關于(yu)進一步(bu)做好中央(yang)企業增收節支工(gong)作(zuo)有關事(shi)項(xiang)的通知

各中央企業:

為貫徹黨(dang)中(zhong)央、國(guo)(guo)(guo)務院關于國(guo)(guo)(guo)民(min)經濟(ji)提質增(zeng)(zeng)(zeng)效穩增(zeng)(zeng)(zeng)長(chang)的(de)(de)決(jue)策部署,落實中(zhong)央經濟(ji)工(gong)(gong)作(zuo)(zuo)會議和(he)“兩會”精(jing)神,國(guo)(guo)(guo)資委黨(dang)委決(jue)定在(zai)中(zhong)央企業(ye)開(kai)展“降本(ben)增(zeng)(zeng)(zeng)效、提質升級”主(zhu)題活動(dong),充(chong)分發揮中(zhong)央企業(ye)在(zai)國(guo)(guo)(guo)民(min)經濟(ji)發展中(zhong)的(de)(de)“國(guo)(guo)(guo)家隊(dui)”和(he)“排頭兵”作(zuo)(zuo)用。各(ge)中(zhong)央企業(ye)要(yao)圍繞主(zhu)題活動(dong),深入做好(hao)開(kai)源節流、增(zeng)(zeng)(zeng)收(shou)節支(zhi)各(ge)項(xiang)工(gong)(gong)作(zuo)(zuo),努(nu)力完(wan)成全年生產經營目標。現(xian)將(jiang)進一(yi)步(bu)做好(hao)中(zhong)央企業(ye)增(zeng)(zeng)(zeng)收(shou)節支(zhi)工(gong)(gong)作(zuo)(zuo)的(de)(de)有(you)關事項(xiang)通知如下(xia):

一、統(tong)一認識樹信(xin)(xin)心(xin)。當(dang)前,世界經濟(ji)處于(yu)深度調(diao)整之中(zhong)(zhong),復蘇(su)動(dong)力(li)不(bu)足,我國(guo)經濟(ji)下(xia)行(xing)(xing)壓(ya)力(li)加大(da),部分行(xing)(xing)業(ye)面(mian)臨(lin)市(shi)場需求不(bu)足、產(chan)能(neng)嚴(yan)(yan)重過(guo)剩、商品價格低位波動(dong)、資金與(yu)債(zhai)務(wu)等(deng)潛在(zai)風險(xian)顯性化(hua)的(de)(de)困難(nan)和(he)挑戰。一季度中(zhong)(zhong)央(yang)企(qi)業(ye)收入(ru)和(he)利潤同比雙下(xia)滑(hua),全年穩(wen)(wen)增(zeng)(zeng)長(chang)形(xing)勢嚴(yan)(yan)峻(jun)、任務(wu)艱巨。同時(shi)也應(ying)看到(dao)中(zhong)(zhong)央(yang)企(qi)業(ye)發展(zhan)面(mian)臨(lin)的(de)(de)新機遇(yu):新型工業(ye)化(hua)、信(xin)(xin)息(xi)化(hua)、城(cheng)鎮化(hua)、農業(ye)現代化(hua)持續推進,“四大(da)板(ban)塊”和(he)“三個(ge)支撐帶” 國(guo)家戰略加快實施,國(guo)家穩(wen)(wen)增(zeng)(zeng)長(chang)、調(diao)結構(gou)、促轉(zhuan)型的(de)(de)宏觀經濟(ji)政策陸續推出,中(zhong)(zhong)央(yang)企(qi)業(ye)在(zai)不(bu)少方(fang)面(mian)已經處于(yu)國(guo)際領先地位,完全有條件(jian)搭上(shang)(shang)(shang)新一輪工業(ye)革命(ming)的(de)(de)快車。各中(zhong)(zhong)央(yang)企(qi)業(ye)既要(yao)充分估計(ji)形(xing)勢和(he)面(mian)臨(lin)的(de)(de)困難(nan),又要(yao)對經濟(ji)發展(zhan)長(chang)期(qi)(qi)向好的(de)(de)基本面(mian)充滿信(xin)(xin)心(xin),在(zai)國(guo)民經濟(ji)轉(zhuan)型發展(zhan)的(de)(de)關鍵時(shi)期(qi)(qi),要(yao)把思想認識統(tong)一到(dao)黨中(zhong)(zhong)央(yang)、國(guo)務(wu)院的(de)(de)決策部署上(shang)(shang)(shang)來,以提質增(zeng)(zeng)效為(wei)中(zhong)(zhong)心(xin),以改革創新為(wei)動(dong)力(li),堅定信(xin)(xin)心(xin)、勇(yong)于(yu)擔當(dang)、頂住壓(ya)力(li)、迎(ying)難(nan)而上(shang)(shang)(shang)、立(li)足自身(shen)、不(bu)等(deng)不(bu)靠、開(kai)拓市(shi)場、降本增(zeng)(zeng)效、提質升級上(shang)(shang)(shang)狠下(xia)功夫,力(li)爭實現中(zhong)(zhong)央(yang)企(qi)業(ye)整體效益(yi)增(zeng)(zeng)長(chang)高于(yu)上(shang)(shang)(shang)年水平的(de)(de)目標,為(wei)國(guo)民經濟(ji)穩(wen)(wen)增(zeng)(zeng)長(chang)多作(zuo)貢獻。

二、開(kai)(kai)拓(tuo)市場(chang)(chang)(chang)(chang)抓機遇。要統籌用(yong)好國(guo)內、國(guo)際兩個(ge)市場(chang)(chang)(chang)(chang),加大(da)市場(chang)(chang)(chang)(chang)開(kai)(kai)拓(tuo),科學組(zu)織(zhi)生(sheng)產,進一步增(zeng)強(qiang)(qiang)盈利能(neng)力(li)(li)。一是要科學研判市場(chang)(chang)(chang)(chang)形勢,主(zhu)動(dong)(dong)適應(ying)市場(chang)(chang)(chang)(chang)和(he)(he)(he)(he)客戶需求(qiu)變(bian)化,合(he)理(li)制定經(jing)(jing)營策略,搶抓市場(chang)(chang)(chang)(chang)機遇。二是要做精市場(chang)(chang)(chang)(chang)營銷,優化營銷模(mo)式(shi)和(he)(he)(he)(he)銷售(shou)渠道(dao),鞏固(gu)盈利基礎;加快商(shang)業(ye)模(mo)式(shi)創新(xin),增(zeng)強(qiang)(qiang)市場(chang)(chang)(chang)(chang)開(kai)(kai)拓(tuo)能(neng)力(li)(li),搶抓效益穩(wen)定的(de)合(he)同訂單(dan),打造高(gao)(gao)(gao)回報(bao)率、高(gao)(gao)(gao)附加值、高(gao)(gao)(gao)技術含量的(de)新(xin)型盈利業(ye)務和(he)(he)(he)(he)特色優勢項目,提高(gao)(gao)(gao)市場(chang)(chang)(chang)(chang)競(jing)爭力(li)(li)和(he)(he)(he)(he)影(ying)響力(li)(li)。三(san)是要樹立“事先(xian)算贏”和(he)(he)(he)(he)“先(xian)算后干”理(li)念,圍繞市場(chang)(chang)(chang)(chang)需求(qiu),精細(xi)組(zu)織(zhi)生(sheng)產,不斷提升市場(chang)(chang)(chang)(chang)創利能(neng)力(li)(li),提高(gao)(gao)(gao)運行(xing)質(zhi)量。四是要積極落實國(guo)家“一帶一路(lu)”、周邊國(guo)家互聯互通(tong)、非洲(zhou)“三(san)網一化”等(deng)戰略部(bu)署(shu),拓(tuo)展海外業(ye)務,鞏固(gu)勞(lao)務商(shang)品出口、境外工(gong)程承包優勢,帶動(dong)(dong)中(zhong)國(guo)裝(zhuang)備、技術、標(biao)準“走出去”,推動(dong)(dong)國(guo)際化經(jing)(jing)營向中(zhong)高(gao)(gao)(gao)端發(fa)展。五是要加強(qiang)(qiang)產業(ye)鏈上下游企業(ye)間協(xie)同發(fa)展,加大(da)海外業(ye)務合(he)作力(li)(li)度,倡(chang)導有(you)序(xu)競(jing)爭,避免不規范惡性競(jing)爭,實現優勢互補、合(he)作共(gong)贏。

三(san)、精益(yi)管(guan)(guan)理(li)控成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)。要(yao)(yao)樹立(li)(li)一切成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)皆(jie)可控的理(li)念,運用先進的成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)管(guan)(guan)理(li)模型,分析(xi)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)構(gou)成(cheng)(cheng)(cheng)及動因,全(quan)方位開展(zhan)行業(ye)(ye)對(dui)標(biao),明(ming)確(que)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)壓控重(zhong)點(dian)和(he)(he)(he)經濟(ji)技術指標(biao)改進目(mu)標(biao),確(que)保營(ying)業(ye)(ye)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)增長(chang)低(di)(di)于營(ying)業(ye)(ye)收入(ru)(ru)增長(chang),成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)費用利(li)潤率(lv)實(shi)現(xian)穩中(zhong)有升(sheng)。一是(shi)(shi)從設計源頭入(ru)(ru)手,推進目(mu)標(biao)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)管(guan)(guan)理(li),合理(li)降(jiang)低(di)(di)產(chan)品生(sheng)(sheng)命周期成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)。二是(shi)(shi)嚴格(ge)落(luo)實(shi)依(yi)法招標(biao),規范(fan)采(cai)(cai)購(gou)管(guan)(guan)理(li),建立(li)(li)物(wu)資(zi)、工(gong)(gong)(gong)程(cheng)和(he)(he)(he)服(fu)務等集中(zhong)采(cai)(cai)購(gou)機制(zhi),集中(zhong)采(cai)(cai)購(gou)比重(zhong)要(yao)(yao)較上(shang)年明(ming)顯提(ti)(ti)升(sheng),采(cai)(cai)購(gou)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)實(shi)現(xian)明(ming)顯下降(jiang)。三(san)是(shi)(shi)不(bu)(bu)斷(duan)優化(hua)(hua)(hua)生(sheng)(sheng)產(chan)工(gong)(gong)(gong)序和(he)(he)(he)作(zuo)業(ye)(ye)流程(cheng),鼓(gu)勵采(cai)(cai)用新(xin)工(gong)(gong)(gong)藝(yi)、新(xin)材料、新(xin)技術提(ti)(ti)高(gao)(gao)國產(chan)化(hua)(hua)(hua)、智(zhi)能化(hua)(hua)(hua)裝(zhuang)備(bei)水平,提(ti)(ti)高(gao)(gao)生(sheng)(sheng)產(chan)效(xiao)率(lv)、降(jiang)低(di)(di)生(sheng)(sheng)產(chan)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)。四(si)是(shi)(shi)進一步(bu)加強產(chan)品質量(liang)控制(zhi)和(he)(he)(he)安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)管(guan)(guan)理(li),減少廢(fei)品和(he)(he)(he)返工(gong)(gong)(gong)損失,降(jiang)低(di)(di)質量(liang)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben);提(ti)(ti)高(gao)(gao)安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)意識,正確(que)處理(li)好安(an)(an)(an)全(quan)與生(sheng)(sheng)產(chan)的關系,避(bi)免發生(sheng)(sheng)重(zhong)大(da)安(an)(an)(an)全(quan)事故(gu),降(jiang)低(di)(di)安(an)(an)(an)全(quan)事故(gu)損失。五是(shi)(shi)嚴格(ge)落(luo)實(shi)工(gong)(gong)(gong)資(zi)總(zong)額和(he)(he)(he)效(xiao)益(yi)掛鉤機制(zhi),企(qi)業(ye)(ye)工(gong)(gong)(gong)資(zi)總(zong)額增幅不(bu)(bu)得超(chao)過效(xiao)益(yi)增幅,效(xiao)益(yi)下降(jiang)的企(qi)業(ye)(ye)工(gong)(gong)(gong)資(zi)總(zong)額必須下降(jiang)。六是(shi)(shi)強化(hua)(hua)(hua)全(quan)員(yuan)、全(quan)要(yao)(yao)素、全(quan)過程(cheng)成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)管(guan)(guan)控,建立(li)(li)目(mu)標(biao)明(ming)確(que)、責任(ren)清晰、考核嚴格(ge)、獎懲落(luo)實(shi)的成(cheng)(cheng)(cheng)本(ben)(ben)(ben)(ben)管(guan)(guan)理(li)責任(ren)制(zhi)。

四、壓縮(suo)開(kai)支(zhi)降費(fei)用(yong)(yong)。要(yao)(yao)大(da)力(li)弘揚艱苦奮斗、勤儉辦企業(ye)(ye)的優(you)良傳統,從嚴(yan)(yan)控制各項(xiang)(xiang)費(fei)用(yong)(yong)性開(kai)支(zhi),降低期間費(fei)用(yong)(yong)占營(ying)業(ye)(ye)收入比重。一是嚴(yan)(yan)格(ge)費(fei)用(yong)(yong)支(zhi)出(chu)(chu)預算管(guan)理(li),優(you)化項(xiang)(xiang)目、嚴(yan)(yan)控標(biao)準、嚴(yan)(yan)格(ge)審(shen)批,各類費(fei)用(yong)(yong)不得“包干(gan)”使用(yong)(yong),堅持無預算不支(zhi)出(chu)(chu)。二是開(kai)展費(fei)用(yong)(yong)支(zhi)出(chu)(chu)清理(li)與(yu)效(xiao)能評價,杜絕(jue)一切非必(bi)要(yao)(yao)開(kai)支(zhi),對(dui)必(bi)須支(zhi)出(chu)(chu)的要(yao)(yao)控制支(zhi)出(chu)(chu)規(gui)(gui)模,嚴(yan)(yan)禁(jin)鋪張浪費(fei)。三是調整優(you)化組織結構,壓縮(suo)管(guan)理(li)層級,強化業(ye)(ye)務協同(tong),整合(he)營(ying)銷(xiao)資源,優(you)化營(ying)銷(xiao)模式,大(da)力(li)壓降運行(xing)(xing)費(fei)用(yong)(yong),向管(guan)理(li)要(yao)(yao)效(xiao)益(yi)。四是嚴(yan)(yan)格(ge)執行(xing)(xing)中央“八項(xiang)(xiang)規(gui)(gui)定”要(yao)(yao)求,嚴(yan)(yan)控差旅費(fei)、會議費(fei)、業(ye)(ye)務招(zhao)待(dai)(dai)費(fei)用(yong)(yong)等支(zhi)出(chu)(chu),負責人(ren)履職(zhi)待(dai)(dai)遇和(he)業(ye)(ye)務支(zhi)出(chu)(chu)不得增長。五是嚴(yan)(yan)格(ge)規(gui)(gui)范對(dui)外捐贈,除搶險(xian)救(jiu)災等突發性專項(xiang)(xiang)支(zhi)出(chu)(chu)外,效(xiao)益(yi)下滑企業(ye)(ye)捐贈規(gui)(gui)模原(yuan)則上不超過上年水平;結合(he)國家(jia)減輕企業(ye)(ye)負擔(dan)工作部(bu)署,堅決(jue)抵(di)制不合(he)理(li)的收費(fei)、攤(tan)派和(he)贊助行(xing)(xing)為(wei)。

五(wu)(wu)、高(gao)效融(rong)(rong)(rong)通用資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)。要(yao)(yao)(yao)(yao)繼續堅持“現(xian)金(jin)(jin)(jin)(jin)(jin)為王”,深入推進(jin)資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)精益化管理(li)(li),合理(li)(li)控(kong)制(zhi)債(zhai)(zhai)(zhai)務(wu)規模,加快資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)內部融(rong)(rong)(rong)通,努(nu)力(li)(li)降(jiang)(jiang)低(di)資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)成本(ben)。一(yi)是要(yao)(yao)(yao)(yao)嚴(yan)格(ge)控(kong)制(zhi)帶(dai)息負(fu)債(zhai)(zhai)(zhai)規模,優化負(fu)債(zhai)(zhai)(zhai)結構,理(li)(li)性(xing)評估財(cai)務(wu)杠桿邊界,資(zi)(zi)產(chan)負(fu)債(zhai)(zhai)(zhai)率(lv)高(gao)的(de)(de)企(qi)業(ye)(ye)要(yao)(yao)(yao)(yao)減量控(kong)制(zhi)帶(dai)息負(fu)債(zhai)(zhai)(zhai),保持穩健(jian)的(de)(de)財(cai)務(wu)結構。二是要(yao)(yao)(yao)(yao)努(nu)力(li)(li)降(jiang)(jiang)低(di)資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)成本(ben),優選融(rong)(rong)(rong)資(zi)(zi)對象(xiang)和(he)融(rong)(rong)(rong)資(zi)(zi)方式,合理(li)(li)搭(da)配長(chang)短期、本(ben)外幣、直間接、債(zhai)(zhai)(zhai)股權等(deng)(deng)各種(zhong)融(rong)(rong)(rong)資(zi)(zi)手段,探(tan)索嘗試資(zi)(zi)產(chan)證券化、產(chan)業(ye)(ye)基金(jin)(jin)(jin)(jin)(jin)等(deng)(deng)創新(xin)融(rong)(rong)(rong)資(zi)(zi)工具(ju),實現(xian)多渠道(dao)低(di)成本(ben)融(rong)(rong)(rong)資(zi)(zi)。三是要(yao)(yao)(yao)(yao)加強(qiang)資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)集(ji)中(zhong)管理(li)(li),充(chong)分(fen)(fen)利用財(cai)務(wu)公司、資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)結算中(zhong)心等(deng)(deng)平臺(tai),連通境內外資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)池,擴大資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)集(ji)中(zhong)范圍,提(ti)高(gao)資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)集(ji)中(zhong)度(du),減少(shao)資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)沉(chen)淀,加快資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)(rong)通。四是要(yao)(yao)(yao)(yao)強(qiang)化現(xian)金(jin)(jin)(jin)(jin)(jin)流(liu)管理(li)(li),確保資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)及時足額(e)到賬(zhang),做(zuo)到應收(shou)盡收(shou)、顆粒(li)歸倉,努(nu)力(li)(li)實現(xian)收(shou)入、效益和(he)凈(jing)現(xian)金(jin)(jin)(jin)(jin)(jin)流(liu)量的(de)(de)同步(bu)增長(chang)。五(wu)(wu)是要(yao)(yao)(yao)(yao)積極(ji)穩妥(tuo)利用金(jin)(jin)(jin)(jin)(jin)融(rong)(rong)(rong)工具(ju)套期保值,對沖匯率(lv)、利率(lv)波動風(feng)險(xian),嚴(yan)禁(jin)投機。六是要(yao)(yao)(yao)(yao)確保資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)安全,嚴(yan)禁(jin)開展各種(zhong)形式無(wu)正常商業(ye)(ye)實質(zhi)的(de)(de)融(rong)(rong)(rong)資(zi)(zi)性(xing)業(ye)(ye)務(wu),嚴(yan)格(ge)大額(e)資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)聯(lian)簽和(he)不(bu)相容崗位分(fen)(fen)離制(zhi)度(du),堵塞資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)管理(li)(li)漏洞(dong),嚴(yan)禁(jin)設(she)立“小(xiao)金(jin)(jin)(jin)(jin)(jin)庫”,杜絕違規使用、挪用資(zi)(zi)金(jin)(jin)(jin)(jin)(jin)。

七、盤(pan)活存(cun)量(liang)提效(xiao)(xiao)(xiao)(xiao)能。要嚴(yan)格控(kong)(kong)制、清(qing)理(li)(li)壓(ya)縮“兩金(jin)”占(zhan)(zhan)用規模,加(jia)(jia)大(da)內(nei)部資(zi)(zi)源(yuan)(yuan)(yuan)整(zheng)合力(li)度,加(jia)(jia)快清(qing)理(li)(li)低(di)(di)(di)效(xiao)(xiao)(xiao)(xiao)無(wu)效(xiao)(xiao)(xiao)(xiao)資(zi)(zi)產(chan),盤(pan)活存(cun)量(liang)提升資(zi)(zi)產(chan)效(xiao)(xiao)(xiao)(xiao)能。一是(shi)(shi)從源(yuan)(yuan)(yuan)頭上(shang)加(jia)(jia)強“兩金(jin)”管(guan)控(kong)(kong),嚴(yan)格信用管(guan)理(li)(li)、嚴(yan)控(kong)(kong)新增(zeng)欠款規模,從嚴(yan)核定存(cun)貨實物(wu)量(liang)和(he)(he)價值(zhi)量(liang)占(zhan)(zhan)用標準,嚴(yan)防超(chao)額放賬(zhang)、超(chao)量(liang)庫存(cun)。二是(shi)(shi)全面清(qing)理(li)(li)清(qing)收現(xian)有應收賬(zhang)款和(he)(he)存(cun)貨,集(ji)中催繳(jiao)以前年度欠款,加(jia)(jia)快處置積壓(ya)存(cun)貨,確保應收賬(zhang)款周轉(zhuan)(zhuan)率(lv)、存(cun)貨周轉(zhuan)(zhuan)率(lv)優(you)于上(shang)年。三是(shi)(shi)深(shen)化內(nei)部資(zi)(zi)源(yuan)(yuan)(yuan)重組(zu),用好近期出(chu)臺的兼并重組(zu)稅收支持政策,推動相關子企業整(zheng)合發展,提高業務協(xie)同和(he)(he)資(zi)(zi)源(yuan)(yuan)(yuan)使用效(xiao)(xiao)(xiao)(xiao)率(lv)。四是(shi)(shi)加(jia)(jia)大(da)資(zi)(zi)本運作(zuo)力(li)度,推動資(zi)(zi)產(chan)證(zheng)券化,用好市值(zhi)管(guan)理(li)(li)手段,盤(pan)活上(shang)市公司資(zi)(zi)源(yuan)(yuan)(yuan),實現(xian)資(zi)(zi)產(chan)價值(zhi)最大(da)化。五是(shi)(shi)強化低(di)(di)(di)效(xiao)(xiao)(xiao)(xiao)無(wu)效(xiao)(xiao)(xiao)(xiao)資(zi)(zi)產(chan)處置變現(xian),積極(ji)處置長期不分紅、收益低(di)(di)(di)、無(wu)戰略安排的投資(zi)(zi),堅決退出(chu)盈利差、管(guan)控(kong)(kong)難、無(wu)協(xie)同優(you)勢的非(fei)主業經營業務,全面、按時完成國資(zi)(zi)委部署(shu)的低(di)(di)(di)效(xiao)(xiao)(xiao)(xiao)無(wu)效(xiao)(xiao)(xiao)(xiao)資(zi)(zi)產(chan)清(qing)理(li)(li)處置任務。
