上午好!
首(shou)先,我謹代表(biao)國務院國資委(wei)對(dui)資產評估準則(ze)(ze)體(ti)系的發布(bu)表(biao)示熱烈祝(zhu)賀。這些準則(ze)(ze)的發布(bu),標志著(zhu)我國資產評估準則(ze)(ze)體(ti)系基本形(xing)成,預(yu)示著(zhu)我國資產評估行業將進入一個新的發展時(shi)期。
隨著(zhu)我國社會(hui)主義市(shi)場經濟體(ti)制(zhi)的(de)(de)(de)(de)(de)不(bu)斷(duan)完善和國有(you)(you)(you)(you)企業(ye)改(gai)革(ge)的(de)(de)(de)(de)(de)不(bu)斷(duan)深化,資(zi)(zi)(zi)產(chan)評估(gu)行業(ye)的(de)(de)(de)(de)(de)重(zhong)(zhong)要(yao)地(di)位和作用(yong)日益(yi)凸顯(xian)。在(zai)市(shi)場經濟活動(dong)中(zhong),無可置疑,資(zi)(zi)(zi)產(chan)評估(gu)起著(zhu)保護投資(zi)(zi)(zi)者(zhe)合法權(quan)益(yi),維護經濟秩序(xu),保障公平交易的(de)(de)(de)(de)(de)重(zhong)(zhong)要(yao)作用(yong);就(jiu)市(shi)場機制(zhi)條件下國有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)保值增值來說,資(zi)(zi)(zi)產(chan)評估(gu)是國有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)督管(guan)理(li)工(gong)作不(bu)可或缺的(de)(de)(de)(de)(de)重(zhong)(zhong)要(yao)環節和基(ji)礎(chu)(chu)性工(gong)作,已(yi)成為維護國有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)合法權(quan)益(yi),推動(dong)國有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)有(you)(you)(you)(you)序(xu)流轉,防(fang)止(zhi)國有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)流失的(de)(de)(de)(de)(de)重(zhong)(zhong)要(yao)制(zhi)度保障。當然,我們(men)必(bi)(bi)須強調的(de)(de)(de)(de)(de)是,資(zi)(zi)(zi)產(chan)評估(gu)的(de)(de)(de)(de)(de)這(zhe)些(xie)作用(yong)都是建(jian)立(li)在(zai)資(zi)(zi)(zi)產(chan)評估(gu)機構的(de)(de)(de)(de)(de)獨立(li)、客觀、公正的(de)(de)(de)(de)(de)執業(ye)之上,建(jian)立(li)在(zai)評估(gu)行業(ye)準則體(ti)系完善、規范(fan)上,建(jian)立(li)在(zai)國有(you)(you)(you)(you)資(zi)(zi)(zi)產(chan)評估(gu)管(guan)理(li)工(gong)作嚴格監(jian)管(guan)體(ti)系上,建(jian)立(li)在(zai)資(zi)(zi)(zi)產(chan)評估(gu)行業(ye)的(de)(de)(de)(de)(de)健康發(fa)展基(ji)礎(chu)(chu)之上。沒有(you)(you)(you)(you)這(zhe)些(xie)必(bi)(bi)要(yao)條件,或者(zhe)是這(zhe)些(xie)條件在(zai)實際實行過程中(zhong)欠缺,就(jiu)勢必(bi)(bi)削弱其應有(you)(you)(you)(you)的(de)(de)(de)(de)(de)作用(yong),甚至會(hui)起消極或危害(hai)作用(yong),這(zhe)也正是《準則》發(fa)布的(de)(de)(de)(de)(de)意義所在(zai)。
按照黨的(de)(de)(de)(de)十七大精神,國(guo)(guo)務(wu)(wu)院國(guo)(guo)資(zi)(zi)委將(jiang)進一(yi)步深化(hua)國(guo)(guo)有(you)(you)(you)企業(ye)(ye)公(gong)司制股份制改(gai)革,優化(hua)國(guo)(guo)有(you)(you)(you)經濟布(bu)局和(he)結構(gou),推動國(guo)(guo)有(you)(you)(you)產(chan)(chan)(chan)(chan)(chan)權(quan)規范有(you)(you)(you)序流(liu)(liu)轉。這對(dui)資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)行業(ye)(ye)提(ti)出了(le)新的(de)(de)(de)(de)更高(gao)要(yao)(yao)求。為了(le)更好地發揮(hui)資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)在(zai)維護(hu)市場秩(zhi)序,保(bao)障各方合法權(quan)益(yi),防止國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)流(liu)(liu)失等方面(mian)的(de)(de)(de)(de)重要(yao)(yao)作(zuo)用,我們將(jiang)進一(yi)步加(jia)(jia)(jia)強(qiang)國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)的(de)(de)(de)(de)管(guan)理(li)工(gong)作(zuo)。一(yi)是(shi)要(yao)(yao)加(jia)(jia)(jia)大培訓力(li)(li)度,進一(yi)步提(ti)高(gao)國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)管(guan)理(li)人員的(de)(de)(de)(de)專業(ye)(ye)知識水平和(he)業(ye)(ye)務(wu)(wu)素質(zhi)(zhi)(zhi),加(jia)(jia)(jia)深對(dui)資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)準(zhun)則的(de)(de)(de)(de)理(li)解,切實提(ti)高(gao)資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)項目核(he)準(zhun)、備(bei)案的(de)(de)(de)(de)工(gong)作(zuo)質(zhi)(zhi)(zhi)量和(he)效率;二是(shi)要(yao)(yao)在(zai)《準(zhun)則》的(de)(de)(de)(de)基礎上,嚴格(ge)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)機(ji)構(gou)的(de)(de)(de)(de)相關(guan)(guan)條件,嚴格(ge)執行選(xuan)聘(pin)程(cheng)序,嚴格(ge)選(xuan)擇(ze)有(you)(you)(you)資(zi)(zi)質(zhi)(zhi)(zhi)、有(you)(you)(you)信譽、有(you)(you)(you)業(ye)(ye)務(wu)(wu)勝任能力(li)(li)的(de)(de)(de)(de)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)機(ji)構(gou);三(san)是(shi)要(yao)(yao)加(jia)(jia)(jia)大監督(du)檢(jian)查(cha)力(li)(li)度,努力(li)(li)完善評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)管(guan)理(li)工(gong)作(zuo)制度,進一(yi)步明(ming)確評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)報(bao)告(gao)審(shen)核(he)職(zhi)責(ze),細化(hua)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)備(bei)案工(gong)作(zuo)程(cheng)序,加(jia)(jia)(jia)強(qiang)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)報(bao)告(gao)檔案管(guan)理(li);四是(shi)要(yao)(yao)及(ji)時了(le)解和(he)掌握資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)機(ji)構(gou)在(zai)國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)項目中的(de)(de)(de)(de)執業(ye)(ye)情況,加(jia)(jia)(jia)強(qiang)與相關(guan)(guan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)行業(ye)(ye)主管(guan)部門(men)的(de)(de)(de)(de)溝通與協調,加(jia)(jia)(jia)大對(dui)不(bu)勤勉盡責(ze)、不(bu)執行資(zi)(zi)產(chan)(chan)(chan)(chan)(chan)評(ping)(ping)(ping)(ping)(ping)估(gu)(gu)(gu)(gu)(gu)準(zhun)則、違規執業(ye)(ye)的(de)(de)(de)(de)機(ji)構(gou)和(he)人員的(de)(de)(de)(de)查(cha)處力(li)(li)度,建立(li)和(he)完善褒(bao)獎(jiang)懲(cheng)戒及(ji)資(zi)(zi)格(ge)取消機(ji)制。
我相信,此次資產評估(gu)(gu)準則(ze)體系的(de)發(fa)(fa)布,將進一步促進提高評估(gu)(gu)行業(ye)獨立、客(ke)觀(guan)、公正執(zhi)業(ye)的(de)能力和更有(you)效地發(fa)(fa)揮資產評估(gu)(gu)行業(ye)在(zai)社(she)會主義市場經(jing)濟中(zhong)的(de)重要作用。
