一是整合(he)資(zi)源(yuan)盤活(huo)存(cun)量(liang)。針對寧(ning)(ning)夏旅(lv)投(tou)(tou)(tou)、寧(ning)(ning)夏農(nong)投(tou)(tou)(tou)、寧(ning)(ning)夏建(jian)投(tou)(tou)(tou)經營中(zhong)存(cun)在(zai)的房屋與土地產(chan)(chan)(chan)權(quan)(quan)分離和往來賬款糾紛等(deng)重組改革(ge)遺留問(wen)題(ti),采取(qu)無償劃(hua)轉(zhuan)相關(guan)資(zi)產(chan)(chan)(chan)的方(fang)式理(li)順明(ming)晰企業(ye)產(chan)(chan)(chan)權(quan)(quan)關(guan)系(xi)、整合(he)相關(guan)資(zi)源(yuan)。協(xie)調吳(wu)忠(zhong)市(shi)(shi)(shi)國資(zi)委將(jiang)吳(wu)忠(zhong)市(shi)(shi)(shi)自(zi)來水(shui)(shui)公(gong)司全部資(zi)產(chan)(chan)(chan)無償劃(hua)轉(zhuan)寧(ning)(ning)夏水(shui)(shui)投(tou)(tou)(tou)集團,通過整合(he)吳(wu)忠(zhong)市(shi)(shi)(shi)工業(ye)供水(shui)(shui)、城鄉(xiang)人飲、高效農(nong)業(ye)、污水(shui)(shui)處理(li)及再生水(shui)(shui)利用等(deng)涉(she)水(shui)(shui)項目(mu),推(tui)進吳(wu)忠(zhong)市(shi)(shi)(shi)水(shui)(shui)務一體化(hua),進一步擴大(da)寧(ning)(ning)夏水(shui)(shui)投(tou)(tou)(tou)集團在(zai)銀川(chuan)南部地區的市(shi)(shi)(shi)場份額,提高主業(ye)盈利能力。協(xie)調自(zi)治區財政(zheng)廳(ting)將(jiang)農(nong)發辦所持寧(ning)(ning)夏興唐米業(ye)公(gong)司1400萬優質股(gu)權(quan)(quan)劃(hua)轉(zhuan)寧(ning)(ning)夏農(nong)投(tou)(tou)(tou),形成“產(chan)(chan)(chan)業(ye)+資(zi)本”融合(he),推(tui)進寧(ning)(ning)夏農(nong)投(tou)(tou)(tou)整合(he)寧(ning)(ning)夏大(da)米產(chan)(chan)(chan)業(ye)、優化(hua)產(chan)(chan)(chan)業(ye)結構和提升農(nong)業(ye)產(chan)(chan)(chan)業(ye)核心競爭力。
二是戰略(lve)(lve)重組引進(jin)增量(liang)。指導(dao)寧(ning)夏(xia)交(jiao)投(tou)采取非(fei)公(gong)(gong)開協(xie)議方式(shi),引入交(jiao)通設施養(yang)護業務領域(yu)龍頭企(qi)業——中交(jiao)基礎設施養(yang)護集團(tuan)公(gong)(gong)司(si)作為(wei)戰略(lve)(lve)投(tou)資(zi)(zi)者,對寧(ning)夏(xia)公(gong)(gong)路工程(cheng)(cheng)咨(zi)詢有(you)限(xian)公(gong)(gong)司(si)實施增資(zi)(zi)擴股(gu)。借助戰略(lve)(lve)投(tou)資(zi)(zi)者的(de)市(shi)場(chang)(chang)、技術、人(ren)才及資(zi)(zi)質(zhi)等優勢,盤活(huo)企(qi)業存量(liang)資(zi)(zi)源,提升業務資(zi)(zi)質(zhi),開拓區外(wai)工程(cheng)(cheng)咨(zi)詢、勘(kan)察設計及特種養(yang)護業務市(shi)場(chang)(chang),實現優勢互(hu)補、互(hu)利共贏(ying)。推進(jin)完成(cheng)寧(ning)夏(xia)國際招(zhao)標(biao)咨(zi)詢集團(tuan)公(gong)(gong)司(si)混合所有(you)制改革(ge),通過公(gong)(gong)開進(jin)場(chang)(chang)交(jiao)易成(cheng)功引入在業務、資(zi)(zi)質(zhi)、管理(li)等方面(mian)具有(you)核心競(jing)爭力的(de)國信招(zhao)標(biao)集團(tuan)股(gu)份有(you)限(xian)公(gong)(gong)司(si)作為(wei)戰略(lve)(lve)投(tou)資(zi)(zi)者受讓寧(ning)夏(xia)國際招(zhao)標(biao)66%股(gu)權,為(wei)企(qi)業補齊發展短板、轉換(huan)經營(ying)機制和提升經營(ying)管理(li)水平注入活(huo)力。
三是劃轉(zhuan)(zhuan)處(chu)置(zhi)(zhi)提升質(zhi)量。將寧夏(xia)電投所屬寧夏(xia)昊凱生物科技公(gong)(gong)司股權(quan)和債權(quan)無償劃轉(zhuan)(zhuan)石嘴山市(shi)惠(hui)農區政府下(xia)屬國有全資(zi)公(gong)(gong)司石嘴山市(shi)惠(hui)鴻投資(zi)有限公(gong)(gong)司,推進寧夏(xia)電投處(chu)置(zhi)(zhi)低效無效資(zi)產減輕包袱、集中精力發展(zhan)主(zhu)業,同(tong)時促進惠(hui)農區政府盤活利用(yong)相關資(zi)產招商引資(zi)和優化產業結構。
