國有資產(chan)監管(guan)大格(ge)局的指導意見

為深入貫(guan)徹落實黨(dang)的十八(ba)大和(he)十八(ba)屆三中全(quan)會精(jing)神,進(jin)一(yi)步完善全(quan)區國(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)體(ti)制,提高全(quan)區國(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)水平(ping),根據《中華(hua)人民(min)共和(he)國(guo)(guo)(guo)企業國(guo)(guo)(guo)有(you)資(zi)產(chan)法(fa)》、《企業國(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)督(du)管(guan)(guan)(guan)理暫行條例》、《地方國(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)工(gong)作指(zhi)導監(jian)(jian)督(du)辦法(fa)》(國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)委令第25號(hao))等法(fa)律法(fa)規(gui),結合實際,現就加強市(shi)、縣(xian)(市(shi)、區,以下簡(jian)稱縣(xian))國(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)工(gong)作、加快(kuai)構建全(quan)區國(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)管(guan)(guan)(guan)大格局,提出如下指(zhi)導意見(jian)。

一、重要意義

市、縣(xian)(xian)國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)管(guan)(guan)工(gong)(gong)(gong)作是全區國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)管(guan)(guan)工(gong)(gong)(gong)作的(de)(de)重要(yao)組成(cheng)部分(fen)。經過多年的(de)(de)改革(ge)發展,全區市、縣(xian)(xian)兩級(ji)國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)管(guan)(guan)體(ti)制(zhi)機制(zhi)不(bu)(bu)(bu)斷(duan)完善(shan),國(guo)(guo)(guo)有(you)(you)(you)(you)經濟(ji)布局結構不(bu)(bu)(bu)斷(duan)優化,國(guo)(guo)(guo)有(you)(you)(you)(you)企(qi)業規(gui)模質量不(bu)(bu)(bu)斷(duan)提升(sheng),市、縣(xian)(xian)兩級(ji)國(guo)(guo)(guo)資國(guo)(guo)(guo)企(qi)成(cheng)為推(tui)動本地區經濟(ji)社會發展的(de)(de)骨干力量。但(dan)是,部分(fen)市、縣(xian)(xian)面臨著國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)管(guan)(guan)體(ti)制(zhi)不(bu)(bu)(bu)夠(gou)完善(shan)、履行國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)出資人職責不(bu)(bu)(bu)夠(gou)到位、國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)管(guan)(guan)工(gong)(gong)(gong)作進展不(bu)(bu)(bu)夠(gou)平衡、企(qi)業國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)基礎性管(guan)(guan)理工(gong)(gong)(gong)作與形勢任務要(yao)求不(bu)(bu)(bu)適應(ying),以及國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)管(guan)(guan)機構與有(you)(you)(you)(you)關(guan)部門的(de)(de)關(guan)系尚(shang)未完全理順、縣(xian)(xian)級(ji)國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)出資人制(zhi)度(du)尚(shang)未完全落實、各級(ji)國(guo)(guo)(guo)資聯合互動的(de)(de)工(gong)(gong)(gong)作機制(zhi)尚(shang)未真(zhen)正建立等(deng)亟待解決的(de)(de)問題,影(ying)響國(guo)(guo)(guo)有(you)(you)(you)(you)資產(chan)(chan)監(jian)管(guan)(guan)工(gong)(gong)(gong)作和國(guo)(guo)(guo)有(you)(you)(you)(you)企(qi)業改革(ge)的(de)(de)深入推(tui)進,需要(yao)引(yin)起高度(du)重視。

上級(ji)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)機(ji)(ji)構對下級(ji)政府國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)工作(zuo)進(jin)行指導(dao)監(jian)(jian)督(du),是維護國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)“國(guo)(guo)(guo)家(jia)所有(you)(you)(you)、分(fen)級(ji)代表”的(de)(de)一項重要(yao)制(zhi)度(du)(du)安排。加強(qiang)指導(dao)監(jian)(jian)督(du)工作(zuo),是加快完善國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)體制(zhi)和(he)制(zhi)度(du)(du)的(de)(de)內在要(yao)求(qiu),也(ye)是進(jin)一步加強(qiang)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)機(ji)(ji)構建設的(de)(de)重要(yao)措施,對于切實(shi)解(jie)決(jue)好(hao)市(shi)、縣國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)工作(zuo)存(cun)在的(de)(de)不到位、不平衡(heng)、不適應等(deng)問題,提高國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)機(ji)(ji)構履職能力,加快構建整合(he)協調、開(kai)放合(he)作(zuo)的(de)(de)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)大格局,實(shi)現各級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)融合(he)發(fa)(fa)展(zhan)、聯動發(fa)(fa)展(zhan),更好(hao)地營造(zao)國(guo)(guo)(guo)有(you)(you)(you)企(qi)業改(gai)革(ge)發(fa)(fa)展(zhan)的(de)(de)良好(hao)環境,做(zuo)(zuo)強(qiang)做(zuo)(zuo)優國(guo)(guo)(guo)有(you)(you)(you)企(qi)業,促(cu)進(jin)全區經濟社會穩(wen)中求(qiu)進(jin)、穩(wen)中向好(hao)發(fa)(fa)展(zhan)具(ju)有(you)(you)(you)十分(fen)重要(yao)的(de)(de)意義。

二、總體要求

市(shi)、縣兩級政府(fu)(fu)要(yao)加(jia)(jia)強(qiang)(qiang)對國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)工作的(de)(de)(de)(de)(de)(de)領導(dao),按照(zhao)(zhao)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)分級管(guan)(guan)理(li)(li)的(de)(de)(de)(de)(de)(de)原則,進一步明確國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)的(de)(de)(de)(de)(de)(de)責任(ren)主(zhu)體。全區各級國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)機構要(yao)在本(ben)級黨(dang)委、政府(fu)(fu)的(de)(de)(de)(de)(de)(de)領導(dao)下,堅持(chi)以(yi)(yi)鄧小平(ping)理(li)(li)論(lun)、“三個(ge)代(dai)表”重要(yao)思想和科學發(fa)展(zhan)(zhan)觀為(wei)(wei)指(zhi)(zhi)導(dao),深入貫徹落實(shi)黨(dang)的(de)(de)(de)(de)(de)(de)十八大(da)、十八屆三中全會精神,緊(jin)緊(jin)圍繞(rao)推動(dong)國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)上水(shui)平(ping)、國(guo)(guo)企(qi)發(fa)展(zhan)(zhan)上臺階(jie)的(de)(de)(de)(de)(de)(de)“兩新目標”,以(yi)(yi)加(jia)(jia)強(qiang)(qiang)地方國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)機構建設(she)、推進經營(ying)性國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)集中統一監(jian)(jian)(jian)管(guan)(guan)、強(qiang)(qiang)化(hua)(hua)(hua)企(qi)業國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)基礎管(guan)(guan)理(li)(li)為(wei)(wei)重點,按照(zhao)(zhao)以(yi)(yi)管(guan)(guan)資(zi)(zi)本(ben)為(wei)(wei)主(zhu)加(jia)(jia)強(qiang)(qiang)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)的(de)(de)(de)(de)(de)(de)要(yao)求,充分發(fa)揮國(guo)(guo)有(you)(you)資(zi)(zi)本(ben)運營(ying)平(ping)臺作用,努力提高(gao)國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)資(zi)(zi)本(ben)化(hua)(hua)(hua)、市(shi)場(chang)化(hua)(hua)(hua)、證券化(hua)(hua)(hua)水(shui)平(ping)。牢固樹立(li)各級國(guo)(guo)資(zi)(zi)“一盤棋”的(de)(de)(de)(de)(de)(de)理(li)(li)念,立(li)足(zu)“指(zhi)(zhi)導(dao)、溝(gou)通(tong)、交流、服務”,加(jia)(jia)快健全緊(jin)密聯系、深度融(rong)合(he)、有(you)(you)效整(zheng)合(he)的(de)(de)(de)(de)(de)(de)工作系統,不(bu)斷(duan)完善指(zhi)(zhi)導(dao)監(jian)(jian)(jian)督有(you)(you)效、互相支持(chi)有(you)(you)力、溝(gou)通(tong)協調順(shun)暢(chang)的(de)(de)(de)(de)(de)(de)工作機制,推動(dong)構建國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)大(da)格局,努力提升國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)機構依法履行(xing)出資(zi)(zi)人(ren)職責的(de)(de)(de)(de)(de)(de)能力和水(shui)平(ping),為(wei)(wei)完善國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)體制機制、促(cu)進國(guo)(guo)有(you)(you)企(qi)業改革發(fa)展(zhan)(zhan)作出新貢(gong)獻。

三、基本原則

(一)堅持國(guo)(guo)(guo)有資(zi)產(chan)屬(shu)于國(guo)(guo)(guo)家所有原則(ze),落實國(guo)(guo)(guo)有資(zi)產(chan)監(jian)管責任,保障國(guo)(guo)(guo)有資(zi)產(chan)監(jian)管政策(ce)法規的貫(guan)徹(che)實施。

(二)堅(jian)持各級(ji)(ji)政府分別代表國(guo)家履行出資(zi)(zi)人(ren)(ren)職(zhi)責原則,各級(ji)(ji)國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)機(ji)構(gou)應當根據本級(ji)(ji)政府授(shou)權,按照法定職(zhi)責和程序指導(dao)監(jian)督(du)下級(ji)(ji)國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)機(ji)構(gou)的工作,尊重和維護下級(ji)(ji)國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)機(ji)構(gou)的出資(zi)(zi)人(ren)(ren)權利,不得(de)代替(ti)或者干(gan)預下級(ji)(ji)國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)機(ji)構(gou)履行出資(zi)(zi)人(ren)(ren)職(zhi)責。

(三)堅持(chi)政(zheng)(zheng)企分(fen)(fen)開(kai)、政(zheng)(zheng)資(zi)分(fen)(fen)開(kai)、所有(you)權和(he)經(jing)營(ying)權分(fen)(fen)離、政(zheng)(zheng)府的(de)社會公共管(guan)理職能與(yu)國有(you)資(zi)產出資(zi)人職能分(fen)(fen)開(kai)的(de)原(yuan)則,完善經(jing)營(ying)性(xing)國有(you)資(zi)產監(jian)管(guan)體制機制,積極探索(suo)國有(you)資(zi)產監(jian)管(guan)和(he)運(yun)營(ying)的(de)有(you)效途(tu)徑和(he)方(fang)式。

(四)堅(jian)持依(yi)法(fa)合規原則,加強(qiang)分類指導,突出監督重點,增強(qiang)地方國有(you)資產(chan)監管(guan)工(gong)作的規范性和(he)有(you)效性。

四、重點任務

(一(yi))繼續深化國(guo)資國(guo)企改革。要認真貫徹落實黨的(de)十(shi)八(ba)大(da)、十(shi)八(ba)屆三(san)中(zhong)全會、自治區黨委十(shi)屆四次全會精(jing)神,全面深化國(guo)資國(guo)企改革,各市、縣要相(xiang)應成立深化國(guo)資國(guo)企改革領導小組(zu),負責(ze)整體統籌推進改革工(gong)作,研究制(zhi)定相(xiang)關方案(an)措(cuo)施,協(xie)調解決存(cun)在的(de)問(wen)題,全力做好本級政府深化國(guo)資國(guo)企改革工(gong)作。

(二)健全完善國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)組織體(ti)系。市(shi)、縣(xian)政府(fu)要(yao)進一步加(jia)強國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)機構建設(she),堅持(chi)市(shi)級國(guo)資(zi)(zi)委政府(fu)直屬(shu)特設(she)機構性質不(bu)變,明(ming)確縣(xian)級國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)責任(ren)主(zhu)體(ti),積極探索(suo)符合改革要(yao)求和本地實際的(de)國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)有(you)效方式和途徑,努(nu)力實現經營性國(guo)有(you)資(zi)(zi)產(chan)監(jian)管(guan)和明(ming)確縣(xian)級國(guo)資(zi)(zi)監(jian)管(guan)責任(ren)主(zhu)體(ti)的(de)“全覆蓋”。

(三)健(jian)全完(wan)善國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)制(zhi)(zhi)度體(ti)系。市、縣國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構要依據(ju)《中華人(ren)民(min)共和(he)國(guo)(guo)(guo)企(qi)業國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)法(fa)》和(he)《企(qi)業國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)督(du)(du)管(guan)(guan)(guan)理暫行條例(li)》,在(zai)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)出資(zi)(zi)(zi)人(ren)制(zhi)(zhi)度、國(guo)(guo)(guo)家出資(zi)(zi)(zi)企(qi)業制(zhi)(zhi)度和(he)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)統一(yi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)制(zhi)(zhi)度三大(da)制(zhi)(zhi)度框架下,健(jian)全完(wan)善本地區具體(ti)規(gui)章制(zhi)(zhi)度,形成監(jian)(jian)(jian)(jian)督(du)(du)有(you)力、管(guan)(guan)(guan)理科學、運作高(gao)效的(de)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)制(zhi)(zhi)度體(ti)系。要切實(shi)(shi)加強(qiang)國(guo)(guo)(guo)有(you)資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)法(fa)律、行政法(fa)規(gui)和(he)規(gui)章的(de)執行力度,強(qiang)化監(jian)(jian)(jian)(jian)督(du)(du)檢查,確保各項(xiang)制(zhi)(zhi)度落實(shi)(shi)到位。

(四)健(jian)(jian)全完(wan)善國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)工作(zuo)體系。市、縣國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)機構要(yao)深入(ru)探索國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)工作(zuo)規(gui)(gui)(gui)律,進(jin)一(yi)步充實(shi)完(wan)善以發展戰略(lve)制定(ding)、主(zhu)業核定(ding)、業績考核、薪酬分(fen)配(pei)、企(qi)業領導人員任(聘(pin))免、財務監(jian)(jian)(jian)(jian)督(du)與評價、產(chan)權管(guan)理、監(jian)(jian)(jian)(jian)事會監(jian)(jian)(jian)(jian)督(du)、風險管(guan)控等為主(zhu)線的(de)國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)工作(zuo)閉環,加快健(jian)(jian)全全區規(gui)(gui)(gui)則統一(yi)、分(fen)類分(fen)層、權責(ze)明確(que)、運(yun)轉高(gao)(gao)效和(he)規(gui)(gui)(gui)范透(tou)明的(de)國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)工作(zuo)體系。建立完(wan)善經營性(xing)國(guo)(guo)有資(zi)(zi)產(chan)集中統一(yi)監(jian)(jian)(jian)(jian)管(guan)制度,推(tui)進(jin)全面(mian)實(shi)現政(zheng)企(qi)分(fen)開(kai)、政(zheng)資(zi)(zi)分(fen)開(kai)。根據基礎支(zhi)撐、戰略(lve)引導、公益(yi)產(chan)品和(he)服務、一(yi)般競爭性(xing)領域等不同(tong)功能定(ding)位,探索實(shi)行國(guo)(guo)有資(zi)(zi)產(chan)分(fen)類監(jian)(jian)(jian)(jian)管(guan),提高(gao)(gao)國(guo)(guo)有資(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)管(guan)的(de)針對性(xing)有效性(xing),全面(mian)落(luo)實(shi)國(guo)(guo)有資(zi)(zi)產(chan)保值增值責(ze)任。

(五)健全完善(shan)指(zhi)(zhi)導(dao)(dao)(dao)監(jian)督工(gong)(gong)作(zuo)機制(zhi)(zhi)。自治區和(he)市(shi)級國(guo)有資產監(jian)管(guan)機構(gou)要嚴(yan)格按(an)照《地(di)方國(guo)有資產監(jian)管(guan)工(gong)(gong)作(zuo)指(zhi)(zhi)導(dao)(dao)(dao)監(jian)督辦法(fa)(fa)》(國(guo)務院國(guo)資委令第25號)的規定(ding),進一(yi)步明確(que)指(zhi)(zhi)導(dao)(dao)(dao)監(jian)督工(gong)(gong)作(zuo)的主要職(zhi)責和(he)要求,充分發揮好(hao)指(zhi)(zhi)導(dao)(dao)(dao)監(jian)督工(gong)(gong)作(zuo)的引導(dao)(dao)(dao)、規范、提高(gao)和(he)促進作(zuo)用。要加(jia)快(kuai)完善(shan)上(shang)下聯動、規范有序、全面覆蓋的指(zhi)(zhi)導(dao)(dao)(dao)監(jian)督工(gong)(gong)作(zuo)機制(zhi)(zhi),始終堅持指(zhi)(zhi)導(dao)(dao)(dao)寓于服(fu)務之中(zhong),把指(zhi)(zhi)導(dao)(dao)(dao)監(jian)督下級國(guo)有資產監(jian)管(guan)工(gong)(gong)作(zuo)的重點放(fang)在加(jia)強監(jian)管(guan)機構(gou)建設與提高(gao)監(jian)管(guan)機構(gou)依法(fa)(fa)履(lv)職(zhi)的能力(li)和(he)水平(ping)、指(zhi)(zhi)導(dao)(dao)(dao)地(di)方國(guo)有經濟布局(ju)結構(gou)調整(zheng)、指(zhi)(zhi)導(dao)(dao)(dao)和(he)支持國(guo)有企業改革發展(zhan)、加(jia)強國(guo)有資產基(ji)礎管(guan)理等(deng)重點環節(jie)上(shang),確(que)保指(zhi)(zhi)導(dao)(dao)(dao)監(jian)督及時有效。

五、主要措施

(一)切實加(jia)(jia)強(qiang)組織(zhi)領導。市、縣政府要高度重視國(guo)有(you)資(zi)(zi)產(chan)監管(guan)工(gong)作,充分認(ren)識(shi)在新形勢下加(jia)(jia)強(qiang)和完(wan)善(shan)國(guo)有(you)資(zi)(zi)產(chan)監管(guan)工(gong)作的重要意義,為開(kai)展(zhan)監管(guan)工(gong)作創造必要條件(jian)。市、縣國(guo)有(you)資(zi)(zi)產(chan)監管(guan)機構要把加(jia)(jia)強(qiang)國(guo)資(zi)(zi)監管(guan)工(gong)作列入(ru)重要議(yi)事日程,研究制訂(ding)切實可行(xing)的工(gong)作計劃和實施方案,落實工(gong)作職責,加(jia)(jia)強(qiang)督促檢查。條件(jian)成熟的市可將對縣級國(guo)有(you)資(zi)(zi)產(chan)監管(guan)工(gong)作列入(ru)政府績效(xiao)考評范圍(wei)。

(二)進一(yi)(yi)步明確國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)責(ze)任主體。市、縣政府要(yao)建立和完善本級國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)機構(gou),做(zuo)到(dao)機構(gou)、人員、職能、責(ze)任“四到(dao)位(wei)”。國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)數量較大、具備條(tiao)件的(de)(de)縣應設(she)立獨立的(de)(de)國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)機構(gou),暫不具備設(she)立獨立監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)機構(gou)的(de)(de)縣應明確一(yi)(yi)個(ge)履行國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)職責(ze)的(de)(de)部(bu)門或組(zu)建國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)經營管(guan)(guan)(guan)(guan)理公司授權統一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)。要(yao)認真(zhen)落實以管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)本為主加強國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)的(de)(de)要(yao)求,調整優化國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)職能,突出履行出資(zi)(zi)(zi)(zi)人職責(ze)的(de)(de)重點環節,做(zuo)到(dao)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)不缺(que)位(wei)、不錯位(wei)、不越位(wei)。

(三(san))推動經營(ying)(ying)性(xing)國有資(zi)產(chan)集中(zhong)統一監(jian)管(guan)(guan)(guan)。要切實轉(zhuan)變政(zheng)府職能,加快政(zheng)企(qi)分(fen)開步伐,對(dui)仍由黨政(zheng)機關管(guan)(guan)(guan)理(li)的(de)企(qi)業(ye)和(he)(he)經營(ying)(ying)性(xing)資(zi)產(chan)要制定分(fen)離脫鉤(gou)方(fang)案和(he)(he)時間(jian)表,盡(jin)快納入國有資(zi)產(chan)監(jian)管(guan)(guan)(guan)機構實行(xing)(xing)統一監(jian)管(guan)(guan)(guan)。支(zhi)持按(an)照出資(zi)關系對(dui)地方(fang)金融、文化等領域經營(ying)(ying)性(xing)國有資(zi)產(chan)實行(xing)(xing)專(zhuan)業(ye)或(huo)授權(quan)監(jian)管(guan)(guan)(guan)。

(四)執行重大事項報(bao)告(gao)制度。市、縣國(guo)(guo)資監(jian)(jian)管(guan)(guan)(guan)機(ji)(ji)構(gou)要定期向(xiang)本級(ji)黨委、政府匯(hui)報(bao)本地區國(guo)(guo)資國(guo)(guo)企改(gai)(gai)革發(fa)展情況以(yi)及國(guo)(guo)有(you)(you)資產(chan)總(zong)量、結構(gou)、變動(dong)、收益等匯(hui)總(zong)分析(xi)情況,圍繞當地經(jing)濟(ji)社會發(fa)展大局和(he)國(guo)(guo)有(you)(you)經(jing)濟(ji)改(gai)(gai)革發(fa)展狀(zhuang)況,提(ti)出相關(guan)意見(jian)建議。下級(ji)國(guo)(guo)有(you)(you)資產(chan)監(jian)(jian)管(guan)(guan)(guan)機(ji)(ji)構(gou)要將本地區國(guo)(guo)有(you)(you)經(jing)濟(ji)運行情況以(yi)及所出資企業匯(hui)總(zong)月度及年度財務(wu)情況向(xiang)上一(yi)級(ji)國(guo)(guo)有(you)(you)資產(chan)監(jian)(jian)管(guan)(guan)(guan)機(ji)(ji)構(gou)報(bao)告(gao)。下級(ji)國(guo)(guo)有(you)(you)資產(chan)監(jian)(jian)管(guan)(guan)(guan)機(ji)(ji)構(gou)出臺(tai)的規范性文件要向(xiang)上一(yi)級(ji)國(guo)(guo)有(you)(you)資產(chan)監(jian)(jian)管(guan)(guan)(guan)機(ji)(ji)構(gou)報(bao)備。

(五)加強指導監(jian)(jian)(jian)督(du)工(gong)作。根據逐級(ji)指導監(jian)(jian)(jian)督(du)的原則(ze),上級(ji)國(guo)有(you)資產監(jian)(jian)(jian)管機構(gou)應當加強與下(xia)級(ji)政府(fu)的溝通(tong)協(xie)調,加強對下(xia)級(ji)國(guo)有(you)資產監(jian)(jian)(jian)管工(gong)作的調研指導,加強業(ye)務交流(liu)和培訓(xun),及時總結推廣國(guo)有(you)資產監(jian)(jian)(jian)管和國(guo)有(you)企業(ye)改革發展的典型經驗,通(tong)報開(kai)展監(jian)(jian)(jian)督(du)檢(jian)查情況。

(六)加強合作(zuo)交流(liu)。要(yao)進一步(bu)(bu)優(you)化資(zi)源(yuan)配置,按照(zhao)市場經濟(ji)規律(lv),大力推(tui)(tui)進各級(ji)國(guo)有(you)(you)資(zi)產(chan)(chan)開放(fang)性市場化有(you)(you)效整合、兼并重(zhong)組,實現(xian)優(you)勢互補(bu)、互利共(gong)(gong)贏。要(yao)進一步(bu)(bu)拓寬各級(ji)國(guo)有(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)機構信息(xi)(xi)交流(liu)渠道(dao),建(jian)立健(jian)全國(guo)有(you)(you)資(zi)產(chan)(chan)基礎管(guan)(guan)(guan)理信息(xi)(xi)平(ping)臺,大力推(tui)(tui)進信息(xi)(xi)交流(liu)工作(zuo)的(de)(de)制度化、規范化,逐步(bu)(bu)實現(xian)信息(xi)(xi)互通,數(shu)據共(gong)(gong)享。要(yao)積極搭建(jian)人才隊(dui)伍培(pei)養平(ping)臺,健(jian)全完善(shan)各級(ji)國(guo)有(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)機構之(zhi)間、國(guo)有(you)(you)資(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)機構與(yu)監(jian)(jian)管(guan)(guan)(guan)企業之(zhi)間的(de)(de)人員雙向交流(liu)掛職制度,努力實現(xian)人才資(zi)源(yuan)共(gong)(gong)享。

(七)嚴格實施監督(du)檢查。各級(ji)國有(you)資(zi)產(chan)監管(guan)(guan)機(ji)構要(yao)依法(fa)加強對(dui)下級(ji)政(zheng)府(fu)國有(you)資(zi)產(chan)監管(guan)(guan)工作的監督(du)檢查,上級(ji)國有(you)資(zi)產(chan)監管(guan)(guan)機(ji)構發現下級(ji)政(zheng)府(fu)國有(you)資(zi)產(chan)監管(guan)(guan)工作中存在與國有(you)資(zi)產(chan)監管(guan)(guan)法(fa)律、行政(zheng)法(fa)規和(he)國家方針政(zheng)策不(bu)符情形(xing)的,應當依法(fa)提出糾(jiu)正(zheng)意(yi)見或處理建議。

(八)著力發展(zhan)地(di)方(fang)國(guo)有優(you)勢特(te)色企(qi)業(ye)。繼(ji)續推(tui)動國(guo)有企(qi)業(ye)加快轉型(xing)升級和(he)調整產業(ye)結構,推(tui)進(jin)自主創新、優(you)化(hua)內部資(zi)源配置,大力發展(zhan)新型(xing)混合(he)所有制(zhi)企(qi)業(ye),推(tui)動國(guo)有資(zi)本、集體(ti)資(zi)本、非公有資(zi)本相互融合(he)、優(you)勢互補、共同發展(zhan),探(tan)索改(gai)組(zu)或(huo)組(zu)建國(guo)有資(zi)本投資(zi)運營(ying)公司(si),加快打造一批具有競(jing)爭(zheng)力和(he)影響力的(de)地(di)方(fang)優(you)勢特(te)色企(qi)業(ye)。

(九(jiu))大力(li)(li)加強(qiang)自身建設(she)(she)。要大力(li)(li)推動(dong)國有資產監(jian)(jian)管機構(gou)專業化(hua)、規(gui)(gui)范化(hua)、制度化(hua)建設(she)(she),切實改進(jin)干部作(zuo)風,強(qiang)化(hua)大局意(yi)識、責任(ren)意(yi)識、服務意(yi)識、擔(dan)當意(yi)識,提(ti)升履職能力(li)(li),提(ti)高(gao)監(jian)(jian)管水平(ping)。要依法規(gui)(gui)范出(chu)資人行(xing)權履責的各(ge)項活(huo)動(dong),重視合(he)法性、合(he)規(gui)(gui)性審查,強(qiang)化(hua)監(jian)(jian)督機制,防(fang)范法律風險,全面提(ti)高(gao)國有資產監(jian)(jian)管工作(zuo)規(gui)(gui)范化(hua)水平(ping)。
