關于巡視整改情況的通報

根(gen)據國(guo)(guo)資委(wei)黨(dang)委(wei)統一部署,2016年(nian)3月2日(ri)至4月30日(ri),國(guo)(guo)資委(wei)黨(dang)委(wei)第四巡視組(zu)對中國(guo)(guo)林(lin)業(ye)集團公司(si)(以下(xia)簡稱中林(lin)集團)進行了巡視。6月24日(ri),國(guo)(guo)資委(wei)黨(dang)委(wei)巡視組(zu)向中林(lin)集團黨(dang)委(wei)反饋了巡視意見。按照《中國(guo)(guo)共(gong)產黨(dang)巡視工作條例(li)》《國(guo)(guo)資委(wei)黨(dang)委(wei)關于貫徹落實(shi)<中國(guo)(guo)共(gong)產黨(dang)巡視工作條例(li)>的實(shi)施辦法》等有(you)關規定,現(xian)將巡視整(zheng)改情(qing)況予以公布。

一(yi)、堅決把(ba)巡視整(zheng)改(gai)作為(wei)一(yi)項重大政治任(ren)務抓緊抓好抓出(chu)成效

(一(yi))統(tong)一(yi)思想認識,全面(mian)系統(tong)部署,把(ba)整(zheng)改(gai)任務作(zuo)(zuo)為當(dang)前頭(tou)等大(da)(da)(da)事來抓。巡(xun)視(shi)(shi)(shi)組(zu)反(fan)(fan)(fan)饋意(yi)(yi)見(jian)后(hou),集團黨委迅速行動,于6月27日召開黨委(擴大(da)(da)(da))會,專題研(yan)究整(zheng)改(gai)落實(shi)(shi)工(gong)(gong)(gong)(gong)作(zuo)(zuo),聚焦(jiao)巡(xun)視(shi)(shi)(shi)反(fan)(fan)(fan)饋意(yi)(yi)見(jian),逐(zhu)項逐(zhu)條反(fan)(fan)(fan)復學習、梳(shu)理(li)(li)分(fen)析,吃透精神、領會實(shi)(shi)質(zhi),深入反(fan)(fan)(fan)省集團黨委在(zai)管(guan)黨治黨不嚴、“兩個責任”落實(shi)(shi)不力(li)、企業管(guan)理(li)(li)基(ji)礎薄弱、人才隊伍建設(she)滯后(hou)等方面(mian)的(de)(de)(de)主(zhu)要(yao)問題和(he)(he)集中表現,舉一(yi)反(fan)(fan)(fan)三剖析問題原因,研(yan)究整(zheng)改(gai)落實(shi)(shi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)總體思路(lu)和(he)(he)辦(ban)法(fa)。為確保整(zheng)改(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)落到(dao)實(shi)(shi)處,6月30日下發(fa)(fa)了(le)《關于落實(shi)(shi)國資委黨委第四巡(xun)視(shi)(shi)(shi)組(zu)巡(xun)視(shi)(shi)(shi)反(fan)(fan)(fan)饋意(yi)(yi)見(jian)整(zheng)改(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)(de)通(tong)知(zhi)》,轉發(fa)(fa)了(le)《關于印發(fa)(fa)國資委黨委第四巡(xun)視(shi)(shi)(shi)組(zu)<關于對中國林業集團公(gong)司黨委巡(xun)視(shi)(shi)(shi)情(qing)況(kuang)的(de)(de)(de)反(fan)(fan)(fan)饋意(yi)(yi)見(jian)>的(de)(de)(de)通(tong)知(zhi)》,要(yao)求(qiu)層(ceng)層(ceng)傳(chuan)達學習,增強抓好(hao)巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)的(de)(de)(de)緊迫感(gan)和(he)(he)責任感(gan)。集團廣大(da)(da)(da)黨員干(gan)(gan)部特別是(shi)領導(dao)干(gan)(gan)部,深切感(gan)受到(dao)了(le)巨(ju)大(da)(da)(da)責任和(he)(he)壓力(li),認識到(dao)了(le)抓好(hao)巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)是(shi)落實(shi)(shi)全面(mian)從嚴治黨要(yao)求(qiu)的(de)(de)(de)重(zhong)要(yao)舉措(cuo)(cuo),是(shi)促(cu)進集團公(gong)司依法(fa)治企、持(chi)續(xu)健康(kang)發(fa)(fa)展的(de)(de)(de)重(zhong)要(yao)機遇(yu),也是(shi)對領導(dao)班子和(he)(he)各級干(gan)(gan)部政(zheng)治素質(zhi)、能力(li)水平(ping)的(de)(de)(de)全面(mian)考驗,大(da)(da)(da)家一(yi)致表示要(yao)以(yi)最堅(jian)決的(de)(de)(de)態度、最堅(jian)定的(de)(de)(de)決心、最有力(li)的(de)(de)(de)措(cuo)(cuo)施,不折不扣、全力(li)以(yi)赴抓好(hao)巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。

(二)強(qiang)化組(zu)(zu)織領(ling)(ling)導,靠(kao)實(shi)(shi)(shi)(shi)主體(ti)責(ze)(ze)任(ren),確(que)保(bao)(bao)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)任(ren)務(wu)(wu)不折不扣落(luo)到實(shi)(shi)(shi)(shi)處(chu)。集團黨(dang)委(wei)(wei)(wei)認真落(luo)實(shi)(shi)(shi)(shi)巡視整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)主體(ti)責(ze)(ze)任(ren),黨(dang)委(wei)(wei)(wei)主要(yao)領(ling)(ling)導親(qin)自(zi)謀劃、親(qin)自(zi)部(bu)署,堅持站在一線全(quan)(quan)(quan)力(li)推(tui)(tui)動(dong)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)落(luo)實(shi)(shi)(shi)(shi)。成立了以黨(dang)委(wei)(wei)(wei)書記(ji)(ji)、總經理宋權(quan)禮任(ren)組(zu)(zu)長(chang),黨(dang)委(wei)(wei)(wei)副書記(ji)(ji)、紀委(wei)(wei)(wei)書記(ji)(ji)王(wang)榮斌任(ren)副組(zu)(zu)長(chang),班(ban)子(zi)其(qi)他(ta)領(ling)(ling)導為成員(yuan)的(de)(de)巡視整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)導小組(zu)(zu),下設整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)辦公室,負責(ze)(ze)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)協調、推(tui)(tui)進(jin)(jin)(jin)、督(du)(du)辦等工(gong)(gong)(gong)(gong)作(zuo)(zuo)。各所(suo)屬單位(wei)也相應成立了巡視整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)領(ling)(ling)導機構(gou)和(he)工(gong)(gong)(gong)(gong)作(zuo)(zuo)機構(gou),將整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)列(lie)入(ru)班(ban)子(zi)的(de)(de)議事日程(cheng)。按照(zhao)“班(ban)子(zi)成員(yuan)親(qin)自(zi)督(du)(du)辦、職(zhi)能(neng)部(bu)門牽頭整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)、相關(guan)單位(wei)積(ji)極配合”的(de)(de)要(yao)求落(luo)實(shi)(shi)(shi)(shi)責(ze)(ze)任(ren),對(dui)(dui)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)任(ren)務(wu)(wu)逐一明確(que)責(ze)(ze)任(ren)領(ling)(ling)導和(he)責(ze)(ze)任(ren)部(bu)門,確(que)保(bao)(bao)事事有(you)人抓、件(jian)件(jian)有(you)落(luo)實(shi)(shi)(shi)(shi)。在健(jian)全(quan)(quan)(quan)組(zu)(zu)織機構(gou)的(de)(de)基(ji)礎上,將整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)落(luo)實(shi)(shi)(shi)(shi)劃分(fen)為反(fan)饋意見、制定方(fang)案,落(luo)實(shi)(shi)(shi)(shi)責(ze)(ze)任(ren)、全(quan)(quan)(quan)面整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai),提交報告、鞏(gong)固提高三個階(jie)段,建立了整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)落(luo)實(shi)(shi)(shi)(shi)工(gong)(gong)(gong)(gong)作(zuo)(zuo)推(tui)(tui)進(jin)(jin)(jin)會和(he)周(zhou)報告制度(du)(du)。集團公司先后召(zhao)開(kai)3次黨(dang)委(wei)(wei)(wei)(擴大)會,深入(ru)研究和(he)統(tong)籌推(tui)(tui)進(jin)(jin)(jin)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)。根據整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)情況及時(shi)(shi)召(zhao)開(kai)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)推(tui)(tui)進(jin)(jin)(jin)會,落(luo)實(shi)(shi)(shi)(shi)集團黨(dang)委(wei)(wei)(wei)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)要(yao)求,溝通情況、聽取匯報,促(cu)進(jin)(jin)(jin)思(si)想認識(shi)再(zai)(zai)提高、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)力(li)度(du)(du)再(zai)(zai)加大、時(shi)(shi)間進(jin)(jin)(jin)度(du)(du)再(zai)(zai)抓緊。整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)辦公室對(dui)(dui)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)進(jin)(jin)(jin)度(du)(du)、質量、效果進(jin)(jin)(jin)行(xing)全(quan)(quan)(quan)程(cheng)監(jian)督(du)(du),每周(zhou)召(zhao)開(kai)一次工(gong)(gong)(gong)(gong)作(zuo)(zuo)例(li)會,對(dui)(dui)各單位(wei)(部(bu)門)提交的(de)(de)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)措施(shi)進(jin)(jin)(jin)行(xing)逐項(xiang)核對(dui)(dui)、反(fan)復修改(gai)(gai),確(que)保(bao)(bao)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)(gong)(gong)(gong)作(zuo)(zuo)始終按要(yao)求有(you)序推(tui)(tui)進(jin)(jin)(jin)。同(tong)(tong)時(shi)(shi),對(dui)(dui)問題(ti)反(fan)映(ying)比較突出、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)難度(du)(du)較大的(de)(de)單位(wei)進(jin)(jin)(jin)行(xing)了專項(xiang)督(du)(du)導調研,重點推(tui)(tui)動(dong)落(luo)實(shi)(shi)(shi)(shi)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)任(ren)務(wu)(wu)。整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)過程(cheng)中,集團黨(dang)委(wei)(wei)(wei)嚴格(ge)把握(wo)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)落(luo)實(shi)(shi)(shi)(shi)的(de)(de)系(xi)統(tong)性、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)體(ti)性、協同(tong)(tong)性,形(xing)成了統(tong)一領(ling)(ling)導、上下聯動(dong)、合力(li)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)的(de)(de)工(gong)(gong)(gong)(gong)作(zuo)(zuo)格(ge)局(ju),確(que)保(bao)(bao)了整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)任(ren)務(wu)(wu)不折不扣落(luo)到實(shi)(shi)(shi)(shi)處(chu),實(shi)(shi)(shi)( (三)明確(que)任(ren)務目標(biao),細化(hua)具(ju)體措(cuo)施(shi)(shi),穩步(bu)(bu)推(tui)(tui)進(jin)巡視整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)取得(de)實(shi)實(shi)在在成效(xiao)。集(ji)(ji)團黨委(wei)(wei)書記、總經(jing)理(li)宋(song)權禮作為第一(yi)責任(ren)人(ren),著力抓好《落實(shi)國(guo)資委(wei)(wei)黨委(wei)(wei)第四巡視組巡視反饋意見整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)作方案》的(de)(de)制(zhi)定(ding)和(he)落實(shi),以(yi)巡視反饋的(de)(de)兩(liang)大類四個(ge)方面問(wen)(wen)題(ti)(ti)(ti)和(he)四條整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)意見建議為主干,進(jin)一(yi)步(bu)(bu)梳理(li)出(chu)20條具(ju)體問(wen)(wen)題(ti)(ti)(ti)的(de)(de)86項(xiang)(xiang)(xiang)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施(shi)(shi),并(bing)按照輕重緩急(ji)程度(du)將整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施(shi)(shi)劃分為短(duan)、中(zhong)、長(chang)(chang)期三項(xiang)(xiang)(xiang):對(dui)已具(ju)備條件(jian)且短(duan)期內(nei)能(neng)夠整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)的(de)(de)問(wen)(wen)題(ti)(ti)(ti),立(li)(li)行立(li)(li)改(gai)(gai)(gai);對(dui)難(nan)度(du)較大但通過努(nu)力能(neng)夠解決(jue)的(de)(de)問(wen)(wen)題(ti)(ti)(ti),采取先剎車、后完(wan)善的(de)(de)辦法,綜(zong)合施(shi)(shi)策、集(ji)(ji)中(zhong)發力,從制(zhi)度(du)、機制(zhi)上查找漏洞、分析(xi)原因,限(xian)期整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai);對(dui)涉及面廣、情況(kuang)復雜,一(yi)時(shi)難(nan)以(yi)解決(jue)的(de)(de)個(ge)別(bie)問(wen)(wen)題(ti)(ti)(ti),采取逐(zhu)步(bu)(bu)消化(hua)的(de)(de)方式,創造條件(jian)分步(bu)(bu)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai),力爭在2個(ge)月內(nei)見到階段成效(xiao),6個(ge)月內(nei)基(ji)本(ben)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)到位。按照整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)內(nei)容、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)責任(ren)人(ren)、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)責任(ren)單位、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施(shi)(shi)、整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)時(shi)限(xian)“五(wu)要(yao)素”填寫了(le)《中(zhong)國(guo)林業集(ji)(ji)團公司巡視反饋問(wen)(wen)題(ti)(ti)(ti)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)事項(xiang)(xiang)(xiang)一(yi)覽表》,實(shi)行臺賬(zhang)管理(li)、動態(tai)更新、辦結銷號(hao)。截止目前,整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)措(cuo)施(shi)(shi)中(zhong)有8項(xiang)(xiang)(xiang)已全部落實(shi),15項(xiang)(xiang)(xiang)已基(ji)本(ben)落實(shi),45項(xiang)(xiang)(xiang)正抓緊推(tui)(tui)進(jin),還有18項(xiang)(xiang)(xiang)需長(chang)(chang)期堅(jian)持。同時(shi),集(ji)(ji)團黨委(wei)(wei)堅(jian)持著眼長(chang)(chang)遠,在解決(jue)普遍問(wen)(wen)題(ti)(ti)(ti)的(de)(de)同時(shi)深挖問(wen)(wen)題(ti)(ti)(ti)根源,在優化(hua)規章制(zhi)度(du)的(de)(de)同時(shi)著眼建立(li)(li)長(chang)(chang)效(xiao)機制(zhi),在解決(jue)具(ju)體問(wen)(wen)題(ti)(ti)(ti)的(de)(de)同時(shi)開展(zhan)綜(zong)合治理(li),保證了(le)整(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)作取得(de)實(shi)際效(xiao)果(guo)。

二、集中精力抓好巡(xun)視反(fan)饋(kui)意見的整改落實

第一類(lei):領導班(ban)子存在的(de)問(wen)題

(一)關(guan)于(yu)黨(dang)的建設存在薄弱環節問題的整改情況

1.關于思想(xiang)上(shang)不(bu)(bu)夠重視(shi)的(de)(de)(de)問題。一(yi)(yi)是研(yan)究(jiu)制定《中國林業(ye)集團(tuan)(tuan)公(gong)司貫徹落實全面從(cong)嚴治(zhi)(zhi)黨(dang)(dang)(dang)要求(qiu)加(jia)強和(he)(he)(he)改進(jin)(jin)(jin)黨(dang)(dang)(dang)的(de)(de)(de)建(jian)(jian)設(she)工(gong)(gong)作的(de)(de)(de)具體措施》,從(cong)加(jia)強思想(xiang)政(zheng)治(zhi)(zhi)建(jian)(jian)設(she)、落實黨(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)作責(ze)任、開展黨(dang)(dang)(dang)內政(zheng)治(zhi)(zhi)生(sheng)活、加(jia)強黨(dang)(dang)(dang)風廉政(zheng)建(jian)(jian)設(she)和(he)(he)(he)反腐敗工(gong)(gong)作等(deng)方(fang)面提(ti)出從(cong)嚴要求(qiu),促進(jin)(jin)(jin)全面從(cong)嚴治(zhi)(zhi)黨(dang)(dang)(dang)制度化(hua)(hua)、常(chang)態化(hua)(hua)。二是進(jin)(jin)(jin)一(yi)(yi)步加(jia)強思想(xiang)理(li)論(lun)建(jian)(jian)設(she),認真落實年初制定的(de)(de)(de)中心組學(xue)習(xi)計(ji)劃,確(que)保(bao)中心組成(cheng)員全年學(xue)習(xi)時間不(bu)(bu)少于12天,參學(xue)率在80%以(yi)上(shang),不(bu)(bu)斷推進(jin)(jin)(jin)黨(dang)(dang)(dang)委中心組學(xue)習(xi)制度化(hua)(hua)。三是修(xiu)訂完善(shan)了(le)《集團(tuan)(tuan)公(gong)司黨(dang)(dang)(dang)委會議(yi)事規則(ze)》,進(jin)(jin)(jin)一(yi)(yi)步厘(li)清黨(dang)(dang)(dang)委會與黨(dang)(dang)(dang)政(zheng)聯(lian)席會的(de)(de)(de)界限,細化(hua)(hua)黨(dang)(dang)(dang)委研(yan)究(jiu)決定企業(ye)重大(da)問題的(de)(de)(de)范(fan)圍、方(fang)式(shi)和(he)(he)(he)程序,理(li)順(shun)工(gong)(gong)作機(ji)制和(he)(he)(he)職責(ze)范(fan)疇(chou)。調整充實黨(dang)(dang)(dang)委工(gong)(gong)作部門設(she)置,加(jia)強力量,從(cong)組織(zhi)、制度和(he)(he)(he)程序上(shang)進(jin)(jin)(jin)一(yi)(yi)步提(ti)升黨(dang)(dang)(dang)委工(gong)(gong)作規范(fan)化(hua)(hua)水平。四是按照(zhao)中央(yang)《關于在深化(hua)(hua)國有企業(ye)改革中堅持黨(dang)(dang)(dang)的(de)(de)(de)領導加(jia)強黨(dang)(dang)(dang)的(de)(de)(de)建(jian)(jian)設(she)若干意見》,在現行(xing)《公(gong)司章程》中充實完善(shan)了(le)加(jia)強黨(dang)(dang)(dang)的(de)(de)(de)建(jian)(jian)設(she)相關內容,進(jin)(jin)(jin)一(yi)(yi)步明確(que)黨(dang)(dang)(dang)組織(zhi)在公(gong)司法人治(zhi)(zhi)理(li)結構中的(de)(de)(de)法定地位,更好地發揮(hui)黨(dang)(dang)(dang)組織(zhi)的(de)(de)(de)政(zheng)治(zhi)(zhi)核心作用。

bu),設(she)(she)(she)置(zhi)了(le)(le)專(zhuan)(zhuan)職(zhi)黨(dang)(dang)(dang)(dang)(dang)委(wei)秘書崗,新(xin)增了(le)(le)2名工(gong)(gong)作(zuo)(zuo)(zuo)人(ren)員(yuan)。二級(ji)企(qi)(qi)(qi)業(ye)中(zhong)(zhong)有(you)(you)(you)2家(jia)新(xin)設(she)(she)(she)了(le)(le)審計(ji)監察部(bu)(bu),1家(jia)調整配(pei)備了(le)(le)專(zhuan)(zhuan)職(zhi)紀(ji)委(wei)書記。三是扎實(shi)(shi)推進(jin)“兩學一做”學習(xi)教育的(de)(de)(de)(de)(de)開(kai)展,把全(quan)(quan)面(mian)從嚴治黨(dang)(dang)(dang)(dang)(dang)要求(qiu)向基(ji)層延伸(shen),消除(chu)基(ji)層黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)管理(li)盲區和(he)(he)(he)空白點。全(quan)(quan)系(xi)(xi)統(tong)(tong)172個基(ji)層黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(zu)(zu)(zu)織(zhi)(zhi)(zhi)(其(qi)中(zhong)(zhong)151個黨(dang)(dang)(dang)(dang)(dang)支部(bu)(bu)),目前(qian)均能夠按(an)照(zhao)(zhao)集(ji)團(tuan)(tuan)“兩學一做”實(shi)(shi)施方(fang)(fang)(fang)案中(zhong)(zhong)的(de)(de)(de)(de)(de)規(gui)定(ding)動作(zuo)(zuo)(zuo)和(he)(he)(he)自(zi)選(xuan)(xuan)動作(zuo)(zuo)(zuo)抓好工(gong)(gong)作(zuo)(zuo)(zuo)落(luo)實(shi)(shi)。根據各企(qi)(qi)(qi)業(ye)業(ye)務規(gui)模和(he)(he)(he)機構(gou)(gou)設(she)(she)(she)置(zhi)及(ji)(ji)人(ren)員(yuan)分(fen)(fen)布情況(kuang),持(chi)續推進(jin)黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)工(gong)(gong)作(zuo)(zuo)(zuo)進(jin)處室、班組(zu)(zu)(zu)(zu)(zu)、窗口工(gong)(gong)作(zuo)(zuo)(zuo)。根據混合所(suo)有(you)(you)(you)制(zhi)(zhi)企(qi)(qi)(qi)業(ye)特點,進(jin)一步(bu)明(ming)確黨(dang)(dang)(dang)(dang)(dang)組(zu)(zu)(zu)(zu)(zu)織(zhi)(zhi)(zhi)設(she)(she)(she)置(zhi)方(fang)(fang)(fang)式(shi)、職(zhi)責(ze)(ze)定(ding)位和(he)(he)(he)管理(li)模式(shi)。

3.關于黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)(gong)(gong)作(zuo)抓的不(bu)實的問題。一(yi)是(shi)將黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)(gong)(gong)作(zuo)納入(ru)到集(ji)(ji)團(tuan)公(gong)司“十三五”戰略(lve)規劃(hua)編制中(zhong),明確了加強(qiang)黨(dang)(dang)(dang)(dang)(dang)的建(jian)(jian)(jian)(jian)(jian)設(she)(she)的總體(ti)要求、工(gong)(gong)(gong)(gong)作(zuo)目(mu)標、重(zhong)點任務(wu)(wu)和(he)(he)保障措施等內容(rong),進(jin)一(yi)步加強(qiang)對集(ji)(ji)團(tuan)黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)(gong)(gong)作(zuo)的統一(yi)規劃(hua)和(he)(he)組織(zhi)領(ling)導。二是(shi)按照國資(zi)委有關要求,抓緊推進(jin)黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)(gong)(gong)作(zuo)責任制落地,搞好頂層設(she)(she)計和(he)(he)整體(ti)布局,明確工(gong)(gong)(gong)(gong)作(zuo)目(mu)標、方向(xiang)和(he)(he)路徑,逐步建(jian)(jian)(jian)(jian)(jian)立(li)“述職述黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)、評議評黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)、考核(he)考黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)、任用干部看(kan)黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)”的黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)(gong)(gong)作(zuo)責任體(ti)系。三是(shi)逐步建(jian)(jian)(jian)(jian)(jian)立(li)和(he)(he)完善考核(he)評價體(ti)系,不(bu)斷強(qiang)化黨(dang)(dang)(dang)(dang)(dang)組織(zhi)書記管黨(dang)(dang)(dang)(dang)(dang)治黨(dang)(dang)(dang)(dang)(dang)責任,研究制定《集(ji)(ji)團(tuan)公(gong)司黨(dang)(dang)(dang)(dang)(dang)委黨(dang)(dang)(dang)(dang)(dang)建(jian)(jian)(jian)(jian)(jian)工(gong)(gong)(gong)(gong)作(zuo)責任制考核(he)評價辦法》。四(si)是(shi)堅持抓好對基層黨(dang)(dang)(dang)(dang)(dang)組織(zhi)書記、專(zhuan)兼職黨(dang)(dang)(dang)(dang)(dang)務(wu)(wu)工(gong)(gong)(gong)(gong)作(zuo)者(zhe)、入(ru)黨(dang)(dang)(dang)(dang)(dang)積極分子等不(bu)同層次、不(bu)同類(lei)別人員的學習(xi)培訓(xun),進(jin)一(yi)步提高黨(dang)(dang)(dang)(dang)(dang)務(wu)(wu)干部隊伍能力(li)素質和(he)(he)履職本領(ling)。

(三)關(guan)于企業管理的基礎還比較薄弱問題(ti)的整改情況

11.關于(yu)銀(yin)行賬戶(hu)較多,資金(jin)集(ji)中(zhong)度較低,規(gui)范(fan)(fan)化較差,存在(zai)監(jian)管(guan)(guan)風險(xian)(xian)(xian)的(de)問題。一(yi)是(shi)嚴(yan)格(ge)按照《集(ji)團公(gong)(gong)司(si)(si)銀(yin)行賬戶(hu)管(guan)(guan)理辦法(fa)》,加強(qiang)(qiang)(qiang)對(dui)下屬企(qi)業(ye)銀(yin)行賬戶(hu)管(guan)(guan)理工作(zuo),開(kai)(kai)展(zhan)了對(dui)全集(ji)團銀(yin)行賬戶(hu)的(de)摸底清查工作(zuo),下發了《關于(yu)進(jin)一(yi)步(bu)規(gui)范(fan)(fan)銀(yin)行賬戶(hu)管(guan)(guan)理工作(zuo)的(de)通知》,提出總體壓(ya)降原則,設定(ding)具體壓(ya)降目標(biao),將管(guan)(guan)控(kong)壓(ya)力層(ceng)層(ceng)傳(chuan)導,嚴(yan)把(ba)“審核”“備案(an)”兩道關口,嚴(yan)控(kong)銀(yin)行賬戶(hu)增(zeng)量(liang)。要求二級企(qi)業(ye)制(zhi)定(ding)本公(gong)(gong)司(si)(si)的(de)銀(yin)行賬戶(hu)管(guan)(guan)理辦法(fa),明(ming)確(que)二級公(gong)(gong)司(si)(si)所有(you)新增(zeng)銀(yin)行賬戶(hu)需經集(ji)團公(gong)(gong)司(si)(si)審批(pi)后方可開(kai)(kai)具,三(san)(san)級及以(yi)下公(gong)(gong)司(si)(si)需經二級公(gong)(gong)司(si)(si)審批(pi),并(bing)將開(kai)(kai)戶(hu)信息上報集(ji)團公(gong)(gong)司(si)(si)備案(an)。二是(shi)集(ji)團公(gong)(gong)司(si)(si)在(zai)做好總體規(gui)劃(hua)、指(zhi)導和(he)監(jian)督(du)檢查的(de)基礎上,要求各二級企(qi)業(ye)以(yi)生產經營業(ye)務為依(yi)托,逐步(bu)提高資金(jin)集(ji)中(zhong)度,增(zeng)強(qiang)(qiang)(qiang)資金(jin)整體調控(kong)能力,促(cu)進(jin)經營業(ye)務更(geng)好開(kai)(kai)展(zhan)。三(san)(san)是(shi)督(du)促(cu)各級企(qi)業(ye)抓(zhua)緊(jin)落實建立(li)健全資金(jin)風險(xian)(xian)(xian)防控(kong)制(zhi)度,并(bing)加強(qiang)(qiang)(qiang)制(zhi)度執行力度,切實防范(fan)(fan)企(qi)業(ye)經營風險(xian)(xian)(xian)和(he)財(cai)務風險(xian)(xian)(xian)。

12.關(guan)于“三(san)重(zhong)一(yi)大(da)”制(zhi)(zhi)(zhi)度(du)執行不到位的(de)(de)問題。一(yi)是進一(yi)步(bu)深化《集(ji)團公司貫(guan)徹(che)落實“三(san)重(zhong)一(yi)大(da)”決(jue)(jue)策(ce)制(zhi)(zhi)(zhi)度(du)實施(shi)辦法》的(de)(de)貫(guan)徹(che)執行和相關(guan)配套制(zhi)(zhi)(zhi)度(du)建設,逐(zhu)步(bu)建立健全風險防范(fan)和控(kong)制(zhi)(zhi)(zhi)體(ti)系(xi),提高(gao)決(jue)(jue)策(ce)水平和風險抵御能(neng)力。二是進一(yi)步(bu)加強(qiang)對(dui)(dui)所(suo)屬企業執行“三(san)重(zhong)一(yi)大(da)”決(jue)(jue)策(ce)制(zhi)(zhi)(zhi)度(du)的(de)(de)管控(kong)。加大(da)了對(dui)(dui)“三(san)重(zhong)一(yi)大(da)”決(jue)(jue)策(ce)制(zhi)(zhi)(zhi)度(du)執行情(qing)況(kuang)的(de)(de)監督檢查,對(dui)(dui)發現的(de)(de)問題進行逐(zhu)條整(zheng)改,督促子公司修訂重(zhong)大(da)事項界定不清(qing),責任不明(ming)的(de)(de)條款。三(san)是指(zhi)導所(suo)屬企業建立“三(san)重(zhong)一(yi)大(da)”決(jue)(jue)策(ce)制(zhi)(zhi)(zhi)度(du)流程控(kong)制(zhi)(zhi)(zhi)清(qing)單(dan),規范(fan)決(jue)(jue)策(ce)程序,加強(qiang)對(dui)(dui)決(jue)(jue)策(ce)文件的(de)(de)檔案管理。四是將“三(san)重(zhong)一(yi)大(da)”決(jue)(jue)策(ce)制(zhi)(zhi)(zhi)度(du)執行情(qing)況(kuang)納(na)入年度(du)內(nei)控(kong)評價內(nei)容,融入日常(chang)管理。

13.關于投(tou)(tou)資(zi)(zi)項(xiang)(xiang)目(mu)的(de)可(ke)研論(lun)證不夠充分(fen)(fen)的(de)問題。一是(shi)(shi)(shi)針對(dui)14個未達(da)預(yu)期(qi)的(de)項(xiang)(xiang)目(mu),目(mu)前(qian)正在(zai)(zai)逐(zhu)一分(fen)(fen)析(xi)原因,找出(chu)共(gong)性(xing)(xing)因素,通過(guo)制度化、規范化加(jia)以解(jie)決。二是(shi)(shi)(shi)做(zuo)(zuo)好項(xiang)(xiang)目(mu)事前(qian)調(diao)查、事中跟蹤與事后(hou)評(ping)估(gu)。著力可(ke)研依(yi)(yi)據的(de)真實可(ke)靠(kao)性(xing)(xing),對(dui)專業性(xing)(xing)強(qiang)(qiang)的(de)項(xiang)(xiang)目(mu)進行專業論(lun)證。把控制環節前(qian)移,扎實做(zuo)(zuo)好項(xiang)(xiang)目(mu)調(diao)研工(gong)作(zuo)(zuo),項(xiang)(xiang)目(mu)申報(bao)(bao)文件要說明項(xiang)(xiang)目(mu)調(diao)研過(guo)程(cheng)和(he)主要估(gu)算依(yi)(yi)據及數據來(lai)源。項(xiang)(xiang)目(mu)申報(bao)(bao)單位在(zai)(zai)上(shang)(shang)報(bao)(bao)可(ke)行性(xing)(xing)研究報(bao)(bao)告前(qian),要自行組織評(ping)估(gu)論(lun)證,并將評(ping)估(gu)論(lun)證紀要作(zuo)(zuo)為申報(bao)(bao)文件的(de)組成部分(fen)(fen)上(shang)(shang)報(bao)(bao)。做(zuo)(zuo)好項(xiang)(xiang)目(mu)運營(ying)管理團隊(dui)可(ke)行性(xing)(xing)論(lun)證,開展項(xiang)(xiang)目(mu)后(hou)評(ping)價工(gong)作(zuo)(zuo),形成運營(ying)管理有(you)效控制和(he)總結完(wan)(wan)善(shan)提高(gao)機制,目(mu)前(qian)已(yi)起(qi)草了(le)《中國(guo)林業集團公司投(tou)(tou)資(zi)(zi)項(xiang)(xiang)目(mu)后(hou)評(ping)價工(gong)作(zuo)(zuo)管理辦(ban)法(fa)》。三是(shi)(shi)(shi)進一步加(jia)強(qiang)(qiang)部門建(jian)設,強(qiang)(qiang)化學習培訓,提高(gao)崗位能力。四(si)是(shi)(shi)(shi)嚴格執(zhi)行對(dui)投(tou)(tou)資(zi)(zi)項(xiang)(xiang)目(mu)專項(xiang)(xiang)風險評(ping)估(gu)合規性(xing)(xing)審(shen)核的(de)工(gong)作(zuo)(zuo)要求(qiu),對(dui)每個大型投(tou)(tou)資(zi)(zi)項(xiang)(xiang)目(mu)進行了(le)相應(ying)評(ping)估(gu),在(zai)(zai)投(tou)(tou)資(zi)(zi)項(xiang)(xiang)目(mu)審(shen)核會上(shang)(shang)提出(chu)了(le)意見和(he)建(jian)議。五是(shi)(shi)(shi)落實國(guo)資(zi)(zi)委《關于進一步加(jia)強(qiang)(qiang)中央(yang)企(qi)業內(nei)部審(shen)計工(gong)作(zuo)(zuo)的(de)通知(zhi)(zhi)》的(de)有(you)關要求(qiu)。在(zai)(zai)年(nian)中審(shen)計工(gong)作(zuo)(zuo)會上(shang)(shang),向(xiang)所屬單位傳達(da)了(le)《通知(zhi)(zhi)》中“三年(nian)必審(shen)”和(he)重(zhong)要項(xiang)(xiang)目(mu)輪審(shen)的(de)工(gong)作(zuo)(zuo)要求(qiu),即不得(de)出(chu)現3年(nian)以上(shang)(shang)未經審(shen)計的(de)子(zi)企(qi)業和(he)分(fen)(fen)支(zhi)機構,做(zuo)(zuo)到(dao)審(shen)計監督不留死角;利用3-5年(nian)時間完(wan)(wan)成對(dui)企(qi)業所有(you)重(zhong)大工(gong)程(cheng)和(he)投(tou)(tou)資(zi)(zi)項(xiang)(xiang)目(mu)輪審(shen)一遍。

14.關于檔(dang)(dang)案(an)管理(li)(li)(li)(li)不夠嚴(yan)謹的問題。一是制定(ding)了(le)《檔(dang)(dang)案(an)管理(li)(li)(li)(li)工作評價規定(ding)》、《集團公司總部會議音(yin)、視頻(pin)歸檔(dang)(dang)管理(li)(li)(li)(li)規范(fan)》。二是加(jia)強(qiang)總部檔(dang)(dang)案(an)管理(li)(li)(li)(li)工作力度,配備專職檔(dang)(dang)案(an)管理(li)(li)(li)(li)人員,加(jia)強(qiang)檔(dang)(dang)案(an)室建設,進一步向檔(dang)(dang)案(an)管理(li)(li)(li)(li)專業化、標準化推進。三是建立(li)檔(dang)(dang)案(an)管理(li)(li)(li)(li)系統。堅持文(wen)檔(dang)(dang)一體化,充(chong)分利用計算(suan)機(ji)技(ji)術和網絡建設,建設檔(dang)(dang)案(an)資(zi)源(yuan)內部局(ju)域網,實現(xian)資(zi)源(yuan)共享,切實提高檔(dang)(dang)案(an)現(xian)代化管理(li)(li)(li)(li)水平。

15.關于信(xin)息化建設比較(jiao)滯后的(de)問(wen)題。一是(shi)(shi)制(zhi)定(ding)了(le)《中國林業集(ji)(ji)團(tuan)公(gong)司(si)計(ji)算機機房管理規定(ding)》,修訂了(le)《NC管理辦法》。二(er)是(shi)(shi)加強(qiang)信(xin)息化建設。計(ji)劃年內完(wan)成(cheng)集(ji)(ji)團(tuan)公(gong)司(si)業務系統(tong)(tong)等保建設,有效提升集(ji)(ji)團(tuan)業務系統(tong)(tong)的(de)安全(quan)系數。完(wan)成(cheng)集(ji)(ji)團(tuan)公(gong)司(si)協(xie)同辦公(gong)系統(tong)(tong)建設。完(wan)成(cheng)合同監管系統(tong)(tong)建設。加入公(gong)安部國家網絡(luo)與信(xin)息安全(quan)信(xin)息通報機制(zhi)。

16.關于(yu)制(zhi)定人才(cai)發(fa)展規(gui)劃的問(wen)題。目前已起(qi)草了與企業(ye)發(fa)展戰(zhan)略相配(pei)套(tao)的《中國林業(ye)集(ji)團公(gong)司“十三(san)五”人才(cai)發(fa)展規(gui)劃》,進一步明確集(ji)團未來五年人才(cai)發(fa)展的思路、總(zong)體(ti)目標和重要舉措(cuo),提升(sheng)集(ji)團人力資源工作前瞻(zhan)性、科(ke)學(xue)性。

20.關于巡(xun)(xun)視(shi)移交(jiao)(jiao)問(wen)(wen)題線索(suo)辦理情況。集團黨委、紀(ji)委高度重(zhong)視(shi)巡(xun)(xun)視(shi)移交(jiao)(jiao)問(wen)(wen)題線索(suo),及時(shi)成立了(le)調查工(gong)作(zuo)(zuo)組,由黨委副書(shu)記(ji)、紀(ji)委書(shu)記(ji)王(wang)榮斌主抓,對巡(xun)(xun)視(shi)移交(jiao)(jiao)的(de)8件問(wen)(wen)題線索(suo)進(jin)(jin)行了(le)認真排(pai)查和(he)初核,嚴格按照五類方式(shi)進(jin)(jin)行處置(zhi)。目前,核查工(gong)作(zuo)(zuo)已完成,8件問(wen)(wen)題線索(suo)全部辦結(jie)。下一(yi)步,將從制度和(he)管理上進(jin)(jin)一(yi)步完善,著力構(gou)建長(chang)效機制,確保反映問(wen)(wen)題不(bu)再發生(sheng)。

一是繼續深(shen)(shen)入(ru)推進(jin)整改(gai)、加強(qiang)跟蹤(zong)督(du)導。經過前(qian)一階段(duan)的(de)(de)努力(li),巡視(shi)整改(gai)工(gong)作(zuo)雖然(ran)取得(de)了階段(duan)性成效,但基(ji)礎還(huan)不(bu)(bu)(bu)(bu)夠扎實,有(you)(you)些問題尚沒有(you)(you)得(de)到(dao)根本和(he)(he)徹底解決(jue),還(huan)需要(yao)更長(chang)時間,進(jin)一步深(shen)(shen)化整改(gai)。集團黨(dang)委將堅持(chi)“整改(gai)機構不(bu)(bu)(bu)(bu)撤、工(gong)作(zuo)力(li)度(du)不(bu)(bu)(bu)(bu)減、目(mu)標要(yao)求不(bu)(bu)(bu)(bu)變(bian)”的(de)(de)原則,對整改(gai)工(gong)作(zuo)緊抓不(bu)(bu)(bu)(bu)放。對已基(ji)本完成的(de)(de)整改(gai)任務(wu),及時組織“回頭看(kan)”,跟蹤(zong)檢查整改(gai)事項落(luo)實情況(kuang)和(he)(he)相關制(zhi)度(du)修訂執行情況(kuang),堅決(jue)防止問題反(fan)彈;對正在進(jin)行的(de)(de)整改(gai)任務(wu),緊盯不(bu)(bu)(bu)(bu)放,督(du)促有(you)(you)關部門和(he)(he)單位嚴格按照(zhao)既定整改(gai)時限(xian)加以推進(jin),堅決(jue)杜(du)絕虎頭蛇尾;對長(chang)期堅持(chi)的(de)(de)整改(gai)任務(wu),立足(zu)當(dang)前(qian)、著眼(yan)長(chang)遠、統(tong)籌(chou)考慮,著力(li)構建長(chang)效機制(zhi),加強(qiang)跟蹤(zong)督(du)導,確保(bao)取得(de)實效。通過持(chi)續努力(li),將整改(gai)落(luo)實推向深(shen)(shen)入(ru),高標準(zhun)、嚴要(yao)求地完成全部整改(gai)任務(wu),真(zhen)正做到(dao)整改(gai)工(gong)作(zuo)不(bu)(bu)(bu)(bu)留死角、成效永(yong)固。

二是著力(li)構(gou)(gou)建長效機(ji)制(zhi)(zhi)(zhi)(zhi)、推進(jin)依法(fa)治企(qi)(qi)。充(chong)(chong)分(fen)運用(yong)巡視成果,將巡視整(zheng)改與完善(shan)(shan)公司(si)治理(li)和(he)(he)(he)現(xian)代企(qi)(qi)業(ye)制(zhi)(zhi)(zhi)(zhi)度(du)建設(she)緊密結合起來,制(zhi)(zhi)(zhi)(zhi)定和(he)(he)(he)完善(shan)(shan)一批(pi)管(guan)長遠、治根本的有效制(zhi)(zhi)(zhi)(zhi)度(du),用(yong)制(zhi)(zhi)(zhi)(zhi)度(du)和(he)(he)(he)機(ji)制(zhi)(zhi)(zhi)(zhi)規范權力(li)運行,提升公司(si)管(guan)控(kong)水平,推進(jin)依法(fa)治企(qi)(qi)、從(cong)嚴治企(qi)(qi)。認真查找深層(ceng)次原因,從(cong)完善(shan)(shan)體制(zhi)(zhi)(zhi)(zhi)機(ji)制(zhi)(zhi)(zhi)(zhi)、健全制(zhi)(zhi)(zhi)(zhi)度(du)體系、創新管(guan)理(li)方(fang)式、夯實基(ji)礎工(gong)作等方(fang)面,突(tu)出建立黨建責(ze)任制(zhi)(zhi)(zhi)(zhi)、強化(hua)監督執(zhi)紀(ji)問責(ze)、加強“三重(zhong)一大(da)”決(jue)策、完善(shan)(shan)企(qi)(qi)業(ye)內控(kong)機(ji)制(zhi)(zhi)(zhi)(zhi)、匡正選人(ren)用(yong)人(ren)風氣等重(zhong)點(dian)領(ling)域和(he)(he)(he)環節,充(chong)(chong)實組織(zhi)力(li)量,健全工(gong)作機(ji)制(zhi)(zhi)(zhi)(zhi),進(jin)一步扎緊制(zhi)(zhi)(zhi)(zhi)度(du)的“籬笆”,構(gou)(gou)建堵塞(sai)漏洞、解(jie)決(jue)問題的長效機(ji)制(zhi)(zhi)(zhi)(zhi)。同時,在提高制(zhi)(zhi)(zhi)(zhi)度(du)執(zhi)行力(li)上狠(hen)下功夫(fu),堅持按(an)級負責(ze),分(fen)層(ceng)次抓(zhua)管(guan)理(li)、抓(zhua)執(zhi)行力(li),切(qie)實把依法(fa)治企(qi)(qi)貫徹落實到集團建設(she)的方(fang)方(fang)面面,努力(li)形成企(qi)(qi)業(ye)領(ling)導依法(fa)決(jue)策、管(guan)理(li)人(ren)員(yuan)依法(fa)辦事、員(yuan)工(gong)依法(fa)履職的良(liang)好局面。

三是牢(lao)牢(lao)抓住發(fa)(fa)展(zhan)(zhan)(zhan)機遇、推(tui)動(dong)(dong)長遠發(fa)(fa)展(zhan)(zhan)(zhan)。集(ji)團黨委(wei)將進一(yi)步(bu)把“十三五(wu)”規劃制(zhi)定好(hao)(hao)、落實(shi)(shi)好(hao)(hao),認真(zhen)研判當前經(jing)濟社(she)會發(fa)(fa)展(zhan)(zhan)(zhan)形勢對(dui)公司業(ye)(ye)務帶(dai)來的(de)挑戰(zhan)和機遇,積(ji)極(ji)應對(dui)經(jing)濟下行壓力(li),推(tui)動(dong)(dong)體(ti)制(zhi)機制(zhi)創新實(shi)(shi)踐,努力(li)突破目(mu)前林業(ye)(ye)產業(ye)(ye)發(fa)(fa)展(zhan)(zhan)(zhan)面臨的(de)瓶頸,更好(hao)(hao)地應對(dui)經(jing)濟環(huan)境(jing)變化帶(dai)來的(de)影響(xiang)。與此同(tong)時(shi),充(chong)分發(fa)(fa)揮(hui)自身(shen)優勢,積(ji)極(ji)響(xiang)應中央(yang)“一(yi)帶(dai)一(yi)路”和央(yang)企(qi)(qi)“走出去”戰(zhan)略,穩步(bu)推(tui)進集(ji)團公司業(ye)(ye)務拓展(zhan)(zhan)(zhan),加快(kuai)打(da)造木(mu)(mu)材(cai)經(jing)營、種子(zi)種苗、生態產業(ye)(ye)和林業(ye)(ye)配套(tao)服(fu)務的(de)產業(ye)(ye)鏈條(tiao),下決心(xin)培(pei)育主業(ye)(ye)和有(you)核心(xin)競(jing)爭力(li)的(de)業(ye)(ye)務板塊,切實(shi)(shi)改變貿易(yi)一(yi)枝(zhi)獨大的(de)格(ge)局(ju)。注重(zhong)在(zai)資源布局(ju)、碳匯交易(yi)、森林康養、木(mu)(mu)材(cai)儲備(bei)加工示(shi)范基(ji)地等重(zhong)點項(xiang)目(mu)上加強政(zheng)策和項(xiang)目(mu)儲備(bei)研究,進一(yi)步(bu)整(zheng)(zheng)合優勢資源,調(diao)整(zheng)(zheng)組織架構(gou),夯實(shi)(shi)企(qi)(qi)業(ye)(ye)管理基(ji)礎,徹底解決集(ji)而不團的(de)問題(ti),推(tui)動(dong)(dong)集(ji)團公司全(quan)面實(shi)(shi)現“做行業(ye)(ye)領袖、創一(yi)流企(qi)(qi)業(ye)(ye)”的(de)發(fa)(fa)展(zhan)(zhan)(zhan)目(mu)標。
