國有資產監管大格局的指導意見

為深(shen)入貫徹落(luo)實(shi)(shi)黨(dang)的十(shi)八大和十(shi)八屆三中(zhong)全會精神(shen),進一步完善全區國(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)體制(zhi),提高全區國(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)水(shui)平,根據《中(zhong)華人民共(gong)和國(guo)(guo)(guo)企業(ye)國(guo)(guo)(guo)有資(zi)(zi)產(chan)法》、《企業(ye)國(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)督管(guan)(guan)(guan)理暫行條例》、《地方國(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)工作(zuo)指導監(jian)督辦法》(國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)委令第25號(hao))等(deng)法律法規,結合實(shi)(shi)際,現就加(jia)強市、縣(xian)(市、區,以下簡稱縣(xian))國(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)工作(zuo)、加(jia)快構建全區國(guo)(guo)(guo)有資(zi)(zi)產(chan)監(jian)管(guan)(guan)(guan)大格(ge)局(ju),提出如下指導意見。

一、重要意義

市、縣國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)是全區(qu)(qu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)的(de)(de)(de)重要組成(cheng)部(bu)分。經過多年的(de)(de)(de)改(gai)革發(fa)(fa)展(zhan)(zhan),全區(qu)(qu)市、縣兩(liang)級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)體(ti)制(zhi)機制(zhi)不(bu)(bu)斷(duan)(duan)完(wan)善,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)經濟布局結構不(bu)(bu)斷(duan)(duan)優(you)化,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)企(qi)業規模質量不(bu)(bu)斷(duan)(duan)提(ti)升(sheng),市、縣兩(liang)級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)企(qi)成(cheng)為推(tui)動本地區(qu)(qu)經濟社會(hui)發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)骨干力量。但是,部(bu)分市、縣面臨著國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)體(ti)制(zhi)不(bu)(bu)夠完(wan)善、履行(xing)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)出(chu)資(zi)(zi)(zi)(zi)人職(zhi)責不(bu)(bu)夠到位、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)進(jin)展(zhan)(zhan)不(bu)(bu)夠平衡、企(qi)業國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)基礎性(xing)管(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)與(yu)形(xing)勢(shi)任(ren)務要求(qiu)不(bu)(bu)適應,以及國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)機構與(yu)有(you)(you)(you)(you)(you)(you)(you)關部(bu)門的(de)(de)(de)關系尚(shang)未完(wan)全理(li)(li)順、縣級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)出(chu)資(zi)(zi)(zi)(zi)人制(zhi)度尚(shang)未完(wan)全落實、各級國(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)聯合互(hu)動的(de)(de)(de)工(gong)(gong)作(zuo)機制(zhi)尚(shang)未真正建立等亟(ji)待解決的(de)(de)(de)問題(ti),影響國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)工(gong)(gong)作(zuo)和國(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)(you)(you)(you)企(qi)業改(gai)革的(de)(de)(de)深入推(tui)進(jin),需要引(yin)起(qi)高度重視(shi)。

上級(ji)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管機構(gou)對下級(ji)政府國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管工作(zuo)進(jin)行指導(dao)監(jian)(jian)督,是(shi)維護(hu)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產“國(guo)(guo)(guo)(guo)家(jia)所有(you)(you)、分(fen)級(ji)代表”的(de)一項重(zhong)要(yao)制度(du)(du)安(an)排。加強指導(dao)監(jian)(jian)督工作(zuo),是(shi)加快完善國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管體制和制度(du)(du)的(de)內(nei)在要(yao)求,也是(shi)進(jin)一步加強國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管機構(gou)建設的(de)重(zhong)要(yao)措施,對于切實解決好市、縣國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管工作(zuo)存在的(de)不(bu)到位、不(bu)平衡、不(bu)適應(ying)等問題,提高(gao)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管機構(gou)履職能力,加快構(gou)建整合(he)協調、開放合(he)作(zuo)的(de)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)管大(da)格局,實現各級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)融合(he)發(fa)展(zhan)、聯動發(fa)展(zhan),更(geng)好地營造國(guo)(guo)(guo)(guo)有(you)(you)企業(ye)(ye)改革發(fa)展(zhan)的(de)良(liang)好環(huan)境,做強做優國(guo)(guo)(guo)(guo)有(you)(you)企業(ye)(ye),促進(jin)全區經濟社(she)會穩中(zhong)求進(jin)、穩中(zhong)向好發(fa)展(zhan)具有(you)(you)十分(fen)重(zhong)要(yao)的(de)意義。

二、總體要求

市、縣兩(liang)級政府(fu)(fu)要加(jia)(jia)強(qiang)(qiang)對國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)工(gong)(gong)作的(de)領(ling)導,按(an)照國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)分(fen)級管(guan)理的(de)原則,進(jin)一步明確國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)的(de)責任主體。全區各級國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)要在本級黨委、政府(fu)(fu)的(de)領(ling)導下(xia),堅持(chi)以(yi)鄧(deng)小平(ping)理論(lun)、“三個代(dai)表”重要思想和科(ke)學(xue)發(fa)展(zhan)觀為指導,深入貫徹落實黨的(de)十八大、十八屆三中(zhong)全會精神,緊(jin)緊(jin)圍繞推動(dong)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)上水(shui)平(ping)、國(guo)(guo)(guo)(guo)(guo)企發(fa)展(zhan)上臺(tai)階(jie)的(de)“兩(liang)新目標(biao)”,以(yi)加(jia)(jia)強(qiang)(qiang)地方國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)建設、推進(jin)經營(ying)性國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)集中(zhong)統一監(jian)(jian)(jian)管(guan)、強(qiang)(qiang)化(hua)企業國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)基(ji)礎管(guan)理為重點(dian),按(an)照以(yi)管(guan)資(zi)(zi)(zi)本為主加(jia)(jia)強(qiang)(qiang)國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)的(de)要求,充(chong)分(fen)發(fa)揮國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)本運營(ying)平(ping)臺(tai)作用,努力提(ti)高國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)資(zi)(zi)(zi)本化(hua)、市場(chang)化(hua)、證券化(hua)水(shui)平(ping)。牢固(gu)樹立各級國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)“一盤棋”的(de)理念(nian),立足(zu)“指導、溝通、交流、服務”,加(jia)(jia)快(kuai)健全緊(jin)密(mi)聯系、深度融合(he)、有效整合(he)的(de)工(gong)(gong)作系統,不(bu)斷(duan)完(wan)(wan)善指導監(jian)(jian)(jian)督有效、互相支持(chi)有力、溝通協(xie)調(diao)順暢的(de)工(gong)(gong)作機(ji)(ji)制,推動(dong)構(gou)建國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)大格局(ju),努力提(ti)升國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)機(ji)(ji)構(gou)依(yi)法履行出資(zi)(zi)(zi)人(ren)職責的(de)能力和水(shui)平(ping),為完(wan)(wan)善國(guo)(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)(chan)(chan)(chan)監(jian)(jian)(jian)管(guan)體制機(ji)(ji)制、促進(jin)國(guo)(guo)(guo)(guo)(guo)有企業改革發(fa)展(zhan)作出新貢獻。

三、基本原則

(一)堅持國(guo)有(you)(you)資產屬于國(guo)家所(suo)有(you)(you)原則,落實(shi)國(guo)有(you)(you)資產監(jian)管責任,保障國(guo)有(you)(you)資產監(jian)管政(zheng)策法規的貫徹實(shi)施。

(二)堅(jian)持各級政府分別(bie)代表國家履(lv)行出資人(ren)職(zhi)責(ze)原(yuan)則(ze),各級國有(you)資產(chan)監(jian)(jian)管機(ji)構應當根據本級政府授權,按照法定職(zhi)責(ze)和程(cheng)序(xu)指導監(jian)(jian)督下級國有(you)資產(chan)監(jian)(jian)管機(ji)構的工(gong)作(zuo),尊重和維護下級國有(you)資產(chan)監(jian)(jian)管機(ji)構的出資人(ren)權利(li),不得代替或者干(gan)預下級國有(you)資產(chan)監(jian)(jian)管機(ji)構履(lv)行出資人(ren)職(zhi)責(ze)。

(三)堅(jian)持(chi)政(zheng)(zheng)企分(fen)開、政(zheng)(zheng)資分(fen)開、所有(you)權和經營(ying)權分(fen)離、政(zheng)(zheng)府的(de)(de)社會公共管理職能(neng)與國有(you)資產出(chu)資人職能(neng)分(fen)開的(de)(de)原則,完善經營(ying)性國有(you)資產監管體制(zhi)(zhi)機制(zhi)(zhi),積(ji)極探(tan)索(suo)國有(you)資產監管和運營(ying)的(de)(de)有(you)效(xiao)途徑(jing)和方(fang)式。

(四)堅持依法合規原則,加強(qiang)分類指導,突出(chu)監(jian)督重點,增強(qiang)地方國有資產監(jian)管工作的規范性(xing)和有效性(xing)。

四、重點任務

(一)繼(ji)續深化(hua)(hua)國(guo)(guo)(guo)資國(guo)(guo)(guo)企改革。要認真(zhen)貫(guan)徹落(luo)實黨的十八(ba)大、十八(ba)屆(jie)三中全(quan)(quan)會(hui)、自治區黨委十屆(jie)四次(ci)全(quan)(quan)會(hui)精神,全(quan)(quan)面深化(hua)(hua)國(guo)(guo)(guo)資國(guo)(guo)(guo)企改革,各市、縣要相應成立(li)深化(hua)(hua)國(guo)(guo)(guo)資國(guo)(guo)(guo)企改革領導小(xiao)組,負責整體(ti)統(tong)籌推進改革工(gong)作,研(yan)究制定相關(guan)方案(an)措施(shi),協調解決(jue)存(cun)在的問題,全(quan)(quan)力(li)做(zuo)好(hao)本(ben)級政府深化(hua)(hua)國(guo)(guo)(guo)資國(guo)(guo)(guo)企改革工(gong)作。

(二)健(jian)全完善(shan)國(guo)有(you)(you)資(zi)產監管(guan)組織體(ti)系(xi)。市(shi)、縣政府(fu)要(yao)進一(yi)步加強國(guo)有(you)(you)資(zi)產監管(guan)機構建設,堅持市(shi)級(ji)國(guo)資(zi)委(wei)政府(fu)直屬特設機構性質不變(bian),明確縣級(ji)國(guo)有(you)(you)資(zi)產監管(guan)責任主體(ti),積極探索符合改革要(yao)求和本(ben)地實際的(de)國(guo)有(you)(you)資(zi)產監管(guan)有(you)(you)效方式和途徑,努力實現經營(ying)性國(guo)有(you)(you)資(zi)產監管(guan)和明確縣級(ji)國(guo)資(zi)監管(guan)責任主體(ti)的(de)“全覆蓋(gai)”。

(三)健全完善國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)監(jian)管(guan)(guan)(guan)制度(du)體(ti)系。市(shi)、縣國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)監(jian)管(guan)(guan)(guan)機構(gou)要依據《中華(hua)人(ren)民共和(he)(he)國(guo)(guo)(guo)(guo)企業國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)法》和(he)(he)《企業國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)監(jian)督管(guan)(guan)(guan)理暫行條例》,在國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)出(chu)資人(ren)制度(du)、國(guo)(guo)(guo)(guo)家(jia)出(chu)資企業制度(du)和(he)(he)國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)統一監(jian)管(guan)(guan)(guan)制度(du)三大制度(du)框架下(xia),健全完善本地區具體(ti)規章(zhang)制度(du),形(xing)成監(jian)督有(you)(you)力、管(guan)(guan)(guan)理科學、運作高效的國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)監(jian)管(guan)(guan)(guan)制度(du)體(ti)系。要切實加強國(guo)(guo)(guo)(guo)有(you)(you)資產(chan)監(jian)管(guan)(guan)(guan)法律、行政法規和(he)(he)規章(zhang)的執行力度(du),強化監(jian)督檢查(cha),確保各項制度(du)落實到位。

(四)健(jian)全(quan)完善(shan)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管工(gong)作(zuo)體(ti)系。市、縣國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管機構要深入探索(suo)(suo)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管工(gong)作(zuo)規(gui)律,進(jin)一步充實完善(shan)以(yi)發(fa)展(zhan)戰略制(zhi)定、主(zhu)業(ye)核(he)定、業(ye)績考核(he)、薪(xin)酬分(fen)(fen)配、企業(ye)領(ling)導(dao)人(ren)員任(ren)(聘(pin))免(mian)、財(cai)務(wu)監(jian)(jian)(jian)(jian)督與評價、產(chan)(chan)(chan)權(quan)管理、監(jian)(jian)(jian)(jian)事會監(jian)(jian)(jian)(jian)督、風險(xian)管控等為主(zhu)線的(de)(de)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管工(gong)作(zuo)閉環,加快健(jian)全(quan)全(quan)區規(gui)則統一、分(fen)(fen)類分(fen)(fen)層、權(quan)責明確(que)、運轉(zhuan)高(gao)效(xiao)和規(gui)范透明的(de)(de)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管工(gong)作(zuo)體(ti)系。建立(li)完善(shan)經營性(xing)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)集中統一監(jian)(jian)(jian)(jian)管制(zhi)度,推進(jin)全(quan)面實現政企分(fen)(fen)開、政資(zi)分(fen)(fen)開。根據基礎支(zhi)撐、戰略引導(dao)、公益產(chan)(chan)(chan)品和服務(wu)、一般競爭性(xing)領(ling)域等不同功能定位,探索(suo)(suo)實行(xing)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)分(fen)(fen)類監(jian)(jian)(jian)(jian)管,提高(gao)國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)監(jian)(jian)(jian)(jian)管的(de)(de)針對性(xing)有(you)(you)效(xiao)性(xing),全(quan)面落(luo)實國(guo)(guo)有(you)(you)資(zi)產(chan)(chan)(chan)保(bao)值(zhi)增值(zhi)責任(ren)。

(五)健全(quan)完善指(zhi)導監(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作機制。自(zi)治(zhi)區和(he)市級(ji)國(guo)(guo)有資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)機構要(yao)嚴格按照《地方國(guo)(guo)有資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)工(gong)(gong)作指(zhi)導監(jian)(jian)(jian)(jian)(jian)(jian)督(du)辦法》(國(guo)(guo)務院國(guo)(guo)資(zi)委令第(di)25號)的(de)規定,進一步(bu)明確(que)指(zhi)導監(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作的(de)主要(yao)職責和(he)要(yao)求(qiu),充分發揮好指(zhi)導監(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作的(de)引導、規范、提高和(he)促進作用。要(yao)加(jia)快(kuai)完善上下(xia)聯(lian)動、規范有序、全(quan)面覆蓋的(de)指(zhi)導監(jian)(jian)(jian)(jian)(jian)(jian)督(du)工(gong)(gong)作機制,始終堅持(chi)指(zhi)導寓(yu)于(yu)服務之中(zhong),把指(zhi)導監(jian)(jian)(jian)(jian)(jian)(jian)督(du)下(xia)級(ji)國(guo)(guo)有資(zi)產(chan)監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)工(gong)(gong)作的(de)重點放在加(jia)強監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)機構建(jian)設與提高監(jian)(jian)(jian)(jian)(jian)(jian)管(guan)機構依法履職的(de)能力和(he)水平、指(zhi)導地方國(guo)(guo)有經濟(ji)布局結構調(diao)整、指(zhi)導和(he)支持(chi)國(guo)(guo)有企業(ye)改革發展、加(jia)強國(guo)(guo)有資(zi)產(chan)基礎管(guan)理等重點環節(jie)上,確(que)保指(zhi)導監(jian)(jian)(jian)(jian)(jian)(jian)督(du)及(ji)時有效。

五、主要措施

(一(yi))切實(shi)加(jia)強(qiang)組織(zhi)領(ling)導。市、縣政府要高度(du)重(zhong)(zhong)視國有資(zi)產(chan)監(jian)(jian)管(guan)工作(zuo),充分認識在新形勢下加(jia)強(qiang)和(he)完善國有資(zi)產(chan)監(jian)(jian)管(guan)工作(zuo)的重(zhong)(zhong)要意義,為(wei)開展(zhan)監(jian)(jian)管(guan)工作(zuo)創造必要條(tiao)(tiao)件(jian)。市、縣國有資(zi)產(chan)監(jian)(jian)管(guan)機(ji)構要把(ba)加(jia)強(qiang)國資(zi)監(jian)(jian)管(guan)工作(zuo)列入(ru)重(zhong)(zhong)要議事(shi)日程,研究制(zhi)訂切實(shi)可行(xing)的工作(zuo)計劃和(he)實(shi)施方案,落實(shi)工作(zuo)職責(ze),加(jia)強(qiang)督促(cu)檢查。條(tiao)(tiao)件(jian)成熟的市可將(jiang)對縣級國有資(zi)產(chan)監(jian)(jian)管(guan)工作(zuo)列入(ru)政府績效考(kao)評范圍。

(二(er))進一步明(ming)確國(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)(guan)責(ze)(ze)任主(zhu)體。市、縣政府要(yao)建立(li)和完善本(ben)級國(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)(guan)機(ji)構,做(zuo)到機(ji)構、人(ren)員(yuan)、職能、責(ze)(ze)任“四到位(wei)”。國(guo)有(you)資(zi)(zi)(zi)產(chan)數(shu)量(liang)較大、具(ju)備(bei)條件的縣應(ying)設(she)立(li)獨立(li)的國(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)(guan)機(ji)構,暫不具(ju)備(bei)設(she)立(li)獨立(li)監(jian)管(guan)(guan)機(ji)構的縣應(ying)明(ming)確一個履行國(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)(guan)職責(ze)(ze)的部門或組建國(guo)有(you)資(zi)(zi)(zi)產(chan)經營(ying)管(guan)(guan)理公司授權(quan)統一監(jian)管(guan)(guan)。要(yao)認真(zhen)落實以管(guan)(guan)資(zi)(zi)(zi)本(ben)為主(zhu)加強國(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)(guan)的要(yao)求,調整優(you)化國(guo)有(you)資(zi)(zi)(zi)產(chan)監(jian)管(guan)(guan)職能,突出(chu)履行出(chu)資(zi)(zi)(zi)人(ren)職責(ze)(ze)的重(zhong)點環節,做(zuo)到監(jian)管(guan)(guan)不缺位(wei)、不錯(cuo)位(wei)、不越位(wei)。

(三)推動經營性(xing)國(guo)(guo)有資(zi)產(chan)集中統一監(jian)管(guan)(guan)。要切(qie)實轉變政府職(zhi)能,加快(kuai)政企分開步(bu)伐(fa),對仍由黨政機(ji)關管(guan)(guan)理的企業(ye)和經營性(xing)資(zi)產(chan)要制(zhi)定(ding)分離脫鉤方(fang)案和時間表,盡快(kuai)納(na)入國(guo)(guo)有資(zi)產(chan)監(jian)管(guan)(guan)機(ji)構實行統一監(jian)管(guan)(guan)。支持按照出資(zi)關系(xi)對地方(fang)金融、文化等(deng)領域經營性(xing)國(guo)(guo)有資(zi)產(chan)實行專業(ye)或授權監(jian)管(guan)(guan)。

(四(si))執行重(zhong)大事項(xiang)報(bao)告制(zhi)度(du)。市、縣國(guo)資(zi)(zi)監(jian)(jian)管(guan)機(ji)構(gou)要(yao)(yao)定期向本級(ji)(ji)(ji)黨(dang)委、政府匯報(bao)本地(di)區國(guo)資(zi)(zi)國(guo)企改(gai)革發(fa)展情(qing)況以及(ji)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)總量、結構(gou)、變動、收益等匯總分析情(qing)況,圍繞當(dang)地(di)經濟(ji)(ji)社會發(fa)展大局和國(guo)有(you)(you)經濟(ji)(ji)改(gai)革發(fa)展狀況,提出相關意見(jian)建(jian)議(yi)。下(xia)級(ji)(ji)(ji)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)機(ji)構(gou)要(yao)(yao)將(jiang)本地(di)區國(guo)有(you)(you)經濟(ji)(ji)運(yun)行情(qing)況以及(ji)所出資(zi)(zi)企業匯總月度(du)及(ji)年(nian)度(du)財務(wu)情(qing)況向上一(yi)級(ji)(ji)(ji)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)機(ji)構(gou)報(bao)告。下(xia)級(ji)(ji)(ji)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)機(ji)構(gou)出臺的規范(fan)性文件要(yao)(yao)向上一(yi)級(ji)(ji)(ji)國(guo)有(you)(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)機(ji)構(gou)報(bao)備。

(五)加(jia)強(qiang)指導(dao)(dao)監(jian)督工作。根據逐(zhu)級(ji)(ji)指導(dao)(dao)監(jian)督的(de)原則,上級(ji)(ji)國(guo)(guo)有(you)資產(chan)監(jian)管機構應當加(jia)強(qiang)與下級(ji)(ji)政府的(de)溝通協調,加(jia)強(qiang)對下級(ji)(ji)國(guo)(guo)有(you)資產(chan)監(jian)管工作的(de)調研指導(dao)(dao),加(jia)強(qiang)業(ye)務交流和培(pei)訓(xun),及時總結推廣國(guo)(guo)有(you)資產(chan)監(jian)管和國(guo)(guo)有(you)企業(ye)改(gai)革發展(zhan)的(de)典型經(jing)驗(yan),通報開展(zhan)監(jian)督檢查情況。

(六)加強(qiang)合(he)作(zuo)(zuo)交(jiao)(jiao)流(liu)(liu)。要進一(yi)步優化(hua)資(zi)(zi)(zi)(zi)源(yuan)配(pei)置,按照(zhao)市場經濟(ji)規(gui)律,大力(li)推進各(ge)級國(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)開放(fang)性市場化(hua)有(you)效整(zheng)合(he)、兼并重組,實(shi)現優勢互(hu)補(bu)、互(hu)利共贏。要進一(yi)步拓寬各(ge)級國(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)監管(guan)(guan)機(ji)構(gou)信(xin)(xin)息(xi)交(jiao)(jiao)流(liu)(liu)渠(qu)道,建立健全(quan)國(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)基礎管(guan)(guan)理信(xin)(xin)息(xi)平臺,大力(li)推進信(xin)(xin)息(xi)交(jiao)(jiao)流(liu)(liu)工作(zuo)(zuo)的(de)制度化(hua)、規(gui)范(fan)化(hua),逐步實(shi)現信(xin)(xin)息(xi)互(hu)通,數據共享。要積(ji)極搭建人才隊伍(wu)培養平臺,健全(quan)完(wan)善各(ge)級國(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)監管(guan)(guan)機(ji)構(gou)之(zhi)(zhi)間、國(guo)有(you)資(zi)(zi)(zi)(zi)產(chan)監管(guan)(guan)機(ji)構(gou)與監管(guan)(guan)企(qi)業之(zhi)(zhi)間的(de)人員雙向(xiang)交(jiao)(jiao)流(liu)(liu)掛職制度,努(nu)力(li)實(shi)現人才資(zi)(zi)(zi)(zi)源(yuan)共享。

(七)嚴格(ge)實施監(jian)督檢查(cha)。各級國(guo)(guo)有(you)(you)資產監(jian)管(guan)機(ji)構(gou)要依法(fa)(fa)加強對下級政(zheng)府(fu)國(guo)(guo)有(you)(you)資產監(jian)管(guan)工(gong)作的監(jian)督檢查(cha),上級國(guo)(guo)有(you)(you)資產監(jian)管(guan)機(ji)構(gou)發現下級政(zheng)府(fu)國(guo)(guo)有(you)(you)資產監(jian)管(guan)工(gong)作中存在(zai)與國(guo)(guo)有(you)(you)資產監(jian)管(guan)法(fa)(fa)律(lv)、行政(zheng)法(fa)(fa)規和國(guo)(guo)家方針(zhen)政(zheng)策不符情形的,應當依法(fa)(fa)提出糾正意見或(huo)處理建議(yi)。

(八)著力(li)(li)發展地方(fang)國(guo)有優(you)勢(shi)特(te)色企(qi)業(ye)(ye)(ye)。繼續推動(dong)國(guo)有企(qi)業(ye)(ye)(ye)加快轉(zhuan)型(xing)升級(ji)和(he)調整產業(ye)(ye)(ye)結構,推進自主創新、優(you)化內部資(zi)源(yuan)配置,大力(li)(li)發展新型(xing)混合所有制(zhi)企(qi)業(ye)(ye)(ye),推動(dong)國(guo)有資(zi)本(ben)、集體資(zi)本(ben)、非公(gong)(gong)有資(zi)本(ben)相互融(rong)合、優(you)勢(shi)互補、共同(tong)發展,探索改組或組建國(guo)有資(zi)本(ben)投資(zi)運營公(gong)(gong)司,加快打造一批具有競爭力(li)(li)和(he)影響力(li)(li)的(de)地方(fang)優(you)勢(shi)特(te)色企(qi)業(ye)(ye)(ye)。

(九)大力(li)加強(qiang)自身建(jian)設。要(yao)大力(li)推動國有資產監(jian)管(guan)機構(gou)專業(ye)化(hua)、規范化(hua)、制度(du)化(hua)建(jian)設,切實改進干(gan)部作風,強(qiang)化(hua)大局(ju)意(yi)識(shi)、責(ze)任意(yi)識(shi)、服(fu)務意(yi)識(shi)、擔(dan)當(dang)意(yi)識(shi),提(ti)升履職能力(li),提(ti)高(gao)監(jian)管(guan)水(shui)平。要(yao)依法(fa)(fa)規范出資人(ren)行權履責(ze)的(de)各項活(huo)動,重視(shi)合(he)法(fa)(fa)性(xing)、合(he)規性(xing)審查(cha),強(qiang)化(hua)監(jian)督機制,防范法(fa)(fa)律風險,全面提(ti)高(gao)國有資產監(jian)管(guan)工作規范化(hua)水(shui)平。
