中(zhong)國華(hua)電集團公(gong)司寧夏分公(gong)司(以下簡稱(cheng)華(hua)電寧夏公(gong)司)在(zai)管(guan)理(li)提(ti)升活動(dong)工作(zuo)中(zhong),結合寧夏區域工作(zuo)實際,在(zai)規定動(dong)作(zuo)不走樣(yang)的(de)基礎上,構建了制度建設、工作(zuo)閉環、集中(zhong)評(ping)審、兩報公(gong)開(kai)、即時考評(ping)的(de)五項管(guan)理(li)機制,確(que)保(bao)了活動(dong)的(de)順利開(kai)展。

一、加強制度建(jian)設(she),引導活動深入(ru)開展
華電寧夏(xia)公(gong)(gong)司(si)(si)(si)為確保活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)相關工作有(you)章(zhang)可(ke)循(xun)、有(you)法可(ke)依,強化活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)的制(zhi)度(du)(du)(du)(du)建(jian)設(she)和目(mu)標(biao)導(dao)向(xiang)。一(yi)(yi)是制(zhi)定了(le)《關于持(chi)續(xu)開展“管(guan)(guan)理(li)(li)提升”活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)的決(jue)定》、《寧夏(xia)區(qu)域(yu)(yu)(yu)“管(guan)(guan)理(li)(li)提升”活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)考(kao)(kao)(kao)核管(guan)(guan)理(li)(li)辦法》、《關于確保實現集團公(gong)(gong)司(si)(si)(si)首批一(yi)(yi)流(liu)區(qu)域(yu)(yu)(yu)公(gong)(gong)司(si)(si)(si)目(mu)標(biao)的決(jue)定》、《“管(guan)(guan)理(li)(li)提升”管(guan)(guan)理(li)(li)考(kao)(kao)(kao)核辦法》和《報(bao)送(song)材(cai)料(liao)以及宣(xuan)傳(chuan)管(guan)(guan)理(li)(li)考(kao)(kao)(kao)核辦法》等(deng)一(yi)(yi)系列活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)制(zhi)度(du)(du)(du)(du)文件,對活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)每一(yi)(yi)個(ge)階段(duan)節點安(an)排都作了(le)明確規定,利用考(kao)(kao)(kao)核機(ji)制(zhi)引導(dao)活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)方向(xiang)和組織工作。同時(shi),加大活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)過程和宣(xuan)傳(chuan)報(bao)道考(kao)(kao)(kao)核力度(du)(du)(du)(du),建(jian)立分(fen)公(gong)(gong)司(si)(si)(si)、區(qu)域(yu)(yu)(yu)公(gong)(gong)司(si)(si)(si)、部門、班組四級信息網(wang)絡(luo)和定期活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)機(ji)制(zhi),充分(fen)調動(dong)(dong)(dong)了(le)基層單(dan)位參與“管(guan)(guan)理(li)(li)提升”活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)的積極(ji)性和責任心。目(mu)前(qian),華電寧夏(xia)公(gong)(gong)司(si)(si)(si)已經(jing)形(xing)成了(le)“用制(zhi)度(du)(du)(du)(du)管(guan)(guan)權、按制(zhi)度(du)(du)(du)(du)辦事、靠(kao)制(zhi)度(du)(du)(du)(du)管(guan)(guan)人”的良好(hao)活(huo)(huo)(huo)(huo)(huo)(huo)動(dong)(dong)(dong)機(ji)制(zhi)。
二(er)、任務單閉環(huan)管理,形(xing)成(cheng)落實(shi)良(liang)性循環(huan)
華電寧夏公(gong)(gong)司對管(guan)理(li)提(ti)(ti)升活(huo)動(dong)(dong)做(zuo)了精(jing)(jing)心的組(zu)(zu)織(zhi)推(tui)進(jin)工(gong)(gong)(gong)作(zuo)。一(yi)是強化活(huo)動(dong)(dong)辦(ban)公(gong)(gong)室職能,實(shi)現了活(huo)動(dong)(dong)有(you)方案、有(you)落實(shi)、有(you)評價、有(you)總結(jie)、可追(zhui)溯(su)。活(huo)動(dong)(dong)辦(ban)公(gong)(gong)室每周派駐專(zhuan)員到(dao)區域各公(gong)(gong)司指(zhi)導、督促活(huo)動(dong)(dong)開展(zhan),確保(bao)活(huo)動(dong)(dong)各階段(duan)工(gong)(gong)(gong)作(zuo)方案和相關(guan)要求落到(dao)實(shi)處;每天召開工(gong)(gong)(gong)作(zuo)例會(hui),及時總結(jie)分(fen)析當天各項工(gong)(gong)(gong)作(zuo),提(ti)(ti)出(chu)改(gai)進(jin)意見,部署下(xia)一(yi)天重點工(gong)(gong)(gong)作(zuo);加強對活(huo)動(dong)(dong)資(zi)料的梳(shu)理(li)、充實(shi)和完善,建(jian)立了活(huo)動(dong)(dong)資(zi)料檔案,確保(bao)了資(zi)料的完整性、可追(zhui)溯(su)性。二(er)是實(shi)施工(gong)(gong)(gong)作(zuo)任(ren)務(wu)(wu)的閉環(huan)管(guan)理(li),按照活(huo)動(dong)(dong)節點環(huan)節的輕重緩急(ji),以《工(gong)(gong)(gong)作(zuo)任(ren)務(wu)(wu)單》的形式及時分(fen)解任(ren)務(wu)(wu),明(ming)確完成任(ren)務(wu)(wu)和責任(ren)部門反饋跟蹤情(qing)況的時間節點。活(huo)動(dong)(dong)開展(zhan)以來,共下(xia)發《工(gong)(gong)(gong)作(zuo)任(ren)務(wu)(wu)單》12份(fen),完成率達到(dao)100%。三是提(ti)(ti)高辦(ban)公(gong)(gong)室工(gong)(gong)(gong)作(zuo)的精(jing)(jing)細化水(shui)平,將組(zu)(zu)織(zhi)機構、工(gong)(gong)(gong)作(zuo)目標、網(wang)絡圖、活(huo)動(dong)(dong)剪影制作(zuo)成圖板,使各項工(gong)(gong)(gong)作(zuo)流程和進(jin)展(zhan)情(qing)況一(yi)目了然(ran)。
三(san)、集(ji)中評(ping)審找準問題,完善再診(zhen)斷整改方案
為(wei)確保找(zhao)(zhao)準問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti),真正(zheng)剖析原(yuan)因,為(wei)第二階段(duan)專(zhuan)項(xiang)提升(sheng)奠(dian)定基(ji)礎,針對(dui)區域各(ge)(ge)單(dan)(dan)位(wei)活(huo)動開展不平衡、部分(fen)單(dan)(dan)位(wei)查找(zhao)(zhao)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)走過場、上報材料空洞等現象,華電(dian)寧(ning)夏(xia)公(gong)(gong)(gong)司(si)經過深(shen)入研究,構建了由公(gong)(gong)(gong)司(si)領導,各(ge)(ge)部門(men)負(fu)責人,所(suo)屬(shu)靈(ling)武公(gong)(gong)(gong)司(si)、中寧(ning)公(gong)(gong)(gong)司(si)、新能源公(gong)(gong)(gong)司(si),以(yi)及活(huo)動辦公(gong)(gong)(gong)室(shi)“四方(fang)會審(shen)”的集中評審(shen)機制,開誠布公(gong)(gong)(gong)地對(dui)所(suo)屬(shu)單(dan)(dan)位(wei)活(huo)動存在的問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)進(jin)行現場提問(wen)(wen)(wen)(wen)和點(dian)評,逐家單(dan)(dan)位(wei)進(jin)行問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)再查找(zhao)(zhao)、再診斷(duan),確保找(zhao)(zhao)準問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti)。針對(dui)查找(zhao)(zhao)出的75項(xiang)問(wen)(wen)(wen)(wen)題(ti)(ti)(ti)(ti),華電(dian)寧(ning)夏(xia)公(gong)(gong)(gong)司(si)明(ming)確要求(qiu)所(suo)屬(shu)單(dan)(dan)位(wei)要進(jin)一(yi)步(bu)改進(jin)和完善專(zhuan)項(xiang)提升(sheng)工作方(fang)案,以(yi)“管理(li)”、“效(xiao)益(yi)”提升(sheng)為(wei)主線,細化整改措施,逐步(bu)深(shen)入落實(shi)整改。

四、實(shi)施(shi)兩報公(gong)開(kai),強化(hua)過程透明
為增強工(gong)作的(de)透明度,營造全員參(can)與、主動(dong)推進(jin)(jin)的(de)活(huo)動(dong)氛(fen)圍,華電寧夏公司(si)以定期(qi)(qi)印發(fa)“活(huo)動(dong)簡報”和“檢查(cha)通報”的(de)形(xing)式,搭建(jian)活(huo)動(dong)交(jiao)流(liu)平臺,利用“兩報”部署工(gong)作、交(jiao)流(liu)信息、督(du)導落實。“活(huo)動(dong)簡報”內容涵蓋(gai)上級公司(si)工(gong)作精神(shen)和要求部署、區域(yu)活(huo)動(dong)要聞、基層活(huo)動(dong)動(dong)態等;“工(gong)作通報”每(mei)周下發(fa)一期(qi)(qi),對(dui)區域(yu)“管理提升”活(huo)動(dong)開展、完成情(qing)況進(jin)(jin)行(xing)通報。同時(shi),圍繞階段性重點工(gong)作,不定期(qi)(qi)對(dui)各(ge)部門和所屬(shu)單位(wei)進(jin)(jin)行(xing)現(xian)場(chang)查(cha)評(ping)(ping),并對(dui)相關(guan)基層單位(wei)進(jin)(jin)行(xing)抽查(cha)。對(dui)查(cha)評(ping)(ping)中發(fa)現(xian)的(de)問題提出改(gai)進(jin)(jin)意見并對(dui)整改(gai)過程進(jin)(jin)行(xing)跟蹤督(du)辦。自活(huo)動(dong)開展以來,先后編(bian)發(fa)簡報7期(qi)(qi),下發(fa)通報5期(qi)(qi)。
五、加強即時考評,確保活動落到(dao)實處
華電(dian)寧(ning)夏公(gong)司將“管理提升”活(huo)動與日常工作相結合(he),列入(ru)月度工作計劃(hua)、周工作計劃(hua)進行(xing)統(tong)一管理。對考核(he)情(qing)況(kuang),以短(duan)信和(he)電(dian)子(zi)郵(you)件的形式即時通知(zhi)責任人(ren),下(xia)發(fa)考核(he)兌(dui)現(xian)通知(zhi)單,績效結果與企業領導班子(zi)業績掛鉤考核(he)兌(dui)現(xian),各項獎(jiang)懲納入(ru)年度四項責任制考核(he)兌(dui)現(xian),切(qie)實(shi)做到了有(you)布置、有(you)檢(jian)查(cha)、有(you)落實(shi)、有(you)考核(he),做到獎(jiang)罰分明。活(huo)動開展以來先后下(xia)發(fa)考核(he)通知(zhi)單10次,兌(dui)現(xian)考核(he)金額2萬(wan)余元。
華電(dian)寧夏公司通過扎實推(tui)進管(guan)理(li)提升活(huo)動,管(guan)理(li)效益逐步顯現。2012年區(qu)域(yu)經營發展取得(de)新業(ye)(ye)績,控參股企業(ye)(ye)實現利潤8.05億元;電(dian)源項目(mu)投產的管(guan)理(li)裝機容(rong)量429萬(wan)千瓦,發展項目(mu)涉及(ji)(ji)火電(dian)、風電(dian)、太陽能發電(dian)以及(ji)(ji)煤(mei)炭、鐵路等業(ye)(ye)務領域(yu)。
