——在全國國資委系統指導監督工作座談會上的講話

  這次會(hui)(hui)議(yi)(yi)(yi)(yi)(yi)是在(zai)(zai)全(quan)國(guo)國(guo)資(zi)委系(xi)統認(ren)真學習貫(guan)徹(che)黨的(de)(de)十八大和(he)(he)中(zhong)央(yang)經(jing)濟工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)(yi)(yi)(yi)(yi)精神(shen)的(de)(de)背景下(xia)召開的(de)(de)一次重(zhong)(zhong)要(yao)會(hui)(hui)議(yi)(yi)(yi)(yi)(yi)。會(hui)(hui)議(yi)(yi)(yi)(yi)(yi)的(de)(de)主(zhu)要(yao)任務(wu)是:貫(guan)徹(che)落實(shi)黨的(de)(de)十八大和(he)(he)中(zhong)央(yang)經(jing)濟工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)(yi)(yi)(yi)(yi)精神(shen)以及全(quan)國(guo)國(guo)有(you)資(zi)產(chan)監(jian)(jian)督(du)管理工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)(yi)(yi)(yi)(yi)的(de)(de)部署,回顧總結一年多來(lai)國(guo)資(zi)委系(xi)統指(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)新(xin)進展(zhan)和(he)(he)新(xin)成效,研(yan)究明確下(xia)一階段指(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)重(zhong)(zhong)點任務(wu)和(he)(he)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)要(yao)求。國(guo)務(wu)院(yuan)國(guo)資(zi)委對(dui)(dui)這次會(hui)(hui)議(yi)(yi)(yi)(yi)(yi)高度重(zhong)(zhong)視,在(zai)(zai)前(qian)不(bu)久召開的(de)(de)全(quan)國(guo)國(guo)有(you)資(zi)產(chan)監(jian)(jian)督(du)管理工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)(yi)(yi)(yi)(yi)上,國(guo)資(zi)委主(zhu)任、黨委書(shu)記王勇(yong)同志代表國(guo)資(zi)委黨委充分肯定了指(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)取得的(de)(de)成效。針對(dui)(dui)本次會(hui)(hui)議(yi)(yi)(yi)(yi)(yi),王勇(yong)同志專門就深入(ru)開展(zhan)指(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)和(he)(he)進一步推(tui)動構建國(guo)資(zi)監(jian)(jian)管大格(ge)局提出了明確要(yao)求。大家(jia)要(yao)深刻領會(hui)(hui),認(ren)真落實(shi)。下(xia)面,我(wo)講三(san)點意見(jian)。

  一(yi)、國資(zi)委系統指(zhi)導監督工(gong)作取得了新(xin)的進展和成效

  福州會(hui)議以來,各級(ji)國(guo)資(zi)(zi)委緊(jin)緊(jin)圍繞“國(guo)資(zi)(zi)監管上新水平、國(guo)企發(fa)展上新臺階”的(de)“兩新目標”,牢(lao)牢(lao)把(ba)握“指導、溝通、交流(liu)、服務”的(de)指導監督(du)工作原則(ze),勇(yong)于開拓實踐(jian),做了大量卓有成效的(de)工作。

  一是指導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)組(zu)織領(ling)(ling)導(dao)(dao)明顯(xian)加強。各級(ji)(ji)國(guo)資委(wei)重(zhong)視將指導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)擺上重(zhong)要(yao)議事日程。32個省(sheng)級(ji)(ji)國(guo)資委(wei)普(pu)遍成立(li)了指導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu),其中20個省(sheng)級(ji)(ji)國(guo)資委(wei)由主要(yao)領(ling)(ling)導(dao)(dao)擔任組(zu)長。江(jiang)西(xi)、福建(jian)等(deng)省(sheng)的大部(bu)分地(di)市(shi)(shi)(shi)級(ji)(ji)國(guo)資委(wei)也成立(li)了指導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)領(ling)(ling)導(dao)(dao)小(xiao)組(zu)。北京、云(yun)南(nan)等(deng)省(sheng)市(shi)(shi)(shi)國(guo)資委(wei)領(ling)(ling)導(dao)(dao)班(ban)子全體成員集體出席(xi)本地(di)區指導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)專題(ti)會議。河(he)南(nan)、黑龍江(jiang)、內(nei)蒙等(deng)地(di)國(guo)資委(wei)建(jian)立(li)了委(wei)領(ling)(ling)導(dao)(dao)定點(dian)聯系督導(dao)(dao)制(zhi)度。許多地(di)方國(guo)資委(wei)建(jian)立(li)了指導(dao)(dao)監(jian)督工(gong)作(zuo)(zuo)重(zhong)大問(wen)題(ti)協調(diao)機制(zhi)。陜西(xi)省(sheng)國(guo)資委(wei)主要(yao)領(ling)(ling)導(dao)(dao)專門(men)赴有關地(di)市(shi)(shi)(shi),與市(shi)(shi)(shi)委(wei)、市(shi)(shi)(shi)政府領(ling)(ling)導(dao)(dao)反(fan)復溝(gou)(gou)通(tong)協調(diao),使在機構改革中被撤(che)銷(xiao)的地(di)市(shi)(shi)(shi)國(guo)資委(wei)得以恢復。湖(hu)南(nan)省(sheng)國(guo)資委(wei)主要(yao)領(ling)(ling)導(dao)(dao)積極與省(sheng)編(bian)辦溝(gou)(gou)通(tong)協調(diao),確保市(shi)(shi)(shi)州國(guo)資委(wei)在機構改革中“直屬特(te)設機構性質不改變,人員編(bian)制(zhi)不減少,職能配置不弱化”。

  二是指(zhi)(zhi)導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)規劃(hua)(hua)(hua)逐步落實。國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)連續三年(nian)印(yin)發了年(nian)度指(zhi)(zhi)導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)計(ji)(ji)劃(hua)(hua)(hua),2012年(nian)將計(ji)(ji)劃(hua)(hua)(hua)具體分解細化為39項工(gong)作(zuo)(zuo)。北(bei)京、天津(jin)、四川等(deng)許多(duo)省(sheng)級國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)重(zhong)視制(zhi)訂本地(di)區指(zhi)(zhi)導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)長(chang)遠規劃(hua)(hua)(hua)和(he)年(nian)度計(ji)(ji)劃(hua)(hua)(hua),明(ming)(ming)確(que)總體思路和(he)重(zhong)點(dian)任務。遼寧、云南、貴州等(deng)省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)還(huan)將完善國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)管(guan)(guan)理體制(zhi)、推動經(jing)營性國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)集中(zhong)統(tong)一監(jian)(jian)管(guan)(guan)等(deng)指(zhi)(zhi)導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)任務,寫入了地(di)方“十(shi)二五”規劃(hua)(hua)(hua)綱(gang)要(yao)或政府工(gong)作(zuo)(zuo)報告。不少地(di)方國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)進一步明(ming)(ming)確(que)指(zhi)(zhi)導(dao)(dao)監(jian)(jian)督(du)(du)工(gong)作(zuo)(zuo)的重(zhong)點(dian)和(he)步驟。湖北(bei)省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)提出2012年(nian)要(yao)重(zhong)點(dian)“健(jian)全(quan)(quan)組織機(ji)(ji)構(gou)(gou)體系、健(jian)全(quan)(quan)指(zhi)(zhi)導(dao)(dao)監(jian)(jian)督(du)(du)體系、健(jian)全(quan)(quan)基礎管(guan)(guan)理體系、健(jian)全(quan)(quan)全(quan)(quan)覆蓋體系”。陜(shan)西省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)擬(ni)訂了“確(que)保機(ji)(ji)構(gou)(gou)、完成單設(she)、實現(xian)特設(she)”的“三步走(zou)”計(ji)(ji)劃(hua)(hua)(hua),指(zhi)(zhi)導(dao)(dao)推動地(di)市級國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)機(ji)(ji)構(gou)(gou)建設(she)。

  三是(shi)指(zhi)(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)信息(xi)渠道進一步暢通。各級國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)加(jia)大指(zhi)(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)信息(xi)交(jiao)(jiao)流(liu)力度。國(guo)(guo)務院(yuan)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)辦公廳在《國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)交(jiao)(jiao)流(liu)》中編發地(di)(di)方國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)專(zhuan)題,約請各省(sheng)級國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)主要負責(ze)同(tong)志(zhi)(zhi)介紹本(ben)地(di)(di)特(te)色做(zuo)法;監(jian)(jian)事會工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)局(ju)(ju)通過《國(guo)(guo)企監(jian)(jian)事會工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)》雜志(zhi)(zhi),逐省(sheng)(市、區(qu))介紹深化監(jian)(jian)事會工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)(de)經驗(yan)和(he)成效;法規局(ju)(ju)繼續編發地(di)(di)方工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)簡報,并(bing)在委(wei)(wei)機(ji)關網站上(shang)開辟了(le)(le)專(zhuan)欄(lan)。天津、江蘇、重慶、甘肅等地(di)(di)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)創辦了(le)(le)指(zhi)(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)簡報、刊物(wu)、網站專(zhuan)欄(lan),搭建(jian)了(le)(le)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)交(jiao)(jiao)流(liu)平(ping)(ping)(ping)臺(tai)(tai)。國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)系(xi)統(tong)還利用網絡平(ping)(ping)(ping)臺(tai)(tai)提(ti)高指(zhi)(zhi)導(dao)監(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)信息(xi)化水平(ping)(ping)(ping)。國(guo)(guo)務院(yuan)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)評價(jia)局(ju)(ju)建(jian)立(li)了(le)(le)地(di)(di)方國(guo)(guo)有企業、國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)系(xi)統(tong)監(jian)(jian)管(guan)企業和(he)國(guo)(guo)有上(shang)市公司(si)的(de)(de)數(shu)據庫(ku);產(chan)(chan)權(quan)局(ju)(ju)建(jian)立(li)了(le)(le)覆蓋(gai)全(quan)國(guo)(guo)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)機(ji)構的(de)(de)產(chan)(chan)權(quan)登記、產(chan)(chan)權(quan)交(jiao)(jiao)易等產(chan)(chan)權(quan)管(guan)理信息(xi)系(xi)統(tong);收益局(ju)(ju)建(jian)立(li)了(le)(le)國(guo)(guo)有資(zi)(zi)(zi)本(ben)經營預(yu)算工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)信息(xi)系(xi)統(tong)。浙江省(sheng)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)構建(jian)了(le)(le)覆蓋(gai)全(quan)省(sheng)的(de)(de)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)信息(xi)網絡平(ping)(ping)(ping)臺(tai)(tai),做(zuo)到“共享監(jian)(jian)管(guan)資(zi)(zi)(zi)源、凝聚監(jian)(jian)管(guan)合力”。

  四是(shi)指導監督工(gong)作(zuo)途徑方法不(bu)斷豐富。國(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)宣傳局(ju)聯合(he)上海、廣東(dong)、江(jiang)西(xi)等省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)市(shi)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei),共同(tong)舉(ju)辦(ban)“中央企(qi)業(ye)先(xian)進精神巡回報告會”;紀委(wei)(wei)(wei)(wei)(wei)(wei)監察(cha)局(ju)邀請(qing)(qing)全國(guo)(guo)(guo)(guo)省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)級(ji)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)加入中央企(qi)業(ye)懲防體(ti)系(xi)建(jian)(jian)設(she)促(cu)進組(zu)。浙江(jiang)、江(jiang)蘇等省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)主動(dong)爭取省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)政府(fu)轉發(fa)了(le)加強縣級(ji)國(guo)(guo)(guo)(guo)資監管工(gong)作(zuo)的意見(jian),為(wei)指導縣級(ji)經(jing)(jing)營性(xing)國(guo)(guo)(guo)(guo)有資產實(shi)現(xian)“全覆蓋、全過程、全方位(wei)”監管提供了(le)政策(ce)依據。廣西(xi)自治區國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)組(zu)織(zhi)開展了(le)對地(di)市(shi)級(ji)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)建(jian)(jian)章立(li)制、執行(xing)政策(ce)法規制度情況(kuang)的集中檢查。一(yi)年多(duo)來,不(bu)少地(di)方國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)積極探索建(jian)(jian)立(li)指導監督工(gong)作(zuo)聯系(xi)點制度。湖(hu)北(bei)省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)選(xuan)(xuan)擇(ze)13個縣級(ji)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei),河(he)南省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)選(xuan)(xuan)擇(ze)10個省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)直(zhi)管試點縣,深入推廣“建(jian)(jian)設(she)大國(guo)(guo)(guo)(guo)資、打造大平(ping)臺、配置大資源”的經(jing)(jing)驗。一(yi)些省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)級(ji)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)還嘗試建(jian)(jian)立(li)對下(xia)級(ji)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)的考核評(ping)價機(ji)制。山東(dong)、江(jiang)西(xi)等省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)把體(ti)制完善、國(guo)(guo)(guo)(guo)資監管等專(zhuan)項工(gong)作(zuo)作(zuo)為(wei)主要指標,組(zu)織(zhi)開展了(le)對地(di)市(shi)級(ji)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)的考核評(ping)價。云南省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)資委(wei)(wei)(wei)(wei)(wei)(wei)報請(qing)(qing)省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)委(wei)(wei)(wei)(wei)(wei)(wei)、省(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)(sheng)政府(fu)同(tong)意,將16個州(zhou)市(shi)國(guo)(guo)(guo)(guo)資監管工(gong)作(zuo)納(na)入當地(di)政府(fu)業(ye)績(ji)考核范(fan)疇(chou)。

  總體來看,經(jing)過(guo)國(guo)資委系統一年多的共同(tong)努力,全國(guo)指(zhi)導監督工作取(qu)得了新(xin)的進展和成效(xiao)。突(tu)出(chu)表現在:

  經(jing)營(ying)性(xing)(xing)國(guo)(guo)有(you)資(zi)(zi)(zi)產集(ji)中(zhong)(zhong)統一(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)邁出新步伐。根據27個省(sheng)(sheng)級國(guo)(guo)資(zi)(zi)(zi)委(wei)的(de)統計數(shu)據,2011年與(yu)2010年相比,14個省(sheng)(sheng)級國(guo)(guo)資(zi)(zi)(zi)委(wei)的(de)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)覆蓋(gai)面有(you)所擴(kuo)(kuo)大,湖(hu)北、海南等地監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)覆蓋(gai)面擴(kuo)(kuo)大了(le)5個百分點(dian)以上。繼4個直轄(xia)市實現監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)全覆蓋(gai)之后,山東、河北、江蘇、寧夏、青島等近20個省(sheng)(sheng)市國(guo)(guo)資(zi)(zi)(zi)委(wei)的(de)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)覆蓋(gai)面超過或接近90%。長沙、鄭州、聊城(cheng)等市實現了(le)全覆蓋(gai)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)。上海、廣(guang)州等經(jing)濟發達地區的(de)大部分區縣(xian)也(ye)基(ji)本(ben)實現了(le)經(jing)營(ying)性(xing)(xing)國(guo)(guo)有(you)資(zi)(zi)(zi)產集(ji)中(zhong)(zhong)統一(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)。特(te)定行業和領(ling)域經(jing)營(ying)性(xing)(xing)國(guo)(guo)有(you)資(zi)(zi)(zi)產集(ji)中(zhong)(zhong)統一(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)取得一(yi)定突破。廣(guang)西、內蒙(meng)古、昆明、沈(shen)陽等地國(guo)(guo)資(zi)(zi)(zi)委(wei)將金融企業納(na)入監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)范(fan)圍,深圳等地國(guo)(guo)資(zi)(zi)(zi)委(wei)將文化(hua)、科技企業納(na)入監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)范(fan)圍,陜西省(sheng)(sheng)國(guo)(guo)資(zi)(zi)(zi)委(wei)將事業單位改制企業納(na)入監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)(guan)范(fan)圍。

  地(di)市(shi)和縣級(ji)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體制(zhi)出現積極變化(hua)。前(qian)幾年比較(jiao)嚴(yan)重的(de)地(di)市(shi)級(ji)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)被撤并(bing)或行政(zheng)(zheng)化(hua)現象得到有(you)效(xiao)緩解。湖南(nan)、廣西、浙(zhe)江(jiang)等(deng)省全部地(di)市(shi)單獨設(she)立(li)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei),并(bing)保(bao)持直屬(shu)特(te)設(she)機構(gou)(gou)性(xing)質。四川(chuan)省國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)指導(dao)推動20個市(shi)州單獨組建(jian)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)。廣東、云(yun)南(nan)、江(jiang)西等(deng)省國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)指導(dao)推動地(di)市(shi)級(ji)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機構(gou)(gou)建(jian)設(she),使有(you)的(de)地(di)市(shi)新(xin)設(she)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei),有(you)的(de)恢復(fu)了(le)(le)被撤并(bing)的(de)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei),有(you)的(de)重新(xin)明(ming)確(que)(que)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)的(de)直屬(shu)特(te)設(she)機構(gou)(gou)性(xing)質。從縣級(ji)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)情況(kuang)看,責(ze)任(ren)主(zhu)(zhu)體加(jia)快落實(shi)。安徽、江(jiang)西等(deng)省90%左右的(de)區(qu)(qu)縣確(que)(que)定了(le)(le)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機構(gou)(gou)。湖北98%的(de)區(qu)(qu)縣明(ming)確(que)(que)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)責(ze)任(ren)主(zhu)(zhu)體,其中有(you)的(de)作為(wei)縣級(ji)政(zheng)(zheng)府(fu)直屬(shu)特(te)設(she)機構(gou)(gou)。海南(nan)等(deng)不(bu)少(shao)地(di)方也(ye)有(you)一(yi)些區(qu)(qu)縣新(xin)設(she)立(li)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)。深圳在(zai)大(da)部門(men)(men)制(zhi)改革(ge)、機構(gou)(gou)大(da)幅精簡的(de)背景下,穩固(gu)了(le)(le)各區(qu)(qu)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)的(de)設(she)置(zhi)。在(zai)地(di)市(shi)和縣級(ji)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)責(ze)任(ren)主(zhu)(zhu)體加(jia)快明(ming)確(que)(que)的(de)同時(shi),國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機構(gou)(gou)的(de)職(zhi)責(ze)也(ye)隨之得到調整充實(shi)。陜西省不(bu)少(shao)地(di)市(shi)政(zheng)(zheng)府(fu)公布(bu)了(le)(le)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)企業名單。大(da)連、廈門(men)(men)、煙臺(tai)、珠海等(deng)地(di)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)(wei)比較(jiao)完整地(di)落實(shi)了(le)(le)國(guo)(guo)有(you)資(zi)(zi)(zi)本收益職(zhi)責(ze)。許多縣級(ji)政(zheng)(zheng)府(fu)將自然資(zi)(zi)(zi)源類資(zi)(zi)(zi)產明(ming)確(que)(que)交由國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機構(gou)(gou)管(guan)(guan)(guan)(guan)(guan)理。

  地(di)(di)(di)方(fang)(fang)(fang)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監管(guan)工(gong)(gong)(gong)作(zuo)普遍深(shen)化(hua)。河北等地(di)(di)(di)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)通(tong)過(guo)指(zhi)導(dao)監督工(gong)(gong)(gong)作(zuo)的(de)開展(zhan)(zhan),切實(shi)加強(qiang)(qiang)(qiang)本(ben)地(di)(di)(di)區國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)統(tong)建設,突出(chu)“管(guan)戰略(lve)、明主業(ye)、定規劃、嚴(yan)考核”的(de)監管(guan)重點,完善了(le)(le)(le)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監管(guan)工(gong)(gong)(gong)作(zuo)閉環鏈條。許多地(di)(di)(di)方(fang)(fang)(fang)重視通(tong)過(guo)政(zheng)策法規加強(qiang)(qiang)(qiang)指(zhi)導(dao)監督工(gong)(gong)(gong)作(zuo)。西藏自(zi)治區國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)制定了(le)(le)(le)監管(guan)企(qi)(qi)業(ye)重大事(shi)項核準備案目錄。天(tian)津、山東等地(di)(di)(di)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)健全了(le)(le)(le)重要子(zi)企(qi)(qi)業(ye)和(he)(he)境外(wai)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監管(guan)制度,使(shi)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)監管(guan)工(gong)(gong)(gong)作(zuo)更為規范。湖南、寧夏(xia)、新疆兵團(tuan)等地(di)(di)(di)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)借鑒國(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)做法,加快(kuai)了(le)(le)(le)規范董事(shi)會建設。隨著指(zhi)導(dao)監督工(gong)(gong)(gong)作(zuo)的(de)全面展(zhan)(zhan)開,各地(di)(di)(di)國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)產監管(guan)工(gong)(gong)(gong)作(zuo)的(de)針對(dui)(dui)性和(he)(he)有效性也得到增強(qiang)(qiang)(qiang)。江蘇省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)堅(jian)持推動企(qi)(qi)業(ye)做強(qiang)(qiang)(qiang)主業(ye),連(lian)續4年對(dui)(dui)不(bu)符合國(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)發展(zhan)(zhan)方(fang)(fang)(fang)向、不(bu)屬于企(qi)(qi)業(ye)主業(ye)的(de)資(zi)(zi)(zi)(zi)(zi)(zi)產進行清理整合退出(chu)。吉(ji)林、內蒙古(gu)、青(qing)海、青(qing)島、寧波等地(di)(di)(di)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)在全系(xi)統(tong)強(qiang)(qiang)(qiang)調(diao)依托和(he)(he)挖掘地(di)(di)(di)方(fang)(fang)(fang)資(zi)(zi)(zi)(zi)(zi)(zi)源(yuan)、品牌優(you)勢(shi),加大促進地(di)(di)(di)方(fang)(fang)(fang)特色產業(ye)和(he)(he)優(you)勢(shi)企(qi)(qi)業(ye)轉型(xing)升級。山東省國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)積極指(zhi)導(dao)推動監管(guan)企(qi)(qi)業(ye)重組調(diao)整,通(tong)過(guo)重組調(diao)整加快(kuai)實(shi)現“資(zi)(zi)(zi)(zi)(zi)(zi)本(ben)調(diao)優(you)、規模調(diao)大、主業(ye)調(diao)精、整體調(diao)強(qiang)(qiang)(qiang)”的(de)戰略(lve)目標。

  回顧國(guo)(guo)(guo)資(zi)委(wei)系(xi)統(tong)開展(zhan)指導(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)三(san)年(nian)實踐,在(zai)(zai)(zai)各級國(guo)(guo)(guo)資(zi)委(wei)的(de)(de)(de)努力下(xia),實現(xian)了(le)五個推(tui)(tui)動(dong):一(yi)是(shi)(shi)推(tui)(tui)動(dong)了(le)地(di)(di)(di)方(fang)國(guo)(guo)(guo)有(you)(you)資(zi)產監(jian)(jian)(jian)(jian)管(guan)體制的(de)(de)(de)完(wan)善;二是(shi)(shi)推(tui)(tui)動(dong)了(le)地(di)(di)(di)方(fang)國(guo)(guo)(guo)資(zi)委(wei)依法履行出資(zi)人(ren)職責;三(san)是(shi)(shi)推(tui)(tui)動(dong)了(le)國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)大格局(ju)的(de)(de)(de)形成(cheng);四是(shi)(shi)推(tui)(tui)動(dong)了(le)地(di)(di)(di)方(fang)做(zuo)強(qiang)做(zuo)優(you)(you)優(you)(you)勢特色企業(ye);五是(shi)(shi)推(tui)(tui)動(dong)了(le)地(di)(di)(di)方(fang)國(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)(zuo)隊伍素質的(de)(de)(de)提升。在(zai)(zai)(zai)充分(fen)肯定成(cheng)績的(de)(de)(de)同時,我們也要(yao)清醒(xing)地(di)(di)(di)認識到,當前(qian)指導(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)仍然存(cun)在(zai)(zai)(zai)一(yi)些不(bu)(bu)(bu)容忽視的(de)(de)(de)薄弱環(huan)節(jie)和問題。比如,國(guo)(guo)(guo)資(zi)委(wei)系(xi)統(tong)指導(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)進展(zhan)明顯不(bu)(bu)(bu)平(ping)衡(heng),少(shao)數(shu)地(di)(di)(di)方(fang)開展(zhan)指導(dao)監(jian)(jian)(jian)(jian)督(du)存(cun)在(zai)(zai)(zai)畏難情緒,工(gong)(gong)作(zuo)(zuo)力度不(bu)(bu)(bu)夠;有(you)(you)的(de)(de)(de)地(di)(di)(di)方(fang)國(guo)(guo)(guo)資(zi)委(wei)在(zai)(zai)(zai)指導(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)中(zhong)重點不(bu)(bu)(bu)突出,工(gong)(gong)作(zuo)(zuo)措(cuo)施流于(yu)形式,針對(dui)性不(bu)(bu)(bu)強(qiang);還有(you)(you)的(de)(de)(de)地(di)(di)(di)方(fang)國(guo)(guo)(guo)資(zi)委(wei)綜合(he)指導(dao)與專業(ye)指導(dao)相互脫節(jie),未能(neng)形成(cheng)指導(dao)監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)(zuo)的(de)(de)(de)合(he)力。這些問題需(xu)要(yao)我們在(zai)(zai)(zai)下(xia)一(yi)步工(gong)(gong)作(zuo)(zuo)中(zhong)認真加以解決。

  二、深入推進指導監督工作的重點任務

  (二)進一步(bu)完善企業國(guo)有資產監(jian)管法規制度體系(xi)。

  健全(quan)企(qi)業(ye)國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)法(fa)規(gui)(gui)(gui)制(zhi)(zhi)度(du)(du)(du)(du)(du)體(ti)系(xi)(xi)(xi),是推動完(wan)善(shan)新體(ti)制(zhi)(zhi)的重要(yao)(yao)抓手。黨(dang)的十(shi)(shi)八大(da)報(bao)告強調指(zhi)出(chu),“要(yao)(yao)把制(zhi)(zhi)度(du)(du)(du)(du)(du)建設擺在(zai)突出(chu)位(wei)置”,“構建系(xi)(xi)(xi)統(tong)(tong)完(wan)備(bei)、科學(xue)規(gui)(gui)(gui)范(fan)、運行(xing)有(you)(you)效的制(zhi)(zhi)度(du)(du)(du)(du)(du)體(ti)系(xi)(xi)(xi),使各方面制(zhi)(zhi)度(du)(du)(du)(du)(du)更加成熟更加定(ding)型(xing)。”這說明,要(yao)(yao)完(wan)善(shan)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)體(ti)制(zhi)(zhi),應(ying)當更加重視法(fa)規(gui)(gui)(gui)制(zhi)(zhi)度(du)(du)(du)(du)(du)建設。近十(shi)(shi)年(nian)來,經(jing)過國(guo)資(zi)(zi)(zi)委系(xi)(xi)(xi)統(tong)(tong)的共同努(nu)力(li),在(zai)立法(fa)機關支持(chi)下,以(yi)(yi)《企(qi)業(ye)國(guo)有(you)(you)資(zi)(zi)(zi)產法(fa)》為(wei)龍頭,以(yi)(yi)《企(qi)業(ye)國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)(jian)督管(guan)理(li)暫行(xing)條例(li)》為(wei)基礎,以(yi)(yi)國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)規(gui)(gui)(gui)章(zhang)、規(gui)(gui)(gui)范(fan)性(xing)文(wen)件為(wei)主要(yao)(yao)內容的企(qi)業(ye)國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)法(fa)規(gui)(gui)(gui)制(zhi)(zhi)度(du)(du)(du)(du)(du)體(ti)系(xi)(xi)(xi)已經(jing)基本形成。下一步在(zai)深入開展指(zhi)導監(jian)(jian)督工作中(zhong),要(yao)(yao)適應(ying)完(wan)善(shan)新體(ti)制(zhi)(zhi)的需要(yao)(yao),更加注重總結監(jian)(jian)管(guan)體(ti)制(zhi)(zhi)改革的經(jing)驗(yan),并(bing)將經(jing)驗(yan)上(shang)升為(wei)制(zhi)(zhi)度(du)(du)(du)(du)(du)。要(yao)(yao)學(xue)習(xi)湖北、山東等(deng)省的好做法(fa),加快推動各地抓緊出(chu)臺地方企(qi)業(ye)國(guo)有(you)(you)資(zi)(zi)(zi)產監(jian)(jian)管(guan)條例(li),不斷探索健全(quan)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)各種制(zhi)(zhi)度(du)(du)(du)(du)(du)規(gui)(gui)(gui)范(fan)。要(yao)(yao)適時(shi)組織對(dui)現有(you)(you)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)規(gui)(gui)(gui)章(zhang)、規(gui)(gui)(gui)范(fan)性(xing)文(wen)件的清理(li),明確“立、改、廢”的要(yao)(yao)求,努(nu)力(li)為(wei)各級國(guo)資(zi)(zi)(zi)委行(xing)權履責提供成熟完(wan)備(bei)的制(zhi)(zhi)度(du)(du)(du)(du)(du)依(yi)據。

  (三)不斷(duan)完(wan)善國資監管組織(zhi)體(ti)系和工作體(ti)系。

  推動完(wan)善國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)組織(zhi)體(ti)系(xi)和(he)工(gong)(gong)作(zuo)體(ti)系(xi),是開(kai)展指導(dao)(dao)監(jian)(jian)(jian)督工(gong)(gong)作(zuo)的一項基(ji)本(ben)內容。要繼(ji)(ji)續推動地(di)市(shi)單獨(du)設(she)(she)立國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)機構(gou)(gou)。沒有(you)設(she)(she)立國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)機構(gou)(gou)的地(di)市(shi),要力(li)爭通過三(san)年(nian)努(nu)力(li)全部予以(yi)設(she)(she)立。縣(xian)(xian)級國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)要全面實現明確責任(ren)主體(ti),并(bing)推動國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)數(shu)量較大、具備條件(jian)的縣(xian)(xian)設(she)(she)立國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)機構(gou)(gou)。要繼(ji)(ji)續深入探索國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)作(zuo)規律,鼓勵從各(ge)地(di)實際情況(kuang)出發,針對當(dang)前國(guo)(guo)(guo)資(zi)(zi)委行權履責存在的突(tu)出矛盾和(he)問題,突(tu)出國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)作(zuo)重點。要進一步充實完(wan)善以(yi)主業核(he)定、業績考核(he)、薪酬(chou)分(fen)配(pei)、企業領導(dao)(dao)人員任(ren)免和(he)財務(wu)評價、產(chan)權管(guan)(guan)(guan)理(li)、監(jian)(jian)(jian)事會監(jian)(jian)(jian)督、風險管(guan)(guan)(guan)控為主線的國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)作(zuo)閉環,加快健全全國(guo)(guo)(guo)統一的企業國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)基(ji)礎(chu)管(guan)(guan)(guan)理(li)工(gong)(gong)作(zuo)體(ti)系(xi),大力(li)提高(gao)國(guo)(guo)(guo)資(zi)(zi)基(ji)礎(chu)管(guan)(guan)(guan)理(li)工(gong)(gong)作(zuo)水平,不斷增強(qiang)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)作(zuo)效率(lv)。

  推進經(jing)營(ying)性國(guo)有(you)(you)資(zi)(zi)產集(ji)中統一(yi)監(jian)管(guan),是在(zai)市場經(jing)濟條件下實(shi)現(xian)更(geng)大范圍、更(geng)高層(ceng)次、更(geng)廣領域優化配置國(guo)有(you)(you)資(zi)(zi)源(yuan)的(de)(de)(de)客(ke)觀需要(yao),也是更(geng)好(hao)地(di)遵循市場經(jing)濟規律和(he)企(qi)業發展規律的(de)(de)(de)必然(ran)(ran)要(yao)求。當前,要(yao)密切(qie)關(guan)(guan)注特(te)定行業和(he)領域新(xin)(xin)一(yi)輪國(guo)有(you)(you)資(zi)(zi)產管(guan)理體(ti)制改革情況,盡可能避(bi)免對(dui)現(xian)行國(guo)資(zi)(zi)監(jian)管(guan)體(ti)制產生負(fu)面(mian)影響。要(yao)繼(ji)續探(tan)索對(dui)地(di)方金(jin)融(rong)、文化、自(zi)然(ran)(ran)資(zi)(zi)源(yuan)等(deng)領域經(jing)營(ying)性國(guo)有(you)(you)資(zi)(zi)產的(de)(de)(de)監(jian)管(guan),按照(zhao)政(zheng)(zheng)(zheng)企(qi)分(fen)(fen)開(kai)(kai)、政(zheng)(zheng)(zheng)資(zi)(zi)分(fen)(fen)開(kai)(kai)原則(ze),積極主(zhu)動向(xiang)地(di)方黨(dang)委、政(zheng)(zheng)(zheng)府提出有(you)(you)關(guan)(guan)改革的(de)(de)(de)意見、建議(yi),做(zuo)好(hao)與有(you)(you)關(guan)(guan)部(bu)門的(de)(de)(de)溝(gou)通協調,不(bu)斷健全國(guo)有(you)(you)資(zi)(zi)產出資(zi)(zi)人制度,防止出現(xian)“多(duo)龍治資(zi)(zi)”、條塊分(fen)(fen)割的(de)(de)(de)格局。要(yao)以維護、鞏固、完善新(xin)(xin)體(ti)制為目標,審慎(shen)探(tan)索直接(jie)持股、股權代持、委托監(jian)管(guan)等(deng)形式(shi),不(bu)斷創新(xin)(xin)國(guo)資(zi)(zi)委行權履責、加(jia)強監(jian)管(guan)的(de)(de)(de)有(you)(you)效途(tu)徑和(he)方式(shi)。

  (五)著(zhu)力打(da)造地方國有優(you)勢特色企業(ye)。

  (六)深入構(gou)建(jian)國資監(jian)管(guan)大格(ge)局。

  在(zai)(zai)國資(zi)(zi)(zi)委(wei)系統推(tui)動(dong)(dong)構建(jian)國資(zi)(zi)(zi)監(jian)(jian)管(guan)大(da)格(ge)局,是(shi)國務(wu)院(yuan)國資(zi)(zi)(zi)委(wei)作(zuo)(zuo)出的(de)(de)(de)(de)一項重(zhong)(zhong)要(yao)戰略(lve)部(bu)署(shu)。一年(nian)多來,各地(di)(di)在(zai)(zai)推(tui)動(dong)(dong)構建(jian)國資(zi)(zi)(zi)監(jian)(jian)管(guan)大(da)格(ge)局方面,取得了良(liang)好(hao)效(xiao)果。下一步(bu),要(yao)突出抓好(hao)“三(san)(san)個著力(li)”:一是(shi)著力(li)推(tui)動(dong)(dong)本地(di)(di)區國有(you)(you)資(zi)(zi)(zi)產(chan)的(de)(de)(de)(de)集中優(you)(you)化(hua)配置。要(yao)把本地(di)(di)區的(de)(de)(de)(de)國有(you)(you)資(zi)(zi)(zi)產(chan)和(he)(he)中央企(qi)(qi)業、兄弟(di)省市在(zai)(zai)本地(di)(di)區的(de)(de)(de)(de)國有(you)(you)資(zi)(zi)(zi)產(chan)放在(zai)(zai)一個大(da)平(ping)臺上(shang)(shang)進行(xing)優(you)(you)化(hua)配置,使這些國有(you)(you)資(zi)(zi)(zi)產(chan)在(zai)(zai)本地(di)(di)區形(xing)成更(geng)大(da)的(de)(de)(de)(de)競爭(zheng)(zheng)優(you)(you)勢。二是(shi)著力(li)深化(hua)央地(di)(di)合(he)(he)作(zuo)(zuo)和(he)(he)區域合(he)(he)作(zuo)(zuo)。要(yao)注意(yi)完善央地(di)(di)合(he)(he)作(zuo)(zuo)的(de)(de)(de)(de)協調機制,以(yi)出資(zi)(zi)(zi)關(guan)系為基礎,充(chong)分尊重(zhong)(zhong)市場規(gui)律(lv),深入做(zuo)好(hao)合(he)(he)作(zuo)(zuo)項目(mu)的(de)(de)(de)(de)研(yan)究(jiu)論證,避免重(zhong)(zhong)復建(jian)設和(he)(he)資(zi)(zi)(zi)源浪費,不(bu)搞“拉郎(lang)配”。要(yao)正確處理好(hao)“借梯上(shang)(shang)樓”與(yu)(yu)自我發展(zhan)的(de)(de)(de)(de)關(guan)系,把引入外(wai)(wai)部(bu)資(zi)(zi)(zi)源與(yu)(yu)做(zuo)強做(zuo)優(you)(you)本地(di)(di)企(qi)(qi)業有(you)(you)機結合(he)(he)起來。三(san)(san)是(shi)著力(li)創造有(you)(you)利于國有(you)(you)企(qi)(qi)業改革發展(zhan)的(de)(de)(de)(de)良(liang)好(hao)環(huan)境。具(ju)體來說,要(yao)做(zuo)好(hao)以(yi)下工作(zuo)(zuo):對(dui)上(shang)(shang)要(yao)加強請示匯(hui)報,主動(dong)(dong)爭(zheng)(zheng)取當地(di)(di)黨政主要(yao)領導(dao)的(de)(de)(de)(de)重(zhong)(zhong)視與(yu)(yu)支持(chi);對(dui)外(wai)(wai)要(yao)積(ji)極(ji)做(zuo)好(hao)與(yu)(yu)有(you)(you)關(guan)部(bu)門的(de)(de)(de)(de)溝通協調,努(nu)力(li)形(xing)成支持(chi)國資(zi)(zi)(zi)國企(qi)(qi)改革發展(zhan)的(de)(de)(de)(de)共識(shi)和(he)(he)合(he)(he)力(li);對(dui)下要(yao)積(ji)極(ji)做(zuo)好(hao)指導(dao)和(he)(he)服務(wu),為監(jian)(jian)管(guan)企(qi)(qi)業和(he)(he)下級國資(zi)(zi)(zi)委(wei)提供方向指引和(he)(he)撐腰支持(chi);對(dui)社會(hui)要(yao)積(ji)極(ji)做(zuo)好(hao)輿(yu)論宣傳,努(nu)力(li)創造全(quan)社會(hui)支持(chi)國資(zi)(zi)(zi)國企(qi)(qi)改革發展(zhan)的(de)(de)(de)(de)良(liang)好(hao)外(wai)(wai)部(bu)環(huan)境;對(dui)內(nei)要(yao)積(ji)極(ji)做(zuo)好(hao)實踐(jian)總結和(he)(he)理論研(yan)究(jiu),不(bu)斷提高國資(zi)(zi)(zi)監(jian)(jian)管(guan)工作(zuo)(zuo)能力(li)和(he)(he)水平(ping)。

  三、 扎實(shi)做(zuo)好指導(dao)監督(du)工作的幾點要求(qiu)

  今年(nian)是全面貫徹黨(dang)的(de)(de)十八大(da)(da)精神(shen)的(de)(de)開局之年(nian),也是落實(shi)“十二五(wu)”指(zhi)導監督(du)工作主要(yao)(yao)任(ren)務(wu)的(de)(de)重要(yao)(yao)一(yi)年(nian)。各(ge)地國(guo)資(zi)委(wei)要(yao)(yao)根據黨(dang)的(de)(de)十八大(da)(da)和中央經濟(ji)工作會議精神(shen),按照全國(guo)國(guo)資(zi)監管工作會議的(de)(de)要(yao)(yao)求(qiu),立足本地實(shi)際,努力將指(zhi)導監督(du)工作推向深入。在這里(li),我提(ti)出五(wu)點(dian)要(yao)(yao)求(qiu):

  (一) 進一步提高深入開展指導監(jian)督(du)工作重要性的認識(shi)。

  上(shang)(shang)(shang)(shang)級國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)對下(xia)級政府的(de)國(guo)(guo)(guo)(guo)(guo)有(you)資產監(jian)(jian)管(guan)工(gong)作進行(xing)指導(dao)和(he)監(jian)(jian)督(du),是國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)承擔的(de)一(yi)(yi)項法定(ding)職(zhi)(zhi)(zhi)責(ze)(ze),也(ye)是維護國(guo)(guo)(guo)(guo)(guo)有(you)資產“國(guo)(guo)(guo)(guo)(guo)家所(suo)有(you)”的(de)一(yi)(yi)項重要(yao)(yao)制度安(an)排。應當強調,國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)系統(tong)(tong)(tong)承擔的(de)出資人職(zhi)(zhi)(zhi)責(ze)(ze)和(he)面上(shang)(shang)(shang)(shang)監(jian)(jian)管(guan)職(zhi)(zhi)(zhi)責(ze)(ze),是緊(jin)密聯系、有(you)機統(tong)(tong)(tong)一(yi)(yi)的(de)。衡量和(he)評價國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)工(gong)作成效,不(bu)僅要(yao)(yao)看出資人職(zhi)(zhi)(zhi)責(ze)(ze)履行(xing)得好(hao)不(bu)好(hao),還(huan)要(yao)(yao)看面上(shang)(shang)(shang)(shang)監(jian)(jian)管(guan)的(de)指導(dao)監(jian)(jian)督(du)職(zhi)(zhi)(zhi)責(ze)(ze)履行(xing)得好(hao)不(bu)好(hao)。這(zhe)兩方(fang)面工(gong)作同(tong)等重要(yao)(yao)、缺(que)一(yi)(yi)不(bu)可。各地(di)國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)一(yi)(yi)定(ding)要(yao)(yao)認(ren)真貫徹(che)落實黨的(de)十(shi)(shi)八大精神,自覺將指導(dao)監(jian)(jian)督(du)工(gong)作放(fang)到(dao)(dao)推(tui)動完善國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管(guan)體制的(de)重要(yao)(yao)舉(ju)措(cuo)上(shang)(shang)(shang)(shang)來認(ren)識(shi),放(fang)到(dao)(dao)確保(bao)全(quan)國(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)資監(jian)(jian)管(guan)政策協調統(tong)(tong)(tong)一(yi)(yi)的(de)高度上(shang)(shang)(shang)(shang)來認(ren)識(shi),放(fang)到(dao)(dao)保(bao)障實現“十(shi)(shi)二(er)五(wu)”時期國(guo)(guo)(guo)(guo)(guo)資國(guo)(guo)(guo)(guo)(guo)企(qi)改革發展(zhan)“兩新目(mu)標”的(de)迫(po)切需(xu)要(yao)(yao)上(shang)(shang)(shang)(shang)來認(ren)識(shi),放(fang)到(dao)(dao)進一(yi)(yi)步加強國(guo)(guo)(guo)(guo)(guo)資委(wei)(wei)系統(tong)(tong)(tong)自身建設的(de)內在要(yao)(yao)求上(shang)(shang)(shang)(shang)來認(ren)識(shi)。

  (二)全面(mian)落實指(zhi)導(dao)監(jian)督工作各項規定和制(zhi)度(du)要(yao)求。

  各地(di)國(guo)(guo)資(zi)(zi)(zi)(zi)委要(yao)(yao)(yao)繼(ji)續(xu)按照(zhao)《地(di)方(fang)國(guo)(guo)有資(zi)(zi)(zi)(zi)產監管工(gong)作指(zhi)導(dao)(dao)(dao)監督(du)(du)辦法(fa)》(國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)(zi)委令第25號(hao)),進(jin)一步明確指(zhi)導(dao)(dao)(dao)監督(du)(du)工(gong)作的(de)主要(yao)(yao)(yao)職責(ze)和(he)要(yao)(yao)(yao)求。要(yao)(yao)(yao)認真執行立(li)法(fa)備案、依法(fa)實施督(du)(du)查和(he)重(zhong)大事項報告等規(gui)定(ding),切(qie)實做到(dao)下級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委制定(ding)的(de)規(gui)范(fan)性文件(jian),及時(shi)報送上級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委備案;下級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委機構設置(zhi)、監管范(fan)圍(wei)發(fa)生重(zhong)大變動(dong)等情況(kuang),及時(shi)報告上級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委。要(yao)(yao)(yao)嚴格(ge)按照(zhao)指(zhi)導(dao)(dao)(dao)監督(du)(du)工(gong)作事項和(he)方(fang)式的(de)規(gui)定(ding),認真履行好國(guo)(guo)資(zi)(zi)(zi)(zi)監管工(gong)作中(zhong)逐級(ji)監督(du)(du)職責(ze),對一些地(di)方(fang)出現的(de)不符合改革方(fang)向和(he)國(guo)(guo)資(zi)(zi)(zi)(zi)監管政策法(fa)律(lv)規(gui)定(ding)的(de)做法(fa),上級(ji)國(guo)(guo)資(zi)(zi)(zi)(zi)委應(ying)當及時(shi)與當地(di)政府及國(guo)(guo)資(zi)(zi)(zi)(zi)委溝通協調,提出改進(jin)的(de)意見和(he)建議(yi)。

  (三(san))切實搞好(hao)綜合(he)指導和專業指導的協(xie)調(diao)聯動。

  指(zhi)導監(jian)(jian)督工(gong)(gong)(gong)作(zuo)涉及面(mian)(mian)廣、綜合(he)(he)性(xing)(xing)強。各地國資(zi)(zi)委要(yao)進一步將(jiang)綜合(he)(he)指(zhi)導和專(zhuan)業(ye)(ye)指(zhi)導有(you)機結合(he)(he)起(qi)來,充分(fen)調(diao)動兩(liang)個方面(mian)(mian)的(de)積極性(xing)(xing)。綜合(he)(he)指(zhi)導要(yao)以推(tui)動完善國資(zi)(zi)監(jian)(jian)管體制、加快實現經營性(xing)(xing)國有(you)資(zi)(zi)產集中統(tong)一監(jian)(jian)管、指(zhi)導地方發揮(hui)國有(you)經濟主導作(zuo)用等為重(zhong)點,牽(qian)(qian)頭制定年度指(zhi)導監(jian)(jian)督工(gong)(gong)(gong)作(zuo)計劃,組(zu)織落實各項(xiang)工(gong)(gong)(gong)作(zuo)任務(wu)(wu),及時總(zong)結分(fen)析面(mian)(mian)上(shang)情況(kuang),注(zhu)意發揮(hui)綜合(he)(he)歸(gui)口、協(xie)調(diao)服(fu)(fu)務(wu)(wu)的(de)作(zuo)用。專(zhuan)業(ye)(ye)指(zhi)導要(yao)按(an)照本業(ye)(ye)務(wu)(wu)領(ling)域(yu)(yu)的(de)職(zhi)責分(fen)工(gong)(gong)(gong),細化(hua)和規范專(zhuan)業(ye)(ye)工(gong)(gong)(gong)作(zuo)流程,強化(hua)全系統(tong)專(zhuan)業(ye)(ye)培訓(xun),宣(xuan)傳學習好本業(ye)(ye)務(wu)(wu)領(ling)域(yu)(yu)的(de)新政策和新要(yao)求,不斷推(tui)進國資(zi)(zi)監(jian)(jian)管專(zhuan)業(ye)(ye)領(ling)域(yu)(yu)工(gong)(gong)(gong)作(zuo)的(de)深化(hua)和提(ti)(ti)高。要(yao)按(an)照提(ti)(ti)高工(gong)(gong)(gong)作(zuo)效率和執行力的(de)要(yao)求,優化(hua)指(zhi)導監(jian)(jian)督工(gong)(gong)(gong)作(zuo)的(de)職(zhi)能配置,綜合(he)(he)歸(gui)口處(chu)室要(yao)大(da)膽(dan)牽(qian)(qian)頭,切實履(lv)行好匯總(zong)信息、綜合(he)(he)指(zhi)導、協(xie)調(diao)服(fu)(fu)務(wu)(wu)等職(zhi)責,注(zhu)意凝聚工(gong)(gong)(gong)作(zuo)合(he)(he)力,整合(he)(he)業(ye)(ye)務(wu)(wu)資(zi)(zi)源,避免單兵作(zuo)戰。有(you)關業(ye)(ye)務(wu)(wu)處(chu)室要(yao)立足國資(zi)(zi)監(jian)(jian)管全局,按(an)照指(zhi)導監(jian)(jian)督工(gong)(gong)(gong)作(zuo)的(de)統(tong)一部(bu)署(shu),積極開展(zhan)國資(zi)(zi)監(jian)(jian)管各項(xiang)專(zhuan)業(ye)(ye)工(gong)(gong)(gong)作(zuo),提(ti)(ti)高指(zhi)導監(jian)(jian)督專(zhuan)業(ye)(ye)工(gong)(gong)(gong)作(zuo)水平。

  (四)進一(yi)步增(zeng)強(qiang)指(zhi)導監(jian)督工(gong)作的針(zhen)對性和有效性。

  指導監督工(gong)作(zuo)開展得(de)(de)好(hao)不(bu)好(hao),很大(da)程度上(shang)取(qu)決(jue)于我們工(gong)作(zuo)的(de)(de)(de)(de)(de)(de)針對性(xing)和(he)有效(xiao)性(xing)。各地國(guo)(guo)資(zi)(zi)委(wei)要(yao)緊(jin)緊(jin)圍繞“十二五(wu)”國(guo)(guo)資(zi)(zi)監管的(de)(de)(de)(de)(de)(de)主要(yao)任(ren)務(wu)和(he)重(zhong)點(dian)問題(ti),結合(he)本地區實(shi)際,注意分階段(duan)選擇一兩個重(zhong)點(dian),力爭實(shi)現重(zhong)點(dian)突(tu)破。要(yao)不(bu)斷豐富工(gong)作(zuo)手(shou)段(duan),采取(qu)召開片區座談會、出(chu)(chu)臺規范(fan)性(xing)文(wen)件、與下(xia)級政府溝(gou)通(tong)協調等形式,及時指導、幫助下(xia)級國(guo)(guo)資(zi)(zi)委(wei)解(jie)決(jue)工(gong)作(zuo)中遇到(dao)(dao)的(de)(de)(de)(de)(de)(de)突(tu)出(chu)(chu)問題(ti)。要(yao)進(jin)一步搭建和(he)完善(shan)網(wang)絡、簡報、期刊等信息交流(liu)平臺,及時總結交流(liu)國(guo)(guo)資(zi)(zi)監管的(de)(de)(de)(de)(de)(de)好(hao)做法、好(hao)經驗,擴(kuo)大(da)先進(jin)典型的(de)(de)(de)(de)(de)(de)示范(fan)效(xiao)應(ying)。要(yao)切實(shi)轉(zhuan)變指導監督工(gong)作(zuo)的(de)(de)(de)(de)(de)(de)作(zuo)風,加強調查研究,主動(dong)到(dao)(dao)工(gong)作(zuo)難度大(da)、困難問題(ti)多的(de)(de)(de)(de)(de)(de)下(xia)級國(guo)(guo)資(zi)(zi)委(wei)了解(jie)情況(kuang),掌握第一手(shou)材(cai)料,取(qu)得(de)(de)工(gong)作(zuo)的(de)(de)(de)(de)(de)(de)主動(dong)權。

  (五)繼續加強指導監督工作隊伍建設(she)。

  指導監(jian)督工(gong)作(zuo)任務(wu)(wu)繁重(zhong),政(zheng)策性(xing)強,協(xie)調服務(wu)(wu)要(yao)求高,必須把加(jia)強隊(dui)(dui)伍(wu)建設放(fang)到重(zhong)要(yao)位(wei)置(zhi)。從事指導監(jian)督工(gong)作(zuo)的(de)同(tong)志,一(yi)定要(yao)自覺學(xue)習、掌握國資(zi)(zi)(zi)監(jian)管體制改(gai)革的(de)基(ji)本政(zheng)策和法(fa)律(lv)規定,全面了(le)解國企改(gai)革、國資(zi)(zi)(zi)監(jian)管各項(xiang)業務(wu)(wu)工(gong)作(zuo),不斷提(ti)高做(zuo)好(hao)指導監(jian)督工(gong)作(zuo)的(de)綜合素質(zhi)。各地國資(zi)(zi)(zi)委要(yao)鼓(gu)勵(li)開(kai)展系統內干部(bu)雙向掛職交流,注意(yi)學(xue)習兄(xiong)弟(di)省市先進經驗(yan),拓(tuo)寬工(gong)作(zuo)視野(ye)和思(si)路(lu),加(jia)快(kuai)培養一(yi)批指導監(jian)督工(gong)作(zuo)的(de)業務(wu)(wu)骨(gu)干。要(yao)積極創造條件,充實(shi)隊(dui)(dui)伍(wu)力(li)量(liang),保持隊(dui)(dui)伍(wu)穩定,努力(li)為做(zuo)好(hao)指導監(jian)督工(gong)作(zuo)提(ti)供可(ke)靠的(de)隊(dui)(dui)伍(wu)保障。

  這里(li),我(wo)還(huan)要強調一(yi)(yi)下國(guo)有(you)企業(ye)列入世貿(mao)組織《政府(fu)采購協(xie)議(yi)》(GPA)出(chu)價(jia)的(de)研(yan)究工(gong)作。《政府(fu)采購協(xie)議(yi)》(GPA)是WTO的(de)一(yi)(yi)項諸邊協(xie)議(yi),宗旨是促進成員(yuan)方開放政府(fu)采購市場,擴大國(guo)際(ji)貿(mao)易。加入GPA,是我(wo)國(guo)入世時(shi)作出(chu)的(de)鄭重承諾(nuo)。希望(wang)各地國(guo)資委(wei)高度重視,認(ren)真組織好(hao)相關工(gong)作。
