近年來,遼寧省(sheng)國(guo)(guo)資委深入(ru)貫(guan)徹落實中央(yang)推進國(guo)(guo)資國(guo)(guo)企(qi)改革的重(zhong)大決策部署,高度重(zhong)視國(guo)(guo)資系(xi)統指導監(jian)督工作(zuo),堅持國(guo)(guo)資系(xi)統上下聯(lian)動(dong),牢固樹(shu)立“大國(guo)(guo)資、一盤棋”價值(zhi)理念,積極構建(jian)遼寧國(guo)(guo)資監(jian)管大格局,在(zai)推動(dong)全省(sheng)“國(guo)(guo)資監(jian)管上新(xin)水平(ping)、國(guo)(guo)企(qi)發展上新(xin)臺階”中發揮了重(zhong)要作(zuo)用。
一、堅持立法引領,全面規范國資監管體制制度
完(wan)善國(guo)(guo)(guo)資監(jian)(jian)管(guan)法(fa)(fa)(fa)(fa)規(gui)體系,是構建國(guo)(guo)(guo)資監(jian)(jian)管(guan)大(da)(da)格局(ju)的法(fa)(fa)(fa)(fa)治(zhi)基(ji)礎(chu)。遼(liao)寧(ning)(ning)(ning)(ning)省(sheng)(sheng)國(guo)(guo)(guo)資委以(yi)地(di)方(fang)性法(fa)(fa)(fa)(fa)規(gui)為(wei)龍(long)頭,積(ji)極推進《遼(liao)寧(ning)(ning)(ning)(ning)省(sheng)(sheng)企業國(guo)(guo)(guo)有資產監(jian)(jian)督管(guan)理條(tiao)(tiao)例》立法(fa)(fa)(fa)(fa)。《條(tiao)(tiao)例》在(zai)(zai)(zai)2018年(nian)和(he)(he)2019年(nian)分別(bie)列入(ru)了(le)省(sheng)(sheng)人大(da)(da)常(chang)委會立法(fa)(fa)(fa)(fa)計(ji)劃論證項目和(he)(he)完(wan)成項目。《條(tiao)(tiao)例草案》發(fa)(fa)至省(sheng)(sheng)直有關部(bu)門和(he)(he)14個市(shi)政府征求意(yi)見,利用政府網絡平臺(tai)向(xiang)社會公開發(fa)(fa)布并征求意(yi)見。在(zai)(zai)(zai)反復論證修改基(ji)礎(chu)上,經過(guo)各方(fang)共(gong)同努力,2019年(nian)7月30日(ri),《條(tiao)(tiao)例》由遼(liao)寧(ning)(ning)(ning)(ning)省(sheng)(sheng)第十(shi)三(san)屆人大(da)(da)常(chang)委會第十(shi)二次會議審議通(tong)過(guo),自10月1日(ri)起施行。作為(wei)遼(liao)寧(ning)(ning)(ning)(ning)首(shou)部(bu)全(quan)面系統規(gui)范國(guo)(guo)(guo)資監(jian)(jian)管(guan)的地(di)方(fang)性法(fa)(fa)(fa)(fa)規(gui),《條(tiao)(tiao)例》的出臺(tai),對于遼(liao)寧(ning)(ning)(ning)(ning)深入(ru)貫徹(che)中(zhong)央決(jue)策部(bu)署,以(yi)管(guan)資本(ben)為(wei)主加強國(guo)(guo)(guo)資監(jian)(jian)管(guan)具有重要意(yi)義,也(ye)為(wei)新形(xing)勢下遼(liao)寧(ning)(ning)(ning)(ning)貫徹(che)落(luo)實黨的十(shi)九大(da)(da)精神,依法(fa)(fa)(fa)(fa)規(gui)范、保(bao)(bao)障和(he)(he)推進全(quan)省(sheng)(sheng)國(guo)(guo)(guo)資國(guo)(guo)(guo)企工作提供了(le)法(fa)(fa)(fa)(fa)治(zhi)保(bao)(bao)障。《條(tiao)(tiao)例》的創新主要體現在(zai)(zai)(zai)“五個明確”:
一(yi)是明(ming)確(que)了(le)以管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)本(ben)為主(zhu)的國(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監管(guan)(guan)(guan)(guan)體(ti)制(zhi)。《條(tiao)例(li)(li)(li)》規(gui)定(ding)(ding)省(sheng)、市、縣(xian)人(ren)(ren)民政府應當(dang)以管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)(zi)本(ben)為主(zhu)加強企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監督管(guan)(guan)(guan)(guan)理(li)(li),改(gai)革國(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)授權(quan)經營(ying)體(ti)制(zhi),創(chuang)新國(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監管(guan)(guan)(guan)(guan)方(fang)式(shi)。二是明(ming)確(que)了(le)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)機(ji)構的特設(she)性質和出(chu)(chu)資(zi)(zi)(zi)(zi)(zi)人(ren)(ren)職責定(ding)(ding)位(wei)。《條(tiao)例(li)(li)(li)》規(gui)定(ding)(ding)省(sheng)、市國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委為直屬(shu)特設(she)機(ji)構,代表(biao)政府履行(xing)出(chu)(chu)資(zi)(zi)(zi)(zi)(zi)人(ren)(ren)職責,專司國(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)監管(guan)(guan)(guan)(guan),并要求縣(xian)區明(ming)確(que)統一(yi)的國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)主(zhu)體(ti),為省(sheng)、市、縣(xian)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)機(ji)構設(she)置和職責定(ding)(ding)位(wei)提(ti)供了(le)有(you)(you)力指引。三是明(ming)確(que)了(le)企(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)(li)。《條(tiao)例(li)(li)(li)》專章規(gui)定(ding)(ding)國(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)(chan)(chan)基(ji)(ji)礎管(guan)(guan)(guan)(guan)理(li)(li)內容,推進(jin)建(jian)立監管(guan)(guan)(guan)(guan)信息(xi)平臺,在保障國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)監管(guan)(guan)(guan)(guan)機(ji)構依法履行(xing)出(chu)(chu)資(zi)(zi)(zi)(zi)(zi)人(ren)(ren)職責的同時進(jin)一(yi)步(bu)落(luo)實全(quan)口徑、全(quan)覆蓋的監管(guan)(guan)(guan)(guan)職責。四是明(ming)確(que)了(le)分(fen)(fen)類監管(guan)(guan)(guan)(guan)制(zhi)度(du)。《條(tiao)例(li)(li)(li)》規(gui)定(ding)(ding)建(jian)立完善企(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)理(li)(li)者分(fen)(fen)類分(fen)(fen)層(ceng)管(guan)(guan)(guan)(guan)理(li)(li)制(zhi)度(du),結合(he)企(qi)業(ye)(ye)功能定(ding)(ding)位(wei),推行(xing)分(fen)(fen)類考(kao)核、分(fen)(fen)類定(ding)(ding)薪管(guan)(guan)(guan)(guan)理(li)(li),科學界(jie)定(ding)(ding)權(quan)責邊界(jie),根據(ju)企(qi)業(ye)(ye)類型(xing)開展(zhan)授權(quan)和放權(quan)。五是明(ming)確(que)了(le)改(gai)革容錯(cuo)機(ji)制(zhi)。《條(tiao)例(li)(li)(li)》規(gui)定(ding)(ding)企(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)理(li)(li)者在改(gai)革發展(zhan)中所(suo)出(chu)(chu)現的失誤,不(bu)屬(shu)于有(you)(you)令不(bu)行(xing)、有(you)(you)禁不(bu)止、不(bu)當(dang)謀(mou)利、主(zhu)觀(guan)故(gu)意、獨斷專行(xing)等情形(xing)的,根據(ju)有(you)(you)關規(gui)定(ding)(ding)和程序予以容錯(cuo),激勵國(guo)(guo)(guo)(guo)(guo)企(qi)管(guan)(guan)(guan)(guan)理(li)(li)者干事創(chuang)業(ye)(ye)、擔(dan)當(dang)作(zuo)為。遼寧國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委向(xiang)全(quan)省(sheng)國(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)(zi)系統下發了(le)學習貫徹《條(tiao)例(li)(li)(li)》通知,下一(yi)步(bu)將持續(xu)推進(jin)《條(tiao)例(li)(li)(li)》貫徹落(luo)實,加強指導監督培(pei)訓工作(zuo)。
二、健全工作機制,積極搭建指導監督工作平臺
建(jian)立上下聯動、規范有序(xu)的指導監(jian)督機制(zhi)(zhi),是構(gou)建(jian)國資監(jian)管大(da)格局的工(gong)作(zuo)保障。遼寧國資委加(jia)強統籌謀劃(hua),完善制(zhi)(zhi)度機制(zhi)(zhi),建(jian)立了一套運(yun)轉(zhuan)有效(xiao)的指導監(jian)督工(gong)作(zuo)體系。主要體現在“三化”:
一是(shi)組織(zhi)領(ling)導(dao)(dao)專門(men)化(hua)。成(cheng)立(li)(li)了(le)(le)(le)省(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)領(ling)導(dao)(dao)小組。由主要(yao)(yao)領(ling)導(dao)(dao)任組長(chang),分管領(ling)導(dao)(dao)和其他委(wei)(wei)領(ling)導(dao)(dao)任副組長(chang),各(ge)(ge)處室負(fu)責(ze)人為成(cheng)員,政(zheng)策法規(gui)處作(zuo)(zuo)(zuo)為小組辦公室負(fu)責(ze)綜合歸口(kou)協調,并確定(ding)(ding)了(le)(le)(le)聯絡(luo)員;各(ge)(ge)市(shi)(shi)按省(sheng)里要(yao)(yao)求也(ye)都明(ming)確了(le)(le)(le)機(ji)構,落實了(le)(le)(le)相(xiang)關職(zhi)責(ze),實現了(le)(le)(le)省(sheng)、市(shi)(shi)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)(du)領(ling)導(dao)(dao)機(ji)構和工(gong)(gong)作(zuo)(zuo)(zuo)機(ji)構專門(men)化(hua)。二(er)是(shi)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)(du)規(gui)范化(hua)。建立(li)(li)制度(du)。修訂出臺(tai)(tai)了(le)(le)(le)《遼寧省(sheng)國(guo)(guo)(guo)有(you)資(zi)(zi)產監(jian)管工(gong)(gong)作(zuo)(zuo)(zuo)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)(du)實施辦法》,使省(sheng)、市(shi)(shi)、縣(xian)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)有(you)據可依。確立(li)(li)機(ji)制。每年向各(ge)(ge)市(shi)(shi)印(yin)發(fa)“省(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)年度(du)國(guo)(guo)(guo)資(zi)(zi)國(guo)(guo)(guo)企改革(ge)任務分解、年度(du)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)(du)工(gong)(gong)作(zuo)(zuo)(zuo)計(ji)劃、年度(du)法治工(gong)(gong)作(zuo)(zuo)(zuo)要(yao)(yao)點(dian)(dian)(dian)”等,形成(cheng)了(le)(le)(le)“一分解、一計(ji)劃、一要(yao)(yao)點(dian)(dian)(dian)”的(de)指(zhi)(zhi)(zhi)導(dao)(dao)模式。建立(li)(li)聯系(xi)點(dian)(dian)(dian)。根(gen)據省(sheng)實際和工(gong)(gong)作(zuo)(zuo)(zuo)需要(yao)(yao),建立(li)(li)了(le)(le)(le)4個(ge)市(shi)(shi)縣(xian)指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)(du)聯系(xi)點(dian)(dian)(dian),同時(shi)確立(li)(li)國(guo)(guo)(guo)務院國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)聯系(xi)點(dian)(dian)(dian),以點(dian)(dian)(dian)帶(dai)面,輻射市(shi)(shi)縣(xian)國(guo)(guo)(guo)資(zi)(zi)工(gong)(gong)作(zuo)(zuo)(zuo)。三是(shi)溝通交(jiao)流常態化(hua)。建立(li)(li)了(le)(le)(le)遼寧國(guo)(guo)(guo)資(zi)(zi)工(gong)(gong)作(zuo)(zuo)(zuo)群(qun),及時(shi)發(fa)布(bu)通知,共享國(guo)(guo)(guo)資(zi)(zi)信息,搭建交(jiao)流平臺(tai)(tai)。定(ding)(ding)期更新指(zhi)(zhi)(zhi)導(dao)(dao)監(jian)督(du)(du)(du)各(ge)(ge)項(xiang)(xiang)政(zheng)策、工(gong)(gong)作(zuo)(zuo)(zuo)任務等有(you)關內容,方(fang)便工(gong)(gong)作(zuo)(zuo)(zuo)聯系(xi)對接。建立(li)(li)了(le)(le)(le)重大(da)事(shi)(shi)項(xiang)(xiang)報(bao)告機(ji)制。明(ming)確要(yao)(yao)求各(ge)(ge)市(shi)(shi)涉(she)及機(ji)構設置(zhi)、管理體制和國(guo)(guo)(guo)企改革(ge)重大(da)事(shi)(shi)項(xiang)(xiang)要(yao)(yao)及時(shi)向省(sheng)國(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)報(bao)告,加(jia)強溝通協調,及時(shi)掌(zhang)握信息,分類應對處理。
三、加強改革指導,深化推動全省國資國企改革
全面深(shen)化國資(zi)國企(qi)改革(ge)、推(tui)動全省(sheng)國資(zi)國企(qi)發展,是構建(jian)國資(zi)監管大格局的核心目標。在深(shen)入學習黨的十(shi)九(jiu)(jiu)大、十(shi)九(jiu)(jiu)屆二(er)中(zhong)、三中(zhong)全會精(jing)神、習近平總(zong)書記(ji)在遼寧考察時和在深(shen)入推(tui)進東北振興(xing)座談會上的重要講(jiang)話精(jing)神基礎上,緊密結(jie)合地方(fang)國有企(qi)業實(shi)際(ji),堅(jian)持問題導(dao)向,指導(dao)各市深(shen)化改革(ge),推(tui)動全省(sheng)改革(ge)發展目標落實(shi)落地。主要體(ti)現在“四個推(tui)進”:
一(yi)(yi)是推進經營性(xing)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)(chan)集(ji)(ji)(ji)中(zhong)(zhong)統(tong)(tong)一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)。堅持政企(qi)(qi)(qi)(qi)分(fen)開(kai)(kai)、分(fen)步推進、集(ji)(ji)(ji)中(zhong)(zhong)整合(he),在省(sheng)(sheng)級層面制定了(le)《遼(liao)寧省(sheng)(sheng)經營性(xing)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)(chan)集(ji)(ji)(ji)中(zhong)(zhong)統(tong)(tong)一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)實施(shi)方案(an)》,落實黨政機(ji)關(guan)辦企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)脫鉤、事(shi)業(ye)(ye)(ye)單(dan)位轉制和(he)(he)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)(ji)(ji)團組(zu)建等(deng)工(gong)(gong)作。在省(sheng)(sheng)里強力指導(dao)(dao)推動(dong)下(xia),各(ge)市積極(ji)主(zhu)動(dong)落實,全(quan)省(sheng)(sheng)累計(ji)新(xin)組(zu)建125戶企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)集(ji)(ji)(ji)團,都交由(you)各(ge)級國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)履行(xing)(xing)(xing)出資(zi)(zi)人職(zhi)責(ze),鞍山、營口、錦州等(deng)市還出臺(tai)了(le)國(guo)(guo)(guo)(guo)資(zi)(zi)委(wei)(wei)與行(xing)(xing)(xing)政主(zhu)管(guan)(guan)(guan)(guan)(guan)部(bu)門(men)職(zhi)責(ze)劃分(fen)意見,做到政資(zi)(zi)分(fen)開(kai)(kai)。目前,全(quan)省(sheng)(sheng)除(chu)部(bu)分(fen)金融文(wen)化(hua)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)外,經營性(xing)國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)(chan)集(ji)(ji)(ji)中(zhong)(zhong)統(tong)(tong)一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工(gong)(gong)作基本(ben)(ben)完(wan)成。二(er)是推進歷史遺留問題解(jie)決(jue)。全(quan)省(sheng)(sheng)國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)“三(san)供一(yi)(yi)業(ye)(ye)(ye)”分(fen)離移交工(gong)(gong)作圓滿畫上句(ju)號。截(jie)止2018年底,駐遼(liao)央企(qi)(qi)(qi)(qi)486個(ge)和(he)(he)省(sheng)(sheng)屬企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)74個(ge)項目,分(fen)離移交全(quan)面完(wan)成。地方國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)廠(chang)辦大集(ji)(ji)(ji)體改革全(quan)面啟(qi)動(dong)。各(ge)市已全(quan)部(bu)進入實質性(xing)操作階段,力爭在今年底前基本(ben)(ben)完(wan)成。處(chu)(chu)置國(guo)(guo)(guo)(guo)有(you)“僵尸企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)”加(jia)快推進。全(quan)省(sheng)(sheng)積極(ji)開(kai)(kai)展工(gong)(gong)作,已處(chu)(chu)置300戶,占總任務(wu)的94%,預(yu)計(ji)今年年底全(quan)面完(wan)成。指導(dao)(dao)推動(dong)各(ge)市啟(qi)動(dong)國(guo)(guo)(guo)(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)退(tui)休人員社會(hui)化(hua)管(guan)(guan)(guan)(guan)(guan)理工(gong)(gong)作。三(san)是推進國(guo)(guo)(guo)(guo)有(you)經濟布局(ju)結構(gou)優化(hua)。深化(hua)央地對接(jie)合(he)作,遼(liao)寧港(gang)口集(ji)(ji)(ji)團掛牌組(zu)建,實現央企(qi)(qi)(qi)(qi)、省(sheng)(sheng)企(qi)(qi)(qi)(qi)和(he)(he)大連、營口市企(qi)(qi)(qi)(qi)聯合(he)重(zhong)組(zu),打造東北(bei)亞國(guo)(guo)(guo)(guo)際(ji)航運中(zhong)(zhong)心(xin)。防控(kong)債(zhai)(zhai)務(wu)風險,指導(dao)(dao)國(guo)(guo)(guo)(guo)企(qi)(qi)(qi)(qi)累計(ji)實施(shi)債(zhai)(zhai)轉股820億元。加(jia)強省(sheng)(sheng)內戰略重(zhong)組(zu),本(ben)(ben)鋼(gang)、北(bei)鋼(gang)重(zhong)組(zu)實現省(sheng)(sheng)企(qi)(qi)(qi)(qi)和(he)(he)本(ben)(ben)溪市共贏(ying)。加(jia)快推進混合(he)所有(you)制改革,沈陽、大連混改比(bi)例達到54.8%和(he)(he)57%。全(quan)省(sheng)(sheng)7戶國(guo)(guo)(guo)(guo)家“雙百行(xing)(xing)(xing)動(dong)”企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)綜合(he)改革加(jia)速(su)推進。四是推進國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)體制機(ji)制完(wan)善。指導(dao)(dao)推進國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)機(ji)構(gou)職(zhi)能轉變,精簡監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)事(shi)項。明(ming)確出資(zi)(zi)人監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)權(quan)責(ze)邊界,對11個(ge)市的權(quan)責(ze)清單(dan)或履職(zhi)清單(dan)進行(xing)(xing)(xing)了(le)指導(dao)(dao)把(ba)關(guan)。加(jia)強基礎管(guan)(guan)(guan)(guan)(guan)理,搭(da)建統(tong)(tong)一(yi)(yi)的產(chan)(chan)權(quan)、財務(wu)管(guan)(guan)(guan)(guan)(guan)理系統(tong)(tong),利(li)用信息化(hua)手段加(jia)強國(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產(chan)(chan)和(he)(he)經濟運行(xing)(xing)(xing)監(jian)(jian)(jian)測,密(mi)切(qie)國(guo)(guo)(guo)(guo)資(zi)(zi)系統(tong)(tong)縱向聯系,形成統(tong)(tong)一(yi)(yi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)(guan)合(he)力。
四、豐富指導方式,堅持寓指導監督于服務之中
豐富指(zhi)導(dao)監督(du)方(fang)式、創(chuang)新指(zhi)導(dao)監督(du)手段、服(fu)務市縣工(gong)作需要,是構(gou)建國資監管大格局的有效(xiao)抓(zhua)手。遼寧國資委堅持(chi)多措(cuo)并舉,不斷(duan)探索創(chuang)新工(gong)作方(fang)式,寓指(zhi)導(dao)監督(du)于服(fu)務中(zhong),有力(li)推(tui)動了指(zhi)導(dao)監督(du)工(gong)作深入開展(zhan)。主(zhu)要體現在“五個指(zhi)導(dao)”:
一(yi)是(shi)(shi)(shi)(shi)政(zheng)(zheng)策(ce)指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。省(sheng)(sheng)里出臺(tai)的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)1+N改(gai)革(ge)(ge)文件(jian)(jian)(jian)及時印發(fa)或抄送(song)各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei),并(bing)開展政(zheng)(zheng)策(ce)解讀(du),加強政(zheng)(zheng)策(ce)頂層(ceng)設計指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)引。印發(fa)了(le)《關于(yu)(yu)(yu)做好規范性(xing)文件(jian)(jian)(jian)備案工(gong)(gong)(gong)作(zuo)的(de)(de)通知(zhi)(zhi)》,對(dui)各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)重(zhong)要政(zheng)(zheng)策(ce)文件(jian)(jian)(jian)進(jin)行(xing)(xing)(xing)(xing)備案審查,指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)把(ba)握(wo)改(gai)革(ge)(ge)方向。先(xian)(xian)(xian)后(hou)編(bian)印改(gai)革(ge)(ge)文件(jian)(jian)(jian)匯編(bian)、政(zheng)(zheng)策(ce)法(fa)(fa)(fa)規匯編(bian)5套,方便市(shi)(shi)(shi)(shi)(shi)(shi)縣國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)機構學習使用。二(er)是(shi)(shi)(shi)(shi)調(diao)研(yan)指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。印發(fa)了(le)《關于(yu)(yu)(yu)開展改(gai)革(ge)(ge)工(gong)(gong)(gong)作(zuo)調(diao)研(yan)的(de)(de)通知(zhi)(zhi)》等(deng)文件(jian)(jian)(jian),明確省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)領(ling)導(dao)(dao)分(fen)(fen)包到(dao)各(ge)市(shi)(shi)(shi)(shi)(shi)(shi),實(shi)現(xian)包市(shi)(shi)(shi)(shi)(shi)(shi)到(dao)人(ren)。通過(guo)委(wei)領(ling)導(dao)(dao)專(zhuan)項調(diao)研(yan),分(fen)(fen)管處室業務(wu)調(diao)研(yan),有(you)(you)針對(dui)性(xing)的(de)(de)對(dui)各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)進(jin)行(xing)(xing)(xing)(xing)指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)幫(bang)助,已形成調(diao)研(yan)報告35份,歸(gui)納(na)問題(ti)(ti)75項,逐一(yi)推(tui)動解決(jue)。三是(shi)(shi)(shi)(shi)會(hui)議指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。通過(guo)各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)負責(ze)人(ren)工(gong)(gong)(gong)作(zuo)會(hui)、政(zheng)(zheng)策(ce)法(fa)(fa)(fa)規和指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督工(gong)(gong)(gong)作(zuo)會(hui)、分(fen)(fen)片區座談會(hui)、各(ge)業務(wu)口專(zhuan)項工(gong)(gong)(gong)作(zuo)會(hui)等(deng)形式,集中統一(yi)或分(fen)(fen)片分(fen)(fen)類進(jin)行(xing)(xing)(xing)(xing)會(hui)議指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao),交流工(gong)(gong)(gong)作(zuo)經驗(yan),部署安排工(gong)(gong)(gong)作(zuo)。四是(shi)(shi)(shi)(shi)培(pei)(pei)訓指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。除部分(fen)(fen)會(hui)議中安排培(pei)(pei)訓交流外(wai),近年來還(huan)單獨或聯合(he)東北大學、省(sheng)(sheng)委(wei)黨(dang)校、遼寧(ning)行(xing)(xing)(xing)(xing)政(zheng)(zheng)學院(yuan)舉辦了(le)“全省(sheng)(sheng)國(guo)(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)與依法(fa)(fa)(fa)治(zhi)企(qi)(qi)專(zhuan)題(ti)(ti)研(yan)討(tao)(tao)(tao)(tao)班(ban)(ban)”、“推(tui)進(jin)混(hun)合(he)所有(you)(you)制改(gai)革(ge)(ge)研(yan)討(tao)(tao)(tao)(tao)班(ban)(ban)”、“國(guo)(guo)(guo)(guo)企(qi)(qi)大講堂”等(deng)層(ceng)次高、內容(rong)新、研(yan)討(tao)(tao)(tao)(tao)深(shen)(shen)的(de)(de)培(pei)(pei)訓,先(xian)(xian)(xian)后(hou)培(pei)(pei)訓1800人(ren)次,取(qu)得了(le)良好效(xiao)果。特別是(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)務(wu)院(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)政(zheng)(zheng)策(ce)法(fa)(fa)(fa)規局舉辦的(de)(de)政(zheng)(zheng)策(ce)法(fa)(fa)(fa)規和指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督研(yan)討(tao)(tao)(tao)(tao)班(ban)(ban)、法(fa)(fa)(fa)治(zhi)講堂等(deng)高層(ceng)次研(yan)討(tao)(tao)(tao)(tao)培(pei)(pei)訓,有(you)(you)力提(ti)高了(le)我們(men)的(de)(de)政(zheng)(zheng)策(ce)法(fa)(fa)(fa)規和指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督水平,深(shen)(shen)受全省(sheng)(sheng)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)系統歡迎。五是(shi)(shi)(shi)(shi)考(kao)核指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)。以考(kao)核為抓手,加大指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督力度。2014年以來,先(xian)(xian)(xian)后(hou)印發(fa)了(le)《關于(yu)(yu)(yu)做好各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)領(ling)導(dao)(dao)班(ban)(ban)子(zi)和領(ling)導(dao)(dao)干部深(shen)(shen)化國(guo)(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)工(gong)(gong)(gong)作(zuo)實(shi)績考(kao)核的(de)(de)通知(zhi)(zhi)》、《關于(yu)(yu)(yu)做好各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)發(fa)展績效(xiao)考(kao)核工(gong)(gong)(gong)作(zuo)的(de)(de)通知(zhi)(zhi)》、《關于(yu)(yu)(yu)做好重(zhong)點(dian)工(gong)(gong)(gong)作(zuo)任(ren)務(wu)督查的(de)(de)通知(zhi)(zhi)》等(deng)文件(jian)(jian)(jian),除對(dui)市(shi)(shi)(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)進(jin)行(xing)(xing)(xing)(xing)考(kao)核外(wai),還(huan)代表省(sheng)(sheng)政(zheng)(zheng)府(fu)(fu)對(dui)各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)政(zheng)(zheng)府(fu)(fu)國(guo)(guo)(guo)(guo)企(qi)(qi)改(gai)革(ge)(ge)工(gong)(gong)(gong)作(zuo)進(jin)行(xing)(xing)(xing)(xing)考(kao)核,通過(guo)督促檢查、定(ding)期通報、將考(kao)核結果與各(ge)市(shi)(shi)(shi)(shi)(shi)(shi)政(zheng)(zheng)府(fu)(fu)績效(xiao)掛鉤(gou),顯著提(ti)高了(le)指(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)導(dao)(dao)監督的(de)(de)有(you)(you)效(xiao)性(xing)。
經過全省上下(xia)共同(tong)努力,遼寧指導監督(du)工作(zuo)取(qu)得了一(yi)定成效,國資系統上下(xia)聯系更加緊密,國資監管大格局、一(yi)盤棋的局面已初步形成。
