中國華(hua)電集(ji)團公(gong)(gong)司(si)(si)(si)寧夏分公(gong)(gong)司(si)(si)(si)(以下簡稱華(hua)電寧夏公(gong)(gong)司(si)(si)(si))在(zai)管(guan)理(li)提升活動工作(zuo)中,結合(he)寧夏區域工作(zuo)實際(ji),在(zai)規定動作(zuo)不走(zou)樣的基(ji)礎上,構建了制度(du)建設、工作(zuo)閉環、集(ji)中評審、兩報公(gong)(gong)開、即時考評的五(wu)項管(guan)理(li)機(ji)制,確(que)保了活動的順利開展。

一、加(jia)強制度建設,引導(dao)活動深(shen)入開展
華(hua)電寧(ning)夏公(gong)司(si)為確保(bao)(bao)活(huo)動(dong)相關(guan)工作有章可(ke)循、有法(fa)可(ke)依,強化活(huo)動(dong)的制(zhi)(zhi)(zhi)度建(jian)設和(he)(he)目標導向(xiang)。一是制(zhi)(zhi)(zhi)定了(le)《關(guan)于持(chi)續開展(zhan)“管(guan)理(li)提(ti)升”活(huo)動(dong)的決定》、《寧(ning)夏區(qu)域“管(guan)理(li)提(ti)升”活(huo)動(dong)考(kao)核(he)管(guan)理(li)辦法(fa)》、《關(guan)于確保(bao)(bao)實(shi)現集團(tuan)公(gong)司(si)首(shou)批一流區(qu)域公(gong)司(si)目標的決定》、《“管(guan)理(li)提(ti)升”管(guan)理(li)考(kao)核(he)辦法(fa)》和(he)(he)《報送(song)材(cai)料以及宣(xuan)傳(chuan)管(guan)理(li)考(kao)核(he)辦法(fa)》等一系列活(huo)動(dong)制(zhi)(zhi)(zhi)度文件(jian),對活(huo)動(dong)每(mei)一個階(jie)段節點安(an)排都作了(le)明(ming)確規定,利用(yong)考(kao)核(he)機制(zhi)(zhi)(zhi)引導活(huo)動(dong)方(fang)向(xiang)和(he)(he)組織工作。同時,加(jia)大活(huo)動(dong)過程和(he)(he)宣(xuan)傳(chuan)報道考(kao)核(he)力度,建(jian)立分(fen)公(gong)司(si)、區(qu)域公(gong)司(si)、部門、班(ban)組四級信息網絡和(he)(he)定期活(huo)動(dong)機制(zhi)(zhi)(zhi),充分(fen)調動(dong)了(le)基層單位參(can)與(yu)“管(guan)理(li)提(ti)升”活(huo)動(dong)的積極性(xing)和(he)(he)責任(ren)心。目前,華(hua)電寧(ning)夏公(gong)司(si)已(yi)經形成(cheng)了(le)“用(yong)制(zhi)(zhi)(zhi)度管(guan)權(quan)、按制(zhi)(zhi)(zhi)度辦事、靠制(zhi)(zhi)(zhi)度管(guan)人(ren)”的良(liang)好活(huo)動(dong)機制(zhi)(zhi)(zhi)。
二、任(ren)務單閉(bi)環管理,形(xing)成落(luo)實良(liang)性循環
華電(dian)寧夏公司對管理提升活(huo)(huo)動(dong)(dong)做了精心的(de)組(zu)織推進工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。一是(shi)強化(hua)活(huo)(huo)動(dong)(dong)辦公室職能,實(shi)(shi)現了活(huo)(huo)動(dong)(dong)有(you)方案(an)(an)、有(you)落實(shi)(shi)、有(you)評(ping)價、有(you)總結(jie)、可追溯。活(huo)(huo)動(dong)(dong)辦公室每周派駐專(zhuan)員到(dao)(dao)區域各公司指(zhi)導、督促活(huo)(huo)動(dong)(dong)開展,確(que)保活(huo)(huo)動(dong)(dong)各階(jie)段工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)方案(an)(an)和(he)相關(guan)要求落到(dao)(dao)實(shi)(shi)處;每天(tian)召開工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)例會,及(ji)時總結(jie)分(fen)析當天(tian)各項(xiang)(xiang)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo),提出改進意見,部(bu)署(shu)下一天(tian)重(zhong)點工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo);加強對活(huo)(huo)動(dong)(dong)資(zi)料的(de)梳理、充實(shi)(shi)和(he)完(wan)(wan)(wan)善(shan),建(jian)立了活(huo)(huo)動(dong)(dong)資(zi)料檔案(an)(an),確(que)保了資(zi)料的(de)完(wan)(wan)(wan)整(zheng)性(xing)、可追溯性(xing)。二是(shi)實(shi)(shi)施工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任(ren)(ren)(ren)務(wu)(wu)的(de)閉環管理,按(an)照(zhao)活(huo)(huo)動(dong)(dong)節(jie)點環節(jie)的(de)輕重(zhong)緩急(ji),以《工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任(ren)(ren)(ren)務(wu)(wu)單(dan)》的(de)形式(shi)及(ji)時分(fen)解任(ren)(ren)(ren)務(wu)(wu),明確(que)完(wan)(wan)(wan)成(cheng)任(ren)(ren)(ren)務(wu)(wu)和(he)責(ze)任(ren)(ren)(ren)部(bu)門反(fan)饋(kui)跟蹤情(qing)況的(de)時間節(jie)點。活(huo)(huo)動(dong)(dong)開展以來,共(gong)下發《工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)任(ren)(ren)(ren)務(wu)(wu)單(dan)》12份,完(wan)(wan)(wan)成(cheng)率達到(dao)(dao)100%。三是(shi)提高辦公室工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)精細化(hua)水(shui)平,將組(zu)織機構、工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)目(mu)標(biao)、網絡圖、活(huo)(huo)動(dong)(dong)剪影制作(zuo)(zuo)(zuo)(zuo)成(cheng)圖板,使各項(xiang)(xiang)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)流程和(he)進展情(qing)況一目(mu)了然。
三(san)、集中(zhong)評審找準問題(ti),完(wan)善(shan)再診斷整改方案
為確(que)保(bao)找準問(wen)題,真(zhen)正剖(pou)析原因,為第二階(jie)段專項(xiang)提(ti)(ti)升奠定基礎(chu),針對區域各單位(wei)活(huo)動開展(zhan)不平衡、部(bu)分(fen)單位(wei)查找問(wen)題走過場、上(shang)報材(cai)料空洞等現象(xiang),華電寧夏(xia)公(gong)(gong)司(si)經過深(shen)入研究,構建(jian)了(le)由公(gong)(gong)司(si)領導(dao),各部(bu)門負責人,所屬(shu)靈武公(gong)(gong)司(si)、中寧公(gong)(gong)司(si)、新能源公(gong)(gong)司(si),以(yi)及活(huo)動辦(ban)公(gong)(gong)室“四(si)方會(hui)審(shen)”的集中評審(shen)機制,開誠布公(gong)(gong)地對所屬(shu)單位(wei)活(huo)動存在的問(wen)題進(jin)(jin)行現場提(ti)(ti)問(wen)和點評,逐(zhu)家單位(wei)進(jin)(jin)行問(wen)題再查找、再診斷,確(que)保(bao)找準問(wen)題。針對查找出的75項(xiang)問(wen)題,華電寧夏(xia)公(gong)(gong)司(si)明確(que)要求(qiu)所屬(shu)單位(wei)要進(jin)(jin)一(yi)步改進(jin)(jin)和完善(shan)專項(xiang)提(ti)(ti)升工作(zuo)方案,以(yi)“管理”、“效益”提(ti)(ti)升為主線,細(xi)化整(zheng)改措施,逐(zhu)步深(shen)入落實整(zheng)改。

四、實施兩(liang)報公開,強(qiang)化過程透明(ming)
為增強工(gong)(gong)作的(de)透明度(du),營造全員(yuan)參(can)與、主(zhu)動(dong)(dong)(dong)推進(jin)的(de)活(huo)動(dong)(dong)(dong)氛圍(wei),華(hua)電寧夏公(gong)司以(yi)定期印發(fa)“活(huo)動(dong)(dong)(dong)簡(jian)(jian)報(bao)”和“檢查通報(bao)”的(de)形式,搭建活(huo)動(dong)(dong)(dong)交流平臺,利用“兩報(bao)”部(bu)署工(gong)(gong)作、交流信息、督導落實(shi)。“活(huo)動(dong)(dong)(dong)簡(jian)(jian)報(bao)”內容(rong)涵蓋(gai)上級(ji)公(gong)司工(gong)(gong)作精神和要(yao)求部(bu)署、區域(yu)活(huo)動(dong)(dong)(dong)要(yao)聞、基層活(huo)動(dong)(dong)(dong)動(dong)(dong)(dong)態等;“工(gong)(gong)作通報(bao)”每周下發(fa)一期,對區域(yu)“管(guan)理(li)提升”活(huo)動(dong)(dong)(dong)開展、完成情況(kuang)進(jin)行通報(bao)。同時,圍(wei)繞(rao)階段性重(zhong)點工(gong)(gong)作,不定期對各部(bu)門和所屬單(dan)位進(jin)行現(xian)場查評,并對相(xiang)關(guan)基層單(dan)位進(jin)行抽查。對查評中發(fa)現(xian)的(de)問題提出改進(jin)意見并對整改過程進(jin)行跟蹤督辦。自活(huo)動(dong)(dong)(dong)開展以(yi)來,先(xian)后編發(fa)簡(jian)(jian)報(bao)7期,下發(fa)通報(bao)5期。
五(wu)、加強即時考評,確保(bao)活(huo)動落到實處
華電寧夏公司將“管(guan)理提(ti)升(sheng)”活動與日(ri)常工作相結合,列(lie)入(ru)(ru)月度工作計劃、周工作計劃進行統一管(guan)理。對考核(he)(he)情況,以(yi)短信(xin)和(he)電子郵件的形式即時通知責任(ren)人,下發(fa)考核(he)(he)兌現(xian)(xian)(xian)(xian)通知單,績效結果與企業(ye)(ye)領導班子業(ye)(ye)績掛鉤考核(he)(he)兌現(xian)(xian)(xian)(xian),各項(xiang)獎懲納入(ru)(ru)年度四(si)項(xiang)責任(ren)制考核(he)(he)兌現(xian)(xian)(xian)(xian),切實(shi)(shi)做(zuo)到(dao)了有(you)(you)布置、有(you)(you)檢查、有(you)(you)落實(shi)(shi)、有(you)(you)考核(he)(he),做(zuo)到(dao)獎罰分明。活動開展以(yi)來先后下發(fa)考核(he)(he)通知單10次,兌現(xian)(xian)(xian)(xian)考核(he)(he)金額2萬(wan)余元。
華電寧夏公(gong)司通過扎實(shi)推進管(guan)理提(ti)升活動(dong),管(guan)理效益逐步(bu)顯(xian)現。2012年區域經營發(fa)展取得新業(ye)績(ji),控參股企業(ye)實(shi)現利潤8.05億元(yuan);電源項目(mu)投產(chan)的管(guan)理裝機容量429萬千瓦,發(fa)展項目(mu)涉及(ji)火電、風電、太陽(yang)能發(fa)電以及(ji)煤(mei)炭、鐵路等(deng)業(ye)務領域。
