(shang)年。三(san)是(shi)深(shen)化(hua)內部資源(yuan)(yuan)重組,用(yong)(yong)好近期(qi)(qi)出(chu)臺的(de)(de)兼(jian)并重組稅收(shou)支持政策,推動相關子企業(ye)整合發展,提(ti)高業(ye)務(wu)協同(tong)和資源(yuan)(yuan)使用(yong)(yong)效率。四是(shi)加大資本(ben)運作(zuo)力度,推動資產(chan)證券化(hua),用(yong)(yong)好市值(zhi)(zhi)管理(li)手段,盤活(huo)(huo)上(shang)市公司資源(yuan)(yuan),實(shi)現(xian)資產(chan)價值(zhi)(zhi)最大化(hua)。五是(shi)強(qiang)化(hua)低效無(wu)(wu)效資產(chan)處(chu)置(zhi)變現(xian),積極(ji)處(chu)置(zhi)長期(qi)(qi)不分(fen)紅(hong)、收(shou)益(yi)低、無(wu)(wu)戰(zhan)略安排的(de)(de)投資,堅決退出(chu)盈(ying)利差、管控(kong)難、無(wu)(wu)協同(tong)優(you)勢的(de)(de)非主業(ye)經(jing)營業(ye)務(wu),全面、按時(shi)完成(cheng)國資委部署的(de)(de)低效無(wu)(wu)效資產(chan)清理(li)處(chu)置(zhi)任務(wu)。

八、多措并舉(ju)治虧(kui)(kui)(kui)(kui)損(sun)。要(yao)高(gao)度重(zhong)視虧(kui)(kui)(kui)(kui)損(sun)企(qi)(qi)業(ye)(ye)(ye)(ye)減(jian)(jian)虧(kui)(kui)(kui)(kui)控(kong)虧(kui)(kui)(kui)(kui)工(gong)(gong)作(zuo)(zuo)(zuo),強(qiang)化(hua)(hua)“減(jian)(jian)虧(kui)(kui)(kui)(kui)即增效(xiao)(xiao)”的(de)觀念,采(cai)取(qu)有(you)效(xiao)(xiao)措施實(shi)現虧(kui)(kui)(kui)(kui)損(sun)面(mian)(mian)和(he)虧(kui)(kui)(kui)(kui)損(sun)金額雙(shuang)下降(jiang)。一是(shi)全面(mian)(mian)梳理虧(kui)(kui)(kui)(kui)損(sun)子企(qi)(qi)業(ye)(ye)(ye)(ye),深入(ru)分析虧(kui)(kui)(kui)(kui)損(sun)原因,有(you)針對(dui)(dui)(dui)性(xing)地提(ti)出(chu)減(jian)(jian)虧(kui)(kui)(kui)(kui)控(kong)虧(kui)(kui)(kui)(kui)措施,制定總體工(gong)(gong)作(zuo)(zuo)(zuo)方(fang)(fang)案。對(dui)(dui)(dui)長期虧(kui)(kui)(kui)(kui)損(sun)、扭(niu)虧(kui)(kui)(kui)(kui)無(wu)望的(de)企(qi)(qi)業(ye)(ye)(ye)(ye),要(yao)堅(jian)決重(zhong)組(zu)或關停;對(dui)(dui)(dui)產品無(wu)競爭優勢、市場前景不明(ming)朗的(de)虧(kui)(kui)(kui)(kui)損(sun)企(qi)(qi)業(ye)(ye)(ye)(ye)要(yao)果斷(duan)轉型;對(dui)(dui)(dui)無(wu)戰略安排、與(yu)主(zhu)業(ye)(ye)(ye)(ye)發(fa)展方(fang)(fang)向不符的(de)虧(kui)(kui)(kui)(kui)損(sun)企(qi)(qi)業(ye)(ye)(ye)(ye)要(yao)盡快(kuai)退出(chu)。二(er)是(shi)根(gen)據(ju)總體工(gong)(gong)作(zuo)(zuo)(zuo)方(fang)(fang)案,對(dui)(dui)(dui)所(suo)屬(shu)企(qi)(qi)業(ye)(ye)(ye)(ye)一企(qi)(qi)一策逐戶制定年度減(jian)(jian)虧(kui)(kui)(kui)(kui)控(kong)虧(kui)(kui)(kui)(kui)具(ju)體工(gong)(gong)作(zuo)(zuo)(zuo)目(mu)標(biao),明(ming)確路徑、措施、方(fang)(fang)法,綜合采(cai)取(qu)債務重(zhong)組(zu)、業(ye)(ye)(ye)(ye)務整合、冗(rong)員分流(liu)、強(qiang)化(hua)(hua)管理等措施,逐步(bu)實(shi)現虧(kui)(kui)(kui)(kui)損(sun)企(qi)(qi)業(ye)(ye)(ye)(ye)改革脫(tuo)困。三是(shi)落(luo)實(shi)責(ze)任(ren),將(jiang)減(jian)(jian)虧(kui)(kui)(kui)(kui)控(kong)虧(kui)(kui)(kui)(kui)目(mu)標(biao)、措施分解到人(ren),責(ze)任(ren)落(luo)實(shi)到人(ren),并作(zuo)(zuo)(zuo)為績效(xiao)(xiao)考核(he)與(yu)獎(jiang)懲任(ren)免(mian)的(de)重(zhong)要(yao)依據(ju),對(dui)(dui)(dui)措施落(luo)實(shi)不力(li)、未按計(ji)劃(hua)實(shi)現減(jian)(jian)虧(kui)(kui)(kui)(kui)控(kong)虧(kui)(kui)(kui)(kui)目(mu)標(biao)的(de),嚴格考核(he)相關責(ze)任(ren)人(ren)。四是(shi)做好干部職工(gong)(gong)的(de)思(si)想工(gong)(gong)作(zuo)(zuo)(zuo),注重(zhong)協(xie)調,凝聚共(gong)識,規(gui)范操(cao)作(zuo)(zuo)(zuo),平(ping)穩推進(jin),強(qiang)化(hua)(hua)預研預判,加(jia)快(kuai)工(gong)(gong)作(zuo)(zuo)(zuo)進(jin)度,確保(bao)2015年度中央企(qi)(qi)業(ye)(ye)(ye)(ye)所(suo)屬(shu)子企(qi)(qi)業(ye)(ye)(ye)(ye)減(jian)(jian)虧(kui)(kui)(kui)(kui)控(kong)虧(kui)(kui)(kui)(kui)工(gong)(gong)作(zuo)(zuo)(zuo)取(qu)得(de)明(ming)顯實(shi)效(xiao)(xiao)。
