這次會(hui)(hui)議(yi)是國(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)資委成立四年(nian)多來召開的(de)第(di)一(yi)次全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資委系(xi)統信息化(hua)工(gong)作會(hui)(hui)議(yi)。會(hui)(hui)議(yi)的(de)主要(yao)目的(de)就是貫徹落(luo)實《2006-2020年(nian)國(guo)(guo)(guo)(guo)家(jia)信息化(hua)發展戰略》,按照(zhao)國(guo)(guo)(guo)(guo)務院(yuan)國(guo)(guo)(guo)(guo)資委“十(shi)一(yi)五”信息化(hua)規劃(hua),部署(shu)全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資監管信息化(hua)建設工(gong)作。

(二)國(guo)(guo)資(zi)監管(guan)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)是(shi)國(guo)(guo)家(jia)(jia)(jia)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)戰(zhan)略(lve)的(de)(de)(de)重要(yao)內容。黨的(de)(de)(de)十(shi)六大以來,國(guo)(guo)家(jia)(jia)(jia)相(xiang)(xiang)繼出臺了《關(guan)于(yu)(yu)(yu)我國(guo)(guo)電子政(zheng)(zheng)(zheng)務(wu)建設的(de)(de)(de)指導意(yi)(yi)見》、《關(guan)于(yu)(yu)(yu)加強信(xin)息(xi)(xi)(xi)(xi)安(an)全保障工作的(de)(de)(de)意(yi)(yi)見》、《關(guan)于(yu)(yu)(yu)加強信(xin)息(xi)(xi)(xi)(xi)資(zi)源開(kai)發(fa)(fa)利用工作的(de)(de)(de)若(ruo)干意(yi)(yi)見》、《關(guan)于(yu)(yu)(yu)加快我國(guo)(guo)電子商(shang)務(wu)發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)若(ruo)干意(yi)(yi)見》、《關(guan)于(yu)(yu)(yu)推(tui)進(jin)(jin)國(guo)(guo)家(jia)(jia)(jia)電子政(zheng)(zheng)(zheng)務(wu)網絡(luo)建設的(de)(de)(de)指導意(yi)(yi)見》、《關(guan)于(yu)(yu)(yu)加強政(zheng)(zheng)(zheng)府網站建設和管(guan)理工作的(de)(de)(de)意(yi)(yi)見》等文件,特(te)別是(shi)2006年出臺的(de)(de)(de)《2006-2020年國(guo)(guo)家(jia)(jia)(jia)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)戰(zhan)略(lve)》明確了今后15年我國(guo)(guo)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)的(de)(de)(de)基本方向,成為我國(guo)(guo)未來十(shi)五年信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)綱領性(xing)文件。《2006-2020年國(guo)(guo)家(jia)(jia)(jia)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)戰(zhan)略(lve)》明確國(guo)(guo)資(zi)監管(guan)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)是(shi)國(guo)(guo)家(jia)(jia)(jia)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)戰(zhan)略(lve)重點之(zhi)一。發(fa)(fa)展(zhan)(zhan)戰(zhan)略(lve)提(ti)出:“滿足轉變政(zheng)(zheng)(zheng)府職能(neng)、提(ti)高(gao)行政(zheng)(zheng)(zheng)效率、規(gui)(gui)范監管(guan)行為的(de)(de)(de)要(yao)求,深化(hua)(hua)相(xiang)(xiang)應業務(wu)系(xi)(xi)統(tong)建設。圍繞財政(zheng)(zheng)(zheng)、金融、稅收、工商(shang)、海(hai)關(guan)、國(guo)(guo)資(zi)監管(guan)、質檢、食品(pin)藥品(pin)安(an)全等關(guan)鍵業務(wu),統(tong)籌(chou)規(gui)(gui)劃,分類指導,有序推(tui)進(jin)(jin)相(xiang)(xiang)關(guan)業務(wu)系(xi)(xi)統(tong)之(zhi)間(jian)、中央(yang)與地(di)方之(zhi)間(jian)的(de)(de)(de)信(xin)息(xi)(xi)(xi)(xi)共(gong)享,促進(jin)(jin)部門(men)間(jian)業務(wu)協(xie)同,提(ti)高(gao)監管(guan)能(neng)力。”所以,我們必須從發(fa)(fa)展(zhan)(zhan)戰(zhan)略(lve)的(de)(de)(de)高(gao)度(du),充分認識國(guo)(guo)資(zi)監管(guan)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)在(zai)國(guo)(guo)家(jia)(jia)(jia)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)發(fa)(fa)展(zhan)(zhan)和政(zheng)(zheng)(zheng)府職能(neng)轉變中的(de)(de)(de)重要(yao)性(xing)和必要(yao)性(xing),增強使命感和責任感,切實(shi)采取有力措施,有計劃、有步(bu)驟(zou)地(di)推(tui)進(jin)(jin)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建設,完成好黨中央(yang)、國(guo)(guo)務(wu)院(yuan)交給的(de)(de)(de)任務(wu)。
(三(san))加(jia)(jia)快信(xin)(xin)息(xi)化建(jian)(jian)設是(shi)(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)工(gong)作邁(mai)上(shang)新(xin)(xin)臺階(jie)的迫切需要(yao)。近幾年(nian)來,各級國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委圍繞(rao)落(luo)實國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)保值(zhi)增值(zhi)的責任(ren),積(ji)極推(tui)進(jin)(jin)機構(gou)建(jian)(jian)設和(he)(he)(he)制(zhi)度(du)(du)建(jian)(jian)設,國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)組織體(ti)系和(he)(he)(he)法規體(ti)系、國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)經(jing)營(ying)業(ye)(ye)績(ji)考核體(ti)系、企(qi)(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)產(chan)(chan)(chan)權(quan)管(guan)(guan)(guan)理(li)(li)制(zhi)度(du)(du)體(ti)系、出資(zi)(zi)(zi)人財(cai)務(wu)監(jian)(jian)督體(ti)系等(deng)基本形(xing)成并不斷完善,國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)管(guan)(guan)(guan)理(li)(li)體(ti)制(zhi)框架基本建(jian)(jian)立(li),初步(bu)實現了監(jian)(jian)管(guan)(guan)(guan)制(zhi)度(du)(du)創(chuang)新(xin)(xin),基礎工(gong)作進(jin)(jin)一步(bu)加(jia)(jia)強(qiang)。但是(shi)(shi)(shi),國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)要(yao)真正(zheng)做到“三(san)結合、三(san)統(tong)一”,仍需付(fu)出很大努力(li),必須大力(li)推(tui)進(jin)(jin)監(jian)(jian)管(guan)(guan)(guan)制(zhi)度(du)(du)創(chuang)新(xin)(xin)和(he)(he)(he)監(jian)(jian)管(guan)(guan)(guan)方(fang)式(shi)創(chuang)新(xin)(xin),提高監(jian)(jian)管(guan)(guan)(guan)能力(li)和(he)(he)(he)效(xiao)率。監(jian)(jian)管(guan)(guan)(guan)方(fang)式(shi)的創(chuang)新(xin)(xin),現階(jie)段最主(zhu)要(yao)的是(shi)(shi)(shi)要(yao)實現監(jian)(jian)管(guan)(guan)(guan)手(shou)段的信(xin)(xin)息(xi)化。要(yao)充分應用(yong)(yong)信(xin)(xin)息(xi)技術,挖(wa)掘(jue)利(li)用(yong)(yong)信(xin)(xin)息(xi)資(zi)(zi)(zi)源,改變目前(qian)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)數據(ju)采集、處理(li)(li)方(fang)式(shi)落(luo)后,數據(ju)有(you)(you)效(xiao)性(xing)和(he)(he)(he)共(gong)享性(xing)弱,數據(ju)覆蓋范圍小、深(shen)度(du)(du)不夠,數據(ju)及時性(xing)和(he)(he)(he)針對性(xing)差等(deng)現狀(zhuang),建(jian)(jian)立(li)有(you)(you)效(xiao)的信(xin)(xin)息(xi)采集與數據(ju)處理(li)(li)機制(zhi),實現信(xin)(xin)息(xi)共(gong)享和(he)(he)(he)業(ye)(ye)務(wu)協(xie)同。比如,推(tui)進(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)經(jing)濟布局和(he)(he)(he)結構(gou)戰略性(xing)調整(zheng),亟需收集和(he)(he)(he)開(kai)發國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)信(xin)(xin)息(xi)資(zi)(zi)(zi)源,及時準確地(di)掌握國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)分布狀(zhuang)況和(he)(he)(he)經(jing)營(ying)情況。加(jia)(jia)強(qiang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)督管(guan)(guan)(guan)理(li)(li),規范國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)改制(zhi)和(he)(he)(he)產(chan)(chan)(chan)權(quan)轉讓行為,防止國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)流失,必須大力(li)開(kai)發利(li)用(yong)(yong)業(ye)(ye)務(wu)管(guan)(guan)(guan)理(li)(li)信(xin)(xin)息(xi)系統(tong),加(jia)(jia)強(qiang)對企(qi)(qi)業(ye)(ye)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)特別是(shi)(shi)(shi)重大財(cai)務(wu)信(xin)(xin)息(xi)和(he)(he)(he)產(chan)(chan)(chan)權(quan)轉讓的實時監(jian)(jian)測和(he)(he)(he)規范管(guan)(guan)(guan)理(li)(li)。總之(zhi),大力(li)推(tui)進(jin)(jin)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)息(xi)化,既是(shi)(shi)(shi)加(jia)(jia)強(qiang)國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)督管(guan)(guan)(guan)理(li)(li),實現國(guo)(guo)(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)(chan)保值(zhi)增值(zhi)的迫切需要(yao),也是(shi)(shi)(shi)落(luo)實國(guo)(guo)(guo)(guo)(guo)(guo)家(jia)信(xin)(xin)息(xi)化發展戰略的緊迫任(ren)務(wu)。
二、充分肯定國資監管信息化工作取得的成績
幾年來,各(ge)省區市國(guo)資(zi)(zi)委圍繞國(guo)資(zi)(zi)監管和國(guo)企(qi)改(gai)革的(de)中心任務,相(xiang)繼開(kai)發建設(she)了一批信(xin)息(xi)網(wang)(wang)絡、信(xin)息(xi)網(wang)(wang)站、網(wang)(wang)上(shang)辦公和業務管理系統,為有效履行出資(zi)(zi)人職責、加強國(guo)資(zi)(zi)監管、推進國(guo)企(qi)改(gai)革等發揮了積極的(de)作用。
(一(yi)(yi))信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)基(ji)(ji)礎工(gong)(gong)作(zuo)(zuo)(zuo)不斷加(jia)強。一(yi)(yi)是(shi)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)(zuo)領導(dao)機構逐步建立。部分省區(qu)市國資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)成(cheng)立了(le)由委(wei)(wei)(wei)主要(yao)領導(dao)掛帥(shuai)、各職能處(chu)室負(fu)責人為成(cheng)員(yuan)的(de)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)(zuo)領導(dao)小組,加(jia)強了(le)對信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)組織協調。二是(shi)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)(zuo)機構、編制(zhi)(zhi)(zhi)(zhi)、人員(yuan)基(ji)(ji)本(ben)落實。大多數省區(qu)市國資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)明確由辦公室負(fu)責信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)(zuo);吉林、河(he)北(bei)、山西(xi)、內蒙古、上(shang)(shang)海、湖北(bei)、深圳、青島等(deng)地方(fang)國資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)設(she)(she)立了(le)信(xin)息(xi)(xi)(xi)(xi)中(zhong)心(xin)。貴州(zhou)、河(he)南等(deng)省國資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)建立了(le)委(wei)(wei)(wei)機關各處(chu)室及監(jian)管(guan)(guan)企業的(de)信(xin)息(xi)(xi)(xi)(xi)聯絡員(yuan)制(zhi)(zhi)(zhi)(zhi)度。三是(shi)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建設(she)(she)經費(fei)投入機制(zhi)(zhi)(zhi)(zhi)初步理(li)順。深圳市國資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)把信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建設(she)(she)經費(fei)作(zuo)(zuo)(zuo)為監(jian)管(guan)(guan)費(fei)用的(de)一(yi)(yi)部分,統(tong)一(yi)(yi)納入國有資(zi)(zi)(zi)(zi)本(ben)經營預(yu)算(suan)支出范(fan)(fan)圍。四是(shi)制(zhi)(zhi)(zhi)(zhi)定了(le)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建設(she)(she)總體規(gui)劃。上(shang)(shang)海、山西(xi)、四川(chuan)、貴州(zhou)、廣西(xi)、寧(ning)波國資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)編制(zhi)(zhi)(zhi)(zhi)完成(cheng)國資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建設(she)(she)總體規(gui)劃。五(wu)是(shi)信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)(zuo)(zuo)管(guan)(guan)理(li)制(zhi)(zhi)(zhi)(zhi)度逐步建立。遼寧(ning)、寧(ning)波國資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)制(zhi)(zhi)(zhi)(zhi)定了(le)計算(suan)機網(wang)絡、網(wang)站(zhan)、信(xin)息(xi)(xi)(xi)(xi)報送(song)、信(xin)息(xi)(xi)(xi)(xi)安(an)全等(deng)一(yi)(yi)系列規(gui)章制(zhi)(zhi)(zhi)(zhi)度,信(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建設(she)(she)開始(shi)進入規(gui)范(fan)(fan)化(hua)(hua)軌道。
(二)網(wang)(wang)(wang)(wang)絡基礎(chu)設施(shi)得到改善。全(quan)國(guo)(guo)(guo)大多數(shu)省(sheng)市國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委已(yi)經開通(tong)(tong)機關(guan)局域網(wang)(wang)(wang)(wang)和電子郵件系統,信(xin)息(xi)獲取和傳(chuan)遞能力明顯提(ti)高。不少地方建(jian)成了(le)業務(wu)(wu)內網(wang)(wang)(wang)(wang)和業務(wu)(wu)外(wai)網(wang)(wang)(wang)(wang),為開展國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管提(ti)供(gong)(gong)了(le)四個網(wang)(wang)(wang)(wang)絡平臺(tai)(tai):(1)外(wai)網(wang)(wang)(wang)(wang)與(yu)(yu)國(guo)(guo)(guo)際互聯(lian)網(wang)(wang)(wang)(wang)連接(jie),形(xing)(xing)成訪(fang)問互聯(lian)網(wang)(wang)(wang)(wang)平臺(tai)(tai);(2)內網(wang)(wang)(wang)(wang)與(yu)(yu)本(ben)級(ji)政(zheng)府政(zheng)務(wu)(wu)專網(wang)(wang)(wang)(wang)相聯(lian),形(xing)(xing)成政(zheng)府機關(guan)公(gong)文(wen)(wen)(wen)流轉平臺(tai)(tai);(3)通(tong)(tong)過(guo)內部局域網(wang)(wang)(wang)(wang),形(xing)(xing)成委內公(gong)文(wen)(wen)(wen)處理(li)平臺(tai)(tai);(4)通(tong)(tong)過(guo)非涉(she)密公(gong)文(wen)(wen)(wen)傳(chuan)輸系統,形(xing)(xing)成與(yu)(yu)國(guo)(guo)(guo)務(wu)(wu)院(yuan)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委公(gong)文(wen)(wen)(wen)報送(song)平臺(tai)(tai)。同時(shi),實(shi)(shi)行內網(wang)(wang)(wang)(wang)和外(wai)網(wang)(wang)(wang)(wang)物理(li)隔離,為涉(she)密信(xin)息(xi)系統安(an)全(quan)運行提(ti)供(gong)(gong)了(le)技術保障。山西(xi)、安(an)徽、廣西(xi)等地方國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委以專網(wang)(wang)(wang)(wang)方式(shi)實(shi)(shi)現了(le)與(yu)(yu)市級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委和監管企(qi)業的(de)互聯(lian)互通(tong)(tong)。河南省(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委建(jian)立與(yu)(yu)省(sheng)委、省(sheng)政(zheng)府信(xin)息(xi)傳(chuan)輸網(wang)(wang)(wang)(wang)絡,實(shi)(shi)現報送(song)公(gong)文(wen)(wen)(wen)、信(xin)息(xi)的(de)無紙化傳(chuan)送(song),提(ti)高了(le)辦公(gong)效率。
(三)辦(ban)公(gong)(gong)系(xi)統(tong)應(ying)用效(xiao)果(guo)逐步(bu)顯現。北(bei)京(jing)、山(shan)東(dong)、黑龍江(jiang)、遼寧(ning)、河北(bei)、天(tian)津、上海(hai)、江(jiang)蘇、福建(jian)、甘肅(su)、廣西、青島、廈門國(guo)(guo)(guo)資(zi)委(wei)相繼開發應(ying)用網絡協同辦(ban)公(gong)(gong)系(xi)統(tong),提高(gao)了(le)(le)辦(ban)事效(xiao)率,節約了(le)(le)經費。山(shan)東(dong)、福建(jian)等(deng)地方國(guo)(guo)(guo)資(zi)委(wei)不(bu)涉(she)密的公(gong)(gong)文(wen)(wen)辦(ban)理(li)全部(bu)實(shi)現網上流(liu)轉(zhuan)。江(jiang)蘇省國(guo)(guo)(guo)資(zi)委(wei)來電、來文(wen)(wen)和(he)發文(wen)(wen)的處(chu)理(li)基本實(shi)現無紙化(hua)。青島市國(guo)(guo)(guo)資(zi)委(wei)的辦(ban)公(gong)(gong)系(xi)統(tong)已經由收文(wen)(wen)管(guan)(guan)理(li)、發文(wen)(wen)管(guan)(guan)理(li)拓展到督查管(guan)(guan)理(li)、信息管(guan)(guan)理(li)、檔案管(guan)(guan)理(li)和(he)會議管(guan)(guan)理(li)等(deng)內容,推動了(le)(le)機關辦(ban)公(gong)(gong)效(xiao)率的提高(gao)。北(bei)京(jing)、上海(hai)、山(shan)東(dong)等(deng)省市國(guo)(guo)(guo)資(zi)委(wei)開通(tong)了(le)(le)和(he)監管(guan)(guan)企業(ye)的視(shi)頻(pin)會議系(xi)統(tong)。湖(hu)北(bei)省國(guo)(guo)(guo)資(zi)委(wei)建(jian)立多媒體會議室。
(四)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)建設(she)(she)邁出實質性步(bu)伐。為(wei)提(ti)高(gao)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)的(de)科學性和(he)有效性,各地國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)積極開發建設(she)(she)國(guo)有資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)(jian)(jian)督管(guan)(guan)(guan)理(li)(li)(li)信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong),取得不(bu)同程度(du)的(de)進展。廣西國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)正(zheng)在建設(she)(she)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)綜(zong)合業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)管(guan)(guan)(guan)理(li)(li)(li)信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)。上海市(shi)(shi)(shi)的(de)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)可研(yan)報告已經(jing)獲得主管(guan)(guan)(guan)部門批準。山東省(sheng)制定了(le)(le)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)總體建設(she)(she)方(fang)案。青島(dao)市(shi)(shi)(shi)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)已納入(ru)2007年青島(dao)市(shi)(shi)(shi)財(cai)(cai)政項目投(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)計劃。云南省(sheng)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)的(de)財(cai)(cai)務(wu)(wu)及(ji)重大事項監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)建成投(tou)(tou)入(ru)使(shi)用。北(bei)京市(shi)(shi)(shi)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)推廣應用了(le)(le)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領導人(ren)員管(guan)(guan)(guan)理(li)(li)(li)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)和(he)產(chan)(chan)權管(guan)(guan)(guan)理(li)(li)(li)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)。上海市(shi)(shi)(shi)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)開發了(le)(le)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)經(jing)營預算管(guan)(guan)(guan)理(li)(li)(li)、高(gao)技能人(ren)才管(guan)(guan)(guan)理(li)(li)(li)等多個業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)應用系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong),為(wei)國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)順利(li)開展、提(ti)高(gao)效率提(ti)供了(le)(le)支(zhi)撐。國(guo)務(wu)(wu)院國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)委(wei)有關(guan)業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)廳局初步(bu)建成企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)財(cai)(cai)務(wu)(wu)數據統(tong)(tong)計評價(jia)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)、中央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)人(ren)才數據庫系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)、中央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)績(ji)考核系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)、企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)國(guo)有產(chan)(chan)權交易(yi)監(jian)(jian)(jian)(jian)測系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)、中央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)固定資(zi)(zi)(zi)(zi)(zi)(zi)(zi)產(chan)(chan)投(tou)(tou)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)統(tong)(tong)計調查系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)、懲防體系(xi)(xi)(xi)(xi)(xi)(xi)管(guan)(guan)(guan)理(li)(li)(li)信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)、監(jian)(jian)(jian)(jian)事會(hui)工作業(ye)(ye)(ye)(ye)(ye)務(wu)(wu)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong)等。這些信(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)(xi)(xi)統(tong)(tong),為(wei)做好國(guo)資(zi)(zi)(zi)(zi)(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)(guan)工作發揮(hui)了(le)(le)重大作用。
以(yi)企業國(guo)有產(chan)權交(jiao)(jiao)易(yi)(yi)(yi)(yi)監測(ce)(ce)系統(tong)為(wei)例。2006年,國(guo)務(wu)院國(guo)資委正式啟動(dong)了(le)企業國(guo)有產(chan)權交(jiao)(jiao)易(yi)(yi)(yi)(yi)監測(ce)(ce)系統(tong)的(de)(de)建(jian)設工作(zuo),目(mu)前已(yi)實(shi)現了(le)與北京、天津、上海國(guo)資委和(he)產(chan)權交(jiao)(jiao)易(yi)(yi)(yi)(yi)機構(gou)的(de)(de)聯網。監測(ce)(ce)系統(tong)的(de)(de)建(jian)成和(he)推廣(guang),使(shi)各級國(guo)資委對產(chan)權交(jiao)(jiao)易(yi)(yi)(yi)(yi)的(de)(de)監管(guan)手段(duan)發生了(le)實(shi)質性改變,實(shi)現了(le)從(cong)事(shi)后的(de)(de)靜態監管(guan)向全過(guo)程(cheng)的(de)(de)動(dong)態監管(guan)的(de)(de)轉變;產(chan)權交(jiao)(jiao)易(yi)(yi)(yi)(yi)機構(gou)的(de)(de)操(cao)(cao)作(zuo)得(de)到進一(yi)步規(gui)范(fan);產(chan)權交(jiao)(jiao)易(yi)(yi)(yi)(yi)嚴格按照操(cao)(cao)作(zuo)規(gui)則(ze)和(he)程(cheng)序進行(xing),大(da)大(da)減少了(le)違規(gui)操(cao)(cao)作(zuo)行(xing)為(wei);為(wei)今后全國(guo)統(tong)一(yi)的(de)(de)產(chan)權交(jiao)(jiao)易(yi)(yi)(yi)(yi)市場(chang)的(de)(de)形成奠定了(le)基礎。
(五(wu))國(guo)(guo)資(zi)監管(guan)(guan)網站(zhan)和(he)(he)政務(wu)信息(xi)公(gong)開(kai)成效明(ming)顯。各(ge)省區(qu)市國(guo)(guo)資(zi)委高度重視開(kai)發建(jian)設互(hu)聯網站(zhan),大力(li)宣傳(chuan)(chuan)國(guo)(guo)資(zi)監管(guan)(guan)的(de)政策措施(shi)和(he)(he)工(gong)作(zuo)(zuo)成績,宣傳(chuan)(chuan)國(guo)(guo)有企業改(gai)革(ge)發展的(de)嶄新(xin)風貌和(he)(he)重大成果,大力(li)推進(jin)國(guo)(guo)資(zi)監管(guan)(guan)信息(xi)公(gong)開(kai)和(he)(he)電子(zi)政務(wu),提高監管(guan)(guan)工(gong)作(zuo)(zuo)透(tou)明(ming)度和(he)(he)辦事效率(lv)。據不完全(quan)統計,全(quan)國(guo)(guo)37個省(自(zi)治區(qu)、直轄市、計劃單列市和(he)(he)新(xin)疆生產建(jian)設兵團(tuan))中,已有30個國(guo)(guo)資(zi)委開(kai)通互(hu)聯網站(zhan),成為(wei)宣傳(chuan)(chuan)國(guo)(guo)資(zi)監管(guan)(guan)工(gong)作(zuo)(zuo)的(de)重要陣地。按照信息(xi)公(gong)開(kai)、在線(xian)辦事和(he)(he)公(gong)眾參與等要求(qiu),各(ge)地國(guo)(guo)資(zi)委互(hu)聯網站(zhan)信息(xi)公(gong)開(kai)的(de)及時性(xing)和(he)(he)全(quan)面性(xing)得到(dao)加強(qiang),在線(xian)辦事、公(gong)眾參與和(he)(he)互(hu)動交流明(ming)顯改(gai)進(jin)。
(六)信(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)源開發(fa)利用取得積(ji)極進展(zhan)。一是開始建立(li)企(qi)業信(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)源庫(ku)。河(he)北省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)建立(li)河(he)北國(guo)(guo)(guo)資(zi)(zi)(zi)企(qi)業經濟信(xin)(xin)息(xi)(xi)(xi)平臺和領(ling)導決策信(xin)(xin)息(xi)(xi)(xi)支持(chi)系統。安徽(hui)省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)建成(cheng)(cheng)全省(sheng)(sheng)國(guo)(guo)(guo)有及國(guo)(guo)(guo)有控股工(gong)(gong)業企(qi)業主(zhu)(zhu)要經濟指標、省(sheng)(sheng)屬(shu)企(qi)業財(cai)務快報、省(sheng)(sheng)屬(shu)工(gong)(gong)業企(qi)業主(zhu)(zhu)要經濟效益等(deng)多個(ge)數據(ju)庫(ku),為(wei)(wei)全省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)系統提供便捷的(de)(de)信(xin)(xin)息(xi)(xi)(xi)查詢服務。甘肅省(sheng)(sheng)國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)組織錄入監管企(qi)業10年的(de)(de)主(zhu)(zhu)要經濟指標,形成(cheng)(cheng)了(le)完整的(de)(de)省(sheng)(sheng)屬(shu)企(qi)業歷(li)史財(cai)務決算數據(ju)庫(ku),為(wei)(wei)分析(xi)監管企(qi)業國(guo)(guo)(guo)有資(zi)(zi)(zi)產(chan)分布狀況、運營質量、發(fa)展(zhan)趨勢等(deng)提供了(le)豐富(fu)的(de)(de)基礎資(zi)(zi)(zi)料(liao)。二是內(nei)部(bu)信(xin)(xin)息(xi)(xi)(xi)網(wang)內(nei)容不斷豐富(fu)。遼寧、天津(jin)、湖北等(deng)省(sheng)(sheng)市國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)都開通(tong)了(le)內(nei)部(bu)信(xin)(xin)息(xi)(xi)(xi)網(wang),成(cheng)(cheng)為(wei)(wei)學習交(jiao)流的(de)(de)重要平臺。天津(jin)市國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)在內(nei)部(bu)信(xin)(xin)息(xi)(xi)(xi)網(wang)設立(li)專欄,發(fa)布170余個(ge)國(guo)(guo)(guo)資(zi)(zi)(zi)監管法(fa)(fa)律法(fa)(fa)規文件,為(wei)(wei)全委(wei)人員規范高效開展(zhan)工(gong)(gong)作提供了(le)信(xin)(xin)息(xi)(xi)(xi)咨(zi)詢。三(san)是國(guo)(guo)(guo)資(zi)(zi)(zi)監管信(xin)(xin)息(xi)(xi)(xi)加工(gong)(gong)成(cheng)(cheng)果明顯。內(nei)蒙古、吉林等(deng)地方國(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)重視對(dui)監管企(qi)業經濟運行數據(ju)的(de)(de)收集加工(gong)(gong)和分析(xi)研究,為(wei)(wei)各級領(ling)導決策提供了(le)重要依(yi)據(ju)。
(七)推(tui)進企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)和軟(ruan)(ruan)件(jian)正(zheng)版化(hua)(hua)(hua)工(gong)作(zuo)(zuo)取(qu)得積(ji)極(ji)(ji)成效。部分(fen)省(sheng)區市國(guo)資(zi)委(wei)把企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建設(she)作(zuo)(zuo)為信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)的(de)一項重要(yao)內容,大力(li)推(tui)動(dong)監管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)加快(kuai)利用信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)手段提升管(guan)理水(shui)平和增強(qiang)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)核心競爭力(li)。河(he)北、山(shan)東、廣西等省(sheng)(區)國(guo)資(zi)委(wei)出(chu)臺了(le)推(tui)動(dong)監管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)的(de)指導意見,明確了(le)監管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)建設(she)的(de)指導思想(xiang)、總體目標(biao)、工(gong)作(zuo)(zuo)重點(dian)和政策(ce)措施。河(he)北省(sheng)國(guo)資(zi)委(wei)要(yao)求(qiu)(qiu)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)設(she)立信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)專項資(zi)金,并(bing)組織部分(fen)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)到全(quan)國(guo)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)標(biao)桿企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)考察學(xue)習。山(shan)東省(sheng)國(guo)資(zi)委(wei)堅(jian)持每年召開(kai)一次省(sheng)管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)息(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)座談會,總結(jie)工(gong)作(zuo)(zuo),交流經(jing)驗,商討工(gong)作(zuo)(zuo)措施。各地國(guo)資(zi)委(wei)按照(zhao)國(guo)家總體要(yao)求(qiu)(qiu),積(ji)極(ji)(ji)配合版權(quan)部門,采(cai)取(qu)切(qie)實措施,推(tui)進軟(ruan)(ruan)件(jian)正(zheng)版化(hua)(hua)(hua)工(gong)作(zuo)(zuo)穩步有序展開(kai),在做好(hao)委(wei)機關軟(ruan)(ruan)件(jian)正(zheng)版化(hua)(hua)(hua)的(de)同時,積(ji)極(ji)(ji)推(tui)進監管(guan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)軟(ruan)(ruan)件(jian)正(zheng)版化(hua)(hua)(hua)工(gong)作(zuo)(zuo)。
在(zai)充分肯(ken)定成(cheng)績(ji)的(de)同時,我們也要(yao)(yao)(yao)清醒(xing)地看(kan)到,全國國資監管信(xin)息(xi)化(hua)建(jian)設總(zong)體上仍(reng)處于起步階(jie)段,存在(zai)一些問(wen)題,主(zhu)要(yao)(yao)(yao)是:基(ji)礎網絡不(bu)夠(gou)健全,互聯互通不(bu)暢(chang);業務(wu)系(xi)統(tong)水(shui)平(ping)較低,應用和服務(wu)范圍(wei)較窄;信(xin)息(xi)資源開(kai)發利用滯(zhi)后(hou),共享和對外公開(kai)程度(du)不(bu)高;標準不(bu)統(tong)一,制度(du)建(jian)設薄(bo)弱,安全存在(zai)隱患;缺少統(tong)籌規劃,自成(cheng)體系(xi),重(zhong)復建(jian)設現(xian)象嚴重(zhong)。國資監管信(xin)息(xi)化(hua)水(shui)平(ping)與加強國資監管的(de)要(yao)(yao)(yao)求(qiu)相比,與全球信(xin)息(xi)化(hua)發展趨勢和國家信(xin)息(xi)化(hua)發展要(yao)(yao)(yao)求(qiu)相比,還(huan)有較大差距。我們必須增強緊(jin)迫感,采取有力措施加快(kuai)解決(jue)。
三、進一步明確國資監管信息化“十一五”發展目標和任務
根據國(guo)家“十(shi)一(yi)五(wu)”信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)發(fa)展的(de)總(zong)體(ti)要求,結合國(guo)資監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)的(de)現(xian)狀與實際需求,我們初(chu)步(bu)(bu)考慮國(guo)資監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)發(fa)展的(de)“十(shi)一(yi)五(wu)”目(mu)標是:基本(ben)建(jian)成(cheng)覆蓋中(zhong)央、省級(ji)和計劃(hua)單列(lie)市國(guo)資委及所監(jian)管(guan)(guan)企(qi)業(ye)的(de)國(guo)資監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)網(wang)絡平臺,各(ge)級(ji)國(guo)資委普遍建(jian)立(li)(li)起業(ye)務(wu)內網(wang)和外網(wang);重點應用系(xi)(xi)(xi)統實現(xian)互聯互通,信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)資源共享機制初(chu)步(bu)(bu)建(jian)立(li)(li);基礎性信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)數據庫、信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)資源目(mu)標體(ti)系(xi)(xi)(xi)與交換(huan)體(ti)系(xi)(xi)(xi)、標準規范(fan)體(ti)系(xi)(xi)(xi)、信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)安全基礎設施(shi)初(chu)步(bu)(bu)建(jian)立(li)(li);各(ge)級(ji)國(guo)資委門戶網(wang)站全部開通,并(bing)成(cheng)為信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)公開的(de)重要渠道,可在線(xian)處理(li)的(de)業(ye)務(wu)項目(mu)基本(ben)實現(xian)網(wang)上辦理(li)。
實現上述(shu)目標,關(guan)鍵(jian)是(shi)要實現四個轉(zhuan)(zhuan)變(bian):一是(shi)要從分散建(jian)設(she)向(xiang)現有資源整合利用轉(zhuan)(zhuan)變(bian);二是(shi)要從信(xin)息系(xi)統(tong)獨立運行(xing)向(xiang)互聯互通和資源共(gong)享轉(zhuan)(zhuan)變(bian);三是(shi)要從重(zhong)(zhong)建(jian)設(she)向(xiang)注重(zhong)(zhong)深化(hua)(hua)應用轉(zhuan)(zhuan)變(bian);四是(shi)要從信(xin)息管理(li)偏(pian)重(zhong)(zhong)自我服務向(xiang)注重(zhong)(zhong)公(gong)共(gong)服務轉(zhuan)(zhuan)變(bian)。當前(qian)和今后(hou)一個時期,國資監管信(xin)息化(hua)(hua)建(jian)設(she)要著力抓好(hao)以下六(liu)項工作:
(一)建設和整(zheng)合統一的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管網(wang)(wang)絡平臺(tai),推進互(hu)(hu)(hu)(hu)聯(lian)互(hu)(hu)(hu)(hu)通。榮融(rong)同志今年1月25日在全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)督(du)管理工(gong)作(zuo)會(hui)議上強調,要(yao)按照《地方國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管工(gong)作(zuo)指導(dao)監(jian)(jian)督(du)暫行辦(ban)法》的(de)(de)要(yao)求,抓緊建立(li)各級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)之(zhi)(zhi)間交流(liu)聯(lian)系(xi)的(de)(de)信(xin)息(xi)(xi)網(wang)(wang)絡,及時組織(zhi)工(gong)作(zuo)交流(liu),總結推廣(guang)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管工(gong)作(zuo)經(jing)驗,提高國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管系(xi)統的(de)(de)整(zheng)體(ti)素質。為此(ci),要(yao)充分利用各級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)的(de)(de)現(xian)有(you)(you)網(wang)(wang)絡資(zi)(zi)(zi)源,按照《國(guo)(guo)(guo)(guo)家電(dian)子(zi)政(zheng)(zheng)務(wu)總體(ti)框(kuang)架(jia)》的(de)(de)要(yao)求,加快建設各級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)上下之(zhi)(zhi)間、國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)與(yu)所監(jian)(jian)管企業(ye)(ye)之(zhi)(zhi)間相(xiang)(xiang)互(hu)(hu)(hu)(hu)聯(lian)接的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管外(wai)網(wang)(wang),實現(xian)相(xiang)(xiang)互(hu)(hu)(hu)(hu)之(zhi)(zhi)間的(de)(de)信(xin)息(xi)(xi)交換和信(xin)息(xi)(xi)共享。基于國(guo)(guo)(guo)(guo)家電(dian)子(zi)政(zheng)(zheng)務(wu)內(nei)(nei)網(wang)(wang),建立(li)國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)與(yu)各省(sheng)級、計劃單(dan)列市國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)及中央(yang)企業(ye)(ye)之(zhi)(zhi)間相(xiang)(xiang)互(hu)(hu)(hu)(hu)聯(lian)接的(de)(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管內(nei)(nei)網(wang)(wang),滿足(zu)內(nei)(nei)部辦(ban)公、管理、協調、監(jian)(jian)督(du)和決策的(de)(de)需(xu)要(yao)。內(nei)(nei)網(wang)(wang)和外(wai)網(wang)(wang)實現(xian)物理隔(ge)離,在信(xin)息(xi)(xi)內(nei)(nei)容上內(nei)(nei)網(wang)(wang)的(de)(de)信(xin)息(xi)(xi)不能上外(wai)網(wang)(wang),能上外(wai)網(wang)(wang)的(de)(de)信(xin)息(xi)(xi)盡可能不上內(nei)(nei)網(wang)(wang)。
(二)建(jian)(jian)立和(he)完(wan)(wan)善(shan)國資(zi)監管(guan)(guan)(guan)業(ye)務(wu)系統(tong),推(tui)進信(xin)息(xi)(xi)共(gong)享和(he)業(ye)務(wu)協(xie)同。根據《國家信(xin)息(xi)(xi)化領(ling)導小組關于推(tui)進國家電子政務(wu)網絡建(jian)(jian)設的(de)意(yi)見》關于“各(ge)地各(ge)部(bu)門要(yao)(yao)(yao)(yao)按照統(tong)一要(yao)(yao)(yao)(yao)求(qiu)和(he)相(xiang)關標準,根據各(ge)自職(zhi)能和(he)工作(zuo)實際,明(ming)確本地區本部(bu)門業(ye)務(wu)應用系統(tong)的(de)部(bu)署范圍(wei),加強信(xin)息(xi)(xi)資(zi)源開發,推(tui)動相(xiang)關業(ye)務(wu)應用”的(de)要(yao)(yao)(yao)(yao)求(qiu),緊(jin)(jin)緊(jin)(jin)圍(wei)繞履行出資(zi)人職(zhi)責關于管(guan)(guan)(guan)資(zi)產(chan)和(he)管(guan)(guan)(guan)人、管(guan)(guan)(guan)事(shi)的(de)權利、義務(wu)和(he)責任的(de)要(yao)(yao)(yao)(yao)求(qiu),規范和(he)優化業(ye)務(wu)流(liu)程,統(tong)籌規劃建(jian)(jian)立所監管(guan)(guan)(guan)企業(ye)人才管(guan)(guan)(guan)理(li)信(xin)息(xi)(xi)系統(tong)、企業(ye)重(zhong)大事(shi)項(xiang)管(guan)(guan)(guan)理(li)信(xin)息(xi)(xi)系統(tong)、企業(ye)國有資(zi)產(chan)管(guan)(guan)(guan)理(li)信(xin)息(xi)(xi)系統(tong)、企業(ye)國有資(zi)產(chan)監督(du)信(xin)息(xi)(xi)系統(tong)、企業(ye)經濟(ji)運行信(xin)息(xi)(xi)系統(tong)、企業(ye)黨建(jian)(jian)紀檢(jian)監察信(xin)息(xi)(xi)系統(tong)。同時,按照職(zhi)責明(ming)確、流(liu)程規范、功能完(wan)(wan)備(bei)的(de)要(yao)(yao)(yao)(yao)求(qiu),建(jian)(jian)立和(he)完(wan)(wan)善(shan)信(xin)息(xi)(xi)共(gong)享機制,實現(xian)業(ye)務(wu)協(xie)同。
(三)建立(li)和完(wan)善(shan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)數(shu)據庫(ku),大(da)力開(kai)發利用(yong)(yong)(yong)信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源。按照《中共中央辦公(gong)廳、國(guo)(guo)(guo)(guo)務(wu)院辦公(gong)廳關(guan)于(yu)加(jia)強信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源開(kai)發利用(yong)(yong)(yong)工作的若干意見(jian)》的要求,統(tong)(tong)(tong)一(yi)標準和規范,編制(zhi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)工作信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源目(mu)錄體系(xi)(xi)和信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源交換體系(xi)(xi)。分(fen)工負責建立(li)各類國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源庫(ku)和信(xin)(xin)(xin)息(xi)(xi)(xi)采(cai)集系(xi)(xi)統(tong)(tong)(tong),形(xing)成比較完(wan)善(shan)的全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源體系(xi)(xi)。要充分(fen)開(kai)發利用(yong)(yong)(yong)現有(you)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源,建立(li)企(qi)(qi)業(ye)基(ji)本信(xin)(xin)(xin)息(xi)(xi)(xi)、企(qi)(qi)業(ye)績效評價、企(qi)(qi)業(ye)人員管(guan)(guan)(guan)理、企(qi)(qi)業(ye)財務(wu)、國(guo)(guo)(guo)(guo)有(you)產(chan)權、資(zi)(zi)(zi)(zi)產(chan)統(tong)(tong)(tong)計、企(qi)(qi)業(ye)經濟(ji)運行、企(qi)(qi)業(ye)投(tou)資(zi)(zi)(zi)(zi)、黨建紀(ji)檢監(jian)察、政策(ce)法規文獻等數(shu)據庫(ku)。在(zai)保(bao)證數(shu)據信(xin)(xin)(xin)息(xi)(xi)(xi)保(bao)密(mi)安全的前提下(xia),建立(li)內部信(xin)(xin)(xin)息(xi)(xi)(xi)門戶(hu)、領導決(jue)策(ce)支(zhi)持系(xi)(xi)統(tong)(tong)(tong)等信(xin)(xin)(xin)息(xi)(xi)(xi)共享(xiang)查詢系(xi)(xi)統(tong)(tong)(tong),完(wan)善(shan)信(xin)(xin)(xin)息(xi)(xi)(xi)授權共享(xiang)機制(zhi),促進國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源在(zai)各級國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委內部、跨(kua)層次、跨(kua)地區交流共享(xiang)和開(kai)發利用(yong)(yong)(yong),為各項監(jian)管(guan)(guan)(guan)工作提供(gong)及時可(ke)靠(kao)的信(xin)(xin)(xin)息(xi)(xi)(xi)服(fu)務(wu)。
(四)改進(jin)和(he)(he)(he)完善(shan)國資監管(guan)(guan)對外門戶(hu)(hu)網(wang)(wang)站(zhan)(zhan)(zhan),推(tui)進(jin)信(xin)息公(gong)開(kai)和(he)(he)(he)在線(xian)服(fu)(fu)務(wu)。按照(zhao)《國務(wu)院辦(ban)(ban)(ban)公(gong)廳(ting)關于加(jia)強(qiang)政(zheng)府(fu)(fu)網(wang)(wang)站(zhan)(zhan)(zhan)建(jian)設(she)和(he)(he)(he)管(guan)(guan)理(li)工作(zuo)的(de)(de)意(yi)(yi)見(jian)》的(de)(de)要(yao)求,充分認識辦(ban)(ban)(ban)好政(zheng)府(fu)(fu)網(wang)(wang)站(zhan)(zhan)(zhan)的(de)(de)重要(yao)意(yi)(yi)義(yi),不斷健(jian)全和(he)(he)(he)完善(shan)政(zheng)府(fu)(fu)網(wang)(wang)站(zhan)(zhan)(zhan)體系(xi)(xi),增強(qiang)網(wang)(wang)站(zhan)(zhan)(zhan)功能(neng)。未開(kai)通(tong)對外網(wang)(wang)站(zhan)(zhan)(zhan)的(de)(de)省市國資委要(yao)盡快開(kai)通(tong),已開(kai)通(tong)的(de)(de)要(yao)努力(li)提(ti)升建(jian)設(she)和(he)(he)(he)管(guan)(guan)理(li)水(shui)平,加(jia)快建(jian)立比較完善(shan)的(de)(de)全國國資監管(guan)(guan)對外門戶(hu)(hu)網(wang)(wang)站(zhan)(zhan)(zhan)體系(xi)(xi)。各級國資委要(yao)按照(zhao)“及時、準(zhun)確、豐富、活躍”的(de)(de)要(yao)求,建(jian)立網(wang)(wang)站(zhan)(zhan)(zhan)內(nei)容保(bao)障機制(zhi),落實(shi)信(xin)息上(shang)網(wang)(wang)責(ze)任(ren)。完善(shan)網(wang)(wang)站(zhan)(zhan)(zhan)管(guan)(guan)理(li)制(zhi)度,增強(qiang)網(wang)(wang)站(zhan)(zhan)(zhan)服(fu)(fu)務(wu)功能(neng),增強(qiang)網(wang)(wang)站(zhan)(zhan)(zhan)權威性和(he)(he)(he)影響力(li)。加(jia)大信(xin)息發(fa)布(bu)力(li)度,提(ti)升信(xin)息質量,提(ti)高國資監管(guan)(guan)工作(zuo)透明度和(he)(he)(he)效能(neng),自覺主動(dong)接受各方面的(de)(de)監督。大力(li)開(kai)發(fa)應用(yong)網(wang)(wang)上(shang)辦(ban)(ban)(ban)事(shi)系(xi)(xi)統,公(gong)布(bu)辦(ban)(ban)(ban)事(shi)流(liu)程,實(shi)行(xing)審(shen)批業(ye)務(wu)網(wang)(wang)上(shang)受理(li)、審(shen)批進(jin)程在線(xian)查(cha)詢和(he)(he)(he)反饋,為企業(ye)提(ti)供便(bian)捷高效的(de)(de)服(fu)(fu)務(wu)。積極(ji)推(tui)進(jin)網(wang)(wang)上(shang)互(hu)動(dong)交(jiao)流(liu),開(kai)展在線(xian)訪談和(he)(he)(he)網(wang)(wang)上(shang)調查(cha),提(ti)供網(wang)(wang)上(shang)咨(zi)詢、便(bian)民問答、監督投(tou)訴(su)、領導(dao)信(xin)箱等(deng)服(fu)(fu)務(wu)。落實(shi)網(wang)(wang)民意(yi)(yi)見(jian)、問題、投(tou)訴(su)的(de)(de)受理(li)反饋責(ze)任(ren),提(ti)高網(wang)(wang)上(shang)服(fu)(fu)務(wu)效率。

(一)加強組織領(ling)(ling)導(dao),做到機(ji)(ji)構(gou)、人員、職能和(he)責任(ren)“四到位”。信(xin)(xin)(xin)(xin)息(xi)(xi)化是先(xian)進技(ji)術和(he)管(guan)理(li)的(de)集成創新,各級國資委要(yao)(yao)把信(xin)(xin)(xin)(xin)息(xi)(xi)化工(gong)(gong)作擺到重(zhong)(zhong)要(yao)(yao)位置,建(jian)立健全(quan)信(xin)(xin)(xin)(xin)息(xi)(xi)化工(gong)(gong)作管(guan)理(li)體制(zhi)(zhi)和(he)機(ji)(ji)制(zhi)(zhi),切實加強對信(xin)(xin)(xin)(xin)息(xi)(xi)化工(gong)(gong)作的(de)統一領(ling)(ling)導(dao)和(he)重(zhong)(zhong)大項目(mu)的(de)協調推(tui)進。要(yao)(yao)把這(zhe)項工(gong)(gong)作納入重(zhong)(zhong)要(yao)(yao)議事日程,主要(yao)(yao)領(ling)(ling)導(dao)要(yao)(yao)親自過(guo)問(wen),分(fen)管(guan)領(ling)(ling)導(dao)要(yao)(yao)負責抓落實。要(yao)(yao)落實信(xin)(xin)(xin)(xin)息(xi)(xi)化工(gong)(gong)作機(ji)(ji)構(gou)、職責和(he)人員編制(zhi)(zhi),保證機(ji)(ji)構(gou)和(he)人員穩定,優(you)化人員專業結構(gou)。有條件(jian)的(de)地方要(yao)(yao)設立專門的(de)信(xin)(xin)(xin)(xin)息(xi)(xi)化工(gong)(gong)作機(ji)(ji)構(gou)。積極(ji)探(tan)索試行統籌信(xin)(xin)(xin)(xin)息(xi)(xi)化工(gong)(gong)作的(de)信(xin)(xin)(xin)(xin)息(xi)(xi)主管(guan)制(zhi)(zhi)度。
(二(er))加(jia)(jia)強規劃(hua)(hua)預(yu)算,確保(bao)信(xin)息化持續(xu)健康發展。各級國(guo)(guo)資(zi)委要(yao)緊密結合加(jia)(jia)強國(guo)(guo)資(zi)監管(guan)(guan)工(gong)作的(de)需要(yao),抓緊編制(zhi)國(guo)(guo)資(zi)監管(guan)(guan)信(xin)息化建設(she)總體規劃(hua)(hua),明(ming)確工(gong)作目(mu)標、建設(she)項目(mu)和經(jing)費預(yu)算。按(an)(an)照(zhao)項目(mu)之(zhi)間的(de)邏輯關系和優先次序,落實年(nian)度建設(she)計劃(hua)(hua)和項目(mu)資(zi)金。辦大事(shi)不要(yao)怕花小錢,關鍵(jian)是要(yao)把錢用好。要(yao)保(bao)證建設(she)和運行(xing)經(jing)費持續(xu)投入,信(xin)息化項目(mu)的(de)建設(she)經(jing)費,要(yao)按(an)(an)照(zhao)中央政(zheng)府和地方(fang)政(zheng)府分別負擔(dan)的(de)原則,積極向(xiang)當地政(zheng)府主(zhu)管(guan)(guan)部(bu)門(men)申(shen)請解決;項目(mu)建成投入使(shi)用后的(de)運行(xing)和管(guan)(guan)理經(jing)費,要(yao)列入年(nian)度行(xing)政(zheng)經(jing)費預(yu)算范圍。有條件的(de)地方(fang)可把信(xin)息化建設(she)和運行(xing)維(wei)護經(jing)費列入國(guo)(guo)有資(zi)本經(jing)營預(yu)算。
(三)加強(qiang)制度建(jian)(jian)(jian)設(she)(she),科學規范信(xin)(xin)息(xi)(xi)化工作管(guan)(guan)理(li)。建(jian)(jian)(jian)立健全規范的(de)(de)信(xin)(xin)息(xi)(xi)化工程預算、建(jian)(jian)(jian)設(she)(she)、運行、維(wei)護(hu)和(he)(he)管(guan)(guan)理(li)制度,確保(bao)國資(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)息(xi)(xi)系(xi)統建(jian)(jian)(jian)設(she)(she)和(he)(he)應用規范有(you)序(xu)。制定信(xin)(xin)息(xi)(xi)化建(jian)(jian)(jian)設(she)(she)績(ji)效評價和(he)(he)考核辦法(fa),加強(qiang)對信(xin)(xin)息(xi)(xi)化投(tou)入的(de)(de)審計、監(jian)督和(he)(he)績(ji)效評估,建(jian)(jian)(jian)立和(he)(he)完善信(xin)(xin)息(xi)(xi)化工程建(jian)(jian)(jian)設(she)(she)問責(ze)制。推進國資(zi)(zi)監(jian)管(guan)(guan)信(xin)(xin)息(xi)(xi)化建(jian)(jian)(jian)設(she)(she),要堅持使用正(zheng)版軟件(jian)(jian),優先采用國產設(she)(she)備和(he)(he)軟件(jian)(jian)。對于軟件(jian)(jian)開發(fa)、個(ge)人終(zhong)端及網絡系(xi)統的(de)(de)運行維(wei)護(hu),要積極(ji)面向專業機構探(tan)索(suo)實行技(ji)術外包,以節省(sheng)投(tou)資(zi)(zi)和(he)(he)縮短周期,獲取更優質的(de)(de)技(ji)術服務。
(四)加強隊伍建(jian)設(she),提高(gao)全(quan)員(yuan)信(xin)息(xi)(xi)(xi)化(hua)應用水平。適(shi)應國資(zi)監管技(ji)術創(chuang)新的(de)需(xu)要,制訂信(xin)息(xi)(xi)(xi)化(hua)培(pei)(pei)訓計(ji)劃,組織各(ge)級公務(wu)員(yuan)特別是領導(dao)干(gan)部開展信(xin)息(xi)(xi)(xi)化(hua)培(pei)(pei)訓,宣傳和普及信(xin)息(xi)(xi)(xi)化(hua)知識,強化(hua)信(xin)息(xi)(xi)(xi)化(hua)意識,提高(gao)信(xin)息(xi)(xi)(xi)化(hua)技(ji)能。在公務(wu)員(yuan)考錄和職位競爭上崗考試(shi)中(zhong),適(shi)當增(zeng)加信(xin)息(xi)(xi)(xi)化(hua)知識的(de)內容。選(xuan)聘有經驗、懂技(ji)術的(de)專業(ye)(ye)人員(yuan)從事信(xin)息(xi)(xi)(xi)化(hua)建(jian)設(she)工作。積極引進和培(pei)(pei)養國資(zi)監管工作亟需(xu)的(de)信(xin)息(xi)(xi)(xi)化(hua)專業(ye)(ye)人才和復合型人才。通過多(duo)種形式(shi)的(de)學習(xi)培(pei)(pei)訓,提高(gao)信(xin)息(xi)(xi)(xi)化(hua)工作人員(yuan)的(de)專業(ye)(ye)素質(zhi)。
(五)加強工(gong)(gong)(gong)作(zuo)交(jiao)流(liu),推廣信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)先(xian)(xian)進經驗。定期(qi)組(zu)織(zhi)開展國資監(jian)管(guan)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)交(jiao)流(liu)研討(tao)活動,及時通(tong)報信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)進展情況,深入總結經驗,研究解決共同(tong)面臨的(de)問題,部署共建(jian)項目工(gong)(gong)(gong)作(zuo)任務。有條(tiao)件的(de)地方要通(tong)過請進來和走出去相結合的(de)方式,學習借鑒(jian)國內外(wai)先(xian)(xian)進的(de)國資監(jian)管(guan)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)經驗。建(jian)立國資監(jian)管(guan)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)交(jiao)流(liu)機(ji)制和載體,宣傳信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)的(de)成效和成功做法。適時組(zu)織(zhi)對信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)建(jian)設(she)的(de)檢查評估,評選表彰國資監(jian)管(guan)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)先(xian)(xian)進單位和個人,為做好(hao)國資監(jian)管(guan)信(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)(hua)工(gong)(gong)(gong)作(zuo)創造良(liang)好(hao)的(de)環境和條(tiao)件。
同志們,推進國資監管信息化是黨中央、國務院賦予我們的重要職責,是提高國資監管能力和效率的必由之路,是國有企業貫徹落實科學發展觀,提高企業核心競爭力的重要途徑。各地國資委要以本次會議為契機,按照會議精神和要求,進一步規劃、細化、部署、落實好國資監管信息化工作。讓我們協同配合,開拓創新,共同將國資監管信息化工作推上一個新臺階,為做優做強做大國有企業和國有資產保值增值,做出更大的貢獻。
