一、廣泛凝聚共識,統籌構建信息化工作格局
當前,全球信(xin)息化(hua)進入全面滲透、跨界融合、加(jia)速創新、引(yin)(yin)領發展的(de)新階段。針對“十二(er)五”末(mo)期(qi),北京市(shi)國資(zi)(zi)委系(xi)(xi)統(tong)(tong)信(xin)息化(hua)頂(ding)層設計(ji)不足,“數據孤島”現象突出,數據價值難(nan)以體現,與中(zhong)央(yang)企(qi)業(ye)、兄(xiong)弟省(sheng)市(shi)企(qi)業(ye)、行(xing)業(ye)標桿企(qi)業(ye)存在較(jiao)大差距等(deng)問題,北京市(shi)國資(zi)(zi)委不斷(duan)完善頂(ding)層設計(ji),強(qiang)化(hua)政策引(yin)(yin)導,推動(dong)壓(ya)力傳導,倒逼工(gong)作(zuo)落(luo)實(shi),全系(xi)(xi)統(tong)(tong)對國資(zi)(zi)監管信(xin)息化(hua)工(gong)作(zuo)形成(cheng)廣泛共識。
(一)明確發(fa)展(zhan)方向,制定《“十三(san)五(wu)(wu)”信息(xi)(xi)(xi)化(hua)發(fa)展(zhan)專項(xiang)規(gui)(gui)劃(hua)》。將信息(xi)(xi)(xi)化(hua)工作(zuo)融入《國(guo)(guo)有經濟(ji)(ji)“十三(san)五(wu)(wu)”發(fa)展(zhan)規(gui)(gui)劃(hua)》,制定信息(xi)(xi)(xi)化(hua)發(fa)展(zhan)專項(xiang)子(zi)規(gui)(gui)劃(hua),與(yu)國(guo)(guo)有經濟(ji)(ji)整體(ti)工作(zuo)統一標準、統一導向、統一謀劃(hua)。同步(bu)指導各市管(guan)企業同步(bu)制定“十三(san)五(wu)(wu)”信息(xi)(xi)(xi)化(hua)發(fa)展(zhan)規(gui)(gui)劃(hua),將信息(xi)(xi)(xi)化(hua)作(zuo)為(wei)(wei)加(jia)強集團管(guan)控、引(yin)領企業戰略實施的重要抓手(shou)。《專項(xiang)規(gui)(gui)劃(hua)》以(yi)“統籌推(tui)(tui)(tui)進(jin)(jin)、創新引(yin)領、開放(fang)共(gong)享、安(an)全(quan)可(ke)控”為(wei)(wei)原則,以(yi)信息(xi)(xi)(xi)化(hua)驅動“轉型、改革、開放(fang)、創新”為(wei)(wei)主線,系統提(ti)(ti)出(chu)“135”發(fa)展(zhan)目標,力(li)爭到“十三(san)五(wu)(wu)”末,市管(guan)企業管(guan)理(li)(li)信息(xi)(xi)(xi)化(hua)水(shui)平(ping)全(quan)部達(da)到B級及以(yi)上(shang),在(zai)依托信息(xi)(xi)(xi)化(hua)探索創新國(guo)(guo)資監(jian)管(guan)方式上(shang)走在(zai)全(quan)國(guo)(guo)前(qian)列(lie)。“1”就是(shi)(shi)通過培育“1”批信息(xi)(xi)(xi)化(hua)產(chan)業先鋒,推(tui)(tui)(tui)進(jin)(jin)構建首(shou)都高精(jing)尖經濟(ji)(ji)結構;“3”就是(shi)(shi)推(tui)(tui)(tui)動建設3大信息(xi)(xi)(xi)平(ping)臺,促進(jin)(jin)京津冀(ji)協同發(fa)展(zhan),提(ti)(ti)高國(guo)(guo)資監(jian)管(guan)綜合(he)效能,推(tui)(tui)(tui)進(jin)(jin)城市精(jing)細(xi)化(hua)治(zhi)理(li)(li);“5”就是(shi)(shi)積極踐行數字(zi)化(hua)管(guan)理(li)(li)理(li)(li)念,著力(li)提(ti)(ti)升科學決策、集團管(guan)控、創新發(fa)展(zhan)、風險防控、綜合(he)保障(zhang)5項(xiang)核心能力(li),推(tui)(tui)(tui)動實現國(guo)(guo)資國(guo)(guo)企治(zhi)理(li)(li)體(ti)系和(he)治(zhi)理(li)(li)能力(li)現代(dai)化(hua)。
(二)完善(shan)體(ti)制(zhi)(zhi)機制(zhi)(zhi),推(tui)動信(xin)(xin)息(xi)(xi)化(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)從“一(yi)把手(shou)工(gong)(gong)(gong)(gong)程(cheng)”向“全(quan)(quan)(quan)員(yuan)工(gong)(gong)(gong)(gong)程(cheng)”轉變。一(yi)是(shi)(shi)建(jian)立健(jian)全(quan)(quan)(quan)網(wang)信(xin)(xin)領(ling)導(dao)(dao)體(ti)制(zhi)(zhi),強(qiang)(qiang)化(hua)主(zhu)體(ti)責(ze)(ze)(ze)任(ren)(ren)(ren)。明(ming)確各企(qi)(qi)業(ye)(ye)主(zhu)要(yao)領(ling)導(dao)(dao)作(zuo)(zuo)(zuo)(zuo)(zuo)為網(wang)信(xin)(xin)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)(de)第一(yi)責(ze)(ze)(ze)任(ren)(ren)(ren)人,把推(tui)動信(xin)(xin)息(xi)(xi)化(hua)發(fa)展作(zuo)(zuo)(zuo)(zuo)(zuo)為黨組(zu)織把方向、管(guan)大(da)局(ju)、保落(luo)(luo)實(shi)(shi)的(de)(de)重要(yao)抓手(shou),堅決(jue)貫徹落(luo)(luo)實(shi)(shi)國(guo)家(jia)和市(shi)委市(shi)政府信(xin)(xin)息(xi)(xi)化(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)方針、政策(ce),研究決(jue)定企(qi)(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)發(fa)展戰略及年(nian)度計劃,親自過(guo)問企(qi)(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)建(jian)設的(de)(de)重大(da)事項(xiang)。二是(shi)(shi)調(diao)整(zheng)(zheng)優化(hua)機構設置,進(jin)一(yi)步(bu)明(ming)確職責(ze)(ze)(ze)定位。推(tui)動企(qi)(qi)業(ye)(ye)網(wang)信(xin)(xin)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)部門機構、職能、人員(yuan)和責(ze)(ze)(ze)任(ren)(ren)(ren)“四落(luo)(luo)實(shi)(shi)”,多家(jia)企(qi)(qi)業(ye)(ye)新(xin)設了(le)一(yi)級(ji)信(xin)(xin)息(xi)(xi)化(hua)獨立部門,具有一(yi)級(ji)信(xin)(xin)息(xi)(xi)化(hua)獨立部門的(de)(de)市(shi)管(guan)企(qi)(qi)業(ye)(ye)數(shu)量超過(guo)80%。三是(shi)(shi)健(jian)全(quan)(quan)(quan)績(ji)(ji)效(xiao)考(kao)(kao)核機制(zhi)(zhi),督(du)(du)促責(ze)(ze)(ze)任(ren)(ren)(ren)落(luo)(luo)實(shi)(shi)。將企(qi)(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)納(na)入企(qi)(qi)業(ye)(ye)領(ling)導(dao)(dao)人員(yuan)年(nian)度經營業(ye)(ye)績(ji)(ji)考(kao)(kao)核,并由扣分制(zhi)(zhi)調(diao)整(zheng)(zheng)為計分制(zhi)(zhi),實(shi)(shi)現從倒逼企(qi)(qi)業(ye)(ye)落(luo)(luo)實(shi)(shi),到引導(dao)(dao)企(qi)(qi)業(ye)(ye)自主(zhu)對標、主(zhu)動提升的(de)(de)轉變。目前,各企(qi)(qi)業(ye)(ye)同步(bu)建(jian)立信(xin)(xin)息(xi)(xi)化(hua)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)績(ji)(ji)效(xiao)考(kao)(kao)核制(zhi)(zhi)度,加強(qiang)(qiang)督(du)(du)查督(du)(du)辦和考(kao)(kao)核問責(ze)(ze)(ze),確保層層落(luo)(luo)實(shi)(shi)信(xin)(xin)息(xi)(xi)化(hua)建(jian)設、應用、維護、升級(ji)和優化(hua)的(de)(de)責(ze)(ze)(ze)任(ren)(ren)(ren),切實(shi)(shi)把網(wang)信(xin)(xin)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的(de)(de)責(ze)(ze)(ze)任(ren)(ren)(ren)傳遞(di)到各級(ji)領(ling)導(dao)(dao)和基(ji)層員(yuan)工(gong)(gong)(gong)(gong),企(qi)(qi)業(ye)(ye)考(kao)(kao)核基(ji)本覆蓋重要(yao)子企(qi)(qi)業(ye)(ye)。
(三(san)(san))實(shi)(shi)施(shi)“展(zhan)(zhan)e計劃(hua)”,加快(kuai)推(tui)(tui)動(dong)市(shi)管企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)發(fa)(fa)(fa)展(zhan)(zhan)。落實(shi)(shi)市(shi)委(wei)市(shi)政(zheng)府(fu)《進一步深化(hua)(hua)(hua)市(shi)管國資國企(qi)(qi)(qi)改革推(tui)(tui)動(dong)更高質(zhi)量(liang)發(fa)(fa)(fa)展(zhan)(zhan)的“三(san)(san)年行動(dong)”方(fang)案(an)(2018--2020年)》,組(zu)(zu)織企(qi)(qi)(qi)業(ye)(ye)(ye)制(zhi)(zhi)定實(shi)(shi)施(shi)企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)水(shui)平提(ti)升(sheng)計劃(hua)(展(zhan)(zhan)e計劃(hua))。一是(shi)強化(hua)(hua)(hua)政(zheng)策導(dao)向(xiang),完善(shan)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)水(shui)平測(ce)(ce)評(ping)指標(biao)體系。堅持繼承與(yu)發(fa)(fa)(fa)展(zhan)(zhan)相統一,橫(heng)縱對(dui)(dui)比相統一,在(zai)2015年基礎上從頂層設計、集(ji)(ji)團管控、網絡安全、集(ji)(ji)約(yue)化(hua)(hua)(hua)發(fa)(fa)(fa)展(zhan)(zhan)等方(fang)面(mian)(mian)(mian),對(dui)(dui)約(yue)70%的采(cai)集(ji)(ji)項進行了(le)修改完善(shan)。從6個方(fang)面(mian)(mian)(mian)精選13項關鍵指標(biao),引導(dao)企(qi)(qi)(qi)業(ye)(ye)(ye)進一步完善(shan)體制(zhi)(zhi)機(ji)制(zhi)(zhi),加快(kuai)集(ji)(ji)約(yue)化(hua)(hua)(hua)建設,提(ti)升(sheng)數據治(zhi)理、風(feng)險感(gan)知(zhi)和(he)應急處置(zhi)(zhi)能力。二是(shi)立足(zu)客觀公(gong)正,完善(shan)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)水(shui)平測(ce)(ce)評(ping)機(ji)制(zhi)(zhi)。在(zai)全系統組(zu)(zu)建信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)測(ce)(ce)評(ping)專家組(zu)(zu),統一編組(zu)(zu),對(dui)(dui)企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建、用、管、維全面(mian)(mian)(mian)綜合(he)(he)(he)評(ping)估(gu),允許(xu)符(fu)合(he)(he)(he)測(ce)(ce)評(ping)指標(biao)精神、符(fu)合(he)(he)(he)企(qi)(qi)(qi)業(ye)(ye)(ye)生產經營(ying)的未匹配指標(biao)視(shi)同得分,避(bi)免信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建設與(yu)企(qi)(qi)(qi)業(ye)(ye)(ye)發(fa)(fa)(fa)展(zhan)(zhan)“兩張皮”。“不(bu)唯(wei)(wei)分、不(bu)唯(wei)(wei)排名(ming)”,注(zhu)重溝通(tong)交流,突出信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建設成果(guo)經驗交流與(yu)共享,推(tui)(tui)動(dong)由單一測(ce)(ce)評(ping)評(ping)分工(gong)作(zuo),逐(zhu)漸拓展(zhan)(zhan)為交流、共享、互學、互促(cu)、互幫、互助共同提(ti)升(sheng)的一項工(gong)作(zuo)。三(san)(san)是(shi)注(zhu)重提(ti)升(sheng)IT績(ji)效,推(tui)(tui)動(dong)高質(zhi)量(liang)發(fa)(fa)(fa)展(zhan)(zhan)。將信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)測(ce)(ce)評(ping)納(na)入(ru)業(ye)(ye)(ye)績(ji)考核,分類評(ping)價,針對(dui)(dui)企(qi)(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)水(shui)平級別合(he)(he)(he)理設置(zhi)(zhi)工(gong)作(zuo)難度,倒逼(bi)發(fa)(fa)(fa)展(zhan)(zhan)。設置(zhi)(zhi)成長因(yin)子,在(zai)鼓(gu)勵企(qi)(qi)(qi)業(ye)(ye)(ye)系統對(dui)(dui)標(biao)的同時,強化(hua)(hua)(hua)自(zi)我對(dui)(dui)標(biao),快(kuai)速成長,讓優者更優,劣者奮勇,中間加速攀登。通(tong)過“展(zhan)(zhan)e計劃(hua)”探索信(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)在(zai)引領(ling)企(qi)(qi)(qi)業(ye)(ye)(ye)轉型發(fa)(fa)(fa)展(zhan)(zhan)、重大(da)工(gong)程項目建設、城市(shi)運行精細化(hua)(hua)(hua)管理等方(fang)面(mian)(mian)(mian)的應用,涌現(xian)出一大(da)批優質(zhi)示范項目。
按照(zhao)中央關于全面深化國(guo)(guo)資國(guo)(guo)企改革(ge)和高質量(liang)發展的(de)戰略部署,市國(guo)(guo)資委(wei)構建了(le)“1+31”的(de)改革(ge)政(zheng)策體系和“1+14”的(de)高質量(liang)發展政(zheng)策體系。信(xin)息化工作緊緊圍繞“管資本為主”導(dao)向,積極探索打(da)造出資人監管信(xin)息化平臺,加快推動國(guo)(guo)資監管流程方式重塑再造。
二、立足職能轉變,探索創新國資監管新方式
圍繞服務“三(san)歸位”,著(zhu)力探索更多市場化(hua)、法治化(hua)、信息化(hua)監管方式,通過強化(hua)流(liu)程整合(he)、數據共享,推動(dong)實(shi)現動(dong)態協同監管,一批立足服務職能轉(zhuan)變的信息系(xi)統相繼上(shang)線,國資(zi)監管與信息化(hua)深度融(rong)合(he)成效(xiao)初顯(xian)。
(一)探索開展(zhan)數(shu)據(ju)(ju)匯聚,促進監(jian)(jian)管(guan)(guan)共(gong)享協同。以(yi)國(guo)資監(jian)(jian)管(guan)(guan)業務全景圖和數(shu)據(ju)(ju)視圖為主線,匯聚國(guo)資監(jian)(jian)管(guan)(guan)數(shu)據(ju)(ju),明確(que)數(shu)據(ju)(ju)標準,加(jia)強數(shu)據(ju)(ju)整合,建立了規劃對標、財務分(fen)析、產權分(fen)析、土地分(fen)析等監(jian)(jian)測專題服務決策(ce)支(zhi)(zhi)持,目前(qian)共(gong)匯聚14097項(xiang)數(shu)據(ju)(ju),共(gong)享4760項(xiang)數(shu)據(ju)(ju),為增強國(guo)資監(jian)(jian)管(guan)(guan)合力提(ti)供(gong)了基礎支(zhi)(zhi)撐。
(二)開展信息(xi)(xi)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)試點(dian),探(tan)索推進(jin)協(xie)(xie)同(tong)監(jian)(jian)(jian)管(guan)。落(luo)實(shi)推進(jin)依法(fa)放權要(yao)求,探(tan)索創新(xin)市場化監(jian)(jian)(jian)管(guan)方式,參照上市公(gong)司信息(xi)(xi)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)實(shi)踐(jian),開展市管(guan)企業(ye)(ye)信息(xi)(xi)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)工作(zuo)試點(dian)。一是把(ba)握國(guo)資(zi)(zi)國(guo)企改革要(yao)求,明確信息(xi)(xi)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)內容。從(cong)企業(ye)(ye)法(fa)人(ren)治(zhi)理、重(zhong)(zhong)大投資(zi)(zi)行(xing)為、重(zhong)(zhong)大擔保、落(luo)實(shi)市委(wei)市政(zheng)府重(zhong)(zhong)大專項(xiang)(xiang)任務等(deng)方面,確定28項(xiang)(xiang)信息(xi)(xi)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)事(shi)項(xiang)(xiang),切實(shi)保障出資(zi)(zi)人(ren)知情權。二是建立健全運行(xing)機制,推動(dong)企業(ye)(ye)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)信息(xi)(xi)共(gong)享協(xie)(xie)同(tong)應用。支(zhi)持信息(xi)(xi)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)報(bao)(bao)告的在(zai)線報(bao)(bao)送、委(wei)內分發,打通信息(xi)(xi)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)和(he)OA系統(tong)的通道,實(shi)現領導(dao)批示(shi)、會商等(deng)功能,支(zhi)撐基于(yu)信息(xi)(xi)披(pi)(pi)(pi)露(lu)(lu)(lu)(lu)報(bao)(bao)告開展協(xie)(xie)同(tong)監(jian)(jian)(jian)管(guan)。
(三)創新投(tou)(tou)(tou)(tou)資(zi)(zi)監(jian)(jian)管(guan)(guan)理念,支撐(cheng)推進(jin)過(guo)程監(jian)(jian)管(guan)(guan)。建(jian)設事前規(gui)(gui)范(fan)、事中監(jian)(jian)控(kong)、事后問(wen)責的投(tou)(tou)(tou)(tou)資(zi)(zi)全(quan)(quan)(quan)過(guo)程監(jian)(jian)管(guan)(guan)信(xin)息(xi)系(xi)統(tong),支撐(cheng)投(tou)(tou)(tou)(tou)資(zi)(zi)監(jian)(jian)管(guan)(guan)理念從(cong)審批(pi)具(ju)體項(xiang)(xiang)(xiang)目(mu)(mu)向管(guan)(guan)投(tou)(tou)(tou)(tou)向、管(guan)(guan)程序、管(guan)(guan)回報、管(guan)(guan)風險(xian)的四位一體監(jian)(jian)管(guan)(guan)轉變(bian),有效(xiao)(xiao)(xiao)保(bao)障(zhang)投(tou)(tou)(tou)(tou)資(zi)(zi)監(jian)(jian)督管(guan)(guan)理辦(ban)法的施(shi)行(xing)(xing),全(quan)(quan)(quan)面引(yin)導(dao)企業(ye)規(gui)(gui)范(fan)投(tou)(tou)(tou)(tou)資(zi)(zi)。一是(shi)強(qiang)化事前規(gui)(gui)范(fan),推動依法監(jian)(jian)管(guan)(guan)。對(dui)企業(ye)投(tou)(tou)(tou)(tou)資(zi)(zi)管(guan)(guan)理制度體系(xi)的完整性(xing)進(jin)行(xing)(xing)事前核(he)驗,從(cong)源頭保(bao)障(zhang)企業(ye)投(tou)(tou)(tou)(tou)資(zi)(zi)行(xing)(xing)為依法合規(gui)(gui)。二(er)是(shi)聚焦投(tou)(tou)(tou)(tou)資(zi)(zi)方向分析,推動全(quan)(quan)(quan)方位監(jian)(jian)管(guan)(guan)。歸集全(quan)(quan)(quan)系(xi)統(tong)、全(quan)(quan)(quan)級次投(tou)(tou)(tou)(tou)資(zi)(zi)項(xiang)(xiang)(xiang)目(mu)(mu)數據,按項(xiang)(xiang)(xiang)目(mu)(mu)的投(tou)(tou)(tou)(tou)資(zi)(zi)主(zhu)體、投(tou)(tou)(tou)(tou)資(zi)(zi)類別(bie)、投(tou)(tou)(tou)(tou)資(zi)(zi)方向、投(tou)(tou)(tou)(tou)資(zi)(zi)地域(yu)、投(tou)(tou)(tou)(tou)資(zi)(zi)目(mu)(mu)的等多(duo)維(wei)度組(zu)合分析,實現(xian)項(xiang)(xiang)(xiang)目(mu)(mu)全(quan)(quan)(quan)方位透視(shi)和管(guan)(guan)理。三是(shi)跟蹤投(tou)(tou)(tou)(tou)資(zi)(zi)績效(xiao)(xiao)(xiao)管(guan)(guan)理,實現(xian)全(quan)(quan)(quan)過(guo)程監(jian)(jian)管(guan)(guan)。對(dui)企業(ye)重大投(tou)(tou)(tou)(tou)資(zi)(zi)項(xiang)(xiang)(xiang)目(mu)(mu)決(jue)策(ce)、執行(xing)(xing)和效(xiao)(xiao)(xiao)果進(jin)行(xing)(xing)隨機監(jian)(jian)督檢查(cha),實時把(ba)控(kong)過(guo)程風險(xian),強(qiang)化事中監(jian)(jian)控(kong),匯聚投(tou)(tou)(tou)(tou)資(zi)(zi)全(quan)(quan)(quan)生(sheng)命周期信(xin)息(xi),為項(xiang)(xiang)(xiang)目(mu)(mu)的績效(xiao)(xiao)(xiao)評(ping)價和問(wen)責提(ti)供依據。系(xi)統(tong)建(jian)設過(guo)程中,委領導(dao)特別(bie)提(ti)出“系(xi)統(tong)不上(shang)線,辦(ban)法不發布”,信(xin)息(xi)化已成為推動和支撐(cheng)國資(zi)(zi)國企改革的重要力量。
三、倡導統籌共建,推進國資委系統應用建設平臺化
踐行(xing)集約(yue)化(hua)發展(zhan)理(li)念,探索(suo)“共籌(chou)、共建、共享”信息(xi)化(hua)建設(she)模式,推(tui)動市管企業以(yi)市場化(hua)機制推(tui)進云計算、大數據、社保(bao)平臺、共性(xing)應用、信息(xi)化(hua)專家人才等資源共享合作,降低信息(xi)化(hua)建設(she)成本,提(ti)升項目(mu)質(zhi)量。
(一)支持信息(xi)服務(wu)(wu)(wu)業(ye)(ye)打(da)造國(guo)企(qi)(qi)(qi)(qi)創新(xin)發展云平(ping)臺。支持市(shi)管信息(xi)化(hua)服務(wu)(wu)(wu)業(ye)(ye)企(qi)(qi)(qi)(qi)業(ye)(ye),建設(she)完(wan)善“國(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)創新(xin)發展云平(ping)臺”,面向市(shi)管企(qi)(qi)(qi)(qi)業(ye)(ye)提供云計(ji)算、云存儲(chu)和(he)云安全(quan)等(deng)基礎(chu)性服務(wu)(wu)(wu)。引(yin)導北控大數(shu)據(ju)集團公(gong)司,探索匯聚(ju)城市(shi)運(yun)行服務(wu)(wu)(wu)保障領域關鍵數(shu)據(ju)的有效途徑,創新(xin)智(zhi)慧城市(shi)運(yun)行云平(ping)臺商(shang)業(ye)(ye)模式,搶(qiang)占(zhan)信息(xi)服務(wu)(wu)(wu)業(ye)(ye)產(chan)業(ye)(ye)鏈制高點。鼓勵市(shi)管企(qi)(qi)(qi)(qi)業(ye)(ye)通(tong)過云平(ping)臺,在資源(yuan)集約化(hua)利用、共性業(ye)(ye)務(wu)(wu)(wu)系(xi)統建設(she)、網(wang)絡安全(quan)等(deng)方面加強(qiang)合作,推動企(qi)(qi)(qi)(qi)業(ye)(ye)從(cong)自建自運(yun)維向購買(mai)服務(wu)(wu)(wu)轉變(bian),促進國(guo)資系(xi)統內資源(yuan)的優化(hua)配置,加快提升市(shi)管企(qi)(qi)(qi)(qi)業(ye)(ye)信息(xi)化(hua)水平(ping),實現(xian)互利共贏(ying)。
(二)搭建“國(guo)資(zi)(zi)(zi)云(yun)通(tong)(tong)”移(yi)動(dong)(dong)平(ping)(ping)臺(tai)(tai),培育國(guo)資(zi)(zi)(zi)監管(guan)(guan)移(yi)動(dong)(dong)新生態。為更(geng)加高效地(di)(di)貫徹落(luo)實市(shi)委(wei)市(shi)政府(fu)各項(xiang)(xiang)重(zhong)大(da)決策部(bu)署(shu)(shu),進一(yi)步(bu)健全信息溝通(tong)(tong)扁平(ping)(ping)化工(gong)作(zuo)機制,增(zeng)強突發事件(jian)應急(ji)處置能力,加快(kuai)提升(sheng)國(guo)資(zi)(zi)(zi)系(xi)統信息化水(shui)平(ping)(ping),響應市(shi)管(guan)(guan)企(qi)業(ye)廣泛需求(qiu),依托(tuo)國(guo)有企(qi)業(ye)創新發展(zhan)云(yun)平(ping)(ping)臺(tai)(tai),支持(chi)(chi)建設了國(guo)資(zi)(zi)(zi)系(xi)統云(yun)通(tong)(tong)訊(xun)移(yi)動(dong)(dong)應用平(ping)(ping)臺(tai)(tai)(簡(jian)稱“國(guo)資(zi)(zi)(zi)云(yun)通(tong)(tong)”)。該平(ping)(ping)臺(tai)(tai)定(ding)位為北(bei)京市(shi)國(guo)資(zi)(zi)(zi)委(wei)與市(shi)管(guan)(guan)企(qi)業(ye)及相關子(zi)企(qi)業(ye)的即時通(tong)(tong)訊(xun)平(ping)(ping)臺(tai)(tai),首批(pi)部(bu)署(shu)(shu)上線(xian)的國(guo)資(zi)(zi)(zi)監管(guan)(guan)移(yi)動(dong)(dong)應用包括黨組織換屆督導、重(zhong)大(da)活動(dong)(dong)服務(wu)保障,及安全生產(chan)、輿(yu)情(qing)監測信息報送等。同(tong)時,該平(ping)(ping)臺(tai)(tai)被確定(ding)為移(yi)動(dong)(dong)應用的發布平(ping)(ping)臺(tai)(tai),作(zuo)為加快(kuai)提升(sheng)服務(wu)企(qi)業(ye)質(zhi)量,拓寬平(ping)(ping)臺(tai)(tai)化發展(zhan)路徑,努力打造國(guo)資(zi)(zi)(zi)系(xi)統移(yi)動(dong)(dong)空(kong)間(jian)新生態,探(tan)索創新國(guo)資(zi)(zi)(zi)監管(guan)(guan)方式的重(zhong)要嘗試。今年3月試運行以來,委(wei)內移(yi)動(dong)(dong)辦(ban)公OA系(xi)統同(tong)步(bu)上線(xian),文件(jian)通(tong)(tong)過移(yi)動(dong)(dong)OA的辦(ban)理比例達到(dao)50%,有力地(di)(di)支持(chi)(chi)了重(zhong)保期(qi)各項(xiang)(xiang)保障工(gong)作(zuo)。
(三)統籌建設非(fei)(fei)(fei)經資(zi)(zi)產(chan)管理(li)平(ping)臺(tai),有(you)(you)效提升剝離國有(you)(you)企(qi)業(ye)辦社會職(zhi)能和解決歷史遺留問題工(gong)作(zuo)效率。通過(guo)非(fei)(fei)(fei)經營性資(zi)(zi)產(chan)管理(li)平(ping)臺(tai),實現(xian)非(fei)(fei)(fei)經資(zi)(zi)產(chan)的(de)接收管理(li)、物(wu)業(ye)服務(wu)(wu)、資(zi)(zi)產(chan)運(yun)營數字(zi)化、自(zi)動化,打(da)通線(xian)(xian)上線(xian)(xian)下渠道,串聯(lian)(lian)危舊房屋綜合整(zheng)治等關聯(lian)(lian)產(chan)業(ye),有(you)(you)效整(zheng)合非(fei)(fei)(fei)經資(zi)(zi)產(chan)處置全鏈(lian)條工(gong)作(zuo),大幅提升工(gong)作(zuo)效率。目前,除對本市國有(you)(you)企(qi)業(ye)非(fei)(fei)(fei)經資(zi)(zi)產(chan)實行(xing)專業(ye)化管理(li)外,承(cheng)接在京中(zhong)央企(qi)業(ye)“三供一業(ye)”分離移交任務(wu)(wu)也(ye)在快(kuai)速推進,已服務(wu)(wu)非(fei)(fei)(fei)經資(zi)(zi)產(chan)超過(guo)2611萬平(ping)米。
信(xin)(xin)息(xi)化(hua)工(gong)作(zuo)(zuo)(zuo)是一(yi)項復雜的系統(tong)(tong)工(gong)程(cheng),做好(hao)(hao)信(xin)(xin)息(xi)化(hua)工(gong)作(zuo)(zuo)(zuo),一(yi)是要堅(jian)持政(zheng)策導向(xiang)、問(wen)題導向(xiang)、需求(qiu)(qiu)導向(xiang)、目標(biao)導向(xiang)。突(tu)出解決(jue)實(shi)際問(wen)題,不(bu)過(guo)度追求(qiu)(qiu)技術突(tu)破,堅(jian)決(jue)不(bu)為信(xin)(xin)息(xi)化(hua)而(er)信(xin)(xin)息(xi)化(hua)。二是要堅(jian)持放管(guan)(guan)(guan)服相結合。通(tong)過(guo)信(xin)(xin)息(xi)化(hua)手段,明(ming)確(que)(que)權責事項,明(ming)確(que)(que)主(zhu)體責任(ren)和管(guan)(guan)(guan)理流(liu)程(cheng),突(tu)出強化(hua)事中(zhong)、事后綜合監(jian)(jian)(jian)管(guan)(guan)(guan),避免重復監(jian)(jian)(jian)管(guan)(guan)(guan)、多頭監(jian)(jian)(jian)管(guan)(guan)(guan),確(que)(que)保權力放得下(xia),資(zi)(zi)本管(guan)(guan)(guan)的住。三是要堅(jian)持業務(wu)主(zhu)導、信(xin)(xin)息(xi)化(hua)統(tong)(tong)籌(chou)(chou)。聚焦業務(wu)痛點(dian)、難點(dian)、堵點(dian),明(ming)確(que)(que)業務(wu)政(zheng)策、需求(qiu)(qiu)、數據(ju)(ju)和流(liu)程(cheng),信(xin)(xin)息(xi)化(hua)部(bu)門在熟悉業務(wu)和政(zheng)策的基礎上,統(tong)(tong)籌(chou)(chou)各(ge)方力量和資(zi)(zi)源,聚焦協同(tong)聯(lian)動、流(liu)程(cheng)再造、系統(tong)(tong)整(zheng)合,從“怎(zen)么(me)建成”提(ti)升到(dao)“怎(zen)么(me)建好(hao)(hao)”。四是要堅(jian)持數據(ju)(ju)資(zi)(zi)產(chan)化(hua)管(guan)(guan)(guan)理。改變傳統(tong)(tong)思路中(zhong)數據(ju)(ju)附屬于業務(wu)的設計方式,推進國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)數據(ju)(ju)資(zi)(zi)產(chan)化(hua)、資(zi)(zi)產(chan)服務(wu)化(hua),進一(yi)步發掘、用好(hao)(hao)數據(ju)(ju)價值(zhi),提(ti)升國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)工(gong)作(zuo)(zuo)(zuo)效能。下(xia)一(yi)步,北(bei)京(jing)市國(guo)(guo)資(zi)(zi)委將按照國(guo)(guo)務(wu)院國(guo)(guo)資(zi)(zi)委統(tong)(tong)一(yi)部(bu)署,扎實(shi)開展好(hao)(hao)全國(guo)(guo)性國(guo)(guo)資(zi)(zi)國(guo)(guo)企(qi)在線系統(tong)(tong)建設工(gong)作(zuo)(zuo)(zuo),為構建國(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)大格局提(ti)供有力支(zhi)撐(cheng)。
