近年來(lai),遼寧(ning)省國(guo)(guo)資(zi)委(wei)深入貫徹落實中(zhong)央推(tui)(tui)進國(guo)(guo)資(zi)國(guo)(guo)企(qi)改革的重(zhong)大決策部署(shu),高度重(zhong)視國(guo)(guo)資(zi)系統指導(dao)監(jian)督工作(zuo),堅持國(guo)(guo)資(zi)系統上(shang)下聯(lian)動,牢固樹立“大國(guo)(guo)資(zi)、一(yi)盤(pan)棋”價值理念,積(ji)極構建遼寧(ning)國(guo)(guo)資(zi)監(jian)管大格局,在推(tui)(tui)動全省“國(guo)(guo)資(zi)監(jian)管上(shang)新水(shui)平、國(guo)(guo)企(qi)發展上(shang)新臺階”中(zhong)發揮(hui)了重(zhong)要作(zuo)用。
一、堅持立法引領,全面規范國資監管體制制度
完善國(guo)(guo)(guo)資(zi)監管(guan)法(fa)(fa)規(gui)(gui)(gui)(gui)體系(xi),是構建國(guo)(guo)(guo)資(zi)監管(guan)大(da)格局的(de)法(fa)(fa)治(zhi)基礎(chu)。遼(liao)寧(ning)(ning)省國(guo)(guo)(guo)資(zi)委(wei)以地方性法(fa)(fa)規(gui)(gui)(gui)(gui)為(wei)龍頭,積極推進《遼(liao)寧(ning)(ning)省企(qi)業國(guo)(guo)(guo)有(you)資(zi)產監督管(guan)理條(tiao)例(li)(li)》立(li)法(fa)(fa)。《條(tiao)例(li)(li)》在(zai)2018年和2019年分別列(lie)入了省人大(da)常(chang)委(wei)會立(li)法(fa)(fa)計(ji)劃論(lun)(lun)證項(xiang)目和完成(cheng)項(xiang)目。《條(tiao)例(li)(li)草案》發(fa)至(zhi)省直有(you)關部門和14個市政(zheng)府(fu)征求(qiu)(qiu)意見,利(li)用(yong)政(zheng)府(fu)網絡平臺(tai)(tai)向社會公開發(fa)布并(bing)征求(qiu)(qiu)意見。在(zai)反復論(lun)(lun)證修改基礎(chu)上,經過(guo)各方共(gong)同努力,2019年7月30日,《條(tiao)例(li)(li)》由遼(liao)寧(ning)(ning)省第十(shi)三(san)屆人大(da)常(chang)委(wei)會第十(shi)二次會議(yi)審議(yi)通過(guo),自10月1日起施行。作為(wei)遼(liao)寧(ning)(ning)首部全面系(xi)統規(gui)(gui)(gui)(gui)范國(guo)(guo)(guo)資(zi)監管(guan)的(de)地方性法(fa)(fa)規(gui)(gui)(gui)(gui),《條(tiao)例(li)(li)》的(de)出臺(tai)(tai),對(dui)于(yu)遼(liao)寧(ning)(ning)深入貫徹(che)中央決策部署,以管(guan)資(zi)本為(wei)主(zhu)加強國(guo)(guo)(guo)資(zi)監管(guan)具有(you)重要(yao)意義,也(ye)為(wei)新形勢下(xia)遼(liao)寧(ning)(ning)貫徹(che)落(luo)實黨(dang)的(de)十(shi)九(jiu)大(da)精神,依法(fa)(fa)規(gui)(gui)(gui)(gui)范、保障和推進全省國(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)企(qi)工(gong)作提(ti)供(gong)了法(fa)(fa)治(zhi)保障。《條(tiao)例(li)(li)》的(de)創(chuang)新主(zhu)要(yao)體現(xian)在(zai)“五個明(ming)確”:
一(yi)是(shi)(shi)明確了(le)以(yi)管(guan)(guan)(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)本為(wei)主(zhu)(zhu)(zhu)的(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)體制(zhi)(zhi)。《條(tiao)(tiao)例(li)》規(gui)定(ding)(ding)省(sheng)、市、縣人民政府(fu)應當(dang)以(yi)管(guan)(guan)(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)本為(wei)主(zhu)(zhu)(zhu)加強企(qi)(qi)(qi)(qi)業(ye)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)(guan)(guan)理(li),改革(ge)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本授權經營體制(zhi)(zhi),創(chuang)新國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)方式。二是(shi)(shi)明確了(le)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou)的(de)特設(she)性質和(he)出資(zi)(zi)(zi)(zi)(zi)人職(zhi)(zhi)責(ze)定(ding)(ding)位(wei)(wei)。《條(tiao)(tiao)例(li)》規(gui)定(ding)(ding)省(sheng)、市國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委為(wei)直(zhi)屬(shu)特設(she)機(ji)構(gou)(gou),代(dai)表政府(fu)履行(xing)(xing)出資(zi)(zi)(zi)(zi)(zi)人職(zhi)(zhi)責(ze),專(zhuan)(zhuan)司(si)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan),并要求縣區(qu)明確統一(yi)的(de)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)主(zhu)(zhu)(zhu)體,為(wei)省(sheng)、市、縣國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou)設(she)置和(he)職(zhi)(zhi)責(ze)定(ding)(ding)位(wei)(wei)提供了(le)有(you)(you)(you)力指引。三是(shi)(shi)明確了(le)企(qi)(qi)(qi)(qi)業(ye)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)基礎管(guan)(guan)(guan)(guan)(guan)(guan)理(li)。《條(tiao)(tiao)例(li)》專(zhuan)(zhuan)章規(gui)定(ding)(ding)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)基礎管(guan)(guan)(guan)(guan)(guan)(guan)理(li)內容(rong)(rong),推(tui)進(jin)(jin)建(jian)立(li)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)信息平臺,在保障國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)(gou)依法履行(xing)(xing)出資(zi)(zi)(zi)(zi)(zi)人職(zhi)(zhi)責(ze)的(de)同時進(jin)(jin)一(yi)步(bu)落(luo)(luo)實(shi)全口徑、全覆蓋的(de)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)職(zhi)(zhi)責(ze)。四(si)是(shi)(shi)明確了(le)分(fen)(fen)類(lei)(lei)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)(guan)制(zhi)(zhi)度(du)。《條(tiao)(tiao)例(li)》規(gui)定(ding)(ding)建(jian)立(li)完善企(qi)(qi)(qi)(qi)業(ye)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)者(zhe)分(fen)(fen)類(lei)(lei)分(fen)(fen)層(ceng)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)制(zhi)(zhi)度(du),結合企(qi)(qi)(qi)(qi)業(ye)功能(neng)定(ding)(ding)位(wei)(wei),推(tui)行(xing)(xing)分(fen)(fen)類(lei)(lei)考核、分(fen)(fen)類(lei)(lei)定(ding)(ding)薪管(guan)(guan)(guan)(guan)(guan)(guan)理(li),科學(xue)界定(ding)(ding)權責(ze)邊界,根據(ju)企(qi)(qi)(qi)(qi)業(ye)類(lei)(lei)型開(kai)展(zhan)授權和(he)放(fang)權。五是(shi)(shi)明確了(le)改革(ge)容(rong)(rong)錯機(ji)制(zhi)(zhi)。《條(tiao)(tiao)例(li)》規(gui)定(ding)(ding)企(qi)(qi)(qi)(qi)業(ye)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)者(zhe)在改革(ge)發展(zhan)中所出現的(de)失誤,不(bu)屬(shu)于(yu)有(you)(you)(you)令不(bu)行(xing)(xing)、有(you)(you)(you)禁不(bu)止、不(bu)當(dang)謀利、主(zhu)(zhu)(zhu)觀故(gu)意(yi)、獨斷專(zhuan)(zhuan)行(xing)(xing)等情形(xing)的(de),根據(ju)有(you)(you)(you)關規(gui)定(ding)(ding)和(he)程序予以(yi)容(rong)(rong)錯,激勵國(guo)(guo)企(qi)(qi)(qi)(qi)管(guan)(guan)(guan)(guan)(guan)(guan)理(li)者(zhe)干事創(chuang)業(ye)、擔當(dang)作為(wei)。遼寧國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委向全省(sheng)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)系統下發了(le)學(xue)習貫徹(che)《條(tiao)(tiao)例(li)》通(tong)知(zhi),下一(yi)步(bu)將持續推(tui)進(jin)(jin)《條(tiao)(tiao)例(li)》貫徹(che)落(luo)(luo)實(shi),加強指導(dao)監(jian)(jian)(jian)督培訓工作。
二、健全工作機制,積極搭建指導監督工作平臺
建立上(shang)下(xia)聯動(dong)、規范有序(xu)的指導監(jian)督機制,是構建國資監(jian)管大格局的工作保障。遼(liao)寧國資委(wei)加強統籌謀劃,完善制度(du)機制,建立了一套運(yun)轉(zhuan)有效的指導監(jian)督工作體(ti)(ti)系。主要(yao)體(ti)(ti)現在“三化”:
一是組織領導(dao)(dao)(dao)專門(men)(men)化。成(cheng)立(li)(li)了(le)省(sheng)國(guo)(guo)(guo)(guo)資(zi)委指導(dao)(dao)(dao)監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)(zuo)領導(dao)(dao)(dao)小(xiao)(xiao)組。由主要(yao)(yao)(yao)領導(dao)(dao)(dao)任(ren)組長,分(fen)(fen)管領導(dao)(dao)(dao)和(he)其他委領導(dao)(dao)(dao)任(ren)副組長,各(ge)處室(shi)負(fu)(fu)責(ze)(ze)人為成(cheng)員,政策法規處作(zuo)(zuo)(zuo)(zuo)為小(xiao)(xiao)組辦(ban)公(gong)室(shi)負(fu)(fu)責(ze)(ze)綜合(he)歸口協調,并(bing)確定了(le)聯(lian)(lian)絡員;各(ge)市(shi)(shi)按(an)省(sheng)里要(yao)(yao)(yao)求也都明確了(le)機(ji)構(gou),落實(shi)了(le)相(xiang)關職責(ze)(ze),實(shi)現了(le)省(sheng)、市(shi)(shi)指導(dao)(dao)(dao)監(jian)督(du)領導(dao)(dao)(dao)機(ji)構(gou)和(he)工(gong)作(zuo)(zuo)(zuo)(zuo)機(ji)構(gou)專門(men)(men)化。二是指導(dao)(dao)(dao)監(jian)督(du)規范化。建(jian)立(li)(li)制(zhi)度。修訂出臺了(le)《遼寧省(sheng)國(guo)(guo)(guo)(guo)有資(zi)產監(jian)管工(gong)作(zuo)(zuo)(zuo)(zuo)指導(dao)(dao)(dao)監(jian)督(du)實(shi)施辦(ban)法》,使省(sheng)、市(shi)(shi)、縣指導(dao)(dao)(dao)監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)(zuo)有據可依。確立(li)(li)機(ji)制(zhi)。每年向(xiang)各(ge)市(shi)(shi)印發“省(sheng)國(guo)(guo)(guo)(guo)資(zi)委年度國(guo)(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)(guo)企(qi)改(gai)革任(ren)務(wu)分(fen)(fen)解(jie)、年度指導(dao)(dao)(dao)監(jian)督(du)工(gong)作(zuo)(zuo)(zuo)(zuo)計劃、年度法治工(gong)作(zuo)(zuo)(zuo)(zuo)要(yao)(yao)(yao)點(dian)(dian)”等(deng),形成(cheng)了(le)“一分(fen)(fen)解(jie)、一計劃、一要(yao)(yao)(yao)點(dian)(dian)”的(de)指導(dao)(dao)(dao)模式。建(jian)立(li)(li)聯(lian)(lian)系(xi)點(dian)(dian)。根據省(sheng)實(shi)際(ji)和(he)工(gong)作(zuo)(zuo)(zuo)(zuo)需要(yao)(yao)(yao),建(jian)立(li)(li)了(le)4個市(shi)(shi)縣指導(dao)(dao)(dao)監(jian)督(du)聯(lian)(lian)系(xi)點(dian)(dian),同時(shi)確立(li)(li)國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)委聯(lian)(lian)系(xi)點(dian)(dian),以(yi)點(dian)(dian)帶面,輻射市(shi)(shi)縣國(guo)(guo)(guo)(guo)資(zi)工(gong)作(zuo)(zuo)(zuo)(zuo)。三是溝(gou)通(tong)(tong)交流(liu)常(chang)態化。建(jian)立(li)(li)了(le)遼寧國(guo)(guo)(guo)(guo)資(zi)工(gong)作(zuo)(zuo)(zuo)(zuo)群,及(ji)時(shi)發布通(tong)(tong)知(zhi),共享(xiang)國(guo)(guo)(guo)(guo)資(zi)信息,搭建(jian)交流(liu)平臺。定期更新指導(dao)(dao)(dao)監(jian)督(du)各(ge)項政策、工(gong)作(zuo)(zuo)(zuo)(zuo)任(ren)務(wu)等(deng)有關內容(rong),方便工(gong)作(zuo)(zuo)(zuo)(zuo)聯(lian)(lian)系(xi)對(dui)接。建(jian)立(li)(li)了(le)重大事(shi)(shi)項報告機(ji)制(zhi)。明確要(yao)(yao)(yao)求各(ge)市(shi)(shi)涉(she)及(ji)機(ji)構(gou)設置、管理體制(zhi)和(he)國(guo)(guo)(guo)(guo)企(qi)改(gai)革重大事(shi)(shi)項要(yao)(yao)(yao)及(ji)時(shi)向(xiang)省(sheng)國(guo)(guo)(guo)(guo)資(zi)委報告,加強溝(gou)通(tong)(tong)協調,及(ji)時(shi)掌握信息,分(fen)(fen)類應對(dui)處理。
三、加強改革指導,深化推動全省國資國企改革
全(quan)面深(shen)(shen)化(hua)國(guo)資(zi)國(guo)企(qi)(qi)改(gai)革、推動全(quan)省國(guo)資(zi)國(guo)企(qi)(qi)發(fa)展,是構建(jian)國(guo)資(zi)監管大(da)(da)格(ge)局的(de)核心目(mu)標(biao)。在(zai)深(shen)(shen)入學(xue)習黨的(de)十九大(da)(da)、十九屆二中、三中全(quan)會(hui)精(jing)神(shen)、習近(jin)平(ping)總書記在(zai)遼寧考(kao)察時和在(zai)深(shen)(shen)入推進東北振興座談會(hui)上的(de)重要講(jiang)話精(jing)神(shen)基礎(chu)上,緊密結合地方(fang)國(guo)有企(qi)(qi)業(ye)實際,堅持問(wen)題導(dao)向,指導(dao)各市深(shen)(shen)化(hua)改(gai)革,推動全(quan)省改(gai)革發(fa)展目(mu)標(biao)落(luo)實落(luo)地。主要體現在(zai)“四個推進”:
一(yi)是(shi)推進(jin)(jin)(jin)經(jing)營(ying)性(xing)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)集(ji)中(zhong)統(tong)(tong)(tong)(tong)一(yi)監(jian)(jian)(jian)管(guan)(guan)。堅持政企(qi)(qi)分(fen)(fen)開(kai)、分(fen)(fen)步推進(jin)(jin)(jin)、集(ji)中(zhong)整合(he),在省(sheng)(sheng)(sheng)(sheng)級(ji)層面制(zhi)(zhi)定了(le)《遼(liao)(liao)寧(ning)省(sheng)(sheng)(sheng)(sheng)經(jing)營(ying)性(xing)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)集(ji)中(zhong)統(tong)(tong)(tong)(tong)一(yi)監(jian)(jian)(jian)管(guan)(guan)實(shi)施方案》,落(luo)(luo)實(shi)黨政機(ji)關(guan)辦(ban)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)脫(tuo)鉤(gou)、事業(ye)(ye)(ye)(ye)(ye)單位轉制(zhi)(zhi)和(he)(he)(he)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)集(ji)團組建等(deng)工作(zuo)(zuo)。在省(sheng)(sheng)(sheng)(sheng)里強(qiang)力指(zhi)(zhi)導推動(dong)(dong)下,各(ge)(ge)市積(ji)極(ji)主(zhu)動(dong)(dong)落(luo)(luo)實(shi),全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)累(lei)計(ji)新組建125戶企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)集(ji)團,都交(jiao)由(you)各(ge)(ge)級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)履(lv)(lv)行出(chu)資(zi)(zi)(zi)(zi)(zi)人職責(ze)(ze),鞍山、營(ying)口(kou)、錦州等(deng)市還出(chu)臺了(le)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)與行政主(zhu)管(guan)(guan)部(bu)門(men)職責(ze)(ze)劃(hua)分(fen)(fen)意見,做到政資(zi)(zi)(zi)(zi)(zi)分(fen)(fen)開(kai)。目前,全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)除部(bu)分(fen)(fen)金(jin)融文化企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)外,經(jing)營(ying)性(xing)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)集(ji)中(zhong)統(tong)(tong)(tong)(tong)一(yi)監(jian)(jian)(jian)管(guan)(guan)工作(zuo)(zuo)基(ji)本完成(cheng)(cheng)。二是(shi)推進(jin)(jin)(jin)歷(li)史遺(yi)留(liu)問(wen)題解決。全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)“三供一(yi)業(ye)(ye)(ye)(ye)(ye)”分(fen)(fen)離移(yi)交(jiao)工作(zuo)(zuo)圓滿畫上句號。截止2018年底,駐遼(liao)(liao)央企(qi)(qi)486個和(he)(he)(he)省(sheng)(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)74個項(xiang)目,分(fen)(fen)離移(yi)交(jiao)全(quan)(quan)面完成(cheng)(cheng)。地方國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)廠辦(ban)大(da)集(ji)體(ti)改(gai)革全(quan)(quan)面啟動(dong)(dong)。各(ge)(ge)市已全(quan)(quan)部(bu)進(jin)(jin)(jin)入實(shi)質(zhi)性(xing)操作(zuo)(zuo)階段(duan),力爭在今(jin)(jin)年底前基(ji)本完成(cheng)(cheng)。處置國(guo)(guo)(guo)(guo)有(you)“僵尸企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)”加(jia)快推進(jin)(jin)(jin)。全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)積(ji)極(ji)開(kai)展工作(zuo)(zuo),已處置300戶,占總(zong)任務的(de)94%,預計(ji)今(jin)(jin)年年底全(quan)(quan)面完成(cheng)(cheng)。指(zhi)(zhi)導推動(dong)(dong)各(ge)(ge)市啟動(dong)(dong)國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)退休人員社會化管(guan)(guan)理工作(zuo)(zuo)。三是(shi)推進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)有(you)經(jing)濟(ji)布局結構(gou)優化。深化央地對接(jie)合(he)作(zuo)(zuo),遼(liao)(liao)寧(ning)港口(kou)集(ji)團掛牌組建,實(shi)現(xian)央企(qi)(qi)、省(sheng)(sheng)(sheng)(sheng)企(qi)(qi)和(he)(he)(he)大(da)連、營(ying)口(kou)市企(qi)(qi)聯合(he)重組,打(da)造東北亞國(guo)(guo)(guo)(guo)際航運(yun)中(zhong)心。防控債(zhai)務風險(xian),指(zhi)(zhi)導國(guo)(guo)(guo)(guo)企(qi)(qi)累(lei)計(ji)實(shi)施債(zhai)轉股(gu)820億元。加(jia)強(qiang)省(sheng)(sheng)(sheng)(sheng)內戰略重組,本鋼、北鋼重組實(shi)現(xian)省(sheng)(sheng)(sheng)(sheng)企(qi)(qi)和(he)(he)(he)本溪市共贏。加(jia)快推進(jin)(jin)(jin)混(hun)合(he)所有(you)制(zhi)(zhi)改(gai)革,沈陽(yang)、大(da)連混(hun)改(gai)比例達到54.8%和(he)(he)(he)57%。全(quan)(quan)省(sheng)(sheng)(sheng)(sheng)7戶國(guo)(guo)(guo)(guo)家(jia)“雙百行動(dong)(dong)”企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)綜合(he)改(gai)革加(jia)速推進(jin)(jin)(jin)。四是(shi)推進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)體(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi)完善(shan)。指(zhi)(zhi)導推進(jin)(jin)(jin)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)機(ji)構(gou)職能轉變,精簡監(jian)(jian)(jian)管(guan)(guan)事項(xiang)。明確(que)出(chu)資(zi)(zi)(zi)(zi)(zi)人監(jian)(jian)(jian)管(guan)(guan)權責(ze)(ze)邊界,對11個市的(de)權責(ze)(ze)清單或履(lv)(lv)職清單進(jin)(jin)(jin)行了(le)指(zhi)(zhi)導把關(guan)。加(jia)強(qiang)基(ji)礎管(guan)(guan)理,搭建統(tong)(tong)(tong)(tong)一(yi)的(de)產(chan)權、財(cai)務管(guan)(guan)理系統(tong)(tong)(tong)(tong),利(li)用信息(xi)化手段(duan)加(jia)強(qiang)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)(zi)產(chan)和(he)(he)(he)經(jing)濟(ji)運(yun)行監(jian)(jian)(jian)測,密切國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)系統(tong)(tong)(tong)(tong)縱向聯系,形成(cheng)(cheng)統(tong)(tong)(tong)(tong)一(yi)監(jian)(jian)(jian)管(guan)(guan)合(he)力。
四、豐富指導方式,堅持寓指導監督于服務之中
豐富(fu)指(zhi)(zhi)導監(jian)督方式(shi)、創新(xin)指(zhi)(zhi)導監(jian)督手(shou)段、服務市縣工(gong)作(zuo)(zuo)需(xu)要,是構建國資(zi)監(jian)管大格(ge)局(ju)的有效抓手(shou)。遼寧國資(zi)委堅持多措并舉,不斷探索創新(xin)工(gong)作(zuo)(zuo)方式(shi),寓指(zhi)(zhi)導監(jian)督于(yu)服務中,有力推(tui)動了指(zhi)(zhi)導監(jian)督工(gong)作(zuo)(zuo)深入開(kai)展。主要體現(xian)在“五個指(zhi)(zhi)導”:
一(yi)是政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)。省(sheng)(sheng)(sheng)里(li)出臺的(de)(de)(de)(de)國(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)企(qi)(qi)1+N改(gai)革(ge)(ge)(ge)文(wen)件(jian)及時印發(fa)或抄(chao)送各市國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei),并開(kai)展政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)解讀,加(jia)強(qiang)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)頂層(ceng)(ceng)設計(ji)指(zhi)(zhi)引。印發(fa)了(le)《關于(yu)做好規(gui)范性文(wen)件(jian)備案(an)工(gong)作的(de)(de)(de)(de)通(tong)(tong)(tong)知(zhi)》,對(dui)各市重(zhong)(zhong)要政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)文(wen)件(jian)進(jin)行(xing)(xing)備案(an)審查,指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)各市把握改(gai)革(ge)(ge)(ge)方向(xiang)。先(xian)后(hou)編印改(gai)革(ge)(ge)(ge)文(wen)件(jian)匯編、政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)法規(gui)匯編5套,方便市縣國(guo)(guo)資(zi)(zi)(zi)機構學習使(shi)用。二是調研(yan)(yan)(yan)(yan)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)。印發(fa)了(le)《關于(yu)開(kai)展改(gai)革(ge)(ge)(ge)工(gong)作調研(yan)(yan)(yan)(yan)的(de)(de)(de)(de)通(tong)(tong)(tong)知(zhi)》等(deng)文(wen)件(jian),明確(que)省(sheng)(sheng)(sheng)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)領導(dao)(dao)(dao)(dao)(dao)(dao)分包到(dao)各市,實現包市到(dao)人(ren)。通(tong)(tong)(tong)過(guo)(guo)委(wei)(wei)領導(dao)(dao)(dao)(dao)(dao)(dao)專(zhuan)項(xiang)調研(yan)(yan)(yan)(yan),分管處室業務調研(yan)(yan)(yan)(yan),有(you)(you)針對(dui)性的(de)(de)(de)(de)對(dui)各市進(jin)行(xing)(xing)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)幫助,已形(xing)成調研(yan)(yan)(yan)(yan)報告35份,歸(gui)納問題(ti)75項(xiang),逐一(yi)推動(dong)解決。三是會(hui)(hui)議指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)。通(tong)(tong)(tong)過(guo)(guo)各市國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)負責(ze)人(ren)工(gong)作會(hui)(hui)、政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)法規(gui)和(he)(he)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監督工(gong)作會(hui)(hui)、分片區座談會(hui)(hui)、各業務口專(zhuan)項(xiang)工(gong)作會(hui)(hui)等(deng)形(xing)式,集中(zhong)統(tong)一(yi)或分片分類(lei)進(jin)行(xing)(xing)會(hui)(hui)議指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao),交流工(gong)作經驗,部(bu)署安(an)排工(gong)作。四是培訓指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)。除部(bu)分會(hui)(hui)議中(zhong)安(an)排培訓交流外,近年來還單獨或聯合東北大學、省(sheng)(sheng)(sheng)委(wei)(wei)黨(dang)校、遼寧(ning)行(xing)(xing)政(zheng)(zheng)(zheng)(zheng)學院舉辦了(le)“全省(sheng)(sheng)(sheng)國(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)(ge)與依法治企(qi)(qi)專(zhuan)題(ti)研(yan)(yan)(yan)(yan)討(tao)班(ban)”、“推進(jin)混合所(suo)有(you)(you)制(zhi)改(gai)革(ge)(ge)(ge)研(yan)(yan)(yan)(yan)討(tao)班(ban)”、“國(guo)(guo)企(qi)(qi)大講(jiang)堂”等(deng)層(ceng)(ceng)次高、內(nei)容新、研(yan)(yan)(yan)(yan)討(tao)深的(de)(de)(de)(de)培訓,先(xian)后(hou)培訓1800人(ren)次,取得了(le)良(liang)好效果。特別是國(guo)(guo)務院國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)法規(gui)局舉辦的(de)(de)(de)(de)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)法規(gui)和(he)(he)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監督研(yan)(yan)(yan)(yan)討(tao)班(ban)、法治講(jiang)堂等(deng)高層(ceng)(ceng)次研(yan)(yan)(yan)(yan)討(tao)培訓,有(you)(you)力提高了(le)我(wo)們的(de)(de)(de)(de)政(zheng)(zheng)(zheng)(zheng)策(ce)(ce)(ce)(ce)法規(gui)和(he)(he)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監督水(shui)平,深受(shou)全省(sheng)(sheng)(sheng)國(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)企(qi)(qi)系統(tong)歡迎。五(wu)是考核(he)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)。以(yi)(yi)考核(he)為抓(zhua)手,加(jia)大指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監督力度。2014年以(yi)(yi)來,先(xian)后(hou)印發(fa)了(le)《關于(yu)做好各市國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)領導(dao)(dao)(dao)(dao)(dao)(dao)班(ban)子和(he)(he)領導(dao)(dao)(dao)(dao)(dao)(dao)干部(bu)深化國(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)(ge)工(gong)作實績(ji)考核(he)的(de)(de)(de)(de)通(tong)(tong)(tong)知(zhi)》、《關于(yu)做好各市國(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)(ge)發(fa)展績(ji)效考核(he)工(gong)作的(de)(de)(de)(de)通(tong)(tong)(tong)知(zhi)》、《關于(yu)做好重(zhong)(zhong)點工(gong)作任(ren)務督查的(de)(de)(de)(de)通(tong)(tong)(tong)知(zhi)》等(deng)文(wen)件(jian),除對(dui)市國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)進(jin)行(xing)(xing)考核(he)外,還代(dai)表省(sheng)(sheng)(sheng)政(zheng)(zheng)(zheng)(zheng)府對(dui)各市政(zheng)(zheng)(zheng)(zheng)府國(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)(ge)工(gong)作進(jin)行(xing)(xing)考核(he),通(tong)(tong)(tong)過(guo)(guo)督促檢(jian)查、定期通(tong)(tong)(tong)報、將考核(he)結果與各市政(zheng)(zheng)(zheng)(zheng)府績(ji)效掛鉤,顯著提高了(le)指(zhi)(zhi)導(dao)(dao)(dao)(dao)(dao)(dao)監督的(de)(de)(de)(de)有(you)(you)效性。
經過全省(sheng)上下(xia)共(gong)同努(nu)力,遼寧指(zhi)導監督工(gong)作取得了一定成效,國資系(xi)統上下(xia)聯系(xi)更加緊密(mi),國資監管大格局(ju)、一盤棋的局(ju)面已初(chu)步形成。
