按照中(zhong)央(yang)文(wen)(wen)(wen)明(ming)委工(gong)(gong)作部署,國資(zi)委文(wen)(wen)(wen)明(ming)辦指導中(zhong)央(yang)企(qi)業(ye)(ye)(ye)深入開(kai)展“國企(qi)開(kai)放(fang)(fang)日(ri)(ri)”系列(lie)活動,讓(rang)社(she)會公(gong)眾走進中(zhong)央(yang)企(qi)業(ye)(ye)(ye),感受產業(ye)(ye)(ye)工(gong)(gong)人敬(jing)業(ye)(ye)(ye)奉獻的使命擔當,了(le)解中(zhong)央(yang)企(qi)業(ye)(ye)(ye)履(lv)行社(she)會責任的生動實(shi)踐(jian),體驗中(zhong)央(yang)企(qi)業(ye)(ye)(ye)改革發展的成就,既(ji)樹立(li)了(le)中(zhong)央(yang)企(qi)業(ye)(ye)(ye)“大國頂梁柱”的良好形象(xiang),又滿足了(le)社(she)會公(gong)眾多樣(yang)化的需求,為新(xin)時代做好中(zhong)央(yang)企(qi)業(ye)(ye)(ye)精神文(wen)(wen)(wen)明(ming)建設(she)工(gong)(gong)作搭建新(xin)平(ping)臺,探索出新(xin)途徑。中(zhong)央(yang)文(wen)(wen)(wen)明(ming)辦《精神文(wen)(wen)(wen)明(ming)建設(she)》簡報(bao)于(yu)2019年第(di)4期專(zhuan)版報(bao)道(dao)了(le)國資(zi)委“國企(qi)開(kai)放(fang)(fang)日(ri)(ri)”的有關(guan)工(gong)(gong)作情況。
一、抓頂層設計(ji),突出統籌協(xie)調(diao)。
將“國企(qi)開(kai)放(fang)(fang)(fang)(fang)日(ri)”納入(ru)中央企(qi)業宣(xuan)傳思想工(gong)(gong)作要點(dian),作為重(zhong)點(dian)工(gong)(gong)作精心策劃,對“國企(qi)開(kai)放(fang)(fang)(fang)(fang)日(ri)”面向誰開(kai)放(fang)(fang)(fang)(fang)、開(kai)放(fang)(fang)(fang)(fang)什(shen)么、如何組織(zhi)、取得(de)什(shen)么成效等(deng)重(zhong)點(dian)問題(ti)進行深入(ru)研究,明確了3類開(kai)放(fang)(fang)(fang)(fang)對象即(ji):社會大眾、客戶與專家學(xue)者、新聞(wen)媒(mei)體記者;4個(ge)(ge)重(zhong)點(dian)開(kai)放(fang)(fang)(fang)(fang)區(qu)域即(ji):文化場館、企(qi)業園區(qu)、生產車間、建設(she)工(gong)(gong)地;開(kai)放(fang)(fang)(fang)(fang)5個(ge)(ge)標(biao)(biao)(biao)(biao)志(zhi)(zhi)性(xing)(xing)內容即(ji):標(biao)(biao)(biao)(biao)志(zhi)(zhi)性(xing)(xing)事件、標(biao)(biao)(biao)(biao)志(zhi)(zhi)性(xing)(xing)人物、標(biao)(biao)(biao)(biao)志(zhi)(zhi)性(xing)(xing)項目、標(biao)(biao)(biao)(biao)志(zhi)(zhi)性(xing)(xing)紀念物、標(biao)(biao)(biao)(biao)志(zhi)(zhi)性(xing)(xing)體驗;3個(ge)(ge)工(gong)(gong)作原則即(ji):有(you)制、有(you)度、有(you)序,做到活動策劃有(you)制度、活動開(kai)展有(you)秩序、開(kai)放(fang)(fang)(fang)(fang)范圍有(you)尺(chi)度,實現由(you)自(zi)發到規(gui)范、由(you)分散到集中、由(you)主題(ti)單一(yi)到主題(ti)多(duo)樣的提升,確保了“國企(qi)開(kai)放(fang)(fang)(fang)(fang)日(ri)”持(chi)續有(you)序推進,取得(de)良好(hao)效果。
二、抓組織推進,突出(chu)示范引領。
為發揮好典型示(shi)(shi)范(fan)作(zuo)用,先(xian)后在石(shi)油石(shi)化、鋼(gang)鐵、電(dian)力、貿易等(deng)(deng)不同(tong)行(xing)業舉辦“國企(qi)開(kai)放日”觀(guan)摩(mo)推(tui)進(jin)會,讓(rang)舉辦“國企(qi)開(kai)放日”活(huo)動(dong)有基礎、有經驗的企(qi)業進(jin)行(xing)示(shi)(shi)范(fan)引導,相關(guan)行(xing)業企(qi)業觀(guan)摩(mo)學(xue)習,以(yi)點(dian)帶面(mian)(mian),逐步鋪(pu)開(kai),共(gong)同(tong)提升(sheng)。在推(tui)進(jin)過程中(zhong),總結形成(cheng)了5種組(zu)織模式(shi)(shi)。一是依(yi)(yi)(yi)托(tuo)博物館(guan)(guan)、展(zhan)覽(lan)館(guan)(guan)等(deng)(deng)標志(zhi)性場館(guan)(guan),面(mian)(mian)向學(xue)生、旅行(xing)團等(deng)(deng)采(cai)(cai)(cai)取集中(zhong)呈現、長期展(zhan)覽(lan)等(deng)(deng)方(fang)式(shi)(shi),展(zhan)示(shi)(shi)中(zhong)央企(qi)業厚重的歷(li)史文化與輝(hui)煌成(cheng)就。二是依(yi)(yi)(yi)托(tuo)重點(dian)項(xiang)目(mu)、重點(dian)工(gong)程等(deng)(deng)標志(zhi)性項(xiang)目(mu),面(mian)(mian)向政府公(gong)職人(ren)員(yuan)、國內外媒體(ti)記者(zhe)等(deng)(deng)群(qun)體(ti),采(cai)(cai)(cai)取主題參(can)觀(guan)、上(shang)下聯動(dong)等(deng)(deng)方(fang)式(shi)(shi),展(zhan)示(shi)(shi)中(zhong)央企(qi)業“大國重器”的責任(ren)擔當(dang)。三(san)是依(yi)(yi)(yi)托(tuo)生產車(che)間、企(qi)業園(yuan)區(qu),面(mian)(mian)向利益相關(guan)方(fang)、企(qi)業職工(gong)家(jia)屬等(deng)(deng)群(qun)體(ti),采(cai)(cai)(cai)取線上(shang)報名、實地(di)感受等(deng)(deng)方(fang)式(shi)(shi),回應(ying)社(she)(she)會關(guan)切,打(da)造“陽光(guang)央企(qi)”。四是依(yi)(yi)(yi)托(tuo)企(qi)業特(te)色文化活(huo)動(dong),面(mian)(mian)向專家(jia)學(xue)者(zhe)、社(she)(she)會組(zu)織等(deng)(deng)群(qun)體(ti),采(cai)(cai)(cai)取主題策劃(hua)、定點(dian)觀(guan)摩(mo)等(deng)(deng)方(fang)式(shi)(shi),加(jia)強公(gong)眾與央企(qi)常態化交流(liu)。五是依(yi)(yi)(yi)托(tuo)涉核(he)、航(hang)天、航(hang)空(kong)、船舶、兵器、電(dian)子等(deng)(deng)特(te)色標志(zhi)性資源,面(mian)(mian)向青(qing)少年等(deng)(deng)群(qun)體(ti),采(cai)(cai)(cai)取互動(dong)體(ti)驗、科普教育等(deng)(deng)方(fang)式(shi)(shi),普及(ji)科學(xue)技術知識。
三(san)、抓機制完善,突出(chu)活動質量。
為確保“國(guo)企(qi)(qi)開放(fang)(fang)(fang)(fang)(fang)日”活(huo)動有(you)(you)序開展(zhan),多次召(zhao)開“國(guo)企(qi)(qi)開放(fang)(fang)(fang)(fang)(fang)日”交流(liu)研討會(hui),總(zong)結交流(liu)經驗,優化工(gong)作(zuo)機制(zhi),形成了(le)“國(guo)資(zi)委牽(qian)頭推(tui)動、中(zhong)央(yang)企(qi)(qi)業(ye)科(ke)學組織、社會(hui)公眾(zhong)廣泛參與、志愿者(zhe)熱情(qing)服務”的良好運行機制(zhi)。各中(zhong)央(yang)企(qi)(qi)業(ye)堅(jian)持規范(fan)化開展(zhan)“國(guo)企(qi)(qi)開放(fang)(fang)(fang)(fang)(fang)日”活(huo)動,做(zuo)到全年有(you)(you)計劃、活(huo)動有(you)(you)主(zhu)題、工(gong)作(zuo)有(you)(you)方案,確保了(le)開放(fang)(fang)(fang)(fang)(fang)載(zai)體、開放(fang)(fang)(fang)(fang)(fang)路線、開放(fang)(fang)(fang)(fang)(fang)場(chang)所(suo)、開放(fang)(fang)(fang)(fang)(fang)領域的有(you)(you)度有(you)(you)序,提升了(le)“國(guo)企(qi)(qi)開放(fang)(fang)(fang)(fang)(fang)日”活(huo)動質量和水平(ping)。
四、抓(zhua)基層創(chuang)新,突出活動(dong)實效。
堅持(chi)統(tong)分結(jie)合,根據(ju)行業不(bu)同、資源不(bu)同,系統(tong)謀劃,分類推進。同時(shi)(shi),鼓勵中(zhong)(zhong)央企(qi)業著眼公(gong)眾(zhong)(zhong)關切,突出(chu)行業特(te)色,加大創新力(li)(li)(li)度,讓“國(guo)(guo)企(qi)開(kai)(kai)放(fang)日”活動更加富有生命(ming)力(li)(li)(li)。如:中(zhong)(zhong)國(guo)(guo)建(jian)筑(zhu)利用分布(bu)在8個國(guo)(guo)家37座城市(shi)的50個工程,舉(ju)(ju)辦(ban)(ban)47場開(kai)(kai)放(fang)日活動,形成并(bing)廣泛(fan)傳播了“中(zhong)(zhong)國(guo)(guo)建(jian)筑(zhu)奇跡之旅”品(pin)牌(pai)。鞍(an)鋼集團根據(ju)受眾(zhong)(zhong)不(bu)同,舉(ju)(ju)辦(ban)(ban)130多場次開(kai)(kai)放(fang)日活動,打(da)造了“百(bai)年(nian)(nian)鞍(an)鋼”“魅力(li)(li)(li)鞍(an)鋼”等8條(tiao)精品(pin)線路(lu)。中(zhong)(zhong)國(guo)(guo)石(shi)化(hua)在全系統(tong)開(kai)(kai)展(zhan)開(kai)(kai)放(fang)日活動,打(da)造了“陽光(guang)石(shi)化(hua)”“綠(lv)色石(shi)化(hua)”品(pin)牌(pai)。中(zhong)(zhong)國(guo)(guo)大唐每年(nian)(nian)一個主題,連續12年(nian)(nian)舉(ju)(ju)辦(ban)(ban)開(kai)(kai)放(fang)日活動,與企(qi)業所在地研(yan)究機(ji)構、政府部門形成了實時(shi)(shi)信息發布(bu)機(ji)制,及時(shi)(shi)回應社會(hui)關切。
五、抓立體傳播,突出擴(kuo)大影響。
注重加大紙媒(mei)(mei)、電視(shi)、網媒(mei)(mei)、微(wei)博、微(wei)信(xin)等多(duo)媒(mei)(mei)介(jie)(jie)傳(chuan)播(bo)(bo)力度(du),組(zu)織協調150多(duo)家國(guo)(guo)(guo)內外媒(mei)(mei)體參(can)與(yu)活動(dong)報(bao)道,通過(guo)全(quan)(quan)媒(mei)(mei)體推送、多(duo)角度(du)展示、全(quan)(quan)方位(wei)宣傳(chuan),吸引(yin)更多(duo)公眾(zhong)、更多(duo)企(qi)(qi)業參(can)與(yu)“國(guo)(guo)(guo)企(qi)(qi)開(kai)放日(ri)”活動(dong),講好央企(qi)(qi)故事,提(ti)升中(zhong)央企(qi)(qi)業影響力。特(te)別是(shi)注重新媒(mei)(mei)體傳(chuan)播(bo)(bo),通過(guo)網絡直播(bo)(bo)、微(wei)信(xin)公眾(zhong)平臺、媒(mei)(mei)體客戶端等多(duo)媒(mei)(mei)介(jie)(jie)聯動(dong),搭建(jian)開(kai)放平臺,使億(yi)萬公眾(zhong)線上參(can)與(yu)直播(bo)(bo)互動(dong),擴大“國(guo)(guo)(guo)企(qi)(qi)開(kai)放日(ri)”活動(dong)影響面(mian)。主動(dong)邀請(qing)國(guo)(guo)(guo)外媒(mei)(mei)體參(can)與(yu)“國(guo)(guo)(guo)企(qi)(qi)開(kai)放日(ri)”活動(dong),進一(yi)步提(ti)升中(zhong)央企(qi)(qi)業海外形象宣傳(chuan),在(zai)國(guo)(guo)(guo)際范圍展現了中(zhong)國(guo)(guo)(guo)企(qi)(qi)業風采。
國(guo)(guo)資委將繼續實施國(guo)(guo)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)開(kai)放日(ri)“百千萬(wan)”工(gong)程,采取中央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)與(yu)(yu)地(di)方國(guo)(guo)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)聯(lian)(lian)動(dong)、區域聯(lian)(lian)動(dong)、行業(ye)聯(lian)(lian)動(dong)等方式,讓百家企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)同(tong)開(kai)放、千家媒體同(tong)發(fa)聲、百萬(wan)公眾同(tong)參與(yu)(yu),持續提(ti)升“國(guo)(guo)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)開(kai)放日(ri)”工(gong)作力度,讓社會公眾充分了(le)解國(guo)(guo)有企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye),更加支持國(guo)(guo)有企(qi)(qi)(qi)(qi)(qi)(qi)(qi)業(ye)發(fa)展,進(jin)一步(bu)促進(jin)忠誠央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)、文明央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)、陽光央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)、和諧(xie)央(yang)(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)(qi)(qi)建設(she)。
