中國林業集團有限公司黨委關于巡視整改情況的通報

根據國(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)黨委(wei)(wei)(wei)(wei)統一部署(shu),2020年6月(yue)16日(ri)至8月(yue)20日(ri),國(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)黨委(wei)(wei)(wei)(wei)第(di)三巡視組對中(zhong)(zhong)國(guo)(guo)(guo)林業集團有限(xian)公司(以下簡稱中(zhong)(zhong)林集團)黨委(wei)(wei)(wei)(wei)進行了巡視。9月(yue)28日(ri),巡視組向(xiang)中(zhong)(zhong)林集團黨委(wei)(wei)(wei)(wei)反饋(kui)了巡視意見。按照(zhao)《中(zhong)(zhong)國(guo)(guo)(guo)共(gong)產黨巡視工作(zuo)條(tiao)例(li)(li)》《國(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)黨委(wei)(wei)(wei)(wei)關于(yu)貫徹落實(shi)<中(zhong)(zhong)國(guo)(guo)(guo)共(gong)產黨巡視工作(zuo)條(tiao)例(li)(li)>的實(shi)施(shi)辦法》等有關規(gui)定,現將巡視整改情況(kuang)予以公布。

一、總體情況

中林(lin)集團(tuan)黨委對巡視組(zu)指出(chu)(chu)的(de)問題(ti)和提(ti)出(chu)(chu)的(de)意見建議高度重視,認真(zhen)研(yan)究制(zhi)定了(le)整改工作方案(an),并從4個方面14大項(xiang)(xiang)44個具(ju)體問題(ti)提(ti)出(chu)(chu)了(le)97項(xiang)(xiang)整改措施。截至目前(qian),97項(xiang)(xiang)整改措施中有92項(xiang)(xiang)措施已完(wan)(wan)成或取得階段性成效,集中整改措施完(wan)(wan)成率達94.85%,制(zhi)定并完(wan)(wan)善了(le)關于(yu)黨建、投資、人事和紀檢等各類規(gui)章制(zhi)度32項(xiang)(xiang)。

(一)深入學習領會,迅速部署整改工作

巡(xun)視(shi)(shi)(shi)工(gong)作(zuo)(zuo)是對(dui)中(zhong)林(lin)(lin)集(ji)團貫徹(che)中(zhong)央(yang)決(jue)(jue)(jue)策(ce)部(bu)(bu)署(shu)、落(luo)(luo)(luo)實政(zheng)治(zhi)(zhi)責任(ren)的一(yi)(yi)(yi)次(ci)全(quan)(quan)面檢驗,是對(dui)近年來公司改(gai)(gai)革發(fa)展(zhan)的一(yi)(yi)(yi)次(ci)系統(tong)梳(shu)理(li)。巡(xun)視(shi)(shi)(shi)意(yi)(yi)見(jian)(jian)反饋(kui)后,中(zhong)林(lin)(lin)集(ji)團黨委(wei)(wei)(wei)(wei)高度重(zhong)視(shi)(shi)(shi),立(li)即召(zhao)開(kai)(kai)巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)(gai)專題(ti)黨委(wei)(wei)(wei)(wei)會(hui),認真(zhen)學(xue)(xue)習(xi)(xi)領會(hui)習(xi)(xi)近平(ping)(ping)總書記關于巡(xun)視(shi)(shi)(shi)工(gong)作(zuo)(zuo)重(zhong)要論(lun)述和(he)十(shi)九屆(jie)中(zhong)央(yang)紀委(wei)(wei)(wei)(wei)四次(ci)全(quan)(quan)會(hui)、全(quan)(quan)國巡(xun)視(shi)(shi)(shi)工(gong)作(zuo)(zuo)會(hui)議部(bu)(bu)署(shu)及《關于中(zhong)央(yang)部(bu)(bu)委(wei)(wei)(wei)(wei)、中(zhong)央(yang)國家機關部(bu)(bu)門黨組(黨委(wei)(wei)(wei)(wei))開(kai)(kai)展(zhan)巡(xun)視(shi)(shi)(shi)工(gong)作(zuo)(zuo)的指導意(yi)(yi)見(jian)(jian)(試行)》,深入貫徹(che)落(luo)(luo)(luo)實國資委(wei)(wei)(wei)(wei)黨委(wei)(wei)(wei)(wei)巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)(gai)工(gong)作(zuo)(zuo)會(hui)議精神和(he)郝鵬書記講(jiang)話精神。10月23日,中(zhong)林(lin)(lin)集(ji)團召(zhao)開(kai)(kai)巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)(gai)工(gong)作(zuo)(zuo)動員部(bu)(bu)署(shu)會(hui),傳(chuan)達(da)學(xue)(xue)習(xi)(xi)國資委(wei)(wei)(wei)(wei)第(di)三(san)巡(xun)視(shi)(shi)(shi)組反饋(kui)意(yi)(yi)見(jian)(jian)會(hui)議精神,在全(quan)(quan)集(ji)團內部(bu)(bu)署(shu)巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)(gai)工(gong)作(zuo)(zuo),堅決(jue)(jue)(jue)把巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)(gai)作(zuo)(zuo)為當前(qian)最(zui)重(zhong)要的政(zheng)治(zhi)(zhi)任(ren)務(wu),認真(zhen)抓好整(zheng)改(gai)(gai)工(gong)作(zuo)(zuo)落(luo)(luo)(luo)實,確保高質(zhi)量(liang)地完(wan)成整(zheng)改(gai)(gai)任(ren)務(wu)。圍(wei)繞(rao)習(xi)(xi)近平(ping)(ping)生態文(wen)明思想(xiang)(xiang)、《習(xi)(xi)近平(ping)(ping)談治(zhi)(zhi)國理(li)政(zheng)》第(di)三(san)卷和(he)十(shi)九屆(jie)五中(zhong)全(quan)(quan)會(hui),中(zhong)林(lin)(lin)集(ji)團先后召(zhao)開(kai)(kai)3次(ci)黨委(wei)(wei)(wei)(wei)中(zhong)心組學(xue)(xue)習(xi)(xi)會(hui)議,緊密(mi)結合巡(xun)視(shi)(shi)(shi)反饋(kui)問題(ti),對(dui)相(xiang)關理(li)論(lun)知識、文(wen)件內容和(he)會(hui)議精神進行了(le)再學(xue)(xue)習(xi)(xi)、再深化,對(dui)整(zheng)改(gai)(gai)任(ren)務(wu)進行了(le)再梳(shu)理(li)、再細化,堅決(jue)(jue)(jue)把思想(xiang)(xiang)和(he)行動統(tong)一(yi)(yi)(yi)到黨中(zhong)央(yang)的重(zhong)大決(jue)(jue)(jue)策(ce)部(bu)(bu)署(shu)上來,確保巡(xun)視(shi)(shi)(shi)整(zheng)改(gai)(gai)工(gong)作(zuo)(zuo)落(luo)(luo)(luo)實落(luo)(luo)(luo)地。

(二)加強組織領導,嚴格落實整改責任

中林集(ji)(ji)團(tuan)成(cheng)立(li)了(le)由(you)黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)書(shu)(shu)記(ji)、董(dong)事長(chang)為(wei)(wei)組長(chang),黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)副書(shu)(shu)記(ji)、紀委(wei)(wei)(wei)(wei)書(shu)(shu)記(ji)為(wei)(wei)副組長(chang),其他黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)委(wei)(wei)(wei)(wei)員(yuan)(yuan)為(wei)(wei)成(cheng)員(yuan)(yuan)的巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)領導(dao)(dao)小(xiao)組,負(fu)(fu)責(ze)(ze)(ze)(ze)統籌推進(jin)(jin)全集(ji)(ji)團(tuan)巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)。黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)書(shu)(shu)記(ji)是(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)第(di)一(yi)責(ze)(ze)(ze)(ze)任人(ren)(ren),重要(yao)(yao)任務親(qin)自(zi)(zi)(zi)部(bu)(bu)署、整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)責(ze)(ze)(ze)(ze)任親(qin)自(zi)(zi)(zi)傳導(dao)(dao)、線索處置親(qin)自(zi)(zi)(zi)過(guo)問(wen)、突出問(wen)題親(qin)自(zi)(zi)(zi)督(du)辦(ban)(ban),從嚴(yan)要(yao)(yao)求(qiu),狠抓(zhua)(zhua)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)責(ze)(ze)(ze)(ze)任落實(shi)(shi)。黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)委(wei)(wei)(wei)(wei)員(yuan)(yuan)嚴(yan)格(ge)落實(shi)(shi)“一(yi)崗雙責(ze)(ze)(ze)(ze)”,牽頭負(fu)(fu)責(ze)(ze)(ze)(ze)分管領域整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo),對(dui)集(ji)(ji)團(tuan)總部(bu)(bu)和下屬黨(dang)(dang)(dang)(dang)建工(gong)(gong)(gong)作(zuo)聯系點二級企(qi)業親(qin)自(zi)(zi)(zi)進(jin)(jin)行督(du)導(dao)(dao)管理。設立(li)了(le)巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)辦(ban)(ban)公室(shi),負(fu)(fu)責(ze)(ze)(ze)(ze)全集(ji)(ji)團(tuan)巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)的協調(diao)和督(du)促工(gong)(gong)(gong)作(zuo)。建立(li)領導(dao)(dao)負(fu)(fu)責(ze)(ze)(ze)(ze)、工(gong)(gong)(gong)作(zuo)例(li)會(hui)、請(qing)示報(bao)告、審(shen)驗銷號、考(kao)核評價和督(du)辦(ban)(ban)問(wen)責(ze)(ze)(ze)(ze)機制,以簡報(bao)形式定期通報(bao)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)進(jin)(jin)度,形成(cheng)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)常態化、機制化,確保解決一(yi)個問(wen)題,工(gong)(gong)(gong)作(zuo)就向(xiang)前推進(jin)(jin)一(yi)步,切實(shi)(shi)提高巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)針(zhen)對(dui)性、有效性和長(chang)期性。在(zai)全系統的共同努力下,中林集(ji)(ji)團(tuan)形成(cheng)了(le)黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)書(shu)(shu)記(ji)抓(zhua)(zhua)總,分管領導(dao)(dao)抓(zhua)(zhua)面,各單(dan)位抓(zhua)(zhua)線,專項(xiang)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)抓(zhua)(zhua)點,紀委(wei)(wei)(wei)(wei)、人(ren)(ren)事抓(zhua)(zhua)督(du)的全方(fang)位、多角度,重落實(shi)(shi)、重實(shi)(shi)效的整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)體系,有力推動了(le)巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)有序開(kai)展。同時,將國資委(wei)(wei)(wei)(wei)黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)第(di)三巡(xun)視(shi)(shi)組對(dui)中林集(ji)(ji)團(tuan)黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)選人(ren)(ren)用人(ren)(ren)、巡(xun)視(shi)(shi)工(gong)(gong)(gong)作(zuo)存(cun)在(zai)問(wen)題的整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)作(zuo)為(wei)(wei)集(ji)(ji)團(tuan)黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)落實(shi)(shi)巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)(gong)(gong)作(zuo)的重要(yao)(yao)組成(cheng)部(bu)(bu)分,一(yi)并研究、一(yi)體推進(jin)(jin)、狠抓(zhua)(zhua)落實(shi)(shi)。自(zi)(zi)(zi)巡(xun)視(shi)(shi)組反饋意(yi)見以來,中林集(ji)(ji)團(tuan)先后組織召(zhao)開(kai)6次(ci)巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)領導(dao)(dao)小(xiao)組會(hui),黨(dang)(dang)(dang)(dang)委(wei)(wei)(wei)(wei)會(hui)聽取了(le)5次(ci)匯報(bao),巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)辦(ban)(ban)召(zhao)開(kai)了(le)14次(ci)例(li)會(hui)、4次(ci)協調(diao)會(hui)。

(三)制定工作方案,明確整改目標任務

堅持從(cong)(cong)嚴從(cong)(cong)實(shi)(shi)、突出問(wen)題(ti)(ti)導(dao)向,中林集(ji)團對(dui)照每一項(xiang)(xiang)問(wen)題(ti)(ti),逐(zhu)字逐(zhu)句分析(xi)、逐(zhu)條(tiao)逐(zhu)項(xiang)(xiang)研究(jiu)(jiu),期(qi)間多(duo)次向國資委巡(xun)(xun)(xun)視辦進(jin)(jin)行(xing)(xing)(xing)專題(ti)(ti)匯(hui)報,積(ji)極爭(zheng)取上級主管部門的(de)(de)(de)指(zhi)導(dao)和(he)(he)建議(yi)。經過反復論證(zheng)、多(duo)次修訂,制(zhi)定了(le)(le)《關于(yu)落實(shi)(shi)國資委黨(dang)委第三巡(xun)(xun)(xun)視組反饋意(yi)見的(de)(de)(de)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)作方(fang)案》以(yi)及(ji)巡(xun)(xun)(xun)視整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)作臺賬,針對(dui)巡(xun)(xun)(xun)視反饋意(yi)見中指(zhi)出的(de)(de)(de)4個(ge)方(fang)面(mian)(mian)14大項(xiang)(xiang)44個(ge)具體(ti)問(wen)題(ti)(ti),一對(dui)一、點對(dui)點進(jin)(jin)行(xing)(xing)(xing)梳理分析(xi),進(jin)(jin)一步(bu)細化(hua)分解問(wen)題(ti)(ti),形(xing)成了(le)(le)問(wen)題(ti)(ti)清(qing)單、任務(wu)清(qing)單和(he)(he)責(ze)任清(qing)單。按照“立(li)行(xing)(xing)(xing)立(li)改(gai)(gai)”“限(xian)時(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)”“階段整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)”“長期(qi)堅持”的(de)(de)(de)要求(qiu),研究(jiu)(jiu)制(zhi)定了(le)(le)97項(xiang)(xiang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)措施(shi)(shi),逐(zhu)項(xiang)(xiang)明(ming)確(que)(que)了(le)(le)責(ze)任領導(dao)、責(ze)任部門以(yi)及(ji)完(wan)(wan)成時(shi)間,堅決(jue)做到措施(shi)(shi)明(ming)確(que)(que)、責(ze)任明(ming)確(que)(que)、時(shi)限(xian)明(ming)確(que)(que),堅決(jue)做到按時(shi)間進(jin)(jin)度(du)(du)、保(bao)質保(bao)量地(di)完(wan)(wan)成整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)任務(wu)。對(dui)已具備條(tiao)件且(qie)短期(qi)內能夠整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)的(de)(de)(de)問(wen)題(ti)(ti),做到立(li)行(xing)(xing)(xing)立(li)改(gai)(gai);對(dui)難度(du)(du)較大但通(tong)過努力能夠解決(jue)的(de)(de)(de)問(wen)題(ti)(ti),采取先(xian)剎車(che)、后完(wan)(wan)善的(de)(de)(de)辦法,綜合施(shi)(shi)策、集(ji)中發力;對(dui)涉(she)及(ji)面(mian)(mian)廣、情況復雜的(de)(de)(de)問(wen)題(ti)(ti),堅持實(shi)(shi)事(shi)求(qiu)是,采取切(qie)實(shi)(shi)可行(xing)(xing)(xing)的(de)(de)(de)措施(shi)(shi),逐(zhu)步(bu)進(jin)(jin)行(xing)(xing)(xing)消化(hua)。各子公司按照集(ji)團統一部署,制(zhi)定了(le)(le)相應巡(xun)(xun)(xun)視整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)方(fang)案,成立(li)了(le)(le)巡(xun)(xun)(xun)視整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)作領導(dao)機(ji)構(gou)、監督機(ji)構(gou)和(he)(he)工(gong)作機(ji)構(gou),形(xing)成全集(ji)團整(zheng)(zheng)(zheng)(zheng)體(ti)聯動、系(xi)統推進(jin)(jin)的(de)(de)(de)巡(xun)(xun)(xun)視整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)工(gong)作格(ge)局(ju),確(que)(que)保(bao)巡(xun)(xun)(xun)視整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)全覆蓋、無死角。

(四)聚焦重點問題,點面結合推進整改

圍繞推動(dong)實(shi)(shi)(shi)(shi)現高(gao)質量發(fa)展(zhan)、深化企(qi)業改(gai)(gai)(gai)(gai)革、貫徹落(luo)實(shi)(shi)(shi)(shi)全面(mian)從嚴治黨(dang)(dang)等9個方(fang)面(mian)內容,中(zhong)林集團(tuan)領導班(ban)子成(cheng)員(yuan)深入(ru)下(xia)屬企(qi)業開展(zhan)專(zhuan)題(ti)調(diao)研(yan),切實(shi)(shi)(shi)(shi)把巡(xun)視(shi)(shi)反饋的(de)(de)問題(ti)研(yan)究(jiu)透(tou)、解決(jue)好,確保巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)各(ge)項(xiang)(xiang)(xiang)任務堅(jian)決(jue)有效落(luo)實(shi)(shi)(shi)(shi)。針(zhen)對自身發(fa)展(zhan)定位(wei)、重(zhong)難點問題(ti),開展(zhan)了“堅(jian)守主(zhu)責(ze)主(zhu)業”、“降杠桿(gan)減負債”等5個方(fang)面(mian)專(zhuan)項(xiang)(xiang)(xiang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai),領導班(ban)子成(cheng)員(yuan)分工(gong)合作,抓住主(zhu)要矛盾(dun)和矛盾(dun)的(de)(de)主(zhu)要方(fang)面(mian),以重(zhong)點突破帶(dai)動(dong)面(mian)上(shang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)。11月(yue)20日,中(zhong)林集團(tuan)組織召開了黨(dang)(dang)委領導班(ban)子巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)專(zhuan)題(ti)民主(zhu)生活會,在開展(zhan)專(zhuan)題(ti)調(diao)研(yan)和專(zhuan)項(xiang)(xiang)(xiang)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)作的(de)(de)基(ji)礎上(shang),集團(tuan)班(ban)子成(cheng)員(yuan)之(zhi)間按照真認賬、真反思(si)、真整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)和真負責(ze)的(de)(de)要求,對照巡(xun)視(shi)(shi)反饋意(yi)見(jian)深刻剖析問題(ti)根(gen)源,進一步明(ming)確了整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)努力的(de)(de)方(fang)向(xiang),形成(cheng)了直面(mian)問題(ti)、正視(shi)(shi)問題(ti)、堅(jian)決(jue)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)的(de)(de)高(gao)度(du)共識。各(ge)子公司按照集團(tuan)黨(dang)(dang)委要求,先后組織召開了巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)專(zhuan)題(ti)民主(zhu)生活會,嚴肅開展(zhan)批評(ping)(ping)和自我批評(ping)(ping),進一步增強責(ze)任意(yi)識,夯實(shi)(shi)(shi)(shi)推動(dong)巡(xun)視(shi)(shi)整(zheng)(zheng)(zheng)(zheng)改(gai)(gai)(gai)(gai)工(gong)作的(de)(de)思(si)想基(ji)礎。

(五)強化督辦問責,實現日常監督持續監督

二、巡視反饋問題的整改情況

中林集團(tuan)堅持(chi)問(wen)題導向、目標導向,緊緊圍(wei)繞(rao)國資委(wei)黨委(wei)第(di)三巡(xun)視(shi)組指出的問(wen)題以及整(zheng)改意見,堅定不移地推進巡(xun)視(shi)整(zheng)改工作。具體整(zheng)改進展情況如下(xia):

(一)關于貫徹落實黨的路線方針政策和黨中央重大決策部署不夠到位,黨委發揮領導作用不夠充分方面的整改情況

1.針對學習習近平新時代中國特色社會主義思想,特別是貫徹落實習近平生態文明思想不夠系統扎實的問題

一(yi)是(shi)印(yin)發(fa)(fa)《關(guan)于(yu)進(jin)(jin)(jin)一(yi)步(bu)深入學(xue)習(xi)(xi)(xi)〈習(xi)(xi)(xi)近平(ping)新時代中國特色(se)社會(hui)(hui)主(zhu)義(yi)思想(xiang)學(xue)習(xi)(xi)(xi)綱要〉的(de)通知》,制定(ding)(ding)了(le)(le)學(xue)習(xi)(xi)(xi)宣傳十(shi)九屆五(wu)中全會(hui)(hui)精(jing)(jing)神實(shi)(shi)施方案,持續在學(xue)懂弄(nong)通做(zuo)實(shi)(shi)上狠下功(gong)夫。10月份,舉(ju)辦了(le)(le)2期專題(ti)(ti)研修班,實(shi)(shi)現了(le)(le)中層以上干部全覆蓋。二是(shi)制定(ding)(ding)《關(guan)于(yu)進(jin)(jin)(jin)一(yi)步(bu)規范(fan)黨委(wei)理論(lun)學(xue)習(xi)(xi)(xi)中心組(zu)學(xue)習(xi)(xi)(xi)的(de)意見(jian)》,指導(dao)各企業黨組(zu)織進(jin)(jin)(jin)一(yi)步(bu)完善了(le)(le)學(xue)習(xi)(xi)(xi)制度(du)。三是(shi)制定(ding)(ding)《關(guan)于(yu)深入貫徹落實(shi)(shi)習(xi)(xi)(xi)近平(ping)總(zong)書記重(zhong)要講話、指示(shi)批(pi)示(shi)精(jing)(jing)神的(de)實(shi)(shi)施方案》,在黨委(wei)工作規則中進(jin)(jin)(jin)一(yi)步(bu)明確(que)了(le)(le)學(xue)習(xi)(xi)(xi)貫徹習(xi)(xi)(xi)近平(ping)總(zong)書記最新重(zhong)要講話和指示(shi)批(pi)示(shi)精(jing)(jing)神作為“第(di)一(yi)議題(ti)(ti)”制度(du)。四是(shi)召開中林(lin)集團“十(shi)四五(wu)”規劃啟動會(hui)(hui)暨專項(xiang)研討(tao)會(hui)(hui),貫徹落實(shi)(shi)習(xi)(xi)(xi)近平(ping)生態文明思想(xiang),立足公司實(shi)(shi)際、聚(ju)焦重(zhong)點,進(jin)(jin)(jin)一(yi)步(bu)明確(que)“十(shi)四五(wu)”發(fa)(fa)展目(mu)標和實(shi)(shi)施路徑,扎實(shi)(shi)做(zuo)好“十(shi)四五(wu)”規劃研究(jiu)和編制工作。

2.針對黨委發揮“把方向、管大局、保落實”作用不夠充分的問題

一(yi)是(shi)(shi)(shi)發(fa)(fa)(fa)揮考(kao)核(he)指(zhi)揮棒作(zuo)用(yong),將撫林(lin)(lin)造(zao)林(lin)(lin)面(mian)(mian)積、收儲林(lin)(lin)地面(mian)(mian)積等(deng)指(zhi)標納(na)入子公司經營(ying)業(ye)績考(kao)核(he)指(zhi)標體系,引導(dao)(dao)各子公司積極履行主(zhu)(zhu)責主(zhu)(zhu)業(ye),持(chi)續(xu)強化(hua)(hua)戰略(lve)(lve)定(ding)力(li)。二是(shi)(shi)(shi)修訂(ding)《發(fa)(fa)(fa)展(zhan)戰略(lve)(lve)和(he)(he)(he)規(gui)(gui)劃(hua)(hua)管(guan)理(li)暫(zan)行辦(ban)(ban)法(fa)》,明確發(fa)(fa)(fa)展(zhan)規(gui)(gui)劃(hua)(hua)編制(zhi)(zhi)(zhi)(zhi)要(yao)求,跟蹤外部環(huan)境(jing)和(he)(he)(he)企(qi)(qi)業(ye)經營(ying)變化(hua)(hua),持(chi)續(xu)優化(hua)(hua)實(shi)(shi)(shi)施(shi)路(lu)徑(jing),提高戰略(lve)(lve)前瞻性(xing)、可實(shi)(shi)(shi)現(xian)性(xing)和(he)(he)(he)規(gui)(gui)劃(hua)(hua)科學性(xing)、可操作(zuo)性(xing),保證(zheng)戰略(lve)(lve)規(gui)(gui)劃(hua)(hua)有效(xiao)落(luo)地。三(san)是(shi)(shi)(shi)持(chi)續(xu)強化(hua)(hua)“森林(lin)(lin)+”戰略(lve)(lve),引導(dao)(dao)和(he)(he)(he)支持(chi)重(zhong)(zhong)慶、廣西(xi)、黑龍(long)江等(deng)林(lin)(lin)地建(jian)設(she)項(xiang)目(mu),新增約300萬(wan)畝境(jing)內(nei)林(lin)(lin)地(含儲備(bei)林(lin)(lin)105萬(wan)畝),進一(yi)步(bu)(bu)擴大(da)了(le)林(lin)(lin)地占(zhan)有量。四是(shi)(shi)(shi)制(zhi)(zhi)(zhi)(zhi)定(ding)中林(lin)(lin)集團“十(shi)四五(wu)(wu)(wu)”規(gui)(gui)劃(hua)(hua)編制(zhi)(zhi)(zhi)(zhi)實(shi)(shi)(shi)施(shi)方(fang)(fang)(fang)案(an)和(he)(he)(he)“十(shi)四五(wu)(wu)(wu)”調(diao)研實(shi)(shi)(shi)施(shi)計劃(hua)(hua),采取“請(qing)進來、走出去”等(deng)多種方(fang)(fang)(fang)式,實(shi)(shi)(shi)現(xian)全(quan)方(fang)(fang)(fang)位調(diao)研,為“集團公司十(shi)四五(wu)(wu)(wu)”規(gui)(gui)劃(hua)(hua)編制(zhi)(zhi)(zhi)(zhi)奠定(ding)重(zhong)(zhong)要(yao)基礎(chu)。五(wu)(wu)(wu)是(shi)(shi)(shi)依據(ju)國(guo)資(zi)(zi)委(wei)及集團制(zhi)(zhi)(zhi)(zhi)定(ding)的(de)(de)(de)(de)投資(zi)(zi)負(fu)面(mian)(mian)清單,全(quan)面(mian)(mian)梳(shu)理(li)和(he)(he)(he)盤點(dian)現(xian)有投資(zi)(zi)在(zai)(zai)建(jian)項(xiang)目(mu),對(dui)照國(guo)資(zi)(zi)委(wei)核(he)定(ding)的(de)(de)(de)(de)非(fei)主(zhu)(zhu)業(ye)投資(zi)(zi)比例(li),嚴控(kong)非(fei)主(zhu)(zhu)業(ye)投資(zi)(zi)。六是(shi)(shi)(shi)全(quan)面(mian)(mian)開(kai)(kai)展(zhan)“兩(liang)非(fei)”剝離專項(xiang)工(gong)作(zuo),制(zhi)(zhi)(zhi)(zhi)定(ding)了(le)《“兩(liang)非(fei)”剝離專項(xiang)治理(li)工(gong)作(zuo)方(fang)(fang)(fang)案(an)》,主(zhu)(zhu)動剝離不(bu)具備(bei)競爭優勢、缺(que)乏發(fa)(fa)(fa)展(zhan)潛力(li)的(de)(de)(de)(de)非(fei)主(zhu)(zhu)業(ye)、非(fei)優勢企(qi)(qi)業(ye)(業(ye)務),進一(yi)步(bu)(bu)優化(hua)(hua)資(zi)(zi)產(chan)結構和(he)(he)(he)業(ye)務布局(ju)。七是(shi)(shi)(shi)完(wan)成(cheng)對(dui)涉及以配套康(kang)(kang)養中心、老(lao)年(nian)公寓等(deng)為名變相從事(shi)房地產(chan)開(kai)(kai)發(fa)(fa)(fa)的(de)(de)(de)(de)3個項(xiang)目(mu)梳(shu)理(li)工(gong)作(zuo),就(jiu)生態康(kang)(kang)養項(xiang)目(mu)中存在(zai)(zai)變相從事(shi)房地產(chan)開(kai)(kai)發(fa)(fa)(fa)的(de)(de)(de)(de)問題,堅決予以停止,做到了(le)立行立改。八是(shi)(shi)(shi)修訂(ding)完(wan)善三(san)會決策(ce)權限(xian)管(guan)理(li)辦(ban)(ban)法(fa)等(deng)制(zhi)(zhi)(zhi)(zhi)度和(he)(he)(he)規(gui)(gui)則,進一(yi)步(bu)(bu)細化(hua)(hua)“三(san)會”研究(jiu)范圍,充分(fen)發(fa)(fa)(fa)揮黨委(wei)把方(fang)(fang)(fang)向(xiang)、管(guan)大(da)局(ju)、保落(luo)實(shi)(shi)(shi)的(de)(de)(de)(de)領導(dao)(dao)作(zuo)用(yong)。九是(shi)(shi)(shi)全(quan)面(mian)(mian)落(luo)實(shi)(shi)(shi)國(guo)資(zi)(zi)委(wei)黨委(wei)關于(yu)“三(san)重(zhong)(zhong)一(yi)大(da)”橫向(xiang)到邊、縱向(xiang)到底的(de)(de)(de)(de)監(jian)管(guan)要(yao)求,結合“三(san)重(zhong)(zhong)一(yi)大(da)”決策(ce)制(zhi)(zhi)(zhi)(zhi)度運行監(jian)管(guan)系統(tong),在(zai)(zai)所(suo)屬二級(ji)企(qi)(qi)業(ye)及重(zhong)(zhong)點(dian)三(san)級(ji)企(qi)(qi)業(ye)建(jian)立完(wan)成(cheng)監(jian)管(guan)系統(tong),同(tong)時(shi)分(fen)別對(dui)物資(zi)(zi)公司、森旅控(kong)股(gu)、林(lin)(lin)產(chan)工(gong)業(ye)的(de)(de)(de)(de)“三(san)重(zhong)(zhong)一(yi)大(da)”落(luo)實(shi)(shi)(shi)情況進行了(le)抽查督辦(ban)(ban),在(zai)(zai)制(zhi)(zhi)(zhi)(zhi)度建(jian)設(she)、議(yi)題研究(jiu)、執行落(luo)實(shi)(shi)(shi)方(fang)(fang)(fang)面(mian)(mian)進行了(le)指(zhi)導(dao)(dao)整改。

3.針對防范化解重大風險措施不夠到位的問題

一(yi)是(shi)(shi)成立了降(jiang)杠桿減負(fu)債專項(xiang)(xiang)(xiang)(xiang)(xiang)工作(zuo)(zuo)(zuo)小組(zu)(zu)(zu),壓實(shi)(shi)工作(zuo)(zuo)(zuo)責任。截至2020年(nian)(nian)(nian)11月底,中(zhong)林(lin)集(ji)團資(zi)(zi)(zi)(zi)產負(fu)債率(lv)低于國資(zi)(zi)(zi)(zi)委管控(kong)(kong)線,較6月底巡視(shi)入駐(zhu)時(shi)下(xia)降(jiang)4.82個(ge)(ge)百分(fen)點。二(er)是(shi)(shi)充(chong)分(fen)考(kao)慮項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)投(tou)資(zi)(zi)(zi)(zi)對集(ji)團整體(ti)(ti)資(zi)(zi)(zi)(zi)產負(fu)債率(lv)影(ying)響,將(jiang)資(zi)(zi)(zi)(zi)產負(fu)債率(lv)作(zuo)(zuo)(zuo)為(wei)關鍵指(zhi)標(biao)納(na)入投(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)審核標(biao)準,提高項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)質量。三(san)是(shi)(shi)下(xia)發(fa)《關于2020年(nian)(nian)(nian)度子(zi)(zi)公(gong)司負(fu)責人經營業績考(kao)核補充(chong)事項(xiang)(xiang)(xiang)(xiang)(xiang)的(de)通(tong)知》,將(jiang)資(zi)(zi)(zi)(zi)產負(fu)債率(lv)作(zuo)(zuo)(zuo)為(wei)約(yue)束性指(zhi)標(biao),提升資(zi)(zi)(zi)(zi)產負(fu)債率(lv)考(kao)核權(quan)重占比,強(qiang)化考(kao)核硬約(yue)束。四是(shi)(shi)印發(fa)《關于開展(zhan)貿易(yi)(yi)有關問題自(zi)查(cha)工作(zuo)(zuo)(zuo)的(de)通(tong)知》,要求有關二(er)級企(qi)業限(xian)期開展(zhan)自(zi)查(cha),并已全(quan)面停止了與(yu)相關企(qi)業的(de)業務合(he)作(zuo)(zuo)(zuo),正(zheng)及(ji)(ji)時(shi)結清往來款(kuan)項(xiang)(xiang)(xiang)(xiang)(xiang),對尚未履行完成的(de)合(he)同,做(zuo)好(hao)貨(huo)權(quan)控(kong)(kong)制(zhi)(zhi),嚴(yan)防經營風(feng)險發(fa)生。五是(shi)(shi)將(jiang)貿易(yi)(yi)風(feng)險防控(kong)(kong)納(na)入專項(xiang)(xiang)(xiang)(xiang)(xiang)整改工作(zuo)(zuo)(zuo),作(zuo)(zuo)(zuo)為(wei)日常(chang)審計、內(nei)部(bu)控(kong)(kong)制(zhi)(zhi)及(ji)(ji)風(feng)險管理(li)(li)(li)工作(zuo)(zuo)(zuo)的(de)關注重點,督(du)促子(zi)(zi)公(gong)司定(ding)(ding)期梳理(li)(li)(li)排(pai)查(cha)業務管控(kong)(kong)情況,切(qie)實(shi)(shi)有效防范(fan)化解(jie)貿易(yi)(yi)風(feng)險。六是(shi)(shi)全(quan)面梳理(li)(li)(li)所屬非(fei)全(quan)資(zi)(zi)(zi)(zi)企(qi)業擔保(bao)情況,逐步落(luo)(luo)實(shi)(shi)與(yu)合(he)作(zuo)(zuo)(zuo)方(fang)股(gu)東簽署個(ge)(ge)人無限(xian)連(lian)帶責任擔保(bao)協議,嚴(yan)格落(luo)(luo)實(shi)(shi)對非(fei)全(quan)資(zi)(zi)(zi)(zi)企(qi)業擔保(bao)保(bao)證金上繳制(zhi)(zhi)度。七是(shi)(shi)制(zhi)(zhi)定(ding)(ding)目(mu)標(biao)公(gong)司重組(zu)(zu)(zu)實(shi)(shi)施工作(zuo)(zuo)(zuo)方(fang)案,成立重組(zu)(zu)(zu)實(shi)(shi)施工作(zuo)(zuo)(zuo)組(zu)(zu)(zu),梳理(li)(li)(li)已承債情況,建(jian)立承債臺賬,有效推動重組(zu)(zu)(zu)工作(zuo)(zuo)(zuo)落(luo)(luo)實(shi)(shi)落(luo)(luo)地(di)。八是(shi)(shi)修訂《投(tou)資(zi)(zi)(zi)(zi)管理(li)(li)(li)辦(ban)法(fa)》,建(jian)立完善(shan)投(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)審核標(biao)準,進一(yi)步規(gui)范(fan)各子(zi)(zi)公(gong)司投(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)行為(wei),切(qie)實(shi)(shi)加強(qiang)投(tou)資(zi)(zi)(zi)(zi)管控(kong)(kong)能力。九是(shi)(shi)全(quan)面梳理(li)(li)(li)中(zhong)林(lin)集(ji)團三(san)年(nian)(nian)(nian)內(nei)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)完成情況,制(zhi)(zhi)定(ding)(ding)《中(zhong)國林(lin)業集(ji)團有限(xian)公(gong)司年(nian)(nian)(nian)度投(tou)資(zi)(zi)(zi)(zi)計劃(hua)管理(li)(li)(li)實(shi)(shi)施細則》,強(qiang)化投(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)年(nian)(nian)(nian)度報(bao)告分(fen)析,嚴(yan)控(kong)(kong)投(tou)資(zi)(zi)(zi)(zi)完成率(lv)考(kao)核,建(jian)立“戰略方(fang)向-發(fa)展(zhan)規(gui)劃(hua)-年(nian)(nian)(nian)度計劃(hua)-投(tou)資(zi)(zi)(zi)(zi)項(xiang)(xiang)(xiang)(xiang)(xiang)目(mu)”管理(li)(li)(li)體(ti)(ti)系。

5.針對深化國有企業改革有差距的問題

一是(shi)(shi)按照黨中央、國務(wu)院關(guan)于(yu)深化(hua)(hua)國有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)改(gai)(gai)革的(de)(de)工(gong)作(zuo)部署(shu)和(he)國資(zi)委工(gong)作(zuo)要求,印發《集(ji)團公(gong)(gong)司改(gai)(gai)革三年行(xing)動(dong)(dong)方案(2020-2022年)》及(ji)(ji)(ji)配套(tao)工(gong)作(zuo)臺賬,成(cheng)立改(gai)(gai)革三年行(xing)動(dong)(dong)專(zhuan)項(xiang)(xiang)(xiang)工(gong)作(zuo)小(xiao)組(zu)。組(zu)織召開了改(gai)(gai)革三年行(xing)動(dong)(dong)工(gong)作(zuo)現場(chang)(chang)推進(jin)(jin)(jin)會,為下(xia)一步“雙百”試點(dian)企(qi)(qi)(qi)(qi)業(ye)(ye)改(gai)(gai)革工(gong)作(zuo)奠定基礎(chu)。二是(shi)(shi)加快市場(chang)(chang)化(hua)(hua)選人用(yong)人機制(zhi)改(gai)(gai)革,出臺了《職業(ye)(ye)經理(li)(li)(li)(li)(li)人管理(li)(li)(li)(li)(li)辦法(fa)(試行(xing))》,明確(que)市場(chang)(chang)化(hua)(hua)選聘、契約(yue)化(hua)(hua)管理(li)(li)(li)(li)(li)和(he)市場(chang)(chang)化(hua)(hua)退出等相關(guan)要求;指導“雙百”企(qi)(qi)(qi)(qi)業(ye)(ye)和(he)“科改(gai)(gai)示(shi)范行(xing)動(dong)(dong)”企(qi)(qi)(qi)(qi)業(ye)(ye)推行(xing)經理(li)(li)(li)(li)(li)層成(cheng)員任期(qi)制(zhi)和(he)契約(yue)化(hua)(hua)管理(li)(li)(li)(li)(li),目前種子(zi)公(gong)(gong)司和(he)林場(chang)(chang)公(gong)(gong)司在推行(xing)職業(ye)(ye)經理(li)(li)(li)(li)(li)人上作(zuo)出了積極的(de)(de)探索。三是(shi)(shi)下(xia)達《關(guan)于(yu)兩(liang)金占(zhan)流動(dong)(dong)資(zi)產比重(zhong)指標(biao)完成(cheng)進(jin)(jin)(jin)度(du)的(de)(de)提示(shi)》,提示(shi)各(ge)子(zi)公(gong)(gong)司關(guan)注“兩(liang)金”占(zhan)用(yong),從清理(li)(li)(li)(li)(li)庫存、加快應收(shou)(shou)款(kuan)回收(shou)(shou)、合(he)理(li)(li)(li)(li)(li)使用(yong)結(jie)(jie)(jie)算(suan)(suan)方式等多方面入手(shou),統籌安排(pai)(pai)年底(di)各(ge)項(xiang)(xiang)(xiang)經營工(gong)作(zuo),確(que)保(bao)完成(cheng)“兩(liang)金”年度(du)考核任務(wu)。四是(shi)(shi)督(du)導有(you)關(guan)二級企(qi)(qi)(qi)(qi)業(ye)(ye)修訂規范“三重(zhong)一大”決(jue)策制(zhi)度(du)體(ti)系,強化(hua)(hua)跟蹤(zong)管理(li)(li)(li)(li)(li)。五是(shi)(shi)組(zu)織排(pai)(pai)查(cha)(cha)(cha)所屬企(qi)(qi)(qi)(qi)業(ye)(ye)貿(mao)易類業(ye)(ye)務(wu)、與混(hun)合(he)所有(you)制(zhi)民營股東方及(ji)(ji)(ji)其關(guan)聯企(qi)(qi)(qi)(qi)業(ye)(ye)業(ye)(ye)務(wu)往來、預(yu)付應收(shou)(shou)款(kuan)項(xiang)(xiang)(xiang)未及(ji)(ji)(ji)時(shi)結(jie)(jie)(jie)算(suan)(suan)引起的(de)(de)資(zi)金占(zhan)用(yong)情況(kuang)。針對排(pai)(pai)查(cha)(cha)(cha)中發現的(de)(de)長期(qi)未結(jie)(jie)(jie)算(suan)(suan)款(kuan)項(xiang)(xiang)(xiang),要求有(you)關(guan)企(qi)(qi)(qi)(qi)業(ye)(ye)及(ji)(ji)(ji)時(shi)采取措施(shi),盡(jin)快結(jie)(jie)(jie)清款(kuan)項(xiang)(xiang)(xiang),同時(shi)積極查(cha)(cha)(cha)找(zhao)問題隱患(huan),及(ji)(ji)(ji)時(shi)防(fang)范化(hua)(hua)解貿(mao)易風險(xian)。六(liu)是(shi)(shi)全面梳理(li)(li)(li)(li)(li)排(pai)(pai)查(cha)(cha)(cha)工(gong)程(cheng)項(xiang)(xiang)(xiang)目招(zhao)標(biao)不符合(he)規定的(de)(de)情況(kuang),以(yi)招(zhao)投標(biao)管理(li)(li)(li)(li)(li)為重(zhong)點(dian),對所屬混(hun)合(he)所有(you)制(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)自(zi)查(cha)(cha)(cha)自(zi)糾階段提交的(de)(de)工(gong)程(cheng)項(xiang)(xiang)(xiang)目進(jin)(jin)(jin)行(xing)了全面檢(jian)查(cha)(cha)(cha),針對檢(jian)查(cha)(cha)(cha)中發現的(de)(de)問題,要求堅決(jue)整改(gai)(gai)徹底(di)。七是(shi)(shi)對集(ji)團所屬三級控(kong)股混(hun)合(he)所有(you)制(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)人員情況(kuang)進(jin)(jin)(jin)行(xing)調(diao)研,并形成(cheng)三級控(kong)股混(hun)合(he)所有(you)制(zhi)企(qi)(qi)(qi)(qi)業(ye)(ye)調(diao)研情況(kuang)報告。

(二)關于推動全面從嚴治黨向縱深發展不夠有力方面的整改情況

1.針對履行“兩個責任”有缺失的問題

(三)關于加強和改進黨的建設工作不夠扎實方面的整改情況

1.針對落實黨建工作責任制有差距的問題

一是(shi)成(cheng)立集團(tuan)公(gong)司(si)黨(dang)(dang)建(jian)工(gong)(gong)(gong)作(zuo)領(ling)(ling)導(dao)小組(zu),制(zhi)定了(le)(le)領(ling)(ling)導(dao)小組(zu)工(gong)(gong)(gong)作(zuo)規則,持(chi)續(xu)加強(qiang)對所屬(shu)(shu)企業(ye)黨(dang)(dang)建(jian)工(gong)(gong)(gong)作(zuo)的(de)領(ling)(ling)導(dao)與指導(dao)。二(er)是(shi)修訂(ding)《黨(dang)(dang)建(jian)工(gong)(gong)(gong)作(zuo)責(ze)(ze)任制(zhi)考(kao)核(he)評價(jia)暫(zan)行(xing)(xing)辦法(fa)》,進一步(bu)優化了(le)(le)黨(dang)(dang)建(jian)考(kao)核(he)方式和指標體系(xi),持(chi)續(xu)推動二(er)級企業(ye)黨(dang)(dang)組(zu)織實現黨(dang)(dang)建(jian)考(kao)核(he)及成(cheng)果(guo)運(yun)用(yong)全(quan)覆(fu)蓋。三是(shi)嚴(yan)格落(luo)實黨(dang)(dang)建(jian)聯系(xi)點(dian)制(zhi)度(du),中(zhong)(zhong)林集團(tuan)領(ling)(ling)導(dao)班(ban)(ban)子(zi)成(cheng)員(yuan)全(quan)部深入到(dao)(dao)聯系(xi)點(dian)企業(ye)開展專題(ti)調(diao)研,宣傳(chuan)黨(dang)(dang)的(de)十九屆四中(zhong)(zhong)、五中(zhong)(zhong)全(quan)會精神,完成(cheng)了(le)(le)2019年度(du)基層黨(dang)(dang)建(jian)考(kao)核(he)情況反饋(kui)工(gong)(gong)(gong)作(zuo)和講黨(dang)(dang)課。四是(shi)加快落(luo)實黨(dang)(dang)委(wei)書(shu)記、董事(shi)長“一肩(jian)挑”,本著完善法(fa)人治理(li)結構(gou)(gou),落(luo)實“雙向進入、交(jiao)叉任職”原(yuan)則,對集團(tuan)所屬(shu)(shu)二(er)級子(zi)公(gong)司(si)領(ling)(ling)導(dao)班(ban)(ban)子(zi)進行(xing)(xing)調(diao)整(zheng),目前(qian)二(er)級子(zi)公(gong)司(si)基本上實現了(le)(le)黨(dang)(dang)委(wei)書(shu)記、董事(shi)長 “一肩(jian)挑”,同時4家(jia)二(er)級子(zi)公(gong)司(si)領(ling)(ling)導(dao)班(ban)(ban)子(zi)力(li)量得到(dao)(dao)了(le)(le)充實和加強(qiang)。五是(shi)開展混合所有制(zhi)企業(ye)黨(dang)(dang)組(zu)織建(jian)設專題(ti)調(diao)研,重點(dian)圍繞黨(dang)(dang)組(zu)織覆(fu)蓋質量不高、動態調(diao)整(zheng)不及時、無(wu)黨(dang)(dang)員(yuan)班(ban)(ban)組(zu)、黨(dang)(dang)務機構(gou)(gou)和工(gong)(gong)(gong)作(zuo)人員(yuan)配備不足(zu)等(deng)問題(ti)進行(xing)(xing)了(le)(le)全(quan)面摸底排查(cha),分(fen)類指導(dao)督導(dao)相(xiang)關(guan)企業(ye)限期整(zheng)改。目前(qian),混改企業(ye)中(zhong)(zhong)黨(dang)(dang)員(yuan)人數在3人以上的(de)企業(ye),有3家(jia)已(yi)建(jian)立黨(dang)(dang)組(zu)織。六是(shi)認(ren)真(zhen)傳(chuan)達學(xue)習了(le)(le)國(guo)資委(wei)最新文(wen)件要(yao)求,修訂(ding)了(le)(le)《境(jing)外(wai)企業(ye)人事(shi)管(guan)理(li)辦法(fa)》,明(ming)確(que)了(le)(le)選(xuan)派境(jing)外(wai)企業(ye)主要(yao)負責(ze)(ze)人和財務負責(ze)(ze)人等(deng)關(guan)鍵崗(gang)位人員(yuan)要(yao)求。

2.針對基層黨組織建設不規范的問題

一(yi)(yi)是出臺《關于進(jin)一(yi)(yi)步規范(fan)基(ji)層黨(dang)組(zu)(zu)織(zhi)設置的指導意見(jian)》,傳達學(xue)習了(le)相關文件精(jing)神(shen),加大了(le)與屬(shu)地(di)管理企業(ye)地(di)方黨(dang)組(zu)(zu)織(zhi)的溝(gou)通(tong)協調(diao)力度,在組(zu)(zu)織(zhi)設置、換屆選舉(ju)及發展黨(dang)員等工作上進(jin)一(yi)(yi)步明確了(le)責任主體和基(ji)本程(cheng)序,對(dui)下(xia)屬(shu)5家黨(dang)組(zu)(zu)織(zhi)設置進(jin)行了(le)調(diao)整(zheng)。中林(lin)時代、森旅控股、種子(zi)公(gong)司黨(dang)總支(zhi)(zhi)調(diao)整(zheng)為(wei)黨(dang)委,重(zhong)慶(qing)林(lin)投公(gong)司黨(dang)支(zhi)(zhi)部(bu)(bu)調(diao)整(zheng)為(wei)黨(dang)總支(zhi)(zhi),廣東國林(lin)公(gong)司黨(dang)總支(zhi)(zhi)調(diao)整(zheng)為(wei)黨(dang)支(zhi)(zhi)部(bu)(bu)。二是舉(ju)辦1期基(ji)層黨(dang)支(zhi)(zhi)部(bu)(bu)書記和黨(dang)務干部(bu)(bu)示范(fan)培(pei)訓(xun)班,完成了(le)全系統年(nian)度入黨(dang)積(ji)極(ji)分子(zi)和黨(dang)員發展對(dui)象(xiang)集中培(pei)訓(xun)。

3.針對選人用人問題突出的問題

一是落(luo)實(shi)好黨(dang)管干(gan)(gan)(gan)部(bu)(bu)原則,進(jin)一步明(ming)確規(gui)(gui)范干(gan)(gan)(gan)部(bu)(bu)選拔任用(yong)程序和要(yao)求。依據(ju)《黨(dang)政領導(dao)干(gan)(gan)(gan)部(bu)(bu)選拔任用(yong)條例》《中(zhong)央企業(ye)領導(dao)人(ren)員(yuan)管理(li)規(gui)(gui)定》等(deng)制(zhi)度(du)(du),結合集(ji)團公司實(shi)際,修訂(ding)(ding)完善《中(zhong)層領導(dao)干(gan)(gan)(gan)部(bu)(bu)管理(li)辦法》,明(ming)確了嚴格落(luo)實(shi)“凡(fan)提(ti)(ti)(ti)(ti)四(si)必”要(yao)求,以(yi)及破格提(ti)(ti)(ti)(ti)拔、越級提(ti)(ti)(ti)(ti)拔的(de)程序。二是提(ti)(ti)(ti)(ti)升外(wai)調(diao)干(gan)(gan)(gan)部(bu)(bu)工作(zuo)(zuo)質量(liang),明(ming)確外(wai)調(diao)干(gan)(gan)(gan)部(bu)(bu)多角度(du)(du)多層面的(de)考(kao)察方(fang)式(shi),以(yi)及需要(yao)重(zhong)點關(guan)注(zhu)的(de)事項,進(jin)一步提(ti)(ti)(ti)(ti)高精準識人(ren)水平(ping)。三是強化選人(ren)用(yong)人(ren)導(dao)向,充(chong)分發揮考(kao)核“指揮棒”作(zuo)(zuo)用(yong)。修訂(ding)(ding)完善《關(guan)于(yu)推進(jin)中(zhong)層領導(dao)干(gan)(gan)(gan)部(bu)(bu)能上能下實(shi)施細則》,加強領導(dao)人(ren)員(yuan)年度(du)(du)綜(zong)合考(kao)核評價結果的(de)運用(yong),明(ming)確了考(kao)核評價結果未達到稱職者,一年內不(bu)得提(ti)(ti)(ti)(ti)拔晉(jin)升或(huo)者進(jin)一步使用(yong)。

4.針對人才儲備不足的問題

一是(shi)加大優(you)秀年輕干(gan)部(bu)(bu)(bu)(bu)培(pei)養選拔力度(du)。深入貫徹落實(shi)黨中(zhong)央、國資(zi)委關(guan)(guan)(guan)于加強優(you)秀年輕干(gan)部(bu)(bu)(bu)(bu)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的部(bu)(bu)(bu)(bu)署要求,堅持選拔與(yu)培(pei)養并重(zhong)。在人(ren)(ren)民(min)大學舉(ju)辦了深入學習貫徹習近平新時(shi)代中(zhong)國特色(se)社會主(zhu)義思想及提升經營管理能(neng)力專(zhuan)(zhuan)題研(yan)修班(ban)。組(zu)(zu)織開展(zhan)優(you)秀年輕干(gan)部(bu)(bu)(bu)(bu)調(diao)(diao)研(yan)工(gong)(gong)(gong)(gong)作(zuo)(zuo),組(zu)(zu)織各子公司按照條件推薦(jian)優(you)秀年輕干(gan)部(bu)(bu)(bu)(bu)人(ren)(ren)選,重(zhong)點關(guan)(guan)(guan)注一批(pi)生(sheng)產(chan)經營一線崗位和關(guan)(guan)(guan)鍵崗位的80后干(gan)部(bu)(bu)(bu)(bu)。二是(shi)在全系統內(nei)開展(zhan)組(zu)(zu)織人(ren)(ren)事調(diao)(diao)研(yan),盤(pan)點集團人(ren)(ren)才發(fa)展(zhan)現狀(zhuang),為做好(hao)“十(shi)四(si)五”人(ren)(ren)才發(fa)展(zhan)規劃(hua)奠定基礎。三(san)是(shi)加大中(zhong)層干(gan)部(bu)(bu)(bu)(bu)市場化選聘力度(du),對外(wai)招聘中(zhong)林(lin)集團云(yun)南投資(zi)有限公司副總經理,根據擇(ze)優(you)錄用原(yuan)則,組(zu)(zu)織了多輪面談,確(que)保人(ren)(ren)選質量。四(si)是(shi)暢(chang)通(tong)(tong)專(zhuan)(zhuan)業(ye)技(ji)(ji)術(shu)人(ren)(ren)才發(fa)展(zhan)通(tong)(tong)道,組(zu)(zu)織開展(zhan)2020年度(du)工(gong)(gong)(gong)(gong)程、會計、政工(gong)(gong)(gong)(gong)系列(lie)專(zhuan)(zhuan)業(ye)技(ji)(ji)術(shu)資(zi)格(ge)評審工(gong)(gong)(gong)(gong)作(zuo)(zuo),今年共有168人(ren)(ren)參加專(zhuan)(zhuan)業(ye)技(ji)(ji)術(shu)職(zhi)務任職(zhi)資(zi)格(ge)申報工(gong)(gong)(gong)(gong)作(zuo)(zuo)。

5.針對干部日常管理監督有缺失的問題

一是(shi)(shi)(shi)在(zai)全(quan)集團系(xi)(xi)統內開展對“裸官(guan)”專(zhuan)項(xiang)(xiang)清理(li)工作(zuo),目(mu)前已對1名(ming)“裸官(guan)”進(jin)行(xing)崗位調(diao)整。二是(shi)(shi)(shi)嚴格(ge)執行(xing)干(gan)部(bu)(bu)交(jiao)(jiao)(jiao)流(liu)(liu)制度,對應交(jiao)(jiao)(jiao)流(liu)(liu)未交(jiao)(jiao)(jiao)流(liu)(liu)的1名(ming)干(gan)部(bu)(bu)進(jin)行(xing)輪(lun)崗交(jiao)(jiao)(jiao)流(liu)(liu),對暫不符合交(jiao)(jiao)(jiao)流(liu)(liu)條件(jian)的1名(ming)干(gan)部(bu)(bu)進(jin)行(xing)分工調(diao)整,同時(shi),本著全(quan)系(xi)(xi)統干(gan)部(bu)(bu)資源“一盤棋”思想(xiang),加(jia)大了(le)總部(bu)(bu)與(yu)子公司之間、各子公司之間干(gan)部(bu)(bu)交(jiao)(jiao)(jiao)流(liu)(liu)力(li)度,整改(gai)期(qi)間共對8名(ming)中層(ceng)干(gan)部(bu)(bu)進(jin)行(xing)了(le)輪(lun)崗交(jiao)(jiao)(jiao)流(liu)(liu)。三是(shi)(shi)(shi)嚴格(ge)依據“兩項(xiang)(xiang)法規”開展領導(dao)人(ren)(ren)(ren)員(yuan)個人(ren)(ren)(ren)有(you)關事項(xiang)(xiang)抽查核實及結(jie)果處理(li),對2019年以后干(gan)部(bu)(bu)個人(ren)(ren)(ren)事項(xiang)(xiang)查核結(jie)果進(jin)行(xing)了(le)重新研(yan)判與(yu)認定,對7人(ren)(ren)(ren)處理(li)意見做(zuo)出(chu)了(le)調(diao)整;持續(xu)加(jia)強(qiang)“兩項(xiang)(xiang)法規”宣傳教育,對納入(ru)填報(bao)(bao)(bao)范(fan)圍領導(dao)人(ren)(ren)(ren)員(yuan)當面指(zhi)導(dao)填報(bao)(bao)(bao),及時(shi)提(ti)供填報(bao)(bao)(bao)指(zhi)南、學習(xi)輔導(dao)百問(wen)等書面提(ti)醒材料。四是(shi)(shi)(shi)召開全(quan)系(xi)(xi)統組(zu)工干(gan)部(bu)(bu)專(zhuan)業(ye)(ye)能(neng)力(li)大比武,通過閉(bi)卷考試(shi)方式(shi)加(jia)強(qiang)組(zu)工干(gan)部(bu)(bu)對干(gan)部(bu)(bu)管(guan)理(li)政策的再學習(xi)、再理(li)解(jie),并將考試(shi)成績在(zai)全(quan)集團內進(jin)行(xing)通報(bao)(bao)(bao)。五是(shi)(shi)(shi)加(jia)強(qiang)對二級子公司選(xuan)人(ren)(ren)(ren)用人(ren)(ren)(ren)工作(zuo)監(jian)督指(zhi)導(dao)。積極籌備開展對二級子公司2020年度選(xuan)人(ren)(ren)(ren)用人(ren)(ren)(ren)“一報(bao)(bao)(bao)告兩評(ping)議”工作(zuo);結(jie)合中林(lin)集團黨(dang)委內部(bu)(bu)巡視,開展對被巡視子公司選(xuan)人(ren)(ren)(ren)用人(ren)(ren)(ren)工作(zuo)專(zhuan)項(xiang)(xiang)檢(jian)查,目(mu)前已完成了(le)對所屬中國(guo)林(lin)業(ye)(ye)物(wu)資有(you)限公司黨(dang)委巡視,深入(ru)挖掘(jue)在(zai)選(xuan)人(ren)(ren)(ren)用人(ren)(ren)(ren)、薪酬分配和員(yuan)工隊伍建設等方面存在(zai)的問(wen)題;繼續(xu)推行(xing)HRBP機制,在(zai)日常工作(zuo)中以點對點方式(shi)指(zhi)導(dao)子公司選(xuan)人(ren)(ren)(ren)用人(ren)(ren)(ren)工作(zuo)。

(四)關于對巡視、審計等監督發現問題的整改落實不力方面的整改情況

1.針對黨委在整改工作中求穩怕亂,對影響企業發展和群眾關心的重大問題,缺乏啃硬骨頭勁頭的問題

一是(shi)關(guan)于(yu)“雙清(qing)路土(tu)地(di)無法開(kai)(kai)發(fa)利(li)用(yong)”問(wen)(wen)(wen)題(ti)(ti)(ti),通過(guo)在(zai)集(ji)團官網發(fa)布聲明(ming)(ming)、在(zai)地(di)塊(kuai)周(zhou)邊(bian)張貼公(gong)(gong)(gong)告(gao)等(deng)(deng)方式明(ming)(ming)確權屬(shu),同時配合公(gong)(gong)(gong)安機(ji)(ji)關(guan)對(dui)(dui)(dui)相關(guan)事(shi)件(jian)(jian)進(jin)行(xing)(xing)調查(cha),持續(xu)跟進(jin)雙清(qing)路地(di)塊(kuai)土(tu)地(di)無法開(kai)(kai)發(fa)利(li)用(yong)問(wen)(wen)(wen)題(ti)(ti)(ti)。二是(shi)關(guan)于(yu)“紀檢機(ji)(ji)構和(he)(he)組織人事(shi)部(bu)門尚未將督促整(zheng)(zheng)改(gai)作為日(ri)常監(jian)督的重(zhong)要內容,缺乏(fa)問(wen)(wen)(wen)責(ze)機(ji)(ji)制”的問(wen)(wen)(wen)題(ti)(ti)(ti),起草制定《關(guan)于(yu)監(jian)督推動國資委黨(dang)委巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)反(fan)饋意見落實的工作方案(an)》和(he)(he)《中(zhong)(zhong)國林(lin)(lin)業集(ji)團公(gong)(gong)(gong)司紀委關(guan)于(yu)加強(qiang)巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)日(ri)常監(jian)督實施辦法(試行(xing)(xing))》,對(dui)(dui)(dui)國資委巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)、集(ji)團公(gong)(gong)(gong)司黨(dang)委巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)下(xia)屬(shu)企業的整(zheng)(zheng)改(gai)工作同時進(jin)行(xing)(xing)監(jian)督,并適時采用(yong)聽取匯報、調閱資料、重(zhong)點(dian)抽查(cha)、實地(di)調研等(deng)(deng)方式督促從嚴從細抓(zhua)好(hao)巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)工作。三(san)是(shi)關(guan)于(yu)“對(dui)(dui)(dui)巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)成果運用(yong)重(zhong)視(shi)(shi)(shi)不(bu)夠,缺乏(fa)舉一反(fan)三(san),沒有(you)做(zuo)到標本(ben)兼(jian)治”的問(wen)(wen)(wen)題(ti)(ti)(ti),制定印發(fa)《巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)考(kao)核(he)工作規(gui)則(ze)》,規(gui)則(ze)中(zhong)(zhong)明(ming)(ming)確將巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)與干(gan)部(bu)考(kao)核(he)評價、選(xuan)拔任(ren)用(yong)和(he)(he)獎懲掛鉤。四(si)是(shi)按照年度工作計劃(hua),正在(zai)開(kai)(kai)展對(dui)(dui)(dui)中(zhong)(zhong)林(lin)(lin)生態有(you)限公(gong)(gong)(gong)司黨(dang)總支的內部(bu)巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi),將落實巡(xun)(xun)(xun)(xun)視(shi)(shi)(shi)整(zheng)(zheng)改(gai)情況列入監(jian)督檢查(cha)的重(zhong)點(dian)內容,督促抓(zhua)好(hao)成果運用(yong),做(zuo)到標本(ben)兼(jian)治。五是(shi)對(dui)(dui)(dui)中(zhong)(zhong)林(lin)(lin)集(ji)團近三(san)年的問(wen)(wen)(wen)題(ti)(ti)(ti)線索和(he)(he)重(zhong)點(dian)案(an)件(jian)(jian)進(jin)行(xing)(xing)深入剖析,總結問(wen)(wen)(wen)題(ti)(ti)(ti)產(chan)生的規(gui)律(lv)和(he)(he)成因,結合在(zai)辦案(an)件(jian)(jian)線索,對(dui)(dui)(dui)有(you)關(guan)單位提出加強(qiang)選(xuan)人用(yong)人、工程建設管(guan)理等(deng)(deng)方面制度建設的監(jian)督建議。

三、下一步整改安排

經過3個月(yue)的(de)(de)集(ji)中(zhong)整(zheng)(zheng)改(gai),中(zhong)林集(ji)團巡視整(zheng)(zheng)改(gai)各項工作平穩有(you)序,取得了(le)重要的(de)(de)階段性成效。通過巡視整(zheng)(zheng)改(gai)工作,進(jin)一(yi)(yi)步(bu)深化(hua)了(le)中(zhong)林集(ji)團各級領導干部管黨(dang)(dang)治(zhi)黨(dang)(dang)的(de)(de)思想認識(shi),破(po)解了(le)一(yi)(yi)些制(zhi)約公司(si)高質(zhi)量發展的(de)(de)難(nan)題,鞏(gong)固了(le)風清氣正(zheng)的(de)(de)政治(zhi)生態和干事創業的(de)(de)良好局面。下一(yi)(yi)步(bu),中(zhong)林集(ji)團黨(dang)(dang)委將(jiang)切實履行巡視整(zheng)(zheng)改(gai)主(zhu)體責任,堅持目標不(bu)變、標準不(bu)降、勁頭(tou)不(bu)松、力(li)度不(bu)減,以最堅決的(de)(de)態度、最有(you)力(li)的(de)(de)措施推進(jin)巡視整(zheng)(zheng)改(gai)工作,強化(hua)整(zheng)(zheng)改(gai)成果運用,確保(bao)優(you)質(zhi)高效地(di)完(wan)成好巡視整(zheng)(zheng)改(gai)任務。

(二)進一步加強黨的領導,堅持全面從嚴治黨向縱深發展

要(yao)進一(yi)(yi)步學(xue)習貫徹落實習近平新時代(dai)(dai)中(zhong)(zhong)國(guo)特色(se)社(she)會(hui)主義思(si)想(xiang),深(shen)(shen)刻(ke)反(fan)思(si)問題產生的根源,堅(jian)定(ding)不移推動(dong)全面從嚴治(zhi)(zhi)黨向縱深(shen)(shen)推進,把(ba)“兩個責(ze)任(ren)”作(zuo)(zuo)(zuo)為(wei)(wei)(wei)必須履行的重要(yao)政治(zhi)(zhi)任(ren)務,把(ba)主體責(ze)任(ren)扛在肩上,把(ba)管黨治(zhi)(zhi)黨作(zuo)(zuo)(zuo)為(wei)(wei)(wei)最根本的職(zhi)責(ze)立(li)起來,把(ba)嚴的標準(zhun)、嚴的措施貫穿管黨治(zhi)(zhi)黨始終。要(yao)貫徹落實好(hao)新時代(dai)(dai)黨的組(zu)織(zhi)路線(xian),完善(shan)黨建責(ze)任(ren)制(zhi)考核評價制(zhi)度,提升基層(ceng)組(zu)織(zhi)建設(she)質量,推進黨建與(yu)業務工(gong)(gong)作(zuo)(zuo)(zuo)深(shen)(shen)度融合(he)(he)、相互(hu)促進。要(yao)堅(jian)持黨管干(gan)部原則(ze)與(yu)市場化(hua)(hua)選(xuan)人(ren)(ren)用(yong)人(ren)(ren)機(ji)制(zhi)相結(jie)合(he)(he),樹(shu)立(li)正確選(xuan)人(ren)(ren)用(yong)人(ren)(ren)導(dao)向,進一(yi)(yi)步完善(shan)干(gan)部隊伍擔(dan)當(dang)(dang)作(zuo)(zuo)(zuo)為(wei)(wei)(wei)激勵(li)機(ji)制(zhi),充分調動(dong)廣(guang)大干(gan)部勇(yong)于(yu)(yu)擔(dan)當(dang)(dang)、敢于(yu)(yu)作(zuo)(zuo)(zuo)為(wei)(wei)(wei)的工(gong)(gong)作(zuo)(zuo)(zuo)積極性(xing)和創(chuang)造性(xing)。要(yao)精準(zhun)運(yun)用(yong)“四種形態”,強化(hua)(hua)黨內日常監督,建立(li)完善(shan)紀檢、審計、巡視等協同的大監督機(ji)制(zhi),用(yong)監督的力量推動(dong)工(gong)(gong)作(zuo)(zuo)(zuo),用(yong)工(gong)(gong)作(zuo)(zuo)(zuo)的落實強化(hua)(hua)監督。要(yao)深(shen)(shen)化(hua)(hua)集中(zhong)(zhong)整(zheng)治(zhi)(zhi)形式主義、官僚主義,堅(jian)決防止和糾正不擔(dan)當(dang)(dang)、不作(zuo)(zuo)(zuo)為(wei)(wei)(wei)、慢作(zuo)(zuo)(zuo)為(wei)(wei)(wei)、亂作(zuo)(zuo)(zuo)為(wei)(wei)(wei)等不良作(zuo)(zuo)(zuo)風,為(wei)(wei)(wei)企業發(fa)展創(chuang)造一(yi)(yi)個風清氣(qi)正的良好(hao)環境。

(三)進一步完善制度機制,持續抓好巡視整改任務落實

(四)進一步強化成果運用,推動集團深化改革高質量發展
