國務院國資委有關負責人就《中央企業工資總額管理辦法》答記者問

近日(ri),國(guo)務院(yuan)(yuan)國(guo)資(zi)委(wei)發布了《中央(yang)企業工資(zi)總額管理辦法》(國(guo)資(zi)委(wei)令第(di)39號,以下簡稱《辦法》)。《辦法》出臺后,國(guo)務院(yuan)(yuan)國(guo)資(zi)委(wei)有關負(fu)責同(tong)志接受了記者采訪。

問:請介紹《辦法》的起草背景(jing)。

答:中(zhong)央企(qi)業(ye)工(gong)(gong)資(zi)(zi)總額管理是(shi)(shi)調(diao)節國家、企(qi)業(ye)、職(zhi)工(gong)(gong)三者利益(yi)關系的(de)(de)重要(yao)方式,也(ye)是(shi)(shi)國資(zi)(zi)委(wei)依法履行出資(zi)(zi)人(ren)職(zhi)責的(de)(de)重要(yao)手段,一直以(yi)來,在推動中(zhong)央企(qi)業(ye)改革發展、確保(bao)(bao)國有資(zi)(zi)產保(bao)(bao)值增值方面發揮了重要(yao)作用,同時,工(gong)(gong)資(zi)(zi)總額管理又是(shi)(shi)關乎民(min)生福祉(zhi)的(de)(de)重要(yao)內(nei)容(rong),涉及中(zhong)央企(qi)業(ye)廣大干(gan)部職(zhi)工(gong)(gong)的(de)(de)切(qie)身利益(yi),歷來受到各方面的(de)(de)高度關注(zhu)。

國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)成立以來(lai),對(dui)完善工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)(zhi)度(du)做了(le)大量(liang)積(ji)極(ji)有(you)效探(tan)索,總(zong)體(ti)上分為三個階(jie)段(duan)(duan)(duan)。第一(yi)階(jie)段(duan)(duan)(duan)為承(cheng)(cheng)接(jie)起步期,從(cong)2003年(nian)(nian)至2007年(nian)(nian),國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)在(zai)(zai)依法(fa)承(cheng)(cheng)接(jie)原勞動保(bao)障部(bu)門對(dui)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)職能(neng)的(de)(de)基礎上,從(cong)出資(zi)(zi)(zi)(zi)(zi)人的(de)(de)角度(du),持續對(dui)工效掛鉤管(guan)(guan)(guan)理(li)(li)(li)辦(ban)法(fa)進(jin)(jin)行(xing)改革(ge)和(he)完善,初步構建了(le)出資(zi)(zi)(zi)(zi)(zi)人對(dui)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)調(diao)控體(ti)系(xi),在(zai)(zai)促進(jin)(jin)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)經濟效益高速增長(chang)的(de)(de)同時(shi),保(bao)障了(le)職工工資(zi)(zi)(zi)(zi)(zi)較(jiao)快提(ti)高。第二階(jie)段(duan)(duan)(duan)是改革(ge)突(tu)破(po)期,重(zhong)點(dian)(dian)是探(tan)索和(he)建立工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)理(li)(li)(li)的(de)(de)體(ti)制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)。2008年(nian)(nian)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)在(zai)(zai)部(bu)分重(zhong)點(dian)(dian)行(xing)業(ye)(ye)(ye)(ye)啟動了(le)工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)試點(dian)(dian),著手建立工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)(zhi)度(du)體(ti)系(xi),2010年(nian)(nian)、2012年(nian)(nian)先后印發了(le)《中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)理(li)(li)(li)暫(zan)行(xing)辦(ban)法(fa)》和(he)《中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)理(li)(li)(li)暫(zan)行(xing)辦(ban)法(fa)實(shi)(shi)施細則》,2014年(nian)(nian)實(shi)(shi)現了(le)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)理(li)(li)(li)全覆蓋。這個時(shi)期的(de)(de)改革(ge)突(tu)破(po),在(zai)(zai)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)構建起了(le)既符合現代企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)制(zhi)(zhi)(zhi)度(du),又與中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)實(shi)(shi)際(ji)相結合的(de)(de)工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)理(li)(li)(li)制(zhi)(zhi)(zhi)度(du)體(ti)系(xi),也為全國(guo)(guo)國(guo)(guo)有(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)全面(mian)實(shi)(shi)行(xing)工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)管(guan)(guan)(guan)理(li)(li)(li)提(ti)供了(le)可復(fu)制(zhi)(zhi)(zhi)、可推廣的(de)(de)經驗和(he)改革(ge)藍本。2014年(nian)(nian)以后,在(zai)(zai)深化國(guo)(guo)企(qi)(qi)(qi)(qi)(qi)改革(ge)的(de)(de)大背景(jing)下,工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)管(guan)(guan)(guan)理(li)(li)(li)進(jin)(jin)入第三階(jie)段(duan)(duan)(duan),即持續深化期,重(zhong)點(dian)(dian)以分類管(guan)(guan)(guan)理(li)(li)(li)為手段(duan)(duan)(duan),制(zhi)(zhi)(zhi)定了(le)工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)備(bei)案制(zhi)(zhi)(zhi)周期制(zhi)(zhi)(zhi)管(guan)(guan)(guan)理(li)(li)(li)、工資(zi)(zi)(zi)(zi)(zi)總(zong)額(e)(e)(e)(e)特(te)別獎(jiang)勵等(deng)一(yi)系(xi)列政策措(cuo)施,進(jin)(jin)一(yi)步增強了(le)職工收(shou)入分配調(diao)控的(de)(de)針(zhen)對(dui)性和(he)有(you)效性,在(zai)(zai)經濟發展(zhan)新常(chang)態下,發揮了(le)助力中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)穩增長(chang)、激發和(he)調(diao)動企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)干部(bu)職工積(ji)極(ji)性的(de)(de)重(zhong)要(yao)作用。

黨的(de)(de)(de)(de)(de)(de)(de)十九大站在新的(de)(de)(de)(de)(de)(de)(de)歷(li)史起(qi)點上,明確我國(guo)經(jing)(jing)濟已經(jing)(jing)由高(gao)(gao)速(su)增長(chang)階(jie)段轉(zhuan)向(xiang)高(gao)(gao)質量發(fa)展(zhan)(zhan)階(jie)段,作出了貫徹新發(fa)展(zhan)(zhan)理念、實(shi)現高(gao)(gao)質量發(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)(de)(de)部(bu)署(shu),提出了培育具有(you)全(quan)(quan)球競爭(zheng)力的(de)(de)(de)(de)(de)(de)(de)世界一(yi)流企業(ye)(ye)目(mu)標。按照黨中(zhong)央(yang)(yang)、國(guo)務院的(de)(de)(de)(de)(de)(de)(de)決(jue)策部(bu)署(shu),以及(ji)《中(zhong)共中(zhong)央(yang)(yang) 國(guo)務院關(guan)于深化國(guo)有(you)企業(ye)(ye)改革(ge)的(de)(de)(de)(de)(de)(de)(de)指(zhi)導意(yi)(yi)見(jian)》(中(zhong)發(fa)〔2015〕22號(hao),以下(xia)簡稱中(zhong)發(fa)22號(hao)文件)提出的(de)(de)(de)(de)(de)(de)(de)“建(jian)立健全(quan)(quan)與(yu)勞(lao)動力市(shi)場基本(ben)適(shi)(shi)應(ying)、與(yu)企業(ye)(ye)經(jing)(jing)濟效益(yi)和(he)(he)勞(lao)動生產率(lv)掛(gua)鉤的(de)(de)(de)(de)(de)(de)(de)工資(zi)(zi)決(jue)定(ding)和(he)(he)正(zheng)常增長(chang)機(ji)制(zhi)(zhi)”,即“一(yi)適(shi)(shi)應(ying)、兩(liang)掛(gua)鉤”的(de)(de)(de)(de)(de)(de)(de)總要求,人力資(zi)(zi)源(yuan)社會(hui)保障部(bu)、財政(zheng)部(bu)、國(guo)資(zi)(zi)委(wei)共同(tong)研究起(qi)草(cao)《關(guan)于改革(ge)國(guo)有(you)企業(ye)(ye)工資(zi)(zi)決(jue)定(ding)機(ji)制(zhi)(zhi)的(de)(de)(de)(de)(de)(de)(de)意(yi)(yi)見(jian)》(以下(xia)簡稱《意(yi)(yi)見(jian)》),2018年(nian)5月,《意(yi)(yi)見(jian)》經(jing)(jing)由中(zhong)央(yang)(yang)全(quan)(quan)面(mian)深化改革(ge)委(wei)員會(hui)第(di)一(yi)次會(hui)議(yi)審議(yi)通過,國(guo)務院正(zheng)式(shi)印發(fa)。國(guo)資(zi)(zi)委(wei)作為共同(tong)牽頭單位,在積極參與(yu)《意(yi)(yi)見(jian)》制(zhi)(zhi)定(ding)工作的(de)(de)(de)(de)(de)(de)(de)同(tong)時,根據《意(yi)(yi)見(jian)》精(jing)神(shen),結(jie)合中(zhong)央(yang)(yang)企業(ye)(ye)改革(ge)發(fa)展(zhan)(zhan)的(de)(de)(de)(de)(de)(de)(de)實(shi)際(ji)情況,對中(zhong)央(yang)(yang)企業(ye)(ye)工資(zi)(zi)總額(e)管理制(zhi)(zhi)度體系(xi)進行全(quan)(quan)面(mian)修訂完善,同(tong)步制(zhi)(zhi)定(ding)了《辦(ban)法》。

作為(wei)《意(yi)見(jian)》在中央企(qi)業落地落實的配(pei)套文件(jian)制度,在近兩年的起(qi)草制定過程中,國資委(wei)廣泛征求了各(ge)有關(guan)部(bu)門、地方(fang)國資委(wei)以及全(quan)部(bu)中央企(qi)業意(yi)見(jian),期間數易其稿,最終由國務院國資委(wei)黨委(wei)會和主(zhu)任辦公(gong)會審議通過,以國務院國資委(wei)令的形式(shi)正式(shi)公(gong)布。

問:制定(ding)《辦法》的主要(yao)目的和(he)意義(yi)是什么(me)。

答:《辦法》是國資委(wei)首次以委(wei)令形式公開(kai)發布的(de)中(zhong)央(yang)企業(ye)工(gong)資總額(e)管理制(zhi)度文件,充分體(ti)現了國資委(wei)對這(zhe)項工(gong)作(zuo)的(de)高(gao)度重視。制(zhi)定(ding)《辦法》的(de)根本(ben)目的(de),是貫徹落實習近平新時代中(zhong)國特色(se)社會主義思想(xiang),增強中(zhong)央(yang)企業(ye)活力和競爭(zheng)力,促進中(zhong)央(yang)企業(ye)實現高(gao)質量(liang)發展。

中(zhong)央(yang)企業工資(zi)總額管理,既要與國有企業工資(zi)決定機制改(gai)革的總體方向保持一致,又要充分體現(xian)中(zhong)央(yang)企業自身的經營發(fa)展特(te)點。此次出臺的《辦(ban)法》,緊扣《意見(jian)》的精神實質,切實做(zuo)到了將出資(zi)人依法調控和企業自主分配(pei)有機結(jie)合。

一是明(ming)確提出(chu)按中央企(qi)業功能定位對工資(zi)(zi)總(zong)(zong)額實行分(fen)類管理。此次改革的重要創新點之一就是分(fen)類管理,將工資(zi)(zi)總(zong)(zong)額預算(suan)備案制管理的實施范圍,擴大到全部主(zhu)業處于(yu)充分(fen)競爭行業和領域的商業類中央企(qi)業,由企(qi)業董事(shi)會依(yi)法依(yi)規自主(zhu)決定年(nian)度工資(zi)(zi)總(zong)(zong)額預算(suan),國資(zi)(zi)委由事(shi)前核準轉變為(wei)事(shi)前引導、事(shi)中監(jian)測和事(shi)后監(jian)督。

二是(shi)明確提出了對中(zhong)央企業工(gong)資(zi)總(zong)額實(shi)行(xing)分級管(guan)(guan)理(li)。國資(zi)委負責管(guan)(guan)制度、管(guan)(guan)總(zong)量、管(guan)(guan)監督,中(zhong)央企業負責管(guan)(guan)內部自主分配、管(guan)(guan)預算分解落實(shi)、管(guan)(guan)具體操作執行(xing),國資(zi)委與中(zhong)央企業權責清晰、各司(si)其職。

三是進一(yi)(yi)(yi)步完(wan)善中央(yang)企(qi)(qi)業工(gong)資(zi)總額(e)與經(jing)濟(ji)效(xiao)益(yi)掛(gua)鉤決(jue)定機制(zhi)。《辦(ban)法》圍繞(rao)建(jian)立(li)健(jian)全(quan)“一(yi)(yi)(yi)適應、兩掛(gua)鉤”工(gong)資(zi)決(jue)定機制(zhi)的(de)目標(biao)要求(qiu),進行了(le)一(yi)(yi)(yi)系(xi)列重大創新。如明(ming)確了(le)中央(yang)企(qi)(qi)業工(gong)資(zi)總額(e)根(gen)據效(xiao)益(yi)決(jue)定,并按照效(xiao)率(lv)調整,進一(yi)(yi)(yi)步豐富了(le)工(gong)資(zi)與效(xiao)益(yi)掛(gua)鉤的(de)內涵,全(quan)面樹立(li)“工(gong)資(zi)是掙出(chu)來”的(de)核心理念(nian)。再比如《辦(ban)法》進一(yi)(yi)(yi)步簡(jian)化了(le)出(chu)資(zi)人根(gen)據國家要求(qiu)調控(kong)企(qi)(qi)業工(gong)資(zi)水平的(de)規定,突出(chu)了(le)出(chu)資(zi)人以管(guan)資(zi)本(ben)為主加強監管(guan)、簡(jian)政放權的(de)管(guan)理導(dao)向,釋放了(le)積(ji)極的(de)改革信號。同(tong)時,《辦(ban)法》還明(ming)確了(le)企(qi)(qi)業同(tong)口徑增(zeng)人不(bu)增(zeng)工(gong)資(zi)總額(e)、減人不(bu)減工(gong)資(zi)總額(e)的(de)有關規定,鼓勵中央(yang)企(qi)(qi)業提高用人效(xiao)率(lv)。

四是進一步(bu)強調深(shen)化企(qi)(qi)業(ye)內(nei)(nei)部(bu)分(fen)配制度改(gai)革。《辦法》在宏(hong)觀層面完善國(guo)家、企(qi)(qi)業(ye)和職工(gong)三者(zhe)工(gong)資分(fen)配關系的(de)同時(shi),強調企(qi)(qi)業(ye)作為(wei)內(nei)(nei)部(bu)分(fen)配的(de)責任主(zhu)體,應當持(chi)續深(shen)化內(nei)(nei)部(bu)三項制度改(gai)革,構建(jian)形(xing)成企(qi)(qi)業(ye)內(nei)(nei)部(bu)管(guan)理人員(yuan)能上能下、員(yuan)工(gong)能進能出、收入能增能減的(de)市(shi)場化勞動用工(gong)和收入分(fen)配管(guan)理機制,切實承擔起搞好、搞活企(qi)(qi)業(ye)內(nei)(nei)部(bu)分(fen)配的(de)職責。

五是進一步強(qiang)調(diao)工資(zi)總(zong)額(e)管(guan)理的監督檢查,明(ming)(ming)確(que)界定企業的違規責任(ren)。如明(ming)(ming)確(que)對于實(shi)施(shi)備案(an)制(zhi)(zhi)管(guan)理的企業,出現嚴重(zhong)違反國家和國資(zi)委關于收(shou)入(ru)分(fen)配有(you)關規定的,將其工資(zi)總(zong)額(e)預算管(guan)理方式由備案(an)制(zhi)(zhi)調(diao)整為(wei)核(he)準制(zhi)(zhi),確(que)保(bao)做(zuo)到(dao)權責對等。同(tong)時(shi),《辦法》明(ming)(ming)確(que)將企業工資(zi)總(zong)額(e)管(guan)理情(qing)況納(na)入(ru)各項監督檢查范圍,與審計、巡視等工作形成合力,切實(shi)保(bao)證(zheng)監管(guan)到(dao)位。

總的(de)來(lai)說,《辦法(fa)》較好地體(ti)現(xian)(xian)了(le)中(zhong)發(fa)22號(hao)文件(jian)的(de)改(gai)革要(yao)求(qiu),體(ti)現(xian)(xian)了(le)黨的(de)十九大提(ti)出(chu)的(de)堅(jian)持質(zhi)量第一(yi)、效益優(you)先的(de)發(fa)展理念,符合此(ci)前國(guo)有(you)企(qi)業改(gai)革座談會提(ti)出(chu)強化正向激(ji)勵的(de)有(you)關精(jing)神,符合中(zhong)央關于簡政放權(quan)、“放管服(fu)”的(de)改(gai)革要(yao)求(qiu),對(dui)促進中(zhong)央企(qi)業實現(xian)(xian)高質(zhi)量發(fa)展、推動國(guo)有(you)資本做強做優(you)做大,加(jia)快培育具(ju)有(you)全球競爭力的(de)世界(jie)一(yi)流(liu)企(qi)業具(ju)有(you)重要(yao)意義。

問(wen):根據新的《辦(ban)法》,中央企業(ye)職工工資總(zong)額具體如何(he)決定?

答:《辦法(fa)》于2019年(nian)在(zai)中央(yang)(yang)企(qi)業全面施行,此次(ci)對中央(yang)(yang)企(qi)業工資總額決定機制和管理制度體系進行全面改革,事關(guan)中央(yang)(yang)企(qi)業改革發展,事關(guan)廣大企(qi)業職(zhi)工切身(shen)利益,事關(guan)收入分(fen)配和諧有序,涉及面廣、政策性強、影響力(li)大。國資委將在(zai)今后一個時期,采取積(ji)極措施,統籌推進工作,確保《辦法(fa)》全面貫徹落實。

一(yi)是國(guo)資委將按照《辦法(fa)》,全(quan)面(mian)部署2019年中央企業工(gong)資總(zong)額預算(suan)管理相關工(gong)作。

二是加快相關配套文(wen)件的正式出臺。包括《辦法》中(zhong)工(gong)資(zi)決定機制的具體實施規程、備案制管(guan)理實施方案、周期制管(guan)理實施方案以及工(gong)資(zi)管(guan)理特殊事項清單等,將盡快研究出臺完整的工(gong)資(zi)管(guan)理政策體系(xi),以利企業執(zhi)行。

三是加大政(zheng)策宣貫和培(pei)(pei)(pei)訓力度。國資委將組織系列面向中(zhong)(zhong)央(yang)企(qi)業的(de)政(zheng)策培(pei)(pei)(pei)訓,通過政(zheng)策宣講、專家解(jie)讀、專題培(pei)(pei)(pei)訓等多種形式,確(que)(que)保各中(zhong)(zhong)央(yang)企(qi)業準確(que)(que)把握《辦法》精(jing)神實質,并(bing)推(tui)動中(zhong)(zhong)央(yang)企(qi)業制定和完(wan)善本企(qi)業的(de)工資總額(e)管理制度體系。

四是協(xie)同推(tui)進(jin)工資分配(pei)相關配(pei)套改(gai)(gai)革(ge)。2019年,國資委將(jiang)進(jin)一(yi)步深入推(tui)進(jin)中(zhong)(zhong)(zhong)央(yang)企業內(nei)部三項制度改(gai)(gai)革(ge)工作(zuo),加快(kuai)推(tui)進(jin)企業建立健全市場化勞動用工和(he)收(shou)入分配(pei)管理機(ji)制,持續增強企業活力與競爭力。同時,在加大(da)出(chu)資人授權改(gai)(gai)革(ge)的同時,加強對(dui)中(zhong)(zhong)(zhong)央(yang)企業工資分配(pei)合(he)規性的監督(du)檢查,強化事中(zhong)(zhong)(zhong)監測和(he)事后監督(du),確保權力放得下、接得住。
