根據(ju)國資(zi)委(wei)(wei)(wei)(wei)黨(dang)委(wei)(wei)(wei)(wei)統(tong)一部署,2018年4月3日(ri)(ri)(ri)至6月10日(ri)(ri)(ri),國資(zi)委(wei)(wei)(wei)(wei)黨(dang)委(wei)(wei)(wei)(wei)第四巡(xun)(xun)視組(zu)對中國冶金(jin)地(di)質總局(ju)(以下簡稱總局(ju))黨(dang)委(wei)(wei)(wei)(wei)進(jin)行了巡(xun)(xun)視。7月26日(ri)(ri)(ri),國資(zi)委(wei)(wei)(wei)(wei)黨(dang)委(wei)(wei)(wei)(wei)第四巡(xun)(xun)視組(zu)向總局(ju)黨(dang)委(wei)(wei)(wei)(wei)反饋了巡(xun)(xun)視意(yi)見。按照《中國共產(chan)黨(dang)巡(xun)(xun)視工(gong)作條例》、《國資(zi)委(wei)(wei)(wei)(wei)黨(dang)委(wei)(wei)(wei)(wei)關于(yu)貫(guan)徹落實<中國共產(chan)黨(dang)巡(xun)(xun)視工(gong)作條例>的實施(shi)辦法》等有關規定,現將巡(xun)(xun)視整改情況予以公布。
一、全面貫徹落實中央和國資委黨委工作部署,提高政治站位,加強組織領導,堅決把巡視整改作為重大政治任務抓緊抓好
總(zong)局黨委(wei)充分認識巡(xun)視(shi)工作(zuo)和(he)巡(xun)視(shi)整(zheng)改(gai)的重(zhong)要性,將(jiang)其(qi)視(shi)作(zuo)全面(mian)貫徹落實“四個意識”的試金(jin)石和(he)檢驗“兩(liang)個責(ze)任(ren)”的重(zhong)要標尺。巡(xun)視(shi)反(fan)饋意見后,總(zong)局黨委(wei)迅速行動,把巡(xun)視(shi)整(zheng)改(gai)作(zuo)為(wei)總(zong)局首要的政(zheng)治(zhi)責(ze)任(ren)和(he)政(zheng)治(zhi)任(ren)務(wu),深化思想認識,強化組織(zhi)領導(dao),細化工作(zuo)措施,壓實整(zheng)改(gai)責(ze)任(ren),統(tong)籌推進巡(xun)視(shi)整(zheng)改(gai)工作(zuo)。
一(yi)(yi)(yi)是統一(yi)(yi)(yi)思想認(ren)識(shi),扛起(qi)政(zheng)治(zhi)責任。堅決貫徹(che)習(xi)近平(ping)總(zong)書(shu)記關于巡(xun)視(shi)(shi)工(gong)作重(zhong)要(yao)(yao)指示精(jing)神,認(ren)真落實(shi)國(guo)資(zi)委(wei)黨(dang)(dang)委(wei)巡(xun)視(shi)(shi)工(gong)作領(ling)導小組和國(guo)資(zi)委(wei)黨(dang)(dang)委(wei)第四巡(xun)視(shi)(shi)組整改工(gong)作要(yao)(yao)求,切實(shi)擔當巡(xun)視(shi)(shi)整改主體責任。黨(dang)(dang)委(wei)主要(yao)(yao)負責人多次主持召開專(zhuan)題黨(dang)(dang)委(wei)會(hui)議(yi),主持黨(dang)(dang)委(wei)中心(xin)組專(zhuan)題學習(xi),深入學習(xi)領(ling)會(hui)習(xi)近平(ping)總(zong)書(shu)記關于巡(xun)視(shi)(shi)和巡(xun)視(shi)(shi)整改工(gong)作的重(zhong)要(yao)(yao)論述精(jing)神,認(ren)真領(ling)會(hui)巡(xun)視(shi)(shi)反饋意見,進一(yi)(yi)(yi)步統一(yi)(yi)(yi)思想認(ren)識(shi)、提高政(zheng)治(zhi)站位,切實(shi)把巡(xun)視(shi)(shi)整改作為當前和今后一(yi)(yi)(yi)個時期的重(zhong)要(yao)(yao)政(zheng)治(zhi)任務抓緊抓好(hao)抓出成(cheng)效。
二是強化組(zu)織領(ling)導(dao)(dao)(dao),全(quan)面部署整(zheng)(zheng)改(gai)(gai)(gai)。總局黨(dang)委(wei)認(ren)真落實巡(xun)(xun)視(shi)整(zheng)(zheng)改(gai)(gai)(gai)主(zhu)體責(ze)(ze)任(ren),加(jia)強組(zu)織領(ling)導(dao)(dao)(dao),在巡(xun)(xun)視(shi)反饋(kui)會(hui)次日第一時間成立巡(xun)(xun)視(shi)整(zheng)(zheng)改(gai)(gai)(gai)領(ling)導(dao)(dao)(dao)小(xiao)組(zu),總局黨(dang)委(wei)書記任(ren)組(zu)長(chang),對整(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)負總責(ze)(ze);黨(dang)委(wei)班子成員(yuan)分別對各自分管領(ling)域整(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)負領(ling)導(dao)(dao)(dao)責(ze)(ze)任(ren)。成立了巡(xun)(xun)視(shi)整(zheng)(zheng)改(gai)(gai)(gai)辦公(gong)室,抽調配備了工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)力量,負責(ze)(ze)對巡(xun)(xun)視(shi)組(zu)反饋(kui)問(wen)題進行(xing)集中(zhong)整(zheng)(zheng)改(gai)(gai)(gai)。部署各局院、控股公(gong)司(si)黨(dang)委(wei)成立巡(xun)(xun)視(shi)整(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)領(ling)導(dao)(dao)(dao)小(xiao)組(zu)和工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)機構(gou),建(jian)立了全(quan)系統整(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)聯(lian)絡網和微(wei)信群(qun),暢通溝(gou)通聯(lian)絡渠道,并(bing)將整(zheng)(zheng)改(gai)(gai)(gai)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)落實情況,作(zuo)(zuo)(zuo)(zuo)為(wei)各單(dan)位黨(dang)委(wei)書記述職、黨(dang)建(jian)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)責(ze)(ze)任(ren)制考核的重(zhong)要內容,對整(zheng)(zheng)改(gai)(gai)(gai)不力或弄虛作(zuo)(zuo)(zuo)(zuo)假的單(dan)位和責(ze)(ze)任(ren)領(ling)導(dao)(dao)(dao)進行(xing)追(zhui)責(ze)(ze)。
三是細(xi)化工(gong)(gong)作(zuo)措施(shi),筑牢責(ze)(ze)任(ren)體系(xi)。總局黨委(wei)針(zhen)對巡視(shi)反(fan)饋(kui)意見中的(de)6方(fang)面(mian)23類(lei)問題(ti)(ti),結合巡視(shi)組現場指出(chu)的(de)問題(ti)(ti)和(he)各級黨委(wei)舉一反(fan)三自查自糾的(de)問題(ti)(ti),結合冶金(jin)地質實(shi)際,條分縷析、逐項研(yan)究、逐條細(xi)化整(zheng)改(gai)(gai)措施(shi);并從班子(zi)成(cheng)(cheng)員(yuan)、總部(bu)(bu)部(bu)(bu)門(men)(men)、有關單位(wei)和(he)個人崗(gang)位(wei)等(deng)層面(mian)多次(ci)開展問題(ti)(ti)梳理,將23類(lei)問題(ti)(ti)細(xi)化為48項,共制定(ding)128項整(zheng)改(gai)(gai)措施(shi)。注重(zhong)強(qiang)(qiang)化各級黨組織和(he)領導干部(bu)(bu)的(de)責(ze)(ze)任(ren)擔(dan)當(dang),將整(zheng)改(gai)(gai)任(ren)務落實(shi)到具體責(ze)(ze)任(ren)領導、責(ze)(ze)任(ren)部(bu)(bu)門(men)(men)及(ji)單位(wei)、協作(zuo)部(bu)(bu)門(men)(men)、責(ze)(ze)任(ren)人和(he)整(zheng)改(gai)(gai)完成(cheng)(cheng)時限,形成(cheng)(cheng)了關于(yu)國資(zi)委(wei)黨委(wei)第四巡視(shi)組巡視(shi)反(fan)饋(kui)問題(ti)(ti)的(de)《整(zheng)改(gai)(gai)分工(gong)(gong)》和(he)《細(xi)化推進方(fang)案》,建(jian)立了整(zheng)改(gai)(gai)臺(tai)賬(zhang),編制了《整(zheng)改(gai)(gai)手(shou)冊》,做(zuo)到班子(zi)成(cheng)(cheng)員(yuan)人手(shou)一冊。通過(guo)以上率下層層落實(shi)責(ze)(ze)任(ren)、層層傳導壓力(li),切實(shi)增強(qiang)(qiang)了相(xiang)關領導、單位(wei)部(bu)(bu)門(men)(men)及(ji)責(ze)(ze)任(ren)人做(zuo)好(hao)整(zheng)改(gai)(gai)工(gong)(gong)作(zuo)的(de)思(si)想和(he)行動自覺。
四(si)是(shi)加強機(ji)制(zhi)建設(she),協調(diao)推(tui)進整(zheng)(zheng)(zheng)改(gai)(gai)(gai)。為保(bao)障整(zheng)(zheng)(zheng)改(gai)(gai)(gai)迅速、全面、徹底,總(zong)局(ju)黨委(wei)建立了(le)銷號式(shi)臺賬管理機(ji)制(zhi),對(dui)巡視問題改(gai)(gai)(gai)一(yi)件,銷一(yi)件,堅(jian)持不松懈不松勁,未完成整(zheng)(zheng)(zheng)改(gai)(gai)(gai)的持續掛號督(du)辦,直(zhi)到改(gai)(gai)(gai)到位(wei)、改(gai)(gai)(gai)徹底;建立了(le)定(ding)期匯(hui)(hui)報(bao)(bao)工(gong)作(zuo)(zuo)機(ji)制(zhi),總(zong)局(ju)黨委(wei)主要負責人(ren)堅(jian)持對(dui)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)作(zuo)(zuo)直(zhi)接(jie)抓、抓具體、抓到底,多次聽取巡視整(zheng)(zheng)(zheng)改(gai)(gai)(gai)辦關于(yu)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)工(gong)作(zuo)(zuo)安排部署(shu)和(he)進展情況的專題匯(hui)(hui)報(bao)(bao),指出(chu)存在問題,明確階段目標,提出(chu)相關要求;建立了(le)溝通(tong)協調(diao)機(ji)制(zhi),巡視整(zheng)(zheng)(zheng)改(gai)(gai)(gai)辦切實履行職責,按要求及時向國資委(wei)黨委(wei)巡視辦、第(di)四(si)巡視組(zu)匯(hui)(hui)報(bao)(bao)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)進展,請示工(gong)作(zuo)(zuo)要求,確保(bao)整(zheng)(zheng)(zheng)改(gai)(gai)(gai)有效推(tui)進。
五是聚(ju)焦突出問(wen)題(ti)(ti),開展專項整改。總局黨委深入學(xue)習貫(guan)徹落實(shi)(shi)(shi)中央企業(ye)警(jing)示教育大會和(he)有關《通報(bao)》精神,分別召開黨委會、紀(ji)委全會,舉一(yi)反三、集體檢(jian)(jian)討(tao)、深刻反思(si)。針(zhen)對(dui)通報(bao)的(de)問(wen)題(ti)(ti),總局黨委開展了加強對(dui)中央八項規(gui)定及(ji)其實(shi)(shi)(shi)施細則精神、總局黨委實(shi)(shi)(shi)施意見落實(shi)(shi)(shi)情況的(de)監督檢(jian)(jian)查(cha)。把作風建設作為著力(li)點和(he)突破口,擰緊(jin)正風肅紀(ji)發(fa)條,敲響廉潔自律警(jing)鐘,錘煉(lian)黨員干(gan)部的(de)黨性修養,切實(shi)(shi)(shi)增強“四個意識”,嚴守(shou)紀(ji)律規(gui)矩,打起“精氣神”,努(nu)力(li)“走前頭、做表率”,推動風氣好轉。
二、認真對照國資委黨委第四巡視組巡視反饋意見,堅持條條要整改、件件要落實,切實推進巡視整改工作
(一)關于“用習(xi)近平新時代(dai)中(zhong)國特色社會主(zhu)義思想(xiang)武裝頭腦、指導實踐不夠深入(ru)”問題的整改情況
1.針對總局黨委和二級單位(wei)黨委中心組學習效果存在問(wen)題進行了整改:
一(yi)是(shi)高度重視,深(shen)刻反思(si)。專題(ti)學(xue)(xue)習國資(zi)(zi)委(wei)黨(dang)委(wei)、駐國資(zi)(zi)委(wei)紀檢監(jian)察組《通報》精神;二是(shi)深(shen)入(ru)思(si)考(kao),學(xue)(xue)用結合(he)(he)。總(zong)局黨(dang)委(wei)對所屬單位黨(dang)委(wei)中心(xin)組理論學(xue)(xue)習作(zuo)出部署,要求抓(zhua)好(hao)學(xue)(xue)前準備,確(que)定(ding)好(hao)專題(ti)、預留好(hao)時間、配發好(hao)資(zi)(zi)料、安(an)排好(hao)發言,讓班子成員(yuan)充分研(yan)(yan)究(jiu)思(si)考(kao);抓(zhua)好(hao)組織實施,針對學(xue)(xue)習內容,結合(he)(he)工(gong)作(zuo)實際,深(shen)入(ru)研(yan)(yan)討交流。
2.針對部分所屬單位(wei)學習全(quan)國國有(you)企業黨(dang)的建(jian)設(she)工作會(hui)議精(jing)神(shen)存(cun)在問題(ti)進(jin)行了整改:
一是全面自查(cha),總局黨委部(bu)(bu)署(shu)要求(qiu)(qiu)各單位黨委對學習宣傳(chuan)貫(guan)徹全國國有企業黨的建(jian)設(she)工作(zuo)會(hui)議精神(shen)情況(kuang)進行自查(cha)并按(an)要求(qiu)(qiu)整改到位;二是集(ji)中抽查(cha),總局黨委對部(bu)(bu)分單位學習貫(guan)徹會(hui)議精神(shen)情況(kuang)進行了抽查(cha),持續推(tui)進貫(guan)徹落實(shi)全國國有企業黨的建(jian)設(she)工作(zuo)會(hui)議精神(shen)。
3.針對“兩(liang)學一做”學習教育常態化(hua)制度(du)化(hua)存在問題進行了整改:
一(yi)是(shi)制(zhi)(zhi)(zhi)定(ding)下發(fa)了(le)《關于持續推進(jin)“兩學(xue)一(yi)做(zuo)(zuo)”學(xue)習(xi)教(jiao)育(yu)常態化(hua)(hua)(hua)制(zhi)(zhi)(zhi)度化(hua)(hua)(hua)的通知》,對推進(jin)冶(ye)金(jin)地質(zhi)全系統“兩學(xue)一(yi)做(zuo)(zuo)”學(xue)習(xi)教(jiao)育(yu)常態化(hua)(hua)(hua)制(zhi)(zhi)(zhi)度化(hua)(hua)(hua)進(jin)行再部署、再落(luo)實、再推進(jin);二是(shi)對各單位(wei)黨(dang)委制(zhi)(zhi)(zhi)定(ding)推進(jin)“兩學(xue)一(yi)做(zuo)(zuo)”學(xue)習(xi)教(jiao)育(yu)常態化(hua)(hua)(hua)制(zhi)(zhi)(zhi)度化(hua)(hua)(hua)實施(shi)方案情(qing)況(kuang)進(jin)行梳理檢查(cha),各單位(wei)黨(dang)委對所(suo)屬單位(wei)實施(shi)方案的制(zhi)(zhi)(zhi)定(ding)落(luo)實情(qing)況(kuang)開展(zhan)(zhan)了(le)自查(cha),向總(zong)(zong)局黨(dang)委提交了(le)自查(cha)報告;三是(shi)制(zhi)(zhi)(zhi)定(ding)下發(fa)了(le)《中(zhong)國冶(ye)金(jin)地質(zhi)總(zong)(zong)局黨(dang)建工作(zuo)責任制(zhi)(zhi)(zhi)考核(he)評價(jia)辦(ban)(ban)法》(以(yi)下簡稱《考核(he)評價(jia)辦(ban)(ban)法》),將(jiang)“兩學(xue)一(yi)做(zuo)(zuo)”學(xue)習(xi)教(jiao)育(yu)常態化(hua)(hua)(hua)制(zhi)(zhi)(zhi)度化(hua)(hua)(hua)開展(zhan)(zhan)情(qing)況(kuang)作(zuo)為重點評價(jia)指標(biao)之一(yi),納(na)入了(le)黨(dang)建工作(zuo)責任制(zhi)(zhi)(zhi)考核(he)評價(jia)指標(biao)體(ti)系。
4.針對部分黨(dang)員領導干部學習掌握(wo)黨(dang)的基礎知(zhi)識存在問題進行了整(zheng)改:
一是(shi)專題學(xue)習,組織黨(dang)建基(ji)礎知識(shi)答(da)題。總局機關和各(ge)局院、控股公司以支(zhi)部(bu)為(wei)(wei)單位,通過“三(san)會一課”等形(xing)式(shi)對黨(dang)建基(ji)礎理論知識(shi)進(jin)行(xing)了專題學(xue)習,并組織開(kai)展了手(shou)機網絡或(huo)紙質試(shi)卷答(da)題活動;二是(shi)建立“冶(ye)金地質兩學(xue)一做”微(wei)信(xin)公眾(zhong)號常態化推送黨(dang)建基(ji)礎知識(shi)制度(du),引(yin)導黨(dang)員干部(bu)開(kai)展學(xue)習;三(san)是(shi)將黨(dang)建知識(shi)測試(shi)作(zuo)為(wei)(wei)黨(dang)建工作(zuo)責(ze)任制考(kao)核評價(jia)工作(zuo)的一個重要(yao)環節(jie)進(jin)行(xing)實施(shi)。
5.針對一些干部職工對推(tui)進“轉企改制”認識存在問題(ti)進行(xing)了整改:
一是利用人力(li)資源、財務管理、風(feng)險防(fang)控等業務培訓(xun)和工作會議等時(shi)機,開展(zhan)支(zhi)持改(gai)革(ge)(ge)、擁護改(gai)革(ge)(ge)、推進(jin)改(gai)革(ge)(ge)形勢教育(yu);二是組織召開全系統養(yang)老保險改(gai)革(ge)(ge)座談會,推進(jin)全系統養(yang)老保險改(gai)革(ge)(ge);三(san)是初步形成總(zong)部(bu)組織機構(gou)優化(hua)方(fang)案,對總(zong)部(bu)部(bu)分崗位進(jin)行(xing)公開招聘(pin),加大總(zong)部(bu)與(yu)二級單位人員交流。
6.針對(dui)總局黨(dang)委及二(er)級單位領導班子(zi)民主生活會質量不夠高(gao)問題進行(xing)了整(zheng)改:
一是總(zong)局黨委(wei)(wei)召(zhao)開了巡(xun)視整改專題民主(zhu)生活(huo)會,國(guo)資(zi)委(wei)(wei)黨委(wei)(wei)巡(xun)視辦領導參(can)加(jia)會議(yi)并(bing)進行了點評(ping);二是總(zong)局黨委(wei)(wei)對所屬單(dan)位開好(hao)民主(zhu)生活(huo)會作出部署,提高民主(zhu)生活(huo)會質量。
7.針對個別(bie)所屬單(dan)位領導(dao)政治信仰不堅(jian)定問題進(jin)行了整(zheng)改:
一(yi)是已責成有(you)關單位將辦(ban)公場所搬回原辦(ban)公樓;二是責成有(you)關單位黨委深刻反思,進一(yi)步統一(yi)思想、堅定(ding)信念、消除影響。
(二)關于“貫(guan)徹落實中央(yang)決策部署(shu)和(he)國資(zi)委工作要求不(bu)夠到(dao)位”問題的整(zheng)改情況
8.針對總局黨委推(tui)進事業(ye)單(dan)位(wei)改(gai)革進展緩(huan)慢問題進行了整改(gai):
一(yi)是對《總(zong)(zong)(zong)局(ju)(ju)(ju)關于(yu)全(quan)(quan)面(mian)深(shen)化(hua)改(gai)(gai)革(ge)(ge)的(de)(de)(de)若干意(yi)見(jian)(jian)》這一(yi)轉(zhuan)企改(gai)(gai)制總(zong)(zong)(zong)體方案進(jin)行了(le)(le)深(shen)入(ru)細致的(de)(de)(de)再研究再修訂,明晰了(le)(le)“兩(liang)步走”的(de)(de)(de)“路線圖”和時(shi)間(jian)節點(dian)。專(zhuan)題(ti)組織召(zhao)開了(le)(le)總(zong)(zong)(zong)局(ju)(ju)(ju)深(shen)化(hua)改(gai)(gai)革(ge)(ge)工(gong)(gong)作座談會,就(jiu)《若干意(yi)見(jian)(jian)》進(jin)行深(shen)入(ru)研討,廣泛征(zheng)求意(yi)見(jian)(jian)。已與國(guo)務院(yuan)國(guo)資委(wei)改(gai)(gai)革(ge)(ge)局(ju)(ju)(ju)聯系匯報改(gai)(gai)革(ge)(ge)工(gong)(gong)作進(jin)展情(qing)況;二是總(zong)(zong)(zong)局(ju)(ju)(ju)黨委(wei)密切(qie)關注并收集(ji)(ji)各類地(di)勘單位和中(zhong)央(yang)企業改(gai)(gai)革(ge)(ge)進(jin)展情(qing)況,加強與兄(xiong)弟單位的(de)(de)(de)廣泛交流,虛(xu)心學習先(xian)進(jin)經(jing)驗(yan),認真查(cha)找自身不(bu)足,增強危機感(gan)、使命(ming)感(gan)。向(xiang)國(guo)務院(yuan)國(guo)有企業改(gai)(gai)革(ge)(ge)領導小組辦公室上報《中(zhong)國(guo)冶金(jin)地(di)質總(zong)(zong)(zong)局(ju)(ju)(ju)關于(yu)全(quan)(quan)面(mian)深(shen)化(hua)改(gai)(gai)革(ge)(ge)重(zhong)(zhong)點(dian)工(gong)(gong)作任務落(luo)實情(qing)況的(de)(de)(de)自查(cha)報告》,全(quan)(quan)面(mian)匯報總(zong)(zong)(zong)局(ju)(ju)(ju)改(gai)(gai)革(ge)(ge)進(jin)展情(qing)況;三是營造(zao)全(quan)(quan)面(mian)深(shen)化(hua)改(gai)(gai)革(ge)(ge)氛(fen)圍。編輯出(chu)版總(zong)(zong)(zong)局(ju)(ju)(ju)改(gai)(gai)革(ge)(ge)開放40周(zhou)年論文集(ji)(ji),并以開展“我看改(gai)(gai)革(ge)(ge)開放新(xin)成就(jiu)”主(zhu)題(ti)活動(dong)為契機,向(xiang)離(li)退(tui)休干部傳達(da)《若干意(yi)見(jian)(jian)》,聽(ting)取老干部對總(zong)(zong)(zong)局(ju)(ju)(ju)改(gai)(gai)革(ge)(ge)發展的(de)(de)(de)意(yi)見(jian)(jian)建議,進(jin)一(yi)步凝聚了(le)(le)冶金(jin)地(di)質干部職工(gong)(gong)的(de)(de)(de)改(gai)(gai)革(ge)(ge)共(gong)識;四是明確了(le)(le)冶金(jin)地(di)質特別是地(di)質勘查(cha)主(zhu)業對于(yu)推動(dong)經(jing)濟社會發展的(de)(de)(de)重(zhong)(zhong)要作用(yong),加快推進(jin)轉(zhuan)企改(gai)(gai)制相關工(gong)(gong)作。
9.針對建設“一流綠(lv)色資源環境服務商(shang)”戰略規劃落地(di)問題(ti)進行了整改:
召開了(le)規(gui)劃(hua)(hua)投資工作座談會,對(dui)總局(ju)(ju)六(liu)大產業(ye)(ye)板(ban)塊的(de)發(fa)展方向、路徑和措施進(jin)行了(le)深入(ru)研討。在總局(ju)(ju)“十三五”規(gui)劃(hua)(hua)的(de)基礎上,制定了(le)《2018—2020三年滾(gun)動(dong)規(gui)劃(hua)(hua)》,編寫了(le)《中國(guo)(guo)冶金地質總局(ju)(ju)未來五年企(qi)業(ye)(ye)品牌戰略規(gui)劃(hua)(hua)》。完(wan)成規(gui)劃(hua)(hua)投資業(ye)(ye)務(wu)部門(men)人(ren)員(yuan)基本情況(kuang)摸(mo)底調查,為進(jin)一步(bu)提(ti)升總局(ju)(ju)規(gui)劃(hua)(hua)管理工作夯實(shi)基礎。起草(cao)《中國(guo)(guo)冶金地質總局(ju)(ju)關(guan)于2018-2020年滾(gun)動(dong)規(gui)劃(hua)(hua)工作情況(kuang)的(de)匯報》,迎接國(guo)(guo)資委規(gui)劃(hua)(hua)局(ju)(ju)對(dui)總局(ju)(ju)滾(gun)動(dong)規(gui)劃(hua)(hua)的(de)評(ping)審。
10.針對創新引領、資源整(zheng)合存在問(wen)題進行了(le)整(zheng)改:
一(yi)是完(wan)(wan)成了(le)(le)(le)總局(ju)(ju)科(ke)技(ji)創新引領產業(ye)(ye)發(fa)展(zhan)(zhan)專(zhuan)項方(fang)案(an)編(bian)制任務分(fen)工(gong)(gong),各產業(ye)(ye)提(ti)(ti)出(chu)了(le)(le)(le)具體建(jian)議,啟動了(le)(le)(le)總局(ju)(ju)專(zhuan)項方(fang)案(an)的(de)起草工(gong)(gong)作,初步(bu)擬(ni)定(ding)了(le)(le)(le)先期啟動的(de)科(ke)技(ji)研(yan)究項目(mu);二是搜集有(you)關央企(qi)及地方(fang)國(guo)(guo)有(you)地質單位改(gai)革發(fa)展(zhan)(zhan)案(an)例,了(le)(le)(le)解(jie)相關信息(xi),進(jin)行充(chong)分(fen)研(yan)討。在(zai)總局(ju)(ju)半(ban)年(nian)投資計(ji)劃調(diao)整中(zhong)突出(chu)地質勘(kan)(kan)查(cha)業(ye)(ye)務轉(zhuan)型升級,推(tui)進(jin)總局(ju)(ju)地質勘(kan)(kan)查(cha)能(neng)力建(jian)設(she)集中(zhong)采(cai)購事(shi)宜;三是已按照國(guo)(guo)務院國(guo)(guo)資委要求,完(wan)(wan)成企(qi)業(ye)(ye)法人(ren)(ren)管理層級壓(ya)縮至四(si)級的(de)目(mu)標,并(bing)按時(shi)間進(jin)度完(wan)(wan)成企(qi)業(ye)(ye)法人(ren)(ren)戶數壓(ya)降目(mu)標。下發(fa)關于(yu)全面(mian)深(shen)化(hua)壓(ya)減(jian)(jian)工(gong)(gong)作的(de)通知,進(jin)一(yi)步(bu)推(tui)動壓(ya)減(jian)(jian)工(gong)(gong)作;四(si)是開展(zhan)(zhan)了(le)(le)(le)工(gong)(gong)程(cheng)勘(kan)(kan)察、巖(yan)(yan)土(tu)(tu)工(gong)(gong)程(cheng)產業(ye)(ye)調(diao)研(yan),提(ti)(ti)出(chu)了(le)(le)(le)通過區(qu)域資源整合、加(jia)大(da)(da)市場開拓(tuo)、爭(zheng)取重(zhong)大(da)(da)項目(mu)等提(ti)(ti)升競爭(zheng)力的(de)改(gai)革舉措。在(zai)總局(ju)(ju)半(ban)年(nian)投資計(ji)劃調(diao)整中(zhong)突出(chu)巖(yan)(yan)土(tu)(tu)工(gong)(gong)程(cheng)業(ye)(ye)務轉(zhuan)型升級,推(tui)進(jin)總局(ju)(ju)巖(yan)(yan)土(tu)(tu)工(gong)(gong)程(cheng)設(she)備的(de)集中(zhong)采(cai)購事(shi)宜;五是繼續加(jia)強與(yu)有(you)關省市地方(fang)政府(fu)、央企(qi)的(de)交(jiao)流合作,組織參與(yu)了(le)(le)(le)多個展(zhan)(zhan)會。
11.針對(dui)落實(shi)國(guo)資委有關(guan)要求不夠堅決問題進行了整改:
一是(shi)(shi)(shi)堅決全面退出(chu)非自營(ying)貿(mao)(mao)易(yi)業(ye)務;二是(shi)(shi)(shi)成立“貿(mao)(mao)易(yi)業(ye)務風險督導小組”,健(jian)全貿(mao)(mao)易(yi)業(ye)務風險防控體系;三(san)是(shi)(shi)(shi)全力(li)以(yi)赴抓好(hao)回(hui)(hui)款(kuan)工(gong)作;四是(shi)(shi)(shi)對貿(mao)(mao)易(yi)業(ye)務風險防控工(gong)作履(lv)職不力(li)或未按(an)(an)總(zong)局監督反(fan)饋(kui)意見(jian)進(jin)行整改的(de),對相關(guan)責任人進(jin)行追(zhui)責;五是(shi)(shi)(shi)下發《關(guan)于(yu)加快(kuai)貿(mao)(mao)易(yi)業(ye)務回(hui)(hui)款(kuan)的(de)通(tong)知(zhi)》,對未按(an)(an)照計劃回(hui)(hui)款(kuan)的(de)客戶逐筆提出(chu)督導意見(jian),確保按(an)(an)時回(hui)(hui)款(kuan);六是(shi)(shi)(shi)啟動追(zhui)責程序,對相關(guan)人員(yuan)進(jin)行了通(tong)報批(pi)評。
12.對“兩金”壓降成效(xiao)不明顯問題進行了(le)整改:
一是(shi)完成(cheng)了全(quan)系(xi)統“兩金(jin)”梳理工(gong)(gong)作,進(jin)(jin)一步完善(shan)細(xi)化(hua)了總局“兩金(jin)”壓控方案;二是(shi)進(jin)(jin)一步明確專(zhuan)項(xiang)工(gong)(gong)作小組職責,細(xi)化(hua)責任分(fen)工(gong)(gong),各(ge)環節責任落實(shi)到人。對“兩金(jin)”完成(cheng)情況差的單(dan)位開展專(zhuan)項(xiang)指導、檢查,查明問題原因,并對其(qi)實(shi)施常態化(hua)監管;三是(shi)針對應收賬(zhang)款清欠困難這(zhe)一重點問題,建(jian)立周報(bao)告、月分(fen)析制度,對“兩金(jin)”占用(yong)嚴重的單(dan)位進(jin)(jin)行通報(bao);四是(shi)在2019年(nian)度業績(ji)考核工(gong)(gong)作中加大應收賬(zhang)款指標考核力度。
13.針對(dui)壓減法人單位工(gong)作抓得(de)不夠實問題進行(xing)了整改:
一(yi)是下發《關于全(quan)面深化“壓減”工作的通知(zhi)》,針對利潤(run)持續走(zou)低、資產負債率高(gao)和非主業單(dan)位等(deng)情況進行系(xi)統梳理(li),查明(ming)原(yuan)因,納入(ru)“壓減”單(dan)位清(qing)單(dan);二是初步確(que)定部(bu)分壓減企(qi)業名(ming)單(dan),一(yi)企(qi)一(yi)策(ce)制定清(qing)理(li)措(cuo)施,明(ming)確(que)時間進度(du)。
14.針對資金集中度較低(di)、“存(cun)貸雙(shuang)高”問題進(jin)行(xing)了(le)整(zheng)改:
一是(shi)制定了資(zi)金(jin)(jin)集(ji)中(zhong)管理(li)工(gong)作方案(an),全力(li)推進資(zi)金(jin)(jin)集(ji)中(zhong)管理(li)平臺搭建工(gong)作;二是(shi)通過資(zi)金(jin)(jin)集(ji)中(zhong)管理(li)平臺提升內(nei)部資(zi)金(jin)(jin)調劑(ji)能力(li),力(li)爭資(zi)金(jin)(jin)集(ji)中(zhong)度達(da)到80%,解決“存貸雙高(gao)”問題;三是(shi)實(shi)現(xian)資(zi)金(jin)(jin)系統和(he)財務核算平臺的互聯互通,全過程監控資(zi)金(jin)(jin)動態。
15.針對執行“三重一大”決策制度不嚴格問(wen)題進行了整改:
一是對(dui)PPP項目(mu)(mu)(mu)審核(he)(he)堅持嚴格準入條(tiao)件(jian),編制并(bing)實施(shi)了(le)《中(zhong)國冶金(jin)(jin)地(di)質總(zong)局(ju)(ju)PPP業務管(guan)(guan)理(li)(li)(li)規定(ding)》。下(xia)發(fa)《關(guan)于推(tui)薦PPP項目(mu)(mu)(mu)評審專家的通知》, 完(wan)成(cheng)總(zong)局(ju)(ju)PPP專家庫遴選(xuan),并(bing)備案PPP專家相(xiang)關(guan)簡歷;二是進(jin)一步加(jia)強資(zi)金(jin)(jin)管(guan)(guan)控(kong),防范資(zi)金(jin)(jin)損失風(feng)險。組織(zhi)各(ge)(ge)單(dan)位(wei)對(dui)近三年重(zhong)(zhong)大資(zi)金(jin)(jin)使(shi)用(yong)情(qing)況進(jin)行自查自糾(jiu)。進(jin)一步以規范決策流程為抓(zhua)手(shou),嚴把(ba)資(zi)金(jin)(jin)事項審核(he)(he)管(guan)(guan)理(li)(li)(li)關(guan)口,嚴格遵守“三重(zhong)(zhong)一大”決策制度(du),借助資(zi)金(jin)(jin)集中(zhong)管(guan)(guan)理(li)(li)(li)平(ping)臺(tai)實時(shi)關(guan)注資(zi)金(jin)(jin)動態(tai),持續不(bu)斷加(jia)強使(shi)用(yong)重(zhong)(zhong)大資(zi)金(jin)(jin)情(qing)況的監督管(guan)(guan)控(kong)力度(du),并(bing)對(dui)違反相(xiang)關(guan)規定(ding)的責任(ren)人進(jin)行追(zhui)(zhui)責;三是多(duo)次組織(zhi)學(xue)習《中(zhong)央企業違規經營投(tou)(tou)資(zi)責任(ren)追(zhui)(zhui)究實施(shi)辦(ban)法》,系統梳理(li)(li)(li)總(zong)局(ju)(ju)近年重(zhong)(zhong)點(dian)(dian)項目(mu)(mu)(mu)的后(hou)評價工作,形成(cheng)總(zong)局(ju)(ju)投(tou)(tou)資(zi)管(guan)(guan)理(li)(li)(li)閉環;四(si)是下(xia)發(fa)《關(guan)于開(kai)展投(tou)(tou)資(zi)管(guan)(guan)理(li)(li)(li)工作檢(jian)查的通知》,對(dui)各(ge)(ge)單(dan)位(wei)制度(du)建(jian)設(she)情(qing)況、決策管(guan)(guan)理(li)(li)(li)情(qing)況、年度(du)投(tou)(tou)資(zi)計劃實施(shi)情(qing)況、重(zhong)(zhong)點(dian)(dian)項目(mu)(mu)(mu)實施(shi)情(qing)況以及項目(mu)(mu)(mu)基礎(chu)管(guan)(guan)理(li)(li)(li)情(qing)況進(jin)行檢(jian)查,并(bing)對(dui)部分重(zhong)(zhong)點(dian)(dian)項目(mu)(mu)(mu)開(kai)展現(xian)場(chang)檢(jian)查,起草了(le)《總(zong)局(ju)(ju)重(zhong)(zhong)點(dian)(dian)投(tou)(tou)資(zi)項目(mu)(mu)(mu)調(diao)研檢(jian)查報告》,并(bing)對(dui)三個二級單(dan)位(wei)的四(si)個重(zhong)(zhong)點(dian)(dian)項目(mu)(mu)(mu)下(xia)發(fa)了(le)《關(guan)于完(wan)善投(tou)(tou)資(zi)項目(mu)(mu)(mu)管(guan)(guan)理(li)(li)(li)的告知單(dan)》;五是總(zong)局(ju)(ju)紀委召(zhao)開(kai)追(zhui)(zhui)責協調(diao)會,啟動了(le)相(xiang)關(guan)工作。
(三)關于“所(suo)屬單位(wei)選人用(yong)人不夠規范,黨建重(zhong)點任務在(zai)基層(ceng)落實(shi)不夠扎實(shi)”問題的整(zheng)改情況(kuang)
16.針對所屬單位選人用人工作(zuo)存在問題進(jin)行了整(zheng)改:
一是(shi)(shi)加強所屬單位(wei)選(xuan)人(ren)用人(ren)自(zi)查自(zi)糾。印發了《關于開展選(xuan)人(ren)用人(ren)工作(zuo)(zuo)專項檢查的通知》,各(ge)單位(wei)已完(wan)成對(dui)選(xuan)人(ren)用人(ren)、任(ren)職回(hui)避工作(zuo)(zuo)的自(zi)查自(zi)糾,并上報總(zong)局(ju)(ju);二是(shi)(shi)嚴格標準,規(gui)范(fan)程序。修訂完(wan)善《中國(guo)(guo)冶金地質總(zong)局(ju)(ju)領導(dao)人(ren)員管(guan)理(li)(li)辦(ban)法(fa)》、《中國(guo)(guo)冶金地質總(zong)局(ju)(ju)黨(dang)委管(guan)理(li)(li)的干部選(xuan)拔(ba)任(ren)用工作(zuo)(zuo)程序指引(試行)》;三是(shi)(shi)完(wan)成2018年(nian)各(ge)單位(wei)員工招錄(lu)審核,嚴禁(jin)領導(dao)親屬新入(ru)本單位(wei)就業。
17.針(zhen)對所屬單位執行干部任職回避(bi)制度不嚴格問題進行了整改:
印(yin)發了(le)《關于(yu)開展選人用人工(gong)作專項(xiang)檢查(cha)的通知》,各單位已完成對選人用人、任(ren)職(zhi)回(hui)(hui)避工(gong)作的自(zi)查(cha)自(zi)糾。突出(chu)抓好上次巡視問題整改(gai),確保干部任(ren)職(zhi)回(hui)(hui)避制度在(zai)全系(xi)統得到堅決(jue)落實(shi)。
18.針對后備(bei)干部(bu)隊伍建(jian)設滯后,人(ren)才(cai)結構不(bu)夠合(he)理,人(ren)才(cai)儲(chu)備(bei)不(bu)足問題進行了整改:
制定了優(you)秀(xiu)年輕干部人(ren)選推(tui)薦方案(an),開展人(ren)選推(tui)薦工作。
19.針對部分單位人才流失問(wen)題比較嚴重問(wen)題進行(xing)了整改:
一是(shi)(shi)開(kai)展(zhan)了人(ren)才流失調查工(gong)作;二是(shi)(shi)部署(shu)對2018年(nian)度(du)畢業生招聘(pin)工(gong)作進行總結(jie),梳理(li)人(ren)才需求,研究制定2019年(nian)招聘(pin)工(gong)作計劃;三是(shi)(shi)加強薪酬導(dao)向作用,工(gong)資總額(e)增量(liang)向關鍵崗位(wei)、一線(xian)崗位(wei)傾斜。
20.針對經營(ying)管理和專業(ye)技術人員匱乏(fa)問題進行了整改:
一是(shi)(shi)完善學科帶頭人(ren)(ren)信息庫,開(kai)展了地(di)質勘查、財務管理(li)、風險防控(kong)等(deng)針對性培(pei)訓;二是(shi)(shi)制定總部組織機構優化方案,開(kai)展內(nei)外部公開(kai)選(xuan)(xuan)聘(pin)工作(zuo),制定了優秀年輕干部人(ren)(ren)選(xuan)(xuan)推(tui)薦方案;三是(shi)(shi)根(gen)據國家(jia)相(xiang)(xiang)關政策,對2018年度(du)職稱評(ping)(ping)審相(xiang)(xiang)關條件進行調整(zheng),待人(ren)(ren)社部相(xiang)(xiang)關政策出臺后,修(xiu)訂(ding)完善《總局專業(ye)技術職務評(ping)(ping)審管理(li)辦法》;四是(shi)(shi)采取(qu)多種措(cuo)施加大對高(gao)精(jing)尖(jian)緊缺人(ren)(ren)才的引進力度(du)。
21.針對黨建工作制度體系(xi)不夠健全(quan)完善問題進行了整改:

一是(shi)部署指(zhi)導各單位黨委(wei)按要求制(zhi)定(ding)完善黨委(wei)會議事規則;二是(shi)下(xia)發(fa)《關于開展總(zong)局(ju)議事規則等(deng)決策管理(li)相關規章制(zhi)度(du)(du)建(jian)設(she)情(qing)(qing)況(kuang)專項(xiang)檢(jian)查工作的通知(zhi)》,在各單位對(dui)黨委(wei)會議事規則完善情(qing)(qing)況(kuang)進行自查基(ji)礎上,總(zong)局(ju)進行全(quan)面復查,形成了一對(dui)一檢(jian)查結果(guo);三是(shi)根(gen)據(ju)前(qian)述檢(jian)查發(fa)現問題(ti),下(xia)發(fa)《關于加(jia)快建(jian)立(li)和完善決策管理(li)制(zhi)度(du)(du)的通知(zhi)》,限期落實到位。
23.針(zhen)對(dui)個別三級單位黨建制(zhi)度存在問題進(jin)行了(le)整改:
下發了(le)《關(guan)于做好巡視整改(gai)有(you)關(guan)具體工(gong)作的通知》,督促各單(dan)位(wei)(wei)黨(dang)委對本單(dan)位(wei)(wei)及所屬(shu)(shu)單(dan)位(wei)(wei)現有(you)黨(dang)建(jian)制(zhi)(zhi)(zhi)度(du)進(jin)行全面梳理(li),形成本單(dan)位(wei)(wei)黨(dang)建(jian)制(zhi)(zhi)(zhi)度(du)梳理(li)及制(zhi)(zhi)(zhi)定修(xiu)訂計劃并組(zu)(zu)織實(shi)施;組(zu)(zu)織各單(dan)位(wei)(wei)黨(dang)委對所屬(shu)(shu)黨(dang)組(zu)(zu)織黨(dang)建(jian)制(zhi)(zhi)(zhi)度(du)建(jian)設情況(kuang)進(jin)行了(le)全面檢(jian)查(cha),根據檢(jian)查(cha)情況(kuang)推進(jin)所屬(shu)(shu)黨(dang)組(zu)(zu)織制(zhi)(zhi)(zhi)度(du)制(zhi)(zhi)(zhi)定或修(xiu)訂工(gong)作。對問題較為(wei)突出的單(dan)位(wei)(wei)進(jin)行了(le)重(zhong)點督查(cha)。
24.針對基層黨(dang)建(jian)工作重視程度和工作力度存在問題進(jin)行了整改;
一是制定實(shi)施《考核(he)評價辦法(fa)》,促進各局(ju)(ju)院、控股公司黨委提(ti)高黨建(jian)工(gong)(gong)作重視程度,層層落實(shi)黨建(jian)工(gong)(gong)作責任(ren);二(er)是加(jia)大了對《中國冶金地質總局(ju)(ju)黨委黨建(jian)工(gong)(gong)作基層聯(lian)系點辦法(fa)》的執(zhi)行落實(shi)力度,有序開展了2018年(nian)度黨建(jian)基層聯(lian)系點工(gong)(gong)作。
25.針對個別單位黨(dang)委開(kai)展(zhan)工作存在問題進行了整(zheng)改:
一(yi)是已責(ze)成(cheng)相(xiang)關單位按要求進(jin)行整改(gai),切實加(jia)強(qiang)基(ji)層黨(dang)委(wei)建設(she),規(gui)范黨(dang)委(wei)會(hui)議記錄,并將自(zi)查(cha)整改(gai)報告報送總(zong)局黨(dang)委(wei);二是強(qiang)化對部分單位的督查(cha),重(zhong)點(dian)跟(gen)蹤下一(yi)步改(gai)進(jin)舉措落實情況。
26.針對基層黨建(jian)工作存在“兩(liang)張皮”問(wen)題進(jin)行(xing)了整改:
一(yi)是制(zhi)(zhi)定(ding)下(xia)發了(le)(le)《關(guan)于全(quan)面(mian)加強新(xin)時代冶金地質黨(dang)的建設的意(yi)(yi)見(jian)》(以下(xia)簡稱《意(yi)(yi)見(jian)》),將基層黨(dang)建工作與(yu)(yu)(yu)生(sheng)產(chan)(chan)經(jing)(jing)營(ying)工作深度融合作為(wei)重要(yao)原則與(yu)(yu)(yu)內容寫入(ru)了(le)(le)《意(yi)(yi)見(jian)》;二(er)是制(zhi)(zhi)定(ding)實施了(le)(le)《考(kao)(kao)(kao)核評(ping)價辦(ban)法》,將各局(ju)(ju)院、控股公(gong)司黨(dang)委扎實推進(jin)黨(dang)建工作與(yu)(yu)(yu)生(sheng)產(chan)(chan)經(jing)(jing)營(ying)工作深度融合情(qing)況作為(wei)重要(yao)指標,納入(ru)了(le)(le)總體評(ping)價指標體系(xi)進(jin)行考(kao)(kao)(kao)核評(ping)價,與(yu)(yu)(yu)經(jing)(jing)營(ying)業績考(kao)(kao)(kao)核形成“雙考(kao)(kao)(kao)核”機制(zhi)(zhi);三是2019年一(yi)季度,將全(quan)面(mian)對所(suo)有局(ju)(ju)院、控股公(gong)司黨(dang)委書記開展(zhan)現(xian)場述職評(ping)議考(kao)(kao)(kao)核工作,要(yao)求其重點匯報(bao)黨(dang)建工作與(yu)(yu)(yu)生(sheng)產(chan)(chan)經(jing)(jing)營(ying)工作深度融合情(qing)況。
27.針對落實(shi)“三會一(yi)課”制度不(bu)嚴格,黨務人(ren)員能力素質存在(zai)問題進(jin)行了(le)整改:
一是(shi)制定了《全(quan)面加(jia)強(qiang)(qiang)黨(dang)(dang)(dang)建,進一步加(jia)強(qiang)(qiang)中國冶金地質總局(ju)基層黨(dang)(dang)(dang)支部建設指導(dao)意見(jian)》(征求(qiu)意見(jian)稿),確保“三會一課(ke)”制度在基層得到(dao)嚴格(ge)落實;二是(shi)舉辦(ban)在京單位(wei)入(ru)黨(dang)(dang)(dang)培訓(xun)班和(he)基層黨(dang)(dang)(dang)組織書記輪(lun)訓(xun),提(ti)升黨(dang)(dang)(dang)務人(ren)員的能力和(he)素質。
(四)關于(yu)“落實中央八項規定精(jing)神(shen)不夠有力”問題的整改情況
28.針對總局部分領導(dao)干部參(can)加內部會議公(gong)款飲酒問題(ti)進行(xing)了整改:
一是進一步(bu)(bu)研究提出了《中(zhong)國(guo)冶金地質(zhi)總(zong)(zong)(zong)局黨(dang)(dang)委(wei)(wei)(wei)關于深入貫(guan)徹落(luo)實(shi)中(zhong)央八項(xiang)規(gui)(gui)定精神進一步(bu)(bu)加強作風建設(she)的實(shi)施(shi)意見》。各單位(wei)已上報貫(guan)徹落(luo)實(shi)八項(xiang)規(gui)(gui)定精神、防止(zhi)“四(si)風”問題回潮(chao)復燃整改情況報告;二是制(zhi)定了《總(zong)(zong)(zong)局總(zong)(zong)(zong)部業務招待管理(li)辦法》、《總(zong)(zong)(zong)局總(zong)(zong)(zong)部會議管理(li)辦法》;三(san)是相關班子成(cheng)員在(zai)巡(xun)視(shi)整改專(zhuan)題民主生活會、黨(dang)(dang)委(wei)(wei)(wei)會、支(zhi)部會上作了深刻(ke)檢查和(he)反思(si);四(si)是總(zong)(zong)(zong)局黨(dang)(dang)委(wei)(wei)(wei)向(xiang)國(guo)資(zi)委(wei)(wei)(wei)黨(dang)(dang)委(wei)(wei)(wei)、駐國(guo)資(zi)委(wei)(wei)(wei)紀檢監察(cha)組作了深刻(ke)書面(mian)檢查。
29.針對個別二級(ji)單位違規公款(kuan)飲酒問題進行了整改:
一(yi)是要求各單位嚴格執行(xing)《中(zhong)國冶(ye)金地質總局(ju)黨(dang)委關于(yu)深(shen)入(ru)貫徹落實中(zhong)央八項規定(ding)精神進一(yi)步加強(qiang)作(zuo)風建設的實施(shi)意見》;二是已(yi)責(ze)成相關單位進一(yi)步規范業務招待(dai)和會(hui)議(yi)管理,上報整改情況(kuang),對(dui)有關人員(yuan)啟動初核,進行(xing)查(cha)處;三是在全系統開展了公款吃喝問題(ti)專項整治。
30.針對個別單位業務招待存在問題進(jin)行了(le)整(zheng)改(gai):
一是已責成(cheng)相關單位對(dui)(dui)購買香煙用于招待的問(wen)題(ti)進行(xing)整改,并上報整改情(qing)況;二是把出現(xian)問(wen)題(ti)的單位作為重(zhong)點(dian)督查(cha)對(dui)(dui)象,對(dui)(dui)整改情(qing)況進行(xing)了(le)重(zhong)點(dian)檢(jian)查(cha),對(dui)(dui)相關人員進行(xing)了(le)處理。
31.針(zhen)對(dui)執(zhi)行(xing)(xing)業(ye)務招待制度不嚴(yan)格問題進行(xing)(xing)了(le)整改:
一是(shi)要求各單位嚴格執行業務招待相關(guan)(guan)制度,各單位已(yi)將落實情況報(bao)總(zong)局(ju);二是(shi)相關(guan)(guan)單位向總(zong)局(ju)黨委作出了深刻檢查(cha),并作為重點督查(cha)對象(xiang);三是(shi)根(gen)據國務院國資委《關(guan)(guan)于(yu)全面推進中央企業信(xin)息(xi)公(gong)(gong)開(kai)工作的通知》要求,編(bian)制信(xin)息(xi)公(gong)(gong)開(kai)目錄,起草總(zong)局(ju)信(xin)息(xi)公(gong)(gong)開(kai)實施管(guan)理辦法,在完善制度建設基礎上(shang),按(an)要求推進相關(guan)(guan)信(xin)息(xi)公(gong)(gong)開(kai)工作。
32.針(zhen)對(dui)違(wei)規發(fa)放津補貼問題進(jin)行了(le)整(zheng)改:
一是已(yi)經(jing)完成(cheng)對《中國冶金地質總局董(dong)事(shi)、監事(shi)管理辦法》的(de)修訂完善,開(kai)始(shi)征求意見,相關人員已(yi)退(tui)還(huan)違規領取的(de)董(dong)事(shi)報(bao)酬;責成(cheng)相關單(dan)位(wei)進行(xing)了深刻檢查(cha);二是已(yi)經(jing)返還(huan)有(you)關物業(ye)費、取暖費差(cha)額(e);三是有(you)關二級單(dan)位(wei)借款一事(shi)已(yi)整改到位(wei)。
33.針對形式(shi)主(zhu)(zhu)義、官僚主(zhu)(zhu)義仍不同(tong)程度存在問題進行(xing)了整改(gai):
一(yi)是總(zong)局(ju)黨(dang)(dang)委班(ban)子成員堅(jian)持以上(shang)率下,帶頭深入生產(chan)經營(ying)一(yi)線(xian),及時(shi)發現解決問(wen)(wen)題,推動改革(ge)發展和(he)黨(dang)(dang)建工(gong)作。修訂(ding)完成《中國冶金地(di)質總(zong)局(ju)調查研究管理(li)暫行(xing)辦法》;二(er)是總(zong)局(ju)黨(dang)(dang)委督促班(ban)子成員和(he)機關(guan)干部對工(gong)作作風上(shang)存在(zai)的問(wen)(wen)題進行(xing)了(le)立(li)行(xing)立(li)改。
(五)關于“把(ba)紀律(lv)和規矩挺(ting)在(zai)前面、正風肅紀不夠(gou)嚴格”問題(ti)的整改情況(kuang)
34.針(zhen)對追責問責不夠及時問題進行了(le)整改(gai):
已對有(you)關(guan)涉嫌違紀違規人員做出黨(dang)紀政紀處(chu)理,并及(ji)時組織黨(dang)員干(gan)部警(jing)示教育。
35.針對總局黨(dang)委對違規(gui)投(tou)資及(ji)(ji)轉讓(rang)礦(kuang)權追責不及(ji)(ji)時(shi)問題進(jin)行了整(zheng)改(gai):
總局(ju)全(quan)面梳(shu)理有關所(suo)屬單(dan)位存在的(de)不嚴格執(zhi)行重大決策程序違(wei)規(gui)投資和(he)(he)轉讓礦權等造(zao)成(cheng)重大損(sun)失問題,按(an)照規(gui)定要求和(he)(he)工作(zuo)程序啟動對相關責(ze)任人員的(de)追責(ze)問責(ze)。
36.針(zhen)對信訪舉報處(chu)理不規范(fan)問題進行了整改:
各級(ji)紀檢監察部(bu)門(men)歸口受(shou)理(li)(li)同級(ji)黨委(wei)管理(li)(li)的黨組織和黨員干部(bu)違犯黨紀的信(xin)(xin)訪舉報,統(tong)一接(jie)收下一級(ji)紀委(wei)報送的相關(guan)信(xin)(xin)訪舉報,統(tong)一受(shou)理(li)(li)巡(xun)視(shi)工作機構(gou)和審(shen)計、司法等(deng)機關(guan)移交的相關(guan)問(wen)題(ti)線(xian)索(suo)。加強案(an)件監督(du)管理(li)(li),對問(wen)題(ti)線(xian)索(suo)實(shi)行(xing)集中管理(li)(li)、動態更新、定期匯(hui)總核對,提出分辦(ban)(ban)意見(jian),報主管領導審(shen)批(pi)(pi),按照(zhao)規定程序辦(ban)(ban)理(li)(li)。信(xin)(xin)訪問(wen)題(ti)線(xian)索(suo)逐件編號登記、建立管理(li)(li)臺(tai)賬,問(wen)題(ti)線(xian)索(suo)管理(li)(li)處(chu)(chu)(chu)置各個環(huan)節均須經辦(ban)(ban)人員簽名,全程登記備查。加強領導人員對信(xin)(xin)訪舉報審(shen)批(pi)(pi),提出明確(que)批(pi)(pi)示意見(jian)。及時處(chu)(chu)(chu)置問(wen)題(ti)線(xian)索(suo),處(chu)(chu)(chu)置意見(jian)一般在收到問(wen)題(ti)線(xian)索(suo)之(zhi)日(ri)起30日(ri)內提出,并制定處(chu)(chu)(chu)置方案(an),履行(xing)審(shen)批(pi)(pi)手續。
37.針對有些(xie)所屬(shu)單(dan)位對舉報件(jian)的處(chu)置存在問題進行了整改:
組織全(quan)系統開展黨的(de)十(shi)八大(da)以來的(de)紀檢監察(cha)信訪(fang)問(wen)題(ti)線(xian)索(suo)大(da)排查(cha)(cha)、大(da)起底,全(quan)面掌握(wo)舉報件處(chu)置(zhi)(zhi)情(qing)況,談(tan)話函詢、初步核(he)實、立案審(shen)查(cha)(cha)、審(shen)理等(deng)具體情(qing)況,全(quan)面掌握(wo)對(dui)違(wei)規(gui)違(wei)紀人員處(chu)理情(qing)況尤其(qi)是落實“二十(shi)四字”辦案方針情(qing)況,重(zhong)點(dian)解(jie)決查(cha)(cha)核(he)不科學、程(cheng)序不規(gui)范、處(chu)理偏輕偏軟等(deng)問(wen)題(ti)。在(zai)執(zhi)行(xing)審(shen)查(cha)(cha)工作(zuo)中(zhong)(zhong)嚴(yan)格(ge)執(zhi)行(xing)《中(zhong)(zhong)國共產黨紀律檢查(cha)(cha)機(ji)關監督執(zhi)紀工作(zuo)規(gui)則(試(shi)行(xing))》,堅持(chi)民主集(ji)中(zhong)(zhong)制,線(xian)索(suo)處(chu)置(zhi)(zhi)、談(tan)話函詢、初步核(he)實、立案審(shen)查(cha)(cha)、案件審(shen)理、處(chu)置(zhi)(zhi)執(zhi)行(xing)中(zhong)(zhong)的(de)重(zhong)要(yao)問(wen)題(ti),經過(guo)集(ji)體研究(jiu),嚴(yan)格(ge)履行(xing)審(shen)核(he)、審(shen)批程(cheng)序。總局紀委(wei)全(quan)年召開14次(ci)紀委(wei)全(quan)會、20次(ci)書記辦公會。對(dui)有關基層領導人員幫助(zhu)親屬違(wei)規(gui)獲利問(wen)題(ti),完(wan)成追繳(jiao)違(wei)規(gui)獲利工作(zuo)。
38.針對監督指導下(xia)級紀委履職(zhi)盡責不夠到位問題進行(xing)了整(zheng)改:
制定并落(luo)實二(er)級(ji)單位(wei)紀(ji)(ji)(ji)委(wei)(wei)向總局紀(ji)(ji)(ji)委(wei)(wei)報告工作辦(ban)法,建(jian)(jian)立健(jian)全加強紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)干(gan)部(bu)隊伍建(jian)(jian)設(she)、加強紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)干(gan)部(bu)監(jian)(jian)督(du)制度。加強紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)組織機(ji)構建(jian)(jian)設(she),為健(jian)全集團層(ceng)(ceng)(ceng)面(mian)紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)隊伍,促進監(jian)(jian)督(du)、執紀(ji)(ji)(ji)審(shen)查、審(shen)理(li)等業(ye)(ye)(ye)務(wu)(wu)規范(fan)化、專業(ye)(ye)(ye)化,總局紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)部(bu)新設(she)綜合業(ye)(ye)(ye)務(wu)(wu)處(chu)、監(jian)(jian)督(du)檢(jian)(jian)(jian)(jian)查處(chu)和(he)(he)案件(jian)審(shen)理(li)處(chu)等三個職能(neng)處(chu)室,并明確細化工作職責。二(er)級(ji)單位(wei)均設(she)置了(le)獨立紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)機(ji)構,各級(ji)紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)機(ji)構充實了(le)人員。加強對基層(ceng)(ceng)(ceng)紀(ji)(ji)(ji)委(wei)(wei)履(lv)職盡責、落(luo)實年(nian)度黨風(feng)(feng)(feng)廉政(zheng)建(jian)(jian)設(she)和(he)(he)反腐(fu)敗(bai)相關(guan)任務(wu)(wu)等情況(kuang)的監(jian)(jian)督(du)檢(jian)(jian)(jian)(jian)查和(he)(he)工作指(zhi)導。加強對紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)干(gan)部(bu)腐(fu)敗(bai)風(feng)(feng)(feng)險防(fang)(fang)控教育,提(ti)高腐(fu)敗(bai)風(feng)(feng)(feng)險防(fang)(fang)控意(yi)識與敏感(gan)性。開展了(le)年(nian)度紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)業(ye)(ye)(ye)務(wu)(wu)培(pei)訓,提(ti)高紀(ji)(ji)(ji)檢(jian)(jian)(jian)(jian)監(jian)(jian)察(cha)干(gan)部(bu)業(ye)(ye)(ye)務(wu)(wu)素質(zhi)與能(neng)力水平。建(jian)(jian)立紀(ji)(ji)(ji)委(wei)(wei)書(shu)記集中(zhong)學習制度。積極實踐集中(zhong)辦(ban)案、交叉辦(ban)案、聯合檢(jian)(jian)(jian)(jian)查等制度。對相關(guan)責任單位(wei)紀(ji)(ji)(ji)委(wei)(wei)書(shu)記進行(xing)約談,提(ti)出批評(ping)。對有關(guan)基層(ceng)(ceng)(ceng)單位(wei)紀(ji)(ji)(ji)委(wei)(wei)書(shu)記兼(jian)職進行(xing)整改,聚(ju)焦主(zhu)業(ye)(ye)(ye),免去兼(jian)職,不再分管其他業(ye)(ye)(ye)務(wu)(wu)工作。
39.針對運(yun)用(yong)監督(du)執紀“四種形態(tai)”存在問題進行了整改:
修(xiu)訂完善(shan)總局實(shi)踐運(yun)用監督(du)執紀“四(si)種(zhong)形(xing)(xing)(xing)態(tai)”制度辦法,已(yi)形(xing)(xing)(xing)成初稿(gao)。有效(xiao)運(yun)用第(di)一(yi)(yi)種(zhong)、第(di)二種(zhong)形(xing)(xing)(xing)態(tai),抓(zhua)早(zao)抓(zhua)小(xiao)常態(tai)化,形(xing)(xing)(xing)成長效(xiao)機制,規范、嚴格運(yun)用第(di)三種(zhong)、第(di)四(si)種(zhong)形(xing)(xing)(xing)態(tai),形(xing)(xing)(xing)成有效(xiao)震(zhen)懾。重點在運(yun)用第(di)一(yi)(yi)種(zhong)形(xing)(xing)(xing)態(tai)上下功夫,注意抓(zhua)早(zao)抓(zhua)小(xiao)抓(zhua)預(yu)防,發現(xian)(xian)苗頭性、傾向性問(wen)題(ti)(ti),及(ji)時談(tan)(tan)話(hua)提醒(xing)、批評教育(yu),為避(bi)免“一(yi)(yi)函了之”等問(wen)題(ti)(ti),在談(tan)(tan)話(hua)函詢(xun)、初核未發現(xian)(xian)問(wen)題(ti)(ti)的(de)問(wen)題(ti)(ti)線(xian)索予以了結后(hou),及(ji)時對被(bei)反映(ying)人開展提醒(xing)談(tan)(tan)話(hua)。
40.針對個別(bie)單位(wei)尚(shang)未建立紀委落(luo)實監督責任制度問題進行了整改:
相關責任(ren)單位建(jian)立了紀委落(luo)(luo)實監(jian)(jian)督責任(ren)制度并嚴格執行。加強對其他二級單位紀委落(luo)(luo)實監(jian)(jian)督責任(ren)制度和(he)執行情況的監(jian)(jian)督檢查,列入四季度工作安(an)排。
(六)關于“對(dui)反腐敗(bai)斗爭嚴(yan)峻(jun)形勢認(ren)識不夠深(shen)刻,“兩個責任”落實不夠到(dao)位”問題(ti)的(de)整(zheng)改情況
41.針對總局黨委(wei)落實定期專(zhuan)題工作存在問(wen)題進行(xing)了整改:
健全完善(shan)了總(zong)局(ju)黨(dang)委(wei)定期(qi)研究(jiu)專(zhuan)題工(gong)(gong)作機制(zhi),不(bu)斷強化(hua)黨(dang)委(wei)管黨(dang)治黨(dang)的(de)政(zheng)治責任,切(qie)實(shi)抓好(hao)總(zong)局(ju)黨(dang)委(wei)提出的(de)定期(qi)專(zhuan)題研究(jiu)黨(dang)建工(gong)(gong)作、反(fan)腐倡廉工(gong)(gong)作、巡(xun)視(shi)整(zheng)改工(gong)(gong)作的(de)真(zhen)正落實(shi)。召開13次(ci)黨(dang)委(wei)會專(zhuan)題研究(jiu)部署黨(dang)風建設、巡(xun)視(shi)巡(xun)察、巡(xun)視(shi)整(zheng)改、警(jing)示教育、監督檢查和(he)黨(dang)紀處分等工(gong)(gong)作。
42.針對對關(guan)鍵崗位、重要(yao)人員(yuan)特(te)別是“一把(ba)手”的教(jiao)育管(guan)理和監(jian)督制約存(cun)在薄弱環節問題(ti)進行了整(zheng)改:
加強對關(guan)鍵崗位、重(zhong)要人員(yuan)(yuan)(yuan)特別是“一把手”的教育(yu)管理和監(jian)督(du),擬(ni)定(ding)加強同級領(ling)導班子及成員(yuan)(yuan)(yuan)的監(jian)督(du)工作制度(du)。召開了(le)黨(dang)員(yuan)(yuan)(yuan)領(ling)導干(gan)部警(jing)示教育(yu)大(da)會,利用(yong)責任單(dan)位發生的違(wei)紀違(wei)法案(an)件,開展警(jing)示教育(yu),用(yong)身邊(bian)人、身邊(bian)事教育(yu)黨(dang)員(yuan)(yuan)(yuan)干(gan)部,以(yi)案(an)明紀,發揮(hui)警(jing)示和震懾作用(yong),促使(shi)全系統黨(dang)員(yuan)(yuan)(yuan)、干(gan)部舉一反(fan)三,引以(yi)為戒,警(jing)鐘長鳴。
43.針對干部日常監督存在問題進(jin)行了整(zheng)改(gai):
一是(shi)開展各單位2016-2018年領導班(ban)(ban)子和(he)領導成(cheng)(cheng)(cheng)員(yuan)任期綜合考評和(he)選人(ren)用人(ren)情況(kuang)評議;二是(shi)認(ren)真執行提醒、函詢、誡勉(mian)制(zhi)度,抓(zhua)早抓(zhua)小,及(ji)時運(yun)用個(ge)人(ren)有關事項(xiang)報(bao)告、巡視等成(cheng)(cheng)(cheng)果,發現問(wen)題及(ji)時整改;三是(shi)違規(gui)返聘(pin)原班(ban)(ban)子成(cheng)(cheng)(cheng)員(yuan)已整改完成(cheng)(cheng)(cheng)。
44.針對干(gan)部交(jiao)流制(zhi)度(du)落實不嚴(yan)格問題進行了整改:
一是(shi)(shi)完(wan)成(cheng)《中國冶(ye)金地質(zhi)總(zong)局(ju)干(gan)部(bu)交流(liu)暫行(xing)辦法》的修訂,開始征求意(yi)見;二是(shi)(shi)已(yi)免(mian)去相關人員(yuan)職務,完(wan)成(cheng)了對相關人員(yuan)的離任審(shen)計(ji),正在開展對相關人員(yuan)的任期(qi)審(shen)計(ji)。
45.針對制(zhi)(zhi)度(du)缺失和制(zhi)(zhi)度(du)執行不到位問題進行了整改(gai):
一(yi)是(shi)(shi)繼續開展內控制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)立(li)(li)改廢(fei)工(gong)作(zuo),第一(yi)階段(duan)梳理(li)工(gong)作(zuo)已完(wan)(wan)成,正在制(zhi)(zhi)(zhi)(zhi)(zhi)定(ding)立(li)(li)改廢(fei)計劃并進(jin)入(ru)建(jian)設實(shi)(shi)施(shi)階段(duan);二是(shi)(shi)下(xia)發(fa)《關于建(jian)立(li)(li)完(wan)(wan)善規章制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)管(guan)理(li)工(gong)作(zuo)機制(zhi)(zhi)(zhi)(zhi)(zhi)的(de)通(tong)知》,統籌各(ge)單(dan)位建(jian)立(li)(li)完(wan)(wan)善規章制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)管(guan)理(li)體制(zhi)(zhi)(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)(zhi)(zhi);三是(shi)(shi)OA系統增(zeng)加了規章制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)管(guan)理(li)板塊內容;四是(shi)(shi)印發(fa)《總(zong)局關于全(quan)面落實(shi)(shi)管(guan)黨治黨主體責(ze)任(ren)和(he)(he)(he)監(jian)(jian)督責(ze)任(ren)促進(jin)中(zhong)央企業治理(li)效能進(jin)一(yi)步提升的(de)實(shi)(shi)施(shi)方案(an)》,落腳在相(xiang)關制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)建(jian)設完(wan)(wan)善上,明確了各(ge)責(ze)任(ren)主體和(he)(he)(he)任(ren)務時限(xian);五(wu)是(shi)(shi)繼續推進(jin)紀(ji)(ji)檢監(jian)(jian)察規章制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)立(li)(li)改廢(fei)工(gong)作(zuo),建(jian)立(li)(li)健全(quan)黨政(zheng)領導班子(zi)“一(yi)崗雙責(ze)”制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du),不(bu)斷加大紀(ji)(ji)檢監(jian)(jian)察工(gong)作(zuo)力度(du)(du)(du)(du),堅決(jue)防止(zhi)和(he)(he)(he)克服(fu)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)缺失和(he)(he)(he)制(zhi)(zhi)(zhi)(zhi)(zhi)度(du)(du)(du)(du)執行不(bu)到位的(de)問題。
46.針對總局(ju)的管控力(li)相對較弱問題進行了整(zheng)改(gai):
積(ji)極組織機(ji)關(guan)人員(yuan)參加人力資源、財務(wu)管(guan)理(li)、風險防(fang)控(kong)等業務(wu)培訓,不斷提高總(zong)局職能部(bu)門人員(yuan)的能力素質、業務(wu)水(shui)平;開(kai)展系(xi)統內干部(bu)上下交流、掛職,對(dui)總(zong)部(bu)部(bu)分崗位公開(kai)招聘,充實機(ji)關(guan)管(guan)理(li)人員(yuan),切實解決好不會管(guan)和管(guan)不了的問題。
47.針(zhen)對部(bu)分所(suo)屬(shu)企業(ye)董事會建設存在問(wen)題進行(xing)了(le)整改:
一是(shi)完(wan)成總局外部董(dong)(dong)事(shi)(shi)、監(jian)事(shi)(shi)管理暫行辦法(修訂稿(gao))。同時,對相關問(wen)(wen)題單(dan)(dan)(dan)位(wei)(wei)開(kai)展調(diao)研,指導相關單(dan)(dan)(dan)位(wei)(wei)按照規(gui)(gui)定(ding)運行;二是(shi)進一步細化完(wan)善董(dong)(dong)事(shi)(shi)會基(ji)本信息數據庫,對數據的(de)(de)準(zhun)確(que)性(xing)和全(quan)面性(xing)進行核實,按月(yue)度實時更新董(dong)(dong)事(shi)(shi)會信息數據庫;三是(shi)深入調(diao)研所屬各單(dan)(dan)(dan)位(wei)(wei)董(dong)(dong)事(shi)(shi)會運作過程中(zhong)存在的(de)(de)問(wen)(wen)題,并對董(dong)(dong)事(shi)(shi)會和董(dong)(dong)事(shi)(shi)開(kai)展評價,督促所屬各單(dan)(dan)(dan)位(wei)(wei)遵照規(gui)(gui)定(ding)運行;四(si)是(shi)調(diao)整(zheng)了部分企業董(dong)(dong)事(shi)(shi)會成員。
48.針對有(you)的單(dan)位(wei)合同(tong)管理(li)(li)、財務管理(li)(li)、招投標、工(gong)程分包、物資采購、礦(kuang)權交(jiao)易等業務不夠規(gui)范問題進行了(le)整(zheng)改(gai):
一(yi)是(shi)(shi)(shi)完(wan)成(cheng)(cheng)了總(zong)(zong)(zong)局(ju)(ju)(ju)合(he)同(tong)(tong)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)信(xin)息系(xi)(xi)統的(de)(de)(de)搭(da)建(jian)(jian)(jian)(jian),一(yi)期覆蓋面(mian)(mian)為(wei)總(zong)(zong)(zong)局(ju)(ju)(ju)二級(ji)單(dan)(dan)(dan)位(wei)(wei),完(wan)成(cheng)(cheng)了《總(zong)(zong)(zong)局(ju)(ju)(ju)合(he)同(tong)(tong)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)辦(ban)法》初稿;二是(shi)(shi)(shi)全(quan)面(mian)(mian)開(kai)展(zhan)(zhan)財(cai)務(wu)基(ji)礎工(gong)(gong)(gong)作(zuo)檢查(cha)。計(ji)(ji)劃用(yong)兩年左右時(shi)間(jian),分批分組對(dui)全(quan)系(xi)(xi)統內(nei)所(suo)屬各(ge)單(dan)(dan)(dan)位(wei)(wei)財(cai)務(wu)基(ji)礎工(gong)(gong)(gong)作(zuo)、審(shen)計(ji)(ji)整改落(luo)實(shi)等(deng)(deng)八(ba)大(da)方面(mian)(mian)展(zhan)(zhan)開(kai)深入檢查(cha),2018年年底前完(wan)成(cheng)(cheng)首批檢查(cha)工(gong)(gong)(gong)作(zuo)。大(da)力推動(dong)財(cai)務(wu)人(ren)員(yuan)隊伍建(jian)(jian)(jian)(jian)設(she)(she)。建(jian)(jian)(jian)(jian)立(li)財(cai)務(wu)骨(gu)干人(ren)才(cai)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)機制(zhi)(zhi),形(xing)成(cheng)(cheng)“高端引入、重點培(pei)養、大(da)膽使(shi)用(yong)”的(de)(de)(de)良性循環體(ti)(ti)(ti)(ti)系(xi)(xi)。采取多渠道、分層次(ci)、分結構(gou)的(de)(de)(de)多種培(pei)訓(xun)形(xing)式(shi),加(jia)大(da)財(cai)會(hui)后(hou)備人(ren)才(cai)特別是(shi)(shi)(shi)總(zong)(zong)(zong)會(hui)計(ji)(ji)師(shi)后(hou)備人(ren)才(cai)的(de)(de)(de)培(pei)養力度,全(quan)面(mian)(mian)提升財(cai)務(wu)人(ren)員(yuan)的(de)(de)(de)職(zhi)(zhi)業(ye)(ye)(ye)(ye)技(ji)能。加(jia)強(qiang)委派總(zong)(zong)(zong)會(hui)計(ji)(ji)師(shi)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li),切實(shi)發(fa)揮總(zong)(zong)(zong)會(hui)計(ji)(ji)師(shi)職(zhi)(zhi)能作(zuo)用(yong)。;三是(shi)(shi)(shi)起草了《關于(yu)進(jin)(jin)一(yi)步加(jia)強(qiang)工(gong)(gong)(gong)程建(jian)(jian)(jian)(jian)設(she)(she)業(ye)(ye)(ye)(ye)務(wu)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)的(de)(de)(de)規定》(草稿),對(dui)工(gong)(gong)(gong)程建(jian)(jian)(jian)(jian)設(she)(she)業(ye)(ye)(ye)(ye)務(wu)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)提出(chu)了明確要(yao)(yao)求(qiu)(qiu)(qiu);四(si)是(shi)(shi)(shi)督促尚(shang)未建(jian)(jian)(jian)(jian)立(li)采購與招(zhao)投標(biao)(biao)內(nei)部管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)體(ti)(ti)(ti)(ti)系(xi)(xi)的(de)(de)(de)單(dan)(dan)(dan)位(wei)(wei),按照規范要(yao)(yao)求(qiu)(qiu)(qiu),全(quan)面(mian)(mian)建(jian)(jian)(jian)(jian)立(li)內(nei)部控制(zhi)(zhi)體(ti)(ti)(ti)(ti)系(xi)(xi)及供應商管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)等(deng)(deng)相(xiang)關制(zhi)(zhi)度;五是(shi)(shi)(shi)結合(he)實(shi)際,指導(dao)已經建(jian)(jian)(jian)(jian)立(li)采購與招(zhao)投標(biao)(biao)內(nei)部管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)體(ti)(ti)(ti)(ti)系(xi)(xi)的(de)(de)(de)單(dan)(dan)(dan)位(wei)(wei)對(dui)內(nei)部控制(zhi)(zhi)體(ti)(ti)(ti)(ti)系(xi)(xi)及相(xiang)關制(zhi)(zhi)度進(jin)(jin)行(xing)了細化完(wan)善;六是(shi)(shi)(shi)完(wan)成(cheng)(cheng)了采購項目(mu)梳理(li)(li)(li)(li)排查(cha)工(gong)(gong)(gong)作(zuo),并針對(dui)內(nei)控管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)風險(xian)(xian),進(jin)(jin)一(yi)步細化了風險(xian)(xian)管(guan)(guan)(guan)(guan)控方案(an),督促所(suo)屬各(ge)單(dan)(dan)(dan)位(wei)(wei)建(jian)(jian)(jian)(jian)立(li)項目(mu)臺賬;七是(shi)(shi)(shi)全(quan)面(mian)(mian)梳理(li)(li)(li)(li)了“十(shi)(shi)二五”以來(lai)總(zong)(zong)(zong)局(ju)(ju)(ju)礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)交(jiao)易情況,并對(dui)交(jiao)易中存在(zai)業(ye)(ye)(ye)(ye)務(wu)不規范、廉潔(jie)風險(xian)(xian)的(de)(de)(de)問題進(jin)(jin)行(xing)了督促整改;八(ba)是(shi)(shi)(shi)下(xia)發(fa)《關于(yu)進(jin)(jin)一(yi)步加(jia)強(qiang)礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)的(de)(de)(de)通(tong)知(zhi)》,以積(ji)極(ji)適應國家礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)政策的(de)(de)(de)變化,進(jin)(jin)一(yi)步加(jia)強(qiang)礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li);下(xia)發(fa)了《關于(yu)下(xia)達礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)分級(ji)分類結果的(de)(de)(de)通(tong)知(zhi)》,保障礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)運作(zuo)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)的(de)(de)(de)時(shi)效性與規范性,要(yao)(yao)求(qiu)(qiu)(qiu)礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)人(ren)主(zhu)體(ti)(ti)(ti)(ti)切實(shi)履行(xing)資(zi)產管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)主(zhu)體(ti)(ti)(ti)(ti)職(zhi)(zhi)責(ze)(ze);下(xia)發(fa)了《關于(yu)進(jin)(jin)一(yi)步提升礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)業(ye)(ye)(ye)(ye)務(wu)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)能力的(de)(de)(de)函》,要(yao)(yao)求(qiu)(qiu)(qiu)各(ge)級(ji)礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)單(dan)(dan)(dan)位(wei)(wei)采取多種形(xing)式(shi),有計(ji)(ji)劃地(di)(di)組織好礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)工(gong)(gong)(gong)作(zuo)崗(gang)位(wei)(wei)的(de)(de)(de)業(ye)(ye)(ye)(ye)務(wu)培(pei)訓(xun),提升業(ye)(ye)(ye)(ye)務(wu)管(guan)(guan)(guan)(guan)理(li)(li)(li)(li)能力,并重申礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)交(jiao)易過程中杜絕廉潔(jie)風險(xian)(xian)問題;九(jiu)是(shi)(shi)(shi)開(kai)展(zhan)(zhan)了地(di)(di)質(zhi)(zhi)勘查(cha)技(ji)術體(ti)(ti)(ti)(ti)系(xi)(xi)建(jian)(jian)(jian)(jian)設(she)(she)工(gong)(gong)(gong)作(zuo),下(xia)發(fa)了《關于(yu)印發(fa)“中國冶金地(di)(di)質(zhi)(zhi)總(zong)(zong)(zong)局(ju)(ju)(ju)地(di)(di)質(zhi)(zhi)勘查(cha)技(ji)術體(ti)(ti)(ti)(ti)系(xi)(xi)建(jian)(jian)(jian)(jian)設(she)(she)綱要(yao)(yao)“等(deng)(deng)技(ji)術標(biao)(biao)準(zhun)的(de)(de)(de)通(tong)知(zhi)》,全(quan)面(mian)(mian)啟動(dong)“固(gu)(gu)體(ti)(ti)(ti)(ti)礦(kuang)(kuang)(kuang)產勘查(cha)原始地(di)(di)質(zhi)(zhi)編錄(lu)規程”、“固(gu)(gu)體(ti)(ti)(ti)(ti)礦(kuang)(kuang)(kuang)產綠(lv)色勘查(cha)技(ji)術標(biao)(biao)準(zhun)(試(shi)行(xing))”;十(shi)(shi)是(shi)(shi)(shi)組織了新疆、西(xi)藏、廣西(xi)、內(nei)蒙、湖南、云(yun)南等(deng)(deng)多個礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)及二級(ji)項目(mu)地(di)(di)質(zhi)(zhi)工(gong)(gong)(gong)作(zuo)現(xian)場督查(cha)敦(dun)促。根據現(xian)場督查(cha)結果,下(xia)發(fa)了《關于(yu)進(jin)(jin)一(yi)步加(jia)強(qiang)地(di)(di)質(zhi)(zhi)管(guan)(guan)(guan)(guan)控工(gong)(gong)(gong)作(zuo)的(de)(de)(de)通(tong)知(zhi)》及《礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)盡職(zhi)(zhi)調(diao)查(cha)的(de)(de)(de)一(yi)般技(ji)術要(yao)(yao)求(qiu)(qiu)(qiu)》。十(shi)(shi)一(yi)是(shi)(shi)(shi)對(dui)礦(kuang)(kuang)(kuang)業(ye)(ye)(ye)(ye)權(quan)交(jiao)易不規范、招(zhao)標(biao)(biao)工(gong)(gong)(gong)作(zuo)不規范的(de)(de)(de),啟動(dong)問責(ze)(ze)。
三、下一步整改安排
(一)堅持(chi)落實責任(ren),著力(li)推(tui)動逐條(tiao)逐項整改到位
總(zong)局黨(dang)委(wei)將進一步深入學習貫徹中央、國(guo)資委(wei)黨(dang)委(wei)、駐國(guo)資委(wei)紀檢監察組(zu)和(he)第四(si)巡(xun)視組(zu)關于做(zuo)好巡(xun)視整(zheng)(zheng)改(gai)工作的部署精神(shen),進一步強化責任落實(shi),堅持(chi)“三不(bu)(bu)”原則(即(ji)整(zheng)(zheng)改(gai)措施沒有做(zuo)到(dao)位(wei)(wei)的不(bu)(bu)銷(xiao)號、相關責任人沒有完成(cheng)(cheng)整(zheng)(zheng)改(gai)責任的不(bu)(bu)脫(tuo)鉤、問(wen)題(ti)(ti)當事人及其他人員(yuan)未受到(dao)教育不(bu)(bu)放(fang)過),堅持(chi)目標不(bu)(bu)變、標準不(bu)(bu)降、力度不(bu)(bu)減(jian),持(chi)續(xu)(xu)用力抓好后(hou)續(xu)(xu)整(zheng)(zheng)改(gai),逐條(tiao)逐項落實(shi)整(zheng)(zheng)改(gai)措施,高(gao)標準、高(gao)質量完成(cheng)(cheng)整(zheng)(zheng)改(gai)任務。對影響全局和(he)長遠、需要一定時間整(zheng)(zheng)改(gai)到(dao)位(wei)(wei)的問(wen)題(ti)(ti),持(chi)續(xu)(xu)發力、集中攻堅、加(jia)強監督(du),確保實(shi)效;對已整(zheng)(zheng)改(gai)落實(shi)事項將加(jia)強監督(du)檢查,鞏固整(zheng)(zheng)改(gai)成(cheng)(cheng)果(guo),堅決防止問(wen)題(ti)(ti)反彈;對后(hou)續(xu)(xu)整(zheng)(zheng)改(gai)中可能會(hui)發現的新情況新問(wen)題(ti)(ti),即(ji)知即(ji)改(gai)、立行立改(gai),堅決防止邊改(gai)邊犯。
(二)堅(jian)持深入深化,著(zhu)力構建巡視整改長效機制
下(xia)(xia)一(yi)步(bu),總局(ju)黨委一(yi)方面將(jiang)繼續抓緊(jin)抓實抓好當(dang)下(xia)(xia)“改(gai)”的舉措,集(ji)中解決(jue)巡(xun)(xun)視(shi)發(fa)現的突出問(wen)(wen)題(ti)和舉一(yi)反三(san)自查自糾(jiu)發(fa)現的問(wen)(wen)題(ti),保證巡(xun)(xun)視(shi)整(zheng)改(gai)見實效(xiao)(xiao)、出成果;另(ling)一(yi)方面將(jiang)堅決(jue)摒棄(qi)巡(xun)(xun)視(shi)完(wan)了(le)就(jiu)高枕無憂、整(zheng)改(gai)完(wan)了(le)就(jiu)諸事大吉的思想,持(chi)續繃緊(jin)從嚴治黨這根弦,不(bu)斷(duan)加(jia)(jia)強對(dui)普遍性(xing)(xing)(xing)、傾向性(xing)(xing)(xing)問(wen)(wen)題(ti)的綜合分(fen)析,在逐(zhu)一(yi)解決(jue)巡(xun)(xun)視(shi)發(fa)現的具體問(wen)(wen)題(ti)、顯性(xing)(xing)(xing)問(wen)(wen)題(ti)、當(dang)前問(wen)(wen)題(ti)的基礎上,深入挖掘研究系統性(xing)(xing)(xing)問(wen)(wen)題(ti)、深層次問(wen)(wen)題(ti)和長遠性(xing)(xing)(xing)問(wen)(wen)題(ti),因病施策、對(dui)癥下(xia)(xia)藥,著力建立健全巡(xun)(xun)視(shi)整(zheng)改(gai)長效(xiao)(xiao)機制(zhi)(zhi)(zhi),持(chi)續加(jia)(jia)大建章立制(zhi)(zhi)(zhi)力度(du),不(bu)斷(duan)完(wan)善(shan)制(zhi)(zhi)(zhi)度(du)體系,織(zhi)密織(zhi)牢制(zhi)(zhi)(zhi)度(du)的“籠子”,形成長久“立”的機制(zhi)(zhi)(zhi)。通過(guo)持(chi)續深入有效(xiao)(xiao)的工作(zuo),促進(jin)總局(ju)的制(zhi)(zhi)(zhi)度(du)建設(she)更加(jia)(jia)系統化(hua)、科(ke)學化(hua)、具體化(hua);切實加(jia)(jia)大制(zhi)(zhi)(zhi)度(du)執行力度(du),用制(zhi)(zhi)(zhi)度(du)管(guan)人、管(guan)權(quan)、管(guan)事;切實加(jia)(jia)強對(dui)制(zhi)(zhi)(zhi)度(du)落(luo)實的檢查監(jian)督,使(shi)制(zhi)(zhi)(zhi)度(du)真正落(luo)實落(luo)地(di)、務實管(guan)用,促進(jin)巡(xun)(xun)視(shi)整(zheng)改(gai)不(bu)僅見實效(xiao)(xiao),而且見長效(xiao)(xiao)。
(三)堅持結合實際,著(zhu)力實現改革發展黨建全(quan)面加強
總局(ju)(ju)黨(dang)(dang)(dang)(dang)委(wei)將(jiang)突出抓(zhua)好巡視整改與改革發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)和黨(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)的(de)(de)緊密結合,統籌推進(jin)巡視整改深(shen)(shen)(shen)入(ru)深(shen)(shen)(shen)化(hua)(hua)(hua)。開展(zhan)(zhan)(zhan)以(yi)下兩方面工(gong)作(zuo):一(yi)是深(shen)(shen)(shen)入(ru)落(luo)實改革發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)目標(biao)任(ren)務,以(yi)巡視整改推動深(shen)(shen)(shen)化(hua)(hua)(hua)改革和高(gao)質(zhi)(zhi)(zhi)量發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)。堅決貫(guan)(guan)徹(che)落(luo)實黨(dang)(dang)(dang)(dang)中(zhong)央(yang)(yang)重(zhong)(zhong)大決策部(bu)(bu)署(shu)及國(guo)資委(wei)黨(dang)(dang)(dang)(dang)委(wei)工(gong)作(zuo)要求,以(yi)推進(jin)供給側結構性改革為(wei)(wei)主線,穩步推進(jin)結構調整和轉(zhuan)型升級,如期(qi)完成(cheng)“轉(zhuan)企(qi)改制”工(gong)作(zuo);深(shen)(shen)(shen)入(ru)貫(guan)(guan)徹(che)新發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)理念,進(jin)一(yi)步細化(hua)(hua)(hua)總局(ju)(ju)發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)戰略的(de)(de)目標(biao)、路徑、舉措,打造(zao)“一(yi)流綠(lv)色資源環境(jing)服務商”;進(jin)一(yi)步健全完善黨(dang)(dang)(dang)(dang)委(wei)抓(zhua)大事、議大事的(de)(de)機制,著(zhu)力(li)提(ti)高(gao)集團化(hua)(hua)(hua)運(yun)營(ying)(ying)(ying)能力(li);加(jia)強資源整合,培養技術優(you)勢,強化(hua)(hua)(hua)市場開拓,提(ti)升管(guan)理水平,加(jia)強風(feng)(feng)險管(guan)控,提(ti)高(gao)經營(ying)(ying)(ying)質(zhi)(zhi)(zhi)量,強化(hua)(hua)(hua)資金管(guan)理,打造(zao)核(he)心(xin)競爭力(li)。二是堅持把黨(dang)(dang)(dang)(dang)的(de)(de)政治建(jian)(jian)設(she)擺在首(shou)位,全面加(jia)強新時(shi)代冶金地質(zhi)(zhi)(zhi)黨(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)。以(yi)“中(zhong)央(yang)(yang)企(qi)業黨(dang)(dang)(dang)(dang)建(jian)(jian)質(zhi)(zhi)(zhi)量提(ti)升年”為(wei)(wei)載體(ti),以(yi)黨(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)責任(ren)制為(wei)(wei)抓(zhua)手(shou),以(yi)提(ti)升組織力(li)為(wei)(wei)重(zhong)(zhong)點,認真(zhen)貫(guan)(guan)徹(che)中(zhong)國(guo)共(gong)產黨(dang)(dang)(dang)(dang)黨(dang)(dang)(dang)(dang)支部(bu)(bu)工(gong)作(zuo)條(tiao)例(li),著(zhu)力(li)加(jia)強“三基(ji)建(jian)(jian)設(she)”,推進(jin)黨(dang)(dang)(dang)(dang)建(jian)(jian)工(gong)作(zuo)與改革發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)的(de)(de)深(shen)(shen)(shen)度融(rong)合;堅持黨(dang)(dang)(dang)(dang)管(guan)干(gan)部(bu)(bu)黨(dang)(dang)(dang)(dang)管(guan)人(ren)才,著(zhu)力(li)培養忠(zhong)誠干(gan)凈擔(dan)當的(de)(de)高(gao)素(su)質(zhi)(zhi)(zhi)干(gan)部(bu)(bu)和素(su)質(zhi)(zhi)(zhi)過硬(ying)的(de)(de)人(ren)才隊伍;嚴(yan)格(ge)落(luo)實《準(zhun)則(ze)》《條(tiao)例(li)》,不斷(duan)加(jia)強和規范黨(dang)(dang)(dang)(dang)內政治生活;深(shen)(shen)(shen)入(ru)整改總局(ju)(ju)違反八項規定精(jing)神問題,加(jia)強警示教育(yu),持之以(yi)恒整治“四風(feng)(feng)”;綜合運(yun)用監(jian)督執紀“四種形(xing)態(tai)”,抓(zhua)早抓(zhua)小、防微杜漸(jian);不斷(duan)加(jia)強黨(dang)(dang)(dang)(dang)委(wei)班子自身建(jian)(jian)設(she),帶頭守紀律、講規矩,履職盡(jin)責、主動作(zuo)為(wei)(wei),營(ying)(ying)(ying)造(zao)風(feng)(feng)清(qing)氣正的(de)(de)政治生態(tai),形(xing)成(cheng)上下同心(xin)謀(mou)發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan),聚精(jing)會神抓(zhua)落(luo)實的(de)(de)發(fa)(fa)(fa)(fa)展(zhan)(zhan)(zhan)格(ge)局(ju)(ju)。
