堅持國有資產監管體制改革正確方向
努力把指導監督地方國資工作推向深入
——在全國國資委系統指導監督工作座談會上的講話

這(zhe)次(ci)(ci)會(hui)(hui)議(yi)是在(zai)全國(guo)國(guo)資(zi)委(wei)(wei)系(xi)統(tong)認真學習貫徹黨的(de)(de)(de)十八大(da)和(he)中(zhong)央經濟(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)精神(shen)的(de)(de)(de)背景下召開(kai)的(de)(de)(de)一(yi)次(ci)(ci)重要(yao)會(hui)(hui)議(yi)。會(hui)(hui)議(yi)的(de)(de)(de)主(zhu)要(yao)任(ren)務是:貫徹落(luo)實(shi)黨的(de)(de)(de)十八大(da)和(he)中(zhong)央經濟(ji)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)精神(shen)以及全國(guo)國(guo)有資(zi)產監(jian)(jian)督(du)(du)管(guan)(guan)理工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)的(de)(de)(de)部署(shu),回(hui)顧總(zong)結一(yi)年(nian)多來國(guo)資(zi)委(wei)(wei)系(xi)統(tong)指導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)新進(jin)展(zhan)和(he)新成效,研(yan)究明確下一(yi)階段指導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)重點(dian)任(ren)務和(he)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)要(yao)求。國(guo)務院國(guo)資(zi)委(wei)(wei)對這(zhe)次(ci)(ci)會(hui)(hui)議(yi)高(gao)度重視,在(zai)前(qian)不久召開(kai)的(de)(de)(de)全國(guo)國(guo)有資(zi)產監(jian)(jian)督(du)(du)管(guan)(guan)理工(gong)(gong)(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)上,國(guo)資(zi)委(wei)(wei)主(zhu)任(ren)、黨委(wei)(wei)書記王(wang)勇同志(zhi)代表(biao)國(guo)資(zi)委(wei)(wei)黨委(wei)(wei)充(chong)分肯(ken)定了指導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)取得的(de)(de)(de)成效。針對本次(ci)(ci)會(hui)(hui)議(yi),王(wang)勇同志(zhi)專門(men)就深入開(kai)展(zhan)指導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)和(he)進(jin)一(yi)步推動構建國(guo)資(zi)監(jian)(jian)管(guan)(guan)大(da)格局(ju)提出(chu)了明確要(yao)求。大(da)家要(yao)深刻領會(hui)(hui),認真落(luo)實(shi)。下面,我(wo)講三(san)點(dian)意(yi)見。
一、國資委系(xi)統(tong)指導監督工作(zuo)取得(de)了新的進展和成效
福州(zhou)會議(yi)以來(lai),各級國(guo)資(zi)委緊緊圍繞“國(guo)資(zi)監管上(shang)新水平(ping)、國(guo)企發展上(shang)新臺階”的“兩新目標”,牢(lao)牢(lao)把握“指(zhi)導(dao)、溝通(tong)、交流、服務(wu)”的指(zhi)導(dao)監督工(gong)作原則,勇于開(kai)拓實踐,做了大量卓(zhuo)有成(cheng)效(xiao)的工(gong)作。
一是指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)組(zu)織領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)明(ming)顯加強(qiang)。各級國(guo)資(zi)(zi)(zi)委(wei)重視(shi)將指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)擺(bai)上重要議事(shi)日程。32個省級國(guo)資(zi)(zi)(zi)委(wei)普(pu)遍成(cheng)立了(le)指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)小組(zu),其(qi)中20個省級國(guo)資(zi)(zi)(zi)委(wei)由(you)主(zhu)(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)擔(dan)任(ren)組(zu)長。江西(xi)、福建(jian)等省的大(da)部分地(di)(di)市(shi)級國(guo)資(zi)(zi)(zi)委(wei)也成(cheng)立了(le)指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)小組(zu)。北京、云南等省市(shi)國(guo)資(zi)(zi)(zi)委(wei)領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)班(ban)子全體成(cheng)員集體出(chu)席本地(di)(di)區(qu)指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)專題會議。河南、黑龍江、內蒙等地(di)(di)國(guo)資(zi)(zi)(zi)委(wei)建(jian)立了(le)委(wei)領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)定點聯系督(du)(du)(du)導(dao)(dao)(dao)(dao)(dao)制(zhi)度。許多地(di)(di)方國(guo)資(zi)(zi)(zi)委(wei)建(jian)立了(le)指(zhi)導(dao)(dao)(dao)(dao)(dao)監(jian)(jian)督(du)(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)重大(da)問(wen)題協(xie)調(diao)機(ji)(ji)制(zhi)。陜(shan)西(xi)省國(guo)資(zi)(zi)(zi)委(wei)主(zhu)(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)專門赴(fu)有關地(di)(di)市(shi),與市(shi)委(wei)、市(shi)政府領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)反(fan)復溝(gou)通協(xie)調(diao),使在機(ji)(ji)構(gou)改革(ge)中被撤銷的地(di)(di)市(shi)國(guo)資(zi)(zi)(zi)委(wei)得以(yi)恢復。湖南省國(guo)資(zi)(zi)(zi)委(wei)主(zhu)(zhu)要領(ling)(ling)(ling)(ling)導(dao)(dao)(dao)(dao)(dao)積極與省編辦(ban)溝(gou)通協(xie)調(diao),確保市(shi)州(zhou)國(guo)資(zi)(zi)(zi)委(wei)在機(ji)(ji)構(gou)改革(ge)中“直屬特設(she)機(ji)(ji)構(gou)性質不改變,人員編制(zhi)不減少,職能(neng)配(pei)置不弱化”。
二是指導(dao)監(jian)督工(gong)作(zuo)(zuo)規劃(hua)逐步(bu)(bu)落(luo)實(shi)。國(guo)(guo)務(wu)院國(guo)(guo)資(zi)委(wei)(wei)連續(xu)三年(nian)印發了年(nian)度(du)指導(dao)監(jian)督工(gong)作(zuo)(zuo)計(ji)劃(hua),2012年(nian)將計(ji)劃(hua)具體分解(jie)細化為39項(xiang)工(gong)作(zuo)(zuo)。北京、天津、四川等許多省級國(guo)(guo)資(zi)委(wei)(wei)重(zhong)視(shi)制訂(ding)本地(di)區指導(dao)監(jian)督工(gong)作(zuo)(zuo)長遠規劃(hua)和年(nian)度(du)計(ji)劃(hua),明(ming)確總體思路和重(zhong)點(dian)任務(wu)。遼(liao)寧、云南、貴(gui)州等省國(guo)(guo)資(zi)委(wei)(wei)還將完(wan)善國(guo)(guo)有資(zi)產管(guan)理體制、推(tui)(tui)動經營(ying)性國(guo)(guo)有資(zi)產集中統一監(jian)管(guan)等指導(dao)監(jian)督工(gong)作(zuo)(zuo)任務(wu),寫入了地(di)方(fang)“十(shi)二五(wu)”規劃(hua)綱要(yao)(yao)或政府工(gong)作(zuo)(zuo)報(bao)告。不少(shao)地(di)方(fang)國(guo)(guo)資(zi)委(wei)(wei)進一步(bu)(bu)明(ming)確指導(dao)監(jian)督工(gong)作(zuo)(zuo)的重(zhong)點(dian)和步(bu)(bu)驟。湖北省國(guo)(guo)資(zi)委(wei)(wei)提出2012年(nian)要(yao)(yao)重(zhong)點(dian)“健全(quan)組織機(ji)(ji)構(gou)體系、健全(quan)指導(dao)監(jian)督體系、健全(quan)基礎管(guan)理體系、健全(quan)全(quan)覆蓋體系”。陜西省國(guo)(guo)資(zi)委(wei)(wei)擬訂(ding)了“確保機(ji)(ji)構(gou)、完(wan)成(cheng)單設(she)(she)、實(shi)現特設(she)(she)”的“三步(bu)(bu)走”計(ji)劃(hua),指導(dao)推(tui)(tui)動地(di)市級國(guo)(guo)資(zi)委(wei)(wei)機(ji)(ji)構(gou)建(jian)設(she)(she)。
三是(shi)指(zhi)導監(jian)(jian)(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)信(xin)息渠道進一步暢通(tong)。各級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)加大指(zhi)導監(jian)(jian)(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)信(xin)息交流(liu)力(li)度。國(guo)(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)辦公廳在(zai)《國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)工(gong)(gong)(gong)作(zuo)(zuo)交流(liu)》中編(bian)發地方國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)專(zhuan)題,約請各省(sheng)級(ji)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)主要負(fu)責同志介紹本地特色做(zuo)法(fa);監(jian)(jian)(jian)(jian)事會(hui)(hui)工(gong)(gong)(gong)作(zuo)(zuo)局(ju)通(tong)過(guo)《國(guo)(guo)(guo)(guo)(guo)(guo)企監(jian)(jian)(jian)(jian)事會(hui)(hui)工(gong)(gong)(gong)作(zuo)(zuo)》雜志,逐(zhu)省(sheng)(市(shi)、區)介紹深化監(jian)(jian)(jian)(jian)事會(hui)(hui)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)經(jing)(jing)驗(yan)和成效(xiao);法(fa)規局(ju)繼續編(bian)發地方工(gong)(gong)(gong)作(zuo)(zuo)簡報,并在(zai)委(wei)(wei)機關網(wang)站上開(kai)辟(pi)了(le)(le)(le)(le)專(zhuan)欄(lan)。天津、江(jiang)蘇、重慶、甘肅等地國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)創辦了(le)(le)(le)(le)指(zhi)導監(jian)(jian)(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)簡報、刊物、網(wang)站專(zhuan)欄(lan),搭建(jian)了(le)(le)(le)(le)工(gong)(gong)(gong)作(zuo)(zuo)交流(liu)平(ping)臺。國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)系(xi)(xi)統還利用網(wang)絡(luo)平(ping)臺提高指(zhi)導監(jian)(jian)(jian)(jian)督(du)(du)工(gong)(gong)(gong)作(zuo)(zuo)信(xin)息化水平(ping)。國(guo)(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)評價(jia)局(ju)建(jian)立(li)了(le)(le)(le)(le)地方國(guo)(guo)(guo)(guo)(guo)(guo)有(you)企業、國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)系(xi)(xi)統監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)企業和國(guo)(guo)(guo)(guo)(guo)(guo)有(you)上市(shi)公司的(de)(de)數據庫;產權(quan)(quan)局(ju)建(jian)立(li)了(le)(le)(le)(le)覆(fu)(fu)蓋全國(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機構(gou)的(de)(de)產權(quan)(quan)登記(ji)、產權(quan)(quan)交易等產權(quan)(quan)管(guan)(guan)(guan)理信(xin)息系(xi)(xi)統;收益局(ju)建(jian)立(li)了(le)(le)(le)(le)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)本經(jing)(jing)營預(yu)算工(gong)(gong)(gong)作(zuo)(zuo)信(xin)息系(xi)(xi)統。浙江(jiang)省(sheng)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)構(gou)建(jian)了(le)(le)(le)(le)覆(fu)(fu)蓋全省(sheng)的(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)息網(wang)絡(luo)平(ping)臺,做(zuo)到“共享(xiang)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)資(zi)源(yuan)、凝聚監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)合(he)力(li)”。
四是指(zhi)導監(jian)(jian)督工作(zuo)(zuo)途徑方(fang)法不斷豐(feng)富。國(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)宣傳局聯(lian)合上海(hai)、廣東、江(jiang)(jiang)西等(deng)(deng)省(sheng)(sheng)市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei),共(gong)同舉辦“中(zhong)(zhong)央企(qi)業(ye)先進(jin)精(jing)神巡(xun)回報告會”;紀委(wei)(wei)(wei)(wei)監(jian)(jian)察局邀(yao)請全國(guo)(guo)(guo)(guo)省(sheng)(sheng)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)加入中(zhong)(zhong)央企(qi)業(ye)懲防體(ti)(ti)系(xi)建設促進(jin)組。浙江(jiang)(jiang)、江(jiang)(jiang)蘇等(deng)(deng)省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)主(zhu)動爭取省(sheng)(sheng)政府轉(zhuan)發了(le)(le)加強縣(xian)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)工作(zuo)(zuo)的意見,為(wei)指(zhi)導縣(xian)級(ji)(ji)經(jing)營性(xing)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)實現“全覆(fu)蓋、全過程、全方(fang)位”監(jian)(jian)管(guan)(guan)提供了(le)(le)政策依據。廣西自治區國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)組織(zhi)開展了(le)(le)對(dui)地市(shi)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)建章立(li)制(zhi)、執行(xing)政策法規制(zhi)度情況的集中(zhong)(zhong)檢(jian)查。一年多來,不少地方(fang)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)積極探索(suo)建立(li)指(zhi)導監(jian)(jian)督工作(zuo)(zuo)聯(lian)系(xi)點制(zhi)度。湖(hu)北省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)選擇(ze)(ze)13個(ge)縣(xian)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei),河南(nan)省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)選擇(ze)(ze)10個(ge)省(sheng)(sheng)直(zhi)管(guan)(guan)試點縣(xian),深入推廣“建設大國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)、打造大平(ping)臺、配置大資(zi)(zi)(zi)(zi)(zi)(zi)(zi)源”的經(jing)驗(yan)。一些(xie)省(sheng)(sheng)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)還嘗試建立(li)對(dui)下級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的考(kao)核評(ping)價機制(zhi)。山(shan)東、江(jiang)(jiang)西等(deng)(deng)省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)把體(ti)(ti)制(zhi)完善、國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)等(deng)(deng)專項工作(zuo)(zuo)作(zuo)(zuo)為(wei)主(zhu)要(yao)指(zhi)標,組織(zhi)開展了(le)(le)對(dui)地市(shi)級(ji)(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的考(kao)核評(ping)價。云南(nan)省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)報請省(sheng)(sheng)委(wei)(wei)(wei)(wei)、省(sheng)(sheng)政府同意,將16個(ge)州市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)工作(zuo)(zuo)納入當(dang)地政府業(ye)績考(kao)核范疇。

地(di)(di)方國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)工(gong)(gong)(gong)作(zuo)普遍深化。河北(bei)等(deng)地(di)(di)國(guo)資(zi)(zi)(zi)委(wei)通過指導(dao)(dao)監(jian)(jian)督工(gong)(gong)(gong)作(zuo)的開(kai)展,切(qie)實加強(qiang)本地(di)(di)區國(guo)資(zi)(zi)(zi)委(wei)系(xi)統建(jian)設,突出(chu)“管(guan)戰略(lve)、明(ming)主(zhu)業、定規(gui)(gui)(gui)劃(hua)、嚴考核(he)”的監(jian)(jian)管(guan)重(zhong)點(dian),完善了(le)國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)工(gong)(gong)(gong)作(zuo)閉環(huan)鏈條。許多地(di)(di)方重(zhong)視(shi)通過政策(ce)法規(gui)(gui)(gui)加強(qiang)指導(dao)(dao)監(jian)(jian)督工(gong)(gong)(gong)作(zuo)。西藏(zang)自治區國(guo)資(zi)(zi)(zi)委(wei)制定了(le)監(jian)(jian)管(guan)企(qi)(qi)業重(zhong)大事(shi)項核(he)準(zhun)備案目錄。天津、山東(dong)等(deng)地(di)(di)國(guo)資(zi)(zi)(zi)委(wei)健全(quan)了(le)重(zhong)要子(zi)企(qi)(qi)業和(he)境外國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)制度(du),使國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)工(gong)(gong)(gong)作(zuo)更為規(gui)(gui)(gui)范(fan)。湖南、寧夏、新疆兵團等(deng)地(di)(di)國(guo)資(zi)(zi)(zi)委(wei)借(jie)鑒國(guo)務院國(guo)資(zi)(zi)(zi)委(wei)做(zuo)(zuo)法,加快了(le)規(gui)(gui)(gui)范(fan)董事(shi)會建(jian)設。隨著指導(dao)(dao)監(jian)(jian)督工(gong)(gong)(gong)作(zuo)的全(quan)面展開(kai),各(ge)地(di)(di)國(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)工(gong)(gong)(gong)作(zuo)的針對性和(he)有(you)效性也得(de)到增強(qiang)。江蘇(su)省(sheng)國(guo)資(zi)(zi)(zi)委(wei)堅持推動企(qi)(qi)業做(zuo)(zuo)強(qiang)主(zhu)業,連續4年對不符(fu)合國(guo)有(you)資(zi)(zi)(zi)本發展方向、不屬于企(qi)(qi)業主(zhu)業的資(zi)(zi)(zi)產(chan)(chan)進行清理整合退出(chu)。吉林、內蒙古、青海(hai)、青島、寧波等(deng)地(di)(di)國(guo)資(zi)(zi)(zi)委(wei)在全(quan)系(xi)統強(qiang)調(diao)依(yi)托和(he)挖掘地(di)(di)方資(zi)(zi)(zi)源、品牌(pai)優勢(shi),加大促進地(di)(di)方特色產(chan)(chan)業和(he)優勢(shi)企(qi)(qi)業轉型升級。山東(dong)省(sheng)國(guo)資(zi)(zi)(zi)委(wei)積極指導(dao)(dao)推動監(jian)(jian)管(guan)企(qi)(qi)業重(zhong)組調(diao)整,通過重(zhong)組調(diao)整加快實現“資(zi)(zi)(zi)本調(diao)優、規(gui)(gui)(gui)模(mo)調(diao)大、主(zhu)業調(diao)精、整體調(diao)強(qiang)”的戰略(lve)目標(biao)。

回(hui)顧國(guo)(guo)資(zi)(zi)(zi)委(wei)系(xi)統開展指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)三年(nian)實踐,在(zai)(zai)各級國(guo)(guo)資(zi)(zi)(zi)委(wei)的(de)(de)(de)(de)努力下,實現了五個推(tui)(tui)(tui)動:一(yi)是推(tui)(tui)(tui)動了地方(fang)(fang)國(guo)(guo)有(you)資(zi)(zi)(zi)產監(jian)(jian)管體制(zhi)的(de)(de)(de)(de)完善(shan);二是推(tui)(tui)(tui)動了地方(fang)(fang)國(guo)(guo)資(zi)(zi)(zi)委(wei)依法(fa)履行(xing)出(chu)資(zi)(zi)(zi)人職責(ze);三是推(tui)(tui)(tui)動了國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管大格(ge)局的(de)(de)(de)(de)形成;四(si)是推(tui)(tui)(tui)動了地方(fang)(fang)做強(qiang)(qiang)做優(you)優(you)勢特色企業(ye);五是推(tui)(tui)(tui)動了地方(fang)(fang)國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管工(gong)(gong)(gong)作(zuo)(zuo)(zuo)隊伍素質的(de)(de)(de)(de)提升。在(zai)(zai)充(chong)分肯定(ding)成績的(de)(de)(de)(de)同時,我們也要清醒地認識到,當前指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)仍然存在(zai)(zai)一(yi)些不(bu)容(rong)忽視的(de)(de)(de)(de)薄弱環節和問(wen)題(ti)。比(bi)如,國(guo)(guo)資(zi)(zi)(zi)委(wei)系(xi)統指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)進展明顯不(bu)平衡,少(shao)數地方(fang)(fang)開展指(zhi)(zhi)導監(jian)(jian)督(du)存在(zai)(zai)畏難情緒,工(gong)(gong)(gong)作(zuo)(zuo)(zuo)力度不(bu)夠;有(you)的(de)(de)(de)(de)地方(fang)(fang)國(guo)(guo)資(zi)(zi)(zi)委(wei)在(zai)(zai)指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)中重點不(bu)突出(chu),工(gong)(gong)(gong)作(zuo)(zuo)(zuo)措施(shi)流(liu)于形式,針對(dui)性不(bu)強(qiang)(qiang);還有(you)的(de)(de)(de)(de)地方(fang)(fang)國(guo)(guo)資(zi)(zi)(zi)委(wei)綜合(he)指(zhi)(zhi)導與專業(ye)指(zhi)(zhi)導相互脫節,未能形成指(zhi)(zhi)導監(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)(de)合(he)力。這(zhe)些問(wen)題(ti)需要我們在(zai)(zai)下一(yi)步工(gong)(gong)(gong)作(zuo)(zuo)(zuo)中認真(zhen)加以(yi)解決。
二(er)、深入推進指(zhi)導監督工作的(de)重點任務
黨的十八(ba)大和(he)(he)中央(yang)經濟(ji)工(gong)(gong)(gong)(gong)作(zuo)(zuo)會(hui)(hui)議明確強調,要毫不動搖鞏(gong)固和(he)(he)發(fa)展公(gong)有(you)(you)(you)制(zhi)經濟(ji),深(shen)化國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企業(ye)改革(ge),完(wan)善各(ge)類國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)管(guan)理(li)體制(zhi),不斷(duan)增強國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)經濟(ji)的活(huo)力(li)、控(kong)制(zhi)力(li)、影響力(li)。這既是對黨的十六大以來國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)管(guan)理(li)體制(zhi)改革(ge)成效的充分肯定,也為(wei)我們進一步加強指(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)指(zhi)明了(le)方(fang)向。剛(gang)剛(gang)閉幕的全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)監(jian)(jian)督(du)(du)管(guan)理(li)工(gong)(gong)(gong)(gong)作(zuo)(zuo)會(hui)(hui)議深(shen)入分析了(le)當(dang)前經濟(ji)形(xing)勢,明確了(le)今年國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)管(guan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的總體要求和(he)(he)主(zhu)要任務(wu)。我們要深(shen)刻領會(hui)(hui)并認真貫徹黨的十八(ba)大、中央(yang)經濟(ji)工(gong)(gong)(gong)(gong)作(zuo)(zuo)會(hui)(hui)議和(he)(he)全(quan)國(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)監(jian)(jian)督(du)(du)管(guan)理(li)工(gong)(gong)(gong)(gong)作(zuo)(zuo)會(hui)(hui)議精(jing)神,適(shi)應新形(xing)勢新任務(wu)新要求,在(zai)深(shen)入推(tui)進指(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)中,以加快完(wan)善國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)管(guan)理(li)體制(zhi)為(wei)核心任務(wu),堅持國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)管(guan)理(li)體制(zhi)改革(ge)的正確方(fang)向,立(li)足提高國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)監(jian)(jian)管(guan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)水平,繼續(xu)開創指(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)新局面(mian)。今年指(zhi)導監(jian)(jian)督(du)(du)工(gong)(gong)(gong)(gong)作(zuo)(zuo)的重(zhong)點任務(wu)是:
(一)繼續完善國資委(wei)的(de)機構性質和職(zhi)能定位。
正(zheng)確(que)把握國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)的機(ji)(ji)構(gou)性質(zhi)和(he)(he)職能定(ding)位(wei),是(shi)完(wan)善企(qi)(qi)業國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)管(guan)體(ti)制(zhi)的重要(yao)內(nei)容。國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)作(zuo)為(wei)政府直(zhi)屬(shu)特設(she)機(ji)(ji)構(gou)的性質(zhi)定(ding)位(wei),體(ti)現了我們專門履行(xing)(xing)(xing)(xing)出資(zi)(zi)(zi)人(ren)職責(ze)、專司國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)監(jian)管(guan),不(bu)同于行(xing)(xing)(xing)(xing)政部門行(xing)(xing)(xing)(xing)使(shi)社(she)會公共管(guan)理(li)職能的根本特征。王勇(yong)主任在《十八大報告(gao)輔導讀本》中(zhong),專門就這(zhe)個(ge)問題(ti)撰寫了輔導文章(zhang),國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)系統要(yao)深(shen)入學習領會。要(yao)繼(ji)續堅(jian)(jian)持(chi)(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)體(ti)制(zhi)改革(ge)的“五(wu)項原則”,即堅(jian)(jian)持(chi)(chi)社(she)會主義(yi)基(ji)本經(jing)濟(ji)(ji)制(zhi)度和(he)(he)市(shi)場經(jing)濟(ji)(ji)改革(ge)方向(xiang),堅(jian)(jian)持(chi)(chi)政企(qi)(qi)分(fen)開、政資(zi)(zi)(zi)分(fen)開、所有權(quan)(quan)和(he)(he)經(jing)營(ying)權(quan)(quan)相分(fen)離,堅(jian)(jian)持(chi)(chi)“國(guo)(guo)(guo)家所有、分(fen)級(ji)代表(biao)”,堅(jian)(jian)持(chi)(chi)“權(quan)(quan)利、義(yi)務和(he)(he)責(ze)任相統一,管(guan)資(zi)(zi)(zi)產(chan)和(he)(he)管(guan)人(ren)、管(guan)事相結合”,堅(jian)(jian)持(chi)(chi)省和(he)(he)地市(shi)兩級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)作(zuo)為(wei)政府直(zhi)屬(shu)特設(she)機(ji)(ji)構(gou)的性質(zhi)定(ding)位(wei)不(bu)動搖(yao)。否則就會回歸政企(qi)(qi)不(bu)分(fen)、政資(zi)(zi)(zi)不(bu)分(fen)的舊體(ti)制(zhi)。要(yao)依法保持(chi)(chi)國(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)機(ji)(ji)構(gou)的專門性和(he)(he)獨立性,國(guo)(guo)(guo)務院(yuan)、省和(he)(he)地市(shi)三(san)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)都(dou)必須(xu)依法設(she)立,不(bu)能因監(jian)管(guan)資(zi)(zi)(zi)產(chan)類型的多(duo)樣化而改變各(ge)級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)直(zhi)屬(shu)特設(she)機(ji)(ji)構(gou)的性質(zhi)。此外(wai),國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)作(zuo)為(wei)出資(zi)(zi)(zi)人(ren)機(ji)(ji)構(gou)應有的法定(ding)職責(ze)至今仍(reng)不(bu)到位(wei)的,要(yao)抓緊落實到位(wei)。要(yao)處理(li)好(hao)出資(zi)(zi)(zi)人(ren)行(xing)(xing)(xing)(xing)使(shi)所有權(quan)(quan)與(yu)企(qi)(qi)業行(xing)(xing)(xing)(xing)使(shi)經(jing)營(ying)權(quan)(quan)的關系,搞準出資(zi)(zi)(zi)人(ren)機(ji)(ji)構(gou)的監(jian)管(guan)定(ding)位(wei),并切實做到不(bu)缺位(wei)、不(bu)錯位(wei)、不(bu)越位(wei)。
(二)進一步完善企業國有資產監管法(fa)規(gui)制度體系。
健全企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)度(du)體(ti)(ti)系(xi)(xi),是(shi)推(tui)(tui)動(dong)完善新體(ti)(ti)制(zhi)(zhi)(zhi)的(de)(de)(de)重(zhong)要抓手。黨(dang)的(de)(de)(de)十八大報告強調指(zhi)出(chu)(chu),“要把制(zhi)(zhi)(zhi)度(du)建(jian)設(she)擺(bai)在(zai)(zai)突(tu)出(chu)(chu)位置”,“構建(jian)系(xi)(xi)統(tong)(tong)完備、科(ke)學規(gui)范、運行(xing)有(you)(you)效的(de)(de)(de)制(zhi)(zhi)(zhi)度(du)體(ti)(ti)系(xi)(xi),使各方(fang)(fang)面(mian)制(zhi)(zhi)(zhi)度(du)更(geng)加(jia)成(cheng)(cheng)熟(shu)更(geng)加(jia)定型(xing)。”這說明(ming),要完善國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)制(zhi)(zhi)(zhi),應(ying)當更(geng)加(jia)重(zhong)視法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)度(du)建(jian)設(she)。近十年(nian)來,經(jing)(jing)(jing)過國(guo)(guo)資(zi)(zi)委系(xi)(xi)統(tong)(tong)的(de)(de)(de)共同努力,在(zai)(zai)立(li)法(fa)(fa)機關(guan)支(zhi)持下(xia),以(yi)《企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)法(fa)(fa)》為龍(long)頭,以(yi)《企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)督(du)管(guan)(guan)(guan)理暫行(xing)條(tiao)例》為基礎(chu),以(yi)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)規(gui)章(zhang)(zhang)、規(gui)范性(xing)文件為主要內(nei)容的(de)(de)(de)企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)法(fa)(fa)規(gui)制(zhi)(zhi)(zhi)度(du)體(ti)(ti)系(xi)(xi)已經(jing)(jing)(jing)基本形成(cheng)(cheng)。下(xia)一步在(zai)(zai)深入開展指(zhi)導監(jian)(jian)(jian)督(du)工作中,要適應(ying)完善新體(ti)(ti)制(zhi)(zhi)(zhi)的(de)(de)(de)需(xu)要,更(geng)加(jia)注重(zhong)總(zong)結監(jian)(jian)(jian)管(guan)(guan)(guan)體(ti)(ti)制(zhi)(zhi)(zhi)改革(ge)的(de)(de)(de)經(jing)(jing)(jing)驗(yan),并(bing)將經(jing)(jing)(jing)驗(yan)上升(sheng)為制(zhi)(zhi)(zhi)度(du)。要學習湖北、山東等省的(de)(de)(de)好(hao)做法(fa)(fa),加(jia)快推(tui)(tui)動(dong)各地(di)(di)抓緊出(chu)(chu)臺地(di)(di)方(fang)(fang)企(qi)業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)條(tiao)例,不斷(duan)探索健全國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)各種(zhong)制(zhi)(zhi)(zhi)度(du)規(gui)范。要適時組織對現(xian)有(you)(you)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)規(gui)章(zhang)(zhang)、規(gui)范性(xing)文件的(de)(de)(de)清(qing)理,明(ming)確“立(li)、改、廢”的(de)(de)(de)要求(qiu),努力為各級國(guo)(guo)資(zi)(zi)委行(xing)權履責提(ti)供成(cheng)(cheng)熟(shu)完備的(de)(de)(de)制(zhi)(zhi)(zhi)度(du)依據。
(三(san))不斷完善國資監管(guan)組織(zhi)體系和工作體系。
推(tui)(tui)動(dong)完善(shan)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)組織體(ti)(ti)(ti)系(xi)和(he)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)體(ti)(ti)(ti)系(xi),是開展指(zhi)導監(jian)(jian)(jian)(jian)督(du)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的一項(xiang)基本(ben)內容(rong)。要(yao)繼續推(tui)(tui)動(dong)地(di)市單獨設(she)立(li)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)(gou)。沒有(you)(you)設(she)立(li)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)(gou)的地(di)市,要(yao)力爭通(tong)過三年努力全(quan)部予以設(she)立(li)。縣級國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)要(yao)全(quan)面實(shi)現明確(que)責任主體(ti)(ti)(ti),并推(tui)(tui)動(dong)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)數量較大、具備條件(jian)的縣設(she)立(li)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構(gou)(gou)(gou)。要(yao)繼續深入探索國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)規律,鼓(gu)勵從(cong)各地(di)實(shi)際(ji)情況(kuang)出(chu)發,針對當前國(guo)(guo)資(zi)(zi)委行權(quan)履責存在的突(tu)出(chu)矛盾和(he)問題(ti),突(tu)出(chu)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)重(zhong)點。要(yao)進一步充實(shi)完善(shan)以主業(ye)核定、業(ye)績考(kao)核、薪(xin)酬(chou)分(fen)配、企業(ye)領導人(ren)員任免和(he)財務(wu)評價(jia)、產(chan)(chan)(chan)權(quan)管(guan)(guan)(guan)理、監(jian)(jian)(jian)(jian)事會監(jian)(jian)(jian)(jian)督(du)、風險管(guan)(guan)(guan)控(kong)為主線的國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)閉環,加快健全(quan)全(quan)國(guo)(guo)統一的企業(ye)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)基礎管(guan)(guan)(guan)理工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)體(ti)(ti)(ti)系(xi),大力提(ti)高國(guo)(guo)資(zi)(zi)基礎管(guan)(guan)(guan)理工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)水平,不斷增(zeng)強國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)效率。
(四)積(ji)極推進經營性國(guo)有資產(chan)集中統(tong)一監管。
推進經營(ying)性(xing)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產集中統一監(jian)管(guan),是在(zai)市場經濟條件下實現(xian)更大范圍(wei)、更高層(ceng)次、更廣領(ling)(ling)域優化(hua)配置國(guo)(guo)有(you)(you)資(zi)(zi)(zi)源的(de)客觀需(xu)要,也是更好地(di)遵(zun)循市場經濟規律和企業發展規律的(de)必然(ran)要求(qiu)。當(dang)前,要密(mi)切關(guan)注特定行(xing)業和領(ling)(ling)域新一輪國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產管(guan)理體制改革(ge)情況,盡(jin)可能避免對現(xian)行(xing)國(guo)(guo)資(zi)(zi)(zi)監(jian)管(guan)體制產生負面影響。要繼續探(tan)索對地(di)方金融、文(wen)化(hua)、自然(ran)資(zi)(zi)(zi)源等領(ling)(ling)域經營(ying)性(xing)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產的(de)監(jian)管(guan),按(an)照政(zheng)企分開、政(zheng)資(zi)(zi)(zi)分開原(yuan)則,積極主動向地(di)方黨委、政(zheng)府提出有(you)(you)關(guan)改革(ge)的(de)意(yi)見(jian)、建議,做好與(yu)有(you)(you)關(guan)部門的(de)溝通協調,不(bu)斷健全國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產出資(zi)(zi)(zi)人(ren)制度,防止(zhi)出現(xian)“多龍治資(zi)(zi)(zi)”、條塊分割的(de)格局(ju)。要以維(wei)護、鞏固、完善新體制為(wei)目標,審慎探(tan)索直接持股(gu)、股(gu)權(quan)(quan)代持、委托監(jian)管(guan)等形式,不(bu)斷創(chuang)新國(guo)(guo)資(zi)(zi)(zi)委行(xing)權(quan)(quan)履責(ze)、加強監(jian)管(guan)的(de)有(you)(you)效途徑(jing)和方式。
(五)著力打造地方(fang)國有優勢特色企業。
積(ji)極(ji)推(tui)動打(da)造(zao)(zao)(zao)地(di)(di)(di)方(fang)(fang)(fang)國(guo)(guo)有(you)優(you)(you)(you)勢(shi)特(te)(te)色(se)企(qi)(qi)業(ye),既有(you)利于發(fa)(fa)揮地(di)(di)(di)方(fang)(fang)(fang)國(guo)(guo)有(you)經(jing)(jing)濟(ji)的(de)主導作(zuo)用,也有(you)利于筑牢實體經(jing)(jing)濟(ji)這個堅實基礎(chu)。因此,深(shen)入(ru)開(kai)展(zhan)指導監督工作(zuo),應當(dang)在(zai)推(tui)動打(da)造(zao)(zao)(zao)地(di)(di)(di)方(fang)(fang)(fang)國(guo)(guo)有(you)優(you)(you)(you)勢(shi)特(te)(te)色(se)企(qi)(qi)業(ye)上下更大功夫(fu)。要緊密結合(he)本(ben)(ben)地(di)(di)(di)區(qu)(qu)發(fa)(fa)展(zhan)規劃(hua),立(li)足當(dang)地(di)(di)(di)自(zi)然條(tiao)件、區(qu)(qu)位(wei)特(te)(te)點、資(zi)(zi)(zi)源狀況和產(chan)業(ye)基礎(chu),深(shen)入(ru)論(lun)證并(bing)(bing)找準本(ben)(ben)地(di)(di)(di)區(qu)(qu)國(guo)(guo)有(you)優(you)(you)(you)勢(shi)特(te)(te)色(se)企(qi)(qi)業(ye)的(de)發(fa)(fa)展(zhan)方(fang)(fang)(fang)向。要指導監管企(qi)(qi)業(ye)加(jia)快(kuai)轉(zhuan)(zhuan)型升(sheng)級,調(diao)整產(chan)業(ye)結構(gou)、推(tui)進自(zi)主創新(xin)、優(you)(you)(you)化內(nei)部資(zi)(zi)(zi)源配(pei)置、實施(shi)企(qi)(qi)業(ye)重組(zu)整合(he)和推(tui)進國(guo)(guo)際化經(jing)(jing)營(ying),進一(yi)(yi)步(bu)轉(zhuan)(zhuan)變發(fa)(fa)展(zhan)方(fang)(fang)(fang)式(shi)(shi),從(cong)而打(da)造(zao)(zao)(zao)一(yi)(yi)批具有(you)競爭力和影(ying)響力的(de)地(di)(di)(di)方(fang)(fang)(fang)優(you)(you)(you)勢(shi)特(te)(te)色(se)企(qi)(qi)業(ye)。要將培(pei)育知(zhi)名品(pin)(pin)牌(pai)作(zuo)為打(da)造(zao)(zao)(zao)優(you)(you)(you)勢(shi)特(te)(te)色(se)企(qi)(qi)業(ye)的(de)重要抓手,注(zhu)意指導監管企(qi)(qi)業(ye)制定實施(shi)品(pin)(pin)牌(pai)戰略,在(zai)深(shen)入(ru)挖掘傳統特(te)(te)色(se)品(pin)(pin)牌(pai)資(zi)(zi)(zi)源、鞏固擴大其(qi)影(ying)響力的(de)基礎(chu)上,結合(he)市場和企(qi)(qi)業(ye)產(chan)品(pin)(pin)結構(gou)發(fa)(fa)展(zhan)變化,積(ji)極(ji)培(pei)育新(xin)品(pin)(pin)牌(pai)。要通過打(da)造(zao)(zao)(zao)地(di)(di)(di)方(fang)(fang)(fang)國(guo)(guo)有(you)優(you)(you)(you)勢(shi)特(te)(te)色(se)企(qi)(qi)業(ye),更好地(di)(di)(di)發(fa)(fa)揮地(di)(di)(di)方(fang)(fang)(fang)國(guo)(guo)有(you)經(jing)(jing)濟(ji)引(yin)領、輻射和帶動作(zuo)用,努力實現“培(pei)育一(yi)(yi)個龍頭企(qi)(qi)業(ye),形(xing)成一(yi)(yi)個優(you)(you)(you)勢(shi)產(chan)業(ye),帶動一(yi)(yi)方(fang)(fang)(fang)經(jing)(jing)濟(ji)發(fa)(fa)展(zhan)”。在(zai)打(da)造(zao)(zao)(zao)地(di)(di)(di)方(fang)(fang)(fang)優(you)(you)(you)勢(shi)特(te)(te)色(se)企(qi)(qi)業(ye)中(zhong),還要特(te)(te)別關(guan)注(zhu)地(di)(di)(di)方(fang)(fang)(fang)融資(zi)(zi)(zi)平(ping)臺公(gong)司風險防范問題(ti),要結合(he)新(xin)形(xing)勢(shi),進一(yi)(yi)步(bu)指導下級國(guo)(guo)資(zi)(zi)(zi)委密切關(guan)注(zhu)系統內(nei)融資(zi)(zi)(zi)平(ping)臺公(gong)司的(de)運行,加(jia)強(qiang)對其(qi)經(jing)(jing)營(ying)模式(shi)(shi)、治理結構(gou)、融資(zi)(zi)(zi)規模和償債能力的(de)跟蹤監管。前一(yi)(yi)階段,一(yi)(yi)些(xie)地(di)(di)(di)方(fang)(fang)(fang)推(tui)進融資(zi)(zi)(zi)平(ping)臺公(gong)司適時轉(zhuan)(zhuan)型并(bing)(bing)有(you)效(xiao)加(jia)強(qiang)運營(ying)風險防控,這一(yi)(yi)做法值(zhi)得各地(di)(di)(di)學(xue)習借鑒。
(六)深入構建國資監管大(da)格局。
在(zai)國(guo)(guo)(guo)資(zi)委(wei)系統(tong)推動(dong)構(gou)建國(guo)(guo)(guo)資(zi)監(jian)管大格(ge)局(ju),是國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)委(wei)作(zuo)出(chu)的(de)(de)(de)一項重(zhong)要(yao)(yao)戰(zhan)略(lve)部署(shu)。一年多(duo)來,各地(di)在(zai)推動(dong)構(gou)建國(guo)(guo)(guo)資(zi)監(jian)管大格(ge)局(ju)方面(mian),取得了良(liang)好(hao)(hao)效果。下(xia)一步,要(yao)(yao)突出(chu)抓好(hao)(hao)“三(san)個著(zhu)力(li)(li)”:一是著(zhu)力(li)(li)推動(dong)本地(di)區(qu)國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)的(de)(de)(de)集中優(you)化(hua)(hua)配(pei)(pei)置(zhi)。要(yao)(yao)把本地(di)區(qu)的(de)(de)(de)國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)和(he)(he)(he)中央(yang)企業(ye)、兄弟省市在(zai)本地(di)區(qu)的(de)(de)(de)國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)放在(zai)一個大平(ping)臺上(shang)進行優(you)化(hua)(hua)配(pei)(pei)置(zhi),使這(zhe)些國(guo)(guo)(guo)有(you)(you)(you)資(zi)產(chan)(chan)在(zai)本地(di)區(qu)形成更(geng)大的(de)(de)(de)競爭優(you)勢。二是著(zhu)力(li)(li)深化(hua)(hua)央(yang)地(di)合(he)作(zuo)和(he)(he)(he)區(qu)域合(he)作(zuo)。要(yao)(yao)注(zhu)意完善央(yang)地(di)合(he)作(zuo)的(de)(de)(de)協調機制,以(yi)出(chu)資(zi)關系為基礎,充分尊重(zhong)市場規律,深入做好(hao)(hao)合(he)作(zuo)項目(mu)的(de)(de)(de)研究論(lun)證,避免(mian)重(zhong)復建設和(he)(he)(he)資(zi)源浪費,不搞(gao)“拉郎配(pei)(pei)”。要(yao)(yao)正確處(chu)理好(hao)(hao)“借梯上(shang)樓”與(yu)自我發展(zhan)的(de)(de)(de)關系,把引入外(wai)(wai)部資(zi)源與(yu)做強(qiang)做優(you)本地(di)企業(ye)有(you)(you)(you)機結合(he)起來。三(san)是著(zhu)力(li)(li)創(chuang)(chuang)造有(you)(you)(you)利于國(guo)(guo)(guo)有(you)(you)(you)企業(ye)改革發展(zhan)的(de)(de)(de)良(liang)好(hao)(hao)環境(jing)。具體(ti)來說,要(yao)(yao)做好(hao)(hao)以(yi)下(xia)工作(zuo):對(dui)上(shang)要(yao)(yao)加強(qiang)請示匯(hui)報,主(zhu)動(dong)爭取當地(di)黨政主(zhu)要(yao)(yao)領導的(de)(de)(de)重(zhong)視與(yu)支持;對(dui)外(wai)(wai)要(yao)(yao)積極(ji)(ji)做好(hao)(hao)與(yu)有(you)(you)(you)關部門(men)的(de)(de)(de)溝通協調,努力(li)(li)形成支持國(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)企改革發展(zhan)的(de)(de)(de)共識和(he)(he)(he)合(he)力(li)(li);對(dui)下(xia)要(yao)(yao)積極(ji)(ji)做好(hao)(hao)指導和(he)(he)(he)服(fu)務,為監(jian)管企業(ye)和(he)(he)(he)下(xia)級國(guo)(guo)(guo)資(zi)委(wei)提供方向指引和(he)(he)(he)撐(cheng)腰(yao)支持;對(dui)社(she)(she)會(hui)要(yao)(yao)積極(ji)(ji)做好(hao)(hao)輿論(lun)宣傳,努力(li)(li)創(chuang)(chuang)造全社(she)(she)會(hui)支持國(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)企改革發展(zhan)的(de)(de)(de)良(liang)好(hao)(hao)外(wai)(wai)部環境(jing);對(dui)內(nei)要(yao)(yao)積極(ji)(ji)做好(hao)(hao)實(shi)踐(jian)總結和(he)(he)(he)理論(lun)研究,不斷提高國(guo)(guo)(guo)資(zi)監(jian)管工作(zuo)能力(li)(li)和(he)(he)(he)水平(ping)。
三、 扎實做好(hao)指導(dao)監督工作的幾(ji)點要求
今年是(shi)全(quan)面貫徹黨(dang)的(de)十(shi)八(ba)大(da)精神(shen)的(de)開局之年,也是(shi)落實“十(shi)二五”指(zhi)導(dao)監督工(gong)(gong)作(zuo)主要(yao)任務的(de)重要(yao)一年。各地國資(zi)委要(yao)根據黨(dang)的(de)十(shi)八(ba)大(da)和中央(yang)經濟工(gong)(gong)作(zuo)會議精神(shen),按照(zhao)全(quan)國國資(zi)監管工(gong)(gong)作(zuo)會議的(de)要(yao)求,立(li)足本地實際,努力(li)將指(zhi)導(dao)監督工(gong)(gong)作(zuo)推向深(shen)入。在這里,我提出五點要(yao)求:
(一(yi)(yi)) 進一(yi)(yi)步提高深入開(kai)展指(zhi)導監督工作重要性的認(ren)識。
上級國(guo)資(zi)(zi)(zi)委(wei)對(dui)下級政(zheng)(zheng)府(fu)的(de)(de)(de)國(guo)有資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)工作(zuo)進行(xing)指導(dao)和監(jian)(jian)督(du),是(shi)國(guo)資(zi)(zi)(zi)委(wei)承擔的(de)(de)(de)一項法定職(zhi)(zhi)責(ze),也是(shi)維護國(guo)有資(zi)(zi)(zi)產(chan)“國(guo)家所有”的(de)(de)(de)一項重(zhong)要制(zhi)度安排(pai)。應當(dang)強調(diao),國(guo)資(zi)(zi)(zi)委(wei)系統(tong)(tong)承擔的(de)(de)(de)出資(zi)(zi)(zi)人(ren)(ren)職(zhi)(zhi)責(ze)和面上監(jian)(jian)管(guan)(guan)職(zhi)(zhi)責(ze),是(shi)緊密聯系、有機統(tong)(tong)一的(de)(de)(de)。衡量和評(ping)價國(guo)資(zi)(zi)(zi)委(wei)工作(zuo)成效,不僅要看出資(zi)(zi)(zi)人(ren)(ren)職(zhi)(zhi)責(ze)履(lv)行(xing)得(de)好(hao)不好(hao),還要看面上監(jian)(jian)管(guan)(guan)的(de)(de)(de)指導(dao)監(jian)(jian)督(du)職(zhi)(zhi)責(ze)履(lv)行(xing)得(de)好(hao)不好(hao)。這兩(liang)方面工作(zuo)同等(deng)重(zhong)要、缺一不可。各地國(guo)資(zi)(zi)(zi)委(wei)一定要認(ren)真貫徹落實(shi)(shi)黨的(de)(de)(de)十八(ba)大精神,自覺(jue)將(jiang)指導(dao)監(jian)(jian)督(du)工作(zuo)放(fang)到(dao)推動(dong)完善國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)體制(zhi)的(de)(de)(de)重(zhong)要舉(ju)措上來(lai)認(ren)識(shi)(shi),放(fang)到(dao)確保全國(guo)國(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)政(zheng)(zheng)策協調(diao)統(tong)(tong)一的(de)(de)(de)高度上來(lai)認(ren)識(shi)(shi),放(fang)到(dao)保障(zhang)實(shi)(shi)現“十二五”時期(qi)國(guo)資(zi)(zi)(zi)國(guo)企改革發(fa)展(zhan)“兩(liang)新(xin)目(mu)標(biao)”的(de)(de)(de)迫切需要上來(lai)認(ren)識(shi)(shi),放(fang)到(dao)進一步加強國(guo)資(zi)(zi)(zi)委(wei)系統(tong)(tong)自身(shen)建設的(de)(de)(de)內在要求上來(lai)認(ren)識(shi)(shi)。
(二)全面落實指導監督工作(zuo)各(ge)項規定和制度要求。
各(ge)地(di)(di)國資(zi)委(wei)要(yao)繼續(xu)按照《地(di)(di)方國有資(zi)產(chan)監(jian)(jian)(jian)管(guan)工作指(zhi)導監(jian)(jian)(jian)督(du)(du)辦法(fa)(fa)》(國務院國資(zi)委(wei)令第25號(hao)),進一步明確(que)指(zhi)導監(jian)(jian)(jian)督(du)(du)工作的(de)主(zhu)要(yao)職責和(he)(he)要(yao)求(qiu)。要(yao)認真(zhen)執行立(li)法(fa)(fa)備案(an)、依法(fa)(fa)實施督(du)(du)查和(he)(he)重大(da)事項報(bao)告等規(gui)定,切(qie)實做(zuo)到下(xia)級國資(zi)委(wei)制定的(de)規(gui)范(fan)性文(wen)件,及時報(bao)送(song)上級國資(zi)委(wei)備案(an);下(xia)級國資(zi)委(wei)機構設置、監(jian)(jian)(jian)管(guan)范(fan)圍(wei)發生重大(da)變動等情(qing)況,及時報(bao)告上級國資(zi)委(wei)。要(yao)嚴(yan)格按照指(zhi)導監(jian)(jian)(jian)督(du)(du)工作事項和(he)(he)方式(shi)的(de)規(gui)定,認真(zhen)履行好國資(zi)監(jian)(jian)(jian)管(guan)工作中逐級監(jian)(jian)(jian)督(du)(du)職責,對(dui)一些地(di)(di)方出現的(de)不符合改革方向和(he)(he)國資(zi)監(jian)(jian)(jian)管(guan)政策法(fa)(fa)律規(gui)定的(de)做(zuo)法(fa)(fa),上級國資(zi)委(wei)應(ying)當及時與當地(di)(di)政府及國資(zi)委(wei)溝(gou)通(tong)協調,提出改進的(de)意見和(he)(he)建(jian)議(yi)。
(三)切實搞好綜合指(zhi)導和專業(ye)指(zhi)導的協(xie)調聯動。
指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)涉及(ji)面廣、綜(zong)合(he)性強。各地(di)國(guo)(guo)(guo)資(zi)(zi)委要(yao)(yao)(yao)進(jin)一步將綜(zong)合(he)指(zhi)(zhi)(zhi)導(dao)(dao)和(he)(he)專(zhuan)業(ye)(ye)指(zhi)(zhi)(zhi)導(dao)(dao)有(you)機結合(he)起來,充(chong)分調(diao)動兩個方面的積極性。綜(zong)合(he)指(zhi)(zhi)(zhi)導(dao)(dao)要(yao)(yao)(yao)以推動完善(shan)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)體制、加快實(shi)(shi)現經營(ying)性國(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)集中(zhong)統一監(jian)(jian)(jian)(jian)管(guan)(guan)、指(zhi)(zhi)(zhi)導(dao)(dao)地(di)方發(fa)揮國(guo)(guo)(guo)有(you)經濟主(zhu)導(dao)(dao)作(zuo)(zuo)(zuo)(zuo)(zuo)用等為重(zhong)點,牽頭制定年度指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)計(ji)劃,組織(zhi)落實(shi)(shi)各項(xiang)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)任務,及(ji)時總結分析面上情(qing)況(kuang),注意發(fa)揮綜(zong)合(he)歸(gui)(gui)口(kou)(kou)、協調(diao)服(fu)務的作(zuo)(zuo)(zuo)(zuo)(zuo)用。專(zhuan)業(ye)(ye)指(zhi)(zhi)(zhi)導(dao)(dao)要(yao)(yao)(yao)按(an)照本業(ye)(ye)務領域的職責分工(gong)(gong),細(xi)化(hua)(hua)和(he)(he)規范專(zhuan)業(ye)(ye)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)流程,強化(hua)(hua)全系統專(zhuan)業(ye)(ye)培訓,宣傳(chuan)學習好本業(ye)(ye)務領域的新政策和(he)(he)新要(yao)(yao)(yao)求(qiu),不(bu)斷推進(jin)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)專(zhuan)業(ye)(ye)領域工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的深化(hua)(hua)和(he)(he)提(ti)高(gao)。要(yao)(yao)(yao)按(an)照提(ti)高(gao)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)效率和(he)(he)執行力(li)(li)的要(yao)(yao)(yao)求(qiu),優化(hua)(hua)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的職能配置(zhi),綜(zong)合(he)歸(gui)(gui)口(kou)(kou)處(chu)室(shi)要(yao)(yao)(yao)大膽牽頭,切實(shi)(shi)履行好匯(hui)總信息、綜(zong)合(he)指(zhi)(zhi)(zhi)導(dao)(dao)、協調(diao)服(fu)務等職責,注意凝(ning)聚工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)合(he)力(li)(li),整合(he)業(ye)(ye)務資(zi)(zi)源,避(bi)免單兵作(zuo)(zuo)(zuo)(zuo)(zuo)戰。有(you)關(guan)業(ye)(ye)務處(chu)室(shi)要(yao)(yao)(yao)立(li)足國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)全局(ju),按(an)照指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的統一部署,積極開展(zhan)國(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)各項(xiang)專(zhuan)業(ye)(ye)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo),提(ti)高(gao)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)(jian)督專(zhuan)業(ye)(ye)工(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)水平(ping)。
(四)進一步增強指導監督工(gong)作的針對性(xing)和有效性(xing)。
指(zhi)(zhi)導(dao)監(jian)督工(gong)作(zuo)(zuo)開(kai)展得好不好,很大程度上取(qu)決(jue)于我們(men)工(gong)作(zuo)(zuo)的(de)針對(dui)性和(he)有效(xiao)性。各地國(guo)資(zi)委要(yao)(yao)緊(jin)緊(jin)圍繞“十(shi)二五”國(guo)資(zi)監(jian)管的(de)主要(yao)(yao)任務和(he)重(zhong)點(dian)問題,結合本(ben)地區實際,注意(yi)分階段選擇一(yi)兩(liang)個(ge)重(zhong)點(dian),力爭(zheng)實現重(zhong)點(dian)突破。要(yao)(yao)不斷(duan)豐富工(gong)作(zuo)(zuo)手段,采取(qu)召開(kai)片區座談會、出臺規范(fan)性文件(jian)、與下(xia)級政(zheng)府溝通協(xie)調等形(xing)式(shi),及時指(zhi)(zhi)導(dao)、幫(bang)助下(xia)級國(guo)資(zi)委解決(jue)工(gong)作(zuo)(zuo)中(zhong)遇(yu)到的(de)突出問題。要(yao)(yao)進(jin)一(yi)步搭(da)建和(he)完善網絡、簡報、期(qi)刊(kan)等信息(xi)交流平臺,及時總(zong)結交流國(guo)資(zi)監(jian)管的(de)好做(zuo)法、好經(jing)驗,擴(kuo)大先進(jin)典型的(de)示范(fan)效(xiao)應。要(yao)(yao)切實轉(zhuan)變指(zhi)(zhi)導(dao)監(jian)督工(gong)作(zuo)(zuo)的(de)作(zuo)(zuo)風(feng),加強調查研(yan)究,主動(dong)到工(gong)作(zuo)(zuo)難度大、困難問題多的(de)下(xia)級國(guo)資(zi)委了解情況,掌握(wo)第(di)一(yi)手材料(liao),取(qu)得工(gong)作(zuo)(zuo)的(de)主動(dong)權。
(五(wu))繼續加強指導監督工(gong)作隊伍建設。

這里,我還(huan)要強調一下國(guo)有企業(ye)列入(ru)(ru)世貿(mao)(mao)組(zu)織(zhi)《政(zheng)府采(cai)購協(xie)議(yi)》(GPA)出價的(de)(de)研(yan)究工(gong)作(zuo)。《政(zheng)府采(cai)購協(xie)議(yi)》(GPA)是(shi)WTO的(de)(de)一項(xiang)諸(zhu)邊協(xie)議(yi),宗旨(zhi)是(shi)促進成員方開(kai)放政(zheng)府采(cai)購市(shi)場,擴大國(guo)際貿(mao)(mao)易。加入(ru)(ru)GPA,是(shi)我國(guo)入(ru)(ru)世時作(zuo)出的(de)(de)鄭重承(cheng)諾(nuo)。希望各地國(guo)資委高度重視,認(ren)真組(zu)織(zhi)好相(xiang)關工(gong)作(zuo)。
