充分發揮監事會作用的重要舉措

10月26日,國資(zi)委(wei)(wei)召(zhao)開(kai)媒體通氣會,國資(zi)委(wei)(wei)副主任、黨(dang)(dang)委(wei)(wei)委(wei)(wei)員(yuan)王文斌,國資(zi)委(wei)(wei)黨(dang)(dang)委(wei)(wei)委(wei)(wei)員(yuan)、秘書(shu)長閻(yan)曉(xiao)峰出席(xi)會議,通報了國資(zi)委(wei)(wei)關(guan)(guan)于(yu)改革監督體制(zhi)機制(zhi)充分(fen)發揮(hui)監事會作用的一系列重要(yao)舉(ju)措,并與到會記者就有關(guan)(guan)情(qing)況進行了交流。委(wei)(wei)內有關(guan)(guan)廳局列席(xi)會議。

為(wei)(wei)深入(ru)(ru)貫徹落實習近平(ping)(ping)(ping)總書記在全國(guo)(guo)國(guo)(guo)有(you)企業黨的(de)建(jian)設(she)工(gong)(gong)作(zuo)(zuo)會(hui)(hui)(hui)議(yi)上的(de)重(zhong)要(yao)(yao)(yao)指示精(jing)神(shen),張毅(yi)書記、肖亞慶主(zhu)任(ren)(ren)第(di)一(yi)時間對改革(ge)監(jian)(jian)(jian)(jian)(jian)督(du)(du)體制(zhi)機(ji)(ji)制(zhi)充分(fen)(fen)(fen)發(fa)揮監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)作(zuo)(zuo)用(yong)進(jin)行(xing)全面部署。結合(he)(he)機(ji)(ji)構調(diao)(diao)整和(he)(he)職能轉變(bian),國(guo)(guo)資(zi)(zi)委(wei)提出(chu)了加強(qiang)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)監(jian)(jian)(jian)(jian)(jian)督(du)(du)的(de)重(zhong)要(yao)(yao)(yao)舉措。一(yi)是(shi)強(qiang)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)(dao)。調(diao)(diao)整領(ling)(ling)導(dao)(dao)(dao)班子(zi)分(fen)(fen)(fen)工(gong)(gong),除原有(you)一(yi)名國(guo)(guo)資(zi)(zi)委(wei)副主(zhu)任(ren)(ren)分(fen)(fen)(fen)管(guan)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)外(wai),增加一(yi)位委(wei)領(ling)(ling)導(dao)(dao)(dao),專門協(xie)(xie)(xie)助分(fen)(fen)(fen)管(guan)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo),進(jin)一(yi)步加強(qiang)對國(guo)(guo)有(you)資(zi)(zi)產監(jian)(jian)(jian)(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo)的(de)領(ling)(ling)導(dao)(dao)(dao)。二(er)是(shi)強(qiang)化(hua)(hua)機(ji)(ji)構支持。整合(he)(he)委(wei)內監(jian)(jian)(jian)(jian)(jian)管(guan)資(zi)(zi)源,設(she)立監(jian)(jian)(jian)(jian)(jian)督(du)(du)一(yi)局(ju)、監(jian)(jian)(jian)(jian)(jian)督(du)(du)二(er)局(ju)、監(jian)(jian)(jian)(jian)(jian)督(du)(du)三局(ju),與監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)形成“一(yi)前一(yi)后”互相配合(he)(he)的(de)關系,負(fu)責監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)反(fan)映問題的(de)深入(ru)(ru)核查、分(fen)(fen)(fen)類處(chu)置(zhi)、整改督(du)(du)辦工(gong)(gong)作(zuo)(zuo),組(zu)織開展國(guo)(guo)有(you)資(zi)(zi)產重(zhong)大損失調(diao)(diao)查,提出(chu)相關責任(ren)(ren)追究(jiu)的(de)意(yi)見建(jian)議(yi),形成監(jian)(jian)(jian)(jian)(jian)督(du)(du)工(gong)(gong)作(zuo)(zuo)完整閉環。三是(shi)強(qiang)化(hua)(hua)運行(xing)機(ji)(ji)制(zhi)。分(fen)(fen)(fen)別以(yi)委(wei)黨委(wei)會(hui)(hui)(hui)和(he)(he)主(zhu)任(ren)(ren)辦公會(hui)(hui)(hui)、分(fen)(fen)(fen)管(guan)委(wei)領(ling)(ling)導(dao)(dao)(dao)、監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席為(wei)(wei)主(zhu)體,形成領(ling)(ling)導(dao)(dao)(dao)決(jue)策、協(xie)(xie)(xie)調(diao)(diao)處(chu)置(zhi)、監(jian)(jian)(jian)(jian)(jian)督(du)(du)報(bao)(bao)告(gao)等“三個(ge)平(ping)(ping)(ping)臺(tai)”,推(tui)動(dong)監(jian)(jian)(jian)(jian)(jian)督(du)(du)成果(guo)(guo)綜合(he)(he)運用(yong)。第(di)一(yi)平(ping)(ping)(ping)臺(tai)為(wei)(wei)監(jian)(jian)(jian)(jian)(jian)督(du)(du)報(bao)(bao)告(gao)平(ping)(ping)(ping)臺(tai),由監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席負(fu)責,監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)承(cheng)擔具體工(gong)(gong)作(zuo)(zuo),主(zhu)要(yao)(yao)(yao)任(ren)(ren)務(wu)是(shi)發(fa)現(xian)和(he)(he)報(bao)(bao)告(gao)問題,督(du)(du)促落實應由企業自行(xing)整改的(de)事(shi)(shi)(shi)項;第(di)二(er)平(ping)(ping)(ping)臺(tai)為(wei)(wei)協(xie)(xie)(xie)調(diao)(diao)處(chu)置(zhi)平(ping)(ping)(ping)臺(tai),由分(fen)(fen)(fen)管(guan)委(wei)領(ling)(ling)導(dao)(dao)(dao)負(fu)責,三個(ge)監(jian)(jian)(jian)(jian)(jian)督(du)(du)局(ju)承(cheng)擔具體工(gong)(gong)作(zuo)(zuo),主(zhu)要(yao)(yao)(yao)任(ren)(ren)務(wu)是(shi)推(tui)動(dong)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)監(jian)(jian)(jian)(jian)(jian)督(du)(du)檢查成果(guo)(guo)的(de)綜合(he)(he)運用(yong);第(di)三平(ping)(ping)(ping)臺(tai)為(wei)(wei)領(ling)(ling)導(dao)(dao)(dao)決(jue)策平(ping)(ping)(ping)臺(tai),以(yi)國(guo)(guo)資(zi)(zi)委(wei)黨委(wei)會(hui)(hui)(hui)和(he)(he)主(zhu)任(ren)(ren)辦公會(hui)(hui)(hui)為(wei)(wei)主(zhu)體,研究(jiu)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)工(gong)(gong)作(zuo)(zuo)中的(de)重(zhong)大事(shi)(shi)(shi)項,聽(ting)取(qu)監(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)主(zhu)席對有(you)關企業監(jian)(jian)(jian)(jian)(jian)督(du)(du)檢查重(zhong)大情況(kuang)的(de)報(bao)(bao)告(gao)以(yi)及監(jian)(jian)(jian)(jian)(jian)督(du)(du)局(ju)專項工(gong)(gong)作(zuo)(zuo)匯報(bao)(bao),實現(xian)出(chu)資(zi)(zi)人管(guan)理和(he)(he)監(jian)(jian)(jian)(jian)(jian)督(du)(du)的(de)有(you)機(ji)(ji)統一(yi)。

監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)作(zuo)為出(chu)資(zi)人監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)的(de)(de)(de)(de)(de)專門力(li)(li)量,適應新(xin)形勢、新(xin)任(ren)務、新(xin)要求,按照(zhao)國(guo)資(zi)委統一(yi)(yi)(yi)(yi)部(bu)署,將采取多種有(you)(you)效措(cuo)施,著力(li)(li)增強(qiang)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)的(de)(de)(de)(de)(de)針(zhen)對性和(he)(he)(he)(he)有(you)(you)效性,強(qiang)化和(he)(he)(he)(he)落實(shi)(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)責(ze)(ze)任(ren)。一(yi)(yi)(yi)(yi)是進(jin)一(yi)(yi)(yi)(yi)步(bu)(bu)(bu)突(tu)出(chu)工(gong)(gong)(gong)作(zuo)重(zhong)(zhong)(zhong)點(dian)(dian)(dian)。堅持(chi)問(wen)題和(he)(he)(he)(he)風險導向,根據(ju)企(qi)(qi)(qi)業(ye)(ye)功(gong)能(neng)分(fen)類、所處(chu)行業(ye)(ye)、發(fa)展階段、布局結構(gou)、內控建(jian)(jian)設等(deng)(deng)情(qing)(qing)況(kuang)(kuang)(kuang)以(yi)及(ji)(ji)(ji)國(guo)有(you)(you)資(zi)產監(jian)(jian)(jian)(jian)(jian)(jian)管工(gong)(gong)(gong)作(zuo)需(xu)要,一(yi)(yi)(yi)(yi)企(qi)(qi)(qi)一(yi)(yi)(yi)(yi)策(ce)突(tu)出(chu)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)重(zhong)(zhong)(zhong)點(dian)(dian)(dian)。加(jia)(jia)強(qiang)對企(qi)(qi)(qi)業(ye)(ye)財務、內部(bu)控制、企(qi)(qi)(qi)業(ye)(ye)重(zhong)(zhong)(zhong)大(da)(da)決(jue)策(ce)、運營(ying)過程中(zhong)(zhong)可(ke)能(neng)涉及(ji)(ji)(ji)國(guo)有(you)(you)資(zi)產流失(shi)的(de)(de)(de)(de)(de)事(shi)(shi)(shi)項和(he)(he)(he)(he)關鍵環節、董事(shi)(shi)(shi)會(hui)(hui)(hui)和(he)(he)(he)(he)經理(li)層依法依規履職(zhi)情(qing)(qing)況(kuang)(kuang)(kuang)等(deng)(deng)的(de)(de)(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)檢(jian)查。二(er)是進(jin)一(yi)(yi)(yi)(yi)步(bu)(bu)(bu)完善(shan)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)機(ji)制。以(yi)財務監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)為核心,綜合(he)運用(yong)列席(xi)會(hui)(hui)(hui)議、聽(ting)取匯報(bao)、訪談座談、受(shou)理(li)舉報(bao)等(deng)(deng)多種方式,及(ji)(ji)(ji)時掌握(wo)企(qi)(qi)(qi)業(ye)(ye)重(zhong)(zhong)(zhong)大(da)(da)決(jue)策(ce)和(he)(he)(he)(he)運營(ying)情(qing)(qing)況(kuang)(kuang)(kuang),發(fa)揮預防預警(jing)功(gong)能(neng)。聚(ju)焦重(zhong)(zhong)(zhong)點(dian)(dian)(dian)企(qi)(qi)(qi)業(ye)(ye)、重(zhong)(zhong)(zhong)要業(ye)(ye)務、關鍵環節以(yi)及(ji)(ji)(ji)可(ke)能(neng)存在的(de)(de)(de)(de)(de)問(wen)題線(xian)索(suo)和(he)(he)(he)(he)風險源點(dian)(dian)(dian),合(he)理(li)配置監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)資(zi)源,集(ji)(ji)中(zhong)(zhong)力(li)(li)量開展針(zhen)對性檢(jian)查,努力(li)(li)查深、查實(shi)(shi)(shi)、查透。不(bu)斷(duan)優化監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)組織模(mo)式,探索(suo)實(shi)(shi)(shi)行分(fen)類監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du),突(tu)出(chu)重(zhong)(zhong)(zhong)點(dian)(dian)(dian)企(qi)(qi)(qi)業(ye)(ye),開展差異化檢(jian)查,建(jian)(jian)立(li)監(jian)(jian)(jian)(jian)(jian)(jian)管同行業(ye)(ye)企(qi)(qi)(qi)業(ye)(ye)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)定期溝通(tong)機(ji)制,圍繞共(gong)性問(wen)題和(he)(he)(he)(he)風險,適時開展專項檢(jian)查。根據(ju)需(xu)要,聘(pin)請社會(hui)(hui)(hui)中(zhong)(zhong)介機(ji)構(gou),對企(qi)(qi)(qi)業(ye)(ye)進(jin)行集(ji)(ji)中(zhong)(zhong)重(zhong)(zhong)(zhong)點(dian)(dian)(dian)檢(jian)查和(he)(he)(he)(he)境外國(guo)有(you)(you)資(zi)產檢(jian)查。三是進(jin)一(yi)(yi)(yi)(yi)步(bu)(bu)(bu)加(jia)(jia)強(qiang)成果運用(yong)。監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)檢(jian)查發(fa)現的(de)(de)(de)(de)(de)企(qi)(qi)(qi)業(ye)(ye)重(zhong)(zhong)(zhong)大(da)(da)決(jue)策(ce)不(bu)合(he)規、生產經營(ying)中(zhong)(zhong)的(de)(de)(de)(de)(de)重(zhong)(zhong)(zhong)大(da)(da)風險、重(zhong)(zhong)(zhong)大(da)(da)國(guo)有(you)(you)資(zi)產流失(shi)問(wen)題、企(qi)(qi)(qi)業(ye)(ye)領導人員違(wei)法違(wei)紀違(wei)規線(xian)索(suo)以(yi)及(ji)(ji)(ji)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)主席(xi)認為應當(dang)立(li)即(ji)報(bao)告(gao)(gao)的(de)(de)(de)(de)(de)其(qi)他情(qing)(qing)況(kuang)(kuang)(kuang),要一(yi)(yi)(yi)(yi)事(shi)(shi)(shi)一(yi)(yi)(yi)(yi)報(bao)告(gao)(gao)。加(jia)(jia)大(da)(da)企(qi)(qi)(qi)業(ye)(ye)對監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)發(fa)現問(wen)題的(de)(de)(de)(de)(de)整改落實(shi)(shi)(shi)力(li)(li)度(du),健全對企(qi)(qi)(qi)業(ye)(ye)整改落實(shi)(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)反映問(wen)題的(de)(de)(de)(de)(de)檢(jian)查評價(jia)制度(du),確(que)(que)保中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)實(shi)(shi)(shi)實(shi)(shi)(shi)在在受(shou)益于監(jian)(jian)(jian)(jian)(jian)(jian)事(shi)(shi)(shi)會(hui)(hui)(hui)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)。對拒絕整改或(huo)(huo)整改落實(shi)(shi)(shi)不(bu)到(dao)位(wei)的(de)(de)(de)(de)(de),約談企(qi)(qi)(qi)業(ye)(ye)領導人員。對整改不(bu)力(li)(li)、屢(lv)查屢(lv)犯的(de)(de)(de)(de)(de),要嚴(yan)肅追究(jiu)企(qi)(qi)(qi)業(ye)(ye)領導人員責(ze)(ze)任(ren)。四是進(jin)一(yi)(yi)(yi)(yi)步(bu)(bu)(bu)落實(shi)(shi)(shi)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)責(ze)(ze)任(ren)。建(jian)(jian)立(li)可(ke)追溯、可(ke)量化、可(ke)考核、可(ke)問(wen)責(ze)(ze)的(de)(de)(de)(de)(de)履職(zhi)記(ji)錄制度(du),全面、如實(shi)(shi)(shi)記(ji)錄監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)檢(jian)查工(gong)(gong)(gong)作(zuo)軌跡,確(que)(que)保全程留痕,有(you)(you)據(ju)可(ke)查,作(zuo)為考核評價(jia)和(he)(he)(he)(he)責(ze)(ze)任(ren)追究(jiu)的(de)(de)(de)(de)(de)重(zhong)(zhong)(zhong)要依據(ju)。建(jian)(jian)立(li)以(yi)報(bao)告(gao)(gao)制度(du)和(he)(he)(he)(he)履職(zhi)記(ji)錄制度(du)為核心的(de)(de)(de)(de)(de)監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)責(ze)(ze)任(ren)倒查機(ji)制,對企(qi)(qi)(qi)業(ye)(ye)重(zhong)(zhong)(zhong)大(da)(da)國(guo)有(you)(you)資(zi)產流失(shi)問(wen)題和(he)(he)(he)(he)風險應當(dang)發(fa)現而未發(fa)現或(huo)(huo)隱(yin)匿不(bu)報(bao)、查處(chu)不(bu)力(li)(li)的(de)(de)(de)(de)(de),嚴(yan)格追究(jiu)有(you)(you)關人員失(shi)職(zhi)瀆職(zhi)責(ze)(ze)任(ren);對消極監(jian)(jian)(jian)(jian)(jian)(jian)督(du)(du)(du)、不(bu)作(zuo)為的(de)(de)(de)(de)(de),按照(zhao)干部(bu)管理(li)權限,進(jin)行誡勉(mian)談話或(huo)(huo)調整工(gong)(gong)(gong)作(zuo)崗位(wei),造成嚴(yan)重(zhong)(zhong)(zhong)后果的(de)(de)(de)(de)(de),給予降職(zhi)或(huo)(huo)免(mian)職(zhi)處(chu)理(li)。

王文斌指出,通過(guo)“三(san)個強(qiang)化(hua)(hua)”、“三(san)個平臺”、設立“三(san)個監(jian)督局”以及“四(si)個進(jin)一步”,進(jin)行體制機(ji)制調整,將更加強(qiang)化(hua)(hua)對企(qi)業國有(you)(you)資產(chan)的監(jian)督,更加有(you)(you)效發揮監(jian)事會的制度(du)優勢(shi),更加充分(fen)發揮監(jian)事會在防(fang)止(zhi)國有(you)(you)資產(chan)流失(shi)方面的重要作用(yong),努力打造法(fa)治央企(qi)、陽光(guang)央企(qi)。

會議(yi)還通報了黨的十八大(da)以(yi)來監事會第五任(ren)期履職(zhi)成效(xiao)和第六任(ren)期主(zhu)要工作。
